The US Department of Agriculture’s Forest Service has reported that science-led teams were deployed to reduce the risk of flooding and landslides following the 2025 wildfires in Southern California.

According to the Forest Service, its Rocky Mountain Research Station and the University of Idaho worked on immediate post-fire recovery in Los Angeles, applying emergency stabilisation techniques to protect people and property.

It explained that Burned Area Emergency Response (BAER) teams assessed the Eaton and Palisades Fire zones using erosion modelling to decide whether to treat hillslopes with measures such as mulching to reduce soil loss and sedimentation.

Eric Nicita, regional coordinator for the BAER Team, said: “Erosion modelling for the Eaton Fire and all other fires guided decisions on whether to implement land treatments, such as mulching hillslopes, to reduce erosion and the subsequent sedimentation.”

The Forest Service added that BAER teams prescribe emergency treatments to protect critical resources, using mapping and modelling to assess soil and watershed conditions after major fires.

Mapping fire severity and soil impacts

The Forest Service stated that its teams used the Soil Burn Severity Guidebook to generate maps for each fire site, which were then applied to watershed models.

It added that these models predicted erosion, flooding and sedimentation outcomes for affected hillslopes and catchments.

According to the organisation, agencies including California’s Watershed Emergency Response Team, the California Geological Survey and Los Angeles County also used the Forest Service’s Water Erosion Prediction Product suite of tools.

The California Department of Forestry and Fire Protection Watershed Protection Program ran models for each burned hillslope to create risk maps, the Forest Service reported.

It explained that these maps identified the highest-risk areas, which were then prioritised for treatment through mulching or drainage interventions to reduce flooding and landslide risk.

Forest Service research engineer Pete Robichaud said: “Our tools are being used in meaningful decision making for understanding hillslope and watershed responses and provide guidance on where to take action that will make a difference.”

Preventative actions in Los Angeles County

The Forest Service reported that Los Angeles County implemented physical protection measures in flood-prone areas, based on research and modelling results.

It explained that local authorities cleared debris basins and installed temporary barriers, including k-rail, sandbags and muscle walls, to prevent water surges from damaging communities.

According to the Forest Service, these measures were tested during a rainstorm on 13 February and helped to prevent further damage in vulnerable areas.

Don Lindsay of the California Geological Survey said: “To my knowledge, the work the County did was effective in minimising damages to public and private property during the February 13th rain event.”

The Forest Service confirmed that these methods continue to form part of its wider response to managing post-wildfire threats in the region.

Public access to scientific tools

The Forest Service noted that the Water Erosion Prediction Product suite of tools is publicly available for agencies and community groups.

It added that online tutorials are provided to assist users in applying these models for risk planning and emergency mitigation.

The organisation explained that the tools produce detailed analyses of soil burn severity and erosion potential, supporting data-driven decisions after wildfire events.

It stated that public accessibility enables counties and agencies to plan protective actions that can reduce further damage following fires.

The Forest Service indicated that this availability allows wider community preparedness and stronger collaborative responses across jurisdictions.

According to the Forest Service, science-based assessment is essential to address risks that arise after fires are extinguished.

It said that while fire suppression draws most attention, the subsequent stabilisation work is equally important to reduce loss during subsequent storms.

It explained that preventive measures include forest thinning, prescribed burning and, after wildfires, rapid analysis to prevent runoff and landslides.

The organisation stated that its approach applies research to limit damage and maintain safety during post-fire recovery.

It added that integrating these methods has proven to be effective in the Southern California wildfire zones in 2025.
