National Standards Programme launched to ‘raise’ competence

THE BRITISH Standards Institution (BSI) said that the new national standards programme would ‘raise professional competence in the built environment sector’.

BSI stated that the professional competence recommendations set out by Dame Judith Hackitt in her Independent Review of Building Regulations and Fire Safety are ‘set to be fulfilled’ by BSI in the new programme, which will ‘tackle the competence challenges identified’ by Dame Judith, and form part of the ‘package of measures recommended’ by the competence steering group (CGS) set out in the Raising the Bar report from the Construction Industry Council (CIC) last year.

The programme will be funded by the government and ‘designed to support the delivery of regulatory policy’, as well as the ‘new regulated roles responsible for building safety’ that have been ‘set out’ in the building safety bill. It will also enable the ‘large scale, industry led’ programme to raise competency across the sector, and includes an ‘overarching’ competency framework standard for ‘everyone working on a building’.

This standard is ‘intended to be used by key professions and trades including designers, contractors, fire risk assessors, building manager and others in specialist technical or corporate roles’. The framework meanwhile will ‘provide a set of core principles of competence’, including ‘leading and managing’ as well as ‘communicating’ and ‘delivering’ safety, risk management, regulations and processes, building systems, ethics and ‘fire/life safety’.

From this autumn the framework will be ‘made available for use’, and after three periods of public consultation and ‘refinement’, it will be published as a British standard, and include a set of competence requirements for the three newly regulated roles – which include the principal designer, principal contractor and building safety manager.

A number of fast track publicly available standards (PASs) will be produced to ‘meet the urgent need for competent individuals to fulfil these roles’ and ‘ensure the safety of residents’, with the roles having ‘overarching responsibility for the main activities affecting building and life safety at each stage of a building’s lifecycle’ – namely the design, construction and operation stages.

Each role requires ‘enhanced competences in addition to any discipline related competences’, relating to the ‘overarching’ position of ensuring that design intent of a building ‘is maintained’ alongside workers being ‘suitably competent’ to be employed and used in design, construction, refurbishment, maintenance and operation. The programme began in April 2020, and has been overseen by a ‘newly established’ built environment competence standards strategy group (BECS).

This group includes ‘strategic, senior level’ technical and policy experts from a ‘broad range of organisations involved in the design, construction and management of higher risk buildings’, and the programme itself will run until 2022. Scott Steedman, director of standards at BSI, stated: ‘Dame Judith Hackitt’s report asked the built environment industry to change its culture to safeguard people and their properties.

‘In response to the call to put clear responsibility at the heart of the system, BSI as the UK’s national standards body, has launched the professional competence standards programme. The new industry-led standards will support the building safety bill by “raising the bar” across workforce competence.’

Dame Judith commented: ‘The work of the [CSG] has been a “tour de force” and all of those who have been involved thus far are to be congratulated. As the baton is handed over to BSI to lead us through the standards development process, the whole industry needs to keep up the pace – not just to agree on the new standards, but to make them a reality in practice. That will require collaboration and cooperation, and demolition of silos – part of the culture change that is so urgently needed.’

Graham Watts, chair of the CSG and chief executive officer of the CIC, said: ‘This new stakeholder-led national standards programme, under the guidance of BSI, is the welcome and vital next step in raising and setting the bar for enhanced competence standards for all those engaged in ensuring that buildings are safe for their residents and occupants, through the design and construction or refurbishment phases and into the management of buildings in use.

‘It builds upon the framework of occupational competences across all sectors that the [CSG]has developed over the past two years.’

Building Safety Minister Lord Greenhalgh commented: ‘This government is determined to put residents’ safety first by bringing about the biggest improvements in building safety regulations in 40 years. Regulatory reforms alone won’t achieve this – we need to raise skills across the industry, backed by a strong national competence framework, and we are working together with the BSI and industry to make this happen. We welcome the expertise they bring to the vital work of raising standards of competence to make sure all residents are safe, and feel safe, in their homes.’

Chris Auger, head of schemes at BAFE, added: ‘BAFE is actively working on a number of Working Groups including the [BECS] strategy group and the [CSG] to help raise and set the bar of fire safety in the built environment.

‘It is vital that there is both a top down and bottom up approach to competence in order to have competent individuals working on and understanding fire safety in construction and, effective and competent management of life and fire safety which will have a “trickle down” effect leading to the much needed culture change that Dame Judith Hackitt has described.’

Melinda Williams promoted to new role at Telgian

Reacton receives Jordan Civil Defence approval

Reacton Fire Suppression has announced it has received product approval from the Department of Civil Defence in Jordan. This authorisation from the Jordanian government agency enables Reacton to sell and install automatic fire suppression systems in the country.

MSA Safety announces second quarter results of 2020

Global safety equipment manufacturer MSA Safety Incorporated has reported their results for the second quarter of 2020.

Quarterly Highlights

  • Revenue was $314 million, decreasing 10 percent from a year ago on a reported basis and 8 percent on a constant currency basis.
  • GAAP operating income was $48 million or 15.4 percent of sales, compared to $54 million or 15.6 percent of sales in the same period a year ago. Adjusted operating income was $59 million or 18.7 percent of sales, compared to $64 million or 18.4 percent of sales in the same period a year ago.
  • GAAP earnings were $36 million or $0.92 per diluted share, compared to $40 million or $1.01 per diluted share in the same period a year ago. Adjusted earnings were $44 million or $1.11 per diluted share, compared to $48 million or $1.22 per diluted share in the same period a year ago. Adjusted earnings include $0.03 per share of headwind from higher non cash pension expense, in line with the company’s expectations.
  • Operating cash flow was $69 million, nearly doubling from a year ago on strong working capital management and lower product liability payments. MSA paid down $37 million of debt, funded $17 million of dividends, and invested $13 million in capital expenditures in the quarter.
  • MSA’s debt balance was $335 million at quarter end, reflecting 1.2x adjusted EBITDA on a gross basis or 0.7x adjusted EBITDA on a net basis. With more than $136 million in cash and significant room available under its current debt covenants, the company has ample liquidity and flexibility to maintain its balanced capital allocation strategy.

Comments from Management

“Our second quarter results reflect strong execution and a resilient business model in a challenging environment,” said Nish Vartanian, MSA Chairman, President and CEO.  “Our diversified portfolio and continued focus on productivity yielded adjusted operating margin expansion of 30 basis points. It’s particularly noteworthy that we achieved this level of margin performance on lighter sales volume,” he said. Mr. Vartanian added that in addition to lower discretionary costs, strategic growth and profitability improvement programs supported the strong performance. “The returns from our investments in our respirator manufacturing capabilities, combined with solid execution of our International segment margin improvement programs, were clear highlights of the quarter.”

The company’s quarterly results include 63 percent revenue growth in air-purifying respirators. “In response to the global shortage of personal protective equipment, we have started to make investments to ramp up and modernize our manufacturing operations associated with the air-purifying respirator side of our business,” Mr. Vartanian explained.  “These investments will help us improve lead times for our existing industrial and first responder customers, while positioning MSA to respond to potential growth opportunities.”  He added that the company’s unwavering mission of protecting people at work, in an ongoing pandemic environment, is more relevant than ever before.

In MSA’s International segment, profitability improvement programs helped drive adjusted operating margin expansion of 310 basis points in the quarter and 240 basis points for the year to date. “Our focus on price realization across MSA International is supporting gross profit improvements, and previously executed restructuring programs are enabling operating expense leverage,” said Mr. Vartanian.

Mr. Vartanian noted that business conditions remain challenging and a number of external factors could impact how the second half of 2020 unfolds for the company.  “While we expect a tough environment in the near term, we continue to focus on leveraging our diversified portfolio, controlling discretionary costs, and investing in long-term growth and productivity programs that will position MSA to emerge from this downturn as an even stronger organisation,” he concluded.

First sergeant Saleh killed in blaze at Dubai Investment Park

A two-floor wall collapse caused the death of a firefighter and injured another in the fire that ravaged two warehouses in Dubai Investment Park, a Dubai Civil Defence official said on Wednesday 29th July.

Brigadier Ali Hassan Al Mutawa, Assistant Director-General of Fire and Rescue at Dubai Civil Defence, said on Tuesday 28th July, firefighters responded to an emergency call about the fire at 3:43pm.

Firefighters from several fire stations were dispatched to the area and the blaze was brought under control by 5.30pm.

However, a warehouse wall spanning two floors collapsed, causing the death of First Sergeant Adil Nasser Saleh and injuring another firefighter grievously.

“All firefighters followed the safety measures as they have experience in fighting the most complicated fires. But the wall collapse was surprising,” Brig Al Mutawa said.

A specialist team carried out an investigation to determine the reasons and circumstances behind the incident.

Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, mourned the loss of the firefighter.

”The precious civil defense men are exerting efforts to protect lives, security and safety of our country. Today, Dubai lost Sgt. Adel Nasser Saleh, who was martyred during his call to duty. We ask God for mercy on him and patience and solace to his family.”

Saleh, who worked for 25 years in Civil Defence, was a father of five children. He was known for his positive spirit and participation in major fires even when he was not on duty.

UL Fire Council appoints Telgian’s Leonard Ramo

Telgian Engineering & Consulting President and fire protection expert Leonard Ramo was recently invited to join the Fire Council of UL for a three-year term. The Fire Council is one of nine councils whose esteemed members provide support to UL by sharing practical experience on a wide range of engineering and safety topics.

The Fire Council selects members based on their fire protection industry expertise, integrity and a proven commitment to furthering public safety. Council members include academic experts, building officials, federal government agencies, fire service members, independent fire safety experts and representatives from the insurance industry, all of whom share a collective goal to identify safety challenges arising from new products and innovative technology.

For over 100 years, the Fire Council has provided vital insight and advice on building designs and materials, as well as safety performance requirements for fire suppression, passive fire test methods, and alarm and detection equipment.  As a member, Ramo will be instrumental in the development of effective programs, which address fire safety needs throughout the US and abroad.

In addition, Fire Council members work towards the establishment of requirements regarding the installation of products and materials, components and systems, interpretation and development of standards, and suitability of test methods, as well as regulatory needs and acceptance. Members also provide insight to UL on safety requirements and research related to fire resistant building designs, the flame and smoke characteristics of building materials and a variety of fire suppression equipment and fire safety products.

BASEC highlights the considerations of aluminium cable conductors in the Indian market

BASEC (British Approvals Services for Cables) has highlighted critical fire performance applications, with aluminium cables being a carefully considered process to ensure they are safe, compliant and reliable in service.

At present, India’s market usage share of aluminium (Al) wire and cable products is at a staggering 80%. This means that only 20% of cable products being used have copper (Cu) conductors, which is in huge contrast to some developed countries. Typically, copper cable products are mainly used for house wiring, instrumentation and control, as well as special application cables including: low voltage (LV) fire resistant and extra high voltage (EHV). Natural raw, in-country supply of aluminium is available and so the government encourages the use of aluminium wires and cables. In comparison to copper, aluminium offers a commercially viable and affordable option.

International cable standards recommend the use of either an aluminium or copper conductor depending on application. Copper has better conductivity than aluminium overall, and in order for an aluminium conductor to carry the same current or load it will need to be at least one size higher than its copper equivalent. For example: a 185sqmm Cu would offer the same load current as a 240sqmm Al conductor.

In either case, the appropriate certifications should be obtained to prove product quality and compliance to the required standards, in order to safeguard users when the cables are eventually installed. Cables are the main power source for many applications central to keeping businesses and infrastructures operating.

FIA publishes new guidance note on fire detection in high airflow environments

FIA has just published a new guide that reviews best practice and the Standards underpinning contemporary fire detection systems for use in high airflow environments, including those used to automatically activate fixed gaseous fire extinguishing systems.

It focuses on UK practice, identifying relevant codes, and describing how they are used to achieve effective detection systems in these challenging environments. The document does not consider special hazards with liquid fuel fires and fast flaming fires which may not have a significant and detectable incipient stage.

The document considers detection in high airflow used for equipment cooling with a focus on electronic equipment. However, the principles are applicable to other forced ventilated situations and may be relevant to free or naturally ventilated conditions.
