Unlocking urban accuracy: GNSS failures explained by Focal Point Positioning

An EU initiative aimed at saving lives by reducing response times to road traffic incidents, eCall has been mandatory in newly manufactured vehicles since 2019.

When a road traffic incident occurs, the eCall system immediately notifies emergency services of the location and details of the incident, potentially halving response times.

The eCall system automatically makes an emergency call if a vehicle’s sensors detect a serious collision or the system is activated manually via a call button.

Once activated, eCall instantly connects the vehicle and its driver to an operator at the closest emergency-response network and simultaneously transmits a packet of data, which includes GNSS-based location as well as information like vehicle details, number of passengers and direction of travel.

eCall is predicted to save 2,500 lives per year by cutting response times by 40 per cent in urban environments and 50 per cent in the countryside – the benefits are clear.

A quick response

Reducing service response times is a key factor in increasing survivability in emergencies.

In healthcare, reducing response times by minutes or even just seconds saves lives.

For instance, in a cardiac arrest case, every minute delay cuts the chance of survival by ten per cent – and chances do not start at 100 per cent.

It’s no surprise then that just one in ten people survive an out-of-hospital cardiac arrest.

Seconds also count when responding to a fire.

The London Fire Brigade worked for five years to shave one minute off the time it takes to leave the station after the bells sound.

Fires are said to double in size every minute, so there may be just 60 seconds between a fire that one crew can extinguish and a blaze that requires a multi-unit response to control.

On the roads, one can imagine how eCall would benefit rural areas, where the chance of a passerby alerting emergency services after spotting an incident is lower than in built-up areas, especially at night.

But even a small GNSS error in the eCall data packet could lead to significant delays, especially if a crashed vehicle is hard for emergency services to physically see.

Mixed signals

Environmental factors can impact GNSS signals and reduce the accuracy of location data.

For example, tall buildings in towns and cities can create ‘urban canyons’ that prevent accurate satellite navigation and this can be made worse by multipath interference, where signals bounce off buildings.

In the countryside, hills or even trees on forest roads can disrupt signals.

In one case involving a Severn Trent van leaving the road, an automatic eCall was sent out.

However, the vehicle was hidden in a hedgerow, and the semi-conscious driver had to honk his horn when the emergency services arrived at the supplied coordinates so that he could be found.

Had the driver been non-responsive, the lack of precise location data would have led to a longer delay and potentially a worse outcome.

On motorways, where a stranded vehicle might quickly cause further problems, accurate and precise location data is crucial for eCall.

For instance, if the accident occurs on a stacked or multi-level motorway overpass and the location data is disrupted by multipath interference, services might be sent to the right area but the wrong level and face a lengthy reroute to reach the scene.

Next steps

The original eCall system uses 2G and 3G networks, which are now being phased out by service providers in favour of 4G and 5G.

In response, Next Generation eCall (NG-eCall) will use the new networks and may also be able to send multimedia data, such as footage from dashcams, or control elements of the vehicle.

From 1 Jan 2026, all new EU vehicle type approvals must be compatible with NG-eCall.

If NG-eCall also integrates accurate GNSS, it could save even more lives.

For example, software upgrades can now improve GNSS location signals by mitigating multipath interference without the need for cumbersome, costly hardware upgrades.

V2X

Further technology could enhance the response once an eCall has been made, such as vehicle-to-everything (V2X) communication.

V2X enables the exchange of information between vehicles and other elements within the urban environment.

When fully rolled out, V2X would allow emergency vehicles to communicate in real time with other vehicles, traffic control infrastructure and even pedestrians.

The UK has already made steps towards V2X.

In 2024, South East Coast Ambulance Service became the first ambulance fleet in Europe to use digital alerting.

In the fire service, Avon Fire & Rescue was the first to implement HAAS Alert, a system for alerting road users of their presence via navigation apps like Waze.

Connected ambulances and fire engines travelling to assist an eCall could trigger driver alerts, request green lights, optimise routes and coordinate with traffic control to make their journey as smooth as possible.

Together, this smart communication could help emergency staff reduce their response times.

However, without reliable positioning, none of these V2X benefits can land.

Both eCall and V2X technology hinge on reliable satellite location data, so one of the technical blockers is unreliable GNSS.

Solutions that boost accuracy without additional hardware or infrastructure can provide benefits without significantly increasing costs.

In urban canyons

Where a vehicle has a clear, open view of the sky, satellite positioning usually performs well.

Several GNSS satellites are visible at the same time, allowing the receiver to calculate location with relatively small error.

Performance can decline once buildings, bridges or terrain block that view.

Tall glass buildings, narrow streets, concrete bridges and overpasses create “urban canyons” that can disrupt even advanced navigation systems.

In cities and other built-up environments, two issues commonly affect GNSS reliability.

The first is multipath interference, where signals reflect off buildings, glass façades or parked vehicles before reaching the receiver.

Instead of one direct signal, the receiver processes a direct signal alongside delayed copies, which can distort position estimates.

Signal occlusion is a second issue.

Tall structures can block satellites from direct view, leaving the receiver reliant on reflected signals that are harder to interpret.

In practice, these effects can produce sudden position anomalies, sometimes placing a vehicle on the wrong street.

As vehicles rely more on automated functions, positioning accuracy has become more important.

Features such as lane-keeping, automated lane changes and speed assistance depend on precise localisation rather than approximate road-level positioning.

For higher levels of automation, unreliable GNSS references can create operational risk during complex urban manoeuvres.

One way to address these problems is to change how raw satellite signals are processed inside the receiver.

S-GNSS Auto is a software upgrade that runs within GNSS chipsets to improve performance in obstructed environments.

By identifying and rejecting reflected or non-line-of-sight signals, it reduces multipath errors and improves sensitivity with typical automotive antennas.

When integrated with STMicroelectronics’ Teseo GNSS devices, testing in dense urban and mixed environments has shown improvements in measurement and position accuracy in difficult sections.

The software can also filter out signals consistent with spoofing attacks, reducing exposure to malicious interference.

Saving lives with sound: How TOA uses voice systems to guide evacuations

It is a hard fact to comprehend, but the reality is that incidents of natural disaster, tragic accidents and terrorism have increased in recent years and emergency responders are having to deal with more significant events than ever before.

Addressing how this is managed is key, and the use of audio is now at the forefront of how safety, early warning and evacuation systems are developed.

There are significant statistics showing that people respond better to direct vocal instructions than to a bell.

A bell is often ignored because individuals assume it does not apply to them, whereas a clear, direct command motivates people to follow instructions.

It is very important that we address both evacuation and invacuation when using messages to manage incidents.

We all know what evacuation means, but invacuation procedures involve people moving to a designated place of safety or staying in a zoned area while awaiting instruction.

The way messages are delivered influences how people react and can reduce panic.

Audio communication improves safety outcomes by providing clearer and more informative instructions.

As audio-based safety messages become more common, they will become part of everyday life, encouraging controlled responses rather than instinctive movement toward the nearest exit, which could increase risk.

Advantages of effective communication 

With this in mind, it is extremely important to acknowledge the advantages that audio provides for two-way communication.

 The ability for emergency responders to be able to communicate effectively and quickly allows us to minimise response times and improve methods of critical communication to those they can’t immediately reach to try and keep more people safe and calm.

 They can then deal with the incident, knowing they are able to keep in contact with people and communicate with them if, initially, evacuation is not an option.

This is particularly important in the event of an act of terrorism, where the perpetrators are often mobile and hostile.

 We have seen so many times that if a ‘stay put, stay down’ message had been delivered in certain incidents lives might have been saved.

This is what the industry must work towards moving forward.

In the UK, the introduction of Martyn’s Law in 2025, officially titled the Terrorism (Protection of Premises) Act 2025, means there are going to be many changes to how venues operate and respond to incidents and that audio systems will play a huge part in this.

Venues will have to demonstrate responsibility for their visitors and ensure their staff are trained in appropriate public procedures that specifically relate to evacuation, moving people to a safe place and lockdown.

Venues will have to have incident management plans in place which should include how they will communicate with external organisations offering emergency assistance.

 Many countries globally either have similar legislation in progress or are considering frameworks for changing the way they manage public places, and we can only see this developing internationally.

It is very clear in the UK what standards voice evacuation systems must adhere to and we are regulated to two BS standards.

BS EN 50849 requires BS-EN54 certified components that are suitable for use as a Sound System for Emergency Purpose (SSEP).

 A SSEP is a public address audio system that can deliver emergency messages but is not connected to a fire system.

BS-5839-8: 2023 is the standard that should be adhered to if there is a voice evacuation system that connects to the fire alarm system.

It is a legal requirement for power supplies, control and indicating equipment and speakers to be EN-54 independently certificated by a third-party approved body.

Connected systems

In terms of technology, we are increasingly asked by end-users to design a system that is not only multi-tasking for audio but also can connect and communicate with other safety solutions such as fire alarms and security CCTV.

 For example, a recent project involved a large multi-function facility with retail units, restaurants, offices and residential spaces where different units required separate audio.

However, the overarching landlord also wanted to have control to override this in the event of an incident or fire, enabling them to take back control of their whole building, keeping overall responsibility.

As buildings get bigger, systems will get more complex.

As a manufacturer, we have to address this in our research and product development ensuring flexibility and scope to expand and offer many solutions that connect together.

Voice alarm and public address systems that deliver audio give control and enable complex management of both events and incidents using one system to manage both.

They are designed to be scalable and can be used in many applications from a retail unit to large complex buildings, such as a football stadium.

At TOA we believe that audio provision should be designed to the building specification.

It is extremely important to get this right so that the audio is clear and intelligible, with the acoustics and placement of speakers reflecting the fabrication of the structure.

Advances in speaker technology and design have allowed us to improve the effectiveness of speaker profiles allowing projects to require less equipment while still projecting sound further and more effectively.

Advances in IP audio will also be a game changer in combining audio with IP networks for a complete safety solution.

By adopting common industrial standard protocols for audio transmission and network control we can fully integrate IP audio with platforms such as SIP services/phones, video management systems (VMS) or IP control systems.

In summary, using audio in fire safety and security is bringing many more options to the table as to how we communicate clearly and effectively, both with everyday messages and when we need to trigger emergency announcements.

Audio creates a much better way of keeping people informed, safe and ultimately will save lives.

Emergency managers describe staffing gaps and expanding workloads in ProPublica report

Emergency managers’ resource concerns

More than 40 current and former emergency managers across 11 US states say they lack the resources needed to protect communities before disasters occur, according to reporting published by ProPublica.

The March 2, 2026 article by Cassandra Garibay includes responses from more than 40 current and former emergency managers.

Many described agencies carrying an expanding range of duties alongside disaster preparation and response.

One emergency management director in Saluda County, South Carolina described a team of six that also covers county IT and a spay and neuter programme.

An emergency manager in San Bernardino County, California described responding to a lithium battery fire and, at a previous agency, supporting responses linked to busloads of immigrants arriving from other states.

Emergency managers described staffing as the most pressing constraint.

One North Carolina emergency management director said an internal study from about three years ago recommended more than 20 staffers, with the agency still at 10.

ProPublica cited Argonne National Laboratory’s July 2025 emergency management survey, saying more than half of the 1,689 responding local emergency management agencies have one or no permanent full-time employees.

Samantha Montano, an emergency management associate professor and researcher at the Massachusetts Maritime Academy, said: “To expect somebody to understand how to mitigate cyber risks and also recover from a tornado, I mean, these are different skill sets,” Montano said.

“So to think that one person is going to be capable of doing all of those things, especially working part time or as a volunteer, is ludicrous.”

Emergency managers and uncertain funding

ProPublica wrote that emergency managers linked local capability to funding decisions and to federal grant reliability.

Wike Graham, the emergency management director for the Charlotte-Mecklenberg area of North Carolina, said: “Did you properly fund emergency management staff?

“And did you provide them with the resources that they need?

“Did you make emergency management a priority for your community?”

Kelly McKinney, the vice president of emergency management at NYU Langone Health and a former deputy commissioner at the New York City Emergency Management office, said states have become “overly dependent” on funding administered by the Federal Emergency Management Agency (FEMA).

“This crisis-management system in the United States is itself in crisis,” McKinney said.

ProPublica reported that the Trump administration cut federal grants in April 2025 that pay for local disaster-preparedness projects, with a judge later halting efforts to shutter the grant programme.

It also reported that federal officials delayed grants in May 2025 that help fund local and state emergency managers’ salaries.

ProPublica said the FEMA Review Council created by President Donald Trump was expected to vote in December on a report on the agency’s future, with the meeting later canceled after a draft was leaked to CNN.

The work of the review council has been extended until late March, according to ProPublica.

ProPublica reported that several emergency managers said they would welcome change at FEMA, with concerns raised about grant programmes being shuttered or reimbursement for large-scale disaster responses being reduced without alternative funding in place.

One North Carolina emergency manager said that without federal emergency management performance grants, “we are looking at the loss of preparedness and response capabilities.”

Another called the grant “vital” to daily operations.

FEMA did not respond to requests for comment, ProPublica reported.

In St. Louis, Missouri, ProPublica reported that the city was upgrading its outdoor warning system when a tornado in May 2025 killed four people and injured dozens more.

ProPublica reported that sirens were not activated during the tornado and said an external investigation commissioned by the city linked the outcome in part to a miscommunication between emergency management commissioner Sarah Russell and a fire alarm dispatcher.

Russell told ProPublica that the fire department was responsible for sounding the sirens.

Russell was terminated in August 2025, in part due to their management of the tornado response, according to their termination letter, ProPublica reported.

“There’s always things that you would do different with hindsight,” Russell said.

“But there’s only so much you can do with so little resources and support.”

St. Louis Mayor Cara Spencer told ProPublica that she was aware of requests for additional funding and said the city later fully automated the tornado sirens.

A city spokesperson told ProPublica that the new emergency management commissioner has “implemented several improvements” to the emergency operations plan.

“Recognizing that budget restraints are unfortunately the reality across many aspects of government,” Spencer said via email, “I’m incredibly proud of the improvements this team has been able to implement with almost no additional funding.”

Claire Connolly Knox, who directs the University of Central Florida’s master’s program for emergency and crisis management, said: “we don’t know the true cost” of different phases of emergency management.

“When you start breaking that down, you start seeing that this isn’t a quick fix.”

Breaching fire compartmentation: Does MHCLG’s fibre cabling consultation risk a free for all?

Graham Oliphant, Managing Director of Harmony Fire’s consultancy business, examines MHCLG proposals on fibre cabling approvals and the fire compartmentation risks

A flurry of life safety consultations have been launched since the start of the year, including from the BSI, the Scottish Government and from The Ministry of Housing, Communities and Local Government (MHCLG).

It was one such consultation, from the MHCLG and published on 27 January, that particularly caught my eye, entitled ‘Improving proportionality and safety outcomes in building control: telecommunications work’.

In summary, this consultation seeks views from industry on proposals to streamline building control procedural requirements within higher risk building settings for the installation of fibre optic cabling and mobile masts.

In the case of fibre optic infrastructure, the open call also seeks feedback on potential building control approval changes for non-higher-risk buildings too.

The consultation considers ‘proposals to dispense with procedural requirements of building regulations for….building work related to the drilling of holes through internal fire-resisting walls for fibre optic cabling and work related to the installation and repair of mobile communications masts.

For these activities, the current building control procedural requirements may be unreasonable and disproportionate and can direct regulatory resources away from the types of building work that carry higher risk, such as new builds and remediation projects.’

Context in building control

The background to this consultation will be familiar to anyone in the housing sector since the introduction of the Building Safety Regulator (BSR).

We need not reopen the arguments going back and forth about the BSR’s role and impact on a sector that repeatedly and fatally has shown itself systemically incapable of consistently delivering safe buildings.

But this consultation makes it clear that greater pragmatism and proportionality may be required to facilitate wider and faster broadband roll out across the nation, as well as to support the BSR on its quest for consistent delivery to agreed service level agreements.

It’s reasonable to view fibre optic cables as a government test case for the BSR as it grapples with resourcing and talent challenges around the Gateway process set up post-Grenfell Tower disaster to ensure a mass casualty event can never happen again within our buildings.

Remediation work currently falls within the Gateway process and the backlog at the BSR continues to grow as work to make buildings safe for residents is regularly delayed beyond the 8-week Gateway 2 decision deadline.

The new leadership team at the BSR has indicated it’s actively looking at remediation activity with an announcement due imminently on a more streamlined process.

So why did this particular public consultation grab my attention? Well with unbelievable timing and coincidence, a colleague had just recently sent me an image with rolls of newly printed labels for a fire compartmentation project Harmony Fire is delivering in Scotland.

Staring out from the screen on my phone I’d just read ‘Fire Compartment Line – Do not alter, cut or breach this fire seal/compartment without permission.

Any damages must be reported and repaired immediately.’ We actually used this very image in our LinkedIn post highlighting the launch of the consultation.

The issue of maintaining fire compartmentation integrity is a constant challenge for everyone working in the life safety sector.

We have directly witnessed far too many egregious fire compartmentation breaches that render this front-line defence against the spread of smoke and fire ineffective and dangerous.

Compartmentation is a critical building safety feature, designed to slow the spread of fire and buy time for residents and emergency services to respond.

A combination of fire-resistant walls and ceilings, fire doors, fire stopping and cavity barriers all work together to create a sealed structure, and a failure in any one element dramatically escalates risk to life.

Training and site discipline 

Education and enforcement around fire compartmentation is not consistent and this is why Harmony Fire has worked in partnership with our customers to develop a new behavioural and cultural approach to the issue of fire compartmentation integrity.

Moving the discussion away from tick-box compliance to real-life failure consequences is our starting point.

Maintaining the integrity of ‘the box’ saves lives and it’s therefore everyone’s responsibility to be vigilant, and to protect and challenge, if necessary, any activities that could compromise the system.

An all-encompassing education programme on the importance of compartmentation delivered to the landlord, residents, building managers, maintenance teams, suppliers, subcontractors and anyone regularly visiting sites means more focused eyes and greater vigilance.

By adopting the ‘hot works’ model used for those contractors working at height and using naked flames on buildings, a new permission-based authorisation system ensures that nobody is permitted to work in a way that could compromise fire compartmentation without prior approval and oversight.

The stickers of course represent the final ‘analogue’, but highly visible, stage of this new behavioural regime, reminding everyone of their joint responsibility for vigilance and urging action if something doesn’t look right.

Our vision to further evolve this regime with customers sees the increasing use of technology and digital accountability, through digitally locked BIM assets and a dedicated Permit to Breach (PTB) process incorporated into the existing Safe Systems of Work (SSoF) protocols.

Utilising PTBs underscores the high-risk nature of compartmentation breaches for our customers’ supply chains and wraps a robust legal framework around the compliant remediation of any work before a PTB can be closed and payments authorised.

The inescapable challenge that all parties to this conversation face is how to support sectors that bring services, like faster broadband, to communities that can drive prosperity, social mobility and productivity, while simultaneously protecting those same communities from the unintended consequences of policy decisions that may be a retrograde life safety step.

Compliance expectations remain

The consultation makes it clear that the drilling of holes in fire compartmentation to accommodate the installation of fibre optic cabling must still comply with requirements under the Building Regulations 2010 and for higher-risk buildings under Part 4 of the Building Safety Act 2022.

However, there is a significant risk that needs to be carefully discussed and considered around the optics of what this potential change may bring from a behavioural perspective.

Under the current legislative regime, anyone seeking to compromise fire compartmentation must submit an application via the BSR’s Gateway process.

This reflects the life safety significance of this activity and focuses applicants on the risks and the expected standards and quality of remedial activity required.

Today, we regularly see the consequences of people not adhering to these existing strict regulations, with genuine instances of compartmentation breaches within weeks of our own project completions.

In this context, we have serious concerns around the perception of a downgrade, or watering down, of the regulations associated with fibre optic cabling installation.

And let’s be clear in terms of behavioural response in a real-world application, the expectation of ‘mission creep’ is high.

If we can drill holes for fibre optic cabling, then surely there’s little difference for that coaxial or POE cable, right?

If it becomes a routine activity to drill holes in fire compartmentation and this is what people regularly witness up and down the country, do we not risk undermining all the hard work and the behavioural changes we have set in train to underscore the importance of fire compartmentation integrity?

Practical options and mitigations

The consultation process gives every audience the chance to have their say, and we should be grateful that views are being sought for this highly significant and consequential change.

But there are already measures and actions that can be taken today to make this less of a binary decision.

Across many of our compartmentation projects, we have introduced a simple future proofing measure that eliminates the need for future drilling.

By specifying firestop sleeves into our compartmentation designs, this provides a fully compliant and safe way for cables to be installed without the need for any additional interventions.

The greater adoption of asset-based technology solutions and existing safe working protocols linked to contractual payment terms offer an alternative vision.

Balancing demands, proportionality and appropriateness characterise this latest consultation process.

It’s vitally important that as many voices, from as many sides of this debate, are heard before the closing date on the 24 March.

This will ensure changes do not bring unintended consequences that ultimately set back resident life safety outcomes.

This move feels like a retrograde step and risks behavioural change in the wrong direction.

Let’s hope that diverse voices across the sector provide their own insights into how we can best balance the demand, while understanding our number one priority must remain focused on the safety and security of families relying on the absolute integrity of fire compartmentation.

When neighbours become first responders: Inside Singapore Civil Defence Force’s award-winning myResponder app

Each year, more than 3,000 out-of-hospital cardiac arrest emergencies occur in Singapore.

Without immediate intervention, a patient’s chances of survival diminish significantly with each passing minute.

Similarly, minor fires, such as those involving discarded items or a refuse chute, can quickly escalate into large fires without early intervention.

To address these challenges, the Singapore Civil Defence Force (SCDF) launched the Save-A-Life Initiative in 2015.

The initiative focuses on three key areas: equipping citizens with lifesaving skills, building a nationwide network of Community First Responders (CFRs), and expanding the availability and access to automated external defibrillators (AEDs) and fire extinguishers across Singapore.

Through online lessons or hands-on training at SCDF establishments, members of the public can learn cardiopulmonary resuscitation (CPR), and how to use an AED and a fire extinguisher.

This hybrid approach ensures that the community is prepared to utilise lifesaving equipment placed across Singapore and render assistance when emergencies arise.

Building a community-centric emergency response

While members of the public are trained in lifesaving skills and able to utilise publicly accessible AEDs and fire extinguishers, these capabilities can only be effective if the public is aware of emergencies around them.

To address this, the myResponder mobile application was launched in 2015 to alert nearby CFRs, bridging the critical gap between the onset of an incident and the arrival of emergency responders.

Highly accessible to the public, anyone – students, office workers, retirees, or parents – can register and join as a CFR on myResponder.

Registration is voluntary, and SCDF consistently reminds CFRs to prioritise their personal safety when responding to an emergency.

The first version of myResponder provided two core functions.

It alerts CFRs to nearby cardiac arrest emergencies and provides a live map of publicly accessible AEDs.

When a cardiac arrest incident is reported via SCDF’s “995” emergency hotline, SCDF dispatches emergency resources, and alerts CFRs within a 400-metre radius of the incident through myResponder.

Responding CFRs are guided to the nearest AED via the Registry for AED Integration, a national registry managed by SCDF and the Singapore Heart Foundation.

With this data integrated into myResponder, CFRs can view real-time AED locations, supporting early defibrillation to improve the chances of survival for cardiac arrest patients before the arrival of SCDF’s emergency responders.

In conjunction with the launch of myResponder, SCDF and its partners have over the years been conducting public outreach and education drives to encourage more members of the public to learn lifesaving skills and build their awareness and confidence on the use of AED.

In 2018, myResponder was enhanced to include alerts for minor fires, enabling CFRs to mitigate small fires before they escalate.

An upgraded myResponder

In 2024, SCDF collaborated with the Home Team Science & Technology Agency (HTX) to upgrade myResponder.

With an improved user interface and new functions, the latest version of myResponder strengthens the coordination of community response while ensuring CFRs’ safety.

CFRs can now select their preferred mode of transport, either on foot, by bicycle, or by vehicle.

The alert radius is expanded to 800 metres for cyclists and up to 1.5 kilometres for drivers, helping faster-moving responders cover a wider area, while those on foot will receive alerts for areas that they can realistically reach in time.

To further improve coordination during emergencies, the upgraded app includes a “Respond Together” function.

This enables CFRs to see others who are responding to the same incident and view each other’s location on the map.

Through the in-app chat function and media-sharing features, CFRs can communicate with each other to allocate tasks such as performing CPR and retrieving an AED.

They can also share photos and videos with SCDF’s Operations Centre, giving dispatchers real-time situational awareness of the incident and allowing emergency resources to be more effectively deployed.

A growing network of community first responders

Since 2015, myResponder has grown from 3,000 registered CFRs to over 250,000 as of December 2025.

Collectively, CFRs have responded to over 52,000 cardiac arrest cases and minor fires, contributing to the survival of over 157 individuals who had suffered cardiac arrest.

Beyond operational outcomes, myResponder has encouraged a significant shift in public mindset.

By enabling members of the public to play an active role during emergencies, it has strengthened emergency preparedness and proactive response within the community.

SCDF formally recognises the contributions of CFRs through several awards.

The Community First Responder Award is presented to individuals who have rendered assistance during emergencies, while those who have helped save lives receive the Community Lifesaver Award.

The myResponder Award recognises CFRs who responded to the most myResponder activations in a year.

Recipients are acknowledged in myResponder’s Hall of Fame and at the annual Responders, Partners, and Volunteers Appreciation Event.

In recognition of myResponder’s impact on mobilising the public to respond to emergencies, SCDF received the Singapore Good Design (SG) Mark Gold Award on 25 November 2025.

The award was presented to Commissioner SCDF, COMR Eric Yap, by the President of the Republic of Singapore, Mr Tharman Shanmugaratnam, and the President of the Design Business Chamber Singapore, Mr Hong Khai Seng.

Looking ahead

Future developments for myResponder include video-call support, enabling dispatchers to provide real-time guidance to CFRs during emergencies.

This will further improve community response during complex situations, while continuing to ensure CFRs’ safety during an emergency.

From its humble beginnings in 2015 to a growing nationwide network of CFRs in 2025, myResponder shows how technology and community spirit can be integrated to complement SCDF’s emergency response.

By empowering citizens to become CFRs, it strengthens national resilience and fosters a more caring community where help is always within reach.

Real-world use of myResponder

Real-world callouts through Singapore’s myResponder app show how ordinary members of the public are increasingly becoming part of the city-state’s emergency response, often arriving before professional crews and buying critical minutes for patients and bystanders.

In Whampoa, a 20-year-old psychology student has described how a late-night alert prompted her to run down 14 storeys to a suspected cardiac arrest outside her own block.

When she arrived, she found a man unconscious while passers-by attempted chest compressions with inconsistent technique.

Working alongside another community responder, she took over CPR, directed bystanders, and helped deploy a nearby automated external defibrillator.

The device delivered a shock, and the patient regained a pulse shortly before Singapore Civil Defence Force paramedics reached the scene.

In another widely reported case, a young volunteer named Darryl responded to an alert close to his home and found a man in cardiac arrest with only his son present.

Darryl joined them in performing CPR and applying an AED until SCDF crews took over.

The patient later recovered sufficiently to be seen eating in a neighbourhood coffeeshop.

Darryl has since attended more than 60 myResponder activations.

The app has also been used in non-medical incidents.

On one occasion, a member of the Singapore Civil Defence Auxiliary Unit left myResponder active while at work and was alerted to a small rubbish bin fire nearby.

With no firefighting equipment immediately available, he organised people attending a nearby funeral wake to pass buckets of water, containing the blaze until firefighters arrived.

In each case, the decisive factor was not technology alone but what happened in the minutes after the alert landed on a phone, when strangers chose to act and stay with a patient until professionals arrived.

C-TEC expands support with dedicated audio specialist

C-TEC has appointed a dedicated audio design and installation expert to its sales and support team to assist customers with audio system enquiries.

The company announced that Tremayne Crossley has joined to support hearing loop, infrared and thru-counter hearing assistance solutions, along with voice alarm installation enquiries.

Crossley brings experience gained over many years working at C-TEC’s sister company SigNET AC, where he continues to hold an active role.

His appointment is intended to help ensure that audio projects achieve audibility, intelligibility and reliability across supported systems.

Support for hearing assistance and lockdown-related audio systems

C-TEC confirmed that Crossley will also assist customers with public address and voice alarm systems on larger projects, including those linked to lockdown requirements.

Demand for lockdown solutions has increased following the introduction of Martyn’s Law, which has influenced enquiries relating to PA and VA installations.

East Sussex Fire & Rescue Service signs £11 million technology partnership with Telent

East Sussex Fire & Rescue Service (ESFRS) has agreed a five-year, £11 million partnership with Telent to support the next phase of its digital transformation programme.

The partnership will cover technology supporting operational response and emergency communications, alongside IT services including critical networks, line of business applications and user devices.

Under the agreement, Telent will act as principal partner as ESFRS moves from a co-located data centre to a cloud-first environment within Microsoft Azure and application vendor provided cloud services.

Kev Pilkington, Head of IT Managed Services at Telent, said: “This contract award demonstrates that long-term transformation is possible when technology partners truly understand their customers’ mission and work collaboratively to achieve it.

“By keeping vital IT systems running 24/7, we help ensure that East Sussex Fire & Rescue Service can focus entirely on what matters most that is protecting lives, property and the communities they serve.”

Cloud-first scope and service resilience

The programme is intended to make critical systems faster, more reliable and more connected, with a focus on maintaining consistent emergency response.

Justine Cadogan, Assistant Director Digital, Technology & Change at ESFRS, said: “Our technology systems are central to how we serve and protect our communities.

“Continuing our partnership with Telent gives us the confidence that our digital infrastructure will remain secure, reliable and fit for the future, supporting our firefighters and staff in delivering the best possible service for the communities of East Sussex.”

The statement said the enhanced infrastructure will strengthen cybersecurity, improve performance and data access and streamline information-sharing across teams.

The agreement also includes co-developing ESFRS’s future IT strategy, with work to consider opportunities in automation and predictive analytics to support planning, coordination and resource management across the Service.

Work delivered since 2016

The award follows a public procurement process and builds on a nine-year partnership between the organisations, dating back to 2016.

The statement said Telent has modernised ESFRS’s IT infrastructure, migrated legacy systems and provided round-the-clock managed services across more than 75 IT service categories.

These categories include station end mobilisation, wired and Wi-Fi network management and end-user support for stations and front-line crews.

It also includes digitising previously manual and paper-based processes for fire safety visits, including a tablet-based application for Site Specific Risk Information visits.

“Perhaps most importantly, both roles require empathy alongside professionalism.

“Whether working in compliance or sitting as a magistrate, you are often dealing with complex situations that affect people in very real ways.

“Being able to remain impartial while understanding the human impact of decisions is a shared and essential skill in both.

“Ultimately, both roles are about responsibility, judgement, and doing the right thing, even when decisions aren’t easy.”

Darley launches Darley Data Center for fire department reporting analysis

Darley has launched the Darley Data CenterSM, a customised platform designed to help first responders visualise data, identify trends and compare department performance using a proprietary tool that analyses National Fire Incident Reporting System (NFIRS) data.

The company said the platform is accessible at DarleyData.com.

Darley said the platform uses the latest available public NFIRS data through 2024, with 2025 data described as forthcoming.

Darley said it will transition to public National Emergency Response Information System (NERIS) data shortly after it is released.

Darley said the platform will include mapping tools to enable year on year comparisons across NFIRS and NERIS.

Darley listed response times, call volume, incident type and action taken among the data presented through the platform.

Darley also listed a heat map of call location, resource efficiency, staffing levels and annual department trends.
