Many of these individuals already operate with dual responsibility, overseeing not only fire or security, but wider health and safety governance.

Over the past 12 months, we have undertaken extensive research and data development, further strengthening our understanding of this audience and significantly expanding our reach within the global HSE leadership community.

What became clear is that while the role of HSE has evolved, the platforms serving this audience have not kept pace.

There is a gap for a publication that reflects the true level at which these leaders operate, a platform focused on strategy, governance and global best practice, rather than purely operational or product-led content.

IHSJ has been created to fill that gap.

It represents a natural and important evolution of our portfolio, completing the alignment between fire, security and health & safety, and allows us to better serve a community we already know and understand.

National fire safety consistency questioned following latest CE Safety data

Regional disparities in CE Safety fire inspection data

New research reveals that 19 fire and rescue service areas in the UK experienced a decline in satisfactory fire safety inspection outcomes over the last three financial years.

Fire safety specialists CE Safety analysed the percentage of satisfactory audits conducted by fire and rescue services between 2022/23 and 2024/25.

The data shows that 25 regions recorded an increase in satisfactory ratings during the same period.

Humberside recorded the largest decline in satisfactory audit outcomes.

In the 2022/23 period Humberside reported an 84% satisfactory rate.

This figure fell to 20% in 2023/24 and reached 8% in 2024/25.

Buckinghamshire saw a 43% drop in satisfactory audits between 2023/24 and 2024/25.

The satisfactory rate in Buckinghamshire moved from 75% in 2022/23 to 49% in 2023/24 and 28% in 2024/25.

Surrey experienced a 26.6% decline over the last financial year.

Northumberland recorded a similar decrease of 26.3% in satisfactory audit rates.

Other areas with falling rates included Dorset and Wiltshire at 34% and West Sussex at 34%.

Cumbria recorded a 39% satisfactory rate following an 18.75% decline.

Improving fire safety standards and regional leaders

Hertfordshire recorded the highest increase in satisfactory inspections moving into the 2024/25 financial year.

The satisfactory rate in Hertfordshire rose from 52% in 2023/24 to 89% in 2024/25.

North Yorkshire saw satisfactory audits increase by 32.3% to reach a rate of 82%.

Cleveland reported a 26.1% increase in its satisfactory inspection rate.

Cheshire maintained the highest overall percentage of satisfactory inspections at 92%.

Gary Ellis, managing director of CE Safety, commented on the findings.

Ellis said: “If you own a building or workplace in England or the UK, there are strict measures in place you must abide by, from appointing a fire marshal to having the correct fire doors installed, to keeping updated risk assessments to thorough fire prevention efforts, including working fire alarm systems.

“The importance of ensuring audits take place in buildings across the country cannot be understated – there are still thousands of fires in workplaces and public buildings in the UK every year.

“This is an area I hope to see improve radically in the near future, however building managers and owners should not wait until they are penalised before they act when it comes to fire safety.

“The responsibility is yours and should be treated with the utmost importance.”

The data highlights a lack of consistency in building safety standards across the country.

Strengthening competence: How BSI Competence Hub supports Building Safety Act compliance

Competence has quite rightly become a defining issue for the built environment sector following the Building Safety Act 2022 and tightening regulatory expectations.

Professionals across fire safety, construction, building control and facilities management are now required to demonstrate clearer accountability, stronger oversight and more consistent decision-making.

However, competence guidance has often remained fragmented, making it difficult to interpret requirements and apply them in practice.

In response to these challenges, BSI has launched the Built Environment Competence Hub, a national digital platform designed to bring together standards, competence frameworks, regulatory guidance and industry insight.

Developed in collaboration with the Industry Competence Steering Group (ICSG) and the Building Safety Regulator (BSR), the Hub aims to support clearer understanding, practical implementation and ongoing professional development across the building lifecycle.

Why competence needed a central focus

The renewed emphasis on competence stems directly from the regulatory reforms that followed the Grenfell Tower fire and the subsequent Independent Review of Building Regulations and Fire Safety.

The Building Safety Act 2022 and the establishment of the BSR placed statutory weight behind competence requirements for duty holder roles and those responsible for managing safety throughout a building’s lifecycle.

These reforms have been underpinned by a suite of new and emerging standards, including the BS 8670 series and PAS 8671, PAS 8672, PAS 8673 and BS 8674.

Together, these documents define core competence criteria and role-specific expectations for principal designers, principal contractors and those managing residential building safety.

While these developments have strengthened the regulatory framework, they have also created a complex and fast-moving landscape.

Competence materials have been distributed across multiple organisations, websites and professional bodies.

The worry is that for many professionals and organisations, identifying which standards apply to which roles, and how to evidence compliance, is an increasingly burdensome task.

Industry has also been moving towards more consistent, cross-disciplinary competence criteria.

The adoption of Competence frameworks for building safety – Core criteria.

Code of practice (BS 8670-1), which sets out core competence criteria based on skills, knowledge, experience and behaviours (SKEB), alongside role-specific documents, has highlighted the need for alignment across disciplines.

This shift reinforces the value for a single, authoritative reference point.

Introducing the Built Environment Competence Hub

The Built Environment Competence Hub has been created to meet that need.

Quite simply, it is designed to be a national digital repository and central point of reference for competence-related information.

It consolidates standards, competence frameworks, regulatory guidance, webinar recordings, articles and discussion forums within one accessible platform.

The Hub is free to professionals, organisations and stakeholders across the sector, including designers, contractors, manufacturers and suppliers, building owners and managers, those undertaking duty holder roles, professional bodies, training providers and regulators.

Addressing fragmentation and inconsistency

BSI decided to develop the hub following frequent reports from professionals that competence information was fragmented and difficult to navigate.

They were finding guidance and frameworks inconsistent across roles and disciplines, with resources spread across numerous platforms.

This created uncertainty and, in some cases, inconsistent interpretation of legal duties.

This is not just inefficient, but ultimately risks undermining the good work being done to support building safety in the last near-decade.

For organisations, the challenge extended beyond understanding requirements.

Demonstrating competence through documented processes, training plans and audit trails requires significant time and effort to gather and interpret information from multiple sources.

The Hub addresses these issues by consolidating key resources and signposting authoritative documents within five thematic areas.

It aligns standards, ICSG-led frameworks and regulatory information according to role, duty holder expectation and lifecycle stage.

By doing so, it reduces duplication, minimises conflicting interpretations and establishes a common reference point for project teams and organisations.

Promoting consistency across the building lifecycle

A defining feature of the Hub is its lifecycle perspective.

By organising resources by role, lifecycle stage and topic, and by signposting both core and role-specific competence criteria, it aims to promote a shared vocabulary and threshold expectations from concept and design through construction, commissioning, handover and in-use management, and ultimately to refurbishment or deconstruction.

This cross-referencing is also designed to reduce divergence between teams and support continuity of competence at interfaces and regulatory gateways.

In a sector where safety depends on coordinated action across disciplines, such alignment is critical.

Supporting day-to-day professional practice

The Hub is designed to support day-to-day work.

Organisations can use it to identify applicable role and function requirements, such as PAS 8671 for Principal Designers, PAS 8672 for Principal Contractors and PAS 8673 for those managing residential building safety.

Through clear signposting, our hope is that it will help organisations align policies, role profiles and training plans with national standards.

It is intended to support the operationalisation of competence by linking duties to SKEB criteria and encouraging structured evidence capture.

This strengthens due diligence processes, supports audit readiness and reinforces accountable appointments and oversight.

The platform also provides updates on regulatory developments and emerging good practice.

This will help inform decisions at key gateways, during design changes, procurement stages and in-occupation risk management.

Beyond its repository function, the hope is for the Hub to serve as a collaborative space, where members can engage with peers, share lessons learned from real projects, discuss areas of uncertainty and contribute to informed debate.

This community element reflects the fact that competence development is not static, but an ongoing, shared responsibility.

A living resource for a changing landscape

The regulatory and standards landscape will continue to evolve.

New documents will be developed, existing standards will be revised and expectations will mature as further lessons are learned.

The Built Environment Competence Hub has therefore been designed as a “living resource”.

Users are encouraged to register, contribute content and participate in events.

Feedback from industry will inform future updates, ensuring the platform remains aligned with BSR expectations and emerging standards.

Ultimately, this reflects a broader shift: from reactive compliance towards proactive competence management and continuous improvement.

Raising confidence and improving safety outcomes

As the built environment sector adapts to a new regulatory era, clarity and consistency around competence are essential.

Through the Hub, BSI, working alongside ICSG and the Building Safety Regulator, aims to provide the infrastructure to support that change.

Success will be measured by this work’s impact on professional confidence and, ultimately, in the safety of buildings.

By replacing fragmented sources with a single, trusted reference point, the aim is to reduce uncertainty and variability in interpretation, and to support more consistent competence management across organisations and supply chains, strengthening the quality of appointments, supervision and assurance.

In doing so, it will contribute to the wider objectives of the Building Safety Act 2022: improving accountability, restoring trust and delivering safer buildings.

Report says data centres may add to PFAS pollution pressures

Data Centres and PFAS use

Data Centres are contributing to perfluoroalkyl and polyfluoroalkyl substances pollution through cooling systems, semiconductors and fire suppressants, according to analysis published by the Environmental and Energy Study Institute on 9 April 2026.

The article states that Data Centres host tens of thousands of servers that run 24/7 to support virtual networks, cloud storage and computing, with equipment that depends on PFAS-based materials.

Perfluoroalkyl and polyfluoroalkyl substances are described as a group of more than 15,000 synthetic chemicals used in non-stick products, water-resistant materials and firefighting products.

The article says the carbon-fluorine bonds in PFAS are resistant to breaking down in the environment, leading to their classification as forever chemicals.

It adds that PFAS are present in air, soil, drinking water and the food chain, and that they can accumulate in the environment and in the body over time.

The Environmental and Energy Study Institute writes that Data Centres primarily use PFAS in server cooling systems and in clean agent fire suppression systems, with FM-200 and Novec 1230 identified as common examples.

The article says direct PFAS pollution from Data Centres is difficult to measure and likely limited because cooling systems generally operate as closed loops.

It also states that discarded microchips and other electronic equipment can release PFAS into the environment when they enter landfill.

Cooling systems and fire suppression

The article says water has historically been used as the main coolant in Data Centres, and that operators have been adopting alternative systems as 45% of facilities are located in water-stressed regions.

It identifies two-phase immersion cooling as a popular option because it is cost effective and highly energy efficient, adding that the technology uses carbon and fluorine.

These PFAS are said to break down into trifluoroacetic acid, which the article describes as a toxic chemical linked to reproductive health risks.

The Environmental and Energy Study Institute also says Data Centres are exposed to fire risk because of the heat produced by servers and the amount of electrical equipment on site.

It cites analysis of fire outbreaks at Data Centres since 2021 that identified causes including lithium-ion battery failure in semiconductors, water damage to electrical equipment and other equipment failures.

The article states that clean agent systems are typically used in place of water-based systems because they are non-conductive and residue-free, and because water can damage servers.

It adds that 3M announced in 2022 that it would stop producing PFAS, including Novec 1230, by the end of 2025, and that the company has since confirmed it has ended all PFAS manufacturing.

Regulation and costs

The article says regulation remains difficult because PFAS are used across everyday products and industrial applications, raising questions over where responsibility should sit.

Matt Dunn, a PFAS scientist at Tetra Tech, said: “Do you go after the user, or do you go after the manufacturer,”

“And understanding the difference there is very important.”

The article says many emerging technologies aimed at destroying PFAS are energy intensive and expensive, adding that this has raised debate over who should bear the cost.

It points to state-level action in Maine and Minnesota, including product restrictions and future bans affecting intentionally-added PFAS in some sectors.

The article also says there is no single direct federal route for PFAS regulation as of 2026, even though existing legislation provides several ways to address contaminants at different stages.

It adds that Congress has introduced measures including the PFAS Research and Development Reauthorization Act of 2025 and the Clean Water Standards for PFAS Act of 2025, which it says could be applied to PFAS contamination from Data Centres.

The analysis presents PFAS use in Data Centres as part of a wider regulatory and operational issue linked to cooling systems, semiconductor production and fire suppression.

The article concludes with possible routes for future action including reporting standards, product bans and research into alternatives to PFAS.

Major fire tragedies rarely result from a single mistake.

They arise through a chain of small failures made at many different stages, from design through to building occupation.

Yet every professional involved carries their own share of responsibility, that one decision may someday become a weak link in that chain.

However, the day-to-day strain sits elsewhere.

It lives in the persistent pressure to meet compliance while satisfying clients, contractors, and local authorities.

It’s the constant balancing act of holding firm on safety amidst competing expectations, shifting information, and guidance that can be opaque.

Three professionals may read the same passage and walk away with different interpretations, yet the client demands a definitive answer.

This uncertainty carries its own kind of burden.

When rules feel open to interpretation or difficult to understand, confidence quietly erodes.

You start questioning your own judgement, especially when others seem certain of theirs.

What is Hidden Cognitive Strain?

Hidden Cognitive Strain (HCS) is the invisible mental load carried by those who appear to be coping or even excelling externally while internally running on empty.

It’s the sustained effort of maintaining function, professionally, socially, and emotionally, when the mind is already overstretched.

It’s not a diagnosis or clinical term, more of a lived experience.

Most who carry this load simply keep going, believing that pushing through is what professionals are meant to do.

Unlike ordinary stress, which fluctuates with workload, HCS is constant, quiet, and cumulative.

It makes everyday stress heavier because the mind never fully resets.

You may recover from a long week, but not from the ongoing effort of keeping everything together.

While work pressures can amplify it, HCS often begins long before the working day.

It builds through the balancing act of life, showing up, managing responsibilities, appearing calm while privately juggling fatigue, self-doubt, or worry.

In fire safety, this invisible load meets an environment demanding precision, accountability, and certainty.

You must think clearly, make confident calls, and present assurance even when you feel internally depleted.

Over time, this blend creates a new exhaustion, the exhaustion of sustaining composure when composure is part of the job.

How it shows up and the personal cost

HCS often reveals itself through the ways people try to cope.

The effort to stay composed becomes survival.

You recheck reports, over-prepare for meetings, or work longer hours to avoid mistakes.

Some people keep quiet in discussions so they can’t be wrong, while others take on more than they can manage to prove they’re still capable.

Over time, the constant monitoring begins to drain energy and confidence.

The day doesn’t really end, it just pauses until the next one starts.

You meet deadlines, reports get done, clients stay happy, yet the sense of ease that used to come with competence fades away.

What remains is the quiet fatigue of holding it all together.

When enough people begin to cope this way, the strain stops being individual and starts becoming cultural.

Teams begin to mirror the same patterns, cautious decision-making, over-checking, and quiet exhaustion that passes for commitment.

The quiet denial is captured perfectly by the cartoon of the dog calmly sitting in a burning room saying, “This is fine”.

It reflects the coping culture that exists in much of fire safety.

HCS is the silent fatigue before the crash, the moment when mind and body keep working, but reserves are gone.

Some people eventually burn out, others leave the field, and many continue convinced this is just how it’s meant to feel.

The organisational cost

HCS rarely stays at individual level.

Once it becomes part of how people work, it begins to influence how teams operate and how organisations perform.

It shows up in small ways first: decisions taking longer, reports checked more than once, and an atmosphere of quiet caution replacing open discussion.

The quality of work may remain high, but the process behind it becomes slower and more draining.

Managers and senior staff often notice this shift before anyone else.

As confidence dips across teams, more time is spent on reassurance and oversight, and less on mentoring, planning, or innovation.

HCS is not only a personal burden, it’s an operational risk.

Recognising it early is part of good management, not a sign of weakness.

Moving forward

HCS isn’t complicated to fix once it’s recognised.

Openness, discussion, and simple shifts in culture can ease it faster than most expect.

When people feel safe to name it, the stigma of struggling begins to fade.

Talking about the strain early is vital.

Clear thinking underpins building safety, and relies on manageable pressure.

Taking five minutes at the end of a meeting to name what feels unclear or overloaded can prevent weeks of hidden stress.

Sharing accountability lightens the personal load.

Collaborative decision-making and joint sign-offs spread ownership and reduce the sense that risk rests on one person alone.

Agreeing on what “good enough” means stops work from slipping into endless checking and revision.

It helps set proportionate standards for common scenarios and restores balance between thoroughness and efficiency.

Normalising peer review also helps.

A quick second review is often more effective and less draining than marathon solo checks.

These small shifts change culture over time.

Hidden Cognitive Strain is not a flaw or an illness.

It’s part of being human in a profession that demands precision, responsibility, and care.

When we recognise and name it, people think more clearly, teams hold steadier, and the work becomes safer for everyone.

New Sharjah safety committee targets warehouse fire risk and compliance

Safety inspections approved for Sharjah warehouses

Sharjah has approved a specialised committee to inspect commercial and industrial warehouses across the emirate and address violations linked to safety compliance and fire risk.

Gulf News reported that the decision was taken during a meeting of the Executive Council of Sharjah chaired by Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Deputy Chairman of the Executive Council, and attended by Sheikh Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Chairman of the Executive Council.

The committee will carry out comprehensive inspection campaigns covering all commercial and industrial warehouses.

Its role includes assessing compliance with safety and security standards.

It will also oversee corrective measures and enforce preventive procedures aimed at reducing fire incidents.

Committee membership and enforcement powers

Sharjah Police will lead the committee.

It will include representatives from the Civil Defence Authority, Department of Town Planning and Survey, Sharjah Economic Development Department and Sharjah Electricity, Water and Gas Authority.

The council said stricter penalties will apply to violators.

This includes those failing to meet regulations on the storage of hazardous and flammable materials.

Other decisions from the council meeting

The same meeting also approved a new framework regulating media activities in the emirate.

Entities engaged in media-related work will be required to obtain prior approval from the Sharjah Media Council, which will also receive revenues from related fees and violations.

AEI Cables warns on cabling safety across electrical supply chain

AEI Cables commentary on cabling safety

AEI Cables has published commentary calling on the electrical supply chain to follow its duty of care on cabling safety during the current economic climate.

In its commentary, AEI Cables said specifiers, main contractors and installers are responsible for making sure cabling choices are relevant and safe for each application.

The company said Category 3 Control fire performance cables sit at the upper end of requirements.

These cables are designed to withstand heat and flames for up to 120 minutes.

AEI Cables said the cables support critical safety circuits in tall buildings, office spaces, hospitals, shopping malls and stadia.

The systems powered by these cables assist firefighting operations and support safe evacuation in life safety situations.

Fire performance requirements and standards

AEI Cables said recent legislation affecting electrical and fire safety includes the Building Safety Act 2022.

The Act sets new requirements for higher-risk buildings, defined here as those of at least 18 metres in height or at least seven storeys containing at least two residential units.

AEI Cables’ Firetec Enhanced cabling has been approved and certified by LPCB to BS8519 (Annex B), Category 3 Control as well as Category 2 Control.

Under BS8519, the code of practice contains six cable categories.

Three categories apply to power cables and three apply to control cables.

The categories cover survival times of 30, 60 or 120 minutes.

Dover sets out AEI Cables position

Stuart Dover, general manager of AEI Cables, said: “There are many challenges facing the electrical supply chain, not least the sheer amount of legislation and guidance being issued as well as tough trading conditions.

“At the same time, we must not forget our responsibilities to ensure the relevant cabling products and accessories are chosen for each project.

“Ultimately, we are talking about the safety of people moving about in large buildings.

“This goes beyond legislation.

“If in doubt, please seek guidance because the choice of cabling and level of fire performance is of paramount importance in the event of a fire.”

AEI Cables also said its products are supplied with approvals from independent bodies including BASEC and LPCB.

The company added that it holds approvals from organisations including Lloyds, the MoD and LUL, and works to international standards around the world.

NEBOSH bursary names 20 women for 2026 safety qualification

NEBOSH bursary winners announced for 2026

NEBOSH has announced the twenty recipients of the 2026 NEBOSH L’Oréal International Bursary: Enabling women in health and safety.

The bursary is run in partnership with L’Oréal and covers paid-for study and assessment fees for the NEBOSH International General Certificate in Occupational Health and Safety for twenty women based internationally.

Applications and responses to the NEOBSH bursary

NEBOSH said the bursary received over 2000 applications from women around the world who want to build their learning, develop their careers and influence workplace health and safety.

The judges selected applicants based on what NEBOSH described as genuine and emotive stories, clear passion for protecting colleagues and communities, energetic delivery, strong communication skills and video submissions that held attention.

Why the Building Safety Regulator’s transition to independence marks a new phase in regulatory oversight across England

When the Building Safety Regulator (BSR) formally became a standalone arm’s-length body under the Ministry of Housing, Communities and Local Government on 27 January 2026, the structural change was presented as a step towards greater focus, accountability and delivery.

The transition, announced in a press release and followed by a detailed media briefing on 28 January attended by national and trade press including International Fire and Safety Journal, marks the next phase in post-Grenfell building safety reform.

Originally established within the Health and Safety Executive in 2021, BSR now operates independently, with leadership positioning the move as preparation for the longer-term ambition of a Single Construction Regulator.

A standalone mandate

In the official announcement, Lord Andy Roe, Chair of BSR, described the move as a defining moment in the regulator’s development.

He said: “Today is a decisive and important step in strengthening building safety and a milestone that marks our evolution into a standalone regulator.

“While the creation of BSR in 2021 was a watershed moment, today is about looking forward to a single construction regulator that brings coherence to a once-fragmented system.”

He linked success directly to resident experience, stating: “We will know we are successful when residents acknowledge we have made the built environment safer.”

Roe also emphasised continuity of purpose, saying: “Today is about continuing to support homes being built safely while fulfilling our primary mission: ensuring we are all building better and living safer, together.”

During the 28 January briefing, Roe described how independence strengthens operational clarity.

He said: “Being our own body, our own regulator, gives us that singular focus, that energy and the ability to deliver things proportionately and transparently in an accountable way,” adding: “It’s just much better for us to be in this position as a singular, standalone agency.”

Acting Chief Executive Charlie Pugsley positioned the change as organisationally enabling, saying: “It allows us to continue developing in the way that we want to.”

In the 27 January statement, Pugsley set out the breadth of the regulator’s remit, stating: “Today is a significant new chapter for BSR, with a clear signal that while we must continue to focus on improving our operational delivery for both new build homes and occupied HRBs, our mandate extends far beyond high-rise oversight to a broader responsibility for safety and standards across buildings in England.”

The moral imperative and housing delivery

Throughout the briefing, leadership returned to the experience of the Grenfell Tower fire as the defining influence on the regulator’s purpose.

Said Roe: “What I saw that night was total system failure.

It was everyone, every single institution, private and public, [that] had touched that incident that failed the people who lived in the buildings,” stressing: “That’s the moral imperative [that] underpins this regulator.”

Roe connected this imperative to scrutiny of complex developments, stating: “The moral imperative of bringing greater scrutiny to bear on the design and construction of higher risk, more densely populated, large scale buildings is correct.”

Alongside this, he framed housing delivery as part of the regulator’s duty.

He said: “Getting new homes built has to be part of our duty as a regulator. We have to be enablers.

“Challengers, yes, certainly, but particularly enablers.”

He linked safety outcomes directly to supply, stating: “The safest way you know you’re going to give someone the living environment they deserve is to enable a safe home to be built.”

Roe summarised this position by saying: “This is all driven by the kind of twin desires to make sure people have the houses they need and deserve in this country.”

Gateway reform and operational performance

Gateway 2 performance formed a substantial part of the briefing.

Roe described the position when current leadership assumed responsibility.

He said: “We were up around 144 applications, 33,000 homes, kind of stuck in the pipeline,” stating now : “That’s been completely reversed.”

Providing further detail, Roe said: “We’ve got timescales down from what was a median 48 weeks to get an application approved in London when we started, to now much closer to the 12 or 13 week SLA,” adding: “The backlog problem is dealt with.”

The briefing outlined structural changes including the removal of the previous local NDT model, adoption of a centralised technical approach, faster invalidation of incomplete applications and closer technical engagement between regulator specialists and applicant teams.

Roe reflected on earlier operational weaknesses, stating: “We now have a record of addressing them.”

Now, attention is shifting towards sustaining throughput as volumes increase, while maintaining scrutiny across complex higher-risk schemes.

Gateway 3 preparation is also underway, with inspection planning involving registered building inspectors, fire services, local authorities acting as agents and direct BSR capacity.

Leadership emphasised earlier engagement through account managers to align construction programmes with inspection expectations.

Remediation, enforcement and competence

Remediation was consistently identified during the briefing as the next major operational focus.

Current average decision timelines were noted as around 34 weeks, with approximately 280 live cases in progress.

Roe confirmed that a structured plan is imminent.

He said: “We will make clear public promises, and we will keep them.” He added: “We will set some targets, and we expect to be held to them,” reitering: “There is a real plan.” Pugsley confirmed timing, saying the regulator would be bringing forward a remediation plan “in the next few weeks.”

Roe addressed the continued presence of unsafe buildings directly.

He said: “There’s a lot of dangerous buildings still out there. I don’t say that hypothetically.”

On enforcement, he clarified its place within the wider toolkit.

Roe said: “You will not enforce your way out of this.” He continued: “Enforcement needs to be proportionate, but also needs to be robust.” He added: “You save your enforcement for your absolute criminal actors, your worst actors.”

Pugsley connected enforcement to capability and intelligence, stating: “If you don’t have good intelligence and solid enforcement at the other end, then the bit in the middle actually loses value.”

Professional competence formed another forward priority.

Pugsley asked: “Should those key life critical professions actually all be regulated?” Roe linked standards and accountability to quality outcomes, saying: “Setting a standard and holding people to it drives competency and, actually, quality.”

He also addressed sector-wide skills capacity issue, highlighting the “decades” of under investment in skills:  “There’s a shortage [in] every single skill set within the sector.”

Political and industry response

Building Safety Minister Samantha Dixon placed the transition within the government’s reform objectives, tying structural change to long-term housing and safety outcomes.

She said: “Everyone deserves to live in a safe home and we are determined to deliver lasting change to make this a reality.” She added: “The Building Safety Regulator sits at the heart of this mission, and today launching a new body is an important step in realising sector wide reform.” Dixon concluded: “I look forward to working with the new leadership team on our journey towards the Single Construction Regulator.”

Mark Reynolds, Executive Chair of Mace Group and Chair of the Construction Leadership Council, described recent engagement with the regulator in operational terms, linking structural reform to day-to-day process.

He said: “Over the last twelve months we’ve seen a very tangible shift in how BSR has worked with the Construction Leadership Council and developers across the country, and the result has been a more effective process, enabling safer buildings to be commissioned and delivered faster.”

He added: “The UK needs confidence that the construction industry, the regulator and government are all working together to deliver new and safe housing at scale – and I believe this moment marks a major step forward on that journey.”

There is a particular kind of scrutiny that comes with becoming standalone.

Performance data, published more clearly, tends to attract attention from those waiting on decisions, those living with risk, and those expected to fund remediation.

It also creates a sharper public record of what the regulator says it will do next, including the targets Roe said BSR expects to be held to.

In that sense, independence raises expectations as much as it clarifies structure.

Roe’s own framing has consistently returned to accountability and prevention as the standard against which that performance will be judged.

He said: “We will know we are successful when residents acknowledge we have made the built environment safer,” concluding: “We want to prevent future Grenfells.”

Legionella and the need for next generation detection

As Legionella continues to hit the headlines, Greg Rankin CEO at Hydrosense advises on the steps health and safety professionals can take to alleviate what is becoming a growing – and largely still underestimated – public health risk

Early into 2026, we have already witnessed significant Legionella outbreaks across the US, including a deadly cluster in Ector County, Texas, cases linked to a major apartment complex in Harlem, New York City, and an outbreak associated with a Las Vegas casino.

While the specific circumstances behind each incident may differ, one truth that remains abundantly clear is that Legionella cases are rising at an alarming rate across the US.

The result is that the threat to public health from Legionnaires’ disease – a potentially fatal form of pneumonia caused by inhaling Legionella bacteria – will likely further escalate unless decisive action is taken, at pace.

But the big question is – what exactly?

A rapidly rising risk

Before answering that question, it is important to first explain the several factors attributed to Legionella’s recent ascent.

As most health and safety (H&S) professionals will already know, Legionella thrive in warm, stagnant water with the optimal temperature range for growth between 77°F to 113°F.

 As climate change continues to alter environmental conditions, rising average temperatures, prolonged warm seasons and shifting rainfall patterns are contributing to more favorable conditions for Legionella growth within building water systems.

At the same time, many distribution systems and plumbing networks across the country suffer from aging pipes, oversized layouts and stagnant dead-ends.

These low-flow zones diminish disinfectant residuals, promote biofilm formation and create pockets where Legionella can multiply unchecked.

Many legacy plumbing systems also lack modern design features, such as efficient temperature control and disinfection mechanisms, that help prevent bacterial growth.

Combine all these factors, and it may be easy to see why Legionella cases in the US have seen a 1,000 per cent increase in the past two decades alone and in an upward trajectory that experts predict will continue if not addressed.

The result is that it is becoming more important than ever for H&S professionals to pay extra diligence to how they assess, test and control the risk of exposure to Legionella bacteria in the face of increasing risk.

For many though, there remains a certain lack of clarity and standardization about what best approach to take.

Best practice, beyond compliance

Of course, most H&S experts will be well acquainted with the widely-adopted ASHRAE Standard 188 developed by the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), which provides a framework to implement comprehensive water management programs that proactively control risks related to the growth and transmission of Legionella in building water systems, including regular monitoring and maintenance.

Many states and cities also stipulate their own specific standards, especially in jurisdictions with recent outbreaks or stricter health requirements.

From our extensive experience in the Legionella field, though, we believe that current recommended practice simply doesn’t go far enough and there is scope to do much more to raise the bar on safety through a more robust and proactive approach to water safety.

For example, one of the most critical weaknesses exposed by many recent outbreaks is the lag between contamination and confirmation.

Traditional Legionella testing methods rely on laboratory culturing, which takes up to ten days to deliver results.

Yet Legionella can double in a day.

In a large building or cooling system, that delay can mean the difference between early intervention and widespread exposure.

Water samples can also get damaged in the transportation process, potentially killing the Legionella inside and leading to a false negative result.

In addition, culture-based testing cannot detect viable but non-culturable (VBNC) Legionella, which, though dormant, can resuscitate and cause an infection.

The result can be a false sense of security, with the potential for lab results to state a negative outcome when repeated tests confirm non-conformance.

Arguably, then, as the challenges posed by Legionella evolve, there is a clear case for H&S professionals to reconsider their testing strategies and embrace more innovative, efficient methods.

One such example can be found in the latest generation of rapid Legionella testing which has been purposefully designed to overcome the limitations of traditional Legionella detection by providing on-site testing without the need for lab facilities.

Incredibly easy to use, these tests enable duty holders to inspect water systems in only 25 minutes and provide an accurate and reliable result on the presence or absence of Legionella pneumophila bacteria – the primary cause of Legionnaires’ disease.

The benefits of using this smart and simple method in addition to traditional testing methods are vast.

Principally, rapid testing facilitates early detection of Legionella, which is essential in preventing outbreaks.

In this way, the ability to gain an immediate picture of Legionella empowers H&S professionals to react promptly to contamination and take appropriate action, thereby significantly minimizing the risk of exposure.

Improved resource allocation is another major benefit whereby it’s possible to action remediation efforts almost immediately upon detection rather than having to wait on delayed lab results.

Further down the line, these tests can also support immediate remediation by enabling real-time verification of post-remediation effectiveness, rather than waiting nearly two weeks for laboratory confirmation.

In this way, by implementing rapid testing methods, H&S professionals can demonstrate a robust, proactive health and safety approach that goes even beyond compliance and, in turn, secure peace of mind in knowing they have done the utmost to alleviate what is an increasing Legionella risk.

Making Legionella control water-tight

If the recent flurry of Legionella outbreaks seen this year has taught the H&S world anything, it is that we cannot afford to underestimate the scope of Legionella risk.

In the context of what is becoming a increasingly complex public health concern, effective management and control can only be achieved by going beyond compliance with proactive monitoring, rigorous control measures and a culture of continuous oversight that is truly water-tight.
