Amthal expands international fire protection services

As reported by Amthal, the UK-based fire safety and security specialist has expanded its services to become an international provider of fire protection solutions.

Amthal is working closely with key clients in sectors such as Oil & Gas, Data Centres, Petroleum, Energy, and Battery Energy Storage Systems (BESS).

The company recently completed the first of three fire and suppression pump packages for an energy project in the Middle East.

The programme involved the installation and commissioning of fire protection solutions tailored to the specific needs of the client’s modular units.

Amthal installed both main and reserve water mist systems, which are connected to a detection activation and alarm system.

Water mist technology was selected for its effectiveness in suppressing fires while minimising water usage and collateral damage.

Hazardous environment safety measures

The internal environment of the enclosure was classified as hazardous, requiring specialised equipment to ensure safety.

Amthal utilised ATEX-certified equipment, including lighting and control systems, to meet the stringent safety requirements.

Dave Pountney, IPL (Amthal Group Company) Business Development Manager, said: “The scope of works for the project was significant in being a highly hazardous environment, where it was critical to understand the dynamics involved.

“Designing fire protection solutions that could be seamlessly integrated into the client’s modular units while meeting strict space and weight limitations.”

Amthal’s team conducted extensive risk assessments, research, and testing to select the most suitable equipment and materials for the project.

They also collaborated with regulatory authorities to ensure compliance with local safety regulations.

Use of corrosion-resistant materials

All control and status panels were manufactured using 316 stainless steel, known for its corrosion resistance and durability.

This choice of material ensured the longevity and reliability of the fire protection systems, even in harsh environmental conditions.

Following directives from His Excellency Shaikh Rashed bin Abdullah Al-Khalifa, Bahrain has taken steps to enhance its civil protection and safety system.

Commander Rakin Tayar Ali Mohamed Al-Kubisi, Director General of the Public Administration of Civil Defence, signed an agreement with the National Fire Protection Association (NFPA).

As reported by The Daily Tribune, this agreement represents Bahrain’s commitment to continuous improvement in fire prevention and public safety.

The signing ceremony occurred during the International Conference on Fire Protection in the United States.

UAE health ministry introduces tobacco-free workplace guidelines

Ministry of Health launches tobacco-free workplace guide

“Our office implemented strict no-smoking policies inside the building to protect the health of our employees and reduce the risk of fire.”

The UAE Ministry of Health and Prevention (MoHAP) has issued new guidelines to establish tobacco-free workplaces across the country.

As reported by Gulf News, the guidebook, released on June 10, aims to eliminate smoking in all areas of government departments and private companies, including outdoor areas and vehicles.

The guidelines call for disciplinary actions against individuals who deliberately violate the smoking prohibition.

Various companies have begun revising their policies to comply with these new standards, though there is still uncertainty about whether the guidelines are mandatory and the specific disciplinary actions that can be taken.

Companies revising smoking policies

Several companies have already implemented no-smoking policies inside their buildings.

Eddie Manalo Jr., business development manager at an audio-visual solution provider, stated: “Our office implemented strict no-smoking policies inside the building to protect the health of our employees and reduce the risk of fire.” His company has a designated smoking area in the parking lot to accommodate smokers.

Birgit Gross, country HR manager for an energy major, mentioned that her company has long promoted a tobacco-free workplace.

She said: “In all our facilities and sites, we only allow smoking outside and distant from our building facilities in designated areas.”

Other companies are actively reviewing the new recommendations.

Sandesh Divagar, corporate sales manager at an education and smart classroom solution provider, said his company is “seriously considering implementing these recommendations to align with industry standards and promote employee well-being.”

Support for employees to quit smoking

Some organisations are taking additional steps to support employees who wish to quit smoking.

Jessie Joy, senior HR and admin manager at a digital marketing company in Abu Dhabi, highlighted the company’s efforts to assist staff members through counselling services, nicotine replacement medications, and smoking cessation programs.

Joy explained: “All staff members will receive frequent training sessions and educational materials to make sure they are completely aware of the company’s no-smoking policy and the repercussions for breaking it.”

Betzy Varghese, HR and admin manager at a freight management company in Dubai, noted that her company includes individual counselling and plans to offer additional support during medical screenings to help employees quit smoking.

Handling policy violations

The ministry’s guidebook mandates disciplinary actions against employees who violate smoking prohibitions.

Companies are preparing various enforcement strategies.

For instance, Gross mentioned that her company follows a defined disciplinary action protocol, which can range from verbal and written warnings to further sanctions if necessary.

Varghese’s company is considering innovative disciplinary actions, such as deducting points in the employee reward system and collecting fines for charity.

Divagar emphasised that his company takes policy violations seriously, with potential consequences including verbal warnings, written reprimands, temporary suspension, or even termination in severe cases.

Kuwait fire tragedy: 49 dead, majority Indian workers

Dozens killed in Kuwaiti building fire: “Unfortunately, there were many deaths as a result of inhaling smoke from the fire”

At least 49 people, including 40 Indians, died in a fire that broke out in a residential building in Mangaf, Kuwait, on Wednesday.

The Indian foreign ministry confirmed the fatalities, stating that the building housed many Indian workers.

The fire started early in the morning, and videos shared on social media showed flames engulfing the lower part of the building while thick black smoke billowed from the upper floors.

Authorities reported that the majority of the casualties were from the southern Indian states of Kerala and Tamil Nadu.

Filipino and Nepali workers were also among the injured.

Causes and accusations

Kuwaiti Deputy Prime Minister Sheikh Fahad Yusuf al-Sabah blamed property owners’ greed for the tragedy, accusing them of violating building standards.

He stated: “They violate regulations and this is the result of the violations.” The building, housing 196 workers, was reportedly overcrowded, a concern often raised by human rights groups regarding the living conditions of migrant workers in Kuwait.

A senior police officer told state TV that warnings were frequently issued about overcrowding in such accommodations.

He said: “Dozens were rescued, but unfortunately there were many deaths as a result of inhaling smoke from the fire.”

Reactions and responses

Indian Prime Minister Narendra Modi expressed his condolences on social media, saying: “The fire mishap in Kuwait City is saddening.

My thoughts are with all those who have lost their near and dear ones.

I pray that the injured recover at the earliest.”

India’s ambassador to Kuwait visited hospitals where the injured were being treated.

The Indian embassy stated that over 30 Indian citizens had been admitted to hospitals.

DNA tests are being conducted to identify the victims, and arrangements are being made to repatriate the bodies.

Investigations and future measures

Emir Sheikh Meshal al-Ahmad al-Sabah ordered an immediate investigation into the cause of the fire, promising accountability for any officials found responsible.

The interior ministry confirmed that the death toll had risen to 49 and that they were working to identify the victims.

The fire was reported at 06:00 local time (03:00 GMT) and was later contained.

The senior police commander mentioned that many people had died from smoke inhalation and reiterated concerns about overcrowded living conditions for migrant workers in Kuwait.

What key career lessons will you bring to your new role as Head of Emergency Services?

One fundamental lesson I’ve learned is the importance of every individual’s voice within an organisation, regardless of their role or position.

It’s essential to listen actively to everyone, whether they are inside or outside the business.

The feedback and insights people provide can be instrumental in formulating effective plans and outcomes.

From a business perspective, having been on the government side, I’ve gained insights into how governmental processes work.

Often, they can be slow and cumbersome, yet sometimes decisions can be made swiftly, and actions can follow unexpectedly.

This has taught me the necessity for both patience and agility when dealing with government operations.

Additionally, my military experience has prepared me to be ready at any moment, the ability to respond to situations of an obscure nature at indifferent times.

I’ve had the privilege of being mentored by some exemplary senior officers and public servants before leaving the military, which has shaped my approach to business and leadership, especially in how we engage with and value people.

What are your immediate priorities for Serco in the Middle East?

The foremost priority is always people and safety.

We are examining our actions from a consolidation perspective, looking at all our services, contracts, and advisory roles under the emergency services umbrella.

A key focus is on how we integrate these elements effectively and communicate our strategies clearly to our teams.

Ensuring the safety of our teams is paramount, as it directly impacts our ability to maintain the safety of the communities we serve.

The immediate goal for my team and me is to ensure that everyone is aligned and moving cohesively in one direction.

What strategies will you implement for the strategic growth of Serco’s emergency services?

From a strategic standpoint, scalability and trust are critical to growth, especially in the third-party logistics world where reputation and historical performance influence client choices.

I absolutely see this as a long-term strategic vision for us and believe it is entirely achievable.

Whether this can be accomplished independently or if it requires partnerships is still being evaluated.

Strategically, our focus is on consolidation and enhancing our capability to scale and respond agilely to market and client demands.

Another key strategy involves proactive engagement with potential clients and maintaining strong relationships with them but also with our competitors.

Given the compact nature of our industry and community in this region, it’s essential to have open lines of communication.

This ensures that we stay ahead of industry demands and maintain safety as our utmost priority.

How do you plan to expand or enhance Serco’s training programmes under your leadership?

Serco has proudly operated the International Fire Training Centre in Teesside, UK, for many years, contributing to the training of thousands of international fire and rescue personnel.

In 2021, we launched a similar initiative in the Middle East, the IFTC Middle East, primarily servicing major airports.

This expansion has enabled us to provide training for national talent at various levels, from school leavers to middle and upper management.

Our goal is to continue this trend, particularly into Saudi Arabia.

Recently, we were recognised by the General Authority of Civil Aviation (Saudi Civil Aviation Authority) as an endorsed training provider.

This recognition has opened up dialogue with regulators about improving training quality.

A major focus is on the development of UAE and Saudi national staff who are the future of these sectors in both countries.

We want to support their progression through appropriate training and exposure, both locally and internationally.

As an international company, Serco benefits from global partnerships and resources, such as the NFCC in the UK, where we are an international affiliate member.

We explore various training modalities, including augmented reality, virtual reality, face-to-face mentorship, and traditional methods like staff exchanges.

This could involve cloud-based maintenance schemes and Learning Management Systems that offer ongoing, up-to-date training and skills development.

This ensures continuous improvement and readiness for revalidations.

We are committed to looking beyond short-term courses.

Our goal is to work collaboratively, providing the necessary support to meet the evolving demands of their roles in the emergency services.

How will you ensure talent is trained, retained and developed?

To maintain quality and consistency for our clients, the governments and the communities we serve,  talent acquisition and retention are critical.

In a competitive market, it’s essential to attract and retain the right people, ensuring they are fairly and adequately remunerated, which in turn helps them take care of their families.

Our primary focus is on demonstrating the quality of our work and the dedication of our team who deliver these services every day.

For me, the top priority is always the safety of our people who are out there doing the hard work.

Secondly, it’s about maintaining our reputation and our ability to adapt to market demands regarding agility and scalability.

What legacy do you aim to build in emergency services through Serco?

A mentor once advised me that the goal should be to make your job redundant—if you’ve trained everyone well enough and given them fair opportunities to succeed to the point where your role is no longer necessary, then you’ve truly succeeded.

The principle of imparting as much knowledge and skill as possible to those around me is what guides me.

My aim is to enhance the collective capability of our team, ensuring that everyone improves together.

Hajj 2024 health and safety measures for pilgrims in Saudi Arabia

The annual Hajj pilgrimage, a global event attracting over 1.8 million participants last year, is scheduled to take place in Saudi Arabia from 14 to 19 June 2024.

Ensuring the health and safety of all pilgrims necessitates a focus on preventive measures.

Cases of meningococcal disease have been reported in travellers returning from Saudi Arabia, underscoring the importance of adhering to health requirements.

As reported by SOS Group of Companies, International SOS encourages organisations with employees participating in the Hajj to ensure their workforce is aware of essential precautions for a safe and healthy journey.

Aligned with the latest health and safety regulations established by the Saudi Arabian authorities, International SOS has developed comprehensive guidelines to ensure pilgrims’ health, security, and wellbeing.

The guidelines outline crucial pre-travel considerations, including newly implemented requirements.

Key aspects include official permit and vaccination requirements, heat mitigation strategies, and promoting vigilance and awareness of surroundings, particularly during crowd surges.

Health and vaccination requirements

Dr Nosa Aihie, Regional Medical Director, Middle East, at International SOS, emphasised the importance of adhering to vaccination requirements: “It is important for pilgrims to adhere to vaccination requirements listed by the government of Saudi Arabia to protect themselves and their peers from various infectious diseases.

“This includes the required vaccination against meningitis administered no more than three years and at least ten days prior to the planned arrival in Saudi Arabia.

“In line with this, pilgrims are advised to carry valid health certificates stating they are free from any acute, chronic or infectious diseases.

“Furthermore, we suggest scheduling activities to avoid peak heat hours whenever possible and being adequately hydrated during Hajj, as pilgrims may experience heat-related illnesses and dehydration.”

The guidelines also advise that all routine vaccinations, including COVID-19 and seasonal influenza, should be up to date.

Depending on the country of origin, travellers may need to show proof of polio and yellow fever vaccination.

Registration on the ‘Sehaty’ app is mandatory to verify vaccination status and facilitate entry into the country for all pilgrims.

Safety measures and crowd management

Gulnaz Ukassova, Security Director at International SOS in Dubai, stressed the need for thorough pre-travel preparation and compliance with government directives: “It is vital for pilgrims undertaking Hajj to thoroughly understand and comply with the relevant Hajj regulations prior to, and during, the pilgrimage.

“Pilgrims should expect large crowds at religious sites, particularly on the Jamaarat Bridge in Mina and around Al-Masjid Al-Haram Mosque in Mecca.

“Remain safe during crowd surges by staying alert to surroundings, adhering to designated lanes, avoiding walking against the direction of traffic and knowing the nearest emergency exits and evacuation routes.

“Pilgrims should also account for potential travel disruption and increased demand for various services during this period.”

The guidelines encourage organisations to offer security briefings and heightened situational awareness practices for their employees.

These include pre-departure briefings on security protocols, situational awareness practices, and cultural sensitivities.

Developing contingency plans to address potential travel disruptions during the Hajj is also recommended.

Managing extreme temperatures

Extreme temperatures are a notable risk during Hajj.

Pilgrims are advised to prioritise staying hydrated and to choose lightweight and light-coloured clothing to help regulate body temperature and reduce heat stress.

Ensuring pilgrims are educated on the risks of extreme temperatures is crucial to prevent heat-related illnesses.

Employers are urged to provide employees with a crowd management guide containing tips for navigating densely populated areas.

Pilgrims should save emergency contact information for police, ambulance services, embassy officials, and local contacts on their mobile phones for immediate assistance if needed.

Those unfortunate incidents created a roadmap for concrete actions and preventive measures setting a solid foundation for CD development in the GCC region and specifically in KSA, UAE and Qatar.

Those countries did not only learn lessons from their own mistakes, but also expanded their knowledge capacity to include every major fire event in their awareness curriculum, as part of their continuous efforts to create a proactive approach to safety.

Throughout the history of public policies and rulership, it was proven that an effective government system with long-term plans provides an environment for evolution, growth, and advancement.

Taking a strict stance towards FLS awareness and implementation, the GCC countries started by empowering their (CD), as part of their holistic reform plans of becoming leading advanced societies capable of providing a high standard of living for their people.

This outstanding investment in FLS, is the outcome of a world-class regulatory framework that aims to raise the bar of fire safety by shaping its future throughout well-defined reforming steps.

Government responsibility

The initiative began with a governmental pledge to enforce all necessary measures to achieve and maintain the highest level of Fire and Life Safety.

In their relentless attempts for proficiency, GCC Civil Defense is continuously mandating additional regulations, updating their approval systems for submittals related to FLS and setting standards for companies and individuals that wish to be part of this field.

In most of these countries, companies that desire to provide engineering consultancy services in the field of FLS require a professional license fulfilling several conditions pertaining to the number of employees and their experience in this field, some of which even require professionals to undertake exams to get FLS practising certifications.

Under the CD authority, a key entity specialises in reviewing and approving FLS strategy design drawings and documents.

This constitutes the first line of safety defences by ensuring a compliant FLS strategy.

The second line is through mandating necessary approvals in order to import FLS systems, equipment and products, and only allowing their use after being listed and approved by entities certified for this purpose by the local CD authority.

For instance, the Saudi Standards, Metrology, and Quality Organisation (SASO) has qualified several product certification bodies and third-party testing laboratories to ensure that products, materials, and systems conform to the country’s regulations and testing standards.

On the other hand, the UAE established the Emirates Safety Laboratory (ESL), the first ever government-controlled facility for testing and certifying products related to FLS in the MENA region

The third defence line is strictly controlled by the inspection and permit entity that is responsible for the inspection of all types of buildings and structures under construction or existing to make sure they are in line with the approved FLS submissions and comply with all the requirements that qualify them to receive the no objection certificate of occupancy, guaranteeing that the structure is suitably safe to be inhabited according to its approved use.

The fourth line is through hands-on defence by extinguishing any fire incident through an effective CD operation entity.

One of their primary roles is to prepare and execute the strategies related to quick response and intervention in case of emergencies and everything related to rescue, firefighting and assisting in evacuation procedures.

The effectiveness and success of all CD entities is achieved by synergistic work not only between them but also across other governmental departments.

Investing in safety

GCC countries are committed to demonstrating the use of the latest technologies and innovative approaches in FLS, aiming to uphold their status as some of the safest nations, fostering innovative and radical thinking that aligns perfectly with their avant-garde future-oriented visions.

The 2022 World Cup in Qatar was a real testament to safety excellence, where the country’s CD played a pivotal and effective role.

Such mega events, put the country under international test to prove competency on many levels, the role of CD started at early preparation stages where they handled the country buildings and structure, new and existing, to make sure that they were all fit to be occupied.

They also took part in securing all transportation portals, safeguarding all stadiums, and organising people safe movement across the country.

As part of safety investment, a governmental budget is dedicated for the use of high-tech firefighting equipment and systems to enable the CD to do their duties within minimum time and maximum efficiency.

However, investing in safety is not limited to materialistic means, it also includes investing in the people.

After all, no equipment, systems, or materials are deemed effective without the involvement of qualified professionals.

Education and awareness

If we go back to the beginning of the 21st century, we notice a huge increase in staff employment at GCC CD, this surge is evidence to the government’s strong will to empower this authority.

This empowerment initiative begins by enhancing the officers’ knowledge through funding for higher education at internationally accredited engineering universities, and encouraging their progress by enrolling them in the best learning programs and trainings.

CD representatives also actively participate in numerous FLS conferences, internationally and in the GCC.

To achieve peak preparedness, enhance emergency response capabilities, and refine preventive measures, the CD authority eagerly collaborates with global leaders in the field to exchange expertise, study best practises, explore innovative ideas, and broaden awareness.

Raising the community awareness on fire preventive and reactive measures is crucial.

Therefore, CD authorities across the region, along with their strategic partners, developed and executed life safety educational programs for civilians.

These programs encompass training employees on how to react in the event of a fire, conducting periodic drills, fire warden training, and sessions on safety in homes and workplaces.

Codes and Standards development and enforcement

Throughout my career in FLS, I have designed numerous strategies based on a variety of international and national codes and standards.

I am proud to have witnessed the evolution of local codes and standards that started with the unified GCC fire code, then moved to create a country-oriented code mirroring the international ones due to their proven proficiency.

To end up merging between the world-wide adopted codes and standards requirements and their own countries safety needs based on lessons learned from fire event and local construction market evolution, in their most recent code edition.

I am confident that many professionals appreciate the effective enforcement of these codes alongside international standards, which avoids a ‘pick-and-choose’ approach that could lead to a disjointed mixture of FLS strategies.

To strongly support the effective compliance, the CD created strict submission procedures to regulate approval process.

The GCC Civil Defense plays a prominent role in shaping the future of fire by investing in safety, showcasing the best practises, experimenting in prevention methods, and raising awareness.

This commitment to safety does not only reinforce their worldwide position in mapping the infrastructure of fire, it also highlights their leadership position among their international counterparts, reflecting the advancement of their country in safety to life and similar disciplines.

Saudi Red Crescent’s timely intervention saves life in remote desert crash

On April 23, air ambulance crews from the Saudi Red Crescent conducted a life-saving operation for a man involved in a hit-and-run accident in the remote Al-Rawsan desert, northern Saudi Arabia.

Responding swiftly to a distress call received via the 997 emergency hotline, the medical team reached the crash site within a remarkably short time.

Details of the rescue operation

The helicopter dispatched to the scene played a crucial role in the rescue operation.

Within just 10 minutes of the call, the crew managed to stabilize the injured man and transport him to Prince Mutaib bin Abdul Aziz Hospital in Skaka.

The rapid response and expert handling of the situation by the medical team ensured that the patient received immediate care, which was vital for his survival and recovery.

Current status of the injured man

The hospital has reported that the man is currently in a stable condition and continues to receive the necessary medical care.

This incident has once again demonstrated the critical role that efficient emergency response plays in saving lives in remote locations.

Dubai’s leadership highlights resilience and collective effort in recent extreme weather response

Overview of the extreme weather response in Dubai

Following the extreme weather events earlier in April 2024, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, commended the emirate’s capacity to handle such challenges.

The Crown Prince emphasised Dubai’s robustness and the readiness of its emergency response systems under the overarching guidance of Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai.

Sheikh Hamdan chaired a meeting at the Emirates Towers, attended by notable figures including HH Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, and HH Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum.

The meeting focused on reviewing and bolstering the emirate’s preparedness for future contingencies, reflecting confidence in the ongoing strategic efforts to solidify Dubai’s status as a resilient global city.

Community and government unite to mitigate weather impact

During the severe weather, over 25,000 personnel, alongside 5,000 security patrols and emergency vehicles, were mobilised to ensure safety and rapid response across Dubai.

Sheikh Hamdan praised the comprehensive emergency management efforts, highlighting the unity and collaborative spirit of Dubai’s community, government agencies, and businesses.

“Dubai has once again demonstrated the strength and cohesiveness of its society; One that is based on unity, solidarity and readiness to face and overcome challenges.

Dubai is blessed with its people and, on behalf of the leadership, we say: thank you,” said Sheikh Hamdan.

The efforts were not limited to immediate response but also included strategic directives by Sheikh Hamdan to develop comprehensive, proactive plans to enhance the emirate’s emergency responses to extreme weather events, thus minimising future risks and disruptions.

Launching of ‘Tadhamon’ campaign to support affected residents

In a parallel initiative, the Community Development Authority (CDA) announced the launch of the ‘Tadhamon’ campaign to support residents adversely affected by the heavy rains.

This campaign, initiated under the directives of Sheikh Hamdan, facilitates contributions through the ‘Jood’ digital platform, ensuring swift and effective aid distribution.

Her Excellency Hessa bint Essa Buhumaid, Director General of the CDA, remarked on the campaign’s importance: “The Authority has received numerous requests for contributions from businesspeople and companies, all eager to lend a helping hand to those affected.”

The initiative underscores Dubai’s commitment to its residents, leveraging technology to foster community support and resilience in times of need.
