Midas Safety Sri Lanka donates dry rations to affected families

Midas Safety Sri Lanka has donated dry ration packs to vulnerable families affected by the economic impact of the novel coronavirus, with the motive of helping them cope with the loss of their daily income.

The 1,200 dry ration packs comprising of basic essentials such as rice, tea, salmon, dhal and other nutritional food were given to pregnant and feeding mothers, who cannot afford to buy them due to the haltering of their livelihoods.

The list of these families was obtained with the courtesy from Ministry of Health (MOH), Public Health Inspectors (PHI) and Grama Sevakas in and around Katunayake, Biyagama and Avissawella Export Processing Zones where the three manufacturing plants of Midas Safety Sri Lanka operate. These packs were directly handed over to individuals by the company staff along with the officials from MOHs and PHIs.

Midas Safety Sri Lanka, just like many other organizations, join hands for this noble cause which can bring in much needed relief to such families till they are able to get back on their feet. ‘My husband and I work as laborers and with many difficulties we somehow manage to put food on the table. With no work at all these days we barely get by. We are very thankful for everyone involved in this kind gesture. I am at peace knowing that I’ll be able to feed my children,’ Rathna, a recipient from Kannimahara stated.

The Doctors from various MOH Offices where the donations have been done, have commended Midas Safety for initiating this project as having a nutritious diet during pregnancy is linked to good fetal brain development, a healthy birth weight, reduces the risk of many birth defects whilst the same is vital for feeding mothers since the energy, protein, nutrient and vitamin content of the breast milk is essential for the newborns and infants.

Midas Safety Sri Lanka also donated 1.25 million gloves in support of the country’s tremendous efforts to curb the Covid-19 outbreak, in addition to several safety glove cartons donated to the Presidential Task Force on Covid-19, the hospitals, police and armed forces, PHIs, and Ministry of Health.

Fire Engineer reportedly ‘completely ignorant’ of Grenfell Cladding Plans

Firefighter, Tony Pearson stated at the inquiry into the fire, that at the time of reviewing the fire strategy for the building’s refurbishment, he ‘had no clue’ that cladding was part of the plans.

The second phase began with a focus on decisions ‘taken in the months and years before the fire’, its immediate aftermath and the government’s role. ‘Key revelations’ included that ‘almost none’ of the clients, consultants or contractors during the refurbishment were ‘accepting much blame’, and ‘ignored pleas from the inquiry not to engage in a “merry-go-round of buck-passing”’.

The first week heard refurbishers ‘knew cladding would fail’; witnesses threatened to ‘withhold evidence’; and a consultant was not sent a key report. However hearings were delayed due to witnesses asking for assurances that ‘anything they say will not be used in criminal prosecutions against them’. This was granted, and the inquiry resumed.

The inquiry also acknowledged that Sir Martin had written to Attorney General Suella Braverman to ‘request an extension’ in late April, and she extended the ruling. After the agreement had been made, testimony from architects Studio E admitted it ‘lacked experience in cladding tower blocks’ and was selected ‘despite never having carried out similar work’, without any ‘competitive procurement process, interview or design competition’.

Later, emails between senior fire engineers and consultants at Exova Warrington Fire saw admissions that refurbishment plans were making ‘a crap condition worse’, and ‘no sprinklers [were] wanted’. Studio E’s lead designer Neil Crawford then alleged that Celotex ‘calculatedly sought to deceive’ and ‘deliberately misled’ over its product’s safety ‘as if selling horsemeat as beef’.

Most recently, contractors appeared more concerned about ‘cost and delay’ than fire safety, and on ‘appearance and cost’, while Exova consultant Cate Cooney had carried out a fire strategy report in 2012 on Grenfell in its original ‘state’ but ‘without visiting the site itself’, and included a ‘number of assumptions’.

After it was confirmed that the inquiry would begin hearing oral evidence again ‘on a limited attendance basis’, having been suspended in March due to the COVID-19 pandemic, the first week saw a senior fire engineer state they ‘did not raise the need for any proposed cladding system to have a separate fire safety assessment’, and another shared that he was sent the design report for the cladding, but did not view it as ‘he was not specifically asked to’.

Earlier this week, the two Exova consultants were said to have given ‘no thought’ to evacuating disabled residents because the law ‘didn’t require them to’. Yesterday, Dr Tony Pearson’s testimony included revelations that Studio E and Royal Borough of Kensington and Chelsea (RBKC) clashed over fire safety, specifically over firestopping ‘to prevent flames spreading between floors for at least two hours’. He also said that he had ‘hoped’ building regulators ‘would not notice’ that evacuation arrangements ‘might not be compliant’.

Inside Housing has now reported that on reviewing the refurbishment’s fire strategy he ‘had no clue that cladding was part of the plans’, and that as a senior consultant at Exova ‘at the time of reviewing the document’, he was ‘completely ignorant of the fact that the works included overcladding’.

In a summary of the refurbishment works, ‘there was no reference to cladding’, and the report has ‘come under scrutiny’ for a passage that read: ‘It is considered that the proposed changes will have no adverse effect on the building in relation to external fire spread but this will be confirmed by an analysis in a future issue of this report.’

There was also no consideration in a future fire strategy of the ‘possible safety impact’ of the cladding, and when asked whether he believed that the strategy should have been updated ‘in this respect’, Dr Pearson said ‘generally speaking, yes’. The last report undertaken by Exova ‘did not update’ the passage relating to external fire spread, and was reviewed by a ‘much more junior’ member of staff.

Dr Pearson was aware that cladding systems could pose fire risks as ‘an experienced fire engineer and an active on-call firefighter’, but ‘did not know’ that aluminium composite material panels ‘were being used as rainscreen facades’. Emails from October 2013 showed Dr Pearson was sent a copy of Exova’s second strategy, then sent it on to colleague and fellow witness Terry Ashton.

He stated in that communication that ‘I have added something (although if you think what I have added is too long and draws too much attention to the issue, feel free to shorten it)’. He had added a paragraph stating that the plans for ‘sharing means of escape between residential and non-residential accommodation is not endorsed by current statutory guidance’, but this did not breach building regulations as they were a ‘continuation of the existing principles’ for the tower.

In turn, fire risks from offices and a boxing gym in the tower were ‘no greater than those in a typical flat’, with Mr Ashton replying that he had sent the report out without reading this change, but ‘would not have agreed to the amendment anyway’ as it was ‘debateable’, despite Exova’s policy of peer reviewing all advice before sending it to clients.

Mr Ashton added that he hoped ‘Paul Hanson doesn’t pick up on it’, referring to the RBKC building control officer, as the department had a ‘reputation of being particularly hard to convince to accept anything non-standard’. Dr Pearson told the inquiry that Exova was ‘not trying to pull the wool on building control’s eyes’, and that his role was to provide ‘ad hoc assistance’ to Mr Ashton.

In 2015, an email from Dr Pearson to Mr Ashton stated that ‘if significant flames are ejected from the windows, this would lead to failure of the cladding system, with the external surface falling away and exposing the cavity, eliminating the potential for unseen fire spread’. Dr Pearson said this referred to a specific question about whether cavity barriers or stronger fire breaks were needed between compartments, and that he ‘still did not know which’ were being proposed.

He said this was ‘based on the assumption that everything else is code compliant’, and Inside Housing noted it ‘appears’ Mr Ashton had responded to Studio E’s Neil Crawford, who had asked the question ‘again, seemingly in breach’ of Exova’s peer review policies. Dr Pearson was asked if he had considered looking further into the cladding, and responded that this was ‘one of the big, great what-ifs’, and that he ‘took it on trust’ that Mr Ashton would know which materials would be used.

S-Gard: providing protection for fire and rescue services

Current topics are weight reduction, breathability and freedom of movement. Another central topic that has been increasingly brought into focus in recent years is the avoidance of contact with hazardous substances. For example, fire smoke contains carcinogenic toxins such as polycyclic aromatic hydrocarbons (PAHs). But other hazardous substances can also be deposited on clothing. There is an enhanced risk of absorbing the toxins, especially when the operational clothing is taken off. Appropriate operational hygiene is therefore of great importance.

On its YouTube channel S-Gard gives helpful recommendations in a video series. To deepen the knowledge, S-Gard regularly holds seminars on operational hygiene, cleaning and maintenance of protective clothing. S-Gard also has a list of cleaning companies certified specifically for the washing of protective clothing.

Ranger 2.0 – the protective suit for fighting wildfires

S-Gard also has new products available on the market, including Ranger 2.0 – the protective suit for fighting wildfires. During wildland operations, task forces are often exposed to high heat for hours and have to cover long distances on foot. Operational clothing must thus not only protect against heat, it should also be light, breathable and suitable for movement. For such applications S-Gard has developed the Ranger 2.0 protective suit. Jacket and trousers can be coupled with a zipper. In order to save weight, material doublings were dispensed with. Instead, a ceramic coating provides increased protection against abrasion.

S-Gard uses the highly breathable Ecodry from Hainsworth as the outer material. The suit also has ventilation openings on the arm and leg sides. Stretch zones made of elastic Nomex material, pant gusset and stretch pleats at the sleeve base ensure exceptional freedom of movement.

Hero 2.0 – The protective suit from S-GARD has been completely revised

The Hero jacket now features segmented reflective stripes, patch radio pockets and checker plate reinforcements at the elbows, cuffs and flaps. The multi-layer material is absolutely heat-resistant and very durable. S-Gard uses the highly breathable Gore-Tex Airlock membrane as a moisture barrier.

Dorset & Wiltshire Fire and Rescue Services help drivers return to the road after lockdown

Dorset & Wiltshire Fire and Rescue Services say they have had to change their road safety education all the way through. They have now issued some hints, tips, videos and advice for people who are looking to return to driving after a couple of months off.

As lockdown eases, they want people to remember the importance of road safety and how behave while driving.

Road Safety Manager Christine Sharma said: “Since lockdown, we have had to completely rethink how we deliver road safety education. There has been a dramatic decrease in the number of road traffic collisions during the pandemic. Our worry is that we will see more and more incidents now we’re moving to the ‘new normal’. We’re encouraging all drivers to take a bit of time online – going through the advice and making sure that they’re mentally prepared to be back on the roads.”

This includes knowing the ‘fatal four’ main reasons for loss of life in road traffic collisions:

  • Use of mobile phones
  • Non-use of seatbelts
  • Excessive speed
  • Drink or drug driving

Advice also includes knowing how to use the FLOWER acronym to keep your car maintained.

In addition, they have created three new digital resources to help as many people as possible:

  • The first leaflet is for all drivers, and includes the importance of checking your vehicle’s roadworthiness, especially if affected by the current MOT exemption.
  • Leaflet two is aimed at older drivers, showing how they can prepare physically and mentally to return to the road.
  • Leaflet three addresses newly qualified drivers who won’t have been able to build up their skills and confidence since lockdown, and also looks at peer pressure.

ASFP prepares for resumption of face-to-face classroom training

The Association for Specialist Fire Protection (ASFP) is preparing to resume face-to-face classroom training with several Autumn dates for the Level 2 and Level 3 Foundation Course in Passive Fire Protection in Dublin and a Level 2 Course in Passive Fire Protection commencing in Coventry on Wednesday 8 July.

With numbers restricted in order to comply with social distancing requirements, the July course is now fully booked, but the Association will shortly be announcing new Autumn dates in the UK.

On that note, the following courses are scheduled to take place at the Carlton Hotel (Dublin Airport) in the Autumn: Level 2 course (15, 22 and 29 September and 6 October), Level 3 course: 17 September, 1, 8, 20 and 27 October, 3 November and 25 February 2021).

The training courses are the first in the UK and Ireland to enable candidates to study to obtain a recognised qualification in passive fire protection. Individuals who undertake the training will have the opportunity to progress to Level 2 and Level 3 qualifications in Passive Fire Protection provided by the Institution of Fire Engineers, itself a nationally and internationally recognised awarding organisation regulated by the Office of Qualifications and Examinations Regulation (Ofqual).

The ASFP also offers an online Introduction to Passive Fire Protection course designed to equip new entrants to the sector with a basic knowledge of passive fire protection and its role in the overall fire strategy of a building.

Consisting of 13 short online videos, each of them around ten-to-15 minutes in length, the course is designed to provide a broad understanding of the subject of passive fire protection. Learners will gain knowledge of all types of passive fire protection systems. There are also modules on fire safety in buildings, human behaviour in fire, fire testing, contractor responsibilities and the role of active fire protection.

Successful completion of the e-Learning course will enable delegates to better understand the role of the various fire safety measures in the built environment, and particularly so passive fire protection. On completion of an online multiple-choice test, learners receive confirmation of completion and are awarded three hours of Continuing Professional Development.

FIA works with NFCC to provide PPE for front line firefighters

When the COVID-19 pandemic reaching its peak in late-March, the Fire Industry Association (FIA) sought to collaborate with the National Fire Chiefs Council (NFCC) to make sure Personal Protective Equipment (PPE) was made readily available for firefighters to protect themselves against COVID-19 while undertaking their enhanced role assisting the National Health Service and the ambulance service.

The FIA assisted the National Fire Commercial Transformation Programme (NFCTP) that’s led by Kent’s chief fire officer Ann Millington by engaging its members and asking them to leverage their contacts in wider industry sectors to source PPE such as gloves, masks and hand sanitiser.

The FIA ensured that all suggested suppliers had evidence to prove that they were compliant with the appropriate standards as defined by the technical due diligence process outlined by the Kent Fire and Rescue Service. After these checks, the FIA then forwarded the suppliers to the team in Kent who would complete the due diligence and then liaise with Fire and Rescue Services up and down the country in a determined bid to ensure access to available supply of critical commodities.

Tina Butler, head of commercial and procurement the Kent Fire and Rescue Service and programme lead for the NFCTP, explained: “The NFCTP and the FIA have been engaged for some time prior to COVID-19, building a more professional relationship between the sectors to ensure that we move away from a fragmented approach towards market engagement.”

Butler continued: “The unprecedented global impact on supply chains as a result of the pandemic has been a real test of this new way of working, and I’m incredibly grateful to FIA director Bernie Higgins and everyone involved within the network who have really pulled together with the Fire and Rescue Service to ensure that we can provide the right level of protection for our front line personnel. I look forward to building upon this good work to ensure that, together, we can deliver the most effective and successful recovery possible.”

Ann Millington added: “I’m indebted, as is the national fire service, to the extraordinary work carried out by Tina Butler and her team and the wider team of procurement professionals in this crisis. It’s no exaggeration to say we couldn’t have done the great work in supporting other agencies during this crisis were it not for the PPE supplies. The FIA has been a great partner in this and I thank the Trade Association for its tremendous efforts.”

Bernie Higgins responded: “This is an excellent example of the wider fire sector working together in the national interest to ensure that firefighters can continue to protect the public during this extremely challenging period.”

The FIA and the NFFC paused the arrangement on 15 June to reflect the more stable position of the sector, but have left the door wide open to re-starting this valuable partnership to help protect firefighters across the nation should the need arise.

As the national now enters the recovery phase, the FIA will be working very closely with the NFCC to assist Fire and Rescue Services and suppliers to it in order to ensure the most effective recovery possible.

Potter announces web integration of fire alarm systems into Intelliview

AEI Cables says fire industry needs guidance on sprinklers

AEI Cables is asking for further guidance on the application of new measures which make sprinkler systems mandatory in all new high-rise blocks over 11 metres high.

The government announced an amendment to the statutory guidance to building safety regulations, known as Approved Document B, reducing the requirement for sprinkler systems from the current 30 metres to 11 metres.

Stuart Dover, general manager of AEI Cables, said: “The introduction of new legislation is welcomed but the cabling industry and wider fire safety industry needs more detail on the guidance to make it work in practice.

The Fire Safety Bill, which was introduced to Parliament in April, will also empower fire and rescue services to take enforcement action and hold building owners to account if they do not comply with the law.
