When an emergency occurs, clear communication matters as much as a trauma kit, a charged firehose or the Jaws of Life.

If a caller, casualty or witness doesn’t speak English well, doesn’t understand, or can’t hear you clearly, the resulting uncertainty can escalate an already dangerous situation.

When critical messages don’t reach people in a language they understand, the consequences can be devastating.

For example, the exclusive use of English during official communications in Hurricane Katrina in New Orleans caused widespread confusion, particularly among Hispanic and Vietnamese immigrants.

Similarly, the delayed translation of carbon monoxide warnings led to preventable deaths in the Hanukkah Eve windstorm in Washington State.

To avoid a repetition of such tragic events, language needs to be part of the emergency plan from the outset and qualified interpreters need to be available to everyone who needs them.

First things first

In the early stages of an emergency, most hold-ups happen in three places: confirming the exact location and hazards in the control room; giving safety instructions when the first crew arrives; and passing information across services during handover.

A trained interpreter is fundamental to helping improve understanding at every stage, but it works best if they are involved early.

In fast-moving situations, it’s easy to see why one might assume contacting an interpreter could lead to delays, but with established language services provider contracts, an interpreter typically connects by phone or video in around 30 seconds.

Early connection steadies people, helps crews give clear instructions and avoids risky ad-hoc interpreting by relatives or bystanders.

Thus, as soon as you recognise a language barrier, whether in a control room or at the scene, it’s best to add an interpreter to the conversation.

Telephone interpreting is usually the quickest and most reliable option, though video is the right choice when facial cues matter or when British Sign Language is needed.

Avoid using off-the-shelf machine translation for life-critical instructions because automated systems that have not been developed by a specialised provider often struggle with noise and dialects, mistranslate specialist terms or invent errors.

They can also lead to privacy, safeguarding and evidential risks.

Be alert to sensitivities: a match that’s technically correct may still be the wrong fit – for example, you wouldn’t want to pair a Russian interpreter with a Ukrainian speaker.

And if a different dialect or a female interpreter would help, ask for it, even if it takes a few extra seconds to arrange.

Give a clear brief

Once you have connected to your interpreter on the most appropriate device, keep your language plain without slipping into slang, jargon or acronyms.

Stay focused on the person you’re helping, not the device, maintaining eye contact, a steady tone and open hand signals.

The interpreter provides your words, but you must lead the conversation.

Be open about timing from the outset.

Some rescues or searches will run longer than a single interpreter can stay on the line, so give details of any expected timeline to the interpreter and switch promptly if they aren’t available for the duration.

If a call drops, reconnect to the same interpreter wherever possible to maintain continuity.

For interpreters, the most common pitfall is crews going too fast.

Often, interpreters try to keep up, and the person being helped nods to be polite even when they haven’t understood.

Slow down the exchange slightly and build in natural pauses.

Give one instruction or question at a time, then stop to allow it to be interpreted.

Check that the message has landed with a simple repeat-back, for example: “Tell me where the children are now.”

Sound matters as much as words, so if you can, step away from machinery and other noise, close a door or turn away from the wind before speaking on a handset or speakerphone.

What seems clear to you can be muffled to an interpreter, so keep the device close rather than dangling at arm’s length.

Always stay in charge of the interaction; the interpreter provides the language and clears the understanding, but you must maintain control.

If a side conversation starts between the interpreter and the person you’re helping, ask for a brief summary and bring focus back to the task.

Once the immediate danger has passed, return to the occupant/survivor with the interpreter and explain what has happened and what will happen next.

That brief update reduces anxiety, avoids repeat 999 calls and makes handovers smoother.

Always record the basics in your log: the language, when you connect, any interpreter changes, and the main points raised, so lessons can be taken, and crews are protected, should any questions arise later.

Preparation is key

It’s worth pointing out that on-demand interpreting only works if you’ve prepared for it.

This requires an active contract with a language services provider that includes telephone, video and British Sign Language.

A good provider and system lets you reconnect to the same interpreter if a call drops.

If it can’t, it will connect to the next available interpreter straight away.

Quality matters and interpreters in emergency work must be properly vetted, trained and experienced.

For example, we require at least 400 hours of relevant work for police clients before adding someone to urgent bookings, along with language testing, right-to-work checks, ID, DBS, Non-Police Personnel Vetting Level 3 or equivalent clearances, references and sector-specific training.

Emotional steadiness also counts, because people in shock or grief need a calm, impartial voice.

Staff need training too.

Crews and control should practise how to connect to an interpreter, switch languages and reconnect after a dropped call until it’s second nature.

Simple phrase sheets in common local languages can help staff until they connect, but they are not a replacement for a qualified interpreter.

Make sure your equipment is fit for purpose.

A rugged tablet with a stand and decent speakers works well in a command vehicle, but don’t overlook the basics: a plain handset often beats a clever app in bad weather.

In many instances, while out on jobs, normal mobile calls are most reliable, while internet calling only helps where there is strong Wi-Fi signal.

Keep power banks charged, so you don’t run out of battery mid-call.

Know where your signal dead spots are in high-rises, basements and rural patches, and agree in advance where you’ll move to get a clearer line when it’s safe.

Plan for situations to progress

Not every incident stays small.

For bigger jobs, such as multi-occupancy buildings, major fires or mass-casualty events, it’s best to use on-demand telephone interpreting to get urgent safety messages across, then bring in in-person interpreters for rest centres, family liaison and longer interviews.

Plan that shift from remote to in-person, work it into exercises, and test it so the changeover is smooth when it counts.

Emergencies move fast, but confusion should never set in when you have capable teams and expert systems in place.

When language support is built into incident planning, crews can stay in control, protect lives and reduce risk, no matter the situation.

With the right preparation, language should never be the weakest link in your emergency response.

Catering for British Sign Language users

There’s a common misconception that British Sign Language (BSL) is a signed version of English, but it’s an entirely different language with its own grammar, syntax and structure.

This means writing to communicate isn’t likely to work well in an emergency.

The obvious further complication is that telephone interpreting isn’t an option.

Thankfully, on-demand BSL video interpreting has become much more available, and interpreters can usually be secured within a minute.

In the early stages of an incident, family or friends will often try to help and this can be useful.

However, it’s best to move to a qualified BSL interpreter as soon as possible.

Once you’ve connected to an interpreter, make sure your tablet or other screen is at eye level, with adequate lighting, so the signer can clearly see.

It’s important to be patient while the interpreter communicates your words as signing takes longer than speaking.

Keep your non-verbal cues steady and visible.

Check understanding by asking the interpreter to relay, in their own words, what the person has signed.

For longer welfare, safeguarding or formal statements, keep the same interpreter connected where possible.

Dräger has announced the launch of the FPS-COM Voice unit in the UK, designed to enhance firefighter communication when using breathing apparatus.

According to Dräger, the FPS-COM Voice connects directly to the FPS 7000 full-face mask and does not require a separate battery.

The unit is powered directly by the connected radio, removing the need for charging, battery replacements or additional testing.

The manufacturer explained that the FPS-COM Voice was developed to improve speech clarity, streamline operations during emergencies and provide a low-maintenance communication solution.

It has been launched in the UK following feedback from operational users.

Features designed for emergency conditions

Dräger stated that the unit includes a dedicated voice input microphone, an ear-directed loudspeaker for output and a cable holder to manage connections during storage.

It features a slimline profile and is designed to be easily mounted using a Click & Go port.

The company said the unit meets all required firefighting safety standards, including testing for flame resistance.

The design allows use with the left or right ear, or both, depending on user requirements.

Quick-release functionality supports fast handovers and reattachment during incident response.

Battery-free system supports maintenance-free use

One of the key operational changes is that the FPS-COM Voice no longer requires a separate battery.

Dräger confirmed that power is drawn directly from the connected radio, which eliminates the need for battery testing, recharging or replacement.

The Public Safety Broadband Technology Association (PSBTA) has warned that FirstNet, the national public safety communications network in the United States, must be reauthorised before its statutory sunset in February 2027.

FirstNet was established following the communications failures experienced during the 9/11 attacks to provide a dedicated network for emergency responders.

According to PSBTA, the network currently supports more than 7 million connections and 30,000 public safety agencies.

FirstNet provides priority communications access during emergencies, large-scale events, and natural disasters.

PSBTA stated that legislative approval is needed to ensure FirstNet can continue operations and evolve with new technologies.

Petition calls for FCC to retain 4.9 GHz spectrum for public safety

The PSBTA is supporting a national petition urging the Federal Communications Commission (FCC) to preserve the 4.9 GHz spectrum exclusively for public safety use.

The petition follows proposals within the FCC’s Sixth Further Notice of Proposed Rulemaking that would allow commercial use of the band.

The petition states that allowing access by critical infrastructure companies and local agencies could lead to fragmented systems.

According to the PSBTA, this could compromise interoperability and reverse the progress made since 9/11 in creating a unified public safety network.

The petition calls for the 4.9 GHz band to be allocated and licensed directly to the FirstNet Authority.

It argues that FirstNet has a proven record of managing public safety broadband systems.

Economic impact of FirstNet highlighted in 2023 data

PSBTA reported that FirstNet contributed an estimated $8 billion in net economic output across all industries in 2023.

It also supported $5.6 billion in wages and salaries for households and workers.

Over the same period, the network was linked to the creation of an average of 13,877 jobs per year.

The association stated that the figures demonstrate FirstNet’s broader impact beyond public safety coordination.

It added that maintaining the network’s stability is necessary for continued economic contribution.

Public safety organisations seek continued federal support

Chief Jeff Johnson, spokesperson for the Public Safety Spectrum Alliance, a programme of PSBTA, said continued Congressional backing is essential.

Johnson said: “Reauthorisation of the FirstNet Authority will support the continued success of FirstNet and will ensure public safety continues to have a voice in guiding the network’s future evolution.”

He added: “Legislative action will be necessary to continue to evolve this network that is essential to public safety and in turn, the safety of our country.”

Johnson continued: “We encourage people to share the petition far and wide to ensure the continuation of this mission critical service. It is our hope that Congress continues to support FirstNet to ensure stability for the evolution of the most reliable communications system.”

Demand for reliable emergency data services continues to grow

PSBTA stated that mobile broadband demand among first responders has increased over the past six years.

It attributed the increase to growing use of mobile applications and connected systems for emergency operations.

The organisation said the original FCC vision to reserve the 4.9 GHz band for public safety remains relevant.

It warned that any reversal could limit FirstNet’s ability to expand or meet future needs.

The association is calling for the FCC to formally allocate the 4.9 GHz band to FirstNet to secure long-term continuity.

“Put simply, this product is straightforward and ‘to the point’ so that users waste no time sending out critical messages and alerts, while still allowing customisable flexibility to make it a perfect fit for all sorts of industries and users.”

Assessing the limitations and usefulness of AI in technical writing

Elizabeth said artificial intelligence tools can support general understanding of new subject matter, but are not a substitute for manual research and collaboration with product teams.

She said: “AI can be useful for some aspects of documentation work, but most of my work is that of a communicator rather than a copywriter.

“AI relies on its previous exposure, so when working with internal-only documents or brand-new products – especially hardware – it’s often more effective for me to use my own skills to gather notes, engage with product experts and other resources, create diagrams and images, develop document structures, and produce videos.

“Especially for such critical and lifesaving information, I am not comfortable relying on AI too much in this context.

Elizabeth added: “As someone who is still relatively new to this industry, AI can help me quickly grasp unfamiliar concepts in a general way by elaborating on things in a sort of ‘custom’ context.

“There are many existing ways to introduce automation techniques into documentation, such as investing in structured/xml style authoring.

“This can be used to increase efficiency, organisation, and to keep all relevant documents up to date at once without compromising on accuracy or human led information control.

“This change would require overhauling the process significantly and making a substantial financial investment.”

Improving critical incident response and future communication applications

Elizabeth said: “All Multitone products help save lives. What could be more exciting and motivating?

She also commented on the importance of maintaining security as technologies evolve.

She said: “Mismanaged security and targeted attacks in these sectors could be completely disastrous, so security must be at the forefront of our attention for every product.

“I am interested in exploring how we can protect encryption against quantum computing risks and how we can continue building and maintaining customers’ trust in cloud storage solutions.”

Elizabeth also said she would like to see further development of communications solutions for home care.

She said: “Being able to improve care communications outside of hospitals would help to give patients some independence back and improve the continuity of care.”

New South Wales enhances public safety network with Motorola Solutions

NSW Telco Authority has awarded Motorola Solutions a five-year contract extension to support and enhance the state’s Public Safety Network (PSN).

The AUD $60 million contract, which includes estimates for future costs, will provide secure and reliable voice and data communication to keep first responders across the state connected at all times.

NSW Telco Authority described PSN as the most important critical communications network in New South Wales next to Australia’s triple zero emergency hotline as spanning 324,000 square kilometres, it is one of the largest emergency communications networks of its type in the world.

The network will provide instant, team-based communication for more than 50 public safety agencies and over 50,000 radio users across emergency services, essential services, government agencies and local councils.

Motorola Solutions has provided New South Wales’ agencies with vital communications in the face of many major emergencies, supporting rescue and emergency efforts during the recent devastating floods, the Black Summer bushfires of 2019/20 and other natural disasters.

It will deliver a comprehensive suite of public safety services for PSN, including network lifecycle upgrades and 24/7 cybersecurity, helping to keep this mission-critical technology up-to-date, secure and performing reliably in any situation.

Software upgrades will provide further advancements to the network’s location, vehicle and personnel protection capabilities. The upgrades will also provide NSW Telco Authority with the flexibility to implement next-generation technologies over time.
