Euralarm updates study on False Fire Alarms in Europe

Euralarm’s Task Group False Alarms has released a second edition of the study on false fire alarms in Europe. The new edition has been enhanced by the analysis of the situation in Denmark. In addition, the measures to reduce the amount of false alarms have been updated and newer content has been added.

The Euralarm study focuses on the statistical data of fire alarms and the methodology in the collection and evaluation. Anyone studying the data of the different countries that participate in the study, comes to the same conclusion: that there is no unified approach.

This, said Euralarm, greatly hinders comparisons, which are invaluable when trying to better understand the overall situation and develop effective and simple countermeasures against false fire alarms.

This revised and expanded publication of the study is designed to be the basis to help guide the industry and its stakeholders towards a more uniform approach across Europe, by working together with the European standardisation Technical Committee 72 to implement a common technical language.

It also contains measures for the reduction of false alarms in terms of products, planning, organisation, and maintenance.

The latest edition of the False Alarm Study can be ordered in printed format or as ebook via the publisher or via the main book-webshops.

Euralarm’s Jon Konz selected on CEN-CENELEC Industry Advisory Forum

Euralarm president Jon Könz has been selected as a member of the CEN-CENELEC Industry Advisory Forum. The Industry Advisory Forum consists of 18 members who were selected, based on their specific experiences and knowledge in the identified CEN-CENELEC Strategy 2030 areas and European Industrial Ecosystems.

Via the Industry Advisory Forum (IAF) high-level European industry representatives and CEN and CENELEC can have an open exchange on current standardisation issues and identify and advise on standardisation priority topics for the European industry. Besides the Forum can express suggestions, expectations, and concerns to identify common solutions.

By providing advice to the CEN and CENELEC corporate governing and advisory bodies and proposing medium- and long-term industry-driven standardisation objectives for CEN and CENELEC, the Industry Advisory Forum (IAF) contributes to reaching and successfully implementing the CEN and CENELEC strategic objectives. These objectives support European industry’s priorities, challenges and expectations from standardisation.

Könz said: “We are living in exciting times, with digitalisation and sustainability as both opportunities and challenges. I’m proud that on behalf of Euralarm I can contribute to the synergies between policy and standardisation and the green and digital transition.”

The IAF members are appointed for a 3-year term and are selected based on their high managerial level, relevant know-how on standardisation, expertise in one of the identified priority areas, sectorial balance across CEN and CENELEC, representing both SMEs as well as large industries and adequate geographical and gender balance.

Euralarm releases guidance document on gaseous systems

The Extinguishing Section of Euralarm has published a guidance document explaining the differences between approved gaseous extinguishing systems and components. The aim of the guideline is to make any person involved in the choice of a gaseous extinguishing system aware of the major differences between quality marks and to help them make a decision based on clear and balanced information.

Gaseous fire extinguishing systems are a very effective way to protect critical hazards and high value assets, when it is important to have no collateral damage caused by the extinguishant or residues. For any kind of electric risk (Data Centre, IT rooms, Control rooms, Switchgear rooms, etc.) or very sensitive/valuable assets or materials (Art, Antiques, Rare books, etc.), they are often the first choice. An additional factor is personal safety as many of these applications are occupied, either permanently or occasionally.

The correct performance of a gaseous fire extinguishing system is therefore essential not only to quickly extinguish a fire but also to protect human life. It is important to understand how to assess the efficiency and reliability of a gaseous fire extinguishing system.

Numerous quality marks are available to validate the compliance to rules and standards. However, it may be difficult for non-specialists such as end users to get a good understanding of the meaning of all these marks before selecting a particular gaseous extinguishing system. The new guidance note of Euralarm aims on making any person involved in the choice of a system aware of the major differences between quality marks and to help them make a decision based on clear and balanced information.

Although the document specifically covers gaseous fire extinguishing systems only, the content may also be applicable to other fire extinguishing or fire prevention systems.

Euralarm welcomes Kiwa as first associate member

Euralarm has welcomed Kiwa as its first associate member. The organisation recently opened its doors to associate members for the first time, to allow companies to make personal connections with experts, share expertise on standardisation and help influence legislative processes.

The associate membership is a result of Kiwa’s Fire Lab, located in Apeldoorn, The Netherlands that opened less than a year ago. Here, the company certifies fire products on average three times faster than its competitors, according to the business. As Sabyne van Mourik, Business Unit Manager at Kiwa, explains: “Kiwa enables easy market access for everyone who wants to introduce electrical or electronic equipment – related to fire safety, security or EMC – to the European market or even the world. We test products for example against the EN 54 or EN 14604 standard.”

Associate members like Kiwa will stay in touch with the latest trends in regulation and technology and have direct access to a repository of Euralarm documentation produced by Euralarm members and its professional team. Associate members are also welcome to network with industry experts during the annual Euralarm Symposium and other expert events.

CertAlarm announces new Chair of Technical Advisory Group

CertAlarm, an organisation offering a pan-European quality mark in the fire protection and security systems industry, has appointed Dr. Benoît Stockbroeckx as new Chair of its Technical Advisory Group (TAG). The TAG is CertAlarm’s organ to provide technical guidance on issues such as the interpretation of the respective standards or on the monitoring of the competence and integrity of the participating certification bodies and test laboratories.

Dr. Benoît Stockbroeckx, who is Technical Manager of Euralarm, the European trade association representing the fire and security Industry, was until recently Head of Division Laboratory at ANPI, a Belgian association in the field of fire and theft prevention in which all industrial federations and professional associations as well as the government are represented. He is also an expert in several working groups within CENELEC TC79 and has a long experience within CEN TC72.

“I have always been convinced that a pan-European certification based on mutual recognition can benefit the whole fire and security market and I look forward to contributing further to this objective”, says Dr. Benoît Stockbroeckx.

Euralarm: to hinder or not to hinder, that is the CPR question

Standards for products and services are at the heart of success of the fire safety industry. Euralarm’ members need a fast and flexible standards-setting system because it is not only the best way to serve the interests of customers, the industry and society but also is a basic requirement for a safe and secure society. Their standardisation system helps them to continue to deliver the highest levels of safety and security to citizens.

However, for the competitiveness of the electronic fire safety industry, the impact of the CPR on standardisation has according to their members unfortunately not met expectations. This industry as well as many others depend on standardised product performance requirements and standardised behaviour, which is at odds with the interpretation of the CPR following the European Court of Justice judgement on the James Elliot case.

For example, alarm buttons to activate a fire alarm system are across Europe – and the world – always red. Under the CPR, this is not seen as essential criteria and could change now with national solutions, which would lead to building occupants being confused. In one country the button is red and in another could be any other colour. The company’s expectation in the CPR is to ensure the European wide acceptance of test laboratory results, which in turn supports the movement of construction products across Europe. But now it has taken a different turn since the CJEU judgement. Further, trying to cover a very wide assortment of products from aggregate to electronic systems is proving to have a negative effect on the standardisation of fire detection and alarm products.

Background

The free movement of goods is one of the success stories of the European project. It has helped to build the internal market from which European citizens and businesses are benefiting and which is at the heart of EU policies. It was that same free movement of goods that was behind the introduction of the Construction Products Regulation (CPR) in 2011. With this regulation the EU wanted to establish a common “playing field” for products for the construction industry. To assess or declare the conformity of the products use is made of the so-called harmonised standards.

Harmonised standards

Harmonised standards are European standards that are developed by a recognised European Standards Organisation, such as CEN CENELEC or ETSI. These standards define the common technical language to be used by manufacturers to express the technical performance of their products, by regulators to express their requirements and by designers, contractors, and other construction stakeholders to efficiently exchange information. The standards provide a solid technical basis for testing the performance of products, allowing manufacturers to prepare a declaration of performance (DoP) for their products as defined in the CPR and to affix the CE mark. The CE marking signifies that a product complies with relevant safety, health, or environmental regulations across the European Economic Area (EEA).

Working with European harmonised standards offers many benefits. First, the technical relevance is guaranteed since the standards are the result of open and transparent discussions by interested stakeholders in the European Standardisation Organisations (ESO). Following these discussions, the standard is adopted by one of the ESOs (CEN, CENELEC, ETSI) which makes the European standard relevant to the market as well. And since the European standard is requested by the EU and cited in the Official Journal of the EU (OJEU) the harmonised standards are also relevant for the EU politics. When using a harmonised standard, it is assumed that the product complies with the basic requirements of the directive. This ‘presumption of conformity’ fulfils the circle that is needed for the free circulation of a product on the EU Single Market.

One size fits all?

Overlooking the construction industry, there is a very wide range of building products that fall under the scope of the CPR, ranging from low tech products like asphalt for road construction to high tech products like fire detection devices for buildings. Most of these products fall into categories that allow manufacturers to self-declare compliance with standards. In case they cannot declare it themselves, there are several third-party testing institutes that can help them. However, fire protection systems and equipment (and to an extent also security products) must be third party assessed and certificated before being “placed on the market”.

So far, it looks as if working with harmonised standards for assessing or declaring product conformity worked well. That changed with the so-called James Elliot case. James Elliot Constructions started a case at the European Court of Justice against Irish Asphalt. The building company claimed that the aggregate that was provided by the asphalt manufacturer was not compliant with the specifications of the relevant harmonised standard for aggregates. The European Court of Justice regarded privately produced technical harmonised standards, as a provision of EU law. In its ruling the Court not only addressed this specific context, but also raised the need to address some specific aspects of the functioning of the European standardisation system.

Aligning the pace of market and standardisation

The James Elliot case triggered the European Commission to set up additional assessment processes by which harmonised standards, once elaborated, can be reviewed in retrospect. This development has brought the review and publication of standards in the Official Journal of the EU (OJEU) to a stillstand. In 2019, not one single standard was cited in the OJEU and there is no hope of a change.

The additional assessment processes for harmonised standards may not be of great importance for low tech products that remain the same for decades, but it is for high tech products, such as fire safety equipment. The rapid technological developments of these, and other high-tech products require up-to-date versions of harmonised standards. What is more, product innovation utilising new technology is an important capability for the fire safety and security industry to improve performance and usability. Most of the fire protection systems and equipment also employ electronics and software that needs to be updated on a regular basis. These aspects demand that related standards and regulations are sufficiently flexible and responsive to encompass such changes. The current CPR practice clearly does not accommodate these needs.

Evaluation

Quite recent, the European Commission evaluated the CPR with the purpose to assess to what extent the CPR has met its objectives and helped reduce obstacles to the internal market for construction products. Among the main shortcomings identified by this evaluation are the insufficient performance and output quality of the standardisation system under the CPR, and the low uptake of simplification provisions. These factors have reportedly resulted in a lack of legal clarity according to the EC.

Euralarm shares with the EC the conclusion that a revision and a simplification of the CPR is needed. However, it is not with the production of technical standards that leads to the insufficient performance and output quality, but the requirements set up by the Commission for the harmonisation of standards under the CPR. From a technical standpoint, all European standards impacting the fire safety sector have been updated but only two revised standards in EN 54 series have been accepted by the European Commission and hence cited.

Notwithstanding the disproportionate standards development cost for the industry, the changes in the CPR have created serious obstacles to export fire safety products outside of Europe and more generally the competitiveness of the European Industry. While their international competitors have been able to update their standards to the latest technological development, the European fire safety industry is unable to compete because the publication of new standards is blocked.

Instead of blocking the publication of new or revised standards the focus should be on the availability of up-to-date versions of harmonised standards with shorter times between reviewing, updating and publishing standards. This will give the fire safety industry as well as many other industries that depend on (advanced) technical products more flexibility when developing standards to ensure safety of the European citizens and preserve its competitiveness in the international market.

Euralarm releases guide on periodic testing in fixed firefighting systems

Euralarm has published a guidance document on the important aspects relating to the periodic inspection of cylinders used in fixed gaseous fire extinguishing systems and especially in respect to hydrostatic testing. The guidance note is intended to identify some critical areas that are often not fully understood and does not prescribe the full processes involved in the testing or the physical handling of the cylinders.

Transportable cylinders under the TPED (Transportable Pressure Equipment Directive) and ADR (European Agreement concerning the International Carriage of Dangerous Goods by Road) are required to go through periodic testing for re-certification. The new Euralarm document addresses the issues related to the importance of procedures for periodic testing and subsequent refilling the cylinders.

The document guides the reader to avoid serious safety issues of hydrostatic testing. The guidance note is meant for the testing of gas cylinders of seamless steel, seamless aluminium alloy and welded carbon steel according to respectively EN 1968:2002, EN 1802:2002 and EN 1803:2002.

Aspects that are covered in the guidance note are moisture control, the reuse of cylinder valves and the recertification of cylinders. A useful checklist is part of the document. The checklist covers important steps to ensure that the safety of cylinders is maintained during periodic inspection processes and during the filling afterwards.
