New document published on portable aerosol dispensers for fire extinguishing purposes

New British standard, BS EN 16856:2020 – “Portable aerosol dispensers for fire extinguishing purposes” has been published.

This document specifies the requirements for non-refillable portable aerosol dispensers for fire extinguishing purposes.

It supplements the characteristics, performance and test methods for extinguishing aerosol dispensers for fire extinguishing purposes, in addition to the requirements of the Directive 75/324/EEC. Requirements in this document are specified for products containing less than 1 kg or 1 l of extinguishing media, which can be expelled by the action of internal pressure and are intended to extinguish test fires of type A + B, or type A + F, or type A + B + F classes of EN 2. These extinguishing aerosol dispensers are intended to be used by untrained persons for domestic applications. They are not intended to be used on gas fires (class C) and metal fires (class D).

Requirements are specified for minimum performance in Annex I for extinguishing test fires of type A, type B and type F classes of EN 2, as appropriate.

Annex A gives the conditioning to be applied to extinguishing aerosol dispensers prior to testing as described in Annex B to Annex K.

FIA publishes new guidance note on fire detection in high airflow environments

FIA has just published a new guide that reviews best practice and the Standards underpinning contemporary fire detection systems for use in high airflow environments, including those used to automatically activate fixed gaseous fire extinguishing systems.

It focuses on UK practice, identifying relevant codes, and describing how they are used to achieve effective detection systems in these challenging environments. The document does not consider special hazards with liquid fuel fires and fast flaming fires which may not have a significant and detectable incipient stage.

The document considers detection in high airflow used for equipment cooling with a focus on electronic equipment. However, the principles are applicable to other forced ventilated situations and may be relevant to free or naturally ventilated conditions.

FIA works with NFCC to provide PPE for front line firefighters

When the COVID-19 pandemic reaching its peak in late-March, the Fire Industry Association (FIA) sought to collaborate with the National Fire Chiefs Council (NFCC) to make sure Personal Protective Equipment (PPE) was made readily available for firefighters to protect themselves against COVID-19 while undertaking their enhanced role assisting the National Health Service and the ambulance service.

The FIA assisted the National Fire Commercial Transformation Programme (NFCTP) that’s led by Kent’s chief fire officer Ann Millington by engaging its members and asking them to leverage their contacts in wider industry sectors to source PPE such as gloves, masks and hand sanitiser.

The FIA ensured that all suggested suppliers had evidence to prove that they were compliant with the appropriate standards as defined by the technical due diligence process outlined by the Kent Fire and Rescue Service. After these checks, the FIA then forwarded the suppliers to the team in Kent who would complete the due diligence and then liaise with Fire and Rescue Services up and down the country in a determined bid to ensure access to available supply of critical commodities.

Tina Butler, head of commercial and procurement the Kent Fire and Rescue Service and programme lead for the NFCTP, explained: “The NFCTP and the FIA have been engaged for some time prior to COVID-19, building a more professional relationship between the sectors to ensure that we move away from a fragmented approach towards market engagement.”

Butler continued: “The unprecedented global impact on supply chains as a result of the pandemic has been a real test of this new way of working, and I’m incredibly grateful to FIA director Bernie Higgins and everyone involved within the network who have really pulled together with the Fire and Rescue Service to ensure that we can provide the right level of protection for our front line personnel. I look forward to building upon this good work to ensure that, together, we can deliver the most effective and successful recovery possible.”

Ann Millington added: “I’m indebted, as is the national fire service, to the extraordinary work carried out by Tina Butler and her team and the wider team of procurement professionals in this crisis. It’s no exaggeration to say we couldn’t have done the great work in supporting other agencies during this crisis were it not for the PPE supplies. The FIA has been a great partner in this and I thank the Trade Association for its tremendous efforts.”

Bernie Higgins responded: “This is an excellent example of the wider fire sector working together in the national interest to ensure that firefighters can continue to protect the public during this extremely challenging period.”

The FIA and the NFFC paused the arrangement on 15 June to reflect the more stable position of the sector, but have left the door wide open to re-starting this valuable partnership to help protect firefighters across the nation should the need arise.

As the national now enters the recovery phase, the FIA will be working very closely with the NFCC to assist Fire and Rescue Services and suppliers to it in order to ensure the most effective recovery possible.

FIA reveal new Level 3 FD&A qualification

The Fire Industry Association (FIA) has announced that it is now offering training to a Level 3 qualification for the fire detection and alarm (FD&A) sector – Fundamentals of FD&A in Non-Domestic Premises.

Designed to provide a “concise and focused” introduction to the FD&A sector, the course is suited to individuals that are starting out in the fire detection industry and are looking for training leading to a qualification within this area. The FIA reviewed its current training and Level 3 qualifications available following the Grenfell Tower fire and the subsequent Independent Review of Building Regulations and Fire Safety, and identified the need for a “more succinct” Level 3 qualification focusing on the fundamentals of fire detection and alarm management.

The FIA have been running advanced qualifications since the beginning of 2018 which will continues to run alongside the new qualifications. The new training comprises two two-day training units with an open-book exam at the end of the second unit. Those who pass will gain a Level 3 qualification based on BS 5839-1.

As well as the two standard units, there is a ‘Conversion to Fundamentals’ unit – this is available to delegates who have previously taken the FIA’s Foundation to FD&A course. Delegates successfully completing the conversion unit and exam will gain the Level 3 Fundamentals of Fire Detection and Alarm Systems in Non-Domestic Premises qualification.

Ian Moore, CEO of FIA, commented: “We have been running our Level 3 qualifications for over a year now and it is clear from the feedback a different style of exam is needed. Modern exam techniques focus more on where to find the information that is readily available (i.e. through the internet, manuals or standards) and not a memory test as I was used to ‘back in the day’. The new Fundamentals qualification will have an open book (BS 5839-1 or the FIA training manual) exam and having completed, what we consider to be world-class, training the learners will be able to approach the exam with confidence.”
