What ProPublica reported about forest service gear and PFAS

U.S. Forest Service officials knew for years that pants used by wildland firefighters contained per- and polyfluoroalkyl substances (PFAS), according to internal correspondence obtained by ProPublica.

ProPublica reported that the agency was alerted as early as 2021, ahead of public acknowledgement of the issue.

In February 2024, ProPublica said it asked the Forest Service and the Department of the Interior whether federal wildland firefighting gear contained PFAS.

The organisations provided near-identical replies stating they did not have “specific measured concentration data showing that PFAS is contained in protective clothing and gear.”

ProPublica said the emails show the Forest Service chose to wait for the results of a study into whether PFAS can be absorbed through the skin before sharing information more widely.

Emails show internal questions and supplier responses

ProPublica said the emails were released last week in response to a Freedom of Information Act request filed in 2022 by George Broyles, a former Forest Service employee who studied smoke exposure among firefighters.

Broyles said: “They just obfuscate.

“It’s just a continuation of the same thing: ‘We’re going to stick our heads in the sand and hope that nobody notices.’”

In April 2022, ProPublica said a senior Forest Service official named David Haston asked colleagues whether TenCate’s fabric was “still coming with PFAS in the finish?” and whether there was a duty to notify employees.

ProPublica said earlier emails show a Forest Service equipment specialist asked TenCate in April 2021 whether the Shelltite finish on its Advance fabric had any PFAS presence.

A TenCate manager replied with a document confirming one of its finishes contained a form of PFAS applied to repel hydrocarbons and gasoline, and said the company was developing a finish without the compound.

TenCate did not respond to ProPublica’s requests for comment.

ProPublica said emails from TenCate to the Forest Service described the finish as using a form of PFAS with six or fewer fluorinated carbon atoms.

Studies, health concerns and what remains unclear

ProPublica said the Forest Service decided in 2022 to wait for studies from the National Institute for Occupational Safety and Health (NIOSH), including one on whether PFAS can be absorbed through skin, before making decisions.

A Forest Service physiologist wrote that a labour advocacy group should submit an official request for the information.

ProPublica reported that the Forest Service never told rank-and-file wildland firefighters that their pants might contain PFAS.

Bryan Ormond, an associate professor of textile engineering, chemistry and science at North Carolina State University, said: “From the wildland firefighting perspective, I don’t see any reason to have the PFAS treatments in their gear.

“They don’t really need the oil repellency.

“It would be a safer option to not have the PFAS treatment.”

In January 2023, a senior director at TenCate wrote: “To the best of our knowledge wearing ADVANCE with Shelltite or Supershelltite has not caused deleterious health impacts,” and the company also told the agency it was producing a PFAS-free finish for the pant fabric.

ProPublica said it is unclear whether the government began purchasing pants with the new finish or continued to purchase pants with PFAS.

In 2024, the National Institute of Standards and Technology (NIST) released a study mandated by Congress in 2021, and ProPublica said it found some wildland firefighting gear contained PFAS.

Heather Stapleton, an exposure scientist and professor at Duke University, said the study showed levels in certain samples “similar to what has been reported in structural firefighting gear.”

ProPublica said NIST did not respond to its questions, and the NIOSH study that Forest Service officials were waiting on remains ongoing.

Fire Brigades Union criticises lifestyle references in London contaminants report

The Fire Brigades Union (FBU) has responded to the London Assembly Fire Committee report Exposure to fire contaminants in London: A hidden, growing risk?.

In its statement, the FBU said the report includes a recommendation referring to “positive lifestyle changes, including smoking cessation, physical fitness, diet, sleep hygiene, and alcohol awareness”.

Steve Wright, Fire Brigades Union general secretary, said: “Firefighters are dying younger and living with life-altering cancers and chronic illness.

“These are preventable occupational deaths, and this is a national scandal.

“The UK is decades behind other countries on this issue, and this report underlines the urgent need for basic, long-overdue measures: stronger prevention measures, regular health monitoring for all firefighters, and re-evaluation of compensation for firefighters’ occupational diseases.

“However, firefighters will rightly find the references to ‘lifestyle’ offensive.

“Firefighters are not getting sick because of personal choices – they are getting sick because they are being systematically exposed to toxic substances in the course of their work.

“When so many other countries and international bodies are doing the right thing and recognising the risks firefighters face, it is time for our own government to stop ignoring the evidence and act.”

Anna Stec, Professor of Fire Chemistry and Toxicity at the University of Lancashire, said: “While the report makes positive recommendations on the need for a UK-wide rollout of harmonised contamination exposure tracking and health monitoring for firefighters, the argument that firefighter cancers and diseases could be reduced through lifestyle changes is fallacious.

“Lifestyle factors influence health outcomes in any population, but they do not explain the elevated rates of cancer and disease seen in firefighters.

“Why should firefighters be expected to adopt such changes in order to compensate for the toxic environments they are routinely exposed to at work?”

Report findings and recommendations highlighted in the statement

The FBU statement also set out points from the London Assembly Fire Committee report, including its warning that firefighters in London may be routinely exposed to hazardous substances released during fires.

The findings identify asbestos, heavy metals and persistent organic pollutants among contaminants present at incidents.

The Committee notes that definitive UK evidence on cancer causation is still emerging.

Research presented to the Committee shows higher cancer incidence and abnormal tumour markers among firefighters compared with the general population.

The FBU said research it commissioned found that 4% of firefighters surveyed, around 1 in 25, reported a cancer diagnosis in a self-reported sample of more than 11,000 personnel.

Prevalence was highest among those aged 35 to 39, around three times the rate seen in the general population.

Between 10% and 15% of respondents were recorded as having abnormal tumour markers, compared with a control group drawn from the public.

The Committee concludes that the London Fire Brigade (LFB) Fire Contaminants Policy has shifted attitudes away from the “badge of honour” of dirty kit.

Implementation varies widely across stations, partly because of limitations in personal protective equipment availability and older station layouts.

The Committee urges the Government and the National Fire Chiefs Council (NFCC) to reduce firefighters’ exposure to fire contaminants.

Recommendations include creating a UK-wide exposure and health monitoring programme for firefighters.

A pilot of operational exposure monitoring in London is also proposed.

Further measures call for stronger training, assurance and compliance with fire contaminants policies, improved PPE supply and procurement planning, and greater emphasis on health promotion within occupational health services.

The Committee also asks the Industrial Injuries Advisory Council (IIAC) to review evidence on cancer risks linked to firefighting.

Chair of the London Assembly Fire Committee Zack Polanski AM said: “Fires don’t end when the flames are out as toxic contaminants can remain long afterward.

“Firefighters accept risk as part of the job, but exposure to toxic chemicals should not be an unavoidable consequence of protecting the public.

“While London Fire Brigade has made real progress, this report shows more needs to be done to understand and reduce the long-term health risks firefighters face.”

The report links decontamination practices, station design and long-term health monitoring as related areas for further action.

Labour urged to support firefighters’ health and compensation

The Fire Brigades Union (FBU) has called on Labour leader Keir Starmer to endorse financial assistance and health monitoring measures for firefighters who have developed cancer and other diseases due to their occupation.

FBU General Secretary Matt Wrack expressed that firefighters have been “betrayed” by the UK government and urged Starmer to ensure compensation for those suffering from cancer, heart, lung, and other conditions caused by exposure to fire contaminants.

Rising cancer rates among firefighters

A report commissioned by the FBU and conducted by the University of Central Lancashire highlighted alarming cancer rates among firefighters.

The study revealed significantly higher mortality rates in firefighters compared to the general population, with prostate cancer 3.8 times, leukaemia 3.17 times, oesophageal cancer 2.42 times, and cancer of unknown origin 6.37 times more likely.

Furthermore, cancer incidence in UK firefighters aged 35-39 is up to 323% higher than in the general population of the same age group.

Scottish firefighters participate in innovative health trials

Hundreds of firefighters undergo health trials in Scotland

Scottish firefighters are participating in health trials in an effort to detect potential health risks related to their profession.

The testing, taking place between Monday 11th and Wednesday 13th September in Edinburgh, has seen nearly 200 Scottish firefighters providing blood and urine samples.

The aim is to detect early signs of cancers and other diseases and establish connections between occupational cancers and exposure to toxic fire chemicals.

This study is a part of a larger UK-wide firefighter health monitoring research project commissioned by the Fire Brigades Union (FBU) and executed by the University of Central Lancashire (UCLan).

Health trials highlight occupational risks

Recent research has revealed that UK firefighters aged 35-39 face cancer rates up to 323% higher than their peers in the general population.

There are also heightened risks of specific cancers, with firefighters being 3.8 times more susceptible to prostate cancer and 3.17 times to leukaemia, for example.

John McKenzie, FBU Scotland regional secretary, emphasised the importance of such initiatives: “Every firefighter who has volunteered to participate in these health trials should be proud of their contribution to workplace safety.”

SFRS Assistant Chief Officer Andy Watt stated: “The SFRS has already undertaken work to minimise the risk of contaminants for our staff and we will continue to work in partnership with the FBU and Professor Anna Stec to develop and deliver further improvements.”

Firefighters’ Memorial Day sparks call for compensation

The Fire Brigades Union (FBU) has called on the UK government to introduce legislation that would ensure firefighters with cancer and other diseases linked to their work are eligible for compensation.

The call was made on Firefighters’ Memorial Day (May 4) as firefighters across the country observed a minute’s silence outside their fire stations.

According to the FBU, more than 2,000 firefighters have died in the line of duty. However, if the number included all those who have died of cancer and other diseases associated with firefighting, it would be much higher.

The union is calling for firefighters and their families to have access to compensation when diagnosed with cancer and other diseases linked to firefighting.

The FBU is pushing for the introduction of ‘presumptive legislation’ similar to what exists in the USA, Australia and Canada for many forms of cancer and some other diseases. The World Health Organization declared in July 2022 that firefighting was “carcinogenic to humans”.

Independent research conducted by the University of Central Lancashire (UCLan) this year revealed that firefighters are dying of cancer at 1.6 times the rate of the general population. Firefighters aged 35-39 are three times more likely to have cancer than the general population.

Matt Wrack, Fire Brigades Union general secretary, said, “The Fire Brigades Union has been forced to run its own campaign of prevention and health monitoring – but the fundamental responsibility lies with the government and the employer. We will not rest until firefighters have access to the compensation they deserve.”

Today’s fires produce a toxic soup of dangerous chemicals, likely because of the changing landscape of building materials and furnishings. While turnout gear effectively protects against thermal exposure and hazardous fluids, it may not protect against absorption of soot. Emerging research suggests that dermal absorption of toxins is a greater route of exposure than inhalation or ingestion.

The NFPA 1851 standard encourages ‘Preliminary Exposure Reduction,’ defined as ‘techniques for reducing soiling and contamination levels … following incident operations.’ A recent study affirmed this need for fireground exposure reduction interventions. 

Changing your behavior to make preliminary exposure reduction a habit can seem daunting; however, making tiny marginal improvements consistently can yield significant results. A habit is a behavior that has been repeated enough to become automatic.

The first step in a habit loop is the cue. A cue gets your attention and tells you what to do next. It predicts a reward. Cravings are the second step. They are the motivational force behind every habit and without them, we have no reason to act. These first two steps compromise the “Problem Phase.” The third step of a habit loop is the response. This is the actual habit you form, the action you perform (in this case, decontaminating). The final step that closes the loop is the reward. This is the end goal of every habit. These last two steps form the ‘Solution Phase’. 

To build better habits, you need to build a better system, one that sets you up for success. At first, these tiny habit routines may seem insignificant, but they build on each other, compounding, and can lead to remarkable changes.

Make it obvious

The process of changing behavior starts with awareness. Start by analysing your current decontamination protocol. What do you do between coming out of an IDLH environment or ending suppression activities and returning to the station? By becoming aware of your habits, including whether or not you perform the desired habit, the time at which you perform the habit, and where you perform the habit, you raise them from an unconscious level to a conscious level.

When you make a specific plan for performing a new habit, you are more likely to follow through

To make a new habit obvious, create an implementation intention, which is a plan you make beforehand about how, where, and when you intend to act. For instance, your implementation intention may be ‘Before I come off air, I will enter the ‘green zone’ (or decontamination area) and perform preliminary exposure reduction.’ Or ‘As soon as I doff my gear, I will wash my hands and face with soap and water’. When you make a specific plan for performing a new habit, you are more likely to follow through.

A second strategy is to pair the new habit with a current habit. Habit stacking works by finding one you have mastered and concisely tying the new behavior into it. For instance, “After loading hose back on the truck, personnel will use wipes to remove soot from permeable areas of the body.”

To increase your odds of success, try designing your environment to provide multiple cues. Considering that over half of the brain is devoted to processing visual information, a visual cue may be the most important tool for making a new habit obvious. Try placing a sticker that reads “Did You Decon?” in a location where you will see it before climbing back onto the engine.

Make it attractive

Desire is what drives most behavior. The more attractive an opportunity is, the more likely it is to become habit-forming. If you anticipate that a particular habit will be rewarding, you are more motivated to repeat that action.

An improvement in long-term health is delayed gratification. To make post-fire decontamination more desirable, a firefighter must feel satisfied immediately. Therefore, it is important to develop a protocol where a firefighter feels clean. From the brand of wipes to the detergent you use, it is important to include the field personnel in the selection. Buy-in is critical.

Another way to make the new habit more enticing is to pair an action you need to do with the one you want to do. The first thing you want to do is get into rehab, cool down, and get a drink. If you pair your on-scene decontamination with your rehab routine, you will probably perform it more regularly. As you enter rehab and doff your gear, your next step should be immediately wiping down your skin, especially before you ingest any food or drink.

The desire to fit in within the fire service is strong. When unsure how to act, we look to the group we are a part of for clues. If our behavior is rewarded with approval, praise, or respect, it becomes more attractive. Inversely, when behavior is mocked or criticised, it is unattractive. Therefore, it is critical that influencers within the department, particularly the company officers, support and model the decontamination protocol.

While making a new habit attractive is one strategy, making a bad habit unattractive is another approach. The Boston Fire Department has employed this technique in their Memorial Wall, displaying hundreds of black and white photos of the members of their department who have died in the line of duty from cancer. By highlighting the consequences of a negative habit, they have made it much less desirable. It is an incredibly compelling tactic, one that is hard to ignore.

Make it easy

The key to mastering a habit is to start with repetition, not perfection. You may not have all the details of the decontamination protocol figured out; you just need to start practicing it. The more frequently you perform the behavior, the more automatic it will become. For instance, if you decontaminate every time you handle a nozzle, even for a dumpster fire, soon you will be decontaminating without even thinking about it.

The more friction there is to engage in a behavior, the less likely you are to act on it. Therefore, two other critical components in this third step of the habit loop are to make it convenient and to prime the environment. If your department uses a decontamination bucket, at the beginning of every shift, make sure the necessary components are in the bucket – wipes, a hose, a nozzle, cleaning detergent, a scrub brush, and clear bags for dirty gear, etc. Place the bucket where it is likely to be seen and utilised. Upon return to the station after a call, the bucket should be immediately reset after personnel and gear are fully decontaminated.

A habit is much more likely to stick if it takes less than two minutes to accomplish. If on-scene decontamination is too big of leap, start smaller. Place a wipe in the pocket of your bunker jacket or bunker pants. This makes it convenient, and you have primed the environment. If it doesn’t require much effort you are more likely to stick with it.

Make it satisfying

The final step of the habit loop is to make it satisfying – making it satisfying increases the likelihood of repetition. Additionally, and not surprisingly, the highest value is placed on instant gratification, not on future gratification.

This can be accomplished in multiple ways. First, choose methods and products personnel find pleasing and effective. If you feel you are cleaner, smell better, and feel fresher, the positive sensory perception makes it easier to adopt the habit. The pleasure sends a signal to your brain to repeat this behavior.

Using a habit tracker can also provide instant gratification. There are multiple exposure reporting systems available to the fire service, such as NFORS (National Fire Operating Reporting System) Career Diary and Enviage’s Exposure Tracker. By utilising one of these exposure reporting systems on an individual level, not only are you documenting critical information should you ever be diagnosed with an occupational illness, but you can use them to track your preliminary exposure reduction habits.

Having an accountability partner, such as the company officer, can increase the chances of successfully establishing a habit. A company officer who models appropriate behavior or who calls out members who are not decontaminating can have tremendous influence on the process.

By creating a routine that is manageable, easy to do, and requires as little energy as possible, you can make a preliminary exposure reduction habit stick. When this habit sticks, you can reduce your risk of occupational illness giving you a better chance to live a quality life, long into retirement.

IAFF calls for occupational cancer to be classified as line-of-duty death

The International Association of Fire Fighters (IAFF) has announced its support for a new legislation introduced in the US Congress that would expand the Public Safety Officers’ Benefits (PSOB) program to include coverage for firefighters who develop cancer as a result of their service.

The new classification would make surviving family members eligible for Public Safety Officer Benefits (PSOB), which is currently unavailable for cancer-related deaths. The PSOB program provides federal death and disability benefits to the families of first responders who die or become disabled in the line of duty due to on-the-job injuries and medical conditions, including heart attacks, strokes, and COVID-19.

General President Edward Kelly said: “When a firefighter dies due to occupational cancer – as St. Paul firefighter Mike Paidar did in 2020 – we owe it to them to ensure their families get the line-of-duty benefits they deserve.”

St. Paul, MN Local 21 member Mike Paidar died in 2020 from acute myeloid leukemia after being exposed to carcinogens on the job. His wife, Julie, successfully petitioned the Minnesota Department of Public Safety to classify her husband’s death as a line of duty. In a historic first for Minnesota, the Paidar family was awarded line-of-duty death benefits for occupational cancer.

The bill would extend benefits in cases where first responders become permanently and totally disabled due to cancer. The Honoring Our Fallen Heroes Act is co-sponsored in the Senate by Minnesota Democrat Amy Klobuchar and North Dakota Republican Kevin Cramer. Companion legislation was introduced in the House by Rep. Carlos Gimenez (R-FL) and Rep. Bill Pascrell (D-NJ). The legislation has the support of the country’s fire and police organizations.

“Firefighters and first responders put their lives and health on the line every day and have an increased risk of receiving devastating diagnoses many years after exposure to carcinogens,” said Cramer. “Our bill expands benefits to include occupationally-connected cancers to care for those who protect our communities.”

Gimenez added: “Our first responders go above and beyond the line of duty to protect the communities they serve, and this legislation would guarantee that they have access to the life-saving care they rightfully deserve.”

If passed, the bill would guarantee that families of fallen heroes who died from occupational cancers receive line-of-duty death benefits. The IAFF said it is optimistic that the Honoring Our Fallen Heroes Act will receive the necessary support from Congress.

“The IAFF is proud to support this bill and encourages Congress to act quickly to stand with the families of our fallen firefighters,” said Kelly. “It’s time to right this wrong.”

Research finds Firefighter Instructors face elevated risk of cardiovascular disease

A new study conducted by the University of Roehampton London has found that Firefighter Instructors, who are responsible for training firefighter staff across the UK, are at greater risk of chronic inflammation, which can lead to an increased risk of cardiovascular diseases, infection and illness.

Firefighter Instructors are responsible for training firefighters on search and rescue skills, communicational and teamwork skills within tense environments, and how to prepare operational firefighters for real-life fire scenarios in purpose-built facilities. Depending upon their role and service station, instructors can be exposed to real fires twice a day, five days a week.

Instructors typically face up to five to ten times the number of live fires compared to regular firefighters, which makes them more susceptible to the health risks associated with systemic inflammation.

The study, led by Dr Emily Watkins, Lecturer in Environmental and Exercise Physiology at the University of Roehampton London, measured blood samples, blood pressure, and psychological data from 136 UK Fire and Rescue Service personnel, including Breather Apparatus Instructors (BAI), over a period of six months.

High BAIs, who are exposed to over 20 fires per month, showed clear signs of systemic inflammation, which occurs when the immune system is constantly defending the body, making them more susceptible to infections and illness.

Key symptoms

One of the key symptoms reported by high BAIs was fatigue, along with sleep disturbances, headaches, and flu-like illness, which can all be associated with systemic inflammation. This study is the first to indicate that these symptoms are consistently shown amongst high BAIs over time.

The research also found that high BAIs, who are exposed to a greater number of physically demanding tasks, including personal protective equipment and extreme heat environments, exhibit elevated levels of numerous biomarkers that put them in “high risk” categories for cardiac events, such as a heart attack.

Systemic inflammation may increase the risk of future cardiovascular events, due to the association of inflammation with atherosclerosis, the formation of plaques in blood vessels that result in luminal narrowing or precipitating thrombi that obstruct blood flow.

The research demonstrates the importance for fire services to ensure that training fire workloads are safely and effectively managed and that exposure limits, particularly for Firefighter Instructors, are applied.

Currently, while some services in the UK do limit exposure to fires, this practice is not widespread, with variations in limits used. Some services allow unlimited exposure to fires despite growing evidence of health risks. The research recommends that 10-15 fire exposures per month are a reasonable maximum workload, with a greater number of exposures per month elevating the likelihood of systemic inflammation.

Limiting exposure

Dr Emily Watkins, lead researcher of the study commented: “By evaluating the impacts of fire exposures across a 6-month period, this is the first research to identify that firefighters, particularly firefighter instructors, are reporting chronic and consistent symptoms of illness and inflammation. Based on this evidence, it’s imperative that fire services carefully evaluate and limit the number of exposures their staff face and review working practices to ensure instructor’s health is being prioritised.”

The research follows new findings by the World Health Organisation’s International Agency for Research on Cancer (IARC) in 2022, which has now classified occupational exposure to fires as carcinogenic to humans, with sufficient evidence of mesothelioma and bladder cancer in firefighters. Chronic inflammation forms one of the characteristics of Mechanistic Evidence which was considered as part of the evaluation.

The research team also included Dr Alan Richardson, joint lead researcher from the University of Brighton, Dr Nadia Terrazzini from the University of Brighton, Catherine Gage formerly from the University of Brighton, Dr Ben James Lee from Coventry University, Rebecca Bradley from the University of Brighton, and Dr Peter Watt from the University of Brighton.

IAFF files lawsuit against NFPA over gear testing standard

The International Association of Fire Fighters (IAFF) has filed suit on March 16 against the National Fire Protection Association (NFPA) for its role in imposing a testing standard that effectively requires the use of PFAS in fire fighter protective gear.  

The suit, filed in Norfolk County Superior Court in Dedham, Mass., seeks damages and other relief.

A provision in NFPA 1971 requires certain components of fire fighter bunker gear to pass the Ultraviolet Light Degradation Test. The test requires turnout gear to be exposed to UV light for 40 hours without degradation.

The only substance that can pass the test for that long is PFAS. The complaint, International Association of Fire Fighters v. National Fire Protection Association, Inc., seeks to hold the NFPA liable for not removing the dangerous test from its Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting (Standard 1971).  

Removing the cancer-causing chemicals

General President Edward Kelly said:“The very gear designed to protect fire fighters, to keep us safe, is killing us. Standard 1971 needlessly requires the use of PFAS in fire fighter gear.”  

Kells continued: “It’s about removing the cancer-causing chemicals in our gear and finding justice for our brother and sister members.”

In its effort to combat cancer in the fire service, the IAFF has retained three nationally recognised law firms, Motley Rice LLC; Simmons Hanly Conroy LLC; and Sullivan Papain Block McGrath Coffinas & Cannavo P.C. (collectively known as the PFAS Law Firms) charged with changing regulatory standards, demanding PFAS-free gear, and assisting IAFF members and families seeking compensation for PFAS-related illness. 

The IAFF has been working to remove PFAS from fire fighter gear, focusing significant research, education, and publicity around the dangers posed by the forever chemicals. 

“Even when presented with independent science on the health and safety risks, the NFPA has refused to help save our lives,” added Kelly. “The IAFF has a duty to protect our members’ health and their families’ wellbeing.”
