Temperature tolerance: How Dafo Fomtec’s Enviro NEO performs across fuel types

The development of Dafo Fomtec Enviro NEO’s and where it fits high-hazard industrial response planning

In January 2026, Dafo Fomtec launched Enviro NEO, a synthetic fluorine-free firefighting foam developed for petrochemical, oil and gas, marine and other high-hazard industries.

The product forms part of the company’s Enviro Programme, which has focused on fluorine-free foam development since 2010.

Development through full-scale testing

Enviro NEO is the result of thousands of full-scale fire tests carried out under the Enviro Programme.

The testing programme evaluated performance across a range of fuel types, water qualities and discharge systems.

According to Fomtec, the aim was to deliver consistent extinguishing capability in demanding industrial environments such as offshore platforms, tank farms and marine terminals.

The product was validated against recognised international standards including EN 1568, UL 162, ICAO, IMO and LASTFIRE.

Testing covered both hydrocarbon and polar solvent fuels under varying application conditions.

Fully hydrated polymer technology

Enviro NEO uses 100% hydrated polymers in its formulation.

This approach removes the need for partially hydrated or unhydrated polymers, which can lead to viscosity changes if water enters the concentrate during storage or handling.

In some fluorine-free formulations, partially hydrated polymers may thicken rapidly when exposed to additional water.

This can result in increased viscosity, separation or gum formation.

By contrast, Enviro NEO is designed to maintain stable viscosity and reliable proportioning throughout discharge.

The objective is to support predictable foam generation from the start of application to final extinguishment.

Performance profile

Enviro 3×3 NEO is a sixth-generation alcohol-resistant synthetic fluorine-free foam concentrate within the Enviro NEO range.

It contains no intentionally added fluorinated surfactants or polymers.

The product is designed for use at a 3% proportioning rate on both hydrocarbon and polar solvent fuel fires.

It has demonstrated performance on fuels including heptane, Jet A-1, hexane, acetone, ethanol, methanol, isopropyl alcohol, methyl ethyl ketone and ethyl and butyl acetate.

It is also suitable for severe foam-destroying liquids such as MTBE.

The suppression mechanism is based on the formation of a foam blanket that blocks oxygen from the fuel surface while the water content cools the fuel and reduces vapour release.

When applied to polar solvents, a polymeric membrane forms between the fuel and the foam blanket, enabling extinguishment and helping to prevent re-ignition.

Enviro 3×3 NEO can be applied as low or medium expansion foam in mobile firefighting operations or in fixed systems designed to recommended application rates and discharge durations.

It can also be used on Class A fires involving wood, paper and textiles at induction rates between 0.3% and 1%.

Technical characteristics and storage

Enviro 3×3 NEO is suitable for use with fresh water, brackish water and seawater, making it appropriate for coastal, offshore and marine installations.

Typical physical data includes a clear yellowish liquid appearance, specific gravity of 1.06 ± 0.02 g/ml at 20°C, pseudoplastic viscosity and pH between 6.5 and 8.5.

The freezing point is -14.6°C and the recommended storage temperature range is -14°C to 55°C.

Surface tension is ≤ 30.0 mN/m.

When stored in original unopened packaging under appropriate conditions, the product is expected to achieve a shelf life in excess of 10 years in temperate climates.

Shelf life depends on storage temperature and conditions.

The holistic approach with Fomtec

John Ottesen, CEO and Founder at Fomtec, talks to IFSJ Editor Iain Hoey about the importance of tailored foam solutions for all applications

Over the last 12 months, in many articles and interviews that you’ve done you talk about the holistic approach. What do you actually mean by this, and can you elaborate?

 In the context of foam systems, the holistic approach means that all the products need to work together in harmony to achieve the goal we’re setting out to achieve, and that is putting fires out.

All the components of a system need to work together, and that needs to be proven by testing.

The holistic approach incorporates more than just hardware and software working together, it also needs to be appropriate for the application because not all applications are the same.

For example, if we consider the marine segment, with its challenges, such as the water quality, temperatures, and so on.

You have airports with totally different missions and very different fuels, so in the sense of a holistic approach, I also wanted to highlight the differences between applications.

So are you saying that we need different foams for different applications?

Yes, we have found that we need to develop products to meet the requirements of the various missions where foam is used.

We have products especially focused on airports, others for the marine segment, others for industrial applications, and so forth and so on.

They do have slightly different needs and slightly different conditions, and to get the very best for each application, sometimes you need a different product.

Surely as an end user, you would like one product that could do everything?

Yes, we all would want to have one universal product, but that is not the case in the real world, or at least this is what we have found.

To have the optimal performance for each mission application with one product is not possible, or sometimes it is not economically desirable.

When I look at the AFFF that Fomtec manufactures and supplies it is not one product but a range of products.

The Chemistry behind an AFFF must be very well known, so why is this?

Again, it was different formulations developed and tested to meet the requirements of the different missions and other requirements or to meet the fire performance set by different testing standards or authorities.

So, we have an extensive range of different AFFF´s and that has not changed as we develop and offer our SFFF’s.

These different missions and specialized requirements still exist, so our Enviro range of SFFF’s has evolved and will continue to evolve.

As an end user, how do I determine the right product for my mission?

A good place to start is to look at which approvals we have and if the approvals are appropriate for your application.

Each different application does have special approvals.

For example, for a marine application you can have a marine approval according to IMO 1312 which is for use on shipboard with sea water or alternatively, if you need an industrial product approved for use with sprinklers then the appropriate approvals would be the UL 162 or the FM 5130.

Are these approvals are linked to fire testing?

Yes, each approval is linked to a fire performance test, but these tests are NOT the same.

They all differ based on the application.

The ARFF mission differs from that of a shipboard mission, and these differences are reflected in the approval standard and, by extension, the fire performance tests associated with that standard.

We can talk about different test fuels, different water, different test nozzles, and different test procedures.

For example, the ARFF mission outside of the USA follows a test standard developed by ICAO and uses Jet A-1 as the test fuel, whereas the marine industry follows a standard developed by IMO and uses heptane as the test fuel (but you can also test with polar solvent fuels within the standard).

There can be great differences in how a product performs in one test compared to another.

Have these standards and associated fire tests changed for SFFF?

No they have not changed, but SFFF’s are treated differently to AFFF’s and AR-AFFF’s in UL 162 and FM 5130 for topside applications.

It was these differences that perhaps led to some people to make negative statements about the performance of SFFF’s.

What are these differences?

For topside applications, the application density is 50% greater than AFFF, and you are given 2 more minutes to achieve extinguishment.

Conversely, the burnback portion of the test has become more challenging due to the waiting period increasing from 9 minutes to 15 minutes.

It is important to remember that UL and FM did not invent these differences for SFFF because these differences have been in place for many years for non-film-forming foams.

So essentially the standards and the tests remain the same?

Exactly. That is why we believe that we need to develop and supply a range of SFFF foams to meet the different missions.

What missions do you currently have Enviro products for?

We have Enviro foam agents that cover all missions, and some are mission specific while some overlap and can, similar to our AFFF range, cover multiple missions.

Worthy of mention are:

Enviro USP – which is a high-performance and multi-mission foam for hydrocarbon fuel fires.

Enviro ARK – the first SFFF to receive FM approval for use on hydrocarbon fuel and polar solvent fuel fires with standard sprinklers.

Enviro AIR – a Newtonian product with ICAO B for the ARFF mission

Enviro 3 x 3 ULTRA – a multi approved high-risk industry 3 x 3 (which is also approved for marine use)

Enviro eMAX – an alcohol resistant multi-purpose high expansion foam approved according to APSAD T12

More recently, we expanded our IMO range of marine products to include

Enviro SEA – a Newtonian SFFF, available as a 1%, 3% and 6% concentrate.

Enviro SEA sounds like good news for the marine industry. Can you give us any information about what you are working on now?

The Enviro Program hit 2,500 tests in December last year, and we have already 12 weeks planned for 2024.

Some of this relates to the expansion of approvals but we will introduce more new products in 2024.

Our focus has been on introducing high-performance SFFF products for fixed systems, but now we are devoting more time and effort to the emergency response side of the foam business.

I don’t want to tempt fate by talking too much, but stay tuned.

When we last spoke, you hinted that the US Airports would also have some good news soon?

Yes, but the nice thing about the amount of testing we do is that we have an incredible amount of data, so when we see breakthroughs, we can be optimistic that these will lead to new commercial products.

I would like to come back to the subject of the need for mission-specific foam agents.

It is a key component of Fomtec’s business approach to develop the best-performing foam products for each specific mission and not to compromise performance.

Let me clarify this further by saying that when we develop a product, we are never looking for a “borderline” pass.

To qualify as a “mission specific” product, it needs to be a “star” performer for that mission – and hence why the Enviro Range of SFFF foams is evolving in the same way that our PFAS-containing foams did.

I’m glad you mentioned PFAS-containing foams because you recently announced that Fomtec would continue producing them. Why is this?

We fully support the move to the more environmentally responsible SFFF, but many end users are going to need time to plan and execute the change.

Within the EU, the proposed legislation relating to PFAS containing foams allows derogations of up to 10 years after force of entry (for the SEVESO companies), so we decided that we need to support these end users during this period so that the existing systems can be maintained in operational condition.

The evolution of firefighting foam

John Ottesen, CEO and Founder of Fomtec, navigates the complexities of the transition to fluorine free foam

In the rapidly evolving landscape of fire suppression, the transition to fluorine-free firefighting foam represents a pivotal shift.

At the intersection of environmental considerations and industry necessities, the transformation from C8 to C6 chemistry and the shift towards fluorine-free alternatives heralds a new era.

John Ottesen, the visionary CEO and Founder of Fomtec, provides an insider’s view of this intricate journey, emphasising the implications for the industry and the planet.

“The transition away from PFAS based firefighting foams is what everything is about these days,” Ottesen begins.

He highlights the urgency surrounding the decision to move away from PFAS, a topic at the forefront of discussions amongst legislators, consumers, and industry players.

“The current legislation is addressing the discontinuation of a PFAS substance called PFOA.

Fomtec completed the transition from PFOA based C8 chemistry to C6 chemistry in 2014 but now the EU has put in place legislation which brings to an end the legal use of C8 foams by July 4, 2025.

The legislation actually restricts the use of PFOA but no C8 foam will meet those restriction levels for PFOA..

Ottesen adds that the EU has now turned its attention to the shorter chain fluorochemicals and there are two pieces of legislation going through the legal process which will effectively provide a timeline for the use of PFAS containing foam agents.

Fomtec began its C8 to C6 transition in 2010.

The challenge lay in the misconception that C6 could replace C8 seamlessly as although they may appear similar, the process is not as simple as swapping percentages of C8 with C6.

“It wasn’t merely a matter of changing a chemical.

Re-qualifying products to meet the various fire performance standards including UL and FM required extensive fire testing,” Ottesen tells.

By the end of 2014, Fomtec completed its C6 transition, more than 12 months before the deadline required under the US EPA 2015 PFOA Stewardship Programme.

This transition was more than just a regulatory move for Fomtec as it came at the time where the company was looking to increase market penetration in the North American markets through the partnership with the Viking Group and the need for increased approvals with UL and FM.

Changing the game

Delving into the evolution of Fomtec’s fluorine-free foams, Ottesen looks back to 2010 at which point a large multinational launched a fluorine-free foam: “I said, ‘If they’re adopting that approach, we definitely need to get started’”.

 This saw the birth of what eventually became Fomtec’s Enviro programme.

Fomtec soon saw a chemical breakthrough which led to the introduction of the ‘Enviro Plus’ series of products, which are still part of Fomtec’s portfolio today: “The DNA of that product is still with us today in our most advanced products because it really was a game-changer.”

After their successful transition from C8 to C6, Fomtec redirected its focus entirely towards the development of fluorine-free foam.

The primary objective of the Enviro programme was to develop fluorine-free products that could equal the performance of their fluorinated counterparts, with a particulare focus for those used in fixed foam systems like sprinkler systems.

Achieving this goal led to a significant milestone: “It was a major breakthrough for us having a sprinkler-enabled fluorine-free foam passing UL 162 and FM 5130 sprinkler approvals.”

Fomtec launched the fluorine-free foam solution Enviro USP in 2016.

This was followed a few years later by the Enviro ARC, which was the first fluorine-free foam to be FM approved with a standard sprinkler for polar solvents.

Fomtec remained unchallenged in this domain for nearly two years before any competitor achieved the same FM 5130 approvals.

When asked about Fomtec’s approach to ensuring international safety standards, Ottesen underlines the exhaustive process of research and development.

“We have carried out 2,500 fire tests to date.

In our R&D process we create hundreds upon hundreds of formulations,” he explains.

Only a fraction of these undergo initial fire tests, and after identifying the most promising candidates, they are subjected to extensive full scale fire testing.

“We want to make sure the products not only to pass a test but can be genuinely versatile products that can be used in a real-world system.

Client needs

When asked about what clients typically seek in a firefighting foam, Ottesen explains that what most clients really want is a “drop-in replacement”: “They want to remove the current foam and replace with the new foam.”

But the reality, as Ottesen aptly put, isn’t so straightforward.

A one-size-fits-all solution is, in the majority cases, a fantasy.

Yet, Fomtec’s commitment to its clients remains unyielding.

Ottesen says that clients receive is honest consultation, tailored solutions, and well-documented product guidance: “What they get from us is an honest answer,” Ottesen emphasises.

This involves a holistic review of the client’s specific requirements – from application, fuels, and heights to approval needs.

Ottesen’s candid insight underscores a truth that’s often glossed over in the industry – the sheer complexity of transitioning from PFAS-containing foams to fluorine-free alternatives.

Such a transition isn’t as straightforward as it might seem.

even before considering the often-overlooked challenges of cleaning and decontamination.

Essential equipment

Ottesen makes the point that whilst the foam concentrate composition is important he says that it is important to remember that it is the finished foam that extinguishes the fires.

He highlights the critical bond between the foam concentrate and the system that disperses it.

“The marriage of the concentrate with the system requires that you test the concentrate with the system components,” he stresses, adding, “If you have not tested it how can we  know how it performs ?.”

The sensitivity of fluorine-free foams towards equipment, particularly the discharge devices, is delicate: “The nozzle dictates what finished foam qualities a suppression system will yield, and this is absolutely crucial to the performance of the system.”

To emphasise his point, he says that it can come down to minute differences in nozzle design, dismissing the oversimplified notion that ‘a sprinkler is a sprinkler’.

This holistic approach is supported by established guidelines and standards, such as UL162, FM 5130, FM data pages, and NFPA standards.

However, the distinction that must be understood is that UL and FM approve systems, not products.

This means the foam concentrate, proportioner, and discharge device need to be tested together.

Without comprehensive testing, says Ottesen, it is impossible to predict the fire performance.

Enviro USP and ARK

Shifting focus to Fomtec’s products, specifically the Enviro range, Ottesen says: “The Enviro USP is quite unique.”

With the influx of fluorine-free foams in the market in the last 5 years, all seemingly 3 x 3’s suitable for hydrocarbon and polar solvents, the Enviro USP carves its niche.

Launched in 2016 as an alternative to AFFF, its primary design intention was to suppress fires from hydrocarbon fuels.

“We wanted a really high-performance sprinkler-capable replacement of AFFF, and USP is exactly that,” he says, highlighting its efficacy and its commercial viability.

The Enviro ARK is Fomtec’s fluorine free alternative to a high performance sprinkler capable AR-AFFF and we regard this as one of the major stars in the Enviro range.

Ottesen stresses the adaptability and performance of their foams to suit the different applications and missions.

“What’s distinctive about the USP is its versatility across various applications.

“It consistently delivers exceptional performance no matter the challenge.

“We continue to add approvals and test this product in different applications.”

Fluorinated firefighting foam’s persistence

An emerging question within the industry pertains to the continued manufacturing of fluorinated foams, especially given the growing emphasis on fluorine-free alternatives.

As two large multinational companies pull out of fluorinated foams, where does Fomtec stand on this contentious issue?

When posed with this question, Ottesen says Fomtec has already adopted its position and is happy to state: “We are going to carry on supporting our clients who still have C6-fluorinated foams for their systems and have operational plans based on the use of equipment designed for use with C6 foams.

“To do this we plan to continue to manufacture C6 foams for as long as we are allowed to do so, and for as long as it is economically viable to do so.”

Ottesen references the impending legislation, highlighting the proactive stance of the foam industry: “Our industry has said we need derogations to allow foam users to effect the transition away from PFAs foams.

“The EPA and the European Union has proposed derogations for various industries, especially for the high-risk industries, of up to 10 years to enable them a safe transition away from PFAS foam.”

Acknowledging the challenges of swift transitions for high-risk industries, Ottesen stresses the need for continuity in the foam market.

“I believe there’s a crucial need to fill that gap.

“We’re committed to remaining in that market segment, offering fluorinated foam, playing our part for a safe transition for those clients who need the time to make the switch.”

His closing thoughts echo Fomtec’s commitment to the broader community of fire safety stakeholders: “We’ll carry on supporting our clients with C6 form for as long as we are allowed to do it and for as long as it’s economically viable to do so.”
