National Fire Risk Atlas to improve risk intelligence

A new Fire Risk Atlas is currently under development to provide the first standardised framework for measuring fire risk in local communities across the United States.

The Fire Safety Research Institute (FSRI) at UL Research Institutes (ULRI) is leading the effort alongside the Federal Emergency Management Agency’s (FEMA) U.S. Fire Administration and the U.S. Department of Homeland Security’s Science and Technology Directorate.

This project focuses on research regarding single-structure fire risk and structure-to-structure fire spread alongside wildland-urban interface vulnerability.

Decision-makers require reliable data to identify emerging threats and guide investments toward effective mitigation.

Local fire departments reported approximately 1.244 million fires in 2024 which resulted in more than 2,200 deaths and $144 billion in property loss.

Wildfires in 2025 consumed over 5.1 million acres and destroyed more than 18,000 structures.

The Southern California fires in January 2025 were recorded as being among the most costly fire incidents.

National spending currently remains focused on suppression and response rather than long-term prevention.

Integrating risk intelligence into NERIS

The analytical tools and measurements produced by this research will be integrated into the National Emergency Response Information System (NERIS).

NERIS is a platform used by nearly 30,000 fire departments nationwide to support real-time decision-making and the adoption of the latest fire science.

Rebecca Harned, Principal Research Scientist at UL Research Institutes | Fire Safety Research Institute, said: “Despite the increase in destructive fire incidents, resulting in billions of dollars in economic loss annually, we continue to struggle to measure and predict fire risk.

“Yet, accurate and precise risk intelligence is a critical ingredient for empowering communities to take responsibility and invest in prevention and mitigation efforts that make a difference.

“At ULRI, we’ve taken on this challenge by integrating fire behavior science with data science and economics to provide the actionable intelligence on fire risk our public leaders urgently need.”

Advancing wildfire risk modeling science

ULRI has launched the Wildfire Risk Modeling Exercise in 2026 to foster collaboration between over 40 partner organisations.

This convergent experiment aims to identify the strengths of existing models and determine how to ensemble them for greater precision.

The Exercise Planning – Conduct Team includes representatives from CAL FIRE and University of California San Diego’s Wildfire Science – Technology Commons.

Other members include the Gordon – Betty Moore Foundation, FireWERX, Google.org, and the U.S. Department of War’s Strategic Environmental Research and Development Program.

Public safety agencies will use these validated insights to anticipate threats and prioritise prevention strategies.

Former Fire Administrator Lori Moore-Merrell joins UL Research Institutes’ FSRI

Fire Administrator joins FSRI leadership

Dr Lori Moore-Merrell has joined UL Research Institutes’ Fire Safety Research Institute as Principal Fire Safety Strategist after serving as US Fire Administrator from 2021 to 2025.

UL Research Institutes’ Fire Safety Research Institute (FSRI) announced the appointment in a LinkedIn post.

In the role, Moore-Merrell guides research strategy and international reach.

Her work includes global fire safety collaboration, risk assessment methodologies and emerging technology adoption.

FSRI said her role also includes leadership in the World Fire Congress Communities of Practice and support for the newly formed US Wildland Fire Service.

Background to the Fire Administrator appointment

According to FSRI’s published biography, Moore-Merrell oversaw the launch of NERIS during her time as US Fire Administrator.

She also co-chaired the Commission on Wildfire Mitigation and Management and founded the Inaugural World Fire Congress.

Before that post, she served as President and CEO of the International Public Safety Data Institute.

The biography states that she also spent 25 years at the International Association of Fire Fighters (IAFF) as Chief Executive of Research and Data Analytics.

Moore-Merrell holds a Doctorate in Public Health focused on Emergency Response System Quality Performance Metrics and a Master of Public Health in Epidemiology from The George Washington University Milken Institute School of Public Health.

Lori Moore-Merrell sets out priorities

In a LinkedIn post, Moore-Merrell said she was joining a team focused on linking rigorous science with practical use in communities.

She said wildfire resilience needs policy that moves at the pace of the threat and that the global fire service needs research that translates into practice on the ground.

Moore-Merrell also said the global fire safety community is ready for deeper collaboration and shared leadership.

Darley launches Darley Data Center for fire department reporting analysis

Darley has launched the Darley Data CenterSM, a customised platform designed to help first responders visualise data, identify trends and compare department performance using a proprietary tool that analyses National Fire Incident Reporting System (NFIRS) data.

The company said the platform is accessible at DarleyData.com.

Darley said the platform uses the latest available public NFIRS data through 2024, with 2025 data described as forthcoming.

Darley said it will transition to public National Emergency Response Information System (NERIS) data shortly after it is released.

Darley said the platform will include mapping tools to enable year on year comparisons across NFIRS and NERIS.

Darley listed response times, call volume, incident type and action taken among the data presented through the platform.

Darley also listed a heat map of call location, resource efficiency, staffing levels and annual department trends.

The company said the platform includes a function to compare performance with other departments.

The future of fire service data: How FSRI rebuilt US incident reporting with NERIS

For nearly half a century, US fire departments have relied on the National Fire Incident Reporting System (NFIRS) to record and share incident data.

But a framework designed for paper forms in the 1970s has struggled to keep pace with the demands of a connected, data-driven era.

Its manual processes, static structure and years-long data lag limited the fire service’s ability to analyse trends or act on emerging risks in real time.

The new National Emergency Response Information System (NERIS) aims to change that.

Developed by the Fire Safety Research Institute (FSRI) in partnership with the US Fire Administration and the Department of Homeland Security’s Office of Science and Technology, NERIS provides a cloud-based, geospatial and user-focused platform that captures and shares fire data almost instantly.

IFSJ Editor Iain Hoey sat down with Dr Craig Weinschenk, Lead Engineer on NERIS at FSRI, to learn how the system was built and what it could mean for the future of fire service data.

NFIRS served the fire service for nearly 50 years – what were its limitations, and why was a new approach required?

NFIRS was conceived in 1973 after the Fire Control Act and it started as paper forms, even carbon copy forms where you had three copies.

To make field reporting doable, “structure fire” became “111” because three numbers are easier to process than handwriting.

That served the field well for a long time, but you needed a big lookup table to know the codes.

When things started to digitise in the late 80s, early 90s into the 2000s, the approach was to digitise NFIRS.

It became a digital version of paper forms instead of taking advantage of advances in database technology.

Expectations for data expanded, but the system stayed tied to that older mindset.

It was not geospatial.

You filled out a complete address but there was no latitude and longitude in the payload, even though incidents all occur somewhere.

It was also very manual.

You completed the record locally, exported a text file, sent it to the state, then to the federal government.

Everyone processed plain text files that were emailed around.

That does not scale and it creates data lag.

When your environment changes in three-to-nine-month windows but the data lags 18 to 24 months, you miss chances to make real time impact because by the time it is aggregated you are looking too far in the past.

There were practical constraints too.

The hardware was old and the software was old, and you could not upgrade one without breaking the other.

If you tried to build an NFIRS 6.0 you were rebuilding the same system and moving one step forward.

The decision was to rebuild from the ground up, take lessons learned from geospatial needs and time lag, and put the fire service first on incident collection.

That is what we did with NERIS.

How did this public-private partnership work in practice, and why was it important?

We work hand in hand with the United States Fire Administration and with DHS S&T.

We have weekly stand-ups and the rigor you expect from a national project.

We produce documentation and artifacts, and we have oversight from security scans to operational performance metrics, all documented and shared with the federal government.

That oversight ensures we have no blind spots and keeps the project healthy.

As a nonprofit building this, we can also be nimble.

We are not owning local data or hosting on federal servers inside federal firewalls, which have limitations.

We can hire a dynamic team and move quickly while following standards and best practices.

We see ourselves as stewards of a national system by and for the local fire service, building to support USFA’s mission and DHS’s mission while putting the fire service first.

Data governance is foundational.

Local departments own their data.

They collect it and send it.

The value is in aggregating at local data  regionally statewide, and nationally, but the department still owns the record.

That principle is a critical piece that makes this work.

What is causation data and why does it matter for incident reporting and prevention?

In NFIRS the causation data was in the primary record.

That created a challenge.

Either the record stayed open while you waited for an independent investigator to provide answers, or people put something in just to close the record.

We decoupled the schemas.

We have a core schema that looks at general causality from a fire behaviour and safety perspective, not from criminality.

We are deliberate in our language so we can understand the incident from safety, response and frequency perspectives.

Then we have a follow-on called Incident Analysis.

The two are decoupled.

You can close the first part so we know the call happened and we can run metrics on demand, while the analysis can be completed 24 or 48 hours later when the right staff are available or when more time is needed to understand the incident.

That puts the right information in front of the right people at the right time, instead of forcing someone who may not be qualified to answer those questions.

How does the system balance the need for national-level analysis with the practical, day-to-day needs of local departments?

In addition to collection, we are building an analytics platform that runs as part of the system.

Every department gets an Insights tab with high level information about response.

Incidents appear on maps, colour coded by response duration so you can spot hotspots.

We are deploying a unit-level response dashboard to see metrics on particular units, frequency of units running together and distances travelled.

We also show things around casualties and rescues, so you can understand both loss and saves.

Data ladders up.

A state sees the same dashboards in aggregate.

They can view activity percentages, performance across the state and distributions of calls by discipline.

Because we built an API-based system instead of manual data movement, when a record shows up it is available to the local and to the state, and it is available to be pulled by the federal government into its infrastructure via secure API.

They keep a full copy and can run their analytics in real time.

We have cut lag from roughly 14 or 15 days from local to state, and 6, 12 or 18 months to federal, down to hours.

In practice we usually see records completed at the end of a shift, QA and QC over the next shift, then submission.

If you want to keep using your own tools, you can do that and still access your data via secure API.

Looking ahead, what do you see as the next steps for NERIS?

NFIRS sunsets on 31 December 2025.

Looking at 2026 there are two phases: take what we learned on onboarding and improve the system, schemas, questions and workflows.

Then focus on analytics.

Provide products that help departments do their job, identify gaps in response at hyper-local levels, and surface larger trends regionally, at state level and nationally.

The aim is to identify the next hazard and where to invest in research, because we are seeing data fast enough to act.

US Fire departments transition to cloud-based NERIS platform

The United States Fire Administration (USFA) has fully launched the National Emergency Response Information System (NERIS) to provide fire departments with a comprehensive data platform for resource allocation and risk assessment.

International Association of Fire Fighters (IAFF) affiliates were central to the development and rollout of this modernised, nationwide collection system.

As of 1 January 2026, NERIS serves as the primary and only fire and all-hazards data system in the United States.

Modernising data through the NERIS platform

The cloud-based system documents workload and operational risk across all-hazards responses using standardised data to inform safety policies and staffing models.

It replaces the National Fire Incident Reporting System (NFIRS), which was built on outdated code and lacked compatibility with modern tools such as GIS mapping.

USFA developed the new platform in partnership with the Fire Safety Research Institute (FSRI), the U.S. Department of Homeland Security’s Science and Technology Directorate, and the wider fire service.

Assistant to the General President for Health & Safety Sean DeCrane said: “Accurate, comprehensive data strengthens the IAFF’s ability to protect staffing, improve safety, and secure the resources members need.

“It is critical that our members fill out the entire NERIS report.

“Inaccurate or missing data will potentially negatively impact our staffing and funding because decision makers would be acting on incomplete or false information.”

Implementation and departmental feedback on NERIS

A prototype version was tested in March 2024 by six departments, including Fairfax County Fire and Rescue and West Metro Fire Rescue, to capture information on structure fires and medical calls.

Following this pilot, NERIS Version 1 launched to 100 departments in November 2024, operating alongside NFIRS for one year before the legacy system was decommissioned.

This transition period allowed the UL Research Institute to verify the system’s capacity for high user volumes and emerging threats like lithium-ion battery incidents.

Steve Aseltine, a division chief with West Metro Fire Rescue and member of West Metro Local 1309, was instrumental in onboarding the system for his department.

Aseltine said: “The interface is designed to make it user-friendly.

“Data entry is more efficient, and the data is easier to access once it’s in the system.

“With this data, you can see trends and determine what and where the real safety risks are, and whether a deployment structure is or isn’t working.”

Dave Thorson, a battalion chief and Local 385 member with the Omaha Fire Department, added: “NERIS gathers data, not just from the incident commander, but also from individual fire companies.

“This way, there is a clear picture of what occurred with each incident.

“Departments like ours can use this data to make informed decisions.”

Regular updates are being issued based on feedback from participating departments as development continues towards a second version of the system.

US fire departments invited to NERIS webinar on onboarding and future planning

The Fire Safety Research Institute (FSRI) has announced a new webinar focused on the National Emergency Response Information System (NERIS) rollout across the United States.

NERIS confirmed that the online event will take place on Tuesday, 29 July 2025 from 1:00 to 2:00 P.M. ET.

The webinar will be hosted by FSRI in collaboration with the United States Fire Administration (USFA) and the Department of Homeland Security Science and Technology Directorate (DHS S&T).

According to NERIS, the webinar will provide practical guidance for departments preparing to transition from NFIRS to the NERIS system by the 2026 deadline.

Chief Tom Jenkins will present updates on how NERIS is already being used in the field and answer questions on adoption and system use.

Transition from NFIRS to NERIS scheduled for end of 2026

NERIS stated that the cloud-based platform is replacing the National Fire Incident Reporting System (NFIRS).

The team explained that onboarding is being expanded across the United States in phases based on FEMA regions.

According to NERIS, regions currently undergoing onboarding include Regions 6 and 7, with Region 10 starting in August and the remaining regions scheduled through to December.

The platform was developed in partnership with USFA and DHS S&T and tested in 2024 with over 60 early adopter agencies.

NERIS said the system is designed to support fire departments by improving data reporting, enabling analytics, and informing operational planning.

Fire departments encouraged to prepare early for transition

NERIS advised departments to determine their reporting method and speak to their software vendors regarding integration.

Most departments use CAD or RMS software for incident operations.

NERIS stated that integration partners and compatibility testing information are available online at neris.fsri.org.

The agency added that the “NERIS v1 Compatibility Badge” identifies systems that have passed API testing, though it is not an endorsement.

Departments were urged to begin testing and coordination ahead of time to avoid delays in 2026.

Reporting functionality follows onboarding and requires confirmation

NERIS explained that onboarding involves setting up department accounts, assigning admin roles, and verifying system setup.

The process also includes updating station information, CAD unit details, and identifying relationships with mutual aid and other partners.

NERIS said that onboarding does not enable incident reporting by default.

Departments must request incident data reporting to be activated through NERIS coordination.

Once activated, incident data can be submitted on each department’s timeline in line with state-specific rules.

Webinar aimed at frontline personnel and decision makers

According to FSRI, the webinar is open to a range of fire service personnel.

Suggested participants include firefighters, line officers, department leadership, trainers, and representatives of state and national fire service bodies.

NERIS said the session will cover milestone planning, available onboarding resources, and an open Q&A session.

FSRI confirmed that registration is open until Monday, 28 July 2025.

The session is free and will be hosted via the FSRI platform.

NERIS, created in partnership with the American fire service, aims to enable more accurate, timely responses to community emergencies, while improving post-incident data access for local and national agencies.

NERIS Version 1 will support nearly 27,000 fire and EMS departments by capturing data that helps these agencies make informed decisions, adjust resource allocation, and respond effectively to evolving threats such as lithium-ion battery fires, wildland-urban interface fires, and extreme weather events.

New platform replaces NFIRS as primary reporting tool

NERIS is set to replace the legacy National Fire Incident Reporting System (NFIRS), which will be phased out by early 2026.

After completing beta testing with over 60 departments, NERIS will onboard an additional 105 departments by the end of 2024.

A full nationwide rollout will follow in January 2025, spanning 12 months to cover all fire and EMS departments.

The platform has been developed through a collaborative effort involving the Fire Safety Research Institute, the U.S. Fire Administration, and the Department of Homeland Security Science and Technology Directorate.

NERIS is designed to streamline data reporting, enhance accuracy, and improve ease of use for firefighters and first responders.

US fire departments to transition from NFIRS to NERIS in 2025

In 2025, NERIS will be offered at no cost to fire and EMS departments across the U.S. as they transition from NFIRS.

This transition period will allow departments to continue using NFIRS while gradually integrating NERIS into their systems.

All departments are advised to maintain current reporting standards in NFIRS until they are fully transitioned to NERIS by early 2026, ensuring consistent data continuity throughout the changeover.
