Fire sprinkler systems are typically judged at the moment of acceptance.

If the system passes its hydrostatic test, flows water as expected and meets the design criteria of NFPA 13, it is often considered successful.

But experienced professionals understand that commissioning is only the beginning.

The true measure of a fire sprinkler system is whether it remains reliable, serviceable and compliant years later as the building, occupancy and environment change.

Maintainability is rarely the primary focus during system design, yet it strongly influences long-term performance.

Systems designed with inspection, testing and maintenance (ITM) in mind tend to experience fewer impairments, lower lifecycle costs and more consistent compliance with NFPA 25.

Neglected systems can become difficult, time-consuming and risky to maintain.

This article explores how field experience highlights the importance of designing fire sprinkler systems for maintainability and how understanding the roles of NFPA 13 and NFPA 25 can support long-term reliability.

Understanding the different roles of NFPA 13 and NFPA 25

NFPA 13 and NFPA 25 serve different purposes.

NFPA 13 is an installation standard focused on the design and installation of fire sprinkler systems so they perform as intended at acceptance.

It addresses system layout, hydraulic criteria, component selection and installation practices.

NFPA 25 covers what happens after installation.

Its purpose is to provide minimum requirements for ongoing inspection, testing and maintenance of water-based fire protection systems.

It assumes that the system was installed correctly in accordance with NFPA 13 and focuses on keeping it operational over time.

As stated in NFPA 25 Chapter 1, the standard establishes requirements for periodic ITM and actions when changes in occupancy, use, process, materials, hazard or water supply could affect performance.

These ongoing responsibilities are not addressed in NFPA 13, yet they strongly influence system reliability.

A system can be fully compliant with NFPA 13 at installation and still be difficult to inspect, test and maintain in accordance with NFPA 25 if long-term access and service needs are not considered during design.

Code compliance vs long-term serviceability

Field experience shows that code compliance and serviceability are not always aligned.

A system may meet installation requirements yet place valves above hard ceilings, locate drains in impractical discharge areas or rely on test procedures that are difficult once the building is occupied.

These conditions complicate NFPA 25 compliance.

When systems are difficult to access or understand, inspection and testing become harder to execute consistently, increasing the likelihood of missed inspections, incomplete testing or deferred maintenance.

Designing with long-term serviceability in mind helps close this gap between installation compliance and operational reliability.

Accessibility and valve placement

NFPA 13 requires certain components, particularly control valves, to be accessible and visible from the floor so they can be located and operated quickly during emergencies.

Sectional control valves are expected to be accessible without ladders or special tools.

Other valves may be accessed less frequently but must still be reachable for maintenance.

Clear identification of valve function and appropriate access reduce confusion and improve compliance with both standards.

Designing for drainage and low points

Water migrates to the lowest point in a sprinkler system, where trapped water, debris and corrosion byproducts accumulate.

NFPA 25 requires auxiliary drains where trapped water is likely.

Low points may exist without proper drains, or drains may be installed where they are difficult to locate or operate.

Designing for maintainability means identifying and labelling low points and providing documentation on quantity and location for each dry or preaction system, reducing the risk of missed maintenance and freeze damage.

System stability over time

Air management is another area where installation intent and long-term performance can diverge.

While NFPA 13 requires air vents to remove trapped air in wet systems, air-related issues often emerge years later due to system modifications or ageing infrastructure.

From an ITM standpoint, trapped air complicates testing, contributes to corrosion and can produce inconsistent pressure behaviour.

Main drain tests often reveal these issues through abnormal readings or slow pressure recovery.

Designers who consider how air will be managed throughout the system’s lifecycle can specify air vents at multiple high points and corrosion monitoring at susceptible locations, creating systems that are more predictable and easier to maintain.

Simplifying testing

Systems that are difficult to test increase the likelihood that inspection and testing requirements become burdensome or inconsistently applied.

Clear identification of test valves, logical layouts and intuitive testing configurations help technicians perform required tests accurately and repeatedly.

When procedures are straightforward, they are more likely to be completed correctly and documented properly.

Designing for the entire lifecycle

Fire sprinkler systems are long-term assets expected to perform for decades.

NFPA 13 ensures systems are installed correctly, while NFPA 25 ensures they remain operational as conditions change.

When systems are designed with accessibility, serviceability and long-term ITM in mind, compliance becomes more consistent and reliability improves.

Maintainability should form part of the design review so ITM needs are addressed from the start, supporting safer buildings and greater confidence that systems will perform when required.

BAFSA records multiple lithium battery-related sprinkler activations

The British Automatic Fire Sprinkler Association (BAFSA) has reported a series of recent UK fire incidents in which sprinkler systems responded to lithium-ion battery fires linked to e-bikes and e-scooters.

According to Avon Fire and Rescue Service, one event occurred in a four-room flat where a hallway fire blocked the primary escape route.

A concealed sprinkler head above the fire activated and extinguished the blaze before crews arrived.

Ten people were trapped and later rescued from the fourth floor by aerial ladder platform.

The incident was reported to BAFSA’s Sprinkler Saves UK initiative.

BAFSA confirmed the system prevented escalation of the fire and limited injuries to minor smoke inhalation.

This is one of several reported cases involving sprinkler systems activating in response to lithium battery fires inside residential properties.

Birmingham e-bike fire controlled by residential sprinkler system

In a separate case from April 2023, West Midlands Fire and Rescue Service reported a lithium-ion battery in an e-bike caught fire while charging in the hallway of a retrofitted residential block of flats in Birmingham.

The fire blocked the internal escape route.

A sprinkler head activated and extinguished the fire.

Residents sought refuge on an external balcony until firefighters arrived.

No injuries were recorded.

According to a statement issued by West Midlands Fire and Rescue Service, a resident said: “We couldn’t get out. We were on the tenth floor. It was too high. I can tell you for sure that the sprinklers saved our lives. It is brilliant they were installed in the first place.”

Gloucestershire fire suppressed before fire crews arrived

Gloucestershire Fire and Rescue Service reported that in December 2024, an e-bike battery caught fire inside a studio flat within a house of multiple occupancy.

The fire was fully extinguished by a single sprinkler head in the room of origin.

The resident evacuated the building without injury.

The fire service was not required to suppress the blaze, which had already been controlled upon their arrival.

Station Manager Obi Selassie said: “If it was not for the activation of the sprinkler system extinguishing the fire before the arrival of the fire service, we could be discussing a different outcome for this incident.

“The benefits of sprinklers should not be underestimated – they save lives and reduce injuries, and protect firefighters.”

Sprinklers continue to activate in lithium battery incidents

According to BAFSA, none of the recent incidents led to fatalities.

All sprinkler systems operated as intended, with a single head controlling or extinguishing the fire.

In each case, the fire originated from a lithium battery installed in a personal electric transport device.

The sprinkler systems protected primary escape routes or enabled time for safe rescue.

BAFSA noted that although current UK sprinkler design standards do not specifically reference lithium-ion battery fires, these systems continue to demonstrate fire containment value.

All incidents were submitted to the Sprinkler Saves UK database.

BAFSA encourages further reporting of sprinkler activations that result in fire control or extinguishment.

The association uses the collected data to assess trends, support evidence-based advocacy, and raise awareness of sprinkler performance in residential and commercial settings.

BAFSA said the Sprinkler Saves UK project is designed to promote transparency and build a national picture of real-world sprinkler effectiveness.

According to Forbes, Alison Rini, the founder of Star Lab, set up the school in an unused building within a public housing complex.

Despite making minimal modifications, she encountered zoning and fire safety rules that imposed significant financial burdens on the project.

Her initial planning application required a $20,000 full survey, which was later reduced to a $1,035 scaled-down version.

After receiving conditional approval, she was informed that a sprinkler system was mandatory, with installation costs reaching $97,000.

Fire safety measures questioned by officials

According to Forbes’ report, Rini commissioned a fire safety engineer’s report to demonstrate the existing fire safety measures in the building.

The facility has smoke detectors, fire extinguishers, multiple emergency exit doors, and a maximum exit distance of 35 feet.

Despite this, Sarasota city officials maintained that the school’s fire precautions did not meet the required safety standards.

Larry Murphy, a city building official, stated: “The City worked diligently to have this project move forward and have made concessions to allow it to move forward. I am sure that the applicant would agree.”

Under Sarasota’s regulations, having more than five students in the facility would classify Star Lab as a school, triggering the requirement for a sprinkler system.

Without the ability to afford the upgrade, Star Lab has been unable to expand enrollment.

Rini argued that fire safety regulations should reflect the scale and design of modern small schools: “A school no longer means 800 kids in 60 classrooms on two floors.” She noted that her school operates on a single level with direct outdoor access.

Calls for policy adjustments

Forbes reported that some education advocates believe state and local governments should review regulations for small private schools.

They suggest allowing alternative fire safety measures in place of costly sprinkler systems when other protections, such as smoke detectors and clear emergency exits, are in place.

High-rise fire incident in Stockton

Two residents of Hume House, a high-rise building in Stockton, escaped a kitchen fire over the weekend, as reported by Cleveland Fire Brigade.

The fire, which started at 2:54am on Saturday, July 27, 2024, was caused by an unattended chip pan.

Seven fire engines from Hartlepool, Middlesbrough, Saltburn, Stockton, and Thornaby were dispatched to the scene.

The occupants were evacuated and assessed by the ambulance service.

The building’s sprinkler system activated, extinguishing the fire and isolating the flat’s electrics, thereby preventing further risk and damage.

Although there was water damage to the flat, the sprinkler system effectively minimised smoke damage and the potential spread of fire.

Cleveland Fire Brigade’s swift response ensured the safety of other residents in the building.

Cleveland Fire Brigade’s advice on fire safety

Joe Flounders, Head of Protection at Cleveland Fire Brigade, emphasised the importance of using safer alternatives to chip pans.

He said: “This incident serves as a stark reminder for residents to chuck out their chip pans, which are major fire hazards, and switch to safer alternatives like air fryers.

“We are incredibly thankful to Thirteen Group for having the foresight in installing the sprinkler system which activated, extinguishing the fire and preventing it from spreading within the flat, which could have been catastrophic.”

Flounders also highlighted the benefits of sprinkler systems: “We believe that sprinklers are a highly effective, reliable and a cost-effective fire safety measure that can save lives, reduce injuries, protect our firefighters who attend incidents, provide peace of mind for our residents and reduce property damage.

The Fire Protection Association (FPA) has released a revised Technical Bulletin (TB) as part of its LPC Rules for Automatic Sprinkler Installations 2015, providing updated guidance on the proper storage of idle pallets within the industry.

As reported by the FPA, the LPC Rules for Automatic Sprinkler Installations 2015 is the UK’s primary sprinkler installation standard, incorporating the full BS EN 12845:2015+A1:2019 standard and related Technical Bulletins.

The TB215: Sprinkler Protection of Idle Pallet Storage update addresses the increasing number of timber and plastic pallets found both internally and externally in various storage configurations.

Fire risks and solutions for idle pallets

The updated TB outlines the significant challenge idle pallet storage poses to sprinklers in controlling or extinguishing fires.

Wooden pallets, in particular, can dry out and ignite easily when stacked in piles inside warehouses.

TB215: 2024: 1 addresses these risks by providing enhanced solutions for contractors and clients.

The bulletin offers detailed guidance on pallet material classification, storage arrangements, and storage options concerning height and design density.

It also includes a cross-reference to TB234: Protection to High Hazard Storage (HHS) Configurations and information about sprinkler head requirements, Early Suppression Fast Response (ESFR) options, and confirmed water supply options.

Comprehensive research and updates for subscribers

The revised TB incorporates recent research reviewing fire test information and international standards to offer a more robust sprinkler protection option for idle pallet storage.

For digital subscribers, the TB has been automatically updated on both web and app platforms, while print subscribers will receive the update by post along with the necessary filing instructions.

This update follows the FPA’s launch of a subscription service for the LPC Sprinkler Rules in January 2024.
