However, lumen output alone does not determine usefulness, as excessive brightness without proper control can lead to glare, reduced contrast and eye fatigue, particularly in close-range or smoke-filled environments.

Candela measures the intensity of light focused in a specific direction and is closely linked to beam distance.

A higher candela rating indicates a tighter, more intense beam capable of projecting usable light over longer distances.

In outdoor search and rescue operations, candela is especially important for scanning treelines, open fields, waterways or elevated ground, where potential casualties may be located far from the search team’s position.

Strong candela output allows responders to identify reflective materials, movement or contrasting shapes at range without needing to physically cover every area on foot.

Beam pattern defines how light is distributed between the central hotspot and surrounding spill.

Flood beams provide wide, even illumination across a broad field of view and are well suited to interior searches, confined spaces and close-range work where peripheral awareness is essential.

Spot beams concentrate light into a narrower pattern, delivering greater reach and intensity for long-range searching and identification.

Many modern search and rescue lights combine these characteristics, offering a balanced beam that supports both distance work and situational awareness.

Selecting an appropriate beam pattern for the environment is often just as important as output figures when it comes to operational effectiveness.

Regulator introduces social media channels to share building safety guidance and news

Regulator launches digital channels for communication

The Building Safety Regulator (BSR) has launched dedicated social media channels to provide updates on building safety guidance, news and events.

BSR stated that the new channels follow its transition to a standalone organisation earlier this year and are intended to create a direct line of communication with industry and residents.

The channels will share building safety guidance, resources and information on online webinars and events.

They will complement the organisation’s GOV.UK page and its existing campaign website.

BSR stated: “The new channels will allow us to provide a direct, focused line of communication to everyone interested in building safety and the work of BSR.”

Access to information, updates and training

Following the new BSR channels will provide access to information for high-rise residents across England and updates on building safety reforms and legislation.

Users will be able to view links to transparency data and official guidance, alongside campaign updates and technical information for the construction sector.

The channels will also include details of free training, toolkits and webinars, along with opportunities to take part in BSR research projects.

BSR produces three regular ebulletins for industry, responsible persons and high-rise residents, providing updates on guidance, recent developments and opportunities to contribute feedback.

More than 21,000 subscribers currently receive these updates, with sign-up available for further users.

BSR stated that it will continue to expand its digital presence and update its website as additional platforms are introduced.

NVFC names Beedy, Leeb, Isakson among 2026 award winners

NVFC announces 2026 fire service achievement awards recipients

The National Volunteer Fire Council (NVFC) has announced the recipients of its 2026 fire service achievement awards, recognising individual and programme contributions across the volunteer fire service.

The NVFC confirmed that Roger Beedy, Frank Leeb, Grace Isakson and Plano Fire Explorers Post 215 have been selected across four award categories.

Roger Beedy has received the William J. Darley Lifetime Achievement Award for over five decades of service, including 54 years as a volunteer firefighter and EMT with the Cedar Canyons Volunteer Fire Department in Indiana.

Beedy has served in operational and leadership roles, supported department activities including training, maintenance and fundraising, and contributed to statewide efforts through the Indiana Volunteer Firefighters Association.

Frank Leeb has been named recipient of the Chief James P. Seavey Sr. Health & Wellness Leadership Award for his work in firefighter health, including contamination reduction protocols and cancer prevention education.

Leeb has served more than 40 years in the fire service, including a 31-year career with the Fire Department of New York (FDNY), where he held roles such as chief of the fire academy, chief of training and chief of safety.

Grace Isakson has been selected as Junior Firefighter of the Year, having completed more than 330 service hours in 2025 while undertaking EMT training and serving as captain of Plano Fire Explorers Post 215.

Isakson has contributed to training, ambulance ride-outs and community events, alongside mentoring other programme members and supporting outreach activities.

Plano Fire Explorers Post 215 has received the Junior Firefighter Program of the Year Award, recognising its structured training programme and community engagement.

The programme includes classroom instruction, practical training and station assignments, with Explorers completing more than 3,200 service hours in 2025.

Recognition ceremonies and NVFC leadership comments

NVFC Chair Steve Hirsch said: “Fire service volunteers make a significant impact in their communities every day, and we are excited to recognize the extraordinary accomplishments of our 2026 award winners.

“This year’s recipients showcase commitment and service from those just starting out to those who have spent a lifetime giving back.

“They exemplify what makes our nation’s volunteer fire service so outstanding.”

Beedy, Leeb and Isakson will be recognised during the NVFC spring conference on May 16 in Alexandria, Virginia.

S Jones Conversions stated that visitors will be able to view virtual 3D modelled tours of containerised engineered solutions including battery storage units, switchgear enclosures, water treatment systems and compressor housing.

Each unit is manufactured at its Aldridge workshop and designed to meet specific industry requirements, with visitors able to examine internal layouts, configurations and installed safety and fire protection systems.

A virtual reality tour of the company’s battery storage unit will also be available for visitors.

Whitepaper assesses mission-critical voice options for UK emergency services

A whitepaper published by Analysys Mason compares TETRA and LTE-based systems for mission-critical voice communications used in public protection and disaster relief operations.

The paper is written by Charles Murray, Sviat Novik and Fabio Amann Fernández and examines whether LTE-based systems, including the Emergency Services Network (ESN), can replace TETRA for emergency service voice communications.

It assesses the two systems across coverage, resilience, operational features and future readiness.

The paper states that TETRA delivers more consistent and predictable coverage because it operates on lower-frequency spectrum, allowing signals to travel further, penetrate buildings more effectively and degrade more gradually at the edge of coverage.

LTE-based systems are described as more susceptible to attenuation, with signals weakening more abruptly, especially indoors and behind obstacles.

It adds that TETRA users already understand known weak spots through operational experience, whereas LTE coverage remains dependent on future upgrades, testing and infrastructure expansion.

Whitepaper details resilience and operational differences

According to the whitepaper, TETRA is inherently more resilient because it is designed specifically for emergency services and runs on dedicated spectrum with hardened infrastructure and redundancy across power and backhaul.

The paper states that this leads to more predictable behaviour during outages, with failures typically limited to local areas.

LTE-based systems are described as more exposed to shared infrastructure dependencies because they rely on commercial mobile networks.

The paper notes that faults affecting shared exchanges or fibre routes can cause wider disruption across multiple sites at the same time.

It also states that TETRA maintains stable voice communication during major incidents, power outages and high-demand scenarios because it does not carry public traffic.

LTE-based systems can face congestion from public users in dense areas or during large events, which may delay responders trying to connect before priority mechanisms are applied.

Whitepaper points to hybrid approach

The whitepaper identifies direct mode operation and ground-to-air communication as two operational areas where TETRA currently retains an advantage.

It states that LTE-based equivalents exist in technical standards, though they remain in development, require additional certification and have not been deployed at national scale.

The paper also reviews programme costs and delivery timelines linked to ESN, stating that deployment depends on large-scale infrastructure upgrades, extended testing periods and uncertain timelines for full operational readiness.

It includes figures showing that TETRA operates at around 400 MHz compared with around 800 MHz for LTE, and that LTE experiences 5 – 6 dB higher path loss than TETRA.

The paper also states that around 1500 buildings have already been identified for ESN in-building upgrades, that historic Airwave costs were approximately £450 million per year and that ESN costs are estimated at £370 – £420 million per year once operational.

This year marks ten years since Motorola Solutions acquired Airwave.

It concludes that TETRA remains the most reliable platform for mission-critical voice communication and presents a hybrid model, with TETRA for assured voice and LTE for data and supplementary services, as the most practical strategy for the foreseeable future.

CROSS UK examines Glasgow Union Street fire lessons

Timber floors, concealed cavities and linked roof spaces can allow fire and smoke to move through a building without being seen.

The article says many historic buildings also lack a clear documented fire strategy.

Original drawings may be incomplete or unavailable.

A building may also have changed use several times across its life, altering layouts, occupancy patterns and fire loading.

Service penetrations for ductwork, cables and pipework can also create routes for fire spread where openings are not properly fire stopped.

Managing fire safety in heritage buildings

CROSS UK says effective management in heritage buildings starts with a competent fire risk assessment that reflects the building’s construction, layout and current use.

The article says this work may require a fire risk assessor with experience of heritage buildings, especially where concealed spaces or older construction systems are involved.

It also calls for a formal fire strategy that addresses life safety and property protection.

That strategy should cover detection, compartmentation, suppression and management.

In leased buildings, leaseholders and landlords may each hold responsibilities for fire safety measures in different parts of the premises.

The article says coordination between responsible persons is needed so that fire risk assessments and fire strategies align across the whole building.

It also points to early detection, maintenance, housekeeping, control of contractors and hot work, protection of compartmentation and control of fire loads and ignition sources as parts of fire safety management in older buildings.

The article ends by stating that fires in historic buildings can leave lasting economic and cultural damage, and that protecting them depends on a proactive and coordinated fire safety approach.

Ramtech publishes 2026 construction fire safety whitepaper

Ramtech whitepaper revisits NFPA 241

Ramtech has relaunched its construction fire safety whitepaper with a 2026 edition focused on NFPA 241 gaps, expected code changes and the use of wireless systems on US projects.

Ramtech said the refreshed paper is titled Closing the Gaps in Construction Fire Safety and follows its earlier whitepaper No Site Left Behind: The Modern Fire and Life Safety Solutions for Construction.

The paper says fragmented adoption across states, reliance on older editions and a minimum code mindset continue to weaken site fire safety.

It gives early insight into expected areas of change in the forthcoming NFPA 241 2026 revision, including guidance for mass timber construction, tighter site security requirements, clearer Fire Prevention Program Manager responsibilities and stronger links with other NFPA and International Fire Code standards.

James Pecz, Ramtech’s North America lead and member of the NFPA 72/241 Temporary Fire Alarm Task Group, said: “Across the U.S., adoption of NFPA 241 is still highly inconsistent.

“My work on the NFPA 72/241 Temporary Fire Alarm Task Group has highlighted how reliance on older editions or minimum-code compliance leaves sites exposed, especially as projects become larger and more complex.

“Wireless detection and notification systems can bridge these gaps, helping contractors meet best-practice standards while protecting people, assets, and schedules.”

Project examples and US office opening

The report includes project insight from Barton Malow, Space Age Electronics and Ramtech, alongside case material from large developments in Detroit and California.

Kyle Jarvenpaa, vice president of business development at Space Age Electronics, said: “Projects with hundreds of workers across dozens of floors present unique challenges.

“The real test isn’t just knowing the code – it’s making sure every worker hears the alarm, every floor is cleared, and safety teams have real-time visibility.

“Coordinated wireless detection and notification systems turn complex safety plans into action, giving workers confidence they’ll be alerted immediately in an emergency, while helping teams respond faster and keep projects moving efficiently.”

The report says Authorities Having Jurisdiction (AHJs) are increasingly recognising wireless fire detection and notification systems as a practical way to address compliance gaps when permanent systems are not yet operational.

On the $1 billion Hudson’s Detroit development, project safety professional Anna Kahl said: “On a project of this size, evacuation planning can’t rely on assumptions.

“Noise, height, changing access routes, and limited visibility are the norm, not the exception.

“A coordinated alarm system that reached all workers at the same time was vital – it kept our team safe and gave us confidence in every drill.”

A case study in the whitepaper also describes the deployment of more than 350 wireless devices on a $1.3 billion resort development in California.

The relaunch follows the official opening of Ramtech’s dedicated US office in Charlotte, North Carolina, in October.

Pierce Manufacturing launches High Flow Phase I

Phase I of the new High Flow production line has launched at Pierce Manufacturing’s Appleton, Wisconsin manufacturing campus, changing the custom chassis assembly process as part of a wider manufacturing update.

Pierce Manufacturing, an Oshkosh Corporation business, announced the launch as part of its multi-year modernisation programme and ongoing $150 million investment across manufacturing facilities in Wisconsin, Florida and Tennessee.

The company said the High Flow Line introduces a redesigned manufacturing model centred on balanced workloads, enhanced quality controls within the production line and integrated technology.

Pierce said Phase I is already delivering measurable improvements across the custom chassis production process.

The company linked the line to plans to expand production capacity and improve quality, with the aim of reducing fire apparatus lead times.

According to Marty Bass, president of Pierce Manufacturing: “These investments reflect our continued focus on transforming how custom fire apparatus are built to meet the needs of modern firefighting.

“By integrating High Flow production principles with advanced technology and expanded facilities, we’re creating safer, more efficient work environments for our team members while accelerating lead time reductions for our customers.

“We’ve already reduced lead times by more than three months from their peak, and we expect this next phase will build on that momentum.”

Pierce Manufacturing outlines further production changes

Pierce said later phases of the High Flow Line will change the remaining final assembly operations in the second half of 2026.

The company said improved workflow design and closer alignment of labour and resources are supporting faster backlog reduction while maintaining customisation, craftsmanship and performance standards.

Phase I also includes expanded use of digital work instructions, improved tooling, ergonomic workstations and advanced inspection technologies.

Pierce said these changes add to other recent Appleton campus investments, including advanced automation, robotics, fabrication technologies and expanded paint capacity.

Across its operations, the company said it has added more than 500,000 square feet of facility space, invested over $70 million to date and hired about 800 new team members.

Bass added: “With High Flow, we’re embedding continuous improvement into every stage of production.

“This approach helps eliminate waste, simplify work and elevate customer quality while creating a more consistent, predictable manufacturing process that supports our teams and our customers.”

Additional phases of the High Flow Line are planned as Pierce continues applying its modernised production model across operations.

Jamaica Fire Brigade receives helmets donation from Rosenbauer America following Hurricane Melissa

Helmets donation to support Jamaica Fire Brigade

Rosenbauer America has donated 99 HEROS Titan Pro firefighting helmets and maintenance parts to the Jamaica Fire Brigade following Hurricane Melissa in late 2025.

Rosenbauer America confirmed the donation, valued at $61,647 USD, was provided in response to a request coordinated by National Safety LTD, its authorised dealer in Jamaica.

Hurricane Melissa struck Jamaica in late October 2025 as a severe storm and caused widespread damage across communities, placing pressure on emergency response resources.

National Safety LTD led outreach to industry partners in the weeks after the storm to secure equipment support aimed at restoring operational readiness for firefighters across the island.

Equipment details and response from organisations

The helmets supplied are Rosenbauer HEROS Titan Pro models and are accompanied by maintenance parts intended to support continued use during recovery and routine operations.

The Jamaica Fire Brigade (JFB) is expected to use the equipment to maintain frontline response capability while recovery work continues.

National Safety LTD stated: “On behalf of the Commissioner, we extend the Jamaica Fire Brigade’s sincere appreciation for this timely and impactful donation.

“These helmets will meaningfully support the men and women who continue to serve communities despite resource challenges.

“This contribution will enhance the Brigade’s firefighting and rescue capabilities, and the JFB is grateful to Rosenbauer America for its support.”

Joe Caughey, Director of Firefighting and Body Components for Rosenbauer America, said: “Supporting firefighters—wherever they serve—is fundamental to who we are.

New £70m building safety package backs inspectors and fire engineers

Building safety funding announced for key professions

New £70 million funding has been announced to address shortages in building safety professions and support the delivery of 1.5 million homes.

The Ministry of Housing, Communities and Local Government said on 26 March 2026 that the three-year programme will increase the number of Registered Building Inspectors by up to 700 and expand fire engineering education.

The funding is split between Building Control, which will receive £55 million, and Fire Engineering, which will receive £15 million.

It is intended to increase the number of Registered Building Inspectors, including those in Class 3H who can inspect High-Risk Buildings.

The programme will also increase the number of Fire Engineers and the availability of Fire Engineering education.

How the funding will be used

Funding for Building Control will support local authorities’ building control teams in England to recruit new Registered Building Inspectors and train them to the required Class 2 standard.

It will also fund the upskilling of existing Registered Building Inspectors, with many training to the standard needed to inspect High-Risk Buildings in Class 3H.

Additional funding will support the training of new entrants in Registered Building Control Approvers and local authorities.

For Fire Engineering, the funding will develop higher education provision through postgraduate bursaries, along with research and academic development.

The mechanisms for applying for the funds are currently under development and more information will be published in the coming months.

Minister for Building Safety, Fire and Democracy Samantha Dixon said: “We’re boosting the building safety workforce to get more skilled building inspectors and fire engineers into the system quickly to keep people safe and unlock the new homes this country needs.

“This is a vital step in building 1.5 million safe homes and ensuring we continue to deliver on lessons from the Grenfell Tower tragedy.”

The government said the programme responds to recommendations from the House of Lords regulatory committee, along with concerns raised by the Fire Engineers Advisory Panel, responses to the Building Control Independent Panel’s call for evidence and the Grenfell Tower Inquiry.
