IWMA introduces The Matrix to its website

The International Water Mist Association (IWMA) introduced The Matrix to their webpage. The document is a visualisation of all current water mist applications and associated fire test protocols that have been published by certification/test agencies. IWMA board member Jonathan Carpenter of FM Approval explains: “The intent is to showcase that water mist systems are a fire protection option in many applications that have avenues for testing and certifications from third party agencies.”

The Matrix lists applications where water mist is a fire protection option for different hazards and occupancies, in both land and marine segments, and the associated fire test protocols available for each. It will be useful for all parties involved in the fire protection industry, particularly for those not directly involved such as insurance companies, architects and end users.

The Matrix will be updated quarterly or more frequently based on the amount of requests and changes in the industry.

Member of the board Alex Palle of VID Fire-Kill says: “We have now made it easier to define which solutions are suited for a given risk – knowledge that typically can be found in codes and standards covering more standardized firefighting technologies, but for water mist has been difficult to describe as each water mist solution is somewhat unique.”

Model V-EP Attic sprinkler from Viking allows for design with lower flow rates

The Viking Corporation has announced availability of a new specific application sprinkler designed to protect challenging attic spaces. The 5.6 K-factor “Model V-EP” VK690 allows for an enhanced system design which eliminates the need for additional branch lines, reducing installation and materials costs. In addition, the sprinkler can reduce flow and pressure requirements compared to other attic protection schemes.

When used in conjunction with Viking’s existing Model VK697 5.6 K-factor attic upright sprinkler, the new Model V-EP attic sprinkler can protect up to 80 ft roof spans using 3 branch lines, and up to 100 ft spans with a 5 branch line design, with roof pitches ranging from 2½:12 through 6:12. Additionally, the VK697 and VK690 used together allow for flows as low as 20 gallons per minute and a minimum operating pressure of 13 psi. Thorough design criteria may be found on the sprinkler’s technical data sheet.

The cULus Listed sprinkler is available in brass or corrosion resistant ENT plating. With a thread size of 1/2” NPT or 15 mm BSPT, the 5.6 (80) K-factor sprinkler can be ordered with an intermediate temperature rating of 200° F (93° C).

The product joins Viking’s complete line of attic sprinklers, which also includes back-to-back, single directional, and HIP style sprinklers.

California firefighters defend homes at Mount Wilson Observatory

On Tuesday 22nd September, US fire crews fought to defend homes and the famed Mount Wilson Observatory from California’s biggest and most dangerous wildfire, standing their ground at a major highway between the flames and populated areas.

The Bobcat Fire, which broke out Sept. 6 in the Angeles National Forest north of Los Angeles, has already blackened an area larger than the city of Atlanta and its rapid spread prompted worried law enforcement officials to call for new evacuations on Monday evening.

Once home to the largest operational telescope in the world, the Mount Wilson Observatory, which sits on a peak of the San Gabriel mountains near vital communications towers, said in an update that almost all the forest around it had burned.

Firefighters overnight kept the Bobcat from breaching containment lines near the observatory and were preventively burning vegetation ahead of the fire along state Highway 2, which runs northeast from Los Angeles.

This summer California already has seen more land charred by wildfires than in any previous full year, with some 3.4 million acres burned since mid-August.

The fires, stoked by extreme weather conditions that some scientists call evidence of climate change, have destroyed some 6,100 homes and other structures and killed 26 people, three of them firefighters.

Another 2 million acres have burned in Oregon and Washington during an outbreak of wildfires, destroying more than 4,400 structures and claiming 10 lives. But rain showers across the western Cascade mountain range helped fire crews in the Pacific Northwest gain control of those conflagrations.

Although California has seen little rain in September, bouts of high temperatures and gale-force winds have given way in recent days to cooler weather, enabling firefighters to gain ground.

But forecasters predict rising temperatures, lower humidity and a return of strong, erratic winds around midweek in Southern California and by the weekend across the state’s northern half, lending urgency to the firefight.

The Bobcat Fire has now scorched more than 109,000 acres to become one of the largest wildfires in recorded Los Angeles County history and was only 17% contained on Tuesday afternoon.

The flames came perilously close to the Mount Wilson Observatory last week before they were driven back by crews using air support.

Several more areas, including Pasadena, a city of 140,000 people, remained under evacuation warnings.

California’s fire season historically has run through October. Five of the state’s 20 largest blazes on record have occurred this year.

Cladding removal plans submitted in Reading

The application to remove combustible aluminium composite material (ACM) from Hanover House in the city of Reading has been submitted, three years after the cladding was discovered.

In November 2017, firefighters for Royal Berkshire Fire and Rescue Service (RBFRS) recommended the closure of the car park below the tower after ACM was discovered, with RBFRS stating that it recommended this ‘due to fears a vehicle fire could spread to the flats above’. The car park was discovered to have used ACM identified in the government’s safety tests, though residents of the newly refurbished flats were ‘still in their homes’.

The seven storey building, a former driving test centre, was converted from offices into 14 flats without ‘changes to its external appearance’, receiving a new roof and internal refurbishment. Each of the flats and the communal areas are fitted with sprinklers, and ‘have other safety measures’ according to RBFRS, which was ‘notified’ about the cladding in the car park ‘as a result of guidance’ from the Ministry of Housing, Communities and Local Government.

Reading Chronicle has now reported on the plans submitted to remove the cladding from the block, with the statement from Oxford Architects stating: ‘The existing cladding has been confirmed by the Berkshire Fire Service as potentially proposing a fire safety risk to the residents at Hanover House. The current building is therefore not providing a safe environment for its residents.’

The news outlet said that plans to remove the cladding had been approved in October 2018, but permission expired a year later ‘with no work having taken place’, and the latest proposal ‘seeks to both remove and replace’ the ACM with a powder coated metal system that Hanover House Residents Management Company – which manages the block – says ‘meets all necessary fire and safety requirements’.

It added in turn that a Reading estate agent had been fined £30,000 for ‘delaying telling buyers of a flat in the block’ about the cladding, with the building one of four in Reading discovered to have been clad with ACM, including St Lawrence House, a social housing block; Queen’s Court, a student accommodation block; and Crossway Point, another social housing block.

Of those buildings, the cladding at Lawrence House was removed at the end of 2019, while the material on Queen’s Court was removed in March 2020; remedial work at Crossway Point was paused as a result of the COVID-19 pandemic, and is expected to be concluded in December.

Johnson Controls unveils advanced smoke detection technology

Johnson Controls has introduced advanced smoke sensors built upon the established performance of its flagship TrueAlarm technology that is designed to meet 2021 UL standards.
The latest updates to UL 268, Standard for Safety of Smoke Detectors for Fire Alarm Systems, call for significant improvements to smoke detection technology.
Set to take effect in June 2021, the new UL 268 seventh edition standard requires smoke sensors, detectors and smoke alarms to pass more than 215 new or revised performance tests, including three new challenging tests: a cooking nuisance alarm test, a flaming polyurethane foam test and a smoldering polyurethane test, said the statement from Johnson Controls.
To satisfy these requirements, the smart and sustainable buildings specialist has introduced advanced smoke sensors built upon the established performance of its flagship TrueAlarm technology.
The UL 7th edition polyurethane tests better represent the type of smoke and flames produced in modern building fires due to the increased use of synthetic furnishing materials that can ignite and burn faster than other materials, said the statement.
The cooking test was added after research showed people frequently disable smoke alarms due to nuisance alarms caused by cooking and shower steam, it added.
The new TrueAlarm sensors provide earlier detection, better fire type recognition and fewer nuisance alarms. They use sophisticated algorithms to analyze particles and determine whether they are generated by an actual fire rather than smoke or steam from cooking.
Sensor alarm points can be programmed for timed, multi-stage operation per sensor. A lower percentage alert can cause a warning prompt to investigate the issue while a higher programmed percentage will initiate an alarm.
“The design of our new sensors is based on decades of fire detection experience and demonstrates our commitment to creating the most innovative and reliable products in the industry,” remarked Peter Ryan, senior commercialization manager, Global Fire Detection Products, Johnson Controls.
“These re-designed smoke sensors reduce the number of nuisance alarms while providing early notification, when needed, to help building occupants evacuate quickly and safely during a fire event,” he added.
Johnson Controls said the ability of the redesigned TrueAlarm sensors to intelligently differentiate between high-risk fires and burning food or steam is especially important for commercial spaces such as hotels, dormitories, hospitals and other facilities that are prone to nuisance alarms.

Survitec: Better crew training needed for CO2 firefighting systems

Survitec is advising the maritime industry to ensure fixed fire-fighting systems are commissioned by their original equipment manufacturers and that crews undergo basic system configuration training, following a spate of incidents where ship fires have been exacerbated through incorrect use or installation of CO2-based extinguishing systems.

While the International Maritime Organization’s FSS Code provides engineering and design standards for all types of fire extinguishing systems, there are no mandatory regulations governing their installation and commissioning, only recommendations. Standards on operation and maintenance have improved over the last years but in many cases, they are still seen as guidelines

Survitec said that although these guidelines should be followed, there have been several incidents in recent times where fixed fire extinguishing systems have failed.

“While it is difficult to put a number on all the fire related incidents where incorrect installation, operation or maintenance of a fixed firefighting system has resulted in system failure, injury or death, the subsequent accident investigations offer a difference perspective on the effectiveness of the current regulations and guidelines,” said Mats Hestmann, Survitec Group QHSE Manager.

“Fire safety systems are inherently designed to protect and save lives. However, if these systems are incorrectly used, installed or insufficiently inspected and maintained, the consequences can be severe,” said Hestmann.

MSC.1/CIRC 1318, the Guidelines for the Maintenance and Inspections of Fixed Carbon Dioxide Fire-Extinguishing systems was released in June 2009 and have been adopted by most Flag states, but some are still following their own set of standards.

Hestmann, believes that it would be beneficial for MSC.1/CIRC 1318 to become even more structured as is the case with MSC 1432, clearly defining what should be inspected. Once the majority of flag states have adopted an MSC circular, it then becomes a resolution making it mandatory.

He adds: “Great improvements to safety have come as a result of IACS Z-17 Service provider approvals. However, it’s not the failure of the firefighting system that is resulting in so many incidents, but rather the lack of system knowledge and poor operator training.

“There should be more effective rules governing system training; because a crew member is familiar with one firefighting system doesn’t mean they are appropriately trained to use another manufacturer’s system or even a different system configuration. While the product itself might be standard, the layout of the system, the location of valves, cylinders, and vents and so on will differ from ship to ship. Certainly, crews need to be better trained in the use, operation and maintenance of these systems.”

Erik Christensen, Technical Director Fire Fighting said: “We have seen a number of incident reports where human error in the use of firefighting systems is a common factor. Valves have been closed when they should have been open, ventilation flaps left open with main generators still running during the fire.

“Carbon Dioxide is a dangerous gas and any system that has been incorrectly installed, maintained or operated could not only fail to extinguish the fire but be very harmful to the crew.”

As the market leader and a champion of maritime safety initiatives, Survitec is fostering greater fire safety and systems awareness across the industry. It has already issued advice notices and is raising wider awareness of the need to ensure firefighting systems are correctly installed, regularly maintained, serviced and that crew operating the systems are trained and understand how to use the specific system.

“We want to ensure that operators and crews have a much better understanding of how fixed firefighting systems operate and the importance of regular, properly carried-out maintenance. With greater knowledge, they will be able to overcome many of the operational challenges they face and prevent system failure when it is required in an emergency.

“Crews can be better equipped to fight fires more effectively, more safely, but any initiative needs to work in harmony with the rules, some of which could do well to be revised,” said Hestmann.

Kentec launches iNS – Intelligent Networking Solutions

Kentec has launched its Intelligent Networking Solutions (iNS) providing advanced interconnectivity and monitoring of fire alarm control panel networks – critical where multiple panels are installed across a single site.

The sharing of status information between protected areas is essential to the management of site safety procedures, enabling the correct response when an event such as a fire occurs, for example, the direction of emergency responders and phased evacuation of building or areas.

The iNS product range is said to provide solutions for advanced networking of addressable fire alarm systems (both new and already-installed legacy panels such as Taktis and Syncro), and Remote Interface Modules (RIM) for simple interconnectivity solutions for non-networkable systems using ethernet networks. A Transient suppression module (TSM) provides network protection from Transient voltages.

The performance of any networked fire system relies on efficient data flow between panels. Losses in data will slow response times and can result in intermittent fault events as the panels fail to communicate correctly. iNS network analysers are compatible with the full range of Kentec addressable fire alarm panels, and even though Kentec’s panels use the most robust RS485 data protocols, Kevin Swann, Managing Director of Kentec, says the protocol can still be affected by poor-quality cables and extreme external interference:

“iNS network analysers are designed to continuously monitor network performance and where possible automatically compensate for changes in data quality and signal strength, ensuring the network is always preforming at its optimum level,” he says. “One of the key features of these modules is the monitoring and diagnostics function which not only makes fault finding quicker and easier, but also enables preventative maintenance by highlighting performance issues before a critical failure.”

iNS network analysers provide both copper and fibre optic network solutions. RIM modules are said to provide “straightforward interconnectivity of panels” that are non-networkable or where it is not possible to run cables between panels. RIM modules monitor fire and fault status outputs on a fire alarm control panel and can transmit the active state of these outputs to another remote fire alarm control panel using an existing ethernet network. This enables two panels to share simple status information.

Transient Suppression Modules are designed to protect the fire alarm control panel from transients on the network cabling, and can also be used as an RS485 repeater/booster to extend the distance between panel nodes on an RS485 wired network.

New survey says landlords ‘need at least two years to comply’ with building safety bill

A survey of landlords found that one in three expected to need ‘at least two years to comply’ with the changes outlined in the building safety bill.

In July, the government published the draft bill, which included mention of the new role of the accountable person, who will ‘have to listen and respond’ to concerns and ensure resident are heard, called the accountable person. There will also be resident and leaseholder access to ‘vital’ safety information about buildings, and new complaints handling requirements for ‘effective action’.

The BSR will ‘oversee all this and make sure that accountable persons are carrying out their duties properly’, and ‘ensure that high rise buildings and the people who live in them are being kept safe’, with ‘new powers to raise and enforce higher standards of safety and performance across all buildings’. Resident panels will be appointed to have a voice in developing the regulator’s work.

The government will also be ‘speeding up’ its work with finance and insurance sectors to protect leaseholders from fire safety costs ‘without relying on tax payers’ money’, while a new building safety charge will make it ‘easy for leaseholders to see and know what they are being charged for’. To ensure these costs are affordable, the government has ‘deliberately included powers to limit’ costs that can be re-charged to leaseholders.

‘For the first time’ new build buyers will be able to complain to a new homes ombudsman, and developers will have to be a member of the scheme, with the ombudsman having the power to require they ‘pay compensation’. For construction, the bill will ‘fully establish’ the BSR to ‘enforce new rules and take strong actions against those who break them’, ensuring they are ‘accountable for any mistakes’.

The BSR’s three functions including overseeing safety and standards of all buildings; ‘directly’ assuring safety of higher risk buildings; and improving the competence of those ‘responsible for managing and overseeing’ works. A ‘more stringent’ set of rules for high rises will apply when buildings are ‘designed, constructed and then later occupied’, with each stage making it ‘clear who is responsible for managing the potential risks and what is required to move to the next stage’.

This ties into the “golden thread” of ‘vital information about the building’, and buildings need to be registered with the BSR as well as apply for a building assurance certificate. The accountable person will then need to ‘conduct and maintain’ a safety case risk assessment and appoint a building safety manager ‘to oversee it day to day’, with building inspectors ‘responsible for signing buildings off as safe for people to live in’ also having to follow the rules and register with the regulator.

Additionally, the government will have the power to ‘better regulate’ construction materials and products, and ‘ensure they are safe to use’. Ministers will appoint the UK’s first chief inspector of buildings, who will lead the new regulator ‘to make sure effective action is taken where concerns are raised’.

It was later reported that a survey of 1,000 leaseholders across the UK found that 70% were ‘reluctant and worried’ over the plans for increased responsibility for flat block safety, before leaseholders in Leeds stated the plans had caused them ‘enormous alarm’. In August, more details were provided, including planned new penalties of up to two years in jail for breaching the bill, while other information on fire related elements was provided.

Inside Housing has now reported on a survey of social and private landlords of 1,048 high rise buildings undertaken by software platform TrackMyRisks on behalf of the Building Safety Register. The survey found that a third of landlords believe they ‘will need more than two years to get up to speed’ with the bill’s requirements, with 33% expecting it would take ‘more than 25 months to demonstrate compliance with all parts’ of the bill.

Issues with compliance identified by the respondents included the bill’s ‘complexity’ and ‘absence of clarity’, alongside ‘competing organisational priorities’ and the volume of high rises that some wold ‘need to submit to the new regulator’. Compliance costs were also identified as a problem, with 45% stating that the bill would have a ‘significant negative impact on their organisations’ finances’, and another 33% saying it would have a ‘moderately negative impact’.

Over half, or 56%, of respondents had fewer than 20 high rises in their portfolio, with 33% having 20 to 150 high rises and 11% having over 150; 78% said that their organisations had not yet written any ‘building safety cases’, while 22% said they had written ‘between one and five’, with these cases part of the new building safety regime proposed – no respondents ‘could provide an estimate for the average cost of producing each building safety case.

Matt Hodges-Long, co founder of TrackMyRisks, commented: ‘Much of the media attention relating to [the] building safety bill impacts is understandably written from a resident’s perspective. We felt it was important to understand the scale of impact on the supply side of the equation so we surveyed senior housing execs representing more than 1,000 higher risk buildings.

‘The overwhelming narrative through all of our one-to-one interviews was the absence of guidance, the scale of the implementation challenge and how long it would take to achieve the required level of cultural change.’
