AFSA Announces Scholarship Program for Designers

In response to the pressing industry requirement for fire sprinkler designers, the American Fire Sprinkler Association (AFSA) is launching a new scholarship initiative aimed at designers employed by AFSA Category 1-3 members.

The 2023 scholarship program is set to reward dedicated participants from both AFSA’s Beginning and Intermediate Design Schools.

The scholarships will include the full coverage of registration fees and travel expenses such as airfare, hotel accommodations, and meals for one of the AFSA’s 2023 educational schools.

To apply, applicants must complete an online form, which will include questions for both the contractor and the designer. The retail value of each scholarship is $4,500.

A specialised subcommittee from AFSA’s Public Education & Awareness Committee will meticulously review applications and select the scholarship recipients.

Bob Caputo, CFPS, President of the AFSA, said: “The AFSA Technical Services and Engineering team has revamped and revised our Design School offerings and we’re proud to have this new scholarship program in the hope of helping to deliver more layout technicians to our members.”

A practical approach

AFSA’s Beginning Design School provides a comprehensive, practical approach to the creation of fire sprinkler system blueprints. This program is primarily targeted at trainees and entry-level technicians with a minimum of six months of experience, or seasoned professionals looking to transition to system layout.

For seasoned layout technicians, the AFSA’s Intermediate Design School offers a deep-dive into their utilized tools, and an in-depth understanding of layout standpipe, fire pump, seismic protection, and the design requirements for general storage. This program is aimed at proficient trainees and technicians with at least one year of system layout experience. Prior experience with Hydratec or Autodesk Revit is not required, but computer literacy is essential.

Registration now open for annual 9/11 Memorial Stair Climb

Pierce Manufacturing Inc. has announced the commencement of registrations for the 11th annual 9/11 Memorial Stair Climb. The event, co-hosted by Pierce and the Green Bay Metro Fire Department, is slated to be held at Lambeau Field in Green Bay, on Saturday, September 9, 2023.

The stair climb welcomes individuals to remember and honor the 343 firefighters who lost their lives in the tragic event of September 11, 2001. Proceeds from the event will support the National Fallen Firefighters Foundation (NFFF).

Last year, the memorial stair climb at Lambeau Field saw record participation, with over 2,800 attendees which included fire service personnel, their families, friends, and community members. Together, they raised over $180,000 for the NFFF.

Chief Matthew Knott of the Green Bay Metro Fire Department noted the significance of the event: “Over two decades have passed since 9/11, but the memory of that day is still deeply ingrained in our minds. Our yearly memorial stair climb serves as a modest tribute to the firefighters who lost their lives on that fateful day,” stated Chief Matthew Knott from the Green Bay Metro Fire Department. “We’re thankful for the chance to enable individuals to acknowledge these brave souls and to generate funds for the invaluable support offered by the NFFF.”

Participants of the event will ascend Lambeau Field’s stairs, equivalent to the 110 stories of the World Trade Center towers. Each climber will carry an honor badge with the name and picture of a fallen firefighter, symbolizing their ascent on 9/11. When climbers reach the equivalent of the towers’ 78th floor, the highest point reached by the firefighters on that day, they will ring a fire bell to pay tribute to the firefighter on their badge. The event is not competitive and participants can climb as many stories as they choose.

The event details are as follows:

  • Early bird registration fee is $35 per climber till July 8, which will increase to $40 from July 9 to August 12, and then to $45 till the day of the event.
  • Pre-registrants will receive an event t-shirt if registered by August 12, and all climbers will receive an honor badge.
  • Pre-event check-in is available on September 8 from 4:00 p.m. – 7:00 p.m. near Lot 5 at Lambeau Field.
  • The opening ceremony will commence at 9:00 a.m. on September 9, featuring the Presentation of the Colors, National Anthem, remarks from the NFFF, and a prayer.
  • Climbers will start in 10-minute waves of 343 climbers on a first-come, first-served basis.
  • Entertainment will be provided near the Kwik Trip Gate for attendees and participants.

USFA to replace legacy NFIRS with new advanced platform

The US Fire Administration (USFA) has announced the initiation of an ambitious modernisation project to develop a new, interoperable fire information and analytics platform, dubbed the National Emergency Response Information System (NERIS).

The cutting-edge platform is set to revolutionise the American fire and emergency services by providing near real-time information and analytics tools to enhance data-driven decision-making for improved preparedness and response to all hazards.

NERIS aims to integrate data from a variety of federal data sets, computer-aided dispatch, and other live-data sources. This amalgamation of information will enable community risk assessment, encompassing vulnerable populations, the wildland-urban interface, drought areas, and flood plains.

NERIS will facilitate rapid data capture from hostile event responses, including responses to structure fires, emergency medical incidents, and hazardous materials events.

This project is made possible by a research and development contract awarded through the U.S. Department of Homeland Security (DHS) Science and Technology Directorate’s (S&T) Long-Range Broad Agency Announcement program to the Fire Safety Research Institute (FSRI).

FSRI, an integral part of the UL Research Institutes, the non-profit safety science entity within the UL enterprise, will collaborate with the USFA, DHS S&T, and the American fire service to develop and introduce the NERIS platform to fire and emergency services departments across the nation.

NERIS is set to replace the existing National Fire Incident Reporting System (NFIRS) with a secure, cloud-hosted platform. This modern system aligns with the USFA’s National Fire Data Center’s responsibility under the Federal Fire Prevention and Control Act of 1974 (Public Law 93-498) to diminish the fire problem, reduce loss of life and property, and educate the public on fire prevention and protection, as well as the effects of all hazards.

Upon completion and operation of NERIS, the USFA will coordinate the migration of fire and emergency services departments onto the new platform. The incumbent NFIRS will remain operational throughout the transition process, ensuring the continuity of services. All fire and emergency services departments are encouraged to maintain their current use of the NFIRS data system until their migration to NERIS is complete. When it comes to lighting in hazardous environment emergencies, there are two established industry designations used by professionals: Intrinsically Safe (IS) and Explosion-Proof (XP). While both types of lighting provide protection against potential explosions, there are distinct advantages to using IS lighting over XP lighting that need to be understood when it pertains to effective emergency response.

First, it is vital to understand the critical differences between the two protection methods. By design, XP lighting is constructed to contain a potential explosion within the XP enclosure (housing), preventing an explosion from spreading to the surrounding area. XP lighting is traditionally built using large metal enclosures made from heavy materials such as stainless steel or other alloys.

Due to the power required, XP lighting is often directly connected utilising a continuous power source through specialised cables and connectors. These cable connections present severe limitations in portability and physical range of operation due to the size of the hazardous area, which may be unknown or rapidly changing due to weather or other conditions. It’s impractical to expect a hazmat team to carry hundreds of feet or, in some situations, even miles of XP cables and remain nimble.

IS lighting, on the other hand, is purpose-built and designed specifically to prevent an explosion from occurring in the first place. This is why the word “intrinsic” is used. IS lighting products are deliberately created to restrict electrical energy to a level below the ignition point of all but the most exotic hazardous materials. This, therefore, eliminates any potential spark or ignition source from the equation. IS lighting is constructed from lightweight, non-conductive engineered polymers with anti-static electricity additives and powered by alkaline or rechargeable LiPo or Li-Ion batteries for peak performance.

A key advantage of IS lighting is that it is far less bulky and more compact than XP lighting. The large XP enclosures, heavy fixtures, and cables can be extremely difficult to set up quickly in an emergency situation. IS lighting, on the other hand, using primarily modern LED technology, is small and lightweight, and can be deployed almost instantly and ready to use in response to a hazardous environment emergency.

Additionally, IS lighting is more flexible than XP lighting. Since it is portable and more compact, it can be used in a wider variety of conditions and locations. It can also be used in more locations where XP lighting may not be practical, such as in confined spaces, large areas, or places with limited or no ventilation. Agility on the scene is what intrinsically safe lighting is designed to deliver.

Firefighters vs. Hazmat Response Teams

Firefighters and hazmat (hazardous materials) response teams are critical emergency response teams that help protect the public from danger. While both teams may respond to similar emergencies, they have distinct differences in terms of their roles, responsibilities, and training. Let’s explore the differences between a professional Firefighter and a Hazmat Responder.

Professional firefighters are almost always the first responders for emergencies such as structure fires, car accidents, medical emergencies, and more. They are responsible for the on-site rescue, providing immediate medical care, and putting out fires. Emergency response work is potentially dangerous in unpredictable environments. This is why preventable variables must not be introduced when the primary goal is to save lives and protect property.

Hazmat Response Teams, on the other hand, specialise in responding to incidents that involve hazardous liquids, gases, or solids. These incidents can be limited to a specific location or cover large areas. Hazmat teams are often called in before a fire or explosion occurs to investigate suspicious spills and leaks at facilities that are known to contain dangerous, explosive, or poisonous chemicals. These locations can be in built-up urban areas or remote locations like a train derailment with unknown cargo, further complicating response time without having the right equipment ready.

A critical difference between Firefighters and Hazmat Response Teams is their training. Professional firefighters receive a broad range of training that covers many different emergency situations. They must be able to respond quickly to emergencies and make split-second decisions and are trained to use a variety of tools and equipment, such as hoses, axes, and ladders, to fight fires and rescue people. This is why firefighters receive elemental training in identifying possible hazmat conditions and how to respond until specialised hazmat teams arrive on scene.

Hazmat response teams, in sharp contrast, receive specialised training in dealing with hazardous materials. This includes extensive in-depth training in the identification of hazardous substances, the use of personal protective equipment (PPE), and specialised tools and equipment to contain and control spills. Hazmat responders also undergo rigorous training in the decontamination of personal property and equipment, as well as the handling, storage, maintenance, and safe disposal of hazardous materials.

Another key difference between traditional firefighters and hazmat response teams is their equipment. Firefighters use conventional equipment to save lives and protect property. They also utilise personal protective equipment, such as a self-contained breathing apparatus (SCBA) fire-resistant helmets, boots, and turnout gear, to protect themselves from heat and flames. 

Hazmat Response Teams use specialised equipment to handle hazardous materials. This can include sealed protective clothing, respiratory protection, chemical-resistant suits, and specialised tools for sampling and analysis. Hazmat teams may also use containment and control equipment, such as booms, barriers, and absorbents, to prevent the spread of hazardous materials.

Finally, traditional firefighters and hazmat response teams have different roles and responsibilities. Traditional firefighters are responsible for responding to a wide range of emergencies, including fires, car accidents, and medical emergencies. They work closely with other emergency responders, such as police officers and paramedics, to provide a coordinated response to emergencies.

Hazmat response teams, however, are responsible for responding specifically to incidents involving hazardous materials. They work closely with other emergency responders, such as firefighters and police officers, to provide a coordinated response to hazardous materials incidents. They may also work with other agencies and other organisations to ensure that dangerous materials are correctly disposed of, and the incident site is clean.

Hazmat response teams are responsible for responding to incidents involving hazardous materials such as chemicals, gases, and other dangerous materials. Hazmat response team lighting equipment is specifically designed with the highest levels of safety certification. These teams often arrive to investigate a suspected leak or other unusual circumstances. Ensuring they do not cause a fire or explosion is a critical part of their work. 

One of the primary differences between hazmat response team lighting equipment and firefighting lighting equipment is the safety certification level. Hazmat response teams require IS lighting to prevent the ignition of flammable gases and vapors that may be present in the environment. These specialised lights are water, gas, and dustproof and are designed to prevent sparks and heat from igniting hazardous materials.

Hazmat response team lighting equipment also tends to have a somewhat lower brightness level than firefighting lighting equipment because of the requirements to certify the lights, as IS requires lower power and temperature levels.

Traditional firefighters and Hazmat response teams are both critical emergency response teams that play essential roles in protecting the public from danger. While they may respond to similar emergencies, they have distinct differences in terms of their roles, responsibilities, and training. Traditional firefighters are responsible for responding to a wide range of emergencies. At the same time, Hazmat response teams specialise in responding to incidents involving hazardous materials and explosive atmospheres. Understanding these differences is vital for anyone who may need to call on these emergency responders in the event of an emergency.

The Fire Fighter

The Fire Fighter, affectionately known as “America’s Fireboat,” has safeguarded the United States during some of its most distressing times for over seven decades. It was involved in heroic rescue operations, including the fire and subsequent capsizing of the SS Normandie and the catastrophic fire on the munitions ship El Estero during World War II.

Perhaps its greatest challenge came in the aftermath of the 9/11 attacks when the fireboat was called upon to pump water from the Harbor as the city’s water hydrants had been destroyed. For a continuous two weeks, Fire Fighter and other FDNY Marine Units tirelessly provided the only source of water for the firefighting operations at Ground Zero.

Fire Fighter’s active service culminated in the successful rescue of passengers from US Airways Flight 1549 that made an emergency landing in the Hudson River in 2009.

The vessel, a product of the genius of renowned naval architect William Francis Gibbs, remains a marvel of engineering. Capable of pumping an incredible 20,000 gallons of water per minute, the Fire Fighter was ahead of her time, powered by one of the first diesel-electric power plants installed in a fireboat.

After 72-year service, the Fire Fighter was decommissioned in 2010. Today, it stands as a National Historic Landmark, listed on the National Register of Historic Places. Docked at the Mystic Seaport Museum in Mystic, CT, it serves as a fully operational vessel, memorial, and teaching museum.

Act seeks nationwide empowerment for public safety workers

In a significant legislative development, the bipartisan Public Safety Employer-Employee Cooperation Act has been reintroduced this week, poised to bestow essential labor rights upon thousands of firefighters and emergency medical service (EMS) personnel across the United States. This pivotal legislation aims to grant public safety workers the right to form a union, collectively bargain for equitable hours and remuneration, and establish efficient mechanisms to overcome impasses in negotiations.

“Today, a large number of our country’s firefighters and EMS workers are voiceless, unable to stand up for themselves, their families, and the communities they swore to protect,” said General President Edward Kelly. “This right to advocate is one that every worker should have. When we’re seated at the bargaining table, we’re championing health and safety improvements that save lives.”

Upon enactment, the bill promises basic collective bargaining rights nationwide, extending to 18 states where such rights are currently unattainable for firefighters. This legislation provides states with the flexibility to draft and enforce their laws while adhering to the following minimum standards:

  1. The right to form and join a labour organisation and achieve recognition through the formation and agreement of a contract.
  2. The right to negotiate working conditions, hours, and wages.
  3. The ability to break negotiation deadlocks and, if an agreement is reached, enforce it in court or through an administrative agency.

This legislation expressly prohibits strikes or lockouts, respects right-to-work laws, and does not interfere with existing state laws and collective bargaining agreements.

Republican Rep. Pete Stauber, a former police officer, and Democratic Rep. Dan Kildee were at the helm of the bill’s reintroduction.

Stauber, reflecting on his own experience as a union-forming police officer, stated: “Labor rights are essential for the brave souls who risk their lives daily serving our communities. Given the recent challenges our public safety officers have faced, securing their voice in the workplace is more critical than ever.”

Kildee added: “Every worker, including police officers, firefighters, and EMS workers, should have the right to join a union and bargain for better wages and safer working conditions. I am proud to collaborate with Republicans and Democrats alike to extend collective bargaining rights for public safety officers.”

The bill’s cosponsors include Reps. Don Bacon (R-NE), Mike Bost (R-IL), Angie Craig (D-MN), Brian Fitzpatrick (R-PA), Tom Kean (R-NJ), Susie Lee (D-NE), Mike Levin (D-CA), Kathy Manning (D-NC), Dean Phillips (D-MN), Chris Smith (R-NJ), and Gabe Vasquez (D-NM).

“The IAFF proudly endorses the Public Safety Employer-Employee Cooperation Act of 2023. We urge Congress to pass this pragmatic, bipartisan legislation and protect the basic labor rights of American workers,” said Kelly. “If you are willing to risk your life for others, you absolutely deserve a seat at the negotiating table.”

The National Fire Protection Association (NFPA) is set to host its annual Conference & Expo on June 19-21, 2023 at the Mandalay Bay Convention Center in Las Vegas. Thousands of professionals from the fire, electrical, and life safety industries will gather for the event to attend over 110 educational sessions, covering the latest issues, challenges, and trends in the field.

The expo, featuring more than 300 exhibitors, will showcase products and services necessary to meet and maintain compliance with prevailing codes and standards in the design, construction, and operation of buildings and facilities. Attendees can also expect a series of pavilions, presentations, and special events to address specific topic areas, including electrical safety, emerging technologies, and community risk reduction.

The NFPA Spotlight on Public Education (SOPE) will be held on June 19-20, covering a wide range of public education issues, such as fire prevention programs and approaches for multiple age groups, the value and impact of community partnerships, and CRR strategies that can help effectively impact communities as a whole.

The event is set to attract thousands of professionals from the fire, electrical, and life safety industries. Its educational programme will cover the latest issues, challenges, and trends in the field, ensuring that attendees are up-to-date with the most current and relevant information. Here are a few of the key sessions to look out for on each day.

Monday 19 June

The presentation “Addressing the Life Safety Risks and Hazards of EV Manufacturing,” will focus on the unique hazards present at each stage of lithium-ion battery and EV production. Presenters, James Taylor and Tanner Burke from ACS Group, will also discuss how LIB can be used for strategic protection to address the safety risks and hazards associated with EV manufacturing. This session will take place from 8am to 9am.

Elsewhere, “Decoding PFAS in the Fire Service: What It Is and Why It Was Used” will be held from 9:15am to 10:15am and look at the basic understanding of per- and polyfluoroalkyl substances and their use in the fire service. Attendees will learn about North Carolina State University’s recent research on PFAS compounds present in firefighter gear, the dermal absorption of PFAS, and the biological impacts of PFAS and polyhydroxyalkanoates (PAH) compounds.

“Fireground Contaminant Exposure Control: National and Regional Approaches” is scheduled from 10:30am to 11:30am and will look at current national and regional approaches used by fire departments for their exposure control policies and the training health and safety personnel and leadership on these approaches.

Also on Monday, “Emergency Action Plans and the Role of the Fire and Life Safety Director” will take place from 10:30am to 12pm and provide attendees with an understanding of emergency action plans and their importance in protecting building occupants during emergencies.

Tuesday 20 June

A key presentation “Constructing the World Cup – Qatar Civil Defense leads with Fire and Life Safety,” kicks off Tuesday’s proceedings at 8am. It will focus on the preparations undertaken by Qatar for the FIFA World Cup 2022, including multi-billion-dollar infrastructure expansion, construction, and renovations to support the event. The Qatar CD, under the Ministry of Interior, will share their experience and highlight successes and challenges in fire and life safety, crowd management, and stadium and facilities protection for this unique experience.

“Fire and Life Safety Design in Airports: A Case Study” will be held from 9.15-10.15am. The presentation will cover the case study of the Hamad International Airport expansion, where a fire and life safety strategy design was implemented based on NFPA codes and standards.

The session; “Technological Advances in Exit Signage” will be presented from 2-3pm and will highlight the limitations of static exit sign messaging in buildings with complicated egress layouts. Attendees will learn about technological advances in sensors, controls, and artificial intelligence algorithms being designed for emergency lighting systems to be used for dynamic directional exit signs.

The presentation “Sustainability vs. Life Safety: The Debate of the Decade” is scheduled for 3.15-4.15pm where experts from the realms of fire and life safety and sustainability will debate which aspect is more important. Attendees will hear the discussion on the use of fluorocarbon and hydrocarbon foam surfactants, the continued use of clean agent systems known for stratospheric ozone depletion, and the overabundance of water wasted by fire departments.

Also on Tuesday, “Fire Alarm Contractor Shortcuts and Mistakes: How to Avoid Common Code Violations” will take place from 4.30-6pm. The session will discuss the common code violations that fire alarm technicians regularly commit. Attendees will learn how to spot these violations early, and the discussion will cover topics from NFPA 70, National Electrical Code, and NFPA 72, National Fire Alarm and Signaling Code, with a focus on their application in the field.

Wednesday 21 June

On Wednesday, Lieutenant Joe Kovalsky’s presentation on “Mental Health Resources in the Fire Service: Tips, Advice, and More” is a much-needed discussion in the industry. It’s no secret that many firefighters and first responders battle mental health problems, but the stigma around seeking help is still a significant barrier. Attendees of this session will hear the personal journey of one firefighter who struggled with PTSD and sought treatment.

Another session on the agenda, presented by Weston Baker, AVP, Senior Engineering Technical Specialist at FM Global, is titled “How Roof Pitch and Ceiling Structures Affect Fires”. Attendees will learn about the impact that roof pitch and ceiling structural members have on the build-up of thermal layers under ceilings during a fire event.

“Solar and Energy Storage System Safety and Reliability”, presented by Bill Brooks, Principal at Brooks Engineering, is another essential topic for attendees. Attendees will learn about the current challenges that face the solar and storage industries as they play a more significant role in the supply of power across the world.

And finally, Ashley Rodrigue, Public Affairs Director at Lousiana State Fire Marshal’s Office, will present “Data-Driven Community Risk Reduction: Innovative Ideas and Action Steps”, a session which is designed to arm participants with ideas and action steps to drive strong Community Risk Reduction (CRR) initiatives. This session will connect the dots between CRR theory and practice, providing participants with the tools they need to implement effective CRR initiatives in their communities.

IFSJ Exclusive: Managing the Performance of Individuals

The move to a supervisory position brings new opportunities and responsibilities. Of the new responsibilities, managing the performance of individuals and teams is perhaps one of the most daunting and challenging but in equal measure it is one of the most important and potentially most rewarding elements of leadership and management.

The following model offers a simple approach to managing an individual’s performance. It offers a means for identifying and dealing with poor performance and equally as importantly, to highlight good performance.

Individuals who are supported, clear about what is expected of them and effectively led are generally well motivated. Where an individual’s performance is effectively monitored, action to understand and manage below standard behaviours and actions will enable a manager to support and resolve issues swiftly.

A failure to address poor performance is unfair on both those who under perform and may not be aware of it and on those who work hard to achieve required standards.

Above standard performance can be easily overlooked by a manager but shouldn’t be. Identifying, understanding and acknowledging above standard performance can raise morale and help to develop both the individual and the team.

An important aspect of managing performance that must be understood is that for some individuals below standard performance may be a way of operating that has gone unchallenged for some time. As a new manager inheriting longer-term below standard performance may seem difficult and formidable but the investment in time and effort is likely to bring significant rewards for the individual, the manager, the team and the organisation.

As an illustration, this model consists of three areas which represent baseline performance, above standard performance and below standard performance.

Above Standard Performance – The area above the baseline will represent performance that is exceeding a minimum acceptable standard. The area illustrated as above standard performance will reflect a range of performance.

Baseline Performance – Baseline performance is the minimum acceptable standard expected of an individual. This may be determined by organisational, contractual, legal or vocational standards. The rationale and purpose of baseline standards must be clear, realistic and achievable. They should be easy for the manager to explain and for staff to understand.

Below Standard Performance – The area below the baseline will represent performance that is not meeting a minimum acceptable standard. This area will again reflect a range of below standard performance.

Using the Model

In an ideal world everyone would operate to a standard that is at least at or above baseline performance, as organisations this will be a requirement of the individual and there will those who are content to operate at this level at all times.

In addition to this there will be individuals who through their own efforts or experience consistently perform at a level above the baseline. It is all too easy to accept this without recognition which can cause leaders to inadvertently undervalue the efforts of individuals.

In managing performance the critical area that needs constant monitoring and urgent action is in the area of below standard performance, this will have a negative impact on the individual, the team and organisation. Individuals who performance falls below the standard required will cause a disproportionate drain on a manager’s time.

Identifying Below Standard Performance

Where we identify someone whose performance falls below the baseline we need to ask why?

There could be a number of reasons for underperformance including a misunderstanding of expectations, not being appropriately equipped or trained, a physical or medical barrier, a personal lack of effort or a blatant disregard of the need to meet the required standard of performance.

Underperformance needs to be addressed urgently and honestly. For some it may feel uncomfortable but it is a critical responsibility of any manager or leader.

Managing Below Standard Performance

When below standard performance is identified it is essential that a manager takes swift and appropriate action with discretion.

The key steps in addressing below standard performance will be:

  • Clearly state the shortfall in performance
  • Ask and discuss the shortfall, ask ‘why?’
  • Be clear about the expected standard of performance and discuss how this can be achieved.
  • Set goals using baseline performance standards; discuss any support that may be needed and state review periods
  • Record discussions, expectations and measures
  • Monitor and review

Where an individual has prolonged below standard performance which is not isolated and crosses a number of areas the key steps will remain the same, but manager will need to break down the areas of underperformance and to identify each occasion or activity and develop an improvement plan accordingly.

Identifying Above Standard Performance

Recognising above standard performance and providing feedback to individuals is an opportunity too easily missed by managers. Failing to acknowledge positive performance can demotivate individuals and teams and devalue baseline standards.

Acknowledging good performance provides managers with positive opportunities to exercise the potential of individuals and to develop both them and the teams they work in by capturing and reinforcing good practice.

In my senior years and roles, the challenges and complexities of managing performance evolved and I have been fortunate to have completed a wide range of leadership and development courses and qualifications. In this article I distilled my training and experience gained over 40 years of managing and being managed into a simple model which has both served me well and has been well received by those I have shared it with.

Federal funding granted to NVFC for boosting volunteer fire services

In a crucial advancement for volunteer firefighter recruitment and retention, the National Volunteer Fire Council (NVFC) has been granted a Staffing for Adequate Fire and Emergency Response (SAFER) grant by the Federal Emergency Management Agency (FEMA). This marks the third time NVFC has received this grant since 2014.

NVFC’s tireless efforts to address the critical need for adequate staffing within the volunteer fire service have led to this recent accomplishment. According to the National Fire Protection Association (NFPA), volunteers comprise 65% of firefighters nationwide, and 90% of fire departments rely on their efforts. Additionally, volunteer firefighters save communities an estimated $46.9 billion annually. Despite their importance, many departments grapple with maintaining sufficient volunteer numbers to meet the communities’ needs safely and effectively.

Recognizing these challenges, NVFC has utilized previous SAFER grants to successfully initiate several initiatives, including the ‘Make Me A Firefighter’ campaign. The campaign has developed materials and tools aiding departments in their recruitment endeavors, established a national database for prospective volunteers to locate local opportunities, and launched a nationwide public awareness drive about the necessity of volunteers.

This newly acquired $2.9 million grant, spread over four years, will further enhance the NVFC’s efforts to support fire departments’ staffing and recruitment. Three strategies are at the core of this grant’s usage.

Resource development will see NVFC creating research-based materials to support recruitment and retention and expand the ‘Make Me A Firefighter’ campaign. Planned resources include a mentorship program guide, leadership handbook, and an onboarding kit.

Training initiatives will continue to offer existing programs on recruitment and retention and develop new courses. Two recruitment and retention conferences are also scheduled within the grant’s timeframe.

Outreach efforts will involve public campaigns to inspire volunteer participation and inform departments about available recruitment and retention tools and resources.

Expressing gratitude for the grant, NVFC chair Steve Hirsch said, “Recruitment and retention are top priorities for the NVFC. If a department does not have sufficient staffing, this impacts the safety of both the firefighters and the community members. It is critical that we work to address the key barriers to recruitment and retention and develop solutions to help departments thrive. We thank FEMA for providing this critical funding so we can continue our work to make sure our fire departments are best prepared and equipped to protect our communities.”

The SAFER grants, part of FEMA’s Assistance to Firefighters Grant program, aim to bolster local fire departments’ abilities to comply with the NFPA’s staffing, response, and operational standards.
