Alarm fatigue develops through experience.

When people encounter repeated fire alarm activations that do not lead to a confirmed incident, their response changes over time.

Initial compliance gives way to hesitation, informal checks and reliance on reassurance from staff or neighbours.

Eventually, the alarm sound itself loses urgency.

In the UAE, this pattern carries particular relevance.

Residential towers, mixed-use developments, shopping centres and entertainment venues operate at scale and often around the clock.

These environments bring together residents, visitors, contractors and staff with varying levels of familiarity with the building.

In that context, repeated unwanted alarms influence shared expectations about what an activation means.

This dynamic has appeared in real incidents.

In Dubai, residents of a high-rise tower reported that frequent false alarms had shaped their response during a later fire, with some occupants delaying evacuation because they expected another unwanted activation.

In another widely reported incident, an alarm in a major retail destination was activated when an emergency button was broken unintentionally, illustrating how accessible devices in busy environments can be triggered without a fire condition.

These examples matter because they show how behaviour evolves in everyday settings.

Alarm fatigue does not emerge from a single failure, but from repetition.

Why unwanted alarms continue to occur

Unwanted fire alarms arise from a mix of technical, environmental and human factors.

Among these, interaction with manual call points remains a consistent feature in many high-occupancy buildings.

Manual call points are intentionally designed to be visible and easy to operate.

They are positioned along escape routes and near exits so that occupants can raise the alarm quickly when a fire is suspected.

In busy environments, those same characteristics increase exposure to accidental knocks, misuse, confusion with door controls or deliberate operation without cause.

In public areas, call points may sit alongside access control hardware, emergency door releases or wayfinding signage.

In crowded conditions, or where occupants are unfamiliar with the building, this visual overlap can contribute to unwanted operation.

Over time, repeated activations linked to the same locations reinforce the perception that alarms are routine.

This is where alarm fatigue begins to affect evacuation behaviour.

What BS 5839-1:2025 adds in practical terms

The BS 5839-1:2025 guidance provided for this article addresses false alarms through specificity rather than broad instruction.

It differentiates between types of false alarm, links causes to particular premises types and points towards targeted responses.

The Standard identifies that malicious false alarms occur more frequently in premises used by large numbers of the public, including shopping centres, places of entertainment, sports facilities, car parks and educational establishments.

It associates these incidents primarily with the operation of manual call points.

For buildings where this pattern exists, the guidance points towards reviewing call point locations and, where appropriate, introducing additional actions required to operate the device.

At the same time, it states clearly that false alarms raised with good intent cannot be prevented in the same way and that occupants should always feel able to activate a call point if they suspect a fire.

This distinction matters operationally.

It allows building teams to respond to repeated unwanted alarms without changing the fundamental expectation that alarms should be raised quickly when risk is perceived.

Investigation and record quality

BS 5839-1:2025 also places explicit importance on investigation.

It links effective investigation to the quality of false alarm records, stating that records should capture the category of false alarm wherever this can be accurately determined.

For UAE building operators, this supports a practical workflow.

Instead of treating false alarms as isolated events, teams can identify patterns across time, location and cause.

A call point that activates repeatedly during peak footfall hours suggests a different response from one linked to maintenance activity or environmental factors.

This approach supports proportionate decision-making.

Changes to system design, signage or protection can be justified by evidence rather than assumption, which is particularly relevant in complex sites with multiple stakeholders.

Manual call point protection and placement

Within this investigation-led approach, BS 5839-1:2025 sets clearer expectations around physical protection for manual call points.

The extract provided states that all manual call points should be fitted with a transparent protective cover that is moved to gain access to operate the device.

It also states that where existing systems experience frequent unwanted operation, protective covers should be fitted.

The guidance also addresses placement.

Manual call points should avoid locations where they are likely to be exposed to accidental damage from normal building operations, such as the movement of trolleys or equipment.

Where placement in these locations is necessary to meet other recommendations, impact protection is advised.

In practice, this supports a combination of location review and physical protection.

Where relocation is feasible, it can reduce exposure.

Where it is not, covers and guards support continued accessibility with greater resilience to everyday use.

Applying protection in occupied spaces

Protective measures are most effective when they fit naturally into how a building is used.

Transparent call point covers introduce a deliberate action while keeping the device visible and recognisable.

That additional step can reduce casual interference and accidental activation without affecting the ability to raise an alarm quickly.

What does EN54 certification require in practice and why does it matter for detection and alarm system performance?

In Europe, fire detection and alarm products must comply with the essential safety and performance requirements of the EN 54 Construction Products Regulation (CPR) and must be CE marked to be legally sold or placed on the market in European Union countries.

So, in Europe, performance specifications must state that the products must meet the relevant EN 54 product standards.

They must also state that product testing, inspection and certification must be carried out by a Notified Body,

A Notified Body is authorised by the EU to assess products under the relevant EN 54 CPR regulations.

Critical tasks performed by Notified Bodies include testing the product/s, verifying the supporting evidence that a product meets the test requirements, issuing a product certificate and undertaking ongoing testing or surveillance activities.

 To achieve consistent regulatory compliance for their products, manufacturers can choose which EU Notified Body to appoint as long as it is certified to test against the relevant EN 54 standards.

What are EN54 Line’s key elements and how do they differ from traditional wired systems installers commonly use?

The main elements of our wireless system do not differ from those of traditional wired systems, with the exception of the additional product certification to EN54-25.

The EN54-25 European Standard specifies requirements, test methods and performance criteria for components used in fire alarm systems, installed in and around buildings, which use radio frequency links (RF links) to communicate.

It also provides requirements for the evaluation of conformity of the components to the requirements.

In addition to the other specific EN54 standards applicable to each fire product, for example, a wireless optical smoke detector would need both EN54-25 and EN54-7 to be listed on the EU CPR certificate to be fully compliant.

How does Ajax’s wireless approach aim to address the challenges of installation time and system complexity?

How does the system maintain resilience through power management, signal range and backup operation during outages?

The Ajax Fire Hub CIE (Control and indicating equipment) is responsible for managing the entire system and communicating with the cloud, the user and the fire/security company.

Radio communicators are built in and provide seamless connectivity between the Fire Hub and addressable fire detectors, sounders, VADs, I/O modules, manual call points and other system devices.

The Ajax Fire Hub is equipped with either 24 or 72-hour rechargeable back-up power supplies and four communication channels, Ethernet, Wi-Fi and two SIM card slots.

This principle of operation allows you to connect the device to two different Internet providers via Ethernet and Wi-Fi, as well as two cellular networks.

FPA becomes FireQual Approved Training Centre for BS 8674:2025 qualifications

FireQual training centre and qualification suite

The Fire Protection Association (FPA) has announced a partnership with FireQual to deliver fire risk assessment qualifications aligned with BS 8674:2025.

The organisation has been approved as a FireQual Approved Training Centre and will offer a full suite of FireQual-accredited qualifications from January 2026.

The suite aligns with the competency levels set out in BS 8674:2025.

The qualifications available include a Level 3 Certificate in Foundation Fire Risk Assessment and a Level 4 Certificate in Intermediate Fire Risk Assessment, with course dates currently available.

A Level 5 Certificate in Advanced Fire Risk Assessment is also included, with course dates to follow.

What the qualifications cover and how they are delivered

The qualifications introduce an enhanced focus on the core competencies detailed within BS 8674.

Training is designed to equip learners to interpret fire safety plans and fire risk assessment action plans.

The framework also enables assessments that identify when additional specialist advice is required, including securing technical knowledge to assess external walls using the guidance contained within PAS 9980.

Learners are also enabled to evaluate the suitability of fire safety features within buildings and maintain awareness of current best practice techniques and required technical expertise.

Alignment with existing UKAS-accredited schemes provides a route to third-party certification for fire risk assessors.

Luke Ventura, Deputy Head of Training at the FPA, said: “We are delighted to announce our suite of new FireQual-accredited fire risk assessment qualifications.

“By aligning with BS 8674:2025, we are equipping fire risk assessors with the latest best practice and technical expertise, enabling them to further demonstrate competency to Duty Holders and Responsible Persons.

“We are in the process of creating a bridging course for existing learners, helping them close knowledge gaps, gain the equivalent FireQual qualification, and progress to the higher-level qualifications offered by the FPA.”

Learners can complete the qualifications at the FPA’s Training and Education Centre in Oxfordshire, online, or on site at client premises.

Fire and rescue New Zealand strikes explained as NZPFU dispute continues

Fire and rescue New Zealand strike action and current response model

Fire and Emergency New Zealand (FENZ) and the New Zealand Professional Firefighters Union (NZPFU) remain in collective agreement negotiations that have been accompanied by repeated one-hour strike periods affecting career firefighters.

The industrial action has taken the form of stoppages between 12pm and 1pm on selected Fridays, with nine strike hours recorded by mid-January.

During the most recent strike hour on Friday 16 January 2026, FENZ reported receiving calls for 11 incidents nationwide.

Ten of those incidents occurred in areas affected by the strike, according to the organisation.

Six of the calls were automatic fire alarms that did not result in a fire.

The remaining incidents in strike-affected areas included a quad bike crash, a call reporting a dog locked in a vehicle and a reported car fire that was later found to be a false alarm.

FENZ said it responded to those incidents using available resources.

One medical emergency was not attended by firefighters during the strike hour and was handled by Hato Hone St John under an existing contingency arrangement.

FENZ has consistently published strike-hour incident summaries as part of its public reporting on how emergency demand is managed when paid crews are unavailable.

The organisation has also highlighted the role of its volunteer workforce during these periods, alongside senior officers and communications centre staff.

Further one-hour strikes have been scheduled for Friday 23 January and Friday 30 January.

Why Fire and rescue New Zealand is pushing a “community safety process”

FENZ says it has asked NZPFU officials to agree to what it describes as a “community safety process” to apply during strike hours.

The organisation presents this as a defined framework that would allow career firefighters to be called in for a limited set of high-risk scenarios during industrial action.

Those scenarios are described as including incidents involving potential loss of life, fires with a strong likelihood of spread and events requiring specialist equipment.

Deputy National Commander Megan Stiffler said: “Our aim was to put arrangements in place to mitigate the risk to public safety during strikes, while preserving NZPFU members’ right to take industrial action.”

FENZ has linked the renewed emphasis on this proposal to a large building fire in Pakuranga, Auckland, that occurred during a strike hour on Friday 9 January.

The fire became a focal point in the dispute after response times and available resources were discussed publicly.

RNZ reported that volunteer crews and senior officers attended the Pakuranga incident, with additional volunteer crews travelling from further afield.

RNZ also reported that FENZ said the nearest volunteer crews took around 30 minutes to reach the scene, while the closest career station would have arrived in approximately seven minutes under normal conditions.

Within that context, FENZ has argued that formalising escalation arrangements during strike hours would reduce risk when high-consequence incidents occur.

The organisation has also said it believes emergency services have an obligation to work together on strike-period arrangements due to the nature of their work.

How NZPFU and the law frame strike-hour responsibilities

NZPFU’s public position, as reported by RNZ, is that contingency arrangements are already intended to manage emergency response during lawful strike action.

NZPFU national secretary Wattie Watson told RNZ: “That’s a really poor inditement on their priorities.”

RNZ reported that Watson also rejected suggestions that volunteers and career firefighters were being placed in opposition, stating that both groups routinely work alongside one another.

Beyond the immediate dispute, the legal framework for strikes in essential services provides important context for how both sides describe their obligations.

Employment New Zealand guidance explains that strikes are lawful only when required notice is given, including notice to the employer and the Chief Executive of the Ministry of Business, Innovation and Employment.

The guidance states that notice requirements are intended to allow time for negotiation, mediation and contingency planning.

It also sets out the information that must be included in a strike notice, including timing, duration and scope.

In practice, this framework means strike hours are known in advance, allowing emergency services to plan alternative coverage for that defined period.

FENZ’s reporting approach focuses on showing how those plans operate in real conditions, including which incidents are attended, which are handled by partner agencies and where volunteer response fills gaps.

NZPFU’s position centres on the view that agreed contingency planning is the appropriate mechanism for managing response during industrial action.

Those positions now sit alongside ongoing facilitated bargaining, with FENZ confirming further facilitation sessions scheduled for late January.

The combination of continued strike notices, live negotiations and public scrutiny following the Pakuranga fire has placed unusual attention on how emergency cover is structured during short, planned stoppages.

The outcome of facilitation may determine whether the current response model remains unchanged or whether a formalised strike-hour escalation process is agreed.

Until then, Fire and Emergency New Zealand’s strike-hour reporting and NZPFU’s defence of existing contingency arrangements continue to frame a dispute where industrial law, operational planning and public expectations intersect.

In a press release, the ASFP said the appointments were intended to strengthen its training and technical functions for the passive fire protection sector in a post-Grenfell context.

Training role focused on course delivery and development

Nathan Hassall joins as Training Officer with more than a decade of industry experience across site-based and management roles.

The ASFP said Hassall began his career as an apprentice carpenter more than 10 years ago and has spent the last five years working in construction management.

Hassall said: “I’m thrilled to join the ASFP as a Training Officer.

“My goal is to support individuals and organisations in navigating the complexities of our industry by promoting clarity and best practice.

“I look forward to delivering our core curriculum while also developing and refining new courses to ensure our training remains world class.

“I’d like to thank the ASFP for this opportunity and my professional network for their ongoing support.

“I’m excited to play an active role in the future growth and success of the passive fire protection sector.”

Technical role focused on compliance, quality assurance and standards alignment

Akim Makumbi joins the ASFP Technical Team as Technical Associate, where he will support membership events and technical groups with specialist guidance in Passive Fire Protection and Fire Protection Engineering.

The ASFP said Makumbi brings experience from roles across the intumescent and protective coatings sector, construction, project management and mechanical engineering.

Makumbi said: “I am excited to join the ASFP as Technical Associate.

“My core mission in this new chapter is to help bring more awareness and bridge the technical skills gaps with other niche & innovative industries in line with fire engineering products & systems, construction, quality assurance, and compliance.”

The ASFP said the appointments were intended to support members through technical leadership and practical training.

The National Fire Protection Association (NFPA) released its annual State of the Skilled Trades report on 15 January 2026, setting out survey findings on artificial intelligence, labour shortages and concern about rollbacks in codes and standards.

The NFPA said the publication is intended to reflect workforce perspectives, sentiment and anticipated challenges for the year ahead.

Jim Pauley, President and CEO of NFPA, said: “For years, the skilled trades industry has been called ‘automation-proof,’ but AI isn’t here to replace the craft; it’s here to remove the friction,

“We can use technology to both streamline mundane tasks and deliver smarter, more personalized training, unlocking the efficiencies companies need and the upskilling opportunities employees deserve.

“Leaders must show clearly that both priorities are advancing together.”

The announcement also referenced an upgrade to NFPA LiNK, NFPA’s digital codes and standards platform.

It said the new version adds AI-powered capabilities, including CASI, described as an AI assistant trained on NFPA-sourced content.

NFPA said the full State of the Skilled Trades report can be accessed by completing a short form.

Skilled Trades survey shows expected AI impact alongside training preferences

In the State of the Skilled Trades report, NFPA reported results from a virtual survey of 512 U.S.-based workers aged 18 and older across sectors including electrical, manufacturing, construction, engineering, architect and design, facility maintenance, fire service, fire protection, inspection and AHJ, government, healthcare, industrial and education.

Sixty-eight per cent of respondents said AI and technological advancements will have a tangible impact on their work in 2026.

Thirty-eight per cent said technology advancements will reduce mundane tasks in 2026.

Thirty-seven per cent cited quick access to relevant information on the jobsite as a benefit of AI and technology upgrades.

Thirty-four per cent cited streamlining project management and communication as a benefit.

Thirty per cent identified resistance to change within the skilled trades industry as a primary barrier to adopting new technologies.

Thirty-four per cent cited the cost of implementing technology upgrades as a barrier.

Twenty-seven per cent cited a lack of training or knowledge of new technologies as a barrier.

Thirty-five per cent expected increased technology deployment to be their organisation’s top focus for the next year.

Twenty-six per cent wanted technology to be a primary focus.

Twenty-nine per cent preferred increased training for a more skilled workforce.

Twenty-one per cent preferred updating manual or outdated equipment.

Fifty-four per cent planned to take part in more training in the next year.

Thirty-eight per cent planned to sit for more certifications in the next year.

Seventeen per cent anticipated their organisations would prioritise training opportunities.

Skilled Trades findings highlight code rollback concerns and labour shortages

In the same report, NFPA reported increased awareness of codes and standards alongside continued concern about workforce capacity and retention.

Sixty-two per cent agreed in some capacity that their understanding of how building codes and standards affect their day-to-day lives increased in the past year.

Sixty-one per cent said they were aware of ongoing changes and deregulation efforts around codes and standards.

Thirty-five per cent said they were not yet feeling the impact of codes and standards deregulation in their industry.

Twenty-six per cent said they were currently experiencing the impact of codes and standards deregulation in their industry.

Respondents averaged a concern rating of 6.4 out of 10 when asked to rank concern about rollback of codes and standards compliance across the U.S.

Forty-one per cent said they had more conversations in 2025 with friends, family and colleagues about codes and standards.

Jim Pauley, President and CEO of NFPA, said: “Skilled professionals depend on codes and standards during every moment of their work.

“Having the right requirements in place at the right time is what protects workers, communities, and the built environment.

“This year’s survey shows growing unease, reinforcing that preserving—not rolling back—codes and standards must remain a top priority.”

Fifty-three per cent said a shortage of qualified candidates will be their biggest challenge at work in 2026.

The report described that figure as a 3 per cent increase from 2025 expectations.

Thirty-three per cent cited a lack of knowledge sharing and collaboration on the jobsite.

Nineteen per cent anticipated their organisations would increase hiring or add jobs in the next year.

Seventy-eight per cent reported membership of a professional organisation or trade association.

Forty-three per cent cited benefits from networking opportunities with industry professionals, plus professional development and training programmes.

Thirty-nine per cent valued access to industry resources and publications through memberships.

Thirty per cent cited advocacy around industry-related issues and regulations as an important membership benefit.

National Training Academy launched for fire-stopping training at ROCKWOOL UK site

ROCKWOOL UK has launched a national Training Academy for construction and building safety professionals at its West Midlands global centre of excellence for fire-stopping.

The company said the purpose-built Academy will deliver best practice learning and practical, hands-on training around the use and application of its products for construction professionals, including specifiers, installers and fire engineers, as well as estate managers from the public and private sectors.

Fire-stopping courses are due to begin in January, with further topics being added through 2026.

The facility is described as providing expert-led practical sessions alongside specification and installation guidance aimed at supporting building performance, compliance and safety.

Course structure and content

The one-day fire-stopping course has been designed so it can be delivered to meet the attendee’s level of experience, whether they are a novice, intermediate or advanced professional.

Sharjah Civil Defence Authority (SCDA) and the National Fire Protection Association (NFPA) have signed a Memorandum of Understanding to form a strategic alliance aimed at improving fire and life safety in the Emirate of Sharjah.

The the MoU was signed during an official ceremony held at Intersec Dubai 2026.

The agreement was signed by His Excellency Brigadier Yousif Obaid Al Shamsi, Director General of Sharjah Civil Defence Authority, and Jim Pauley, president and CEO at the NFPA.

Motorola Solutions has announced new on-premise AI detection capabilities for its Avigilon video security platform at Intersec Dubai, which runs from 12 to 14 January.

The update introduces Visual Alerts, a feature that allows security and operational teams to define and detect site-specific visual events across large camera networks.
