Quelfire has reported its involvement in the Queens Drive regeneration project in Swindon, which has delivered 149 affordable homes.

The £36 million project, led by Swindon Borough Council, aimed to address the town’s social housing needs while incorporating sustainable and safety-led design elements.

A key example of collaboration

The Queens Drive regeneration project has been a welcomed initiative of Swindon Borough Council.

Addressing the town’s social housing needs, this project has created 149 affordable homes that will act as a gateway to the town, providing a more welcoming drive into the town centre.

This £36 million project has been designed to reflect Swindon’s railway heritage.

The houses have solar panels, triple-glazed windows, dozens of bird boxes, and trees planted to encourage wildlife growth.

The LABC (Local Authority Building Control) recognised Queens Drive in the National Building Excellence Awards as the best large social housing development.

As the chosen passive fire protection system manufacturer, Quelfire worked alongside Willmott Dixon and Fire Shield to deliver this project.

The main objective was to design and build the homes around the tested details available, creating a safe community for residents to reside in.

During this project, what was the main challenge?

Queens Drive’s main challenge was utilising service penetration types that had limited industry-wide testing, such as electrical socket boxes in conjunction with the innovative Beadmaster product.

What solutions did quelfire reach to resolve any issues?

The key to Queens Drive’s smooth completion was the involvement of the Willmott Dixon design team, which proactively designed and planned the build, ensuring service penetration sealing was a priority.

Acknowledging that early engagement has been crucial in past projects, Willmott Dixon and Fire Shield initiated this approach right from the early stages.

This ensured that Quelfire addressed any service penetration sealing concerns during the design process, guaranteeing that relevant, tested solutions were identified, and grey areas were avoided.

Because of the time Quelfire gained from the early collaboration, in the case of no tested solutions for electrical socket boxes with Beadmaster, they were able to add this to their testing programme upon request from Willmott Dixon.

Because of this scenario-specific testing, Quelfire were able to provide Queens Drive and the wider industry with primary test evidence, as opposed to an engineered judgement.

What kind of success did the client enjoy with quelfire’s services/products?

Queens Drive is proof of the success collaboration and communication between all stakeholders can bring.

Through Quelfire’s early engagement and shared commitment to the project’s success, the project was able to reach a robust and compliant design, resulting in minimal issues and rework during the build stage and, ultimately, no extra costs.

Building control approval for higher-risk buildings: Guidance from the Building Safety Regulator

Application process applies to high-rise residential, care and hospital buildings in England

The UK Health and Safety Executive has published updated guidance detailing how to apply for building control approval from the Building Safety Regulator (BSR) for work involving higher-risk buildings in England.

Higher-risk buildings are defined as those that are at least 18 metres tall or have seven or more storeys, and either contain at least two residential units or are used as hospitals or care homes.

The guidance outlines when approval is required, how to apply, and the obligations of clients during building projects.

It also explains the classification of building work, exemptions, emergency procedures, and what happens after an application is submitted.

According to the Health and Safety Executive, building work on higher-risk buildings must not begin until building control approval has been granted.

Failing to obtain approval beforehand is a criminal offence.

Clients must ensure applications are accurate and submitted before work begins

Under the regulations, it is the client’s legal responsibility to make sure that an application for building control approval is submitted and approved before any work on a higher-risk building starts.

Clients may nominate someone else to handle the submission process, but responsibility for compliance remains with the client.

Building control approval is required for new higher-risk buildings, work that results in a building becoming or ceasing to be higher-risk, and most work on existing higher-risk buildings unless it is classified as exempt or conducted under a recognised competent person scheme.

Approval is not needed for non-higher-risk buildings.

In such cases, control remains with local authorities or registered building control approvers.

Applications vary based on project scope and must follow defined categories

The process for applying differs depending on whether the project involves a new higher-risk building or work on an existing one.

For new construction, applicants can choose to submit one full application or apply in stages if the project is complex.

In all cases, a single application should be submitted for connected buildings that share common parts such as car parks or walls.

Work on existing higher-risk buildings must be categorised correctly.

Category A includes structural alterations and changes affecting fire safety systems or escape routes.

Category B includes all other work.

Applications submitted under the wrong category may be rejected.

Emergency repairs addressing immediate health or safety risks can be undertaken without prior approval, but BSR must be notified by the end of the next working day.

Approval, inspections, and completion certification processes

Once an application is submitted, the BSR checks that it includes all necessary information.

Applications that pass validation are assessed within 12 weeks for new buildings or 8 weeks for existing buildings, unless otherwise agreed.

Decisions may include approval, conditional approval with further requirements, or rejection.

If rejected, the applicant will receive reasons and can request a review or appeal to a First-tier Tribunal.

After approval, clients must notify the BSR at various stages of the project and comply with a defined inspection schedule.

Any major changes to the project must be submitted for additional approval.

When construction is complete, clients must apply for a completion certificate.

A building with two or more residential units must also be registered with BSR before it can be occupied.

This permits the detection of design conflicts between systems and eliminates design errors that may compromise the building’s fire performance and safety.

Fire safety design has traditionally been and continues to be a highly visual activity. BIM moves this up to a new level by providing a dynamic, interactive platform for visualising fire safety elements and strategies during the building process.  

So, how does BIM transform fire safety visualisation? Let’s get into it in detail. 

Real-time updates and modifications 

BIM differs from a traditional CAD model because it allows real-time updates. If the building design changes, fire safety professionals can quickly determine its effect on fire risk and fire safety systems. For instance, a modification in the building layout may move the fire exit or change the materials used. BIM can instantly assess the changes, meaning the fire safety measures are always current. 

Interactive and immersive visualisation 

BIM allows users to walk through a building virtually, providing an immersive experience that will enable them to see potential fire hazards from both the design team’s perspective and the emergency responders. This is just one level of visualisation that’s very useful when designing emergency evacuation routes and understanding how occupants react during a fire situation. 

Simplifying regulatory compliance with BIM in fire safety 

BIM simplifies building codes and fire safety regulations by automating the work. A BIM model allows architects and engineers to easily check that fire safety codes are being satisfied—for example, fire resistance ratings, escape route widths and where fire alarms and extinguishers should go. It simplifies the process of checking that regulatory requirements are met before approval. 

With BIM, there’s less risk of noncompliance and less chance of costly delays, fines, or hazardous situations. BIM constantly monitors the design against fire safety standards, so the designers and stakeholders have no worries that fire safety measures are not integrated and maintained. 

How BIM models enhance emergency response strategies

The BIM models enable emergency responders to assess and control fires more effectively and faster. They have full access to relevant building information, including fire exits, safety systems and occupancy loads. Many first responders also believe that real-time building data enhances emergency response results. 

Another benefit of BIM is planning training on building configurations and risks in case of fire disasters, which helps enhance compliance and quick decision-making. 

BIM also enables representation of fire cases, which in turn allows firefighters to determine how to proceed when a fire occurs. This need is met through the approach, which offers the best chance at maximising the safety of the building while ensuring the safety of the first responders and the occupants, even in emergencies. 

 How digital twins and BIM are leading the way

The future of fire safety is in the hands of Digital Twins (DTs) and Building Information Modelling (BIM). Both will place fire safety on a more intelligent and proactive path with intelligent safety management—a real-time digital twin of a physical building whose power comes from BIM data and sensors. 

As fire alarm and sprinkler critical systems, this technology allows continuous monitoring and when malfunctions are detected, it alerts the user immediately.

New research conducted in a recent survey shows that 75 percent of respondents believe that digital twins can aid fire safety equipment maintenance, demonstrating the growing faith in digital twins to upgrade safety procedures. 

In addition, digital twins with BIM and IoT contribute to 3D models combined with real-time data to evaluate fire safety and better plan evacuations. In the same survey mentioned above, 89% of respondents favor this approach; they see the opportunity to increase the performance of fire safety equipment and simplify emergency procedures.  

The promise of being a system interconnected with the entire potential building operation will revolutionise fire safety. This will ensure timely interventions and enhance risk management at all stages of building operation.

A new report by the Public Accounts Committee has identified ongoing delays and challenges in the UK’s response to the cladding crisis.

According to the National Fire Chiefs Council (NFCC), the findings reflect key issues already raised in its recent remediation industry white paper.

NFCC Chair Mark Hardingham said the report confirmed that efforts to fix unsafe buildings continue to be obstructed by major barriers beyond funding alone:

Hardingham said: “Today’s report exposes both the extent of the cladding crisis and the considerable gaps that lie between the remediation action plan and its realisation.”

Fire services say capacity is limiting inspections

The NFCC has reiterated that fire and rescue services are under-resourced to meet the scale of inspection work needed for mid-rise residential buildings.

Hardingham said: “Fire and rescue services have been at the forefront of the response to remediate unsafe buildings, but as we continue to point out, lack the capacity and workforce needed to identify and inspect all mid-rise residential buildings.”

He also pointed to wider labour issues in construction as another contributing factor: “We are also seeing delays to remediation compounded further by skills shortages in the construction sector.”

Enforcement alone will not solve compliance issues

The NFCC cautioned that enforcement strategies cannot resolve the crisis without support for those required to act.

Hardingham said: “Whilst the Committee is justified in putting a spotlight on the important role of enforcement, this must be considered against the fact that many responsible building owners lack the means to comply due to complex ownership structures, or a shortage of skilled professionals to do the job.”

He added: “Put simply – we cannot enforce our way out of the cladding crisis.”

NFCC calls for national skills and remediation strategy

The NFCC is urging the UK Government to lead a centralised remediation effort backed by a national skills strategy.

Hardingham said: “NFCC is calling for a centrally coordinated Government led programme to address barriers to remediating unsafe residential buildings, with a cross-departmental Construction Skills Strategy needed to address chronic shortages in fire engineers, risk assessors, and other key professionals.”

He said a long-term approach is needed to ensure people are not left in unsafe housing indefinitely: “Today’s report underpins the importance of getting those essential foundations in place so that we are not leaving thousands of people living in unsafe buildings for many more years to come.”

Grenfell Inquiry response: Government announces reforms, industry calls for action

Government pledges regulatory overhaul following Grenfell Inquiry findings

The UK government has committed to enacting all 58 recommendations from the Grenfell Tower Inquiry’s Phase 2 report, published on 26 February 2025.

The response introduces stricter construction product safety regulations, enhanced protections for social housing tenants, and a new single construction regulator. Seven organisations named in the inquiry report will also be investigated under new procurement laws, which could lead to them being banned from public contracts.

Deputy Prime Minister Angela Rayner said: “The Grenfell Tower tragedy claimed 72 innocent lives in a disaster that should never have happened. The final report exposed in stark and devastating detail the shocking industry behaviour and wider failures that led to the fire.”

Stronger regulations for construction and fire safety

The government has outlined a series of reforms to address failings identified in the inquiry, including:

  • The creation of a single construction regulator to oversee compliance and accountability in building safety.
  • New rules for construction products, ensuring stricter oversight of manufacturers and certification bodies.
  • The introduction of a Hillsborough Law, imposing a legal duty on public authorities to disclose the truth in major incidents.
  • Greater legal protections for residents, obliging landlords to act on safety concerns and ensuring social housing tenants can challenge landlords.

Building Safety Minister Alex Norris said: “Our response today to the Inquiry’s findings sets out a comprehensive plan to reform the construction sector, strengthen oversight and make sure that residents are the priority when deciding on building safety issues.”

Industry accountability and enforcement measures

The government will use Procurement Act powers to investigate seven organisations found to have failed in their responsibilities regarding Grenfell Tower. These include Arconic, Kingspan, Celotex, Exova, Harley Facades, Rydon Maintenance, and Studio E Architects.

If the investigations find grounds for enforcement, these companies could be placed on a debarment list, restricting them from securing public contracts.

Angela Rayner said: “The organisations responsible for building safety failures included the government and regulators. The failures of my department meant risks were ignored, delayed, or disregarded.”

Commitment to supporting Grenfell community and long-term reforms

The government has pledged ongoing support for the Grenfell community and will work with the independent Grenfell Tower Memorial Commission to establish a lasting tribute.

Other key measures include:

  • The publication of quarterly progress reports on the implementation of Inquiry recommendations, starting mid-2025.
  • The introduction of a Fire and Rescue College, designed to improve training and professionalism in the fire service.
  • A mandatory accreditation system for fire risk assessors to prevent unqualified individuals from making critical safety decisions.
  • The continued implementation of a new Personal Emergency Evacuation Plan (PEEPs) policy for high-risk buildings.

The government has also reaffirmed its commitment to the Remediation Acceleration Plan, aimed at expediting the removal of unsafe cladding from high-rise buildings.

Industry reacts to government’s Grenfell Inquiry response

National Fire Chiefs Council welcomes reforms

Mark Hardingham, chair of the National Fire Chiefs Council (NFCC), said the announcement was an important step but stressed the need for continued progress.

“We strongly welcome the government’s acceptance of the Phase 2 recommendations in full, their commitment to introducing tough reforms to fix building safety, their promise to hold industry to account, and their support in fire and rescue service improvement and reform,” Hardingham said.

He added that fire and rescue services had learned lessons since Grenfell, but further work was necessary to address systemic failures: “Services are now better prepared to respond to fires in high-rise residential buildings. But there is further, significant, work underway.”

Fire Brigades Union calls for systemic change

Steve Wright, general secretary of the Fire Brigades Union (FBU), welcomed the government’s acceptance of the Inquiry’s findings but emphasised that the response must lead to real change.

“The Grenfell Tower fire was a preventable tragedy. As the public inquiry concluded last year, it was made possible by an agenda of deregulation and decades of political failure,” Wright said.

He called for greater public oversight: “Government at all levels must listen to the voices of residents. The deregulation of recent years must be reversed to prevent profiteers from putting lives at risk.”

London Fire Commissioner supports reform efforts

The London Fire Commissioner also responded to the government’s announcement, welcoming the commitment to change and the increased focus on resident safety.

“We welcome the government’s commitment to put residents at the heart of the system, and that must start with those people most impacted by this terrible tragedy,” he said.

Fire risk assessor highlights concerns over implementation

Benjamin Ralph, head of building safety and fire at built environment consultancy Hollis, supported the introduction of mandatory accreditation for fire risk assessors but warned of potential challenges.

“Mandatory accreditation for fire risk assessors and the regulation of the fire engineering profession is a crucial step forward,” Ralph said.

However, he cautioned that the transition must be carefully managed: “With a skills shortage already challenging building safety, an abrupt shift could delay vital work. The government must provide clear timelines and fund upskilling to ensure residents are prioritised.”

On the Remediation Acceleration Plan, Ralph said: “It’s good to see the government reaffirm its commitment, but progress must be faster. Residents should not have to wait another five years to feel safe in their homes.”

Industry response on fire safety reforms

Lee Goodenough, director at Harmony Fire, described the government’s response as an essential step towards improving safety standards.

“Today marks an important milestone in both the quest for justice and the drive to make resident safety a non-negotiable across the UK,” Goodenough said.

He added: “We now move forward on an agreed pathway, with clear expectations on government actions and deliverables. Harmony Fire is committed to playing our role in making these critical changes happen.”

Publishing a new Industry White Paper on Remediation, NFCC states that while some progress has been made, significant challenges remain.

These include difficulties in identifying and inspecting affected buildings, workforce shortages, and funding pressures.

NFCC is urging the Government to increase the use of sprinklers in existing residential buildings over 11 metres based on risk assessments.

The council also highlights concerns about the slow pace of remediation efforts and the impact of limited fire safety resources.

Remediation targets and ongoing concerns

The Government’s Remediation Acceleration Plan, published in December, aims to complete remediation of all buildings over 18 metres within government-funded initiatives by the end of 2029.

Buildings over 11 metres with safety defects should either be remediated or have a clear completion timeline by the same deadline.

The Ministry of Housing, Communities and Local Government (MHCLG) estimates that up to 12,000 buildings over 11 metres need remediation.

However, 60% of affected buildings have yet to be identified.

According to NFCC, reviewing or inspecting all mid-rise residential buildings between 11 and 18 metres could take between 12.76 and 24.23 years, with costs ranging from £284.24 million to £608.82 million.

Funding and workforce challenges

Fire and rescue services continue to face increasing responsibilities, including the effects of extreme weather events and ongoing inflationary pressures.

NFCC states that many services will experience real-term funding reductions under next year’s local government financial settlement.

Even with additional funding, NFCC warns that workforce shortages in the construction and fire safety sectors would hinder progress.

Training fire engineers takes three to five years, and many professionals move to higher-paying private sector roles.

The limited availability of qualified personnel has also contributed to wage inflation.

NFCC is calling on the Government to develop a cross-departmental Construction Skills Strategy to address the shortfall in fire engineers, fire risk assessors, and other key roles.

Call for regulatory and competency reforms

The NFCC’s White Paper also urges the Government to implement recommendations from the Grenfell Tower Inquiry Phase 2 report.

These include measures to improve occupational regulation and competency in fire safety professions.

The council is also advocating for updates to building regulations guidance to ensure compliance with the Building Regulations 2010.

NFCC states that a more coordinated and strategic approach is needed to prevent further delays and ensure that residents in unsafe buildings receive necessary protections.

NFCC Chair Mark Hardingham said: “The Grenfell Tower fire was a national tragedy, and yet nearly eight years on, not enough progress has been made in addressing issues in the built environment.

“We need to put the proper processes in place now to fully identify and remove the barriers to remediation, to manage risk and ensure people are protected.”

Northumbrian Water Group (NWG) has chosen Blackline Safety’s connected safety technology to enhance worker protection at two of its water treatment sites in the UK.

The company, which supplies water and wastewater treatment services to nearly five million people across northeast and southeast England, is the eighth UK water company to implement Blackline’s safety devices.

Limitations of previous safety equipment

NWG had previously relied on portable gas monitors, mobile phones, and walkie-talkies for gas detection and communication. However, these methods had limitations, including cross-sensitivity issues leading to faulty gas readings, downtime due to off-site calibrations, and ignition risks from mobile phones in biogas-rich areas.

By integrating Blackline’s technology, NWG can now monitor high-risk areas remotely and ensure real-time communication while reducing the number of devices workers need to carry.

Early benefits of Blackline’s safety system

NWG has already identified previously undetected hazards using the new system. The EXO monitor recently detected gas levels reaching 75% of the explosive limit, triggering an immediate ‘stop work’ order and evacuation.

Additionally, the G7 wearables have helped improve worker communication and safety, with push-to-talk functionality enabling walkie-talkie-style communication. The devices also remain operational in underground environments where mobile signals are weak.

The Greater London Authority (GLA) is facing challenges in balancing fire safety requirements and the viability of tall building developments in the capital, according to Inside Housing.

Jules Pipe, deputy mayor for planning, regeneration and the fire service, spoke during a planning and regeneration committee meeting about the implications of updated British Standards.

These standards now require additional staircases and lifts in high-rise buildings, which he said has raised viability concerns.

Pipe stated: “With additional lifts, you need additional refuge space and an additional core, even if there are only eight flats.

“It is putting scheme viability in question and, in the short term, the issue is causing stalling.

“Some major sites in London are being stalled by questions of viability because of this.”

As reported by Inside Housing, research commissioned by the UK government found that a second staircase in high-rise buildings can halve evacuation times.

In response, new guidance issued in April 2024 introduced a two-year transition period for developers to comply with the updated standards.

‘Must’ may be included but where it is, it is not enforceable.” He cited a 2021 judicial review in Hillingdon, which found that policy 9B could not be used to prevent tall building developments outright.

According to Inside Housing, Pipe suggested that the London Plan could be revised to provide greater statutory force in the next update, which is expected to be adopted in 2027.

London boroughs face limitations in restricting high-rise developments

He stated: “A housing offer in this development would typically be a three-bedroom flat in a mid-rise block, with a generous-sized balcony and good communal space.”

Jessica Potter, urban design team leader for Old Kent Road regeneration at Southwark Council, said that while co-living and student housing are included in these developments, affordable housing remains a priority.

She said: “Tenants are happy with living in mid-rise towers. They’ve lived in flatted accommodation before.

“They are more concerned that they have the space and quality they wanted.”

Michael Ritchie, placeshaping manager at Tower Hamlets Council, added that resident feedback on high-rise living has been mixed.

“Tower Hamlets has a lot of tall buildings and we expect to deliver a lot more. In 2019, we surveyed a thousand people who lived in 10 tall developments on different floors.

“Generally speaking, people were positive about it, which is not what we were expecting.”
