Nearly half of high-rise residential buildings with unsafe cladding still awaiting full remediation

According to the Fire Protection Association, the Ministry of Housing, Communities and Local Government (MHCLG) has published updated figures on the remediation of high-rise residential buildings with unsafe cladding in England.

As of the end of March 2025, 5,031 residential buildings 11 metres and over in height have been identified as having unsafe cladding.

MHCLG reported that remediation work has either started or been completed on 2,459 of these buildings, with 1,637 having completed the process.

Progress reported across safety funding schemes

The Fire Protection Association reported that 824 buildings have been confirmed as eligible for support through the Building Safety Fund.

Of the remaining 2,861 registered for the scheme, 456 have been transferred to developers and 121 to the Cladding Safety Scheme.

There are now 617 buildings eligible under the Cladding Safety Scheme, and 602 of these have signed Grant Funding Agreements.

This represents an increase of 37 signed agreements since the previous reporting period in February 2025.

Developer remediation and social housing data

MHCLG confirmed that 4,648 buildings are within scope of the developer remediation contract.

Of these, 844 buildings have been identified with life-critical fire safety defects which developers are responsible for addressing.

The Regulator of Social Housing has reported that 2,718 social housing buildings 11 metres or taller have been identified with cladding-related fire safety defects.

Of these, 857 buildings have completed remediation works.

A total of 1,915 of the affected social buildings were reported by registered providers during their most recent assessment.

Local authority enforcement activity increases

The Fire Protection Association noted that enforcement action has now been taken against 537 buildings over 11 metres in height with unsafe cladding.

This reflects an increase of five buildings since the February 2025 update.

Local authorities have undertaken 156 inspections with Joint Inspection Team support across 153 buildings.

Out of the 537 buildings with enforcement activity, 122 were rated Category 1 and 360 as Category 2 under the Housing Health and Safety Rating System.

MHCLG stated: “Of the 537 buildings, we are aware that at least 194 improvement notices, 54 hazard awareness notices and 1 prohibition order have been served to date. Some buildings may have received multiple notices. We understand that 44 of the improvement notices have been subject to appeals.”

The manufacturer reported that the adoption of PlanRadar addressed these challenges by providing an integrated platform that supports both compliance and collaboration.

The firm noted that this allowed project teams to reduce the time spent on repetitive documentation and redirect focus to delivery.

Compliance and ticketing tasks benefit from automation

PlanRadar noted that the platform’s ability to automatically generate sub-tickets and related documents provided structure and guidance for GSH Projects teams.

The firm reported that this automation helped cut the time required to manage tasks such as fire door installation, which previously involved uploading thousands of records manually.

The company also stated that form generation and compliance tracking became more efficient, improving overall accuracy and reducing reliance on manual processes.

Siderise has reported the opening of a new manufacturing facility in Dubai, United Arab Emirates, to support its growing regional customer base.

According to Siderise, the new site focuses on producing its RH25-120/90 open state cavity barrier for ventilated cladding façade systems.

The manufacturer explained that the facility has reduced customer lead times from six weeks to between three and five days, depending on order quantities.

Siderise stated that this shorter turnaround is intended to help project teams meet construction schedules more easily.

The company reported that the reduction in lead times has helped developers, architects, and contractors avoid delays.

Siderise confirmed that the Dubai facility has resulted in four new operational positions being created.

The manufacturer stated that it also promoted Dinesh Sivaramakrishnan, formerly Senior Project & Site Service Engineer, to the role of Operations Manager.

Dinesh Sivaramakrishnan said: “I am thrilled to become the Operations Manager for Siderise Dubai, allowing me to further contribute to our business’ development in the region.”

The Fire Protection Association has reported that the Ministry for Housing, Communities and Local Government (MHCLG) has awarded the Grenfell Tower deconstruction contract to Deconstruct (UK) Limited.

The government has confirmed that Deconstruct (UK) Limited, which has been working on the Grenfell site since 2017, will take on the principal contractor role under a modified contract valued at £12.25 million.

The company has previously provided repair, maintenance, security, and facilities management services at the site following the 2017 fire.

Structural engineers concluded deconstruction was necessary

According to the Fire Protection Association, deputy prime minister Angela Rayner announced in February that a report by structural engineers AtkinsRéalis had concluded that the fire caused structural damage to Grenfell Tower.

MHCLG stated that deconstruction should occur “at the earliest possible opportunity” to mitigate risks and avoid “emergency or unplanned deconstruction” as the building condition deteriorates.

The notice published on GOV.UK on 25 April confirmed that the deconstruction process would proceed under planned conditions rather than under emergency circumstances.

Planned approach aims to minimise disruption

The Fire Protection Association reported that MHCLG outlined measures to limit the impact of the deconstruction process on the surrounding community.

The ministry stated that Deconstruct (UK) Limited would minimise the use of noisy and percussive techniques and ensure dust control measures were implemented from the outset.

MHCLG added that achieving the same level of disruption control would not be possible during an emergency deconstruction scenario.

Existing site knowledge cited as key to contractor selection

The Fire Protection Association noted that MHCLG cited Deconstruct (UK) Limited’s “unique site knowledge” as a decisive factor in awarding the modified contract.

The company has been responsible for propping the existing structure, monitoring stability, site clearance, and remedial works since 2017.

MHCLG explained that Deconstruct (UK) Limited’s familiarity with the site and community would help maintain operative safety and design methods to minimise disruption during deconstruction activities.

The appointment forms part of the government’s official response to Phase 2 of the Grenfell Tower Inquiry.

Fire Minister Alex Norris MP announced the decision at a Housing, Communities, and Local Government (HCLG) committee meeting.

He said the panel will “assess and bring forward ideas” to improve how local authorities manage building control functions.

The Grenfell Inquiry recommended the creation of an independent panel to determine whether it remains appropriate for parties with commercial interests to carry out building control work.

It also proposed exploring whether all building control functions should be centralised under a national body.

Dame Judith Hackitt to draw on industry collaboration

Dame Judith Hackitt currently chairs the Industry Safety Steering Group and is known for her 2018 Building a Safer Future report, which addressed issues in building and fire safety regulation.

That report followed the Grenfell Tower fire and focused on multi-occupancy high-rise residential buildings.

According to Norris: “We’ve asked Judith to convene her own team.

“She leads an industry group, a coalition of the willing within the construction industry who want to raise and change standards.”

He added: “She is going to pull her group of people from that, so it will be senior leaders from the industry who have put their hands up and said the industry needs to change. That is very positive.”

Capacity challenges and skills shortages identified

Norris addressed the broader challenges affecting building control services.

He highlighted that the system suffers from capacity issues, which mirror similar concerns about the number of qualified fire risk assessors.

He said: “Unless you have enough high-quality building control professionals available in an environment where they do not have conflicts or perverse incentives, you are not going to have a safe environment. We are highly motivated in this space.”

He also acknowledged the long-term risks facing the sector: “We have a workforce profile that means not only do we have problems now, we will have very significant problems if we don’t act.”

Panel formation reflects wider regulatory reform efforts

The decision to establish this panel is part of a broader set of regulatory reforms following the Grenfell Tower fire.

The Inquiry’s Phase 2 findings have focused attention on conflicts of interest in the construction sector, as well as structural issues affecting public safety.

Harmony Fire has been selected to deliver fire safety works on a framework agreement valued at approximately £25 million for the Royal Borough of Kensington and Chelsea (RBKC), according to Harmony Fire.

The agreement covers a four-year period and includes an option for a two-year extension.

Harmony Fire has been appointed to the Active Fire Protection Systems and Means of Escape, Fire Detection and Smoke Ventilation lots of the framework.

Scope includes installation and maintenance of fire protection measures

According to Harmony Fire, the framework’s scope includes planned maintenance, refurbishment and improvement works across RBKC’s residential properties.

Workstreams will involve the supply, installation, repair and maintenance of fire stopping, fire compartmentation and fire doors.

The company will also deliver services relating to fire detection and smoke ventilation systems.

Ongoing involvement in multiple frameworks across the UK

This appointment follows Harmony Fire’s reappointment to the CHIC Fire & Building Safety Framework and its selection for the NHS Shared Business Services framework.

Harmony Fire is also listed as a framework partner with housing providers including the Guinness Partnership, Notting Hill Genesis, Places for People and Hyde.

Ensuring the safety of high-rise buildings  

High-rise buildings may have become the new norm, but there is nothing normal about them as they truly are an exceptional stage of engineering. However, such colossal structures don’t come without a unique set of challenges.

The concept of being punished for creating something “larger than life” has been discussed and passed down for millennia, from the myth of Icarus to Mary Shelley’s Frankenstein. Although high-rise buildings are not as unrealistic as the aforementioned stories, we still must not arrogantly assume that constructing and maintaining a thousand-foot tower won’t come with specific safety concerns.

The Grenfell Tower tragedy acted as a sombre catalyst, compelling the government to re-evaluate and bolster regulations to ensure the safety of residents in multi-storey dwellings. The Fire Safety (England) Regulations is a testament to these efforts, outlining stringent measures for high-rise structures, even if it is an imperfect piece of legislation that leaves many details open to interpretation.”

The Fire Safety (England) Regulations 2022 crystallises many of the Grenfell Tower Inquiry recommendations into enforceable actions. At its heart, it serves to bolster the defensive and responsive measures available to fire and rescue services. By mandating the provision of up-to-date electronic building plans, detailing the design and materials of external walls, it equips these services with critical knowledge. This enables more informed decision-making during emergencies and supports proactive fire safety planning.  

A recent example of how wireless fire alarm systems have revolutionised fire safety is the installation of Hyfire’s Taurus Wireless Fire Alarm system in a West Country apartment block. The system enabled residents to return home swiftly after the building underwent major renovations. The Taurus system was chosen for its ease of installation, adaptability to unexpected structural changes, and ability to be pre-programmed before deployment, reducing on-site labor. The importance of collaboration and planning  

Despite the impressive technology, realistic training, preparedness and alarm verification are still the pillars of fire safety.

Robert Bruce explains how: “The London Fire Brigade’s training protocols have faced scrutiny, emphasising the vital need for realistic training. Moreover, an emerging challenge across many fire brigades, including Scotland, is the revised approach to automated fire alarms (AFAs). Many brigades no longer respond to AFAs unless there’s manual confirmation of a fire. This shift underscores the urgency for robust fire safety measures and the need for occupants to be more vigilant and involved.”

High-rise buildings, predominantly in larger cities like London, present unique challenges in the event of fires. Their vertical nature means that understanding building layouts, ensuring clear communication channels, and swiftly assessing risks are crucial. Training for such emergencies needs to extend beyond textbook learning. It demands practical exercises that mirror the intense realities of a high-rise blaze. It’s not merely about familiarising with equipment, but conditioning responders to anticipate challenges, from physical barriers to human panic.  

This need for realism in training is accentuated by the policy changes around AFAs. With brigades awaiting manual confirmation before dispatching resources, the first line of defence becomes the building’s occupants and their immediate response mechanisms.

This development places an increased onus on building management to ensure that systems are not only in place but that occupants are well-informed about them. It brings to light the importance of reliable fire detection systems, where false alarms are minimised and genuine threats are quickly identified and verified.

The imperative for BS8629 Evacuation Control Systems

This standard specifically focuses on fire evacuation alert systems for buildings that are more than 18 metres in height. Its core objective is to provide a means of communication that enables the fire brigade to advise occupants in particular areas to evacuate during an emergency.

Traditionally, the ‘stay put’ policy was often advocated for multi-storey buildings, relying on the building’s compartmentalisation to contain fires. However, in cases where this fails, a system that can guide a partial or full evacuation becomes indispensable.”

EU Construction Products Regulation 2024/3110: What it means for CE marking and fire safety

EU CPR 2024/3110 enters into force with delayed implementation

Euralarm has reported that the revised EU Construction Products Regulation (EU CPR 2024/3110) officially came into effect on 7 January 2025.

Despite its adoption, the changes do not yet affect CE marking or EU declarations of conformity for manufacturers, including those in the fire safety sector.

Until new harmonised technical specifications are developed and adopted, manufacturers will continue to comply with the existing harmonised standards.

This status quo is expected to continue for several years.

According to Euralarm, its members will play an active role in shaping the forthcoming standardisation request that will inform future updates.

Changes to product compliance and environmental reporting requirements

The updated EU CPR introduces future obligations aimed at aligning construction product regulations with broader environmental and digital goals.

These include the introduction of a Digital Product Passport and mandatory Environmental Product Declarations (EPDs).

EPDs will measure the environmental impact of products throughout their lifecycle, from production to raw material recovery.

A combined Declaration of Performance and Conformity will also be introduced, integrating compliance, safety and environmental criteria into a single document.

Euralarm stated that these changes aim to improve transparency and traceability in the construction product supply chain.

Euralarm involvement in the transition period

Euralarm confirmed that it remains committed to supporting its members throughout the transition.

The organisation said its members will contribute to the development of new harmonised standards and the implementation of the revised regulation.

Euralarm stated: “Until the new harmonized technical specifications based on the new standardization request are developed and adopted, the current harmonized standards continue to apply.”

The organisation also noted that while the regulation is now in force, no immediate compliance changes are required by manufacturers.

Euralarm represents national associations and companies across Europe involved in fire and security systems.

The organisation was founded in 1970 and represents over 5,000 companies with a combined market value of 67 billion euros.

Its members provide systems and services for fire detection and extinguishing, intrusion detection, access control, video monitoring, alarm transmission and alarm receiving.

Euralarm engages with policymakers and standards bodies to ensure regulatory frameworks support safety, innovation and compliance.

UK government responds to Grenfell inquiry recommendations

The UK’s new fire minister has set out the government’s approach to building safety and fire policy reform in a wide-ranging session before the Housing, Communities and Local Government Committee.

As reported by the UK Parliament’s Housing, Communities and Local Government Committee, Fire Minister Alex Norris MP appeared alongside Ben Llewellyn, interim Director General for Buildings, Resilience and Fire, and Catherine Adams, Director of Building Systems and Insight, to answer questions about the government’s progress in response to the Grenfell Tower fire inquiry.

Norris confirmed that remediation of unsafe buildings remains a core priority, alongside regulatory reform, resident engagement, and improved fire sector governance.

The government is also bringing forward new legislation, including mandatory personal emergency evacuation plans (PEEPs) for high-rise residential buildings and construction product reform.

Remediation timelines and enforcement measures

The government has set a target to complete remediation of high-rise residential buildings with unsafe cladding by 2029.

Norris said the current pace represents an improvement from the trajectory he inherited, which would have pushed completion into the 2040s.

He stated: “We are now getting to a phase where those buildings are being done not by the end of the decade, which is the target, but much sooner than that.”

He said enforcement will play a larger role moving forward and noted that building owners are already legally responsible for safety.

Future primary legislation may include backstop powers to compel action.

He added that legislation would simplify enforcement processes and expand data requirements for 11–18 metre buildings.

Oversight, transparency and national mechanisms

The government will publish quarterly updates on Grenfell recommendations on gov.uk and provide an annual update to Parliament.

Norris said: “It will be done recommendation by recommendation: ‘Here’s what we’re doing. Here’s our progress. Here’s what is going to happen next.’”

While a public tracker will be available, the Fire Minister said the decision on a formal national oversight mechanism remains under review by the Cabinet Office.

He also confirmed that the ministerial tracker in use internally will reflect what is published publicly and acknowledged calls from bereaved families for more transparent engagement.

Engagement with Grenfell bereaved and leaseholders

The government is maintaining contact with Grenfell survivors and bereaved families, including those based overseas.

Norris said: “We will meet in the evening, in the day and on weekends, because we want to hear those voices.”

On the decision to deconstruct Grenfell Tower, Norris said: “I believe strongly, in my heart of hearts, that the answer is yes [they were consulted].

However, if a single person says we failed, that matters much more than what I think.”

Norris also confirmed he meets regularly with End Our Cladding Scandal and is reviewing the implications for non-qualifying leaseholders affected by non-cladding defects.

Social housing voice and regulation

Improving the voice of social housing tenants was highlighted as a central concern.

The government is continuing its Four Million Homes campaign and expanding the Regulator of Social Housing’s remit.

Norris said: “If you do not know what those rights are and how to exercise them, how can you drive change?”

He acknowledged that social tenants often feel unheard and that complaints are not resolved promptly.

The government’s aim is to reduce the need for escalation by improving local resolution mechanisms.

Fire services governance and cultural change

Responsibility for fire policy has been transferred from the Home Office to the Department for Levelling Up, Housing and Communities.

Norris now leads fire reform and confirmed plans for an independent college of fire and rescue.

He said the college will support research, training and cultural change.

He added: “Culture will be top of my inbox,” referencing findings from the Home Affairs Committee about bullying and harassment in fire services.

The government will continue working with the inspectorate and maintain a memorandum of understanding with HMICFRS.

New construction regulator and regulation reform

Plans for a single national construction regulator are advancing.

The Fire Minister confirmed that a prospectus will be published in autumn 2025 and legislation will follow.

Dame Judith Hackitt will chair an independent panel on building control reform.

Norris said: “There has been too much fragmentation, which has led to a lack of accountability.”

He said the regulator will have a “maximalist” remit but that product testing and certification may sit outside the regulator to avoid conflicts of interest.

Capacity, planning and workforce development

The government will launch trailblazer programmes and support professional development for fire and building safety roles, including a new chief resilience officer model.

Norris acknowledged workforce gaps and said building control faces future challenges if recruitment does not increase.

He confirmed additional funding is being given to the Building Safety Regulator and local resilience forums.

He said the government’s target of 1.5 million homes will not be compromised by safety efforts: “This is not seen as a trade-off, negotiation or bargain.”
