The blaze, which rapidly consumed the structure, has prompted experts to consider the building’s exterior and its construction phase as key factors in the fire’s swift spread.

Following the tragedy of London’s Grenfell Tower, the fire and safety industry has been vocal about the risks associated with combustible exterior wall assemblies.

These façades, which have gained popularity for their modern appearance and energy efficiency, often include materials that can expedite fire propagation.

In light of the Tver incident, the NFPA joins other experts in drawing comparisons to previous fires exacerbated by similar materials.

Dr. Ankit Sharma of NIST, reflecting on the event, stated: “This is one of the craziest fire spreads I have ever seen.

“Using combustible façades is akin to wrapping your entire building in gasoline and waiting for disaster to happen.”

Construction sites identified as a fire risk by the NFPA

The event in London marks the beginning of a series that will span all six regions APS operates in, offering industry professionals a chance to engage in discussions, share insights, and network in person for the first time since the pandemic began.

Building Safety Regulator: New updates for inspector registration before April deadline

BSR announces competence assessment extension

The Building Safety Regulator (BSR) has issued new guidance for building control professionals facing the upcoming registration deadline of 6 April 2024.

In response to concerns about the number of professionals registered as Registered Building Inspectors (RBIs), BSR has introduced a temporary extension for those meeting specific criteria.

This move aims to support the profession and ensure compliance with safety standards.

Philip White, Director of Building Safety, explained the rationale behind this decision in a letter dated 13 March 2024: “As you will be aware number of concerns have been expressed by the building control profession about whether enough building control professionals will be registered as RBIs by the 6 April.

“I understand those concerns and have been working with colleagues in BSR and across government to consider what we can do to support the profession.

“To that end, the decision has been taken to implement a competence assessment extension period for those meeting set criteria.

“Professionals who are not registered by 6 April will not benefit from the extension period and will not be able to continue to work on regulated building control activities.”

Criteria and process for the extension

To qualify for the extension, building control professionals must meet several criteria, including being registered as a Class 1 RBI by 6 April 2024 and enrolled in an approved competency assessment scheme.

Those eligible will have a 13-week period, until 6 July 2024, to complete their assessment and upgrade their registration.

Failure to do so will result in the inability to continue working on regulated building control activities without supervision.

“This must not be seen as an opportunity to delay – there will be no extension to these arrangements,” stated White.

“From 6 July 2024 any professionals who have not completed a competency assessment and upgraded their registration class will only be able to undertake work under supervision.”

Importance of timely registration and assessment

The BSR’s guidance emphasises the importance of timely registration and competency assessment completion. Professionals are urged to register with BSR and enrol in a competency assessment scheme as soon as possible to avoid disruptions in their ability to work on building control activities.

“We expect employers to support staff going through the assessment process by ensuring they have time to complete the assessment process and providing assistance and support to help them succeed,” White added.

“I encourage everyone who has not yet done so to register with BSR and enrol with one of the competency assessment schemes as soon as possible.”

The fire in Valencia on 22 February 2024, which engulfed two 14-story residential blocks, has raised serious concerns about the materials used in the building’s cladding.

Initial reports suggested the presence of polyurethane insulation, but recent statements from authoritative bodies have contested this claim.

The Modern Building Alliance expressed deep regret over the incident and extended sympathies to those affected.

They noted early media reports citing polyurethane insulation but highlighted that the Vice-President of the College of Industrial Technical Engineers of Valencia and the Technical Architecture School of Valencia have dismissed this hypothesis.

The Alliance stated: “We hope that the investigation will clarify, as quickly as possible, the exact circumstances of the fire and why it spread through the façade so quickly.”

Rigid Polyurethane Industry Association Responds to Cladding Speculations

The Rigid Polyurethane Industry Association (IPUR) also addressed the issue, offering condolences and support to those affected.

They confirmed that there is no evidence of polyurethane in the building’s ventilated façade, neither as a filler for exterior cladding nor as insulation in the air chamber.

The property manager, after consulting the Building Book, corroborated this, stating that the insulating product was not polyurethane.

IPUR said it is ready to assist authorities with expert evidence to confirm the absence of polyurethane.

They emphasised the value of polyurethane insulation in various applications, highlighting its thermal insulation properties.

The Building’s ‘Ventilated Façade’ and its Role in the Fire

The structure of the building, completed in 2009, featured a ‘ventilated façade’, designed for thermal and acoustic insulation.

This system includes a wall, an insulating layer, and a cladding material fixed with an exterior structure, creating an air chamber for ventilation.

The rapid spread of the fire, fuelled by intense winds, was unprecedented, according to Raúl Esteban, Fire Chief of the Alcorcón City Council (Madrid).

Esther Puchades, Vice President of Cogitival and member of Apcas, initially suggested a polyurethane coating but later retracted, citing the possibility of a thermoplastic material added to the rock wool and aluminium.

Current Status of the Investigation and Building Safety Considerations

The investigation is ongoing, with various experts contributing their insights.

Fbex, the developer of the buildings, had used an ‘Alucobond-type’ material, consisting of aluminium sheets and a mineral polymer interior.

The exact composition of this material is yet to be confirmed.

The rapid horizontal spread of the fire also indicates the presence of synthetic floors, as noted by David Higuera, a technical engineer.

The incident draws parallels to the Grenfell Tower fire in London, where flammable plastic cladding significantly contributed to the disaster’s severity.

The Industry Safety Steering Group (ISSG) published its fourth report for the Secretary of State and the Minister for Building Safety on 1 March 2024, offering an insight into the cultural shifts within the built environment industry from October 2021 to July 2023.

This comprehensive document outlines the ongoing efforts and identifies areas contributing to a positive change in industry standards but clarifies that it does not encompass all aspects of the transformation.

Organisations demonstrate good practice through case studies

The report showcases several organisations that exemplify good practice, encouraging them to share their successes and learning with the wider industry.

The aim is to elevate standards across the board by promoting these examples of excellence.

“We actively encourage these organisations to find routes to share their learning and best practice with the rest of the industry, including through the media, in the interest of raising standards across the sector,” the report stated.

This legislation marks a significant shift towards improving safety standards across England’s built environment, with a particular focus on those living in high-rise residential buildings (HRBs).

The BSR’s campaign highlights the critical aspects of the Building Safety Act, which is central to the reforms in building safety across England.

The Act defines HRBs as buildings that are 18 meters in height or consist of seven or more floors, including at least two residential units, categorising them as ‘higher-risk’.

The new laws are designed to protect and empower residents, allowing them to actively participate in safety decisions impacting their homes and offering a structured process for raising safety concerns.

Principal accountable person and enhanced resident rights

A key feature of the Act is the requirement for each high-rise building to designate a Principal Accountable Person (PAP), responsible for managing the building’s safety and being accountable for legal obligations.

Residents now enjoy enhanced rights, including assurances that safety risks are being addressed, access to information on safety improvements, and the empowerment to voice concerns with the confidence that they will be taken seriously.

BSR’s role in ensuring safety

The BSR, operating within the Health and Safety Executive, plays a pivotal role in the government’s response to the Grenfell fire tragedy.

It aims to ensure the safety of HRBs by overseeing how buildings are managed and reviewing compliance with duties by the PAP.

The construction sector is one of the world’s largest industries, accounting for about $10 trillion of spending on goods and services globally every year.

In the United States, the sector is equally important, having been valued at $1.8 trillion in 2022.

Aside from topping statistics of leading industries, the sector is also infamous for the level of danger construction workers can become exposed to.

In 2021 alone, the number of construction sector deaths caused by slips, trips, and falls rose by more than 5%.

Apart from risks associated with heights, construction workers may also face risks caused by handline flammable materials on job sites.

In this article, we investigate how contractors can mitigate fire risks and increase safety on their sites.

How to identify common flammable materials

Mitigating risks starts with understanding the hazards workers on a particular job site may become exposed to and how those potentially hazardous materials can affect them.

Basically, flammable materials are substances that ignite easily and burn fast.

Take a look around most construction sites, and you are likely to find gases, liquids, and solid materials that fall into this category.

Understanding flammable materials

To qualify as a flammable material, gases like propane, butane, or acetylene need to have a lower explosive limit of less than 13% in air or a flammable range of at least 12% in air.

Butane’s flammable range in air is 20%, for example.

Liquids, such as solvents, paints, and paint thinners need to have a flashpoint below 100°F to be considered flammable.

Solids in this category can include simple things such as rags soaked in a flammable liquid or leftovers from spills that have not been cleaned correctly.

In addition, some metals can burn when they come in contact with water or air.

Even seemingly innocent items like matches can contribute to a fire.

Identifying flammable materials on-site

How can workers identify potentially flammable materials? If those materials are kept in their original containers, the containers are usually marked according to standards set by the Occupational Safety and Health Administration (OSHA).

The aim is to allow workers to identify potentially flammable substances easily, even without specific training.

Still, marking containers does not replace training.

Construction contractors and site supervisors need to ensure that new crew members are trained swiftly and understand which potentially hazardous substances they may be handling.

Common safety hazards

Fires are the most common safety hazard created by flammable materials on construction sites.

However, it takes more than these materials alone for a fire to start.

An easy way to understand how fires start is to think of a triangle.

The fire triangle consists of:

  • Fuel, such as liquid, gaseous, or solid flammable materials
  • A source of ignition, which could be anything that radiates heat or creates a spark, and
  • Oxygen

Sources of ignition include torches but also tasks including grinding operations.

When it comes to equipment that radiates heat, something as simple as a kettle can be enough.

Any of the flammable materials we listed earlier can become fuel for the fire to consume.

Other trash such as paper or wood, will also feed potential fires.

Oxygen can be found in the air we breathe, which consists of 21% oxygen, 78% nitrogen, and other trace gases.

21% may not sound like a  very high number, but it is certainly enough to keep a fire going, devastate a construction site, and cause fatalities.

Strategies for mitigating fire risks

Construction contractors can mitigate fires on construction sites effectively by:

  • Identifying and labelling flammable materials
  • Storing potential fuels away from ignition sources
  • Training crews on fire safety measures
  • Providing adequate safety equipment

Let’s start by looking at training: not every new crew member arrives at a site with sufficient knowledge and awareness of flammable materials and fire safety.

Labelling hazardous materials contributes toward site safety.

However, without adequate training to create awareness of what the content of those labels means, it may not be enough to protect workers.

Additional training not only helps with the identification of flammable materials, but it allows crews to spot mistakes made in storing these materials.

Spotted early, these issues can be resolved before an incident occurs.

Keeping fuel sources away from sources of ignition and storing them in adequate structures, away from direct sunlight, also helps mitigate fire risks.

Crews also need to understand how their behaviours affect fire safety.

Smoking may be banned on many larger construction sites.

If contractors allow it, they should limit it to designated smoking areas away from flammable materials or ignition sources.

Essential tools and resources

Aside from adequate training to increase awareness, construction crews also need to know where to find additional information about flammable materials and fire hazards.

Moreover, they need to be trained in dealing with accidents and incidents.

OSHA provides specific fire protection information on its website.

The documents not only list flammable materials but also explain different classes of fire and flammable materials relevant to construction scenarios.

Training to deal with accidents and incidents starts with basic first aid training that can help save lives before emergency medical personnel arrive at a site.

First aid training would not be complete without providing crews with the gear and resources they need to help one of their colleagues adequately.

If a crew handles flammable materials, their first aid supplies and training should include specific information and equipment to deal with burns.

Because burn victims often experience heart dysfunction, most job sites require Automated external defibrillators (AEDs).

They allow layperson first responders with minimal training to help someone whose heart is beating irregularly by shocking the heart back into a normal rhythm.

Conclusion

Flammable materials increase the risks faced by construction crews. At the same time, they are essential to the industry.

While it is not possible to remove the risks related to handling those materials entirely, they can be mitigated effectively by increasing the knowledge and training of crews involved in handling them, labelling materials correctly, and providing adequate storage to protect everyone on-site.

The Regulatory Reform (Fire Safety) Order 2005 (FSO) is the overarching legislation governing fire safety in buildings in England and Wales.

The FSO applies to all premises including workplaces and common parts of all multi-occupied residential buildings and places legal duties on anyone in control of these premises to undertake and record a fire risk assessment.

All businesses with five employees or more must produce a documented fire risk assessment to establish that all correct measures have been taken regarding fire prevention and detection.

The Fire Safety Act 2021 clarifies that external walls, flat entrance doors and the structure of buildings are all covered by the Fire Safety Order and must be accounted for in all fire risk assessments.

Meanwhile, the Fire Safety (England) Regulations 2022 and section 156 of the Building Safety Act have brought in additional duties for responsible persons under the Fire Safety Order.

The Building Safety Act 2022 was itself introduced as a response to the Grenfell Tower fire in 2017.

The act aims to improve the safety and accountability of buildings in the UK, focusing primarily on high-rise residential buildings.

It was also enacted to enhance building safety measures and mitigate risks associated with high-rise residential buildings.

It establishes a more rigorous regulatory framework to ensure that buildings are constructed, managed, and maintained to the highest safety standards.

In 2023, several updates were made, bringing significant changes which impact building owners and those involved in buying or selling property.

Fire risk assessment

Over the last 20 years, UK Fire Risk Assessment standards have evolved around PAS 79 (Fire Risk Assessment – guidance and a recommended methodology).

This is a “Publicly Available Specification” published by the British Standards Institution (BSI), which brought together a wide range of experts in fire safety, fire risk assessment and the housing sector to reach a consensus on the guidance and recommendations.

PAS 79 was first published in 2005, then subsequently revised in 2007 and 2012 to provide guidance and a recommended methodology for conducting fire risk assessments.

It quickly became a popular and well-used document.

As a result of public outcry and political lobbying post Grenfell, the PAS 79 fire risk assessment received a much-needed overhaul via the Fire Safety Act 2021, bringing about several directly effective changes attempting to deliver a higher level of fire safety compliance and for more stringent housing-centric recommendations to be implemented: the new legislation detailing specific recommendations for domestic dwellings is found in Part 2, known officially as PAS 79-2:2020.

As an all-encompassing code of practice, PAS 79:2020 provides a determinate methodology to conduct fire risk assessments, producing basic and qualitative findings particular to a location.

It is now a code of practice and not merely guidance.

The primary purpose of the revision was to provide a specific methodology for conducting fire risk assessments so those responsible could meet their legal responsibilities via a stringent framework.

It provides a transparent approach to fire risk assessment that fosters a better understanding of fire risks by fire safety experts and laypeople alike: promoting better communication and understanding of the risks.

In addition, PAS 79-1:2020 and PAS 79-2:2020 establish a satisfactory basis for the documentation of fire risk assessments; and provide a benchmark for a suitable and sufficient fire risk assessment and define the nature and scope of a sufficient fire risk assessment.

Prioritising fire safety

Key aspects of the PAS 79-1:2020 (premises other than housing) and PAS 79-2:2020 (housing) are:

  • Greater importance placed on the competence of fire safety assessors.
  • PAS 79-2:2020 details recommendations of documents required for assessing and recording significant findings from risk assessments conducted at buildings of multiple-use – such as dual residential/retail premises – where parts of that building are legally required under legislation.
  • Recommendation for type 2, 3 and 4 fire risk assessments to be conducted for blocks of flats, extra-care premises and sheltered accommodation.
  • Recommendation of installation of evacuation alarm systems in blocks of flats and maisonettes – a direct result of the Grenfell Tower disaster.

Risk management

Nine steps to follow for a PAS 79:2020 fire risk assessment:

  1. Obtain information and all necessary data about the building: include processes that have been conducted within the structure, people who are present or likely to be present.
  2. Identify fire hazards and means for control and their elimination: determine scenarios or situations where fuel, heat and oxygen could mix on the assessed premise which would lead to fire – how could you eliminate, mitigate, or minimise said risks?
  3. Assess the likelihood of any fire: assess premises to determine where and which items are more likely to produce an environment friendly to ignition and fuel.
  4. Determine any present fire protection measures: all previously practicable fire detection/prevention/warning measures and systems.
  5. Obtain related info relating to fire safety management: what other steps have been or need to be implemented to guarantee risk of fire in the building is responsibly managed?
  6. Assess the most likely repercussions for a person if a fire occurs: consider the number of people, their age, overall health, bodily mobility, dependents, how familiar they are with the building layout, and likely regular visitors.
  7. Assess the overall risk of a fire occurring and severity of the damage caused by a fire that was the result of a fire hazard.
  8. Form and document an action plan: What is good about the premises’ current fire safety, what needs improvement and if your fire emergency evacuation plan (FEEP) is up to date.
  9. Set the fire risk assessment review date: book regularly and whenever there is a major change to the fire risk on the premises.

Common findings from PAS 79 Fire Risk Assessments include:

  • Damaged or unsuitable fire doors including missing intumescent smoke seals
  • Insufficient directional fire exit signage
  • Lack of documentation confirming that the fire systems including the fire alarm, fire suppression systems have been serviced
  • Failed emergency lighting luminaires
  • Housekeeping including excessive amounts of combustible materials
  • No fire door surveys or inspection’s
  • Fire evacuation drills not been carried out
  • Lack of or no specific fire safety awareness training for all staff
  • No trained fire marshals/wardens

Life safety fire risk assessment

Conclusion

The legislative landscape for UK fire safety and fire risk assessments is complex and has expanded significantly in the last six years.

We are seeing projects take a much more holistic view to Fire Risk Assessments, particularly within the construction sector, something which is reflected through the Royal Institute of British Architects (RIBA) Work Stages, where Fire Statements, Fire Strategies, Site Audits and Fire Risk Assessments combine to demonstrate compliance with the Building Safety Act 2022, providing and ensuring a “Golden Thread” of information and best practice.

This legislative response to the Grenfell Tower fire sees Construction Phase Fire Risk Assessments produced while the development is still under construction and as early as RIBA Stage 4 and RIBA Stage 5.

In many circumstances, this will also include a bespoke External Wall Fire Risk Assessment (FRAEW) to PAS 9980 (developed through RIBA stages 5-7) and a practical completion Fire Risk Assessment.

These set a new benchmark for proactive risk assessment through the construction project and ensures developments are built in full recognition of Building Regulations and Fire Legislation.
