The Building Safety Regulator officially became a standalone organisation on 27 January 2026, marking a structural shift in the delivery of Gateway 2 building control oversight.

The Building Safety Regulator (BSR), previously part of the Health and Safety Executive (HSE), transitioned to an arm’s-length public body under the Ministry of Housing, Communities and Local Government, paving the way for the creation of a single construction regulator as recommended by the Grenfell Tower Inquiry.

The regulator was established in 2021 following the Grenfell Tower tragedy, with full statutory powers introduced under the Building Safety Act 2022.

The move formalises a broader mandate that extends beyond high-rise buildings to include responsibility for safety standards across all buildings in England.

The transition follows what BSR described as an operational reset in its role as the building control authority for higher-risk buildings, supported by the introduction of its Innovation Unit and new efficiency measures.

These changes were positioned as part of efforts to improve operational delivery, target regulatory guidance and support competence development across the construction sector.

Regulatory mission, leadership and sector response

Lord Roe, Chair of BSR, said: “Today is a decisive and important step in strengthening building safety and a milestone that marks our evolution into a standalone regulator.

“While the creation of BSR in 2021 was a watershed moment, today is about looking forward to a single construction regulator that brings coherence to a once-fragmented system.

“Today is about continuing to support homes being built safely while fulfilling our primary mission: ensuring we are all building better and living safer, together.”

The transition formalises BSR’s independence and establishes its governance framework as the regulator works toward the development of a single construction regulator model.

Regulatory role and standalone status

The Health and Safety Executive (HSE) outlined the regulatory framework and operational changes following the transition to standalone status.

The HSE described the Building Safety Regulator as the national regulator responsible for improving the safety and standards of all buildings in England, established in 2021 following the Grenfell Tower tragedy, with full statutory powers introduced under the Building Safety Act 2022.

From 27 January 2026, BSR operates as a stand-alone executive non-departmental public body sponsored by MHCLG, with governance and accountability formalised while day-to-day regulatory activity continues.

The framework includes responsibility for regulating higher-risk residential buildings over 18 metres or seven storeys across design, construction and occupation through a three-stage gateway approval process.

BSR also acts as the building control authority for all higher-risk buildings, including hospitals and care homes, and oversees the performance of local authority and private sector building control bodies.

Charlie Pugsley, Acting Chief Executive Officer of the Building Safety Regulator, said: “This month marks a significant new chapter for BSR as a standalone body, with the knowledge that our new processes are driving improvements – evidenced by the fact we recently made the most decisions in our operating history.

“We are determined to build on this momentum by launching a Remediation Improvement Plan to tackle complex remediation cases and streamline resources.

“We will also be engaging even more closely with applicants to help improve the quality of new build HRB applications.

“By driving these improvements, we can ensure we keep essential construction projects being built, while upholding the critical safety standards that protect residents in both new and existing homes.”

Gateway 2 decisions and application volumes

The Building Safety Regulator published new building control approval data covering November 2025 to January 2026.

The Building Safety Regulator (BSR) recorded 698 Gateway 2 decisions across all application types in the 12 weeks to 24 January 2026.

Live applications across all categories totalled 1,159.

The final quarter of 2025 recorded 673 decisions by 31 December, compared with just over 200 in early 2025.

Across all Gateway 2 categories, 68% of decisions related to London cases, totalling 476 decisions in the capital since November.

In the 12 weeks to 24 January, 97 Gateway 2 new build applications received decisions and 99 new build applications were submitted.

New build applications represented 19,600 residential units.

Decisions were issued for 19,914 units, including 11,962 approvals.

Live cases represented 37,065 residential units.

Legacy, remediation and Innovation Unit performance

The update set out volumes and decision outcomes for legacy applications, remediation cases and the BSR Innovation Unit alongside new build activity.

Since November, 52 decisions were made on outstanding legacy cases inherited under the previous model, with 29 in London.

The approval rate for historic applications viable to receive a decision reached 87%.

The remaining 29 complex legacy cases were under assessment to determine whether continued resources were warranted or whether rejection and resubmission would be required.

Since 3 November 2025, 75 remediation decisions were issued and 73 new remediation cases were received.

Live remediation cases totalled 286, representing 24,949 units.

A batching pilot delivered 12 decisions, with a Remediation Improvement Plan scheduled to launch in the coming weeks to address application quality and streamline internal resources.

In the past 12 weeks, the BSR Innovation Unit (IU) recorded 39 decisions, with 27 in London.

The IU managed 111 live new build applications representing 25,226 units, including 61 in the capital.

Of cases progressing beyond validation, 30% were approved and 41% were rejected.

Initial validation failure rates reached 56%, linked to missing basic design information.

Industry reaction on Gateway 2 evidence and digital records

Rob Norton, UK Director at PlanRadar, said: “The BSR becoming a standalone body corporate is the final nail in the coffin for ‘analogue’ site management.

“For years, the industry has treated documentation as a post-script, something to be tidied up at the end of a project.

“Those days are over.

“An independent regulator, equipped with its own board and a dedicated enforcement mandate, isn’t going to accept a ring-binder full of blurred photos and missing signatures as proof of safety.

“The real challenge for Gateway 2 and 3 isn’t the regulations themselves, it’s the evidence.

“We are currently seeing a massive disconnect between on-site reality and regulatory reporting, which is the single biggest factor behind the Gateway delays currently stalling UK construction.

“If the BSR is to succeed in clearing these backlogs as an independent entity, it requires high-quality, tamper-proof digital data.

“Without a robust ‘Golden Thread,’ developers are essentially playing Russian Roulette with their completion certificates.

“This independence should be a wake-up call.

“The BSR now has the autonomy to set a higher bar for digital competence.

“We can’t expect to build the next generation of high-rise homes using the record-keeping standards of the 1990s.

“It’s time for the industry to stop viewing digital tools as an ‘extra’ and start seeing them as the only way to stay on the right side of an empowered regulator.”

Dr David Crosthwaite, chief economist at BCIS, said: “Data published by the Building Safety Regulator (BSR) in the past few months has spoken for itself.

“While more building control approval decisions are being made thanks to the new Innovation Unit, the speed of decision-making, specifically for remediation applications, must improve.

“Establishing the BSR as an independent organisation is certainly an important step toward unifying and simplifying how construction is regulated.

“It shows the industry is being listened to in the same way the BSR’s process adaptations did last year.

“That said, the BSR cannot afford to take its foot off the gas.

“Its new caseload is growing and construction’s residential market particularly would benefit from a slicker regulatory system sooner rather than later.

“Both private and public sector housing output has slowed and fewer approval holdups would go a long way to speed up project starts and the economic value they can deliver.”

International and UK organisations achieve first NEBOSH Verified status

Arabian Pipeline & Services Co. Ltd. ANABEEB is the first international organisation to have a course verified through the new service.

The Saudi-based industrial services and maintenance company serves process industry clients across the Middle East and North Africa (MENA) region.

New RoSPA report links accidental deaths burden to infrastructure and enforcement gaps

Accidental deaths report outlines global scale of the problem

Accidents were the sixth leading cause of death worldwide, with 3.1 million people killed in 2021.

The Royal Society for the Prevention of Accidents (RoSPA) has published Accidental deaths and life-changing injuries: A global tragedy, produced in partnership with L’Oréal and Xylem.

The report found that 1 in 20 deaths globally were caused by accidents.

It calculated this as more than 8,000 deaths every day.

The analysis draws on data from the World Health Organization (WHO) and other international sources.

Accidental deaths concentrated in lower and middle income countries

The report shows that people in lower and middle income countries face far higher risks of dying in accidents than those in wealthier nations.

Road traffic collisions account for 1.2 million deaths each year.

Low and middle income countries represent 92% of road deaths despite having 60% of the world’s vehicles.

Workplace accidents kill an estimated 315,000 people annually.

Lower and middle income countries account for 94% of these workplace deaths, with the highest rates recorded in Africa and Asia.

Workers are almost three times more likely to die in a workplace accident in Asia than in Europe and nearly four times more likely in Africa.

Agriculture records the highest number of deaths of any sector.

The report also found that 80% of deaths among working age adults occur outside the workplace, with road traffic collisions, falls, drownings and fires identified as leading causes.

Poor infrastructure, weaker regulation and inconsistent enforcement were identified as key factors behind these inequalities.

Economic impact and calls for prevention investment

Beyond the human toll, the report links accidents to reduced productivity and increased healthcare costs, particularly in developing economies.

It describes how this can contribute to a cycle of lower economic growth, reduced incomes and limited investment in accident prevention.

Rebecca Hickman, Chief Executive at RoSPA, said: “Every day, thousands of people around the world are killed or seriously injured in preventable accidents.

“Each death or injury devastates families and communities.

“At RoSPA, we believe safety is a fundamental human right – one that should not depend on where you live.

“These findings are stark: accidental deaths remain a major public health challenge, with lower- and middle- income countries facing the heaviest burdens.

Rescue Intellitech marks 50th Solo Rescue machine installation in British Isles

Rescue Intellitech milestone installation at Jersey fire headquarters

Rescue Intellitech has installed its 50th Solo Rescue machine in the British Isles, with the latest unit installed at States of Jersey Fire and Rescue Service (SJFRS) headquarters in St Helier.

The machine was introduced to improve the speed, effectiveness and safety of PPE cleaning for SJFRS and to support post-incident decontamination.

Rescue Intellitech launched the Solo Rescue machine to fire services in Scandinavia in 2012.

The machine is designed to clean firefighter helmets, self-contained breathing apparatus (SCBA), boots and gloves.

Today, the company’s machines are used by fire departments globally, with its product range also including specialist washing machines for firefighter clothing and drying cabinets for PPE.

Jersey decontamination room redesign and Solo Rescue installation

The new machine has been installed at SJFRS headquarters as part of a reconfiguration of its decontamination room, where PPE cleaning for the island’s 113 firefighters is carried out.

Station Commander Ben Elliott said: “Previously, our SCBA and other PPE items were carefully cleaned by hand.

“We recognised that by investing in the Solo Rescue machine, the process would be quicker and more efficient, as well as safer for our staff.

“Crucially, the mechanical cleaning of PPE helps to reduce exposure and contact time.

“In particular, SCBA sets are complex and tricky to clean manually, but come out visibly cleaner with the Solo Rescue.”

The installation was completed in a single day and included a demonstration and training for the team responsible for operating the machine.

A bespoke shadow board was also created to store ancillary products including brushes, gloves and detergent sprays.

Elliott added: “We have been really impressed with the customer service provided by Rescue Intellitech, from initial discussions to installation, to ongoing support.

“Our location means we can’t rely on external managed services to clean and return our kit swiftly, so we have to handle all our own cleaning on site.

“The Solo Rescue machine has helped make these cleaning processes safer and more efficient, and feedback from the staff has been very positive.”

SJFRS has also ordered two drying cabinets, a DC20 and a DC8, which will be located in an adjacent drying room.

The cabinets are designed for PPE and dry interior and exterior surfaces simultaneously without mechanical action.

Area Sales Manager Nick Croad commented: “It’s been a pleasure to work with SJFRS on the installation of our 50th Solo Rescue machine in the British Isles.

“The team here has recognised the importance of mitigating the health risks associated with toxic smoke particles, and has established a robust set of procedures to help keep its crews safe.

“We’re proud to have played a part in this process, and to be continuing our support with the provision of specialist drying cabinets.”

Context from 2023 decontamination research cited in announcement

The announcement referenced research published by the Fire Brigades Union (FBU) in 2023, which highlighted the importance of swift and careful decontamination of PPE after fire-related incidents to protect the long-term health and wellbeing of firefighters.

This research has prompted many fire and rescue services to introduce additional procedures and measures to reduce toxic smoke exposure.

Rescue Intellitech has now supplied 50 Solo Rescue machines to fire and rescue services across the British Isles.

Senior government and industry leaders at Intersec discussed how artificial intelligence is moving into everyday frontline operations in safety-critical environments.

The session, titled “AI & Safety 4.0: Rethinking Human Risk,” focused on how AI is being used in safety practices, ethical decision-making and risk management culture.

Panellists said AI tools should enhance human responsibility and leadership in safety-critical settings.

Accountability, trust and risks from reduced manual checks

Panellists described current uses of AI including predictive analytics, identifying risk patterns and triggering early warnings in complex operations.

Dr Waddah S. Ghanem Al Hashmi said: “We delegate responsibility, but we do not delegate accountability.

“So, the employer, anybody who engages with AI or uses AI, continues to carry the accountability.”

Speakers referenced refinery cases where AI-based predictive tools were followed by a drop in manual inspections, raising concerns about over-reliance on technology and new blind spots in safety systems.

Dr Islam Adra said: “When you put ‘trust’ and ‘AI’ in the same sentence, it’s kind of an oxymoron.

“There’s a contradiction there, because AI has done a very good job building a [very] bad reputation.

“When we think of AI, especially in the workplace, we think of surveillance, we think of control, we think of monitoring, and even the replacement of workers.”

The panel was moderated by Isaac Ochulor and also included Hari Kumar Polavarapu.

The speakers urged boards and executives across the region to integrate AI into their safety strategy, treating it as part of wider safety management.

The session formed part of the Intersec Health & Safety Conference 2026, powered by the Institution of Occupational Safety and Health (IOSH).

Road safety charter pilot prompts IOSH call for employer action

IOSH calls for employer action over road safety

The Institution of Occupational Safety and Health (IOSH) has called on employers to take action to prevent work-related road traffic incidents, as a new UK charter is being piloted to set a national standard for organisations that require people to drive or ride for work.

The organisation linked the call to the National Work Related Road Safety Charter pilot, which it said covers employers whose staff use HGVs, vans, cars, motorcycles, e cycles and cycles.

IOSH said the pilot forms part of measures in the Government’s new road safety strategy.

It said the strategy aims to reduce deaths and serious injuries on Britain’s roads by 65% by 2035.

Charter pilot sets national standards

The charter is designed to help organisations in the public and private sectors reduce work related road risk, IOSH said.

It said the charter promotes good practice, clear accountability and compliance with existing legislation.

IOSH said employer leadership is essential to reduce work related road harm.

It said this requires work-related road risk to be embedded in health and safety management systems and risk assessments.

IOSH points to fatality estimate

IOSH said an estimated one in three road traffic fatalities involve someone travelling for work purposes.

The organisation said this estimate means businesses should do more to manage work-related road risk.

IOSH said it welcomed the charter pilot.

It added that it wants work-related road traffic incidents included as a reporting requirement under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR).

Policy lead sets out expectations

Ruth Wilkinson, Head of Policy and Public Affairs at IOSH, said: “Work shouldn’t cost lives.

“As part of health and safety law, employers have a clear legal and moral duty of care that extends beyond the physical workplace, and covers all work activities – including driving and riding for work.

“It includes driving your own vehicle when using it for business, and it can include commuting to and from work if you are travelling to a location that is not your normal place of work.

“Preventing harm and protecting people on the road is part of protecting people at work — and business leaders must act now.

“The Charter is a decisive step forward.

“It sets expectations for board level oversight, competent risk management, and robust controls across all vehicle types — from HGVs and vans to motorcycles, e cycles and cycles.

“Good practice must be non negotiable: fit for purpose and safe vehicles; safe scheduling that eliminates fatigue and allows enough time for a safe journey; competent, fit and capable drivers and riders; zero tolerance for distraction and impairment; and data driven monitoring of incidents and near misses.

“Compliance with the law is the floor, not the ceiling.”

Controls and alternatives highlighted

IOSH said managers should consider alternatives to driving, such as train travel or video- and tele-conferencing.

It said organisations should have arrangements for drivers and riders to report incidents and near misses.

IOSH said this is intended to support learning and action to prevent reocurrence.

NVFC announces session line-up for 2026 Training Summit in Virginia

NVFC Training Summit dates and location confirmed

The National Volunteer Fire Council (NVFC) has announced the session line-up for its 2026 NVFC Training Summit, scheduled for 26 to 27 June 2026 in Arlington, VA.

The organisation said the event will feature three learning tracks focused on responder health and safety, volunteer recruitment and retention and emergency service leadership.

It added that registration will open in January.

The line-up of sessions and instructors is now available.

NVFC track structure and session count

NVFC said attendees will be able to choose from 18 sessions.

The organisation said the sessions will be taught by nationally recognised subject matter experts and fire service leaders.

It added that the programme is split across three tracks.

Those tracks are Health and Safety, Leadership and Recruitment and Retention.

Health and Safety track sessions listed

NVFC listed six Health and Safety sessions for the 2026 NVFC Training Summit.

The sessions are The Power of Hope: Strengthening Resilience and Well-Being in First Responders, Response Time Matters in Early Cancer Detection and Developing a NFPA/OSHA Compliant Fire Department Training Program.

US Senate backs firefighter cancer PSOB expansion in National Defense Authorization Act

NDAA adds PSOB presumption for firefighter cancer

The National Defense Authorization Act (NDAA) passed by Congress includes statutory text titled the Honoring Our Fallen Heroes provision, which amends the federal Public Safety Officers’ Benefits programme.

The change is set out in Section 1098 of the bill and adds a new subsection on “exposure-related cancers” to the PSOB law.

For firefighters, the provision directly addresses occupational cancer linked to repeated exposure to carcinogens encountered during emergency response, training and post-incident activities.

The statutory presumption recognises firefighter cancer as a potential line-of-duty injury for PSOB purposes when the eligibility conditions set out in the law are met.

What the bill changes in law

The bill states that “the exposure of a public safety officer to a carcinogen shall be presumed to constitute a personal injury” sustained in the line of duty and resulting in death or permanent and total disability, if the statutory conditions are met.

The bill defines “carcinogen” as an agent classified by the International Agency for Research on Cancer (IARC) under Group 1 or Group 2A and “reasonably linked to an exposure-related cancer”.

Eligibility time limits in the statute

The presumption applies if the exposure occurred while the public safety officer was engaged in a line of duty action or activity.

The bill states the public safety officer must have begun serving “not fewer than 5 years before the date of the diagnosis” with an exposure-related cancer.

The bill states the officer must be diagnosed “not more than 15 years after the public safety officer’s last date of active service”.

The bill states the exposure-related cancer must “directly and proximately” result in death or permanent and total disability.

When the presumption does not apply

The bill includes an exception stating that the presumption “shall not apply” if competent medical evidence establishes the carcinogen exposure “was not a substantial contributing factor” in the death or disability.

Cancers listed in the bill

The bill defines “exposure-related cancer” as a list that includes bladder cancer, brain cancer, breast cancer, cervical cancer, colon cancer, colorectal cancer, esophageal cancer, kidney cancer, leukemia, lung cancer, malignant melanoma, mesothelioma, multiple myeloma, non-Hodgkins lymphoma, ovarian cancer, prostate cancer, skin cancer, stomach cancer, testicular cancer and thyroid cancer.

The definition also includes “any form of cancer that is considered a WTC-related health condition” under the World Trade Center Health Program statute.

The bill also includes “any form of cancer added” through future updates.

Updates, evidence base and petitions

The bill requires that “from time to time but not less frequently than once every 3 years” the Director must review the definition of exposure-related cancer and update it where appropriate.
