RoSPA welcomes entries from Oman for Health and Safety Awards

After a bumper 2021, when nearly 2,000 entries from 49 countries were received, the Royal Society for the Prevention of Accidents (RoSPA) Health and Safety Awards 2022 are now open for registrations.

A number of prestigious Oman-based organisations, including STOMO, Oman Sustainable Water Services (S.A.O.C) and Douglas OHI LCC have already benefitted from the RoSPA Awards. 

This year, Douglas OHI LCC were recognised at the RoSPA Awards for their outstanding commitment to health and safety and were presented with their fourth consecutive RoSPA Gold Award and a Fleet Safety Silver Award.

The key to a smart city lies within intelligent transport systems

Smart cities are essentially an ecosystem of technologies driven by data and analytics to manage assets and resources efficiently. The idea of what a smart city is, and the technology that will be used to create it, is constantly changing. Smart city solutions are becoming more of a reality, with localities being empowered to rapidly shape and customise user-specific applications that enhance public safety.

The vision of a fully connected city through technological innovations have already surpassed what existing current infrastructure can provide. That said, some advancements in this sector are already playing a huge role underpinning safety of operations throughout Europe – UK, Germany, Belgium – to name a few.

Smart sensing solutions are becoming an essential part of the technology needed to improve the safety of public operations across a myriad of local infrastructure, from streets, roadways, and intersections to buildings and other public spaces. These systems are already making a difference and are allowing us to envisage the future of cities based on interconnectivity and, in turn, situational awareness and data driven operations. A key question we must now ask is: how can local authorities tap into the technology and infrastructure already available to make this vision a reality?

Thermal transport solutions

A critical aspect of intelligent transport systems is thermal imaging. The technology works through tracking heat movement in any situation or condition, and therefore can be used in a safety capacity through extending the visibility of traditional cameras by up to four-times. This has been rolled out in many cities across the globe. Intelligent transportation solutions such as smart thermal and visible imaging systems that monitor traffic flow and detect incidents can empower cities to better inform road users of hazards, delays and alternate routes to keep everyone moving.

Hamburg, which has previously been named one of the most congested cities in Germany, is building a name for itself as the most innovative smart city in the country. Smart solutions provide resolution to the issue Hamburg’s commuters face, with 113 hours a year being wasted to traffic jams – by providing a better picture of traffic dynamics. City authorities are installing thermal imaging technology to traffic and street lights which will allow authorities to “see” data-points. These cameras are interconnected via a cloud-based system which will allow for high-resolution and real-time information to be collected and analysed, resulting in fully comprehensive datasets from all 420 intersections across the city.

Traffic controllers can differentiate between pedestrians, vehicle types, and cyclists allowing them to accurately count and process how busy the roads are. This provides cloud-based control systems with invaluable data which enables them to adjust signals in real-time. Furthermore, information can be seamless transferred across the city, meaning that controllers can improve long-term planning and reduce blockages, so traffic flow is adapted to minimise daily congestion.

Enhancing visual awareness

Advancements in traffic systems are already playing a huge role in the safety of operations across cities globally. For example, authorities in the UK, including the City of Durham recently deployed FLIR thermal imaging sensors onto pre-existing road signs to build a unique collision avoidance system that reduced the number of incidents at the junction to zero. By putting electronic road signs that spur signalisation into action upon the detection of a passing object has helped prevent crashes and ultimately save lives. Over-time this can change driver behaviour through early-warning systems that prevent heavy breaking, allow drivers to adapt their speed accordingly and drive more economically.

Having this data to hand enables city authorities to analyse the information which can be used to optimise infrastructure performance and make roads safer. By getting ahead of rush hour on busy arterials to posting travel-times on variable messaging boards, technology is enabling urban planners and dwellers to make safer and smarter transport decisions.

Driven by data connectivity

With city operators and first responders sharing data and detecting incidents in real-time, more collaborative and efficient interactions are enabled, and safety can be maximised. Working with a single platform for data sharing, inter-device connectivity and end-user infrastructures all provide greater control for command centres to enhance public safety operations.

The flexibility and scalability of cloud platforms enable these solutions to be tailored to address specific needs – those that operate seamlessly within any city- or urban-level operation, management platform, and associated interface. Through one central node of communication, command centres can monitor their environment from a single access point. On top of this, AI driven-data processing allows for a faster, more unified response across the city, regardless of the scenario.

By connecting cities through intelligent transportation solutions – like FLIR smart thermal and visible imaging systems that monitor traffic flow and detect incidents – we can better inform travellers of hazards, delays and alternate routes to keep people moving. SEPCO selects Honeywell for King Salman International Complex project

Honeywell has been awarded a major contract by SEPCO Electric Power Construction Corporation (SEPCO) to supply connected control, telecommunications, safety and security systems for the King Salman International Complex for Maritime Industries and Services shipyard being developed by Aramco in Ras Al-Khair, Saudi Arabia.

When completed, the complex will be one of the largest shipyards in the world. It will be automated using a range of Honeywell technologies designed to make the facility’s operations safer, more efficient and secure. The suite of systems will be integrated into the complex by SEPCO, the project’s main engineering procurement and construction contractor.

“Our global presence enables us to work closely with international engineering, procurement and construction companies, including our valued partners SEPCO, to deliver highly innovative infrastructure projects around the globe. BASEC highlights the considerations of aluminium cable conductors in the Indian market

BASEC (British Approvals Services for Cables) has highlighted critical fire performance applications, with aluminium cables being a carefully considered process to ensure they are safe, compliant and reliable in service.

At present, India’s market usage share of aluminium (Al) wire and cable products is at a staggering 80%. This means that only 20% of cable products being used have copper (Cu) conductors, which is in huge contrast to some developed countries. Typically, copper cable products are mainly used for house wiring, instrumentation and control, as well as special application cables including: low voltage (LV) fire resistant and extra high voltage (EHV). Natural raw, in-country supply of aluminium is available and so the government encourages the use of aluminium wires and cables. In comparison to copper, aluminium offers a commercially viable and affordable option.

International cable standards recommend the use of either an aluminium or copper conductor depending on application. Copper has better conductivity than aluminium overall, and in order for an aluminium conductor to carry the same current or load it will need to be at least one size higher than its copper equivalent. For example: a 185sqmm Cu would offer the same load current as a 240sqmm Al conductor.

In either case, the appropriate certifications should be obtained to prove product quality and compliance to the required standards, in order to safeguard users when the cables are eventually installed. Cables are the main power source for many applications central to keeping businesses and infrastructures operating.

PACDA issues advice to avoid summer fires

The Public Authority for Civil Defence and Ambulance (PACDA) has called for compliance with the requirements of civil protection in industrial facilities to avoid summer fires.

“Property damage and material losses due to fires are being caused because of the high temperatures expected during the summer and the failure of some industrial establishments in meeting requirements of civil protection,” PACDA said.

According to data published by the authority, the number of recorded fires in industrial facilities in 2019 reached 47 fire accidents, compared to 61 fire accidents in 2018, with a decrease of 23%.

In order to prevent fires in industrial installations, the PACDA has called for compliance with the requirements of civil protection, such as periodic maintenance of the facility’s fire and alarm systems, and the implementation of safety procedures in storage, and other aspects that pose a threat to the facilities, their employees and their users.

PACDA has also called for the preparation of an emergency plan for the facility and to train workers on how to implement it. They added that, “the authority is ready to provide support and assistance in preparing the emergency plan for the facilities and carrying out practical exercises to ensure the suitability of the plan with the nature and size of the facility.”

Dubai’s Zen Tower reopens two years on from devastating fire after Dh20m revamp

A Dubai “community” has been reborn as residents return to a tower block devastated by fire two years ago following the completion of a Dh20 million refurbishment project.

An electrical fault in a first floor apartment sparked a blaze which tore through Zen Tower on a baking hot summer’s day in May, 2018.

Thankfully, no lives were lost as wind speeds of 30 miles per hour whipped-up flames across flammable cladding that encased the 68-flat high rise in Dubai Marina.

Residents who founded a new owner’s management association expressed huge relief at finally being able to move back into their homes this week.

Residents who founded a new owner’s management association expressed huge relief at finally being able to move back into their homes this week.

“It is our family home, so we are all relieved to be going back at last”, said Sherif Shamel, who will move his young family back into his eighth floor apartment this weekend.

“My children are very happy to be moving home as the youngest was born when we moved into the building in 2012.

“It is a small community, just 15 floors, so it is a better place to live than the huge tower blocks elsewhere in Dubai. Everyone here knows each other.”

As the building was built in 2002, some materials used in the original construction were no longer available.

To retain Zen Tower’s original features, consultants from the National Engineering Bureau and Rose City Contracting Company painstakingly sourced near-matching materials where possible.

Contractors even developed their own paint colour in keeping with the original decor in the corridors and lobby.

“Everyone had strong memories of how the building was, so we have tried our best to restore those,” said Tariq Ali, a construction manager with RCCC.

“Children would play here and parents saw their families grow, so it was almost like restoring a museum to keep their memories alive.”

Initial reports issued by police said the fire worsened as a result of flammable furniture and high winds.

The first five floors of the building, that backs on to the Sheikh Zayed Road Abu Dhabi interchange, were worst hit forcing more than 100 residents to flee their homes.

The building smouldered for several days and water used by Civil Defence crews destroyed much of the electrics and lower floors, including the basement swimming pool and gym.

Of the 68 apartments, 39 were completely rebuilt. Developers reduced the risk of future incidents by inserting a curtain wall to act as a fire break.

Air-conditioning and communication systems have been modernised while cladding cited as an accelerant in the blaze has been completely removed and replaced with a safer alternative at a cost of Dh1 million.

Similar flammable aluminium composite panel cladding used across the country has been blamed as a major factor in scores of tower block fires in recent years.

Banned cladding to be removed from high-rise buildings in Sharjah

The Sharjah Municipality has launched a crackdown on the buildings that continue to keep cladding facades, as part of its efforts to prevent fire accidents in residential units.

The inspection focuses on the review of safety requirements in these buildings to ensure that they maintain the specifications and protection requirements for fire safety.

Thabit Al Tarifi, Director-General of the Sharjah Municipality who heads the inspection campaign, said that it aims to check the buildings with aluminium and other flammable claddings and make the necessary changes according to a plan undertaken by the municipality’s engineering and buildings sector.

“This inspection comes within the framework of the municipality’s keenness to apply the best specifications and standards in all buildings to ensure the highest safety rates and fire prevention,” he added.

He urged managements and owners of the buildings to strengthen the safety standards and adhere to the requirements.

He said that the municipality facilitates procedures for the building owners to help them replace aluminium claddings with non-flammable materials.

Khalifa bin Hadda Al Suwaidi, assistant director-general of the Engineering and Buildings Sector, said according to the municipality regulations, buildings with a height of more than 23 metres or equivalent of seven floors should not have aluminium cladding.

In 2016, following a number of fire accidents in high-rise buildings, the municipality banned the use of aluminium cladding in the facades of the buildings.

The municipality had notified contractors, consultants and owners of buildings to implement a decision which calls for not using aluminium cladding for high-rise buildings.

The civic body has conducted a comprehensive survey of existing buildings with aluminium facades in all commercial, residential and industrial areas in the city.

He stressed that the municipality will continue to raise awareness of the dangers of using aluminium cladding through various means of media and direct communication with owners, contractors and consultants.
