What to expect when Warringtonfire’s new $30m fire resistance testing laboratory opens

With construction finished and handover now complete, Warringtonfire’s flagship fire resistance testing facility is entering the penultimate testing phase.

In this Q&A, Leigh Hill, Director, Built Environment Europe, Warringtonfire, answers some questions about what people can expect from the state-of-the-art laboratory once it opens in January 2025.

Leigh, can you give us an overview of the timeline that has led up to this point?

It is exciting to be at the stage where our new large-scale Warringtonfire laboratory is less than two months away from opening.

It’s taken a long time and huge amounts of work to get to this point.

However, I’m delighted to share that our $30m fire resistance testing laboratory is all set to officially open in January 2025.

Now that construction has finished, the team will be focusing on UKAS validation and accreditation for its five furnaces and operations.

We recently passed a pivotal milestone when the first official trials of two of our large-scale furnaces were carried out.

This represents the culmination of years of planning and hard work by the team.

The testing process is expected to be completed by the end of November and will ensure that the laboratory is ready to accept test specimens when it opens its doors.

And what’s happening with Warringtonfire’s previous laboratory?

While the new Birchwood site is completed, Warringtonfire’s resistance testing team will gradually transition from the Holmesfield Road laboratory as they prepare for opening.

As part of the expansion, 50 new jobs have already been filled, including all maintenance engineer, technical officer, and technical assistant positions.

The plan is for our technical and certification teams, currently based at a third site, to move into the new facility in the first week of December.

This change brings a wealth of benefits to our clients and colleagues, who will now be physically together to support and deliver the entire end-to-end process under one roof – from initial enquiry, testing, and technical evaluation, all the way through to certification decision.

This gives us the ability to service customers to a higher standard with the latest technology and collaborative processes, whilst developing multidisciplinary teams with expertise across the whole testing and certification process.

How does the capacity at the Birchwood laboratory compare to the Holmesfield Road site?

As we all work towards better building safety, the importance of fire testing continues to grow and with that comes greater demand.

That’s why the new Birchwood Park laboratory has been designed to double the capacity of the Holmesfield Road site and triple it in due course.

We’ve had an incredible amount of interest so far in testing at the new site, with clients already securing their bookings with us.

Testing slots are filling up quickly. We’re thrilled with the positive response and are looking forward to welcoming everyone soon.

What are some of the standout features the new laboratory has to offer?

We’re thrilled that the laboratory, in partnership with Tilbury Douglas, was recognised with a Bronze Award and a perfect score of 45 out of 45 under the Considerate Constructors Scheme during its construction earlier this year.

This scheme celebrates the efforts of construction sites, organisations and suppliers who commit to raising both environmental and community social value standards.

From the initial conception of the project, we have also aspired to incorporate sustainable principles at every stage, from the energy-efficiency and air quality measures integrated into the build, to the company’s continuing commitment to sustainable operations.

Equipment such as new abatement systems which clean the smoke to ensure that fumes from the fire testing process have negligible environmental impact have aided in this.

The laboratory is also prepared to utilise a blend of clean hydrogen and natural gas as soon as the local infrastructure supports it.

While the new laboratory will be at the forefront of sustainable fire resistance testing due to these measures, client confidentiality is also a core priority in our processes.

The facility features seven confidential spray booths, each with its own temperature-controlled environment, as well as custom-made steel screens that can be attached to test preparation bays to protect intellectual property.

Dedicated client viewing areas and strict workflows are also in place to safeguard sensitive information and ensure privacy.

Ahead of the launch, we are trialling full blank screens in front of the furnaces as an additional confidentiality measure during the test process.

Have you received any early feedback from your colleagues or customers on how the new site is shaping up?

From a team perspective, colleagues have spoken about the ways this new site could speed up responses and resolutions to queries and the potential for new career pathways across the business.

We have already received extremely positive feedback from client visits so far, all of which have recognised the scale of the operation and the improved facilities for installation, welfare, and testing.

The return to a single site with the technical team nearby was also well-received.

On 14 and 15 October, UKAS attended the site to witness a timber door test on the vertical furnace.

The assessor’s feedback was positive, and they were very impressed with the laboratory and the scale of the fire resistance testing that will be completed at Birchwood Park.

Thanks Leigh, finally can you share what you’re most excited about ahead of the new facility opening?

While a lot is changing for the better, plenty also remains the same.

This includes our priority, which is to deliver a safe, healthy workplace that protects our environment.

Fire resistance testing facilities are often expected to be dim, dusty, smoky places but we’re committed to showing that this is not the case.

Instead, our facility offers a clean, state-of-the-art facility for our customers and employees.

I’m particularly looking forward to making our clients and colleagues feel at home at Birchwood Park.

Not only do we want the site to serve as a testing facility, but we also want it to become a versatile environment where meetings can be held, and our team can thrive.

BESA updates DW145 guidance to improve fire and smoke damper safety

The Building Engineering Services Association (BESA) has released an updated version of its longstanding guidance, DW145, titled ‘DW145 – Fire Dampers (E/EI) and Leakage Guide to Good Practice for Installation, Design and Selection, Inspection and Maintenance’.

The update forms part of BESA’s ongoing efforts to enhance fire safety measures in the wake of the Grenfell Tower disaster.

According to BESA, its recent inspections revealed numerous fire dampers and smoke dampers that failed to comply with manufacturers’ guidelines.

The revised DW145 document addresses statutory requirements under the Regulatory Reform (Fire Safety) Order 2005 (England and Wales) and the Fire Safety (Scotland) Regulations 2006.

The guidance also emphasises the importance of penetration seals in ensuring fire-stopping integrity and highlights challenges related to accessibility for maintenance teams.

Key updates in fire and smoke damper safety

BESA identified revising DW145 as a priority following the Grenfell Tower public inquiry.

Kevin Morrissey, chair of BESA’s technical committee, said: “Since the Grenfell Tower disaster the building services industry has, quite rightly, faced increasingly intensive scrutiny.

“As a result, the Association has been urgently reviewing its technical guidance and supporting this work with the provision of targeted training.”

The revisions clarify key issues, including the necessity of system designs that allow straightforward access for testing, repairs, and fault investigations.

Additionally, it advises seeking expert guidance when there is uncertainty during specification or installation processes.

Enhancements to ensure compliance and reduce risks

The updated guidance also addresses variability in manufacturers’ instructions, which has caused confusion in the past.

It provides clear benchmarks and illustrative examples of typical installations to assist compliance.

BESA stressed the importance of detailed installation documentation, recommending photographic evidence for each stage of the installation.

This approach aims to provide clarity for clients while minimising risks for contractors.

“The committee behind the revision…have done the industry a great service,” Morrissey added.

“This new document delivers a new industry benchmark for the installation, testing, and maintenance of fire and smoke dampers.”

Training opportunities for industry professionals

To complement the updated DW145 guidance, the BESA Academy offers a short Fire and Smoke Damper Awareness training course.

This online course covers legal obligations, installation techniques, and asset referencing to avoid common errors.

The Health and Safety Executive (HSE) has released its annual report detailing workplace injury and ill health statistics for 2023/24.

According to the report, 1.7 million workers experienced work-related ill health during this period.

This figure is similar to the 1.8 million reported in 2022/23.

Half of these cases were attributed to stress, depression, or anxiety, totalling approximately 776,000 cases.

The report noted a decline in work-related stress, depression, or anxiety cases from 910,000 in 2022/23.

However, the current rate remains higher than pre-pandemic levels recorded in 2018/19.

Economic and productivity impact

Workplace injuries and ill health caused substantial productivity losses in 2023/24.

An estimated 33.7 million working days were lost due to self-reported work-related injuries or illnesses.

The HSE report highlighted the broader economic implications, noting that workplace injuries and new cases of ill health cost the economy £21.6 billion in 2022/23.

This represents a decrease of £1.6 billion compared to the previous year.

The statistics also cover work-related injuries and fatalities in 2023/24.

During this period, 138 workers were fatally injured in workplace accidents.

Additionally, 604,000 workers reported non-fatal injuries sustained at work.

HSE’s chief executive Sarah Albon reflected on the progress made in workplace safety: “This year marks 50 years since the legislation which established HSE was passed.

Much has been achieved in that time, including a dramatic reduction of around 85 per cent in the numbers of employee fatal injuries in the workplace.”

Fire services across the UK have issued safety warnings ahead of Christmas, cautioning residents about the heightened risks of electrical fires during the festive season.

According to a Legal Expert investigation, over 17,200 electrical fires were reported in London, Staffordshire, Lancashire, and Northern Ireland between 2021 and 2024. These incidents caused 43 fatalities and over 1,390 injuries.

The increased use of decorative lights, heaters, and other electrical devices during the holidays amplifies the risk of such fires. Fire services across these regions have shared targeted advice to help prevent accidents.

London fire brigade identifies faulty electricity supply as major fire cause

The London Fire Brigade (LFB) reported 11,938 electrical fires over three years, with 77% occurring in domestic properties.

Faulty electricity supplies accounted for 3,279 incidents, followed by cooking-related fires (2,964) and appliance faults (2,663). These fires caused 25 fatalities and 1,081 injuries.

LFB’s “Have yourself a fire-free merry Christmas” campaign advises residents to:

The Northern Ireland Fire and Rescue Service (NIFRS) dealt with 1,621 electrical fires, 68% of which occurred in homes. Cooking appliances caused 417 incidents, followed by issues with faulty electricity supplies and domestic appliances.

Nine fatalities and 258 injuries were reported during this period. NIFRS stresses avoiding overheating appliances, overcharging devices, and placing portable heaters near flammable decorations.

The Home Office estimates that faulty electrics cause around 4,000 house fires annually in the UK. Common causes include faulty wiring, defective appliances, and misuse of cooking and heating equipment.

Hereford and Worcester had the smallest number of fires among the seven regions, but hotspots like Wyre Forest still saw over 1,400 deliberate fires.

Nationally, a 22% drop in overall fire incidents was recorded from 2023 to 2024, but deliberate fires remain consistent.

A 2023 Youth Endowment Fund survey found that one in four children in England and Wales had been victims or perpetrators of violence, and nearly half had witnessed violent incidents.

The report emphasised that fire services have an important role in early intervention.

Proper training enables fire personnel to identify and respond to risks effectively, especially for children at heightened risk of harm due to trauma or neurodivergence.

The report recommends expanding fire services’ involvement in preventative programmes and improving information-sharing practices to ensure timely interventions.

Michelle Skeer of HMICFRS said: “The effects of serious youth violence on both children and communities are deeply concerning.

“It is vital that police forces, fire services, and other safeguarding partners intervene at the earliest opportunity to disrupt risks to children and young people.”

Recommendations for fire services and safeguarding partners

The report calls for fire services to strengthen their partnerships with police, health services, and local authorities to develop cohesive strategies for reducing youth violence.

Training and awareness campaigns led by fire services, particularly in schools, were identified as valuable tools for prevention and education.

The 2023 wildfire season saw some of the worst fires recorded across Europe, the Middle East, and Africa since 2000.

According to the Forest Fires 2023 report by the European Commission’s Joint Research Centre, wildfires affected over 500,000 hectares of natural land, equivalent to half the size of Cyprus.

The most severe incident occurred in Alexandroupolis, Greece, marking the largest wildfire ever recorded in the European Union since the European Forest Fire Information System (EFFIS) began tracking in 2000.

The report attributes this trend to climate change, with rising temperatures causing more frequent and intense fires across expanded areas and longer fire seasons.

Climate change’s role in wildfire risks

The report highlights the connection between climate change and wildfires, noting that prolonged fire seasons and increased fire intensity pose major challenges for firefighting services.

Fires are now occurring in regions traditionally unaffected, complicating response efforts.

Commissioner for Climate Action, Wopke Hoekstra, emphasised the urgency of adaptation: “The 2023 wildfires again showed that we were not ready to face these risks.

“Building on the recent European Climate Risk Assessment, we are developing a robust European Climate Adaptation Plan to address these challenges.”

Preventing wildfires through education and nature-based strategies

Human actions account for approximately 96% of wildfires in the EU.

The report underscores the importance of prevention through education and awareness campaigns.

Rural and vulnerable communities living in high-risk areas, such as the wildland-urban interface, are central to these efforts.

The rescEU fleet, supported by a new agreement with Canada to produce 12 amphibious firefighting planes, enhances the region’s ability to deploy resources rapidly during emergencies.

Commissioner for Crisis Management, Janez Lenarčič, noted: “Response is only one side of the coin.
