Fire safety knowledge gaps in high-rise residential China

Dianchi College researchers have reported that around half of residents in Chinese high-rise homes lack adequate fire safety knowledge and preparedness, based on a nationwide survey of 606 people living in multi-storey residential buildings.

The study, published in Scientific Reports, sets these findings against rising high-rise fire incidents reported by the National Fire and Rescue Administration, with 17,000 high-rise fires recorded in 2022 compared with 8,348 in 2020 and over 80% of cases occurring in residential buildings.

The authors note that high-rise fires account for only a small share of overall incidents but have caused more than 2 billion RMB in direct economic losses between 2008 and 2023.

They argue that resident behaviour, awareness and evacuation decisions are central to managing these risks alongside structural and systems-based fire protection.

The research focuses on high-rise homes, which the study describes as presenting more obstacles to timely evacuation than offices, hotels or other tall building uses.

Survey of fire safety knowledge across 606 residents

According to the paper, the research team used a structured online questionnaire in February 2025 targeting adults living in high-rise residential buildings across multiple Chinese provinces.

The instrument covered four areas, namely demographic information, residents’ awareness and preparedness, knowledge of building fire safety features and the status of building fire safety management.

All 606 responses were judged valid and included in the analysis after checks for completeness.

Women made up 66.34% of respondents, and 65.35% were aged between 30 and 39 years.

Most participants were highly educated, with 65.35% reporting a bachelor’s degree, 18.81% a master’s degree and 5.94% a doctorate, while 9.9% had completed high school.

Residents were spread across height bands, with 35.65% living on floors one to six, 25.74% on floors ten to seventeen, 18.81% on floors eighteen to twenty nine and 12.87% on floor thirty or above.

The study reports that 69.3% had lived in high-rise buildings for five years or longer, and 40.6% for between nine and fifteen years.

Ethical approval was granted by the SEGi Research Ethics Committee, and participation was anonymous with informed consent recorded for all respondents.

Awareness, behaviour and building safety features

The questionnaire results show that 29.70% of residents believed their building definitely faced fire risk, 48.51% saw possible risk and 21.78% did not perceive any risk.

Only 5.94% reported a past fire incident in their own building, although 23.76% said there had been fires elsewhere in their residential complex and 33.66% had indirect exposure through neighbouring fires or reports from contacts.

On everyday behaviour, 69.31% said they routinely switched off unused electrical appliances before leaving home, and 93.07% reported that fire extinguishers were available in their building.

Despite this, just 47.52% had an evacuation plan for themselves and their families in case of a building fire, leaving 52.48% without a pre-arranged plan.

Attendance at drills was low, with only 10.89% having taken part in a fire drill in their own building and 32.67% having done so in other buildings.

Figures in the paper show that residents aged 30 to 39 accounted for more than four fifths of participants in drills held in their own buildings, while younger adults and older groups had much lower participation.

Drill participation in other buildings was also higher among those on lower and mid floors than among residents on the highest floors.

Regarding fire safety features, 95.05% of respondents knew the location of escape stairs and 82.18% knew where those stairs led, but 64.36% said the doors to emergency staircases were usually left open.

Just 55.45% believed that corridors were wide enough for all occupants on a floor to evacuate during a fire, 20.79% thought they were not, and 23.76% were unsure.

Analysis by floor height indicated that awareness of stair locations and exits was slightly lower among residents on higher floors, which the authors relate to heavier reliance on lifts and less routine use of stairs.

Fire safety management and regression findings

For building fire safety management, 46.53% of residents said their building underwent regular fire safety inspections, 18.81% said inspections did not happen and 34.65% did not know.

Only 9.9% reported regular fire drills in their own building, and 25.74% said their wider community conducted drills, while 63.37% and 45.54% respectively said these activities did not take place.

Fire safety appeared in the agenda of residents’ meetings for 30.69% of respondents, whereas 27.72% said such issues were not raised and 41.58% were unsure, but 62.38% recalled receiving fire safety notices or leaflets from building management.

To examine influences on knowledge and awareness, the researchers constructed an index from selected questions and applied hierarchical multiple regression with gender and years of high-rise living as control variables.

The full model, which also included age group, education level, floor band, direct fire incident experience, indirect fire exposure and participation in drills, explained 19.4% of the variance in knowledge and awareness scores, with a Durbin–Watson value of 1.990 reported.

Gender, age, education level and fire drill participation showed clear positive associations with higher knowledge and awareness scores after controlling for other variables, while residential floor, previous fire incidents, indirect exposure and years of residence did not.

Further analysis by gender suggested that for women, age and education were the strongest predictors of higher scores, whereas for men, drill participation had the largest effect.

When residents were grouped by years of living in high-rise buildings, newer occupants with one to four years of experience appeared to benefit from both higher education and participation in drills, while those with five to eight years of experience mainly gained from drills alone.

For residents with more than eight years in high-rise housing, neither education nor drills showed a clear additional effect on knowledge scores within the model.

Recommendations and study limitations

In their discussion, the authors state that low levels of evacuation planning, limited participation in fire drills and inconsistent building inspections point to ongoing weaknesses in the way high-rise fire safety is managed in Chinese residential settings.

They argue that building management committees should organise regular drills, keep escape route doors closed, improve communication of fire safety information and ensure that inspections and maintenance are carried out in line with national codes.

The study highlights younger women and residents with lower educational attainment as groups with relatively low awareness, and proposes stratified education programmes that target these demographics directly.

At the same time, the consistent association between drill participation and higher knowledge scores leads the authors to recommend structured drill programmes for new and mid-term residents, with refresher activities for longer-term occupants.

The authors acknowledge that the sample of 606 respondents, although spread across several provinces, may not fully represent residents in less developed cities or smaller towns where high-rise construction is still emerging.

They suggest that future work should enlarge the sample, include socio-economic indicators such as income and occupation, and capture views from designers, regulators and other stakeholders to deepen understanding of human factors in high-rise fire safety.

Fire safety knowledge research and practice for high-rise housing

The findings provide data that fire and rescue chiefs can use when planning high-rise risk reduction strategies, particularly around public education, drill design and liaison with building management committees in dense urban areas.

For building services engineers, architects and fire engineering consultants, the reported gaps between code requirements for protected staircases, corridor widths and door closure and the conditions perceived by residents highlight areas where design, specification and supervision may need closer attention in Chinese projects.

Facility managers and property management companies can compare their own drill schedules, inspection routines and communication practices with the patterns described in the study, using the results to justify investment in more regular training and clearer resident information.

Training officers and instructors involved in community fire safety programmes may also draw on the regression analysis when tailoring materials, for example placing extra emphasis on drill-based learning for male residents and combining drills with more formal instruction for new residents with shorter tenures in high-rise housing.

Fire testing collaboration launched to support UK building safety reforms

Fire testing rules tighten inside the FPA UL PartB plan

The Fire Protection Association (FPA) has announced a collaboration with UL Solutions and PartB to deliver independent fire testing for the UK built environment at a time of strengthened regulation and closer scrutiny of construction products.

The collaboration is outlined in a joint paper titled Testing Times: a solutions-focused collaboration for UK fire testing.

According to the FPA, the aim is to provide impartial and transparent testing services that support compliance in a sector shaped by the Building Safety Act and the findings of the Grenfell Tower Inquiry.

The organisations highlighted that the Building Safety Regulator’s Gateway programme and extended liability under the Defective Premises Act have increased pressure on dutyholders to evidence the fire performance of products and systems.

They stated that stakeholders now need reliable data to show that every component and assembly used in construction meets defined fire safety standards.

Independent laboratory and response to inquiry findings

The FPA said it will use its independent fire testing laboratory to host testing commissioned by UL Solutions and PartB clients in a secure and confidential environment.

The organisation stated that tests will be carried out at arm’s length from the client to protect impartiality and ensure that intellectual property and proprietary data remain confidential.

The initiative is positioned as a direct response to issues raised in the Grenfell Tower Inquiry Phase 2 report around the need for independent testing to rebuild trust in the construction sector.

According to the partners, access to impartial fire performance data is intended to help clients make better-informed choices, reduce remediation costs and show a commitment to recognised good practice.

FPA Chief Executive Dr Gavin Dunn said the collaboration is intended to address gaps in how complex building systems are assessed.

Roles for FPA UL Solutions and PartB

UL Solutions was described as bringing more than 130 years of global experience in testing, inspection and certification to the collaboration.

The firm’s work helps manufacturers meet regulatory requirements and obtain market access through established certification schemes.

Through this collaboration, UL Solutions and the FPA plan to offer testing of building products and systems such as wall assemblies, fire doors and joint systems.

The partners said this work will support both UKCA and CE-marking requirements for applicable products and systems.

PartB was presented as a provider of pragmatic fire safety solutions based on real-world project experience and engineering judgement.

The company’s approach is focused on offering engineered alternatives to conventional remediation, which can avoid invasive and high-cost work while maintaining safety performance.

According to PartB, its experience shows that compliance can in some cases be achieved through engineered solutions that maintain fire safety without defaulting to full-scale replacement.

The session, titled Ensuring Fire Safety in MMC: Addressing Industry Concerns, is scheduled for Thursday 20 November at 10:00.

Speakers are due to include Simon Ince, Programme Manager – UK/Europe Codes and Regulatory Services at UL Solutions, George Edwardes, Technical Director at the Fire Protection Association, and Richard Howells, Managing Director (Technical Services) at PartB.

The panel will also feature Jon Cumberlidge, Co-Founder and Director at C3 Design Approvals.

The FPA confirmed that hard copies of the joint paper will be available at the panel session and at the FPA trade stand during London Build.

How Wärtsilä uses AIMS to manage fire safety

Quantum3 test campaign and fire safety scope

Wärtsilä Corporation has reported the completion of three major fire safety and explosion tests for its Quantum3 battery energy storage system in a programme designed to show performance under worst-case conditions.

The company said the test campaign covered UL 9540A unit-level testing, Large Scale Fire Testing and proprietary Active Ignition Mitigation System (AIMS) testing.

According to Wärtsilä Corporation, the scenarios were designed to reflect severe fire and explosion conditions and to generate data for manufacturers, first responders, customers and regulators.

The company stated that the combined results confirm Quantum3’s ability to contain thermal runaway events, prevent fire spread between units and mitigate hazards linked to flammable gas build-up in order to protect surrounding communities.

CSA Group, which works in standards development and product testing, inspection and certification, took part in planning the tests and witnessed execution of all three phases as an independent verifier.

UL 9540A outcomes and large-scale fire results

Wärtsilä Corporation stated that Quantum3 met all required performance criteria during UL 9540A testing, which examined behaviour if a battery cell were to enter thermal runaway.

The results showed that a thermal runaway event in a single cell did not spread to neighbouring modules or enclosures.

The company added that no external flaming occurred during these tests and that no explosion hazards were observed.

In separate Large Scale Fire Testing carried out under CSA/ANSI C800:25, a fire was ignited inside a Quantum3 unit and allowed to burn for more than 22 hours in controlled conditions.

Wärtsilä Corporation reported that the fire remained confined to the initiating unit and did not propagate to adjacent units, even without intervention or water-based fire suppression.

The company stated that these large-scale results support the containment outcomes seen in UL 9540A testing at unit level.

AIMS validation and broader fire safety performance

Wärtsilä Corporation also validated its Active Ignition Mitigation System (AIMS) technology as part of the programme.

According to the company, AIMS is designed to ignite flammable gases at an early stage of a thermal event so that uncontrolled deflagrations are avoided and enclosure integrity is maintained during extreme conditions.

The company described Quantum3 as the most advanced system within its Quantum battery energy storage portfolio and said it provides a fully integrated AC block solution with safety, cybersecurity, energy density and sustainability features.

Wärtsilä Corporation stated that Quantum3 incorporates enhanced fire safety measures, including advanced fire suppression and next-generation thermal management, which it says exceed current global regulatory requirements.

Fire safety implications for energy storage stakeholders

The test results for Quantum3 are relevant for equipment specifiers and fire engineering consultants involved in battery energy storage projects where containment of thermal runaway and management of flammable gases are key design considerations.

The combination of UL 9540A unit-level testing and Large Scale Fire Testing under CSA/ANSI C800:25 provides standards and certification bodies with a documented example of how one system performs under both cell-initiated and enclosure-wide fire conditions.

Risk assessors and system installers can draw on the demonstrated ability to limit fire spread between units and to avoid external flaming when evaluating project layouts and separation distances for energy storage installations.

Residential buildings account for most UK solar panel fires, QBE warns

QBE FOI data shows rising trend

QBE has reported that UK fire services tackled a fire involving a solar panel once almost every two days in 2024.

The company said this represents a 60% rise in incidents involving solar panels between 2022 and 2024.

The findings are based on responses to Freedom of Information (FOI) requests sent to UK fire services in August 2025.

QBE stated that fires are increasing faster than the rate of new solar installations across the UK.

The insurer linked this change to incorrect installation or poor maintenance in part of the growing installed base.

The research comes as the UK records new highs in solar panel deployment on homes, commercial buildings and solar farms.

Adrian Simmonds, practice leader for property risk solutions at QBE Insurance, said: “Solar technology is an essential part of the UK’s clean energy transition, but the rapid pace of deployment is cause for concern for risk management.

“Our analysis shows fires involving solar panel fires have risen at twice the rate of new installations over the past two years.

“Safe solar panel installation and maintenance are essential to reducing fires.”

Incidents rising faster than panel deployment

According to QBE, UK fire services recorded 107 fires involving a solar panel in 2022.

The company reported that this rose to 128 incidents in 2023 and 171 in 2024.

Over the same period, QBE said the total number of installed solar panels nationally grew from 1,309,447 in 2022 to 1,697,231 in 2024.

That change represents a 29.6% increase in installed panels over two years compared with a 59.8% increase in fires involving solar panels.

QBE highlighted that as of August 2025 there were 1,834,584 solar panels installed across the UK.

The data combines FOI responses from fire services with government solar photovoltaics deployment statistics published in August 2025.

QBE said this combined dataset underpins its view that fire incident growth is outpacing the expansion of solar capacity.

Residential properties see most recorded fires

QBE’s analysis found that most fires involving a solar panel in 2024 occurred in residential buildings.

The FOI data shows 97 solar panel fires recorded in residential buildings during 2024.

The company reported a further 27 incidents in commercial properties and 17 at solar farms.

Industrial buildings accounted for 10 recorded fires linked to solar panels in the same year.

QBE stated that only 37 of the 49 UK fire services were able to provide data for the FOI exercise.

The insurer said this gap indicates that the true number of incidents is likely to be higher than the recorded figures.

QBE noted that the pattern of incidents reinforces the need for installation and maintenance controls in domestic as well as commercial settings.

Inverters and system components linked to origin

According to the FOI data, many fires in 2024 originated in inverters or on the solar panels themselves.

QBE reported 21 fires starting in the inverter and 20 originating on the solar panel.

The data records 16 incidents linked to direct current cabling and 12 originating in battery banks.

The insurer stated that improper installation is a frequent contributing factor, including loose connections, damaged wires or faulty wiring that can lead to arc faults or other electrical issues.

QBE added that component defects, high current and external factors such as moisture, extreme weather and dirt or foliage on panels also feature in incident patterns.

The company described the inverter as the hardest-working component in a solar panel system and prone to failure if installed incorrectly or poorly maintained.

According to QBE, inverters generate substantial heat, so poor ventilation, dust build-up or blocked cooling systems can quickly increase fire risk.

The insurer said inverters may be positioned indoors or outdoors but should have good ventilation, no obstruction and timely replacement.

Battery storage and extreme weather increase risk

QBE linked its findings on solar panel fires to wider trends in UK energy and storage.

The company referenced the Clean Power Action Plan, under which the UK aims to generate enough clean electricity to meet its annual demand by 2030.

QBE noted that this plan involves increasing solar deployment from 18 gigawatts to between 45 and 47 gigawatts.

The insurer highlighted particular focus on rooftop capacity across commercial buildings, warehouses and industrial premises.

According to QBE, the largest 20% of UK warehouses provide around 75 million square metres of roof space, which is estimated to support roughly 15 gigawatts of rooftop solar capacity.

The company said that as rooftop deployment expands, robust design, cabling and isolation systems will be needed to prevent and control fires and to protect business continuity.

QBE also pointed to the rapid adoption of lithium-ion batteries in domestic and commercial solar systems as a growing concern.

Simmonds said: “Most new domestic and commercial systems now include battery storage, introducing additional fire risks when units are installed in lofts, airing cupboards or upper-floor spaces that are difficult to access in an emergency.

“Combined with limited inspection and cleaning, these installations increase the likelihood and potential severity of fires.”

QBE reminded readers that in 2024 it reported UK fire services had attended 1,330 lithium-ion battery fires, averaging one incident every three days.

The company now expects that as battery use expands, battery units could become a leading source of fires linked to solar panel systems.

Simmonds noted that extreme weather could further affect these installations and their fire risk.

Simmonds said: “Roofs and panels should be inspected after storms or high winds, as even minor dislodgement or debris can increase fire risk.”

QBE stated that systems are typically designed to withstand wind speeds of up to 120 miles per hour.

The insurer noted that recent storms such as Storm Ashley have exceeded this threshold in some locations, with high winds capable of uplifting panels or exposing cabling.

QBE added that hail, dust and prolonged heat can damage panel surfaces and insulation, reinforcing the need for inspection after severe weather, hail or flooding events.

The company recommended that property owners apply “one-in-100-year” criteria at the design stage for roofs with solar installations.

QBE outlines prevention and maintenance measures

QBE has set out a series of practical steps for homeowners and businesses to reduce the likelihood of solar panel fires.

The company recommended the use of certified solar panel installers, for example Microgeneration Certification Scheme (MCS) accredited providers.

QBE advised property owners to arrange annual inspections and to clean solar panels to reduce overheating and debris build-up.

The insurer said building owners should check that fireman’s switches and arc-fault detection systems are correctly installed and remain accessible.

QBE also recommended avoiding the installation of solar panels on combustible roofs or ensuring suitable separation and fire-resistant barriers where such roofs are present.

The company advised that installations should be inspected after extreme weather such as high winds, hail or flooding to identify damage or dislodged components.

Simmonds continued: “We strongly encourage property owners to carry out formal risk assessments, engage certified installers, and ensure regular inspections and cleaning.

“These simple steps can significantly reduce the chance of fire.”

Implications for UK fire and risk management

UK fire and rescue chiefs and senior officers can use QBE’s FOI findings to review how often crews are attending incidents linked to solar panel systems and where these calls are most likely to occur.

Risk assessors, fire engineering consultants and electrical contractors may draw on the data about inverters, cabling and battery banks as common points of fire origin when reviewing system designs on existing and proposed installations.

Facility managers in residential, commercial and industrial buildings can factor the incident trends into inspection schedules, roof access planning and post-storm checks for rooftop solar arrays.

System installers and fire-protection contractors can align their installation practices and maintenance offerings with the areas QBE highlights, including certified fitting, ventilation around inverters and clear access to fireman’s switches.

Architects and building services engineers involved in projects under the Clean Power Action Plan can take account of the findings when specifying rooftop solar on large warehouses and complex buildings where fire risk, roof construction and access routes intersect.

Insurers and corporate risk managers may reference the incident rates and loss drivers identified by QBE when setting requirements for formal risk assessments, inspection frequency and component selection in solar projects.

State of fire and rescue assessment calls for decisive government action on reform

HMICFRS report details progress and persistent issues in state of fire and rescue 2024–25

His Majesty’s Chief Inspector of Fire and Rescue Services (HMICFRS) has said that England’s fire and rescue services are improving but are being held back by unresolved issues in leadership, culture and reform.

The findings were published on Wednesday 5 November 2025 in the report State of Fire and Rescue: The Annual Assessment of Fire and Rescue Services in England 2024–25.

It is Sir Andy Cooke’s third annual assessment under section 28B of the Fire and Rescue Services Act 2004, and his first since the new Government took office in July 2024.

The report is based on inspection results from February 2023 to August 2025 and gives an overall view of the effectiveness and efficiency of services across England.

Speaking at the annual Chiefs and Chairs event hosted by HMICFRS, Sir Andy told attendees including Minister for Building Safety, Fire and Democracy Samantha Dixon that the Government must now “increase the momentum behind long-awaited reform.”

Inspector praises gains in productivity and protection

Sir Andy welcomed improvements in protection departments and said that most services were giving greater attention to workforce wellbeing and productivity.

He also noted continued progress in how the sector is responding to the recommendations of the Grenfell Tower Inquiry.

However, he said that services must do more to develop positive organisational cultures and strengthen leadership at all levels.

HMICFRS highlighted that recruitment and retention difficulties remain among protection staff, affecting their capacity to manage competing demands.

Sir Andy said the most effective services are those that have invested in technology and modern governance systems to improve efficiency.

Reform and accountability remain priorities

Sir Andy called on ministers to be “decisive” and to deliver on their commitments to sector reform.

He said the Government should consider giving HMICFRS greater powers to ensure accountability within fire and rescue services.

The report also repeated seven national recommendations made in previous years, several of which remain outstanding.

These include clarifying the roles of fire and rescue services and staff, reforming pay and conditions, and granting chief fire officers operational independence.
