Firefighters to engage public on fire safety campaign plan

Philippines: A ranking official of the Bureau of Fire Protection (BFP) on Tuesday said firefighters will continue to engage the community to make the residents feel safe and secure from fires and any forms of man-made and natural calamities.

In his speech, chief Supt. Felixberto Abrenica, BFP director for operations, said bureau personnel should be visible to the public even beyond March of each year when the entire country is celebrating Fire Prevention Month.

Abrenica is in Cebu, the country’s to lead the Central Visayas version of the simultaneous kick-off ceremony of the Fire Prevention Month 2022 with the theme “Sa Pag-iwas sa Sunog Hindi Ka Nag-iisa”, held at the BFP-Region 7 headquarters on N. Bacalso Avenue here.

“I encourage you to be more visible in your communities. Initiate programmes and activities that would make the public feel safe and secure,” Abrenica said, reading the message of BFP chief, director Louie Puracan, urging firefighters in the region to interact with schools, children, and other civic leaders in initiating fire safety programmes and activities, and train them for emergency response.

Senior Supt. Mary Joy Candelario, BFP-7 deputy regional director for operations, said during the kick-off programme ensuring safety during fires is a responsibility of everyone, not only the personnel of the BFP.

“We are dreaming (that) to fight against fire is no longer a fight of the bureau but the fight of every Filipino, of every Cebuano, Boholano, Negrosanon, and Siquijodnon. Let us altogether work hand in hand to practice fire safety, take part, and be cautious in preventing unwanted fire incidents and always remember that the key to fire prevention is awareness and vigilance,” she said.

As the BFP modernization law mandated innovation and transformation of the agency, Puracan signed Memorandum Circular 2022-003 as guidelines in institutionalizing the bureau-wide Fire Prevention Month campaign.

The BFP’s flagship contingency planning model called community fire protection plan directed every fire station in the region to choose a target barangay under its area of responsibility where they can conduct hazard evaluation, hazard elimination, and tactical defense.

In this programme, the barangay will be guided in creating a community hazard map, a detailed guide for the exit routes, evacuation routes, and predetermined evacuation areas when any form of emergency strikes.

The 2,354-strong BFP-7 reported 1,891 fires in 2019 with damage pegged at PHP257.4 million, with smoking, open flame from rubbish, bonfire to structural fire as main causes.

But the figures dropped during the coronavirus disease 2019 (Covid-19) pandemic in 2020 and 2021.

In 2020, the agency recorded 918 fires with PHP231.3 million value of the damage, with electrical ignition as the main cause.

It further decreased in 2021 with only 905 fires but pegged a higher value of the damage at PHP335.5 million, with electrical ignition caused by arcing as the main reason.

New fire standards launched in England

The Fire Standards Board has launched a new professional standard for fire and rescue services in England, it’s ninth such professional standard.

The Safeguarding Fire Standard aims to ensure that fire and rescue services are doing all that they can to support safeguarding. Its desired outcome is that services work proactively to promote the safeguarding of those within their communities as well as employees and volunteers, reducing the risk of abuse, harm, and neglect.  

The Safeguarding Fire Standard outlines what a fire and rescue service must and should do to achieve the standard.

The standard states that a service must have a designated Safeguarding Lead, and that it should work collaboratively with partners to share learning and experiences to contribute to the continual improvement of safeguarding. Full details of what services need to do to achieve this standard are detailed in the How to Achieve section of the standard.  

Lord Greenhalgh, Fire Minister said: “…Fire and rescue service staff play a vital part in protecting communities and it’s crucial that they use the tools at their disposal to do so.” 

Whilst it is not mandatory for services to comply with the Fire Standards, the National Fire Framework makes clear that services are expected to pay due regard to Fire Standards as will the HMICFRS in their inspections.

The Fire Standards Board are confident that in many cases services are already achieving the outcomes which are the foundation of each Fire Standard. Where they are not, they accept services will need to implement any changes to enable them to achieve the standards in a way that fits with their strategic planning, improvement work and timetable. 

This is the ninth professional Fire Standard and aims to help drive continuous improvement across England’s fire and rescue services. 

The Fire Standards Board published eight standards in 2021. These are on:

  • Emergency response driving,
  • Operational preparedness,
  • Operational competence,
  • Operational learning, and
  • Code of Ethics
  • Community Risk Management Planning
  • Prevention
  • Protection

Storm Dudley And Eunice to hit UK from Wednesday

The UK Met office has issued two amber warnings for two separate storms that are set to lash the country. Authorities have said Story Dudley and Storm Eunice will commence from Wednesday and last up until the weekend.

Various UK authorities have reinforced the warning about Storm Dudley and Storm Eunice. The storm could lead to damage such as uprooted trees, damage to properties, and automobiles.

The Met Office said: “Strong winds will cross western Scotland and Northern Ireland on Wednesday afternoon, pushing eastward to northern England by evening. 80-90 mph wind gusts are possible on exposed coasts and hills of Scotland with 60-70 mph possible further inland. The worst of the winds are expected to ease through Thursday morning. A yellow warning for wind has been issued for much of central and northern areas of the UK, including Northern Ireland. Embedded within that is an amber warning for southern and western Scotland, the north coast of Northern Ireland and northern England, where the strongest and most disruptive winds are expected.”

Meanwhile, Storm Eunice will cause the next low-pressure system, which is likely to track across central areas of the UK on Friday. Further impacts are expected from disruptive gale force winds with 60–70 mph winds expected inland.

Jeremy Phillips, head of road safety, National Highways said: “We’re encouraging drivers to check the latest weather and travel conditions before setting off on journeys and consider if their journey is necessary and can be delayed until conditions improve. If you do intend to travel, then plan your journey and take extra care, allowing more time for your journey.”

NEBOSH and HSE join forces to develop new qualification

NEBOSH and Great Britain’s health and safety regulator, the Health and Safety Executive (HSE), have partnered to develop a new qualification aimed at preventing one of the main causes of musculoskeletal disorders; manual handling.

Musculoskeletal disorders (MSDs) accounted for 8.9million lost working days in Great Britain in 2019/20 with manual handling estimated to be the main cause. 0.5 million workers suffered from a work-related musculoskeletal disorder in 2020/21, with a cost to organisations and to the UK economy. This is a global problem; the World Health Organization estimates 1.71 billion people experience musculoskeletal conditions worldwide, three in five workers in Europe report MSD complaints, more than half of US adults experience an MSD and it’s estimated that they cost countries between 0.5-2% of Gross National Product.

The new NEBOSH HSE Certificate in Manual Handling Risk Assessment is a one-day qualification which is based on the Health and Safety Executive’s best practice guidance and tools. It focuses on practical solutions to help recognise, assess, and manage manual handling risks. On completion of the course, learners will be required to undertake a manual handling risk assessment, based on a selection of video case studies, to put their new knowledge to the test.

Matt Powell-Howard, NEBOSH Head of Product Development, says: “Many organisations jump straight to providing training on manual handling – how to lift etcetera. In developing this qualification we’re encouraging organisations to take a step back and take the time to effectively risk assess their manual handling activities. Dräger appoints safety industry expert to its Aberdeen operation 

Draeger Marine and Offshore, a division of The Dräger Group, an international leader in the fields of medical and safety technology, has announced the appointment of Euan McIntosh as a senior manager at its Aberdeen operation.

McIntosh, 38, whose career in safety spans 16 years, joins Dräger having held a variety of senior roles in the safety industry, including as UK Upstream General Manager of Total Safety, and having worked with many of the leading organisations in the oil and gas industry.

He also successfully established, grew, and later sold, his own safety services business.

McIntosh comments: “I am delighted to have joined Dräger’s Aberdeen operation. It is great to be working alongside such a talented and committed team within an organisation that is so highly regarded for its quality and service.

Supply chain issues in the fire and security industry

Since the pandemic introduced the world to the concept of “the new normal,” nothing is normal anymore. A simple incident can be disastrous for something as vital as the supply chain as we have seen with the blockage of the Suez Canal. The essence of that chain is to give companies the certainty that raw materials and components are available in order to produce the finished goods.

The pandemic resulted in lockdowns, and a high demand because of digitisation together with economic recovery. This meant that this certainty is challenged. When manufacturers are looking for alternative material and components they can face re-certification of their products, or new developed products cannot be released. As a result of this existing products must stay longer available. The fire safety and security market is highly dependent on electronics and with that the industry is affected by the supply chain crisis.

Supply chains are formed by complex connections between companies. It starts with the raw materials and ends with finished goods for industry and end user. One chain can include thousands of companies. This is not a problem because, thanks to proven forecasting methods, the activities of the companies in the supply chain are precisely coordinated.

This considers demand, supply, seasonal influences or specific characteristics of regions. What is not considered – and what is not possible – are unknown factors. These can lead to the forecasts no longer being correct. The well-oiled machine of the supply chain then quickly starts to creak and squeak.

COVID-19

One unknown factor the world faced in 2019 was COVID-19. This made it clear that society is not prepared for events that are not likely to happen but can have a major impact on society. Unfortunately, the start of the pandemic happened in a country where a large part of the world’s production takes place. For years, Western companies have located parts of their production there. When the production heart of the world temporarily stops beating, the world comes to a standstill. Problems in the supply chain are a direct consequence.

Several industries had problems even before COVID-19. Producers of chips, computer parts and other components needed for the digitalisation of our society were already under great pressure. The production capacity of these goods is limited worldwide and the slightest change in demand can cause supply problems.

This was already the case with smartphones, (game) computers or televisions. Chips had already entered the automotive industry on a large scale, and with the electrification of this industry, the demand for chips soared. We see a similar development in industries and parts of society where the (Industrial) Internet of Things is becoming commonplace.

Risky dependencies

The consequences of the pandemic crisis have led many governments to recognise that the high dependence on producers out of one region poses a great a risk to certain sectors. For example, the fact that many European countries have no production capacity for facemasks which were needed during the pandemic, is perhaps the best example of this.

For electronic chips and components we face the same challenge; to reduce the risks there is simply a need for more and better distributed production facilities. In the pursuit of lean manufacturing, production has been outsourced to Asia which means that a shutdown of factories in one country can have a global impact. The EU also recognised this even before the pandemic. Accelerated by the corona crisis, the EU is focusing its policy, among other things, on increasing domestic capacity and diversifying the number of suppliers.

Following the rapid spread of the coronavirus in China, European companies were affected. The lockdowns introduced in China led to a virtual standstill in production and restricted the freedom of movement of residents, which also brought logistics providers to a standstill. As quickly as companies were caught off guard by these lockdowns, the recovery in demand was also swift.

For many companies that were caught off guard by global lockdowns, the speed of recovery is almost as insidious and led to another supply chain crisis during the pandemic. Increased consumer spending and thus demand for products, combined with delayed transportation by sea and air caused major shortages and record backlogs.  The tightness on container capacity is expected to continue for some time. This will not help to clear shortages of electronic components, which is expected to continue for some time.

Effects on the Fire Safety and Security industry

The supply chain crisis caused by the pandemic also affects companies in the fire safety and security industry. The effects not only concern the manufacturers of equipment but also companies in the field of service and maintenance of systems. Outside this there are other areas that can impact building safety. An example of this is that recommended emergency escape routes that were in place before the lockdowns are now mixed with the one-way traffic signs intended to allow employees to pass at a safe distance from each other.

Manufacturers of electronic fire safety and security equipment are affected by the disruption in transport and shortages on natural resources and core materials. COVID-19 has shown that unexpected events can shatter the basic premise that materials will be easily accessible, disrupting supply chain performance. The chain reaction initially caused by the shutdown of factories in countries effected not only the supply chains but also the workflows within and between companies.

Product compliance

Paul van der Zanden, General Director of Euralarm adds: “Another relevant topic that affects our industry is the compliance of the products that the industry delivers. With electronic components not being available due to the supply chain problems, manufacturers need to reconsider replacement of parts that aren’t available. However, with the replacement of certain components, the conformity of the final product may also be at stake.” This could make it necessary to have the product retested and recertified. High (and unnecessary) costs could result from this.

When service and maintenance companies were faced with problems in reaching the customers during the pandemic, these organisations learned other flexible ways to stay in contact with their customers. Many industries and businesses have started modifying their operational methods. They are now operating their business online. The fire safety and security industry is doing the same by starting virtual offices and using remote service and diagnostic tools to support their customers.

Customers are moving to hybrid working models which are applied throughout society and could lead to downsizing or repurposing of buildings. This also can require that the fire safety and security requirements need to be adapted to the new use or size of the building.

Effects for the Green Deal

Securing a sustainable supply of metals and minerals used for components in fire safety and security equipment is also key to meet the energy and climate targets for 2030 and beyond. The European Green Deal aims to make the EU’s economy sustainable.

That creates many opportunities for the European society and industry in the current context of both the climate crisis and the COVID-19-outbreak. However, the transition towards green technologies, like renewable energy, e-mobility and stationary energy storage relies heavily on critical raw materials, such as cobalt, neodymium, tungsten, etc. and on new products and services.

Both globally and in Europe it is expected that the demand for these materials will continue to increase. This can create challenges for the Green Deal. The impact of extracting and processing these resources is high while the supply chains are often not transparent and may lack traceability. Another challenge is the recycling of the materials. For most critical raw materials, the recycling efficiencies are low while the dependency on non-EU countries is high and still increasing.

The green ambitions of the EU could therefore also lead to certain activities being brought back to the West either to reduce the dependency of non-EU countries or to avoid CO2 emission as result of transporting goods from other parts of the world to Europe. This could lead to shorter logistics chains and more sustainability in several sectors. In that sense the current crisis in the high-tech supply chains contributes to a greener world and a stronger Europe.

Suspended sentence for owner of roofing firm following findings of unsafe work

A roofing company owner has been given a suspended sentence after a member of the public reported a concern regarding unsafe work at height.

Liverpool Crown Court heard how, on 5 March 2021, company owner Phillip McGinn and two workers were replacing roof tiles on a detached dormer bungalow, in Lydiate on Merseyside, without any scaffolding or edge protection in place to prevent them from falling a distance liable to cause personal injury.

An investigation by the Health and Safety Executive (HSE) found that Phillip McGinn had failed to take suitable and sufficient measures to ensure that work at height was carried out safely. He had failed to provide sufficient work equipment to prevent a fall or to minimise the distance or consequences of a fall.

The court also heard that this was not the first time that HSE had encountered poor working practices from Phillip McGinn. The HSE took previous enforcement action and prosecuted Mr McGinn for a similar offence in 2012.

Phillip McGinn of Lydiate, Merseyside, was found guilty to breaching Regulation 6(3) of the Work at Height Regulations 2005. He received a thirteen-month suspended prison sentence, 200 hours of unpaid work and ordered to pay costs of £1,000.

After the hearing, HSE inspector Anthony Stuart Hadfield said: “Falls from height remain one of the most common causes of work-related fatalities in this country and the risks associated with working at height are well known. Companies should be aware that HSE will not hesitate to take appropriate enforcement action against those that fall below the required standard”.

Return to office impacts for people with disabilities

As 2022 begins, COVID-19 continues to disrupt office schedules across the world. Employees are continuing to work remotely in many areas or may have adopted part-time or hybrid work schedules. Those that have returned, or are planning do so, may find that the buildings they left during the pandemic have changed in new and significant ways. These changes can have profound life safety implications, particularly for people with disabilities.

As discussed in a blog post in 2020, an estimated 61 million Americans identify as being a person with a disability. These individuals come from all walks of life and provide impactful contributions to the community and organisations alike. It is important to note that people with disabilities are afforded specific legal protections, most notably via the Americans with Disabilities Act (ADA). As such, great care needs to be taken to ensure that any building changes, pandemic-related or otherwise, are in adherence with these protections, as well as adopted fire and life safety codes.

To illustrate some of the potential impacts of building changes, let’s examine what a hypothetical “return to the office” might look like. Please note: your work situation may differ, so it is important to contact your organisation for clarification and specific guidelines.

Building entry

The return to the office often begins at the entrance, where some significant changes may have occurred. Many buildings may now require COVID screening, contactless sign in, or other types of check-in/security processes before admittance to the work area is permitted. These processes often occur in the building lobby, and as a result, can pose several challenges for the disability community. Some important questions to consider for these areas might be:

  • Are reception and security areas staffed? If not, how would a guest be able to gain assistance with entry?
  • Are required outside doors arranged to accommodate people with disabilities?
  • Are check-in processes (and technologies) able to assist everyone?
  • Are egress arrangements in the lobby (and building) free and clear of obstruction? See here for an NFPA Blog post on this topic.
  • Have building directories and directional signage been updated to account for relocations and moves within the building? This can help to reduce unnecessary travel in locating the intended party.

Getting to the work area

Once any check-in/security procedures are finalised, the journey to the work area might be next. Work areas are often reached via corridors, elevators, and stairwells. These areas are often highly traveled and may have undergone changes to account for health and safety concerns. Some important questions to consider for these areas might be:

  • Are fire doors properly latched and secured? See here for an NFPA Blog post on this topic.
  • Have accessible door controls been verified to be in working operation?
  • Have elevator emergency phones been tested to ensure they are working properly?
  • Are vision panels in fire doors free and clear of excess signage and instructions?
  • Have alcohol-based hand sanitizer stations been installed in the correct locations to not reduce corridor widths?

Work area

Upon arriving at your work area, you may be in for some surprises. Many organisations have kept traditional office/cubicle arrangements, while others may be utilising alternative arrangements, including “hoteling” stations. Hoteling can take many different forms but could include desk/cubicle sharing (based on hybrid work schedules, for example). Seating may be spaced out to accommodate health protocols and may be in new areas to reflect needed space to accommodate all employees. Some important questions to consider for these areas might be:

  • Have paths of travel remained accessible for all to access and egress their work areas? For example, have new aisleways been created by a new arrangement?
  • Do special accommodations for people with disabilities need to be considered? For example, does a new arrangement need to be modified to align with a person’s specific needs?
  • Are meeting rooms able to accommodate people with disabilities?
  • Has signage been updated to reflect current configurations?

Building exit

Finally, whether leaving the building for an emergency, or simply at the end of the workday, the exit remains a vital component for all occupants. Exits are an integral part of any buildings egress system and needs to be carefully maintained. Some important questions to consider for these areas might be:

  • Has access to the exit been restricted in any way? This could be inside the building, or outside, as it leads away from the building.
  • Have fire alarm systems been inspected and tested? See here for an NFPA Podcast entitled “What If You Can’t Hear the Sounds of Fire Safety”
  • Have areas of refuge been reviewed to ensure they are free and clear of obstruction?
  • If provided, have two-way communications systems been verified to be in working order?
  • If provided, have emergency stair travel devices been checked to ensure they are operational?

Final thoughts

As outlined in the examples above, returning to the office can pose some unique challenges. Navigating these effectively will require several components, but perhaps none more important than creating a detailed plan and an effective communication strategy. Therefore, it is imperative that people with disabilities are included in these processes, as their knowledge, insight, and perspective will help to ensure that any plans developed are relevant, timely, and effective for all.

Contractor fined after carrying out illegal gas work

A self-employed contractor has been fined after undertaking gas work on a property whilst not being gas safe registered.

Crewe Magistrates’ Court heard how, on 1 June 2019, Robert Allen, a self-employed contractor trading as A&E Property Services, replaced a boiler at a property in Ledward Street in Winsford. Following the installation, a number of problems arose including loss of pressure and water leaks. In August 2019, a Gas Safe Registered engineer attended the property and discovered multiple issues with the installation including an inadequately sized pipe, which they felt posed immediate danger. The case was reported to the Health and Safety Executive (HSE) in the form of a Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR) report.

An investigation by HSE found that Mr Allen had never been Gas Safe Registered. It was discovered that he had provided himself with a false registration number and had also used the registration number of a completely unconnected company.

On the inspection of the work carried out at Ledward Street, five separate serious defects were found including an unsealed flue, a pressure relief valve incorrectly located, undersized gas pipework, uncommissioned appliance, and corrosion to the gas pipework. These defects could have led to carbon monoxide leakage, scalding, unsafe combustion, and unburned gas release, which could have proved fatal.

Robert Allen of Nixon Drive, Winsford, Cheshire pleaded guilty to two breaches of Regulation 3 (3) of the Gas Safety (Installation and Use) Regulations 1998 and breaches of Regulation 3 (7) of the Gas Safety (Installation and Use) Regulations 1998 and Regulation 5 (3) of the Gas Safety (Installation and Use) Regulations 1998.  He was given a 40 week suspended sentence, 200 hours community service and ordered to pay costs of £5,263.

Speaking after the hearing, HSE inspector Ian Betley said: “This case highlights the dangers of carrying out unregistered gas work.  All gas work must be done by registered Gas Safe engineers to ensure the highest standards are met in order to prevent injury and loss of life. Installers will be prosecuted if they carry out gas work without the proper qualifications. Householders should check that anyone they allow to work on the gas supply is gas safe registered.”
