According to Rotthoff, time-critical communication linked to workplace safety has become very important in the German market.

He stated that applications now range from lone worker protection in industry to laboratory environments, healthcare and nursing settings and municipal public sector locations with public access.

Rotthoff said: “Time-critical communication, especially in connection with workplace safety, has become enormously important.”

He added: “Safety in the workplace is a fundamental basic need and has the highest priority in times of skilled labour shortages and demographic change.”

The interview explained that German users operate under various DIN standards and European Union directives, which the company said set high requirements for user protection and system functionality.

According to Multitone, customers are looking for flexible, small and lightweight devices that are unobtrusive but reliable, with low investment needs and rapid implementation.

The company described this requirement as a need for versatile and comprehensive systems that support a range of applications.

Rotthoff noted that there is a competitive environment in this area, but argued that when customers review base technology, advice, support and total cost of ownership, the number of providers they consider reliable reduces.

Multitone said it is developing new solutions with artificial intelligence support that are intended to meet future technological requirements, including cloud based architectures and software as a service models.

Rotthoff also described cybersecurity as one of the greatest challenges facing organisations.

He said: “Cybersecurity is one of the greatest challenges of our time.”

According to the company, Multitone applies measures against cyberattacks with high levels of caution and adapts them continuously to provide protection for its systems and users.

The firm added that it handles General Data Protection Regulation (GDPR) requirements with the same level of attention.

According to the PSBTA, the annual event is the primary FirstNet users summit, continuing from last year’s Vision 2024 in Las Vegas.

The association said the summit will bring together first responders, policymakers, and technology experts to address the future of public safety communications.

It added that the programme will include keynote presentations, panel discussions, and opportunities for peer-to-peer collaboration.

The PSBTA explained that the event also offers demonstrations of communication technologies designed to support emergency response.

FirstNet developments and policy issues

The PSBTA reported that this year’s agenda will cover FirstNet reinvestment strategies, expansion of 5G coverage, and improvements to interoperability.

The association stated that discussions will also focus on the reauthorisation of FirstNet, due in 2027, and spectrum management policies including the 4.9 GHz band.

Avon Fire and Rescue Service faces ongoing issues with mobilisation system, says HMICFRS

Mobilisation system concerns

As reported by HMICFRS, the Avon Fire and Rescue Service (FRS) is still experiencing issues with its mobilisation system.

The system, which records information and dispatches resources to emergency incidents, has been found unreliable and prone to crashes during emergency 999 calls.

This causes delays in mobilising resources, leading to slower responses to emergencies.

On 16 August 2023, HMICFRS issued an accelerated cause of concern and recommended improvements.

Avon FRS submitted an action plan on 19 September 2023, outlining how it would address these issues.

Initial progress reviews were conducted between 4 and 8 December 2023, with findings published on 19 January 2024.

A second review took place between 19 and 20 March 2024, revealing some improvements but highlighting ongoing concerns.

Technical faults persist for Avon Fire and Rescue Service

Despite improvements, the mobilisation system is still not free from technical faults.

HMICFRS reported that the diagnostic tool used to collect data logs and assist with fault investigation had been identified as a cause of some crashes.

The tool was removed, which improved system reliability, but an unrelated issue caused a delay in dispatching the nearest available fire engine during a recent emergency.

The incident was attributed to human error, with a fire control operator unknowingly holding back fire engines, causing confusion and delay.

Avon FRS is working on preventing such issues from recurring.

Plans are in place to reinstall and test the diagnostic tool on two consoles before reintroducing it to the live system.

Staff have expressed both confidence and reservations about the system’s reliability.

Communication and welfare improvements

The inspection found that Avon FRS had established a control user group to facilitate communication between fire control staff and managers, allowing for the reporting and addressing of issues.

Staff responded positively to this initiative, noting regular meetings and effective communication channels.

However, the service has not provided welfare support to all fire control staff.

While the health and safety and well-being team has visited and provided training, not all staff have received this support.

HMICFRS recommends that Avon FRS ensures all fire control staff, including managers, receive appropriate support and training and that refresher training is made available.

Next steps and ongoing monitoring

HMICFRS acknowledged the efforts of Avon FRS, particularly under the leadership of the chief fire officer, in responding to the accelerated cause of concern.

Significant steps have been taken, such as updating the consoles to Windows 10 and improving staff feedback mechanisms.

However, concerns remain about the diagnostic tool and the overall reliability of the mobilisation system.

HMICFRS will continue to monitor Avon FRS’s progress and plans to revisit the service in September 2024 to assess further improvements.

Scottish Fire and Rescue Service introduces first VoIP system

The Scottish Fire and Rescue Service (SFRS) has recently implemented a new voice over internet protocol (VoIP) system at the Cambuslang Asset Resource Centre in Glasgow.

This marks the first of a series of VoIP systems to be installed across various SFRS sites, as part of an ongoing contract with MLL Telecom for managed wide area network (WAN) services.

Rapid implementation and future plans

Remarkably, the service was delivered from order to in-life within a mere 48 hours, without any failures.

This swift implementation enabled SFRS to meet its required go-live date for the new building.

The VoIP system will be utilised by staff from various support departments and a team of mechanics who are responsible for maintaining fire engines.

Commitment to efficiency and value

Iain Morris, the Head of Asset Management at SFRS, commented on the development: “Cambuslang ARC is a major new development to enhance the working conditions for our staff working across different areas of the service.

“The building includes a state-of-the-art workshop for our mechanics who work tirelessly to keep fire appliances maintained to protect communities across Scotland.”

He further added: “The design and materials used in this project has created one of our most energy-efficient buildings, representing a tangible commitment to delivering value for money.”

The VoIP installation at Cambuslang is part of a broader initiative by SFRS.

Last year, MLL completed a nationwide WAN transformation for SFRS, connecting over 370 fire and rescue sites across Scotland.

In addition, MLL is trialling satellite-based communications at the SFRS site in Dumfries.

Can you give me some background on Telent: What the company is and the service it provides?

Telent is a leading technology company specialising in the design, build, support and management of the UK’s critical digital infrastructure, with a key focus on IT networking solutions for the public sector.

We enable organisations to create and transform the IT environment and networks that their operations, staff and clients depend on.

Formed in 2006 from the services division of Marconi, Telent support IT and technology solutions for many of the UK and Ireland’s best-known public sector organisations, this includes our major focus on the emergency services.

Can you tell me about Telent’s recent network upgrade for Avon Fire & Rescue Service: What is the solution and why was it developed for the Avon FRS?

Many secondary bearers and networks used as back-up connections for station end mobilisation systems in fire stations across the UK are rapidly approaching end-of-life and need upgrading and replacing.

This includes the PSTN service of traditional telephone lines, scheduled to be withdrawn at the end of December 2025. 

Avon Fire and Rescue Service was using legacy PakNet technology for its secondary back-up bearers that was scheduled to be withdrawn from service.

These back up bearers ensure firefighters can respond to an emergency even if the main network goes down.

Our solution – based on a powerful router device from technology partner Cradlepoint – uses a mobile network data service for over-the-air connectivity and is equipped with a multi network SIM.

This allows the most appropriate mobile service provider to be automatically selected, eliminating any coverage issues in rural and remote based stations.

This is particularly useful for the communities it covers – Bath & Northeast Somerset, Bristol, North Somerset, and South Gloucestershire.

It is also compatible with the ESN Connect service and ready for the future transition to the Emergency Services Network (ESN).

Telent also upgraded the organisation’s fire coders – the core hardware technology that mobilises crews – as they were also approaching end-of-life. 

It was therefore essential that Avon FRS remained connected via a replacement system for PakNet and was utilising the most up-to-date, supported and secure operating systems.

We have ensured that Avon FRS now has a solution that ensures business continuity through its upgrades to the fire coders and the new router solution that is compatible with the ESN Connect service, providing readiness for the nationwide transition to ESN.

What challenges did Telent need to consider in the solution’s development?

As the solution uses a mobile network operator’s 4G service as the secondary bearer, we needed to consider coverage and availability of mobile services, particularly for more rural fire stations.

To ensure consistent connectivity we deployed multi-carrier SIM cards and configured the routers to select the carrier with the strongest signal available.

Can you talk about the testing and deployment process for the solution?

We provided a full service offering for Avon FRS, including the design, testing and deployment of the services.

We started with the initial development and pilot testing of the solution in our specialised lab, followed by pre-staging all equipment to minimise time on site and maximise quality of service for the main project deployment.

The pre-staging included testing and fully configuring all equipment to reduce any early-life failures and associated on-site engineering visits.

Were there any challenges in the implementation of the new system when taking over from the legacy system?

Station end systems are a critical component of the fire service mobilisation solution.

Therefore, work to upgrade each fire station needed to be coordinated to ensure the dual running of both the legacy system and new solution, while new equipment was installed across all locations.

What is ESN and why should fire and rescue services be aware of it?

The new Emergency Services Network (ESN) will replace the current Airwave service used by emergency services in Great Britain and transform the way they operate.

All police, fire and ambulance services across England, Scotland and Wales use this critical network to communicate between the field and control rooms.

As part of its Emergency Services Mobile Communications Programme (ESMCP), the Home Office envisioned ESN fully replacing Airwave, costing less and providing users with access to modern mobile data.

ESN will enable fast, safe and secure voice, video and data across the 4G network and give first responders immediate access to life-saving data, images and information in live situations and emergencies on the frontline.

Over 300,000 emergency services users, including Police, Fire & Rescue and Ambulance, will use the 4G voice and data services provided by ESN.

It will also be used by government agencies and other first responders like Immigration Enforcement and inshore rescue services.

Analysis

When we asked Avon Fire and Rescue Service for a comment on the upgrade to the systems, John Craig, Station Manager said: “We are delighted with our collaboration with Telent to upgrade and replace our legacy technology for our mission-critical station end communications in readiness for the transition to ESN.

“Working with Telent has provided us with the complete confidence that our firefighters have access to unfailing and continuous communications to effectively and diligently undertake their daily duties.”

Exclusive: Guardians of Glastonbury

Gerald Taylor, Devon and Somerset’s Assistant Chief Fire Officer, unveils the intricate fire safety preparations and operations at the globally renowned Glastonbury music festival

Music, art, and camaraderie – these are usually the highlights that come to mind when you think about Glastonbury Festival.

But behind the scenes of the UK’s largest greenfield music and performing arts festival, a different type of rhythm beats – that of the meticulously orchestrated fire safety protocols.

To shed light on these hidden heroes of the festival, we sat down with Gerald Taylor, the Assistant Chief Fire Officer and Director of Service Delivery at Devon and Somerset Fire & Rescue Service.

The festival fire safety team is tasked with the enormous responsibility of ensuring the safety of over 200,000 attendees, performers, and staff at the five-day festival.

From strategy planning to emergency response, Taylor’s insights reveal how critical fire safety planning is to the successful execution of this world-renowned event.

Can you explain the process involved in getting approval for the various plans need to put in place for the festival?

The first thing to say is that Glastonbury has been going since the 1970s – it’s not like you’re starting from scratch.

But it has evolved and changed massively over the years to become a very highly and professionally managed event.

The licence for the festival is key to planning.

A key licencing agreement is that the festival is organised through a SAG (Safety Advisory Group) which they refer to in the in the case of Glastonbury Festival as ‘the multi-agency partnership’, otherwise known as the MAP.

All of the plans for the licence requirement are developed through that multi agency partnership.

 Some of them, the fire service are very directly involved in as you can imagine, such as the fire safety plan, the major incident plan, the command and control plan.

We have direct conversations through meetings to develop those and make sure we’re comfortable with them.

For the more technical plans such as the crowd control and crowd dynamics, we get fire safety professionals involved.

I sign them off, but I do so the advice of the professionals.

The collaborative involvement in their development gives us the competence to sign off through the Council.

What do you need to plan for?

For that the festival itself, it is very much a risk-based approach.

They look at what the key risks are – crowd dynamics is probably one of the most important one.

The way that the actual timings of the performances take place is all designed around the crowd dynamics.

If you’ve got a major actor playing on the Pyramid Stage, you’ll always have a major actor playing on the Other Stage, which actually starts to control the crowd dynamics.

For a fire rescue perspective, it’s important to point out that for 50 weeks of the year is a farm.

Then, for five days, it’s a city of a quarter of a million people.

It’s very difficult to get people familiar with the risk beforehand because if you just go there, you’re looking at farm.

You need to really make sure that the people involved are experienced, that there is continuity, and that they understand the topography of the site and the risks that exist there.

In terms of the fire risk, you have, for example, pyrotechnics, camping gas cylinders, and temporary stages being built.

It’s a case of ensuring that the all the fire safety legislation is being complied with, despite that very temporary nature.

 A lot of hard work goes into walking around and inspecting those venues, negotiating with the venue managers to make sure that they alter their arrangements if needed.

How does the Devon & Somerset Fire & Rescue Service balance the need for a significant safety presence at the festival while maintaining “business as usual” elsewhere?

One of the things I found that there was a quite a heavy draw on people from around the festival working in the festival, and that left us vulnerable outside.

So in order to mitigate that particular risk, I draw people deliberately from across the whole of Devon and Somerset.

We’re a large fire and rescue service, the largest in England.

By spreading the team from across that geographical area it mitigates any impact in any local area, particularly around the festival site itself.

Could you describe the role and activities of the business safety officers during the festival?

The fire safety officers are the people who are qualified to inspect and enforce the Regulatory Reform (Fire Safety) Order.

They are qualified people to carry out those inspections, and put in place any enforcement required.

They are very experienced individuals because you’re going to need to deal with some fairly unique risk and work out how to support the festival in in making changes to make sure we haven’t got dangerous conditions in place.

We have a massive tabletop exercise before the festival where we bring together the emergency services and the organisers for each of the venues.

When you sit with them and start talking to them about what their backgrounds are, you find that they are highly qualified individuals.

We all think it’s a group of unqualified roadies , they’re not at all they are engineers, they are highly professional in terms of the way that they consider health and safety.

 It’s never really too much of a battle to get things changed.

They do listen to us and make changes as needed.

I can’t big them up enough.

It’s such a professionally organised event.

The first year I went, I was like a rabbit in the headlights and in awe of the arrangements that are in place.

But it’s such an important festival.

Some people describe it as probably the safest festival, and that’s a reflection on the efforts and professionals of everyone involved.

There was a fire in the Pilton Palais at the festival this year – what happened and how was it handled?

The Pilton Palais is a cinema tent.

Just ahead of a screening the projector caught fire.

That was previously recognised as one of the key potential risk areas for that for that specific marquee and so there was a fire point right next to the projection room with a fire extinguishers in place.

As soon as it caught fire, trained stewards grabbed extinguishers and put it out.

The small fire itself was over and done with before we got there.

Our role was literally to get the PPV fans in place, get the smoke out of the venue, move the projector outside, and then check with a thermal imaging camera to make sure that there was there no other concerns.

How do communicate fire safety to the many thousands of festival goers?

All our campaigns are always based on historical data that we have about what instances we’ve been dealing with.

The risks we deal with, particularly around gas canisters, carbon monoxide, and just camping generally.

We produce social media messaging which then the festival shares through social media accounts.

If there is a more significant event during the event, there are vast communication systems on site. There are 10,000s of stewards are all linked on communications.

There are also massive screens on either side of the stage that we can use if needed to get messaging out there in an emergency. We also have 24/7 command and control through an on-site multi-agency Tactical Control Group.

You engaged with the Gypsy and traveller community prior to the event – can you tell me more about this?

They’ve got a strong history with the festival.

They arrive on the farm in March-April time, certainly early on.

They live in caravans and they are, in normal circumstances, a hard to reach community.

One of our colleagues has got a background in engagement with the them and he gets onsite early, builds those relationships, looks at their caravans and their vehicles and will look to fit smoke alarms and increase their awareness of fire safety within their environment.

 For us it’s a fantastic opportunity to engage with what can sometimes be a hard to engage with group.

 It’s a very positive relationship and an opportunity that is helped massively by the festival.

You work with Glastonbury Fire Safety during the festival – how does that collaboration work and what are their responsibilities?

The event is run through a company called Glastonbury Festival Events limited.

They contract in Glastobury Fire Safety.

They provide first response; they’ve got teams of first responders – firefighters in four-by-four vehicles with beaters and fire extinguishers.

In first instance, they will get called out to deal with minor type incidents.

They send an alert to our team and our incident commander will go in and discuss each of the incidents at the Fire Desk in the Event Control Centre and determine whether we need to mobilise alongside their teams.

We have continual dialogue, a very close working relationship with them in terms of managing the overall fire safety and fire response.

It’s a very positive working relationship and collaboration.

Were there any lessons you learned that you plan to carry forward into your preparations for next year’s festival?

We’ve got a really strong debriefing process.

We start with our internal debrief and that will feed into the wider festival fire safety debrief.

So, including Glastonbury Festival, we’ll set that up probably in September.

That will lead into the multi-agency debrief early in the autumn.

The initial feedback we’ve had from the festival was that it went extremely well.

They were very pleased with the arrangements that were in place, and they proved to be very effective in terms of preventing incidents from happening, but also response when anything did happen was very swift and effective.

If there’s any improvements they will be minor – the model is proven to work well at the moment.
