From fire safety novice to industry expert: How Elevate is shaping the next generation of professionals

Dean Morris, Chair of the IFE’s Early Careers Networking Group, explains how Elevate helps fire professionals build knowledge, confidence, and connections through structured CPD

The Institution of Fire Engineers Early Careers Networking Group (ECNG) has launched Elevate, a professional development series designed to support early-career fire professionals by offering structured, accessible CPD.

Over a 24-month programme, participants will engage in fortnightly sessions led by industry experts and academics, covering a broad range of fire safety disciplines.

The initiative, created with support from the Association for Specialist Fire Protection (ASFP) and the London Fire Brigade (LFB), aims to address the skills gap in the sector and promote ongoing professional development.

With sessions available globally and at no cost, Elevate is set to offer early career professionals a comprehensive learning experience, helping organisations strengthen internal training programmes while equipping individuals with the knowledge and confidence to progress in their careers.

The first session, scheduled for 2nd April 2025, coincides with National Careers Week and will introduce fire science fundamentals, including heat transfer and fire load principles.

We spoke with Dean Morris, Chair of the IFE’s Early Careers Networking Group, to understand the importance of this initiative, how it supports industry development and what participants can expect.

Can you introduce yourself and explain your role within the IFE?

Absolutely, I’m Dean Morris, and I have the privilege of chairing the IFE’s Early Careers Networking Group – my role focuses on championing the next generation of fire professionals, providing space for them access the resource, networks, and opportunities they need to build successful careers.

As we all know, it’s a fast-moving sector, and staying ahead of developments in fire safety is critical—both for individuals and the wider industry.

This was a key driver for the Elevate series.

What is the Elevate programme and why has the IFE decided to launch it now?

Elevate is a structured, 24-month professional development series designed to make high-quality fire safety CPD accessible, engaging, and relevant for early career professionals.

Delegates can register for individual sessions that suit their interests or commit to the full series for a comprehensive learning experience.

We recognised the huge appetite for learning in the sector, and the need for access to structured, high-quality CPD – especially for those just starting out.

The skills gap is widening, and we need to ensure the next generation of fire professionals are equipped with the right knowledge and confidence to excel.

The programme has brought together industry experts from varied organisations which shows the importance of an initiative like this and the common understanding that competence needs to be improved.

How does Elevate address the skills gap in the fire safety sector?

One of the biggest challenges in fire safety is keeping abreast of evolving standards, technology, and best practices—especially for those new to the industry.

Elevate directly tackles this by offering consistent, expert-led sessions that cover core fire safety principles as well as more advanced topics.

By delivering bite-sized, practical CPD, we’re making sure professionals can apply the full scope of practical Fire Engineering, boosting both individual competence and industry-wide capability.

Who is the programme designed for and how can professionals benefit from taking part?

The beauty of the programme is that it’s designed for anyone in the early stages of their fire safety career—whether they’re fire engineers, fire risk assessors, building control professionals, firefighters, or specialists in passive and active fire protection.

Participants will not only gain valuable knowledge from leading experts, but they’ll also build confidence, grow their networks, and develop a strong foundation for career progression.

With so many disciplines in fire safety, how did you decide which topics to cover in the sessions?

It was a challenge, for sure! Fire safety / Engineering is such a broad field, but we wanted to ensure Elevate delivers a well-rounded, structured learning experience.

We focused on core principles—fire science, legislation, and risk assessment—before moving into more specialised areas like passive and active fire protection, human behaviour in fire, and new technologies in fire safety.

The aim is to build knowledge progressively, so each session naturally leads into the next, creating a cohesive learning journey.

The programme is free and open to professionals worldwide—what impact do you hope this accessibility will have on the industry?

The impact could be huge and by making Elevate free and available globally, we’re breaking down barriers to high-quality fire safety CPD.

Legislation topics will be UK centric but provide global lessons and serve as a quality resource for those overseas.

More professionals, regardless of location or financial constraints, can access industry-leading knowledge, helping to drive up standards not just in the UK, but worldwide.

It also encourages cross-border collaboration, uniting different perspectives and experiences that can enrich learning for everyone involved.

How can organisations integrate Elevate into their existing training and development strategies?

Elevate is designed to be flexible and complementary to existing training, and organisations can use it to supplement in-house training programmes, introduce structured CPD for early-career professionals, or support team members preparing for professional qualifications.

Grenfell’s legacy: Why accountability in fire engineering must change

Ahmed Allam, Director of Fire Engineering at WSP, examines the Grenfell Tower Inquiry Phase 2 recommendations and the urgent need for regulatory reform and professional accountability

The Grenfell Tower inquiry revealed serious weaknesses in fire safety, especially regarding the material type and compliance with building regulations.

Lessons for fire engineers, developers and contractors as well as building operators have been identified from the Phase 2 Inquiry and emphasise the need for better engineering knowledge of a range of issues including fire engineering practices to treatment of materials and systems.

As a professional, I appreciate the significance of the final Inquiry report and its comprehensive recommendations, The tragedy of June 14, 2017, together with the discovery of systematic building defects across multiple buildings in the UK and internationally, represents a watershed moment for our industry.

The work of the Inquiry has revealed systemic problems with the way the built environment is developed, and we must take stakeholders on this transformation journey together to put in place an approach to reform that will transform accountability throughout the sector.

Material fire classifications

The Grenfell disaster highlighted the risks of selecting combustible materials like Aluminium Composite Material (ACM) cladding with polyethylene cores.

This material failed to meet both British Standards (BS 476) and European Standards (EN 13501-1), raising critical concerns about material classification.

British Standards (BS 476): Focuses on fire resistance, flame spread, and combustibility, categorising materials by classes and ratings, with “non-combustible” determined through BS 476-4 tests.

European Standards (EN 13501-1): Provides a broader classification, rating materials on reaction to fire (A1-F), smoke production (s1-s3), and burning droplets (d0-d2).

A1 materials are entirely non-combustible, while A2 are of limited combustibility.

The prioritisation of non-combustible materials (A1 or A2) is essential, particularly in high-rise residential buildings, to minimise risks associated with material choice.

This requirement applies to buildings that meet the definition of “relevant buildings,” which includes high-rise residential buildings over 18 meters in height, hospitals, care homes, and student accommodation.

The guidance is detailed in Approved Document B (ADB), 2019 edition, Volume 1, under Section 10 Weaknesses in UK Building Regulations highlighted significant shortcomings in the UK’s Approved Document B (ADB), particularly relating to the National Classification system, including Class 0, which allowed for ambiguities regarding the fire performance of external wall systems.

One of the issues was that materials meeting Class 0 standards (under the now-withdrawn BS 476-6 and BS 476-7) could still be combustible, as the classification focused on surface spread of flame rather than overall combustibility.

In response, subsequent updates to ADB have removed references to Class 0 and aligned requirements with European standards.

The most recent version of Approved Document B (2022 edition, incorporating 2023 amendments) now exclusively references Euroclass standards (BS EN 13501-1) for the classification of materials’ fire performance.

Early involvement of fire engineers during the design stages is crucial to ensure compliance and integrate robust fire safety strategies.

Escape routes and compartmentation

Grenfell demonstrated the catastrophic consequences of poor compartmentation and inadequate evacuation planning.

Combustible materials compromised fire barriers, while shared stairwells increased confusion during evacuation.

Going forward, fire engineers must prioritise fire compartmentation and the separation of emergency escape routes.

Adherence to fire-rated construction standards and rigorous testing of fire containment and evacuation strategies is vital for high-rise buildings.

Lessons for developers and contractors

Grenfell underscores the necessity for developers and contractors to prioritise fire safety.

Thorough vetting of materials and systems, adherence to fire standards and engagement with experienced fire consultants is imperative.

Fire safety cannot be compromised for cost-saving or expediency.

Every project detail must align with regulations to safeguard lives.

The UK is progressively moving away from the BS 476 series of fire tests in favour of the EN 13501-1 classification system, which aligns with European standards for fire testing and classification.

This transition is evident in government and industry guidance.

Engineering judgement

An engineering judgment is an evaluation of the anticipated performance of a proposed fire safety measure, such as fire stopping, that has not been specifically tested.

These judgments rely on the performance of tested systems and established engineering principles, applying broadly to various fire mitigation measures.

Sound engineering judgment is based on decisions that align with established scientific and engineering knowledge, as well as relevant information supported by technical studies employing appropriate methodologies.

In fire protection design, engineering judgment is used to assess the likely performance of fire-stopping systems that have not undergone fire testing.

These evaluations are grounded in scientific principles and the proven performance of verified designs.

Where possible, reliance should be placed on tested systems rather than engineering judgment.

Judgments must originate from qualified technical experts, ensuring that the assessments are reliable and credible.

Engineering judgments should draw on the most relevant tested and verified systems to establish a sound basis for decision-making.

In the absence of applicable test data, judgments cannot replace testing, as experimental evidence remains critical to verifying performance.

Engineering judgments apply only to the specific conditions under which they were made.

Each evaluation is unique to a particular project and cannot be applied to another without careful reconsideration.

These appraisals must also address and substantiate any discrepancies between the tested design and the actual construction.

Performance-based fire engineering: insights from BS 7974

The Grenfell Tower Inquiry Phase 2 report highlights critical insights into performance-based fire engineering design, particularly the catastrophic role of combustible materials such as Aluminium Composite Material (ACM) cladding in accelerating flame spread.

It calls for stricter enforcement of material fire classifications, prioritising non-combustibility and rigorous compliance with updated regulations.

The report also recommends extended performance evaluations for high-risk materials to balance innovation with safety, underscoring the importance of caution when lives are at stake.

Performance-based approaches, while offering flexibility, must prioritise safety.

Grenfell demonstrated that adherence to both prescriptive and performance-based standards could have mitigated the disaster.

This the need for exhaustive testing of performance-based designs, especially when employing innovative or non-standard materials, a crucial consideration for fire engineers, developers, and contractors managing high-risk projects.

BS 7974 provides a framework for applying performance-based fire safety principles, enabling tailored solutions for specific building designs and fire risks.

This approach complements prescriptive codes, allowing for a more nuanced and adaptable fire safety strategy.

Concerning Grenfell, the inquiry emphasised the failure of the prescriptive approach (as seen in the inappropriate use of combustible materials in cladding) and the need for a more holistic, risk-based approach to fire safety in complex buildings.

This would align with BS 7974, which encourages engineers to:

  1. Assess fire risks specific to the building, considering factors such as occupant behaviour, building use, and design.
  2. Develop tailored fire safety strategies, which might include active systems (sprinklers, alarms) and passive systems (compartmentation, fire-resistant materials).

Key fire engineering lessons related to BS 7974:

Material performance: The fire spread at Grenfell demonstrated that prescriptive rules alone (e.g., building height restrictions on the use of certain materials) were inadequate.

Performance-based methods could allow fire engineers to evaluate materials more rigorously under realistic fire conditions.

Fire modelling and risk assessment: BS 7974 advocates for the application of advanced fire modelling tools and quantitative risk assessments to predict fire spread and evacuation dynamics, offering the potential to significantly enhance design decision-making, as exemplified in the case of Grenfell Tower.

These sophisticated methodologies are typically reserved for complex, high-risk developments where tailored fire strategies are deemed essential.

However, over-cladding projects, often perceived as straightforward refurbishments, generally adhere to prescriptive guidance such as Approved Document B, without the need for in-depth fire engineering assessments.

This underscores an important oversight: the tendency to underestimate the potential fire risks associated with less complex projects, which nonetheless merit rigorous evaluation and scrutiny.

Escape Strategies: A performance-based approach would enable a detailed evaluation of evacuation strategies, accounting for building layouts and the interaction between fire services and occupants.

By modelling scenarios where “stay put” fails, could encourage the integration of measures such as evacuation lifts, automatic alarms, and smoke management systems.

While the Grenfell Tower Inquiry Phase 2 report does not specifically promote BS 7974 or performance-based design, its findings point to the need for more comprehensive, flexible fire safety strategies that can adapt to the complexities of modern construction, where BS 7974 could play a pivotal role.

Integration across RIBA stages

The Grenfell Inquiry highlighted poor coordination between fire engineering and other disciplines across the RIBA Plan of Work stages.

Enhanced collaboration is critical to avoid systemic failures.

Here are some stage-specific actions:

Stage 1 (preparation): Establish fire safety objectives early, integrating input from fire engineers.

Stage 2 (concept design): Develop fire strategies alongside initial designs to ensure feasibility and safety.

Stage 3 (spatial coordination): Align fire protection systems with structural, mechanical, and electrical designs.

Stage 4 (technical design): Ensure technical specifications are consistent with fire safety requirements.

Stage 5 (construction): Implement robust quality control to prevent non-compliance.

Stages 6 & 7 (handover & use): Ensure operators understand fire strategies and establish processes for ongoing risk assessment and maintenance.

Accountability and competency

The Inquiry highlighted a lack of accountability and professional standards across the construction industry.

Deregulation, cost-cutting, and fragmented oversight contributed to the failures at Grenfell.

To address this, we should: implement stringent competency checks, including certifications and continuous professional development for fire safety professionals; Foster a culture of accountability where all stakeholders are responsible for fire safety outcomes; and strengthen enforcement mechanisms to ensure compliance with fire safety regulations.

Reflections on Dr.

Barbara Lane’s recommendations

Dr. Lane’s report for the Phase 2 Inquiry provides critical recommendations but leaves room for refinement.

While her report for the Phase 2 Inquiry offers crucial insights, some aspects could benefit from greater detail and clarity.

Broader testing frameworks are needed to assess how multiple materials interact under fire conditions.

This would enhance the understanding of composite behavior during fires and inform safer design practices.

The report lacks a detailed implementation framework, particularly in terms of how the recommendations should be enforced and integrated into existing fire safety standards.

Clear guidance in this area would aid regulators and practitioners in applying the recommendations effectively.

Another key area for refinement is the definition of competency metrics.

Establishing clear qualifications and training standards for fire safety professionals is essential to ensure consistent and reliable expertise across the sector.

The report could also place greater emphasis on retrofitting existing buildings to meet modern fire safety standards.

Addressing legacy risks is a critical component of improving overall safety.

Finally, evacuation plans must account for diverse occupant needs, including those with mobility challenges.

Occupant-centric strategies are vital for ensuring that fire safety measures protect all building users effectively.

Summary and final thoughts

The Grenfell Tower Inquiry Phase 2 report calls on fire consultants, developers, contractors, and building operators to prioritise compliance with material fire classifications, enhance adherence to UK building regulations, and engage fire engineers early in the design process.

These measures are vital to preventing future tragedies and safeguarding residents while upholding the highest fire safety standards.

The report emphasises the need for a holistic, system-wide approach to fire strategies, with clear accountability among all stakeholders.

A key issue identified was the fragmentation of responsibilities, particularly in fire strategy development and building design.

To address this, fire strategies must be treated as dynamic, living documents, integrating fire engineering, material performance, and building operations.

Regular updates are essential to reflect changes in building use, design, or risk assessments under the Regulatory Reform (Fire Safety) Order 2005 (RRO).

Robust fire strategies require rigorous testing and certification of materials, systems, and escape routes, supported by seamless collaboration between fire engineers, operators, and regulators.

The report also highlights the importance of lifecycle resilience, advocating for stringent testing protocols and transparent product certification.

Continuous revalidation of fire strategies ensures evolving safety standards are met, fostering a culture of accountability and long-term industry commitment to fire safety reform.

In this interview, IFE CEO, Steve Hamm, shares insights into the strategy, its core objectives and how it plans to drive meaningful change in fire safety practices worldwide.

What prompted the IFE to revisit and redefine its strategy at this time?

Following feedback from our members, the need for a strategy that reflected the diverse, global nature of our community was highlighted and this was a great moment for the IFE to redefine its mission. Our members represent variations of expertise across many parts of the world and they’ve been pivotal in helping Implement this strategy.

With various advances across the built environment, fire safety is constantly changing and it’s vital that we ensure the organisation could continue to lead and adapt to these changes, placing members and at the heart of our purpose.

One of the strategy’s key outcomes is a “unified identity.” What does this entail?

This ensures that the IFE remains a cohesive and reliable organisation, trusted by its members, volunteers and partners. From harmonising our global operations to strengthening our brand, the new strategy builds a shared vision that resonates across diverse regions and varied disciplines.

Wherever our members are based, they’ll be able to contribute to and benefit from the same standards of excellence.

How does the new strategy aim to enhance the IFE’s role in promoting fire safety on a global scale?

By leveraging the expertise and perspectives of the membership, we can address fire safety challenges. The strategy prioritises global influence and advocacy and is supported by a robust consultation with our branches, members and volunteers across the globe.

Why is an inclusive approach to fire safety important to the IFE?

What challenges do you anticipate in delivering this strategy and how does the IFE plan to address them?

Maintaining engagement across a global membership and addressing the rapid pace of change in fire has its challenges. To overcome these, we’ll rely on strong communication with our members. Regular updates, transparency and member involvement in decision-making will be key to addressing these hurdles.

How will members and partners of the IFE be involved in achieving the objectives laid out in the strategy?

Collaboration is the core of our approach to the launch and we’ll actively engage members and partners through various forums and consultations, ensuring their voices shape the initiatives laid out.

We plan to create more opportunities for members and partners to contribute directly through research, training, or advocacy; stakeholders are integral to the success of this.

This mission was shaped through the input of the membership through surveys and engagement workshops. The next steps will hold through collaborative projects, committees and feedback loops.

Looking ahead, what long-term impact do you hope this strategy will have on fire safety practices globally?

Ultimately, we’re here to save lives, protect property and enhance resilience in the face of fire-related risks and through building a stronger, more connected fire safety community, we can achieve lasting change.

Our hope is that the strategy establishes the IFE as a leading voice in global fire safety, driving innovation and excellence across the global fire sector. By equipping our members with the tools to influence fire safety practices and policies, we aim to enhance safety outcomes worldwide.

Jason Hill and Ryan Cleggett take leadership roles in IFE International General Assembly

Leadership appointments announced for International General Assembly

According to the Institution of Fire Engineers (IFE), Jason Hill has been appointed as the International General Assembly (IGA) Leader.

Jason, who previously served as the IGA Vice-Leader and is the Branch President for New Zealand, will begin his two-year term in January 2025.

The IFE has also announced that Ryan Cleggett, Australian Branch President, has been elected Vice-Leader.

Ryan’s appointment ensures a continued international perspective in the IGA’s activities.

Experienced leadership to guide IGA initiatives

Both Jason and Ryan bring extensive volunteering experience within the IFE.

As members of the Membership and Registration Committee, their leadership is expected to contribute towards achieving the IFE’s objectives.

IFE reflects on 2024 achievements and global outreach

According to the Institution of Fire Engineers (IFE), 2024 has been a year of expansion and engagement, marked by its participation in numerous international events. These included the Fire Safety Event, Emergency Services Show, and the organisation’s own FIRE Conference.

Internationally, the IFE took part in the IFSJ Leaders Conference in Dubai, events in Singapore and Australia, and the Tall Buildings Safety event in Indianapolis. New additions to its event calendar, London Build and Anticipate London, further extended its outreach to diverse audiences.

The IFE stated that these events provided opportunities to share knowledge and best practices: “These gatherings offer unparalleled opportunities to exchange knowledge, share best practices, and foster global connections.”

Key reforms highlighted by Grenfell Phase 2 Report

The release of the Grenfell Phase 2 report prompted the IFE to host a roundtable discussion, bringing together professionals to address reforms in the fire safety sector. The discussions underscored the importance of competency in driving meaningful changes.

The IFE committed to continuing these efforts in the coming years, noting: “This ongoing conversation has showcased the power of collaboration in driving meaningful reforms.”

2024 also marked the historic presidency of Hayley Burgess, the IFE’s first woman president. Her leadership has been described as a milestone for inclusivity in the fire safety sector.

Equity, diversity, and inclusion insights

In partnership with EqualEngineers, the IFE conducted a survey to examine equity, diversity, and inclusion (EDI) within the fire safety sector. Findings revealed trends and challenges for underrepresented groups, particularly women.

Focus groups are planned for early 2025 to deepen understanding and develop actionable steps for greater inclusivity in the profession.

The IFE concluded the year by expressing appreciation to its members, partners, and the wider fire safety community for their support and contributions.

Supporting the next generation of fire engineers: What is the IFE’s Early Careers Networking Group?

ECNG Chair Dean Morris highlights the importance of proactive competence building for emerging fire engineers

The Institution of Fire Engineers (IFE) has recently launched the Early Careers Networking Group (ECNG), a new initiative aimed at supporting young professionals and students interested in fire engineering.

In this interview, Dean Morris, Chair of the ECNG, explains the importance of fostering a supportive community for early-career individuals in fire engineering and how the ECNG seeks to shape the future of the industry.

What led to the creation of the ECNG and why is it important for young professionals in fire engineering?

Whilst helping to get out there and show the opportunities that the industry has to offer is one aspect of what we are trying to achieve, we also believe helping increase competence in the industry is vital in reducing the risk of future catastrophise occurring.

An example of this is the worlds push towards sustainability, which often leads to the secondary consideration of fire safety once an idea has been created and implemented.

We want to try and push the industry to being more pro-active than re-active and this can only be achieved by increasing competence and awareness for people in the industry, which starts right at the beginning of your career.

Passing a course (such as an Engineering degree) is only the first step in ensuring competence.

It often only touches on industry relevant information and so we are looking at ways to build on this and bring the industry together for shared learning and development, using the expertise that the industry has, and the unique skills of some very talented people to help build competence for the future generations.

We have some exciting plans for this and are looking forward to releasing more information on it soon.

What specific challenges does the ECNG aim to address?

We understand that whilst not all ‘early careers’ persons are young and fresh out of school, there is a large under representation in the industry of this demographic.

The Science Education Tracker helps to understand their views of science education, as well as their interest in science and their career aspirations.

This information if vital if we want to help show the younger generation the opportunities of the industry and really show how they can make a difference.

The group provides a platform for young people to explore career paths within fire engineering.

How do you envision this platform supporting their professional development?

I want to make this clear that its not just young people this group is aimed at.

Whilst we want to increase this demographic and to ensure that the industry has sufficient personnel going forward, the ECNG is open to all, even the mature joiners who may or may not have a relevant background in the industry already.

We have a two pronged approach to our aims, which are:

We want to provide a safe space where questions can be asked without being in an intimidating environment, and mentorship is offered along with networking opportunities.

We want to provide good quality CPD and relevant industry learning and experience utilising industry experts.

We are currently working on a 2 year long CPD programme, which will form a set syllabus on what we believe is lacking in the knowledge of persons in the early stage of their careers.

How does the ECNG plan to foster a supportive community for early-career professionals?

Whilst social media has a mixed reputation and can often be toxic, we have to understand how it plays its part in the lives of young persons and embrace it if we want to make meaningful progress.

LinkedIn provides that opportunity for engagement and to bring the fire world together.

In an industry where there are so many grey areas, everyone’s opinion should be considered as there isn’t always a right or wrong answer.

Education is also important but it is vital to mix this with a good level of experience, and in my opinion this is far more beneficial when correctly utilising industry experts to share their real world experience in the industry.

We want to bridge this gap and offer the opportunity to share real world experiences and case studies which are often the best way to learn and develop.

What steps is the ECNG taking to encourage diversity and inclusivity within fire engineering?

We’ve been fortunate as a group to have a 50/50 gender split in the committee.

That being said, the stats don’t lie and the gender gap is significant.

Representation is the first step in the process and we are fortunate to have a wonderful and highly skilled group of female committee members who are excellent role models for the younger generation.

Beyond this, we will be actively attending schools and events to promote awareness of the industry and we believe that the visibility of our female committee members will help encourage younger females to think about the career opportunities the industry provides.

How will the ECNG will facilitate international collaboration and mentorship opportunities?

The IFE is an international organisation and should be considered as leading the way globally in innovation and developing competency.

The exams are well thought of and provide an education pathway, however, we can do better in passing on the knowledge and skills of our members.

The offerings we provide won’t be limited to just the UK and there is a lot to be said from understanding fire safety regulations and codes from around the world that can help show different opinions and insights into global problems.

The CPD sessions will cover these differences and will be available to anyone at the early stages of their career.

Where time differences may mean that the CPD sessions are difficult to attend, a CPD library of the records will be created for later viewing.

What role do you see the ECNG playing in shaping the future workforce of fire engineers?

As stated previously, we see a large gap in the industry from early education to real world experience and understanding of what the work actually entails.

We want to provide a platform where this is explained and competency is developed in a way that gives a true understanding of the role and the expectations / responsibilities it entails.

We will be utilising experts in the field and running programmes in a way where people are engaged and aren’t afraid to ask questions.

Looking ahead how do you think the ECNG will impact the fire engineering profession?

I hope we can build a platform that is seen as a positive influence in the industry.

Outside of bringing new people in, one of the biggest challenges we face is how busy everyone is.

This has a knock on effect with a lack of adequate training and development for people new to the industry.

We hope to use the IFEs positive reputation to provide support for all companies with their graduates and implement a support network that can share the burden and increase competency going forward.

Public consultation for UK HVACR national occupational standards update open until November 29

HVACR industry urged to engage in public consultation on standards

The UK’s heating, ventilation, air conditioning and refrigeration (HVACR) sectors are undergoing a major update to the National Occupational Standards (NOS).

Building Services Engineering (BSE) Skills has initiated a public consultation process, seeking industry feedback to ensure these standards align with current technological advancements and safety regulations, as reported by the Building Engineering Services Association (BESA).

The consultation invites contributions from employers, employees, and stakeholders within the HVACR sector who possess relevant technical knowledge and experience.

BSE Skills stated that input from those directly involved in the industry would help guarantee that the NOS remains relevant and technically accurate.

Addressing skills shortage through improved standards

A shortage of skilled professionals in the HVACR industry has intensified the need for updated training standards.

BSE Skills emphasized the importance of having NOS that accurately reflect the competencies required for qualifications and apprenticeships, essential for workforce development across the UK.

The last update to these standards occurred in 2019.

This current revision seeks to incorporate recent advancements in technology and regulatory requirements, especially those impacting building safety.

BSE Skills aims for these standards to contribute to the long-term goals of workforce competence and support the UK’s net-zero targets.

Draft standards available for review

The revised standards, now in draft form, were developed following consultations with employers, employees, and training providers across the UK.

These drafts are available for public review on the BSE Skills consultation portal, with a deadline for feedback set for November 29.

Key areas open for feedback include the installation, maintenance, servicing, commissioning, and fault diagnosis of HVACR systems.

Specific categories under review include electrical and mechanical plant systems, such as heat pumps, ventilation systems, and refrigeration equipment.

BSE Skills calls for collaboration in skills development

Formed as a not-for-profit initiative in 2017 by BESA, SELECT, and the Scottish & Northern Ireland Plumbing Employers’ Federation (SNIPEF), BSE Skills represents over 43,000 businesses and approximately 342,000 workers.

The organisation focuses on setting standards for NOS, apprenticeships, and qualifications for the building services engineering sector.

BESA’s director of competence and compliance, Helen Yeulet, encouraged industry professionals to participate, saying: “This is your opportunity to have a say in the training standards which underpin qualifications and apprenticeships in the sector.”

BSE Skills expressed a commitment to working closely with stakeholders to meet the sector’s evolving needs, both now and in the future.

Warringtonfire completes $30 million fire resistance testing lab at Birchwood Park

Warringtonire fire resistance testing lab set for January 2025 launch

Warringtonfire’s new fire resistance testing laboratory is set to open in January 2025 following the completion of construction at its 101,000 square foot facility at Birchwood Park, Warrington.

As reported by Warringtonfire, the project, which cost $30 million, was completed ahead of schedule, with the site handed over by Tilbury Douglas on 16 September 2024.

The laboratory will open its doors on 2 January 2025, offering advanced fire testing capabilities in a purpose-built facility.

In the final phase of preparation, Warringtonfire is focusing on obtaining UKAS validation and accreditation for its five furnaces and overall operations.

The accreditation process is expected to conclude by the end of November, ensuring the facility will be fully operational for fire testing when it opens.

Expansion creates new job opportunities and enhanced capabilities

As part of the new laboratory’s expansion, Warringtonfire has hired 50 new employees, including maintenance engineers and technical officers.

The maintenance engineers have formed a new team, comprising specialists from a range of disciplines.

This team will support smooth and reliable operations at the new facility.

The new laboratory will allow Warringtonfire to triple the fire resistance testing capacity of its existing Holmesfield Road site, meeting growing demand in the industry.

Warringtonfire’s fire resistance team will transition to the new Birchwood Park laboratory as they prepare for its launch.

Sustainable design and advanced technologies implemented

Sustainability has been a key focus for the new facility, which has incorporated energy-efficient systems and advanced smoke abatement technologies.

These measures contributed to the laboratory receiving a Bronze Award from the Considerate Constructors Scheme, scoring 45 out of 45.

Dafydd Llewelyn-Jones, Senior Project Manager for Warringtonfire, said: “Our new laboratory is poised to address this growing demand by tripling the capacity of our current Holmesfield Road site.

“Furthermore, we have future-proofed our operations with a range of sustainable solutions designed to minimise environmental impact while delivering safety critical services.”

The lab features smoke cleaning systems that ensure minimal environmental impact, and it is ready to transition to using clean hydrogen when local infrastructure permits.

Client confidentiality prioritised with state-of-the-art design

The Birchwood Park facility has been designed with client confidentiality in mind.

The laboratory includes custom-built module spray booths with temperature control, as well as test preparation areas that safeguard intellectual property.

Viewing areas have been created to ensure client privacy during testing.

In anticipation of its opening, Warringtonfire is trialling additional confidentiality measures to further enhance protection.

Dafydd Llewelyn-Jones added: “We want both our clients and colleagues to feel truly at home in our facility.

“It was important for us that the laboratory serves not only as a testing site but also a versatile environment where meetings can be conducted, and where our team can excel.”
