Skills legacy programme secures first graduate

The Building Engineering Services Association (BESA) has reported a strong start to its Skills Legacy programme launched in March 2025.

The initiative was created to address the shortage of apprenticeship trainers, assessors and building safety auditors across the UK.

BESA said the scheme has already attracted high interest and achieved its first graduate.

Jon Hogg from Ductbusters became the first participant to complete the training and receive the Level 3 Certificate in Assessing Vocational Achievement.

Two further candidates are currently enrolled, with two more awaiting start dates and several others preparing to join once accepted by a provider.

Addressing shortages across training and assessment

According to BESA, the programme’s goal is to recruit 100 qualified trainers, assessors and building safety auditors.

The association said the shortage of suitably qualified professionals is preventing further education (FE) colleges from expanding apprenticeship provision.

Stuart Rattray, Head of Competence at BESA, said: “We have been hugely encouraged by the enthusiasm among members and the wider industry for this scheme.

“It already shows that employers recognise the urgency of overcoming the challenges we face when trying to plug our skills gaps.

“The critical shortage of trainers and assessors remains a major Achilles heel in our training provision and anyone helping to address this will be providing an invaluable service to future generations of engineers.”

The Manly Charitable Trust is co-sponsoring the scheme and funding the first 50 participants.

Founded in 1991 by former BESA President Graham Manly, the trust supports charities that promote opportunities for young people in science, technology, engineering and maths (STEM).

BESA said the support would give FE providers confidence to continue delivering engineering training despite shortages in qualified personnel.

Industry response and next steps

Rattray added: “Our workforce is ageing and is already under intense pressure.

“The average age across construction-related sectors is 53 so without a dramatic increase in numbers of young people coming in, a labour force crunch is looming.

“However, simply improving recruitment will not address the fundamental problems we face.

“Unless we address the shortage of trainers and assessors who can deliver programmes, the industry will find itself unable to meet demand within a few short years.”

The programme is bringing together employers, education providers and auditors under one national framework.

Those training as building safety auditors will be assessed against the ISO 9001 management standard.

Hogg said: “I am delighted and proud to be the first graduate from this vital scheme.

“I knew immediately that this was something I wanted to do so I signed up straightaway.

“We are constantly talking about skills shortages and our collective failure to recruit enough new talent into our industry, but talk is cheap, and this is an opportunity to do something about it.

“I look forward to welcoming many more of my industry peers into the scheme and to working with our FE partners to deliver many more apprenticeships in the future.”

Training provider Brooks Kirk said it was proud to celebrate Hogg’s success.

The organisation said: “Jon’s commitment reflects the urgent need for more qualified assessors in the industry.

“The demand for skilled assessors has never been greater.

“Without them, apprentices cannot complete their qualifications and industries cannot address the pressing skills shortages holding them back.

“Jon’s achievement is just the beginning.

“With more people stepping up to train as assessors, we can ensure that businesses meet today’s challenges and thrive in the future.”

Training is delivered in a hybrid format combining online and in-person learning.

BESA is also developing a national assessor register and plans to highlight the achievements of future graduates as they complete the programme.

Classifying the future with Warringtonfire: What EN 13501 means for compliance

On 2 September 2024, the UK Government formally announced the withdrawal of the National Classes fire testing standards from Approved Document B.

These will be replaced by the EN 13501 series of European classification standards.

Since the consultation process began, the construction and manufacturing sectors have engaged in extensive discussions regarding the implications of this shift – from the technical distinctions between BS 476 and EN 13501, to the financial and logistical demands of adapting to the new testing regime.

Concerns have also been raised about the adequacy of the transition period and the capacity of UK testing facilities.

Peter Barker, Technical Policy Manager at Element Materials Technology, offers further insight into the changes.

An overview of the BS 476 fire testing standards

Originally introduced in 1932, the BS 476 standard established a framework for evaluating the fire performance of construction materials and building components.

The standard encompassed three primary areas: incombustibility, non-inflammability (reaction to fire), and resistance to fire (structure and containment).

Over time, the standard evolved into a suite of parts, each addressing specific performance criteria.

For instance, BS 476: Part 22 focuses on non-load-bearing elements and is used in conjunction with Part 20 to evaluate products such as doorsets and partitions.

The BS 476 series outlines the conditions under which fire performance tests are conducted, as well as the criteria for evaluating results.

The outcome of such testing is documented in a test report, which includes a detailed description of the tested product, the test method employed, and the performance achieved.

These reports serve as benchmarks for comparing similar products and determining their suitability for use in buildings under applicable regulatory frameworks.

In the UK, assessments of fire performance based on BS 476 are often extended through expert judgement.

These assessments are conducted by competent professionals in accordance with the guidelines set out by the Passive Fire Protection Forum (PFPF), which define both the process and the competency requirements for assessors.

It is important to note that the methodology for extending the scope of tested designs under BS 476 differs significantly from the rule-based system used for EN classification.

This distinction underscores the complexity of transitioning to EN 13501, which involves more than a simple reapplication of existing test data.

Introducing the EN 13501 classification framework

The EN 13501 series was developed by the European Committee for Standardization (CEN) in response to mandates from the European Commission.

Its purpose is to provide a harmonised system for testing and classifying construction products across the European Union, thereby eliminating trade barriers and establishing a common technical language.

The EN classification system supports the Construction Products Regulation (CPR) and is underpinned by standardised test methods that determine product performance.

It includes provisions for both Direct Application (DIAP) and Extended Application (EXAP), which allow for the extension of test results to cover a broader range of product configurations.

These rules are maintained and updated by CEN working groups composed of experts from across Europe.

Although originally designed to facilitate the EU single market, the EN 13501 system has been adopted within UK building regulations to define performance requirements for both regulated and non-regulated construction products.

These requirements are tailored to the product type, building design, and intended use.

Rationale behind the regulatory shift

Historically, both BS 476 and EN 13501 have been recognised in Approved Document B as a valid means of demonstrating fire performance.

However, the UK Government has now committed to a single, unified classification system.

This decision aligns with recommendations from the Hackitt Report, which called for a more transparent and effective regulatory framework for building safety.

The withdrawal of BS 476 is being implemented in stages.

A six-month transition period granted for reaction to fire and external fire exposure to roofs came to an end on 2nd March 2025, with references to BS 476 no longer included in Approved Document B, though specific exemptions are in place for some projects already underway.

A five-year period ending in September 2029 applies to resistance to fire.

The phased approach was provided to industry by UK government to facilitate a smooth transition to the European standards without being disruptive to supply chains.

Challenges for manufacturers transitioning to EN 13501

The move from BS 476 to EN 13501 presents several technical and operational challenges for manufacturers:

  • Incompatibility of test evidence: Results obtained under BS 476 cannot be used to generate classifications under EN 13501.
  • The EN system requires performance data derived from specific EN test methods.
  • Scope extension: The EN framework employs DIAP and EXAP rules to extend the applicability of test results.
  • A test programme based on BS 476 is unlikely to yield the same scope of application when re-evaluated under EN standards.
  • Increased testing requirements: Depending on the breadth of a manufacturer’s product range, a substantial number of new tests may be necessary to achieve EN classification.
  • This must be accomplished within a limited timeframe, alongside competing demands from other manufacturers.
  • Product redesign: In some cases, existing products may need to be modified to meet the performance thresholds defined by EN test methods.

Practical steps for preparing for the transition

With the government’s direction now clearly established, manufacturers are encouraged to begin the transition to EN 13501 without delay.

While the timing of this shift is ultimately at the discretion of each manufacturer, early engagement will help ensure continued market access and regulatory compliance.

Manufacturers should begin by cataloguing their product range and sharing this information with their chosen test laboratory.

This enables the development of a reverse-engineered test programme based on DIAP or EXAP rules.

Given the complexity of this process – particularly when multiple performance characteristics are involved – it is essential to work with laboratories that possess deep expertise in EN testing and classification.

According to SFPE, the event will focus on lithium-ion battery fire risks across sectors including consumer electronics, e-bikes, electric vehicles, and battery energy storage systems.

The organisation said the symposium is intended to bring together researchers, engineers, manufacturers, insurers, facility managers, and first responders to discuss risk management, regulatory requirements, and design solutions.

It added that the three-day programme will include technical presentations, panel discussions, and opportunities for interactive dialogue.

Focus on lithium-ion battery hazards

SFPE explained that lithium-ion batteries are among the most pressing fire safety hazards in the sector, requiring updated approaches to system design, emergency response, and regulation.

The organisation said that delegates will examine battery hazard fundamentals, the mechanics of thermal runaway, and how fire safety codes are adapting to new risks.

It added that the event will also address mitigation strategies for high-risk applications, particularly in e-mobility, electric vehicles, and energy storage.

Fire protection engineering goes beyond codes, calculations, and compliance – it’s a vocation rooted in responsibility, integrity, and service to humanity.

The decisions made by fire engineers have a direct impact on lives, shaping the safety of buildings, communities, and future generations.

This tremendous responsibility requires a strong ethical foundation that influences not only what we do but also how we do it.

A servant leadership mindset

True fire protection professionals are servant leaders.

They put the safety of people first and approach their work with humility and purpose.

Leadership in fire engineering is not just about authority – it’s about guiding teams, supporting others, and being committed to a greater mission: saving lives.

In the middle of chasing career goals and navigating a demanding world, we can easily lose sight of our true purpose.

In today’s competitive environment that constantly pushes for more – more productivity, more goals, more recognition – it’s easy to become self-centered and forget the very message that brought us to this profession: to serve others.

I often reflect on this conflict.

I believe that I could chase more achievements, more money, more fame… but none of that guarantees a meaningful impact on the world.

As fire protection specialists, our value lies not just in our skills but in staying aligned with our purpose.

Our role must always be grounded in the mission to protect lives – that is the foundation of servant leadership.

Work together, grow together

Teamwork is at the heart of ethical engineering.

Fire safety solutions are rarely created in isolation.

Collaboration across disciplines, clear communication, and shared responsibility are vital.

Ethical engineers actively share knowledge, mentor others, and create environments where ideas and expertise flow freely – all for the greater good.

Isolating yourself from other project stakeholders leads to a lack of information, a limited vision, and fewer opportunities for out-of-the-box engineering ideas.

For example I believe that Civil Defence firefighting operations are playing a vital role in engaging with the public, who are often the first to respond to fire incidents.

In many cases, human behaviour during a fire significantly influences the outcome.

This underscores the importance of prioritizing fire safety awareness through educational programs in schools, universities, and community outreach initiatives.

Open-mindedness and cultural awareness

In today’s globalised industry, ethical fire engineers must value diversity -embracing different viewpoints, technologies, and cultural environments.

Fire safety strategies that are effective in one part of the world may not translate seamlessly to another.

I In multicultural and internationally diverse environments—such as tourist destinations—it is essential that Fire and Life Safety strategies account for differences in language, commonly understood safety colours, and culturally influenced human behaviours.

For instance, cultural norms significantly shape how individuals respond during fire emergencies.

Be proactive, not reactive

Waiting for problems to arise is not an option in fire safety.

Ethical engineers are proactive – constantly learning, anticipating risks, and improving their strategies.

They seek better solutions, challenge the status quo, and invest in continuous development.

According to the NFPA, over 1.3 million fires were reported in the U.S. in 2022, causing 3,790 civilian deaths.

Behind many of these tragedies were missed opportunities to be proactive.

We can’t afford to wait for failure.

Being proactive is not just a trait – it’s an obligation.

Learn through mistakes

Mistakes, when handled with integrity, become stepping stones.

An ethical fire engineer does not fear being wrong but reflects, learns, and shares lessons.

Throughout my career, I have found stand-up meetings to be highly beneficial, particularly when used to discuss lessons learned from challenges faced on other projects.

These sessions have consistently provided valuable insights that contribute to improving our capabilities, enhancing overall performance, and increasing productivity across the team.

Sharing real project experiences in a collaborative setting fosters continuous learning and helps us proactively address similar issues in future work

I believe that AI could play a vital role in this, particularly in analysing fire scenarios, enhancing firefighting tactics, and supporting first responders by learning from past human errors.

Integrity over shortcuts

Ethics means doing what is right – even when it’s not easy.

Codes and standards exist to protect lives.

While there may be ways to technically bypass certain requirements, ethical engineers respect the spirit of the code.

In many cases, fire specialists face pressure from stakeholders to reduce costs by compromising fire protection measures.

This not only jeopardises compliance but also endangers lives.

I believe local authorities could develop robust monitoring systems to trace and prevent such practices, ensuring accountability and integrity.

Ethics is the message

In fire protection, ethics is not an optional extra – it’s the very message of the profession.

It’s the quiet voice behind every design, every review, every evacuation plan: “We care. We are here to protect.”

As engineers, we hold not only technical knowledge but also the power to shape safety and well-being.

Let us lead with integrity, humility, and unwavering ethical commitment – because lives depend on it.

Finally, it is essential for authorities and educational institutions to establish a formal code of ethics for fire engineers -similar to those in fields like medicine.

Since fire safety directly influences the protection of life and property, embedding strong ethical foundations within both professional practice and academic training is vital to ensure accountability, integrity, and public trust.

UK building engineering workers to receive phased pay increase

Industry pay deal confirmed for UK operatives

Unite the union and UK building engineering services employers have agreed a three-year pay deal starting 6 October 2025, according to the Building Engineering Services Association (BESA).

The association said the agreement includes a 3.7% increase for hourly paid, site-based operatives this year, followed by 3% increases in both 2026 and 2027.

It stated the increases apply to the industry’s hourly grade rates and allowances.

BESA confirmed the offer had been accepted by Unite members following a ballot held in July 2025.

The association described the agreement as the result of a “best and final offer” from employers.

Wage negotiations followed extended discussions

According to BESA, the negotiation process was lengthy and included discussions around increasing business costs.

It highlighted the added pressure of rising employer National Insurance contributions since April 2025.

The organisation said these increases had already started to impact business operations and staffing budgets.

BESA reported that its Employment Policy Committee played a central role in shaping the offer.

It said input from association members also contributed to finalising the proposal.

Union and employers aimed for shared outcomes

BESA’s head of employment affairs, Paula Samuels, said the negotiations had been shaped by a collaborative approach.

Samuels said: “However, thanks to the efforts of the BESA Employment Policy Committee, the flexibility of the wider Association membership, and the constructive relationship we have with the union, we have managed to reach a fair and workable outcome for both employers and employees.”

She added: “Everyone involved in the negotiations was mindful of the additional pressures on employers during this very difficult trading period for our industry.
“We are grateful to our counterparts at Unite for showing consideration for employers’ concerns while, obviously, working hard to get the best possible outcome for their members.
“This agreement provides a measure of long-term security to employees while also allowing employers to plan with more confidence and continue to invest in recruitment and training for the long-term benefit of the whole sector and its clients.”

Deal covers hourly workers across the UK

The increases relate to industry-standard hourly grade rates and associated allowances.

BESA calls for residential cooling support as UK heatwaves increase

Government urged to expand heat pump support

The Building Engineering Services Association (BESA) has called for policy changes to improve access to cooling in UK homes during summer.

The association, which represents firms responsible for heating, cooling and ventilation systems, said heatwave conditions are becoming more prolonged and dangerous, increasing the urgency of adapting domestic buildings.

BESA said its members have raised repeated concerns about overheating and indoor air quality, particularly in older homes not designed for sustained high temperatures.

Kevin Morrissey, technical director at BESA, said the current situation requires new measures: “We need an urgent rethink about how we cool and ventilate our homes, especially in our existing housing stock.”

He added: “Winter fuel payments were recently top of the political agenda, but a similar summer cooling scheme, targeted at vulnerable members of the population, now deserves serious consideration.”

Health effects and rising temperature trends

According to Morrissey, up to 80 percent of homes in the UK are now regularly overheating during summer.

BESA cited government climate projections showing that UK summer temperatures are expected to rise by between 1.3°C and 5.1°C in the coming decades.

The association warned that the impact of higher temperatures could include reduced productivity and more frequent health emergencies, particularly among vulnerable groups.

Morrissey said: “This will have a hugely detrimental effect on people’s health, wellbeing and productivity.”

He referred to findings from the London School of Hygiene and Tropical Medicine, which suggest that deaths related to the UK’s 2022 heatwave may have been underreported.

The British Medical Journal projects annual heat-related deaths in the UK could exceed 10,000 by 2050.

Need for revised building retrofit policies

BESA highlighted that existing government schemes could be revised to address heat resilience, not just energy efficiency.

Morrissey said the All Party Parliamentary Group for Healthy Homes and Buildings, which is sponsored by BESA, had proposed changes to the Warm Homes Plan, the Great British Insulation Scheme and the Boiler Upgrade Scheme (BUS).

He stated: “Programmes like the Warm Homes Plan, Great British Insulation Scheme and Boiler Upgrade Scheme are designed to improve heating efficiency, but these could equally be used to help people who are just as vulnerable to heat as they are to winter cold.”

Morrissey added that without adequate ventilation and cooling, insulation can contribute to overheating, damp and poor air quality, which can further impact health.

Cooling capabilities of heat pumps

BESA said the government should modify the Boiler Upgrade Scheme to include support for air-to-air heat pumps that offer cooling as well as heating.

According to the association, these technologies are underused despite their potential to reduce overheating and cut emissions.

Morrissey said: “It is a significant drawback that grant funding is not available for air-to-air heat pumps that provide cooling as well as heating.”

He added: “Not only could this help to tackle overheating but would also fuel additional market growth and help to reduce carbon emissions.”

BESA said this approach would be more adaptable and encourage broader uptake of heat pump installations.

Wider strategies for cooling and energy control

BESA cautioned that mechanical cooling alone is not a complete solution.

The organisation said a combination of interventions should be considered, including shading, insulation improvements and smart controls that can moderate energy demand.

Morrissey said: “Mechanical cooling/air conditioning should not be seen as a panacea.”

He added that cooling systems should be part of an integrated retrofit strategy that considers occupant comfort and building performance year-round.

BESA said improving indoor environments during both hot and cold seasons should be central to building regulations and retrofit policies.

BESA calls for residential cooling support as UK heatwaves increase: Summary

SFPE announces global award recipients for 2025

The SFPE Foundation has announced the recipients of its 2025 awards, recognising international contributions to fire safety engineering research and practice.

According to the SFPE Foundation, this year’s honourees include researchers from the United States, United Kingdom, Australia, Canada, Sweden, Denmark and China.

Awards will be presented at the SFPE Annual Conference & Expo in Vancouver, Canada, taking place from 21 to 23 October 2025.

Leslie Marshall, Director of the SFPE Foundation, said the selected recipients reflect a wide range of expertise, including fire modelling, experimental testing, human behaviour, and wildfire resilience.

The awards committee includes Sean Donohue, Peter Senez and Maria B. Marks, who will present the awards in person at the October event.

Contributions to engineering modelling and visualisation

The Arthur B. Guise Medal was awarded to Dr Glenn Forney of the National Institute of Standards and Technology (NIST), United States.

According to the SFPE Foundation, Dr Forney was selected for his work developing the CFAST and Smokeview tools used in fire modelling and visualisation.

Since 1986, Dr Forney has led computational research at NIST that helped define core tools for fire protection engineering.

CFAST is described as the most widely used zone fire model in the world.

Smokeview, which Dr Forney also developed, is a visualisation program for interpreting simulation data from CFAST and the Fire Dynamics Simulator.

Dr Forney will deliver a keynote address at the October conference titled: “Putting the Smoke into Smokeview: Musings on Where We’ve Been, Where We Are, and Where We Might Go.”

Experimental research in fire testing

The Jack Bono Award for Engineering Communication was presented to researchers from Australia and the United Kingdom.

Dr David Morrisset from the University of Queensland, and Dr Jonathan Reep, Ian Ojwang, Dr Rory Hadden and Dr Angus Law from the University of Edinburgh, were honoured for their article in Fire Technology.

According to the SFPE Foundation, their article titled “Repeat Fire Tests of Upholstered Furniture: Variability and Experimental Observations” reported results from 25 repeat fire tests.

The trials measured heat release rate, mass loss rate, and gas emissions from identical upholstered chairs under controlled fire conditions.

The aim of the research was to assess experimental repeatability in furniture-scale calorimetry.

The Foundation said the award is endowed by UL Research Institutes.

Student awards in wildfire and structural engineering

Student Scholar Awards were presented to Mahdis Borhani from the University of Utah and Mohammad Javad Moradi from Carleton University.

According to the SFPE Foundation, Borhani’s work focuses on wildfire resilience in utility planning across the Western Interconnection in the United States.

Her research evaluates how mitigation strategies are implemented by utility providers and identifies barriers to their adoption.

Moradi’s research combines mechanical and fire protection engineering to model structural damage under high temperatures using artificial intelligence.

His work includes predictions of fire performance for concrete-filled steel tubes and residual properties of fibre-reinforced concrete.

Both students are pursuing PhD degrees in North America.

Behaviour and tunnel dynamics research recognised

Two further awards recognised work in behavioural science and tunnel safety.

Leo Willem Menzemer, a PhD student at Lund University and DBI, was presented the Dr. Guylène Proulx, OC Scholarship for research into memory retention and evacuation.

His project investigates how spatial knowledge develops and is retained, with the goal of informing code-based training intervals.

His advisor, Dr Enrico Ronchi, is also recognised for supporting the work.

Dia Luan, a PhD student at Central South University in China, received the Frederick W. Mowrer Global Scholar Award.

Her research focuses on airflow, smoke control and tunnel fire dynamics during heavy rainfall.

Her advisor said the work “offers practical solutions that enhance disaster prevention and emergency response capabilities in tunnel projects.”

The Building Engineering Services Association (BESA) has announced that its 2025 Annual Conference will be held on 16 October at The Brewery in London.

According to BESA, the one-day event will centre on business growth and workforce development across the UK’s building engineering sector.

The association said the conference would support firms in identifying new markets, improving operations, and responding to workforce needs.

There will be two main content streams: theatre one, sponsored by Mitsubishi Electric, will cover core business issues. Theatre two, supported by Schneider Electric, will examine employee skills and industry challenges.

Sessions will include workshops, panel discussions, and one-to-one meetings with experts offering guidance on legal, safety, compliance, and education.

Race to the bottom in procurement to be addressed

BESA said the conference will highlight the industry impact of low-cost, short-term procurement models.

Several sessions will discuss how firms can adopt outcome-based procurement that supports long-term building performance and value.

BESA chief executive officer David Frise said: “We will aim to address the key questions: What does outcome-based procurement look like in practice—and how do we embed it from design to delivery to operation?”

Frise added:
