Conversations with fire industry experts on 2023 and anticipations for 2024

2023 marked a significant turning point for fire safety.

Long-awaited legislation came to fruition, namely, in the form of secondary changes to the Building Safety and Fire Safety Act.

Yet as the year comes to a close, it’s important to recognise some of construction’s fire-safety milestones, and consider other ways in which industry can ‘level-up’ its approach to fire safety.

Having contacted a range of industry experts, they offer their take on what’s to come in 2024 and where fire-safety professionals should focus their attention.

What’s clear is that certain trends are emerging, such as a need for further collaboration, research and development, and technological innovation.

A more rigorous approach to third-party testing also stood out as an area in need of improvement, and one which could benefit building and fire safety across the board.

2023 was a year of much-needed legislation change – increasing the accountability of RPs and laying the foundations for watertight fire safety protocols.

It was the push the industry needed.

Moving in to 2024, I predict an increasing reliance on digital tools and platforms as the industry looks to improve the speed and accuracy of fire safety processes.

In particular, the stringent management of fire safety information and record-keeping.

Efficiency will also be key, as fire-safety procedures become engrained, companies will want to find ways of recording and sharing information more easily, be it between internal teams or those outside of their organisation.

The golden thread will also continue to dominate workflows, and many businesses will increase their investment in digital technologies and systems to ensure industry compliance.

Going further, I hope to see further collaboration in construction’s approach to fire-safety, bringing greater consistency and quality to fire-safety checks and strategies.

The past year has highlighted some continuing issues around fire safety – mainly, that the design process and strategies towards fire safety are often not given enough time to allow proper coordination.

When faced with quick turnarounds, it’s difficult to ensure that specified products have appropriate fire test evidence and their performance credentials replicate real-life application.

Working in this way leaves space for mistakes and misspecification.

Going into the new year, I’d like to see increased collaboration between all parties involved in the supply chain.

It’s time for the industry to tackle fire safety projects in a holistic way, rather than the current siloed approach where construction products are specified and procured individually and without proper consideration for their direct interfaces.

It’s not possible to achieve assured fire safety if manufacturers, designers, specifiers and architects do not share information or recognise its importance.

We must also ensure that each party is cognisant of the latest regulations and guidance – making sure fire safety is considered every step of the way.

In the coming years we must explore ways to standardise levels of competency within the industry, starting with greater levels of training on products and systems as well as tools that improve communication.

Updates to fire safety regulations in 2023 have brought a renewed focus on the safety and compliance of working environments, particularly within office spaces.

As a result, companies want proof that products can perform and requests for third-party certifications are increasingly common.

We’ve also seen a sharp rise in fire safety awareness and knowledge.

Architects, in particular, want acoustic products that go above and beyond Approved Document B fire requirements, as the ideal is to produce little to no smoke and no droplets, assisting in the safe escape of occupants.

 As fire safety strategies continue to evolve and safeguarding measures become paramount, we expect more relevant testing to be requested, as product fire performance can differ wildly between light and dark colours or thin and thicker applications.

2023 has seen major developments in terms of addressing the gaps within fire safety.

Added responsibilities for RPs (Responsible Person) has been a wake-up call and stricter requirements around the recording and sharing of fire safety information will go a long way to achieving the much-discussed, Golden Thread.

The introduction of planning gateway one is another positive stride towards elevating building safety standards and refining risk management practices.

But the recent much publicised fire on a construction site in Reading shows there’s a way to go.

Looking ahead to 2024, there’s promising emphasis on the use of wood in UK construction projects.

As staunch advocates for the use of timber in construction, we hope this trend continues and recognise that when followed diligently, fire protection protocols around timber structures can match the safety levels of other materials.

Timber also facilitates faster, lower-carbon builds and boosts off-site construction.

Modular construction, with its stringent quality control measures, stands out as a game-changer for future projects.

It is my hope that regulatory reforms persist next year, particularly around increased investment into third-party testing facilities and product certifications.

A focused effort on this area will help create a safer building product market and encourage a ‘safety first’ mindset.

The 1st of April 2024 will see the transition phases of the Building Safety Act (BSA) end, with its full legislative and legal weight coming into force.

Whilst it will go a long way to addressing many longstanding issues around fire safety and building quality, many contractors, developers, and asset owners remain unsure about how to comply with key aspects of the regulation.

To help provide more clarity, and prepare for the new regulatory landscape, best-in-class data management will be essential as the industry seeks to define a baseline building safety case, a key objective over the next 12 months as we continue to work towards de-risking the built environment.

That’s only the start, beyond BSA, other incoming regulations, particularly around sustainability, will act as a catalyst for everyone in the supply chain to further digitise processes and get their whole-life building information in order.

The good news is it’s never been easier to do so, and they can take advantage of an array of powerful technologies and solutions in the market to do this effectively and efficiently.

Not only will this ensure holistic compliance, but having a complete data set to analyse will help construction businesses make more informed decisions, leading to better outcomes all-round.

EU enhances building fire safety and energy efficiency with EPBD revision

The European Union has recently finalised an agreement updating the Energy Performance of Buildings Directive (EPBD), under the Spanish Presidency of the Council.

This revision marks a significant step in enhancing building safety and energy efficiency across the EU.

Updated Energy Performance of Buildings Directive addresses fire safety challenges

Fire Safe Europe has lauded the revised EPBD as a critical step forward in the ongoing efforts to improve building safety and energy efficiency within the EU.

The revision particularly addresses the challenges brought about by the electrification of buildings.

Notably, Recital 28e of the revision recognises the heightened fire safety risks associated with the integration of technologies like heat pumps, solar installations, and electric vehicle charging points.

New mandates for improved fire safety measures in car parks

The EPBD revision introduces new mandates for both the European Commission and Member States to bolster fire safety measures.

A significant aspect is the guidance on fire safety in car parks, which the Commission is expected to publish by the end of 2025 (Article 12, Paragraph 8).

Concurrently, Article 26, Paragraph 3 calls on Member States to provide comprehensive training and guidance on fire safety.

EPBD revision: Sustainable fire safety integral in renovations and new constructions

The revised EPBD continues to emphasise fire safety in both renovation projects and new building constructions.

It insists on maintaining strict fire safety measures throughout various building projects, from the initial design phase to extensive renovations, as highlighted in Articles 7 and 8.

Eugenio Quintieri remarked: “We welcome the EPBD revision as a progressive step in building safety.

However, it will be crucial to monitor the EPBD implementation to make sure that fire safety is taken in due consideration while making EU buildings more energy-efficient.”

In addition to these fire safety updates, the EPBD revision aligns with the EU’s ‘Fit for 55’ package.

Adopted on 15 December 2021, it aims for a zero-emission building stock by 2050, introducing definitions like ‘zero-emission building’ and refining others such as ‘nearly-zero energy building’ (nZEB) and ‘deep renovation’.

The Commission proposes that all new EU buildings must be zero-emission by 2030, with public buildings meeting this standard by 2027.

Moreover, it seeks to increase renovation rates for the worst-performing buildings by introducing minimum EU-level efficiency standards​​.

The European Parliament and the Council reached a provisional agreement on this strengthened directive on 7 December 2023.

This agreement supports the EU’s efforts to reduce emissions and energy use in buildings, focusing particularly on the worst-performing buildings​​.

The EPBD revision is a substantial move towards aligning fire safety with the evolving needs of modern buildings, particularly in the context of increasing electrification.

The inclusion of specific mandates for car park fire safety and the emphasis on fire safety in both renovations and new constructions reflect a comprehensive approach to fire safety.

The EU’s commitment to transitioning towards zero-emission buildings by 2030, as part of the ‘Fit for 55’ package, also indicates a strong synergy between environmental sustainability and building safety.

Monitoring the implementation of these revisions will be key to ensuring that these dual objectives of fire safety and energy efficiency are met effectively.

Safety warning issued for microwaveable wheat bags after tragic fire in Rhos on Sea

Tragic incident prompts safety appeal

North Wales Fire and Rescue Service has issued a safety warning regarding the use of microwaveable wheat bags following a tragic incident in Rhos on Sea.

A man in his 80s tragically lost his life in a fire caused by a microwaveable wheat bag that had been placed under bedclothes.

The fire service was alerted to the incident on December 6th, when North Wales Police raised concerns for the safety of the resident.

Upon arrival, the police discovered signs of fire and found the deceased in a bedroom.

A fire appliance from Colwyn Bay and fire officers conducted a joint investigation with the police, confirming the cause of the fire as the heated wheat bag.

Paul Kay, Head of Fire Safety at North Wales Fire and Rescue Service, expressed deep sympathies for the family and friends of the deceased.

He emphasised that microwaveable wheat bags, often used for warmth and pain relief, can pose a fire risk if not used correctly.

The risk is particularly high if the bag is insulated, such as under bedclothes, where it may ignite.

Guidelines for safe usage of microwaveable wheat bags

To prevent similar incidents, the fire service advises:

  • Purchasing wheat bags with British Safety Standard/CE/UKCA marks and clear manufacturer instructions.
  • Strictly following the manufacturer’s guidelines.
  • Avoiding overheating and ensuring the bag is fully cooled before reheating.
  • Supervising the microwave during heating and allowing the bag to cool on a non-combustible surface.
  • Regularly checking for signs of damage or overuse, like burning smells or charring.
  • Not using wheat bags as bed-warmers.

Importance of fire safety measures for vulnerable individuals

Special caution is advised for individuals with dementia, short-term memory issues, or those under the influence of substances.

Family, carers, and professionals should be informed about these risks.

Highlighting the absence of smoke alarms in the gentleman’s home, Kay stressed the importance of having working smoke alarms, especially for vulnerable individuals.

Conversations about fire safety can help identify and mitigate dangerous habits.

Data driven fire safety

The dynamic and evolving nature of Ashley Rodrigue’s approach to community safety and risk reduction

Community Risk Reduction (CRR) is a key strategic initiative for many fire departments, aiming to reduce the number of fire incidents and protect the lives and properties of citizens.

In an era where data-driven solutions are reshaping our society, integrating these methods into CRR could offer significant advantages.

A prime example of this progressive movement is found in Louisiana’s State Fire Marshal’s Office under the guidance of Ashley Rodrigue, Public Affairs Director.

Her pioneering work uses data-centric strategies to enhance fire safety and reduce risks, a model that is encouraging fire departments nationwide to reassess their approach to CRR.

Beginnings

When discussing the initial state of CRR initiatives at the SFM, Rodrigue recalls: “When I joined the SFM in 2018, it didn’t even have a public relations arm, so it definitely didn’t have a community risk reduction function.”

The shift towards a more data-driven approach was notably influenced by an event that Rodrigue and the State Fire Marshal attended.

She explains: “A week or two before the Covid pandemic at the Vision 20/20 conference we first heard about the NFPA’s pilot program, CRAIG 1300.”

This program, initially perceived as a tool for fire departments, later revealed its potential for broader application.

Rodrigue’s background in broadcast journalism played a crucial role in recognising the value of visual storytelling in public safety communication: “In my previous career as a broadcast journalist, the task at hand was always to tell a story visually.”

This perspective helped her see the possibilities of using data-centric strategies in CRR.

However, the journey was not without challenges.

Rodrigue notes the initial scepticism from fire departments involved in the pilot program: “I asked them what they thought of it and all said they thought it had potential but they couldn’t really grasp the whole potential due to the limitations on the pilot program.”

Despite this, her determination to leverage data for statewide fire risk communication remained undeterred.

Rodrigue’s aim was to create a comprehensive narrative of fire risks, beyond just the statistics of fire deaths: “I don’t just want to say what’s killing people to stop people from dying, I want to tell people what are the most common ways fires are affecting lives, period.”

This ambition led to the pivotal realisation that a state version of CRAIG 1300 could be the key to unlocking this information, offering a clear, data-driven path to enhance CRR strategies across Louisiana.

Implementation

in her role at the State Fire Marshal’s Office, Rodrigue spearheaded a pioneering initiative in Community Risk Reduction (CRR) through the implementation of the CRAIG 1300 program.

Her strategic approach in this project highlights a commitment to innovation and effectiveness in fire safety management.

“The idea was for the state via our agency to spearhead CRAIG 1300 involvement,” she tells.

This involved taking on contracts with the developers to create custom dashboards for individual fire departments.

The initiative was not just about providing a technological tool; it was about making this tool accessible.

Rodrigue notes the dual benefit of this approach: “It gives them use of this great tool for free and it gives me easy to read and reference images of their numbers.” By absorbing the costs, the project removed financial barriers for departments, encouraging wider participation.

The dashboards provided more than just raw data; they transformed numbers into visual stories, making it easier to understand and communicate risks.

Rodrigue highlights the value of this visualisation: “For me, this tells me their community’s risk, but when I have access to an abundance of participating departments’ dashboards like this, I can also see what the regional risk is, and the statewide risk.” This approach allowed for a comprehensive view of fire risks at various levels – from local communities to the entire state.

Once a dashboard was in place, Rodrigue and her team engaged directly with each department to analyse the data.

“We choose three main risk topics from what CRAIG 1300 tells us,” she says, detailing how they then determined the target audience for each topic and developed public safety awareness campaigns.

This step ensured that the data collected was translated into practical, actionable initiatives that could make a tangible difference in communities.

Results

Rodrigue highlights the progress in implementing targeted strategies for fire departments across Louisiana: “This is still a growing program, but at this time, we have game plans for four departments.”  These departments are spread across different regions of the state, providing a broad perspective on fire risks.

Delving into the specifics of the project, particularly focusing on the differences in fire-related issues across regions, she cites CRAIG 1300’s findings:  “Both the Lake Charles Fire Department (SWLA) and St.

Tammany Fire District #4 (SELA) have similar problems with false fire alarms, but the reasons are different.”

In St. Tammany, the issue is linked to heaters being turned on in the fall, while in Lake Charles, it’s related to home security systems triggering fire calls.

In St. Tammany, she notes, the most common time and day for fire calls is on Wednesdays between 3 and 5pm.

But in Lake Charles, Wednesdays are the lowest days for fire risk.

This led her to understand local lifestyles influencing these patterns.

She suggests that in Lake Charles, a strong faith-based community activity on Wednesday evenings might reduce cooking-related fires, while in St.

Tammany, a different social dynamic might increase the mid-week fire risk.

Through these observations, Rodrigue demonstrates the power of data in understanding and addressing varied and region-specific fire risks, thereby shaping more effective and targeted CRR strategies.

Reception

“The involved fire departments are wowed and overwhelmed with what the data tells them,” she reveals, highlighting the positive response from departments who see potential benefits in fire prevention and operational efficiency.

She notes that there are 20 more departments working to collect their data now, indicating a growing interest in the program.

At this stage, Rodrigue acknowledges that tangible successes are yet to be fully realised, given the program’s infancy.

“We haven’t had any successes to identify yet other than that departments are incredibly grateful and hopeful,” she says, emphasising the optimism and appreciation among the departments involved.

Rodrigue notes the difficulties some departments face in accessing their data, often due to changes in their system infrastructures.

Additionally, the task of informing over 500 departments about the program presents its own set of challenges.

“We made big pushes at this year’s fire-related conferences to raise awareness,” Rodrigue explains, outlining their efforts to increase engagement and spread the word through fire-related associations.

Regarding the assessment of the program’s impact, Rodrigue admits that they are still in the early stages.

“We don’t have an assessment of impact just yet,” she states, but outlines a clear plan for future evaluation.

This plan involves annual reviews with departments to observe changes in data, especially in targeted areas of their campaigns.

The aim, as she puts it, is “To see the numbers of that risk go down,” which would inform whether to continue with existing campaigns or initiate new ones.

This approach underlines a commitment to adaptability and continuous improvement in their CRR strategies.

Looking ahead

Rodrigue shares key lessons from her projects that can benefit other communities in their Community Risk Reduction (CRR) initiatives, offering guidance for those looking to implement similar data-driven approaches.

First she advises not to be deterred by staffing limitations, a concern that might arise both at state and fire department levels.

“I would say to not let your staffing bandwidth deter you from considering an approach like this,” she emphasises.

The accessibility and utility of the data, she points out, are beneficial regardless of the extent of its use.

This data can be instrumental not just for comprehensive CRR programs but also for purposes like grant applications.

Looking towards the future, Rodrigue’s primary goal is to broaden participation in these projects: “The number one goal is getting as many departments linked in as possible”.

In addition to expanding the program’s reach, there is a focus on continuous improvement.

“We certainly do plan to improve as we see holes pop up,” she asserts, indicating an ongoing commitment to refining and enhancing the effectiveness of these data-driven CRR initiatives.

This forward-looking stance underscores the dynamic and evolving nature of Rodrigue’s approach to community safety and risk reduction.

England’s fire safety regulations undergo significant reform for furniture and buildings

Overview of the proposed reforms in fire safety regulations

The government has proposed significant changes to fire safety standards for furniture and furnishings in England, as well as reforms in the regulatory framework for fire safety in buildings.

This move comes in response to concerns about the environmental and health impacts of flame-retardant chemicals incentivized under current regulations​​.

A debate is scheduled in the House of Lords on 14 December 2023 to discuss the current state of fire safety regulations in England and the need for an integrated review to update fire safety guidance​.

Historical context of fire safety regulations in furniture and furnishings

There has been a noticeable decrease in the number of fires in homes attended by fire and rescue services in England since the turn of the millennium.

For example, the number of fires attended in 1990/2000 was 58,280, which reduced to 26,816 in 2022/23​​.

Current trends in fire incidents in England

Fire safety standards in furniture and furnishings are currently based on the Furniture and Furnishings (Fire) (Safety) Regulations 1988, which require an open flame ignition test for sale approval​​.

In 2014, the then Department of Business, Innovation and Skills considered amendments to these regulations to reduce the use of flame retardant chemicals, but these were not implemented.

Instead, the government opted for a full review of regulations​​.

The role of flame retardants in furniture safety and environmental concerns

The House of Commons Environmental Audit Committee has also called for reforms, especially highlighting the potential health impacts of flame retardants on babies and children​​.

Government consultations and the journey towards reform

Regarding building safety, all building work in England must comply with the Building Act 1984 and the Building Regulations 2010, which set requirements for fire safety​​.

The Regulatory Reform (Fire Safety) Order 2005 governs fire safety for all non-domestic premises, including common areas of shared blocks of flats, placing a duty on a ‘responsible person’ to carry out regular fire safety risk assessments and maintain fire safety measures​​.

Welsh Government publishes new guidance for fire safety remediation in buildings over 11 metres

The Welsh Government has issued guidance regarding fire safety remediation for residential buildings over 11 metres in height.

This significant update, part of the Welsh Building Safety Programme, aims to enhance the safety and security of residents in Wales.

Fire safety a top priority in Wales

Fire safety remains a key focus for the Welsh Government, as evidenced by the ongoing development of the Building Safety Programme.

The newly released guidance outlines a clear path for remediation of fire safety issues linked to the construction of residential buildings taller than 11 metres.

Crucially, the costs for these remedial works will not be borne by the leaseholders, irrespective of whether the buildings are managed by social sector partners, developers, or are orphan buildings with no developer available for remediation.

Comprehensive coverage for leaseholders

In a move to provide universal support, the Welsh Government has clarified that all leaseholders are eligible for assistance, eliminating the distinction between ‘qualifying’ and ‘non-qualifying’ leaseholders.

This means there’s no requirement for leaseholders to provide a certificate confirming their eligibility for support.

Developer’s contract and orphan buildings

The guidance includes provisions for buildings covered under the Developer’s Contract.

Developers committed to this contract are responsible for addressing construction-related fire safety issues at their own expense.

Plans are already in place to execute these works without cost implications for leaseholders.

For orphan buildings—those without an identified developer, where the developer is no longer operational, or buildings over 30 years old—the Welsh Building Safety Fund will provide necessary support.

Additionally, the fund will assist developers who haven’t signed the Developer’s Contract and are unable to fully cover remediation costs, ensuring a balance between community safety and economic stability.

Exclusions from the current plan

The guidance does delineate certain buildings as out of scope for current remediation plans.

Buildings identified by the Welsh Building Safety Fund as being less than 11m in height, as defined in Part B of the Building Regulations in Wales, are not included in these remediation plans.

Fire Sector Federation introduces comprehensive model for fire safety

The Fire Sector Federation has recently published a blog post entitled “Defining the Fire Safety Landscape,” which introduces a novel ‘Fire Chain’ model.

This model is a significant step in the sector’s effort to comprehensively address fire safety in the UK, especially in light of the impending recommendations from the Grenfell Inquiry.

Exploring the ‘Fire Chain’ model

The ‘Fire Chain’ model conceptualised by the Fire Sector Federation represents a significant shift in addressing fire safety.

This model comprises eight interconnected links, each representing a critical aspect of fire safety.

The first link, Policy, emphasises the government’s role in setting a policy direction to ensure societal safety.

The second link, Design, focuses on embedding fire safety in the design process, moving away from treating it as an afterthought or a hindrance to good design.

The third link, Approvals, reflects the need to ensure safety standards in products and competencies in personnel.

Construction, the fourth link, is one of the most complex, demanding adherence to the aspirations of the Hackitt report and a collective approach towards a fire-safe built environment.

The fifth link deals with the occupation of buildings, acknowledging the dynamic nature of building use and occupant behaviour.

The sixth link recognises the need for a well-trained and equipped fire and rescue service, while the seventh, Investigation, focuses on learning from fire incidents.

The final link, Recovery and Rebuild, goes beyond rebuilding structures to restoring community fabric post-major fire events.

National strategy for fire safety

Earlier, the Fire Sector Federation launched an initiative advocating for a National Strategy for Fire Safety, as reported on October 25, 2022.

This strategy aims to go beyond current legislative measures, focusing on raising competency, mitigating risks in specific building types, and raising awareness about potential risks from new products and methodologies​​​​.

Involvement of industry leaders and strategy board

The initiative involves collaboration with industry leaders and the establishment of the Fire Safety Strategy Board, chaired by Jonathan O’Neill.

The board includes experts from diverse sectors, including fire safety, construction, and building control.

It aims to create a unified voice in managing fire risk and defining a pathway to improved fire safety.

The Fire Sector Federation’s ‘Fire Chain’ model and the initiative for a National Strategy for Fire Safety represent a paradigm shift in the approach to fire safety in the UK.

These findings followed the centre’s temporary closure due to unrelated structural issues, leading to a prolonged shutdown for further inspections and repairs.
