Odisha Fire Service to carry out audit after Delhi blaze

Odisha Fire Service has directed all units to carry out a fire safety audit in all important state establishments by 21 May following a fire at a four-storey commercial building in Dehli which resulted in the death of at least 27 people and injured several more.

On Saturday (14 May) DG Fire Service Santosh Kumar Upadhyay directed all units to carry out fire safety audits in hotels, lodgings, guest houses, and educational buildings of more than 12 metres in height or having built-up area over 1,000 square metres, as well as cinema halls, multiplexes and apartment complexes.

Fire service officers have also been asked to carry out safety audits at clinical establishments above taller than metres or having more than three floors, and business or office buildings larger than 12 metres in built up areas of more than 500 square metres.

Officers have been directed to make sure that different establishments display the fire safety certificate on all their floors.

Upadhyay said: “Assistant fire officers in districts, deputy fire officers of all circles and range fire officers have been asked to strictly enforce the guidelines as per the Odisha Fire Prevention and Fire Safety Rules to avoid any untoward incident.”

Report highlights failings of fire prevention mechanism in Greece

A new report by WWF Greece points to a series of failings in the management of wildfire prevention funds and the need for better oversight. Last year’s devastating fire season in the Mediterranean country has concluded.

According to the study by the wildlife conservation group covering the five-year period from 2016 to 2020, Greek authorities spent 778 million euros putting out wildfires as opposed to just 189 million euros on forest management and fire prevention measures. In terms of percentages, this means that authorities used more than 80% of their resources fighting fires and less than 20% preventing them.

It also found that just under 50% of funding available for fire prevention at the local level via the EU’s National Strategic Reference Framework (ESPA in Greek) was absorbed during that period, as well as evidence of poor reporting on how funding was used. 

WWF also noted the absence of a centralized mechanism that is responsible for overseeing firefighting funds and tracking how they are spent, as an annual assessment of how each fire season was managed.

“We do not have an exact estimate at the national level of the resources poured into prevention and fire-fighting and this obviously creates problems in planning and in evaluating the system,” said Elias Tziritis, from WWF’s Nature Policy Department.

The report also noted that in the past 20 years, the number of staff employed in the Forestry Service has dropped by 53%, while funding to the agency has plummeted by 80%.

“The fires of the past few years showed us the limitations and failures of the fire-fighting mechanism and also demonstrated the importance of prevention,” said Panayiota Marangou, who is responsible for WWF’s environmental protection programs.

IRDAI allows insurers to design alternative products to cover fire, other perils

India’s Insurance Regulatory and Development Authority of India (IRDAI) has permitted general insurers to design alternative products to cover risk from fire and allied perils for dwellings and small businesses.

The IRDAI issued guidelines for standard products for fire and allied perils for dwellings, micro and small businesses (Bharat Griha Raksha, Bharat Sookshma Udyam Suraksha and Bharat Laghu Udyam Suraksha) in January 2021.

These standard products replaced the Standard Fire and Special Perils (SFSP) policy for the named risks and no product other than the standard products was permitted for fire and allied risks.

“After considering the increasing demand for new covers in the fire line of business, the Authority. hereby permits general insurers to design and file alternative products covering fire and allied perils for the risks (de-notified earlier,” IRDAI said in a circular.

Such alternative products, it added, may be variations of the standard product and may include already approved add-ons as part of the base product or may delete an existing provision.

“However, the definitions and wordings of terms used in the standard product shall be the reference point for those terms when used in the alternative products as well. Needless to add, the pricing of the products shall be commensurate to the risks involved,” it said. One of the objectives of permitting alternative products is to insure evolving fire insurance risks of Dwellings, Micro and Small Businesses to increase insurance penetration.

It also aims to identify protection gaps in the existing fire insurance products and address the changing needs of market with due consideration to the policyholders’ interests in terms of suitability and affordability.

Another objective is to promote healthy and sustainable development of fire insurance market with new and alternative products that provides wide options to policyholders in addition to standard products, IRDAI said.

The latest directives will come in force on June 1, 2022. In another circular, the regulator said it has been receiving several complaints from policyholders, both directly and through various platforms such as industry associations, that insurers are referring to the Burning Cost as a ‘mandated minimum rate’.

It said that the Insurance Information Bureau of India has been periodically publishing the industry Burning Cost for Fire perils (FLEXA). All insurers, it said, have been informed that the purpose of this is to give an indication to insurers of the industry Burning Cost for various occupancies, for appropriate use in the matter of pricing the various risks.

IRDAI said the objective of IIBI publishing details of Burning Costs occupancy-wise is only to give information to insurers with regard to industry-level experience for appropriate use while rating risks.

“By no means does this even remotely imply that this is a ‘mandated minimum rate’,” it said. The regulator further said that it is expected of insurers to consider all applicable risk factors for rating a risk and give appropriate discounts or charge loading as warranted.

It is reiterated that insurers shall ensure that policyholders are not misinformed that the Burning Cost is a ‘mandated minimum rate’ for insurers to charge, IRDAI said.

GFCI wins NFPA’s Philip J. DiNenno Prize for 2022

The National Fire Protection Association (NFPA) has announced Electrical Shock Hazard Protection by Ground Fault Circuit Interrupter (GFCI) Protection as the winner of the 2022 Phillip J. DiNenno Prize, which recognizes pioneering innovations that have significantly impacted building, fire, and electrical safety. The prestigious award is named for the late Philip J. DiNenno, the greatly respected former CEO of Hughes Associates, in recognition of his extraordinary contributions to fire safety.

The 2022 DiNenno Prize selection reflects a departure from the traditional recognition of one or more individuals who have played a pivotal role in the creation of a fire and life safety technology. Instead, it honors the ground-breaking technology itself, as its innovators are no longer living.

The (GFCI) concept has evolved since its inception in the 1940s into a series of sophisticated protection devices that have increased protection of people from electric shock. It has also allowed for greater degrees of safe electrical power usage among numerous applications in all types of environments. In addition, widespread installation of GFCI protection throughout the built environment has directly led to significant, quantifiable increases in society’s current levels of electrical safety. Furthermore, GFCI technologies will continue to prevent tragedies attributable to electrocutions even more so in the future.

“GFCI technology in itself is very important in electrical safety, saving hundreds of lives per year,” said Craig Beyler, DiNenno Selection and Prize Committee Chair. “This year’s recommendation remains true to the core tenets of the DiNenno Prize and continues to honor live and deceased innovators equally.”

The DiNenno Prize typically features a $50,000 award to its recipients. In absence of living recipients, the Phoenix Burn Society for Burn Survivors and the Electrical Fire Safety International (ESFI) have been selected as the beneficiaries of the prize and will each receive a cash donation to support their work in reducing loss from electrical hazards.

The award will be officially presented at the NFPA “Stars at Night” award ceremony in coordination with the NFPA Conference & Expo (C&E) in Boston this June. Jack Wells and Henry Zylstra, who each played a critical role in the advancement of GFCI technology, will serve as legacy presenters of the DiNenno Prize.

In addition, there will be a special panel presentation on Ground Fault Circuit (GFCI) Protection at C&E on Monday morning at 8:00 am. Wells, Zylstra, Alan Manche and Steve Rood will serve as presenters, reviewing the role GFCI has played in electrical safety; Wells and Zylstra will share stories about their involvement in the development and commercialization of GFCI technology.

The rise of water mist in firefighting

Over the last couple of years, things have progressed well for the water mist technology. On the one hand, there is a growing market for eco-friendly and sustainable products like water mist. On the other hand, the publication of the European Standard – which has been long overdue – has and will help further advance the technology. What has been growing longer already over the years is the list of applications. And a project which is in the pipeline could become a quite game changer for water mist.  

When it comes to fire protection, water mist is an eco-friendly alternative to other more traditional ways of keeping fires under control or extinguishing them. And here we are talking about sprinkler as well as foam or gaseous systems. Why use chemical additives or gases that incorporate a fear factor when it comes to human lives when you can use a system that combines many advantages and at the same time eliminates many disadvantages? 

The first standards for water mist were developed well over a quarter of a century ago. Factory Mutual published FM 5560 in 1995 and the National Fire Protection Association (NFPA) published NFPA 750 in 1996. Since then, the list of applications has been getting longer, both vertically as well as horizontally. Water mist – which was an off-shore technology in the very beginning – was further developed, and it has been many years since the first land projects were added to the list of applications. This growing list has most probably got a lot to do with the diversity of water mist systems. Water mist systems produce very smaller droplets. Water mist is thus a suppressant agent that is applicable on a broad range of fire types. In fact, water mist ticks nearly all the boxes, indeed more boxes than other of fire suppression system. This has been proven in an endless number of real-scale fire tests that water mist manufacturers have carried out in fire laboratories over the last three decades.  

When it comes to the protection of the environment, water mist goes back a long way. In the 1980s the world acted to save the ozone layer by signing the Montreal Protocol. One of the substances that was then banned was halon, a chemical used as a fire suppression agent that had caused ozone depletion. Regarding fire protection, the eradication of halon left a gap which was filled by water mist. “There are basically two ways to look at it. You could either say that halon was banned to protect the ozone layer or you could say that water mist was promoted to save the ozone layer”, says Bettina McDowell, general manager of the International Water Mist Association (IWMA). And important factor here was obviously the use of water instead of a chemical substance.  

Water-based fire extinguishing systems make up by far the largest share of the extinguishing technology sector and using a natural resource like water is always a good idea. However, water mist systems use up to 85% less water than traditional sprinkler systems which is an even better idea. Water is a natural resource, but it is also a precious resource especially like places in the Middle East where it is scarce.  

Many ask how less water can do the job. The answer to this is quite simple: a fire triangle consists of three elements, i.e. the combustible material, the heat and the oxygen, and water mist reduces the heat and the oxygen. In fact, water mist also wets the surroundings thus also affects the 3rd side of the triangle although not as much as traditional sprinklers. But there are other benefits: since water mist systems use less water, their components are smaller which means they need less space. Then there is the local inerting effect: Due to the enormous increase in the volume of the evaporating water droplets, the oxygen is displaced at the source of the fire and the fire is extinguished. During this process, the oxygen content around the fire (and only there) is below 21 %. And it is this low oxygen content that suffocates the fire. Further away from the fire the oxygen content is higher which means that there is enough oxygen available for humans. And then there is also the cooling effect that prevents reignition.  

When it comes to the longevity of systems, stainless steel components are often the best choice. Their use is not mandatory, but stainless steel prevents corrosion which is beneficial for the conservation of the systems and also lowers the risk of contamination. Plus: stainless steel can be re-used and thus be re-integrated into the life circle.  

A special challenge is fire protection in hazardous environments. When a fire breaks out in such areas this can result in the release of many different toxins and chemicals from the fuel of the fire or gases. The firewater gathers these substances and has to be picked up and disposed of afterwards which is a difficult job that becomes easier the less water there is. Mentionable is also the reduced water damage. After a fire there is less debris that has to be disposed of, plus in consequence there might well be less down time for businesses. 

All these benefits – some inside, others outside the eco-box – are now backed by the European Standards. EN 14972 is – as mentioned – by no means the first water mist standard, but  manufacturers in Europe have been waiting for it.  

This document specifies requirements and gives recommendations for the design, installation, inspection and maintenance of all types of fixed land-based water mist systems. It is intended to apply to water mist automatic nozzle systems and water mist deluge systems supplied by stand alone or pumped systems. It covers applications and occupancies which are covered by the fire test protocols of the EN 14972 series. What is important to know is that standards are not retrospective so anything in place (planned or contractual) before publication and implementation in any specific country can remain in place. And: The EN 14972 series are voluntary standards so standards like NFPA 750 can of course still be used. 

The work started two decades ago and on 23rd December 2020, EN 14972-1:2020 was finally published. And although it may be a European Standard, it could well have a worldwide impact. Based on the Vienna Agreement – which stipulates the exchange of information and increased transparency – standardization bodies can adopt standards which have been created in other parts of the world which means that the European Standard could be used globally.  

A project that is about to start and which could change the perspective on sprinkler and consequently water mist systems is a research project on the performance of sprinkler systems. IWMA and the Fire Research and Innovation Centre (FRIC) in Norway have agreed to collaborate to take a closer look at this issue. The main aim is to gather information on the performance of sprinklers in order to quantify the consistency of their extinguishing performance. For this purpose, IWMA will collect data which will then be made available to FRIC. FRIC will then organize, process and analyse the data and publish an open report.  

Bettina McDowell explains: “Our aim is to collect data from as many suppliers as possible that have conducted comparison testing between sprinklers and other alternative extinguishing systems. To ensure the quality of the results the tests have to come from accredited laboratories and approved sprinkler nozzles had to be used.” 

As far as the schedule is concerned, IWMA and FRIC are planning to finish the work with a year. The collection of the data will commence during the second quarter of 2022. The report will be published during the first or second quarter of 2023.  

It is no wonder that the list of applications is continuously growing. There are marine-based applications, there are land-based applications. There is a hall of fame which includs buildings like La Scala in Milan, the Elbphilharmonie in Hamburg, Windsor Castle, the Clock Tower in Mecca, Saudi Arabia, and the Eurotunnel between Great Britain and the continent. Even the ISS International Space Station carries portable water mist extinguishers.  

Water mist is a performance-based technology, and all systems are bespoke systems based on real-scale fire tests, because water mist is not a one-fits-all concept. So far, not everybody seems to understand this concept, but more and more end customers, insurers and authorities having jurisdiction do. Bettina McDowell adds: “This is – first of all – not about a bigger market share. This is – first of all – about safety, about lives, about jobs, about property. The best fire protection system has to be chosen for any one application so it can actually do the job.”

Fire headlines upcoming changes to Welsh FFHH act

The Fitness for Human Habitation (Wales) Act comes into effect on 15 July this year (effective to all landlords, social and private).

The act identifies 29 hazards within the property where landlords need to meet minimum requirements.
The FFHH act requires a smoke alarm, in proper working order, to be present on every storey of a dwelling.

Landlords must ensure that each of these alarms are in proper working order and interlinked with all other smoke alarms connected to the electricity supply.

Landlords may consider it appropriate to install more that one smoke alarm on each store along with a heat alarm in the Kitchen, these additional alarms could be mains or battery powered. Any additional battery-powered alarms do not need to be interconnected (Although, BS 5839-6 recommends interconnecting all alarms within the dwelling).

CO alarm can be mains or battery-powered and must comply with BS EN 50291. Siting should be carefully considered noting the expiry date of the alarm.

Experts talk fire protection DNA of a building

Smoke control systems should be built, certified and delivered in a way that building owners and occupiers can depend on. 

It’s vitally important to recognise that only certified components of the system should be used. For example, smoke panels proven, factory built and certified to the relevant parts of EN12101 and other relevant standards like ISO21927-9. 

A factory-based quality system or factory production control, audited by a notified body, should be used to certify components of factory-built products.  

Consistency is key. Systematic checks of components, arrangement, fabrication and build in a controlled environment is the only appropriate route to prevent any variations in build from what has been tested and allowed to be certified. This helps ensure dependability as designed, and will enable the supplier to produce a product specific declaration of performance at point of manufacture. 

System install and commissioning should be conducted and completed by an appropriate party qualified and competent to do so. This might be demonstrated through voluntary certification such as the SDI 19 scheme. 

Finally, the building owner or manager is responsible for ensuring that the system remains compliant through a systematic approach to testing and maintenance. 

It cannot be emphasised enough for life safety systems: compliant systems must exist and be documented throughout the design, manufacture and delivery process, as well as through the life of the building. 

We’ve looked at smoke control systems, but of course fire safety also encompasses general building materials. While it is important to understand and use FR products in all building specification, it is also crucial we consider the wider system. Ian King, COO, Zeroignition, takes us through the importance of a systematic approach to fire safety. 

The Grenfell tragedy was a catalyst for change in the construction industry. It marked the realisation that much more needs to be done to ensure the buildings we live in are properly equipped to protect occupants from the risk of fire and that safety must be put first, above all else. 

As the Building Safety Bill continues to make its way through Parliament, albeit slowly, discussions around cladding continue to dominate headlines pushing fire safety even higher on the priorities list. Yet as we’ve seen, the pace of the bill has re-affirmed how notoriously complex fire safety compliance is in the UK. 

In reality, we must remember the Bill will be unlikely to eradicate some of the wider issues that the industry struggles with, namely, cost and more recently the availability of materials. Add to this the lack of construction product testing facilities, which are key to the ‘levelling up’ of standards and quality. The Local Government Association (LGA) is one example, encouraging more reliable testing systems that are also more user friendly. It also wants to see businesses caught selling products that aren’t fit for market, held accountable. “The new regulator must have real powers and sanctions and the regulatory system must be properly funded,” says the organisation. “Trading Standards authorities have found themselves caught between costly and complex arguments between test labs about the correct approach to testing, with no way to resolve them.” 

At Zeroignition, we agree with this sentiment. Since our founding, Zeroignition has been keen to see a vast improvement in accurate labelling by product manufacturers, ensuring that any information provided is easy to understand and identify, so that materials specified to construct buildings are what they say they are. Without this clear guidance, change will never materialise and people and properties will remain inadequately protected from fire. 

Disrupting traditions  

There’s no denying, construction projects are incredibly complex and involve a myriad of decisions. Every specification choice has a knock-on effect to the wider build, and unforeseen results can easily arise when a systematic approach to fire protection isn’t maintained.  

Although it’s widely agreed by industry professionals that a methodical approach is the key to quality, there’s clearly some scepticism as to how to achieve this. Manufacturers, specifiers and architectural bodies must do more to ensure best practice is fully established and abided by, on every single project, without fail. 

Beyond this, the construction industry should look to other industries for guidance, such as automotive and aviation, where a checklist approach reduces the risk of harm to passengers. It’s no longer good enough to work from memory or from a notepad and pen. Digital record keeping is now necessary to ensure certain fire planning elements aren’t being missed. 

Beyond this, we need to look to the latest in communications theory and decision making to ensure that fire communications are presented in a way that sticks, and use ‘nudge theory’ to ensure that it’s easier to do the right thing.  

Investing in robust knowledge  

We know that in-depth knowledge surrounding product safety standards is essential for architecture, specification and construction professionals. Those working in the industry must be sure they have the knowledge and understanding of fire safety when specifying building projects.  

It’s an area we investigated for ourselves, post-Grenfell, and the results reveal just how serious knowledge gaps around fire safety remain in the industry. The survey was conducted across the UK, Germany and France and of those questioned, just 3% of architects were able to correctly define the four basic fire protection terms: active fire protection, passive fire protection, fire resistance and reaction to fire.  

A mere 2% of the architects interviewed said they’d received comprehensive fire protection training. While most agreed they had had some sort of training, less than one in ten (8%) said they’ve never had fire protection training. These findings reveal an urgent need for serious upskilling to ensure those building liveable structures are well informed and up to speed on the essential fire safety requirements and protocols.  

A third of architects who participated in the study also revealed that their current employer doesn’t spend enough on fire protection training, and it seems since the outbreak of COVID-19 particularly, many have taken matters into their own hands. NBS (formerly National Building Specification) says it saw a marked increase in webinar attendance, as more people were working remotely and had the time to attend digital webinars and seminars without having to build time into their day to travel to and from the training venue. Online webinars covered a variety of different topics including fire safety, and were attended by product manufacturers, as well as architects and specifiers. 

Positive change  

The digital ‘revolution’ of the construction industry is also enforcing positive change. ‘Digital footprints’ which explicitly show that work has been carried out to the appropriate standard are now essential. A further take up of this approach will no doubt help to implement watertight fire safety checks before a building is handed over to the occupant or end user. 

Discussions had with manufacturers we work with, have also shown first-hand how an increased focus on R&D projects is now taking place. Advancements in innovative materials that help boost fire safety are now coming to market for added protection on new and existing building projects.  

Given what we’ve seen, fire protection now needs to be given the attention it deserves and a uniformed, robust framework needs to be set in place to make sure consistency is achieved across the sector. Increased levels of third-party testing is another area that needs to improve and a greater understand of how components work in tandem will be a key element in improving fire safety within construction. 

Manufacturers also have a role to play. Specifiers need to have complete confidence in the products they are recommending which means product information must be up to date and accurate. Until we address the focus on quality vs cost, we’ll never achieve construction’s primary role: ensuring its occupants remain safe.   

Fire protection supplier Ardent enters partnership with Leeds Beckett University

Fire protection manufacturer Ardent has entered a partnership with North Yorkshire-based Ardent to help boost its management capabilities and develop strategies to break into new international markets.

The team of academics, all based within Leeds Business School, will work with Ardent on the Management Knowledge Transfer Partnership (mKTP) project, that’s funded in part by the UK government through Innovate UK.

Ardent is a supplier of fire protection and electronic safety systems for people and businesses using plant, public transport, and specialised vehicles – in the UK and overseas.

The project will run for 30 months and focus on building long-term marketing and internationalisation strategies for Ardent as it continues to grow.

The mKTP’s goal is to embed permanent transformations in leadership, management, and culture across the business.

Dr Catherine Ashworth, senior lecturer in strategic marketing at Leeds Beckett, is leading the partnership.

She said: “Through our new partnership we aim to create strategic growth within Ardent. We will do this by embedding new management capabilities across the value chain – and a new leadership model across the organisation.

“We will also focus on improving Ardent’s capabilities in gathering expert market intelligence, strategically assessing overseas market opportunities, developing internal and stakeholder communications, and by delivering strategic decision-making.”

South Williamsport Fire Department fire deal considered ‘revolutionary’

Officials involved in a proposed five-year cooperative agreement with Loyalsock Township and its fire department have labeled it as ‘revolutionary’ and one that could incorporate future municipal partners to provide fire and rescue services for their communities.

South Williamsport Borough Council in Pennsylvania approved the proposal earlier this week and township supervisors continue to review it as minor revisions get ironed out.

The agreement, a copy of which was provided to the Sun-Gazette, includes provisions for paid fire protection and rescue services that funds the departments and apparatus and equipment through existing fire taxes.

Under the banner of Susquehanna Mutual Aid Regional Team, or SMART, the dwindling manpower of the South Williamsport Volunteer Fire Department was given new legs this week.

The cooperative fire agreement, meanwhile, creates a legal mechanism to provide sufficient funding to the participating fire companies from participating municipalities and other third party sources, he said.

SMART will begin with an initial paid staff of five fully trained firefighters and rescue responders consisting of four full-time, 40-hour-per-week positions, Monday through Friday, with one shared administrative position providing the administrative oversight for the services administered under the SMART program, according to the terms, the SunGazette reported.

The four full-time positions will be assigned into two separate firefighter crews, with one crew to be stationed at Loyalsock Township, and with one crew to be stationed at South Williamsport Volunteer Fire Department.

The agreement provides necessary personnel, training, and equipment required to supplement the participating fire companies with paid firefighters that will provide for adequate paid fire protection and rescue services within the participating municipalities.

Global fire suppression systems Market to reach $26.6 Billion by 2027

The global market for Fire Suppression Systems is estimated at US$19 Billion in the year 2020, is projected to reach a revised size of US$26.6 Billion by 2027, growing at a CAGR of 4.9% over the analysis period 2020-2027.
