Consilium Safety Group has acquired all assets and intellectual property related to Insplorion AB’s hydrogen sensor technology business following approval at an extraordinary general meeting held on April 13.

Consilium announced the acquisition as part of its gas safety work for marine, critical infrastructure and energy-related applications.

The transaction includes Insplorion’s hydrogen sensor NPS-P2 and an ongoing certification process linked to the product.

The company said the acquisition adds hydrogen detection technology and related expertise to its existing safety portfolio.

The acquisition includes the NPS-P2 hydrogen sensor, which is described as having documented performance in demanding environments.

It also includes an ongoing certification process intended to open access to the marine sector and regulated industrial environments globally.

Consilium said it is positioned to take over that process and move the product towards full-scale commercialisation through its distribution network and brand presence in the safety sector.

Crowcon Detection Instruments has warned that businesses relying on gas detection units without maintaining them could face major safety risks.

The company said many firms assume installation alone ensures compliance, but devices that are not tested, calibrated or serviced can fail when needed most.

Crowcon pointed to the BP gas explosion in Texas as an example of how poor gas monitoring can worsen an incident.

The hydrocarbon vapour release killed 15 workers and injured more than 170.

The company explained that the tragedy demonstrated how neglected systems can contribute to wider safety failures.

Crowcon highlights dangers of neglecting gas detectors

Ed Clapham, Product Manager at Crowcon Detection Instruments, said: “Many businesses mistakenly think that gas detection installation alone is enough to meet compliance requirements.

“But it’s important to understand that this equipment is not just a fit-and-forget solution.

“Detectors need to be maintained, calibrated and tested regularly so they function properly in situations where lives may depend on them.

“Unlike visible hazards, gas leaks are often invisible and odourless, and without properly maintained detectors, workers may not realise they are at risk until it’s too late.

Clapham added that neglected or poorly maintained detectors expose businesses to worker safety threats, operational disruption and reputational damage after avoidable incidents.

He said: “Poorly maintained or neglected detectors create multiple vulnerabilities.

“These include threats to worker safety, operational disruption and reputational damage following avoidable incidents. It can also erode trust among employees.

“Beyond that, businesses may face fines and enforcement action if detectors are not fully functional. Industry legislation makes it clear that employers have a duty of care not only to install gas detectors but also to keep them in working condition.”

Maintenance and calibration key to compliance

Clapham explained that gas detectors rely on components that can drift over time, making calibration essential to ensure accuracy.

He said: “Maintenance and calibration aren’t just about ticking compliance boxes.

“Gas detectors rely on components that can drift over time, affecting performance, safety and reliability.

“Calibration keeps readings accurate, while testing and maintenance ensure sensors, alarms and batteries are functioning correctly.

“This helps identify faults before they turn into safety risks.”

He added that routine servicing should be treated as a core part of any workplace safety programme.

Crowcon outlines key steps for detector upkeep

Clapham has provided several recommendations for ensuring gas detectors remain reliable.

He advised businesses to create a maintenance schedule based on manufacturer guidance and local environmental conditions.

He also said workers should be trained to recognise detector faults, low battery warnings and operational alerts.

Regular refresher sessions are important, especially where staff turnover is high.

Clapham recommended contacting accredited third-party providers for calibration, servicing and repairs where in-house capacity is limited.

He also advised maintaining a log of each detector’s service and test history to track performance and detect recurring issues.

Membership milestone reflects growth in UK certification

REFCOM has registered its 9,000th member, marking what the Building Engineering Services Association (BESA) described as a continuing shift towards legal and environmental compliance within the UK refrigeration, air conditioning and heat pump (RACHP) industry.

BESA, which operates the certification scheme, stated that recent regulatory changes linked to the Building Safety Act and increasing demands around environmental standards had accelerated contractor engagement with certification schemes.

The association added that the achievement highlights a wider move in the UK market to formalise competence and accountability among firms working with F-Gas systems.

Jill Nicholls, director of competence and compliance at BESA, said: “This milestone reflects the growing professionalism of the RACHP sector and the trust that businesses place in REFCOM.”

She added: “Helping our members reach and maintain higher standards of safety, compliance, and environmental responsibility is a critical part of our role.”

Digital tools and partnerships support certification engagement

According to BESA, REFCOM’s increased membership is supported by its investment in digital compliance tools, strategic training partnerships and its Elite Membership initiative.

Nicholls said these elements provide support that goes beyond the statutory requirements of certification.

She explained that these services were designed to help building services firms address increasing client expectations and stay aligned with future regulatory changes.

Nicholls added: “REFCOM’s ongoing investment in digital tools, training partnerships, and its ‘Elite Membership’ scheme offered further practical support to contractors beyond certification.”

She continued: “These would be increasingly important to firms working to meet rising customer expectations and cope with further proposed changes to legislation.”

Government outlines F-Gas regulatory changes

DEFRA officials attending a REFCOM event warned that more stringent rules on the use of fluorinated gases are under review.

Jacob Andresen, who leads the F-Gas policy team at the Department for Environment, Food and Rural Affairs, said a consultation with the sector is expected later in the year.

Andresen said the proposals may include an accelerated phase-out of high-global-warming refrigerants and further restrictions on certain substances to align with EU regulation and UK net zero targets.

He explained that DEFRA’s current position is to remain aligned with the European approach while supporting national goals.

Andresen stated: “The government was planning to consult the sector later this year on reforming its approach as it seeks to meet its obligations of remaining in step with the EU on refrigerant management and contributing to the UK’s own net zero targets.”

Industry calls for training on flammable alternatives

During a wider discussion held at the BESA headquarters in London, members raised safety concerns around low global warming refrigerant alternatives.

REFCOM members said the flammability of these gases introduced new risks and called on government to introduce an awareness campaign and make specialist training more widely available.

BESA reported that members sought clarity on the safety requirements and technical competencies needed when switching to these refrigerants.

The organisation added that training provision would be critical to support firms adapting to these regulatory shifts.

Next steps and additional support for members

REFCOM said its next aim is to reach 10,000 members as part of a continued effort to improve compliance levels across the UK.

Nicholls said this goal would help reinforce the body’s role in environmental responsibility and policy alignment.

She added: “REFCOM was now focused on reaching the 10,000 member milestone – a significant achievement that would further strengthen its position as the UK’s leading F-Gas certification body and support the government’s aims of reducing the environmental impact of the RACHP sector.”

In addition, REFCOM announced that it had negotiated a 10% public liability insurance discount for members via Kingsbridge Insurance.

The organisation will also be exhibiting at the Installer Show this week, where it will support World Refrigeration Day on 26 June.

Widespread risk from unregistered gas installations

ATAG has reported that more than 80% of certified UK gas engineers are regularly called out to correct dangerous installations carried out by unregistered individuals.

The findings, based on a national survey conducted by ATAG Heating Technology, indicate a consistent issue, with nearly half of respondents saying the faulty work they encounter creates a serious risk of carbon monoxide poisoning.

The company said one in five engineers reported direct business losses due to these illegal jobs, including reputational damage and lost contracts.

According to the company, the problem stems from limited control over boiler sales and widespread use of social media by unregistered installers to promote their services.

ATAG stated that 61% of surveyed installers believe boiler sales should be restricted to Gas Safe registered engineers to reduce the number of unsafe installations.

Industry calls for tighter product sales restrictions

ATAG has called for legal limits on who can buy and install gas-critical equipment, urging policymakers to take action.

The company said it enforces a strict policy of selling only to certified professionals and is now encouraging others in the sector to adopt the same approach.

Kevin Treanor, Director of ATAG Heating Technology UK, said: “Illegal gas work poses a serious threat to our profession, but more than that, it endangers the lives of UK residents.”

Treanor added: “Every year, around 250,000 gas jobs are carried out by unqualified individuals, and we need to work to bring that number to zero.”

He continued: “According to the Gas Safe Register, two-thirds of work is unsafe, and our engineers routinely uncover dangerously installed systems that could lead to carbon monoxide poisoning, fires, or even explosions.

“Government data also shows that dozens of people lose their lives annually to carbon monoxide poisoning caused by faulty appliances.”

Survey findings highlight scale of problem

The survey found that 45% of illegal gas work is advertised on social media platforms, allowing unqualified individuals to access a broad audience without regulatory oversight.

ATAG said a third of engineers estimated that homeowners spend over £400 to fix these faulty installations, increasing financial risk alongside safety concerns.

Treanor said: “The fact that over half of installers are never asked to show ID when attending a job shows just how vulnerable the current system is. We urgently need tougher safeguards to protect the public and uphold professional standards.”

ATAG has launched a campaign to encourage tradespeople and the public to support legislative change, including a template letter to MPs available on its website.

Gas Safe Register and government data underline safety concerns

Treanor cited data from the Gas Safe Register showing that two-thirds of inspected jobs carried out by non-registered workers are deemed unsafe.

He also referenced UK government figures which show dozens of annual deaths from carbon monoxide poisoning, often linked to faulty gas appliances.

ATAG said that the profession cannot rely solely on customer vigilance and is asking for stronger structural protections to be implemented across the sector.

It stated that sales restrictions, improved verification checks, and public awareness campaigns are necessary to reduce harm.

Industry-wide appeal for legislative support

ATAG is asking the wider industry to join its push for reform by contacting MPs directly.

It is also encouraging members of the public to do the same through its website.

The company stated that legal restrictions on product sales would reduce the number of installations by unregistered individuals and help restore confidence in the profession.

ATAG continues to maintain its policy of working only with Gas Safe registered engineers and said that broader enforcement would benefit both safety and the trade.

IFSJ Exclusive: Gas safety made simple

IFSJ looks at the EasyAssist Emergency Control Valves from Oxford Gas Products that are helping prevent the spread of fire

Oxford Gas Products was formed with one mission in mind: to make gas safety simple for everyone. It is focused on developing innovative and inclusive safety solutions for the gas industry. The company was created in order to establish a dedicated company that would focus on finding new solutions for the gas and other utility industries.

The company’s first product, the EasyAssist, enables domestic gas Emergency Control Valves (ECVs) to be turned off at the push of a button, and it has the critical safety feature that in the event of a fire it will automatically close the ECV when the temperature in a house reaches 93 degrees Celsius.

When a resident smells gas, they can call the emergency gas helpline, and if safe to do so they will be asked to turn off the gas at the ECV. This is for the safety of the customer, gas engineers and emergency responders. In an emergency, turning off the gas supply can be a critical factor in making a situation safe.

Ofgem identified this as a problem for many vulnerable customers suffering from conditions such as osteoarthritis and strokes who may not have the physical dexterity needed to disconnect the gas. Drilling down into the data highlighted the severity of the problem – in 69% of PSR customer reported gas escapes where the customer was unable to turn the gas off.

Approximately 4.4 million people in the UK have evidence of moderate to severe osteoarthritis in their hands and 1.2 million stroke survivors live in the UK, with 100,000 new survivors added year on year.

New regulations for Multiple Occupancy Buildings (MOBs) following the Grenfell disaster mean that dwellings in MOBs must have a thermal cut-off (TCO) mechanism, and the EasyAssist product provides a solution for that. The EasyAssist can be quickly and simply fitted to the ECV in a matter of minutes by a qualified gas engineer thereby saving companies money when fitting TCO’s in MOBs.

Rollout plans

The Priority Services Register (PSR) is a free and voluntary system that gas distribution networks use to ensure the correct support is given to its most vulnerable customers. It is a system designed and overseen by Ofgem to better ensure that individuals with special requirements have access to additional support from their energy supplier as and when they require it.

Cadent, a partner of Oxford Gas Products, plans to install EasyAssists across its four networks from June 2023. Oxford Gas Products are also talking to the other gas distribution networks such as Scottish Gas, Northern Gas Networks and Wales & West Utilities, about installing EasyAssist on these networks too.

IFSJ Editor Iain Hoey sat down with Robert Pocknell, Commercial Director at Oxford Gas Products to find out more about the company and its EasyAssist solution.

How did you come to set up Oxford Gas Products?

I was a founder in a design company called Oxford Product Design that responded to the call for innovation from the Energy Innovation Centre (EIC). We realised that gas and utilities was an areas which we wanted to target, so we created a new company, Oxford Gas Products in 2021. Its focus is primarily on gas, but it is going to develop more in the utility space generally.

I don’t come from either a fire or a gas background, but I’ve been working on this for the last four years so I’ve built up a modicum of knowledge. That is, I think, also true of Oxford product design – we’re in so many different industries and areas, and it’s just this one has really excited us because innovation goes very slowly in the utilities space. We feel like we are running like hares trying to get everyone moving more quickly, but the industry does go quite slowly. We are very excited to be an innovative company in an industry that takes time to change because we think we can bring faster innovation to the market.

How did the EasyAssist solution come about?

 The EIC is an organisation which was set up looking to try and coordinate more innovation for the energy networks. Cadent, which is an EIC partner and is now our company partner, were looking at how they could create something for the benefit of those on the Priority Services Register (PSR). They issued a call for innovation to our sister company, Oxford Product Design and we responded with this.

The product originally came out looking at vulnerability. They were looking for a solution for elderly and infirm and those with difficulties in turning off the emergency control valve. We pitched and won the call for innovation. The project was funded by Cadent.

Whilst we were designing it, we thought it would be great if it had fire prevention thermal cut-off. The new regulations have come in mandating thermal cut-off, so this is a solution for that. We’re trying to evangelise the fire safety and prevention aspects.

We had a very collaborative approach with EIC and we enjoyed working with them. We also enjoyed working with Cadent who are, as the biggest gas distribution network, really keen to try and find solutions and to make use of the PSR. One of the problems is that the PSR exists but we are not making use of it enough.

What are your plans going forward?

In the future we are planning to coordinate more with the fire service and gas industry – I’m actually meeting with Northern Gas and a fire service in the area next week. There’s quite a lot of discussion going on about how the industry can try and input more data from the fire service, emergency responders and the PSR. There is a lot of data available but nobody is corralling it.

I was at the Utilities show where there was talk about how when the fire service inspect people’s houses, there are opportunities there because the fire services is such a trusted organisation. If the fire service are looking to put in a fire or smoke monitor, or carbon monoxide alarm, solutions such as the EasyAssist should be part of the same process as, for example, knowing where to switch your water off and knowing where to switch your gas off.

Raising awareness of these gas issues is something that we’re quite excited to be involved in, looking at how there can be more coordination and gathering of data to provide a much more holistic service.

There’s obviously privacy concerns around data, but there are some really big projects out there looking to utilise it. Google were quite prominent at the Utilities Show with Google Cloud. They have some ideas utilising big data solutions which could get us in strong position for future innovation. We have thermal cut-off, but in the future you could also have, for example, cut off in the event of different types of gases. There is a lot more innovation to come in this space to create a safer environment.

We originally anticipated that our solution would be rolled out only by the gas distribution networks to domestics. Then the Multiple Occupancy Buildings (MOBs) rules came along which say that Emergency Control Valves (ECV) can be installed in a MOB by qualified gas engineer – you don’t actually need to have it. In a domestic building the gas metre and the ECV is owned by the gas distribution network, so nobody is allowed to touch it apart from turning on and off.

We are excited to have created and brought to market a product that both helps customers with vulnerabilities, and provides a critical fire safety solution to help prevent the spread of fire. The EasyAssist is one of many solutions we are working on to support customers in vulnerable situations and to improve the safety of utility engineers and emergency responders.
