Government to legislate on e-bike and lithium-ion battery safety

Prestige Underwriting has expressed support for the government’s plan to introduce measures aimed at reducing fire risks associated with electric power-assisted bicycles (EPACs) and lithium-ion batteries.

As reported by Insurance Business, the recent King’s Speech included a commitment to introduce the Product Safety and Metrology Bill, which seeks to address the fire risks linked to e-bikes and lithium-ion batteries.

This legislation aims to clarify legal responsibilities for suppliers, including online marketplaces, and to enhance compliance and enforcement measures.

Currently, e-bike manufacturers are able to self-certify their products for safety, which can result in substandard or dangerous items reaching consumers.

Rising costs of fire-related insurance claims

Research conducted by Prestige Underwriting has found a significant increase in the average cost of fire-related home insurance claims, now exceeding £24,000.

This rise is partly attributed to the increased use of lithium-ion batteries in homes.

The costs associated with fire-related claims are expected to continue growing, partly due to the proliferation of lithium-ion batteries in consumer devices.

Alison Williams, managing director at Prestige Underwriting, highlighted the concern over the rising trend in fire-related claims fuelled by lithium-ion battery-powered devices.

She said: “Legislative change is urgently needed to reduce the risk to households from these devastating fires. We warmly welcome the Government’s intention to legislate.

“While it is early in the process and there is much work to be done, we encourage other insurers to support the Bill to reduce risks to human life and property.”

Support for Electrical Safety First

Prestige Underwriting has also previously announced its support for Electrical Safety First, a charity that campaigns to reduce deaths and injuries caused by electricity in UK homes.

The charity has closely examined safety concerns around EPACs, including conversion kits, charger compatibility, EPAC design, and lithium-ion battery disposal.

It has also looked into various strategies to mitigate EPAC fire risks implemented in other regions, particularly New York and Paris.

President Yoon orders scientific fire safety measures after Hwaseong fire in South Korea

President Yoon calls for improved fire safety measures in South Korea

President Yoon Suk Yeol has directed his administration to develop “scientific safety measures” in response to a deadly fire at a lithium battery factory in Hwaseong, Gyeonggi Province, South Korea.

As reported by The Korea Herald, during a Cabinet meeting on Tuesday, Yoon instructed the Ministry of Interior and Safety, the Ministry of Employment and Labor, and the Ministry of Science and ICT to enhance their cooperation.

The goal is to create risk detection technologies and firefighting techniques tailored to specific chemical substances.

Yoon emphasised the need for updated safety measures, highlighting that the current advancements in firefighting technology and workplace safety have not kept pace with the growth of new industries.

Deadly factory fire in Hwaseong, South Korea

The fire occurred on June 24 at a lithium battery factory operated by Aricell in Hwaseong, resulting in the death of 23 workers, primarily foreign subcontracted laborers.

The victims, which included 12 women and five men from China, and one Laotian national, succumbed to asphyxiation as the fire spread rapidly through the facility, which housed approximately 35,000 battery cells.

This incident is noted as one of the deadliest workplace accidents in recent years, especially for foreign workers.

A preliminary police investigation revealed that the swift spread of the fire within the factory was a key factor in the high fatality rate.

In response, the government’s Central Disaster Management Headquarters announced plans to inspect around 500 lithium battery plants across the country for safety compliance.

Opposition criticism of government oversight

Representative Park Hong-bae of the main opposition Democratic Party of Korea criticised President Yoon’s administration for its approach to workplace safety.

During a press briefing at the National Assembly, Park argued that the reduction in inspections of corporations’ practices, such as illegal subcontracting, by approximately 70 percent during Yoon’s tenure, has contributed to increased workplace hazards.

Park attributed the administration’s pro-business, anti-worker policy stance as a factor in the Hwaseong fire.

Park also highlighted that Aricell’s Hwaseong plant had received financial incentives for achieving high safety standards in state risk assessments over the past three years, despite claims from bereaved families that the workers lacked adequate safety training.

Calls for technological advancements in safety

President Yoon has called for the development of new fire prevention techniques specifically designed for chemical substances in batteries.

He stressed the importance of creating technologies that can pre-emptively detect fire hazards, utilising advancements such as artificial intelligence, the Internet of Things, and sensors.

Lithium-ion batteries are commonly used in various daily devices like smartphones, laptops, and electric vehicles, leading to a noticeable rise in related fire incidents.

During National Electrical Safety Month, the focus from the National Fire Protection Association (NFPA) is on educating consumers about the potential dangers of lithium-ion batteries and offering guidance on their safe usage, charging, and storage.

The campaign, supported by the Electrical Safety Foundation International (ESFI), aims to enhance public awareness of electrical hazards, the significance of electrical fire safety, and electrical worker safety throughout May.

Rapid increase in lithium-ion battery-related injuries

In New York City alone, there were 13 injuries in 2019 caused by fires linked to e-mobility devices powered by lithium-ion batteries. By 2022, the number had risen to 147, with a further increase anticipated as 87 injuries have already been recorded this year.

Fire Department of New York (FDNY) Commissioner Laura Kavanagh commenced the forum by stating: “Lithium-ion batteries are now a top cause of fatal fires in New York,” with 13 fatalities already reported this year.

The need for a comprehensive approach to lithium-ion battery safety

The NFPA Vice President of Outreach and Advocacy, Lorraine Carli, was among key contributors to the CPSC forum, which also included representatives from manufacturer associations, consumer groups, and voluntary standards organisations.

Addressing the commission, Carli recognised the increasing challenges of fire and electrical hazards in our fast-paced, tech-reliant communities and advocated for a comprehensive strategy to tackle this emerging fire threat.

Carli said: “The Fire & Life Safety Ecosystem provides a framework to address this multi-dimensional challenge,” focusing on four critical areas: the regulatory environment, the use and enforcement of current codes and standards, trained and equipped first responders, and a well-informed public.

There was a wide agreement among the panellists on the need for stronger regulations for e-mobility device safety.

This includes mandatory safety standards, enforcing existing rules, and closing gaps that permit the import of untested, potentially hazardous batteries and devices into the U.S.

The explosive nature of lithium-ion battery fires

The panelists highlighted the explosive traits of lithium-ion battery fires. FDNY Fire Marshal Daniel Flynn likened these fires to those initiated by incendiary devices, stating: “These fires are large from the start.”

Carli stressed that preparing first responders for lithium-ion battery fires is crucial for their safety and should be prioritised.

She pointed to the symposium titled “Lithium-Ion Batteries: Challenges for the Fire Service,” co-sponsored by NFPA, FDNY Foundation, and U.L., as a substantial resource providing guidance for the fire service.

The panellists also emphasised the role of the public in enhancing safety.

While it can be hard for individuals to determine the safety of lithium-ion batteries in e-mobility devices, consumer education on the potential hazards and proper usage and maintenance of these devices can prevent potentially catastrophic fires.

In conclusion, CPSC Commissioner Mary Boyle stated: “Hearing from the stakeholders is an incredibly important part of the regulatory process… there is broad consensus that we need to act and act quickly.”

Exploding e-bike sparks fire safety reminder from London Fire Brigade

A recently released video by London Fire Brigade (LFB) illustrates the potential hazards of faulty e-bikes when their lithium batteries fail.

The CCTV footage recorded last weekend, the second such occurrence in two weeks, reveals the risks associated with lithium batteries on e-bikes and e-scooters. The incident took place at a block of flats in Roehampton, where an e-bike’s battery went into thermal runaway, causing a severe fire.

Avi Gooransingh, a 29-year-old chef who uses his e-bike for daily commuting, barely escaped the incident, which took place at the entrance of his Tangley Grove home. The video documents the e-bike’s battery exploding and producing a highly flammable, toxic vapour cloud, which quickly ignited.

Firefighters were promptly on the scene, successfully extinguishing the fire. Despite their efforts, the exact cause of the explosion remains undetermined. However, Gooransingh had noticed an unusual smell, which led him to move the e-bike outside the flat before it erupted.

“I smelt the bike and immediately thought something might be wrong, so I moved the bike out of the flat,” Gooransingh said. “When the bike exploded, my sister and I ran back into the flat and called 999.”

#ChargeSafe

This incident has highlighted the importance of the LFB’s #ChargeSafe campaign, which seeks to raise awareness of the fire risks associated with lithium batteries commonly used in e-bikes. So far in 2023, the LFB has been called to 52 e-bike and 12 e-scooter fires, including a fatal incident on New Years Day.

Deputy Commissioner Dom Ellis expressed concern about the potential dangers of inexpensive batteries sourced online that may not adhere to UK safety regulations.

“Once the bike goes into thermal runaway, it can lead to a rapid fire,” Ellis said. “Our advice is to store these items in a safe location if possible, such as a garage or a shed rather than inside the home.”

Gooransingh further advised e-bike or scooter owners to charge and store their vehicles outside whenever possible. He also urged potential buyers to consider this requirement before making a purchase.

Safety tips for e-bikes

The London Fire Brigade has also provided a list of safety tips for all e-bike users to follow:

Ensure your escape route is always clear. This includes keeping it free of items like e-bikes and e-scooters. LFB recommend storing such items in safer spaces, such as a garage or shed, if possible.

Avoid altering or interfering with your battery. It’s crucial to adhere to the manufacturer’s guidelines.

Transforming manual bikes into e-bikes with online DIY kits can pose significant risks, including increased fire hazards.

Validate that your battery and charger comply with UK safety standards. Pay attention to any signs of malfunction, like unusual heat or physical changes in the battery or charger.

Use only the designated charger and purchase it from a reliable vendor. LFB emphasise caution when buying batteries from online platforms as they may not always meet the required safety standards.

Give the battery time to cool down before charging it. Batteries can become warm during operation, and allowing them to cool down before recharging could reduce the risk of failure. If you’re charging batteries indoors, follow LFB’s guidelines on safe charging.

Once the battery is fully charged, disconnect the charger. Remember to follow the manufacturer’s instructions when charging, and avoid leaving it unattended or charging overnight while you sleep.

Install smoke alarms in the areas where you charge your e-bikes or e-scooters, and regularly test their functionality. You can easily verify the safety of your home by using LFB’s free online home fire safety checking tool.

Insurance firm predicts rise in lithium-ion fires from e-bikes and scooters

Insurance firm AXA UK has issued a warning over the growing fire risks associated with the lithium-ion batteries used in increasingly popular electric bikes and scooters. Lithium-ion batteries pose a significant fire risk when damaged, over-charged or exposed to extreme temperatures.

Over the past two months, AXA has reportedly covered almost half a million pounds of losses on two large claims caused by lithium battery fires.

The firm said that it anticipates the frequency and cost of these fires will grow exponentially as transport via e-bikes and e-scooters becomes more popular. AXA’s claims data show that these fires most frequently occur within residential buildings.

One of the recent large claims was the result of a faulty e-scooter battery which was being charged in the kitchen of a ground floor terrace flat which caused an explosion and fire to spread through the home, reaching two storeys above.

The second occurred in a block of flats where an e-bike battery was being charged. The fire destroyed the flat and caused smoke damage to the flats on either side.

Dougie Barnett, Director of Customer Risk Management at AXA Commercial, commented: “Fire safety should be the top priority when it comes to charging and storing electric bikes and scooters. These forms of transport are becoming increasingly common due to the range of benefits they provide, however, this makes it even more essential that people understand the risks around storing them in the wrong way or using damaged batteries.

“As an insurer, we’re there for people when the worst happens, but we want to make sure these risks are managed and reduced so they can avoid the devastating consequences of a fire in their homes or business.”

A spokesperson from London Fire Brigade commented: “It’s incredibly concerning that we are continuing to see a rise in incidents involving e-bikes and e-scooters. When these batteries and chargers fail, they do so with ferocity and because the fires develop so rapidly the situation can quickly become incredibly serious.

“Our advice is to try and store and charge e-bikes and e-scooters in a safe location if possible, such as in a shed or garage, and if they have to be stored inside, make sure there is smoke detection fitted and your means of escape is not obstructed. However, we know this won’t be possible for everyone, so if you are charging them indoors, please follow our advice on using safe charging and ensure everyone in your home knows what to do in the event of a fire.”

To reduce the risk of lithium battery fires, AXA recommends:

  • Never leave batteries charging in a building that is unattended or overnight when you are sleeping in the property
  • Unplug or disconnect from the battery once charging is complete
  • Do not allow the battery to overheat and ensure it is charged on a hard surface where heat can disperse
  • Monitor and assess for damage to the battery and the charger, following the manufacturer’s guidance for replacement or repairs
  • Ensure smoke alarms – preferably interlinked detectors around the property – are fitted where charging is taking place and, if possible, store and charge away from main living
