New Indiana pilot programme set to monitor PFAS levels in firefighters

Professional Fire Fighters Union of Indiana and legislators collaborate for protective measures against PFAS

The Professional Fire Fighters Union of Indiana (PFFUI) has introduced a ground-breaking law in Indiana: one that aims to safeguard firefighters from exposure to PFAS.

“Knowing what level of PFAS we have absorbed into our bodies is just the first step, but it is an important one,” stated PFFUI President Tony Murray: “We hope this will lead to earlier and more frequent cancer screenings. If we can catch cancer early, we can save lives.”

Tony expressed gratitude to Rep. Maureen Bauer for her hard work and dedication in making this possible.

The PFFUI and Bauer have been working together for several legislative sessions to fine-tune the bill’s language and gain support from other lawmakers and the state fire marshal’s office.

House Enrolled Act 1219: monitoring PFAS levels in firefighters

Through the collaborative effort, House Enrolled Act 1219 has been passed. This Act, enforced by the Indiana Department of Homeland Security (DHS), kickstarts a pilot program. This program will monitor PFAS levels in 1,000 firefighters using regular blood tests.

Rep. Maureen Bauer described the significance of this new legislation: “As my community of South Bend continues to mourn the loss of several firefighters to occupational cancer in recent years, the PFAS testing pilot program will finally give firefighters a tool to know their own cancer risk early on and help prevent future late-stage diagnoses.”

Selection process for PFAS monitoring program underway

Now that the law has been enacted, the selection process for the pilot programme has started. The program is projected to include a diverse group of firefighters, including those who work in busy firehouses and airports, and those with less exposure, such as new firefighters.

In recognition of this achievement, General President Edward Kelly remarked: “Congratulations to our Indiana members on getting this important bill passed. State laws like this one play a critical role in the IAFF’s fight against PFAS exposure and occupational cancer.

“This is an important step for our Indiana members so they can take action and stay healthy and safe on the job.”

Euralarm responds to ECHA’s proposal to restrict PFAS

Brief overview of the ECHA proposal

Euralarm has provided a condensed overview of the European Chemicals Agency’s (ECHA) proposed restrictions on PFAS, with a particular focus on its implications for firefighting gases. The ECHA, a European Union agency representing the EU and EEA countries including Iceland, Lichtenstein, and Norway, published the proposal on 7th February 2023. Submitted by Germany, Netherlands, Denmark, Sweden, and Norway, the extensive document stretches to 1,780 pages and covers a wide range of PFAS applications.

Breakdown of PFAS applications

The PFAS proposal encompasses 14 sectors, featuring a diverse range of applications. These sectors include textiles, food packaging, metal products manufacturing, consumer mixtures, cosmetics, ski wax, fluorinated gases, medical devices, transport, electronics and semiconductors, the energy sector, construction products, lubricants, and petroleum and mining. Euralarm’s summary emphasises the implications for the ‘applications of fluorinated gases’ sector, of which firefighting gases are a part.

Euralarm’s stance on the proposal

Drawing conclusions from the factsheet, Euralarm said it anticipates that any ‘entry into force’ (EiF) for legislation will likely not occur before the end of 2025. Therefore, under the proposed restrictions, fluorinated gases like FK-5-1-12 or HB-55, which are currently unrestricted by the F-Gas regulation, should remain available for use at least until mid-2039.

Future monitoring and updates

Euralarm also said it lends its support to ECHA’s position that the current proposal does not intend to mandate the removal of installed systems. As this process unfolds, Euralarm has commited to monitoring developments closely and promises regular updates about changes for all interested parties.

Exclusive: The story of Burned Protecting the Protectors

IFSJ Editor Iain Hoey sat down with Elijah Yetter-Bowman to find out about the story behind their documentary Burned: Protecting the Protectors

Growing up, Elijah Yetter-Bowman was torn between two futures. Their childhood was spent engaging with the arts, theatre, and other spaces that intersected with creativity. However, when they were a teenager, they learned their mother had developed a rare autoimmune disease. This led to a revelation about the shortcomings of medicine for the treatment of rare diseases and so Yetter-Bowman shifted their focus to applied medical research.

Nearing the end of their education as a pre-med student, Yetter-Bowman became involved in the broader environmental issue of forever chemicals, also known as PFAS. In 2017, they learned that their hometown in North Carolina had been exposed to a myriad of PFAS through the local drinking water supply over the course of 40 years.

This served as the breaking point: “I had a background, both in arts and communication as well as the nitty gritty organic chemistry of how these things work. It felt like there was an opportunity to communicate and convey steps to take action for a really complicated problem. I didn’t really look back after that.”

Since that pivotal moment into what was intended to be a one-or-two year endeavour, now elongated into five and a half years and counting, Yetter-Bowman has dedicated themself to raising awareness of forever chemicals through documentary films including the recently released Burned: Protecting the Protectors.

The firefighter’s wife

The 30-minute documentary follows Diane Cotter, a hairdresser and wife of a lifetime firefighter Paul who developed cancer. Following Paul’s diagnosis Diane sought to understand why occupational disease such as cancer is such a common issue in the fire service and if there was more to the story than just exposure to the products of combustion.

Despite being neither college educated nor having a background in chemistry, Diane had a hunch that there might be something else going on and so began to research firefighter turnout gear and the prospect that it might contain harmful chemicals. She presented her research to Applied Nuclear Physicist Graham Peaslee who, touched by her story, decided to look into it.

“The initial test was horrible,” says Yetter-Bowman. Peaslee’s test revealed a high signature of PFAS in firefighter turnout gear. “This was not something that otherwise he had seen reported anywhere. There was no real disclosure within the fire service.”

Diane and Peaslee found a non-profit who was willing to pitch in money. They carried out a peer reviewed study which was the real turning point. There is a clip in the documentary where Peaslee says he was nervous to report the findings, even though it was peer reviewed, because no one else had ever said this before.

The immense concentration of PFAS that were found in the turnout gear were some of the highest levels of fluorine Peaslee had ever seen in any kind of textile. They had discovered huge amounts of a well-established harmful compounds on all layers of turnout gear, that had likely been present in gear dating back to the 1970s.

Yetter-Bowman summarises: “Taking all that into perspective, we’re essentially saying that this person who did not go to college, had no chemistry background, but had a hunch that maybe there’s another contributor to firefighter cancer and occupational disease, decided to investigate. She was told not to, she was dismissed, she was gaslit for many, many years.

“They had discovered huge amounts of a well-established harmful compounds on all layers of turnout gear.”

“Her character was directly attacked by members of the fire service and she continued to persevere. She found a person to test it, the tests found that she was probably right, this was peer reviewed, and now it’s been published multiple times and replicated.”

Grant Peaslee’s peer reviewed study was followed up by one of his peers, Jennifer Field. Field carried out a different type of analysis which showed that the high level of PFAS found – shockingly – in the original study were far below the reality.

Securing Mark Ruffalo

The original intent, Yetter-Bowman tells, was to make a film that comprehensively covers the whole issue of forever chemicals, to disillusion it, and to make it accessible. That film is still in progress under the title Gen X. The initial plan saw the third act of Gen X serve as the big reveal of the presence of PFAS in firefighter turnout gear.

Yetter-Bowman said they felt an ethical quandary after filming had completed: “It didn’t make sense to wait. Feature documentaries take a long time to finish. We had a moment where we thought, ‘Why are we waiting with an indefinite timeline to get this out when we could just make a specific message for the people who desperately need it?’” The documentary team decided to put Gen X on pause and got to work on finishing Burned to get the message to firefighters as quickly as possible.

During the development of Burned, Yetter-Bowman worked closely with Rob Bilott, named by the New York Times as ‘The Lawyer Who became DuPont’s Worst Nightmare’ for taking on an environmental lawsuit into the company’s long history of chemical pollution, and the subject of 2019 film Dark Waters in which he is played by Mark Ruffalo.

“We had jokingly thought, oh, it’d be great to get Mark involved with Gen X,” Yetter-Bowman tells – and is it transpired, this is exactly what happened. When Ruffalo’s involvement was secured and the team were finally able to get in a room with him the idea to make Burned a standalone piece was not in motion. “The decision to make Burned essentially came at the end of the Gen X interview with Mark,” Yetter-Bowman reveals.

“When we finally got in a room with Mark it was very obvious that he only does this because he’s trying to fix this problem.”

“Clearly there’s a strong motivation that he has as an activist. He said, ‘I have this ability to reach the public, fix the problem’. When we finally got in a room with Mark it was very obvious that he only does this because he’s trying to fix this problem.’” Ruffalo is a named producer of the documentary.

‘Incredibly moved’

In January 2023, the International Association of Fire Fighters (IAFF) hosted the world premier of Burned: Protecting the Protectors at the 2023 Affiliate Leadership Training Summit in Las Vegas. After the premiere the number of requests to access the film exploded. “A lot of people basically said, ‘I just saw this film and I want to take it across my community and continuously screen it’,” Yetter-Bowman tells.

They share a letter they received from an attendee of the screening which reads: “I was incredibly moved by this documentary … In fact, it has changed my life so much that I’m not even sure I can look at my job the same way. Today was the first day I put on my gear at work knowing the cancer I may be adding to my body. This has been a wake up call for me and I now feel morally obliged to inform every single person in my almost 3000 member department about the dangers of PFAS in our equipment.”

The production company, Ethereal Films, had originally planned to host their own screenings everywhere but due to the overwhelming response that has become impossible. Instead, Yetter-Bowman says they are providing the tools that they believe are most essential to host educational events to help spread the message as widely as possible: “If we can do that and can continue to work on this, this type of project and we’re happy.”

Yetter-Bowman adds the only thing that one thing they kept in mind during the making and distribution of the documentary is to try to be constructive about what can be controlled and how things can move forward: “PFAS is such a big deal. There’s a lot of different intersections, as Burned lays out – there is a huge level of particular exposure that firefighters face because of their gear – and it’s very actionable.

“There is so much collective bargaining power that firefighters had as an occupation and the union is already trying to stir this up to say, ‘Every manufacturer that makes gear or that makes the textiles stop using harmful substances’.”

UK REACH publishes research on presence of PFAS in Great Britain

A report from UK REACH published on Tuesday 4 April has revealed the extent to which so-called “forever chemicals” are used in Great Britain. The research has analysed how “forever chemicals” or PFAS (Poly-and perfluoroalkyl substances) are used, including exposure from everyday items such as food wrappers, cleaning products, and furniture coatings.

Marking the most comprehensive British analysis of these chemicals ever, the Health and Safety Executive (HSE) has identified the most common and most harmful uses of PFAS and what measures could be put in place to control and manage them.

The HSE report makes a number of recommendations including to limit the use of PFAS-containing foams used by firefighters to put out fires, as well as the use of PFAS in textiles, furniture, and cleaning products.

Dr Richard Daniels, director of HSE’s chemicals regulation division, said: “PFAS are a global issue of concern. We have looked at responses around the world, but it was vital we gathered the right information and evidence on how PFAS are used in Britain specifically.

“This has helped us work out where the right action could be taken to limit the use of PFAS and control exposures to people and the environment in this country.

“The reality is that PFAS substances, due to their persistent properties, will continue to be detected for many years – despite measures being taken to limit restrict or ban their use.

“We will now look at the availability and risks posed by alternatives to ensure maximum long-term protections can be gained.”

PFAS in firefighting foam

One of the key proposals is that, due to more comprehensive information being available, fire-fighting foams are prioritised for action. 

Dr Daniels continued: “There is evidence of occupational exposure and environmental harm that can come from current fire-fighting foams, and we can understand the concerns among firefighters. We encourage all affected to work with us in the scoping exercise.”

Environment Minister Rebecca Pow said: “By improving our understanding of the potential risks posed by PFAS, we will be better equipped to tackle them.

“The HSE’s analysis is a key part of our efforts to protect us from these persistent chemicals – our Plan for Water recognises this and we will begin developing proposals to restrict PFAS in firefighting foams this year.

”This will build on our action to increase monitoring and support a ban or highly restrict specific PFAS both domestically and internationally, so that we can reduce the amount of PFAS entering our natural environment.”

FBU responds

Riccardo la Torre, Fire Brigades Union National Officer commented on the new report: “We welcome that the issue of firefighters’ exposure to PFAS is being identified and assessed. We are still digesting this report and will be considering whether these recommendations go far enough to protect firefighters from the serious health risks of PFAS. What is clear is that exposure to dangerous chemicals has been allowed to be part of firefighters’ work for far too long. Firefighters are getting ill and dying while the government and employers fail to act.

“Dr Richard Daniels rightly refers to the ‘occupational exposure’ firefighters face from PFAS in foams. No-one should face losing their health because of their job. That’s why the FBU demands urgent action on all fronts to protect firefighters from these deadly health risks while they are protecting the public from fires.

“In addition to eliminating exposures to PFAS we need other vital measures in place to prevent, mitigate and address exposure to dangerous chemicals. Firefighters also need annual health monitoring to catch diseases early, and access to compensation if they are diagnosed with an occupational disease.”

FDSA raises awareness of PFAS in C6 products

The latest Fire Dept Service Announcement (FDSA) bulletin has raised the awarness of PFAS in C6 products. It said that transition should be to fire tested F3 products, nothing that several fire departments have recently sent out their F3 foams for specific sample testing for 1,4-dioxane and other chemicals. These departments have  taken the initiative to protect the public’s safety.

It noted that a Safety Data Sheet (SDS) for a foam product may state it does not contain PFOA or PFOS: “Those are just two of more than 12,000+ chemicals in the persistent, bio accumulative class. Although PFOA and PFOS are no longer produced in the US, they continue to appear in PFAS testing.

“Does the F3 foam contain other carcinogenic chemicals? There are clean F3 products available now that do not contain carcinogens.

“Your firefighting foam should have a fire test rating, i.e., UL 162, NFPA 18.”

The bulletin added that the US Department of Defense quietly released the new MilSpec for firefighting foam in early January 2023: “The updated Federal Aviation Administration (FAA) FAA CertAlert 139 followed on January 12, 2023. Sea-Tac Airport recently purchased National Foam’s Avio Green which they had tested in 2019. This product contains, formaldehyde, a known carcinogen and methanol, which is known to the State of California to cause birth defects or other reproductive harm.”

IAFF calls on Environmental Agency to regulate toxic chemicals

The International Association of Fire Fighters (IAFF) has joined the call at a rally in Washington, DC, demanding that federal agencies do more to regulate toxic chemicals devastating communities and killing fire fighters.

The SAFE EPA rally was held just steps between the White House and the US Environmental Protection Agency (EPA) and was designed to call out federal lawmakers and policymakers from both political parties for “putting profits ahead of people” and allowing corporate interests to use and dispose of deadly toxins.

IAFF General President Edward Kelly addressed those assembled at Freedom Plaza talking about the scourge of occupational cancer impacting the fire service. He noted that during the recent Fallen Fire Fighter Memorial Ceremony in Colorado Springs, Colorado, nearly 75 percent of the line of duty deaths honoured were from occupational cancer.

Kelly said: “For many years we thought our cancers were caused by smoke, off-gassing from burning combustibles, building debris. Now, we know our own gear is part of that problem. The very thing that is supposed to be keeping us safe is costing us our lives.”

He spoke about PFAS (or per- and polyfluoroalkyl substances) and their use in the protective layers of fire fighter turnout gear and are now known to cause cancer. PFAS is a human-made ‘forever chemical’ that cannot be broken down and has been found in groundwater, animals, and humans.

Kelly credited Diane Cotter – who was at the rally with her husband, Worcester, MA Local 1009 fire fighter Paul Cotter – for doggedly pursuing answers after suspecting that turnout gear was behind Paul’s cancer diagnosis in late 2014. Her efforts led to a study, conducted by Notre Dame nuclear physicist Graham Peaslee, Ph.D., that found dangerous levels of carcinogens in the protective gear.

“We need to extinguish cancer and the threat of PFAS for everyone,” said Kelly.“The oath we took was to protect all of you. [But] our fight is to save the lives of everybody, not just fire fighters, everybody…including our own children, our own grandchildren.”

Also at the rally was Jason Burns, current fire fighter and former president of Fall River, MA Local 1314, who said several members of his affiliate have developed and succumbed to occupational cancer: “We have a problem in the fire service and it’s not just my local, it’s happening all over the country.

“Fire fighters are dealing with cancer at rates we have never seen. I have seen too many widows and too many fatherless children now. I am no longer going to tolerate having these chemicals in my gear.”

The Biden administration has classified PFAS as hazardous material and the EPA recently issued guidance drastically limiting the amounts of PFAS acceptable in drinking water. “President Biden’s actions will help us protect our communities,” said Kelly.

He urged the EPA to ban the production, sale, and importation of PFAS chemicals.

The IAFF continues to advocate on behalf of its members’ health and safety. In August, the IAFF and the Metropolitan Fire Chiefs Association (Metro Chiefs) issued a joint safety advisory with recommended protocols designed to limit fire fighter exposure to PFAS. The IAFF is also urging manufacturers to develop next-generation turnout gear made without PFAS chemicals.

The union’s Division of Health, Safety, and Medicine has benefitted from the appointment of its first-ever chief medical officer (Dr. Danny Whu, MD, MPH) and a new director of science and research (Neil McMillan). Delegates also adopted a resolution at the IAFF’s 56th Convention in August earmarking $500,000 annually to cancer research.
