iTrackPPE contract covers PPE and assets

South Yorkshire Fire & Rescue Service (SYFRS) has awarded iTrackPPE a three year contract to modernise the management of firefighter Personal Protective Equipment (PPE), Breathing Apparatus (BA) and wider operational assets.

iTrackPPE said that the partnership will introduce Zebra RFID and QR technology across the service in South Yorkshire.

The system is intended to support SYFRS’s move from personal issue PPE to a pooled stock model.

It is also expected to increase the availability of clean PPE, improve access to compliant kit and provide real time visibility across the organisation.

The programme includes the creation of British Standards-aligned PPE passports, full lifecycle traceability and compliance monitoring.

SYFRS will also onboard BA and other operational equipment through the same digital platform.

Service and supplier set out programme aims

Deputy Chief Fire Officer Andy Strelczenie, Strategic Sponsor, said: “Firefighter safety is central to every decision we make and strengthening how we manage PPE contaminants is an important part of that.

The contract will run for three years and covers firefighter PPE, BA and additional operational equipment across SYFRS.

MES-New Mexico becomes Rosenbauer dealer for apparatus sales and service

Rosenbauer America has appointed MES-New Mexico as its authorised dealer for apparatus sales and service in the State of New Mexico.

Rosenbauer America announced that MES-New Mexico will operate from a full service facility in Las Cruces, New Mexico, with in house and mobile service capabilities for fire departments across the state.

The appointment follows a transition in dealer representation in the region, which was previously managed by Artesia.

Rosenbauer America also welcomed Shannon Cherry, Apparatus Sales Manager, MES New Mexico, and the service team to its dealer network.

Service support for fire departments statewide

Putting PPE into practice: LION EMEA maps 2026 priorities

Anne-Lise Artaud, Marketing Manager for the European, Middle East, Asia and Pacific regions at LION, outlines the company’s 2026 plans across training environments, PPE development, lifecycle support and INTERSCHUTZ

Fire and rescue organisations face increasing pressure to modernise equipment and training while keeping crews protected, compliant and available for response.

Decisions around PPE, training systems and maintenance are now closely linked, particularly as services respond to changing risk profiles and greater scrutiny of firefighter exposure during operations and training.

LION EMEA works across training solutions, EN-certified PPE and lifecycle support through its TotalCare services.

As the company prepares for 2026 and the return of INTERSCHUTZ, it is aligning new product launches with a more connected, operational approach.

IFSJ Editor Iain Hoey spoke with Anne-Lise Artaud, Marketing Manager at LION EMEA, about how the company is preparing for the year ahead.

LION works across training, PPE and service support.

How do these areas connect in practice?

If you only work in one area, you tend to stay within that box.

People often look at turnout gear on its own or training solutions on their own, and those perspectives are not always aligned.

Training is sometimes treated as secondary, even though it has a direct impact on safety, performance and long-term health.

When fire services buy turnout gear, the focus is usually on protection, durability and keeping firefighters safe over time.

With training solutions, the focus is more on preparedness, efficiency and improving decision-making.

These priorities are related but they are not the same, and they are often handled by different people within an organisation.

With our 3-pillar approach (Training Solutions, Protective Equipment (PPE), TotalCare service), LION proposed solutions across all three areas: training, PPE and service support, we can step back and look at the full firefighter journey.

We see how decisions in one area affect another and how equipment, training environments and maintenance interact over time.

That broader view helps us understand what customers want, why they want it and how different choices connect.

A clear example is the link between training environments and PPE.

In some training centres, firefighters may be exposed to high heat more frequently than during real incidents, depending on the types of interventions they attend.

Because we work closely with both training facilities and PPE, we see those patterns more often and understand how they affect equipment performance and firefighter safety over time.

Bringing these areas together helps ensure training, PPE and service support are connected in a practical, operational way.

What are LION EMEA’s main priorities and activities for 2026?

2026 is a very important year for us, particularly with the return of INTERSCHUTZ.

After the disruption of recent years, being back at the event is significant.

It is an opportunity to show where we are as a company, how the portfolio has evolved and what we are focusing on going forward.

Beyond INTERSCHUTZ itself, several priorities are shaping our plans.

One is health and safety for firefighters, trainers and trainees.

The challenge is balancing realistic training with protecting health over the short term and across an entire career.

On the training side, we are focusing on healthier ways to train, reducing unnecessary exposure while maintaining realism.

That means looking closely at wood burning, gas consumption and how training environments are designed and operated.

Another priority is PPE.

We are re-entering the European market with our own EN-certified turnout gear.

This is something we have been working towards for some time, and we are now at the point where the gear is in stock and customers are actively testing it through pilot programmes.

For the LION Group globally, this completes an important part of the overall portfolio.

2026 is about increasing momentum, getting the gear in front of more fire services and continuing development in close collaboration with firefighters and first responders.

TotalCare support activities are last but not least.

In Europe, we decided to deliver through qualified and recognized partners new services like PPE cleaning or training solution rentals.

 When we supply turnout gear, we want to ensure access to proper care, inspection and long-term support.

Across training solutions, PPE and TotalCare, the focus for 2026 is clarity and visibility, showing how these elements form a connected approach that supports health, safety and operational needs.

What training solutions is LION developing for the coming year?

There are a couple of strands to what we are working on.

One sits in the digital space.

We are working seriously on virtual and augmented reality-based training solutions.

Development is still ongoing, so it is too early to share specifics, but the intention is to bring something genuinely new to the market rather than small updates to existing tools.

INTERSCHUTZ would be a natural point to continue that conversation and demonstrate where this work is heading.

Alongside that, there is a strong focus on training around the equipment customers already have.

We see a real need for more structured guidance on how to use training equipment, training centres and PPE as effectively as possible.

This includes practical advice on operating smoke generators, getting the best performance from training facilities and using equipment in ways that support consistent, high-quality training outcomes.

How is LION approaching PPE development?

We have redesigned a dedicated PPE range called ENgage®.

It includes three structural firefighting models, the LION® ENgage® Ultra™ Edition,  the LION® ENgage® Select™ and LION® ENgage® Classic™, plus one wildland model.

Together, they cover a range of operational needs within a single PPE family.

In developing ENgage®, we drew heavily on the experience of our US team, particularly their knowledge of NFPA requirements and PPE design.

That input helped inform decisions around fabrics, construction and performance.

We also applied what we have learned about the expectations of European fire services and worked with high-quality suppliers to ensure all components work effectively together through testing and iteration.

One area where we have taken a different approach is availability.

ENgage® is a stock line, so it is available immediately rather than being fully custom-built from the outset.

This shortens lead times and allows fire services to access certified PPE quickly, whether to fill an unexpected gap or to trial equipment before making longer-term decisions.

Producing a stock range also allows efficiencies that support affordability while maintaining quality and certification standards.

How would you explain the scope of LION’s TotalCare offering?

TotalCare is a broad offering, and one of our priorities this year is to explain it more clearly, because it covers several distinct but connected areas.

It exists to support fire and rescue organisations beyond the initial purchase, ensuring equipment remains effective, compliant and usable over time.

At LION EMEA, TotalCare is structured around several elements.

One focuses on PPE lifecycle management, covering inspection, cleaning, repair and replacement.

In Europe, this is delivered through specialist partners using advanced cleaning and repair processes.

The emphasis is on extending the life of PPE while maintaining performance and compliance.

Another element is maintenance and service support for training solutions, from individual smoke generators through to complete training centres.

Like any technical system, these assets require regular servicing and upkeep to remain reliable.

There is also a training component, which is not about teaching people how to become firefighters.

It focuses on helping firefighters, trainers and instructors use PPE, training systems and facilities effectively.

Fire behaviour and training environments vary, and our role is to support the technical side and help customers optimise how they use the equipment they already have.

A further element relates to acquisition and financing models.

In some cases, buying specialist equipment outright does not make sense.

TotalCare includes options such as rental and leasing, allowing access to equipment when needed without long-term ownership, maintenance and storage costs.

This flexibility reflects how training needs and operational risks continue to change.

Last elements of TotalCare is when fire and rescue services plan the creation of a training centre, LION provides consultancy as part of TotalCare to support informed decision-making.

This includes needs assessment, site and layout studies, selection of appropriate training systems, safety and compliance guidance, and long-term operational planning.

The objective is to help organizations develop training facilities that are effective, safe, and sustainable over time.

What role do major events like INTERSCHUTZ play for LION EMEA?

INTERSCHUTZ is about visibility and reconnection.

After such a long gap, it is an opportunity to clearly restate who we are, what we do and how the different parts of our portfolio connect.

It is also about relationships.

The event allows face-to-face conversations with partners and customers that are difficult to replicate online.

This year, our intention is to be very present, both inside and outside the exhibition space.

INTERSCHUTZ gives us the right platform to bring training solutions, PPE and services together in one place and demonstrate how they connect.

Looking ahead, how do you see LION EMEA’s role as risks and expectations change?

At its core, LION’s role is to support first responders.

We contribute by providing the tools, knowledge and support that help fire and rescue services adapt to new ways of working and respond to changing risks.

Our role is to help facilitate change, whether that means supporting research and innovation or making it easier for fire services to adopt new approaches in practice.

We are not doing that alone, but we do see it as our responsibility to contribute and to support that direction.

Ultimately, everything we do is intended to support firefighters in their daily work, reduce unnecessary complexity and help them feel prepared and confident in increasingly demanding environments.

That purpose has been part of the company since it began more than a century ago, and it continues to define our role going forward.

Aberdeen safety hub opens as Arco expands training and offshore kit drops

Arco has opened a specialist centre in Aberdeen to support oil, gas and renewables sector companies working across onshore and offshore operations.

The£500,000 site is intended to help companies minimise risk and maximise productivity across demanding working environments.

The 13,700 sq ft centre is based near Aberdeen airport.

It offers safety training, face fit testing, respiratory servicing and product decoration services.

The centre also provides offshore kit drops, with orders placed before 3pm delivered the same day.

Each week, up to 100 kit bags are dispatched from the Aberdeen centre to the North Sea and beyond.

Energy and export focus

The launch follows Arco’s November announcement of a 37 per cent rise in pre-exception EBITDA to £11.4 million over the past year.

Alex Richards, Arco’s Energy and Export Director, said: “We’ve been keeping customers in Aberdeen safe for nearly 40 years, and this new centre signifies more than just a move to a new site.

“Our £500,000 centre enables access to Arco’s more than 140 years’ safety experience through best-in-class training, respiratory servicing, face fit testing, and same-day offshore kit drops.

“We supply highly certified PPE selected specifically to combat hazards faced offshore, onshore and across complex industrial environments.

“Our people are energy sector specialists, with deep understanding of industry regulations, working conditions and operational challenges.

“That knowledge allows us to provide informed guidance, the right solutions first time, and a level of service customers can rely on.

“By keeping people at the centre, and offering products dedicated to the energy industry, we’ve built long-standing partnerships that help protect workers, reduce risk and maximise productivity across Aberdeen’s energy community.”

The company said it is supporting workers across the globe from the Aberdeen centre, including Africa and the Middle East.

Maintaining seal performance: MEIKO UK tackles BA contamination

MEIKO UK Managing Director Paul Anderson explains automated BA mask decontamination, focusing on repeatability, operator exposure and workshop workflows for respiratory kit teams

Firefighters rely on breathing apparatus masks and personal protective equipment that must perform consistently in hostile environments.

During incidents and training, this equipment is exposed to soot, fine particulates and biological contaminants that can remain embedded if cleaning is poorly controlled.

For BA masks and regulators, residue can affect the seal, compromise performance or expose the next wearer to harmful substances.

Amid growing awareness of occupational health risks and cancer exposure, many fire and rescue services have moved away from manual, sink-based cleaning towards automated, repeatable processes in dedicated workshops.

MEIKO UK Managing Director Paul Anderson sat down with IFSJ Editor Iain Hoey to explain how the company’s TopClean washer-disinfector systems work, the problems they are designed to solve and how controlled cleaning processes are reshaping BA mask and PPE hygiene in the fire service.

What risks do fire services face when BA masks and PPE are not cleaned using a controlled and repeatable process?

Over recent years, fire services have placed much greater emphasis on firefighter health.

It is now widely recognised that fires expose equipment to carcinogens that can adhere to clothing and breathing apparatus masks and then be inhaled by the next wearer.

In some cases, the person cleaning the equipment may also be exposed.

Protecting firefighters therefore has to be central to how PPE is managed.

Traditionally, many services relied on a three-sink method, where equipment is dipped sequentially through separate sinks.

That approach leaves significant room for variation, relies heavily on individual practice and typically involves large volumes of chemicals, leading to inconsistent results.

With an automated process, cleaning is built around defined parameters such as time, temperature, mechanical action and chemistry.

When those elements are balanced correctly, the result is a controlled and repeatable method of cleaning every time, reducing water and chemical use while providing a consistent outcome for BA masks and other PPE.

From a technical perspective, what makes BA masks and regulators more challenging to clean than general PPE?

Cleaning PPE is very different from cleaning items like glassware or plates.

PPE goes straight back onto the human body and sits in close contact with the skin, so there has to be confidence that contaminants are fully removed.

With BA masks, cleaning the outside alone is not enough.

The inside of the mask also has to be cleaned thoroughly.

After a fire, particulates drawn into the mask can remain detectable by smell and those residues can carry bacteria and other contaminants that should not be inhaled.

The process therefore has to address both internal and external surfaces using appropriate temperatures and, where required, specific levels of disinfection.

This approach is well established in healthcare settings, where defined contact times during the final rinse are used alongside temperature and chemistry to remove viruses.

The aim is to clean a mask to a standard where it can be safely worn by one firefighter and then issued to another immediately afterwards.

Other items such as helmets, gloves and boots present fewer challenges because they are not part of the breathing system.

Masks are more demanding, and regulators and breathing components must also be protected during cleaning.

This is achieved using controlled air connections that prevent water from entering sensitive areas, allowing a fully automated process that protects the equipment while delivering a high standard of hygiene.

How do washer-disinfectors improve consistency and limit exposure compared with manual cleaning?

The cleaning process is built around what is commonly referred to as Sinner’s circle, which brings together time, temperature, mechanical action and chemistry.

In manual cleaning, those elements are applied inconsistently and are heavily influenced by the individual carrying out the task.

With an automated system, all parameters are controlled.

In a manual sink-based process, half a litre to a litre of detergent per sink is common.

In an automated washer-disinfector, chemical use is typically around seven millilitres per litre of water, and even less during the final rinse.

That level of control directly affects exposure, energy use and resource consumption.

The system uses less chemical, less water and less energy overall, which means less contaminated water entering the drainage system and a more contained process for the operator.

Throughput is also significantly higher.

Up to 40 BA masks can be cleaned per hour, with larger systems such as the TopClean D increasing capacity further, while cleaning performance remains consistent internally and externally and is supported by validated process data.

Why pressurise regulators during cleaning and what practical benefits does it deliver?

The TopClean M is designed to clean both the inside and outside of the BA mask while allowing regulators to be cleaned as part of the same process.

A regulator controls the flow of air from the cylinder to the wearer and certain internal areas cannot be exposed directly to water.

To address this, the system uses a low-pressure compressed air connection during the wash cycle.

This maintains internal air pressure within the regulator, preventing water from entering sensitive components.

The regulator is cleaned externally while its internal parts remain protected, delivering effective cleaning alongside protection of critical breathing components within a single controlled process.

How do clamping and racking features reduce cross-contamination inside larger systems?

The TopClean D is a larger system that many fire services now use as a single solution where space is limited.

It can clean masks, cylinders, backpacks, complete apparatus, gloves, boots and helmets within one controlled cycle.

It operates quickly while using less water and fewer chemicals and can incorporate heat recovery so energy from the process is reused to preheat incoming water.

Cross-contamination is prevented through controlled separation within the machine, with contaminants removed through filtration and discharged safely so items are not re-exposed during the cycle.

How are cycles and detergents set to remove contaminants without damaging seals, visors or valves?

Cleaning programmes are developed within the temperature ranges and parameters approved by mask and equipment manufacturers, supported by the relevant certifications.

Materials such as silicone and rubber need careful handling, as prolonged exposure to excessive heat can lead to gradual degradation and shorten service life.

To avoid that, temperatures, detergents and cycle times are matched to the materials being cleaned and checked in partnership with manufacturers.

This ensures contaminants are removed effectively while the integrity of seals, visors and valves is maintained.

What changes when services adopt automated cleaning and how might hygiene expectations evolve?

Moving from a manual process such as a three-sink system to an automated one is a significant change.

Initial reactions are often positive, as teams no longer need to clean equipment by hand, but structured training remains essential.

Teams are taken through the process from start to finish, supported by clear visual guidance displayed in the workshop.

The operation itself is kept simple, with most machines running on three main cycles: short, medium and long.

Heavily contaminated equipment requires a longer cycle, while routine post-training cleaning can be completed more quickly.

Training covers how to run the machine and how to maintain it, with elements such as colour-coding used to identify parts handled and cleaned daily.

Looking ahead, how do you see expectations around PPE and BA hygiene evolving?

Over the last two to three years, expectations around PPE hygiene have shifted quickly, influenced in part by developments in the United States, where contamination and cancer exposure among firefighters have been more openly discussed.

Cost will always shape decision-making.

Services still have to balance capital investment with ongoing spend on water, power and chemicals.

Systems that reduce resource use while delivering reliable decontamination allow services to improve protection for crews while making realistic choices about where money is spent over the life of the equipment.

Xenon to the Rescue: How Ballyclare designed kit for everyday calls

Firefighters must have full structural kit to protect them when facing high intensity fires in a building or enclosed space, but this level of protection isn’t needed for every call out.

Solo Rescue and DeconWashers

Fire-Dex appoints Maged Baskhron to operations leadership

Fire-Dex has appointed Maged Baskhron as Vice President of Operations.

Baskhron will align operational and strategic goals, strengthen cross-functional processes and support teams across the organisation.

His remit includes prioritising associate well-being, product quality and day-to-day execution to support the company’s focus on protecting manufacturing teams and frontline crews.

“Fire-Dex is mission-driven in a way you can feel on the factory floor and in the field,” Baskhron said.

“I’m eager to help our teams do their best work – build it right, deliver it right, and keep safety as the starting point.”

Role scope and leadership transition details

Fire-Dex outlined that Baskhron will support long-term execution while maintaining its people-first culture and operational values.

His background includes global manufacturing experience and previous roles as Project Manager and Industrial Engineer and Training Manager, working closely across the business under current Vice President of Operations John Karban.

The appointment forms part of a wider executive transition previously announced by the company.

Lauren Burke DeVere is due to assume the role of CEO in early 2026, partnering with current CEO Steve Allison ahead of his planned retirement in early 2027.

Karban will move into the role of President.

Could you introduce yourself, your role and how MSA Safety’s work connects with the core themes of A+A Düsseldorf?

I’m Anthony Bafile, Global Senior Product Line Manager for MSA Safety portable detection devices.

I’ve been managing the portables line at MSA for 8 years.

I’ve spent my entire career in Product Development and Management in gas detection and prior to MSA, on sleep and respiratory medical devices.

We’re a mission driven company focused on helping to keep people safe at work.

What technologies or product lines will MSA Safety be showcasing at A+A?

Our newest portable detection device, the ALTAIR io™ 6 Multigas Detector, will be making its European debut at the show.

As the newest addition to the MSA Connected Work Platform, this six-gas detector is ideal for confined space monitoring and sampling applications.

It will be MSA’s first cellular-connected gas detector featuring an integrated pump; features MSA’s XCell® sensors; has a large, highly visible screen; a removable, rechargeable external battery; and is small enough for handheld use or to wear.

Along with the ALTAIR io 6, we’ll be featuring our Connected Work Platform, which includes the ALTAIR io™ 4 Wearable Gas Detector and the MSA Grid software.

Additionally, we will be featuring our industry-leading head protection solutions, including the V-Gard line of hard hats and helmets; our fall protection solutions, including the V-SERIES® line of harnesses, and our M1 industrial SCBA respiratory protection portfolio.

How does the ALTAIR io 6 fit into the Connected Work Platform?

It joins the ALTAIR io 4 on the Connected Work Platform.

While the ALTAIR io 4 is primarily used as a personal, continuous monitoring device, the ALTAIR io 6 is primarily designed for sampling confined spaces on job sites and detecting leaks and spills, supporting emergency responses, and is even small enough to wear as a personal monitor.

The devices share similar technologies, with both detectors having the same user interface and using MSA Grid software.

This makes it easy for safety managers to integrate both devices and connect them into their fleet of gas monitors.

When combined, this can create a powerful Connected Work experience to enhance safety management on worksites.

MSA Grid provides information about device location and alerts in real-time, while also providing immediate access to data from a single device or fleet of devices.

The devices are complementary, so you don’t need to have an ALTAIR io 4 to have an ALTAIR io 6 and vice versa.

How does MSA Safety define the concept of connected PPE and what benefits does it bring to users in the field?

We look at connected PPE as solutions that can be relied on to provide data and insights to help improve worker and worksite safety.

This can include facilitating adequate maintenance programs, keeping inspections and records up-to-date, and identifying issues before they pose a risk to workplace safety.

For workers in the field, it can be about having the ability to take action when seconds count.

With connected devices, like wearable gas detectors, for a worker to be able to alert a crew on a worksite, or alert a safety supervisor onsite or offsite, to a potential danger within seconds, that’s a huge benefit.

We see it as a way to empower organizations to leverage connected technology to help keep their workers and worksites safe.

What technical or operational challenges does MSA Safety hear about when embedding connectivity within protective equipment and safety programs?

We’re happy to see that in today’s market, more and more companies are leveraging data to drive safety and operational decisions.

But, there are those still trying to figure out how to implement and make a connected safety program work for them.

That’s why we believe it’s important to meet customers where they are, whether it’s introducing a few connected devices and showing how the data can be impactful for their worksite or bringing in an entire fleet of connected devices and start generating reports from day one.

Otherwise, we hear a lot about the difficulty of accessing data easily in real time, especially with pumped gas detection.

That is why the ALTAIR io 6 will hold a unique place in the detection market.

By being a robust gas detector and having an integrated pump, and automatic cellular connectivity and integration with MSA Grid software all in one handheld device, it can ultimately help to address the real-time data challenge customers are facing.

How does MSA Safety balance the complexity of connected features with the need for reliability and ease of use in demanding environments?

We see connectivity as transforming hardware from traditional PPE to a technology-based, future-forward safety solution.

For connected devices to have the impact and to provide the protection workers are expecting, the network is an important component to the device.

The most advanced wearables feature built-in cellular connectivity and deploy right out of the box in seconds, which is what happens with the ALTAIR io 4 and will happen with the ALTAIR io 6.

There is no waiting, and no IT required, making for a better ease of use experience.

For years, we’ve taken pride in setting the standard for ruggedness and durability with our portable detectors.

These devices can go into some of the harshest environments, and that’s why our engineers test our instruments to the extremes.

From cold environments, hot environments, humidity, dropping from heights, tumble tests, spraying and splashing, they go through all the rigorous tests that every MSA portable gas detector goes through.

Which sectors are driving the strongest demand for connected PPE and how is MSA Safety adapting to those specific needs?

The strongest demand is coming across the construction, manufacturing, oil and gas, and utilities markets, but we are seeing an increase in demand within the fire service.

Regardless of the industry, we know the demand is there for connected solutions, especially for devices that help with accountability and are easy to service.

MSA devices utilise MSA ID tags for digital device assignment, and using these help safety managers, operations managers or incident commanders know who is using what devices, and where they are located.

The ALTAIR io 4 users have been using ID tags for the past few years, and now with the same ability coming with the ALTAIR io 6 and their ability to automatically upload data to the Grid in real time, getting readings from a pumped detector in real-time will help with visibility and accountability.

Plus, a feature that customers like is being able to see what detectors need maintenance.

From an overdue bump test to sensor replacements, being able to identify maintenance issues in real time can help keep crews working with proper equipment which is great for safety and productivity.

Is MSA Safety applying data analytics, AI or cloud-based systems to improve incident insight and predictive safety outcomes?

We are exploring ways to continue to enhance our safety solutions and thoughtfully looking at how AI can make a positive impact on worker safety.

We’re exploring ways to run AI programs to analyse the data in MSA Grid and provide more information on safety habits and behaviours, to help safety managers understand how devices are being used or develop training protocols.

Balancing safety and comfort

Designing firefighter PPE is complex and highly specialised.

This flexibility allows customers to choose from a wide-range of fabric combinations to suit all needs and budgets.

Whilst some FRSs prefer to invest in the premium options, others find that different solutions are equally effective or better suited to their needs.

Ultimately, safety and protection are never compromised.

Every garment undergoes rigorous testing and certification to meet or exceed the relevant industry standards.

Collaborating with customers and trialling kit is key to creating highly protective garments that fit the bill, whether that’s selecting a moisture barrier or determining the placement and size of pockets and loops to suit a crew’s existing equipment.

As a result, our product ranges are constantly evolving in response to feedback from firefighters.

Case study: All Wales Fire & Rescue Services 

In 2019 following a competitive tender, the All Wales Fire and Rescue Services (FRS) procurement group, representing South Wales FRS, Mid and West Wales FRS and North Wales FRS, appointed Ballyclare to provide its Xenon structural PPE for the nation’s 3,000 firefighters.

Tony Jackson, Group Manager on the Operational Appliances & Equipment Team at South Wales FRS, reflects on the rigorous selection process and the successful delivery of this contract, from sizing and roll-out to ongoing care and maintenance:

“Although we have separate budgets and financing, the three fire and rescue services in Wales frequently procure firefighting equipment together, so that we can benefit from shared resources and economies of scale.

“In 2019, we were looking to replace our structural firefighting kit, so published an All Wales tender outlining the industry standards to be met and our agreed specifications.

“In general, there were four key elements we were looking for. The first was breathability.

“We needed the kit to be significantly more lightweight and breathable so that it would be more comfortable to wear on hot days.

“Our existing kit was hot, heavy and cumbersome.

“Our next requirement was durability.

“We wanted kit that was tough, long-lasting and resistant to wear and tear, particularly in susceptible areas such as the elbows, knees and shoulders.

“We find shoulders are a typical point of abrasion due to the fit of our self-contained breathing apparatus (SCBA), and also when operating firefighting jets or hose reels.

“Another important consideration was visibility.

“A high vis element was needed to help   keep our crews seen and safe.

“Finally, we were keen to offer a wide range of sizes to ensure all our firefighters had comfortable kit that fitted them properly.

“As part of the tender process, we undertook wearer trials with a team of volunteers from all three FRSs.

“The volunteers wore sample kits for a series of typical firefighting activities including hose running, crawling, wearing SCBA sets and climbing ladders.

“We then used a scoring matrix to gather feedback on specific points such as comfort, flexibility and suitability for the task.

“Wearer feedback is crucial to our tender processes.

“We want our firefighters to feel supported and involved in the decision making process, particularly for kit they will be wearing almost every day.

“Based on the tender submission and the trials, Ballyclare kit came out as the clear front-runner.

“The final decision was based on a combination of performance, comfort, cost and customer service.

“The Xenon structural kit meets all our requirements. It’s lightweight and comfortable to wear, it’s our firefighters’ ‘go to’ kit.

“Even on warmer days working on incidents not involving fire, they tend to wear it rather than our current technical rescue kit.

“It has reinforced elbows, knees and shoulder panels designed to resist wear and tear, and has highly effective high vis reflective and photoluminescent tape for visibility.

“It’s almost eerie on a dark night to see the fighters glowing as they move around the fire ground!

“Ballyclare provided us with a wide range of sizes for both male and female firefighters and came to the stations to undertake a sizing programme to ensure everyone got the right fit.

“At SWFRS, we decided to purchase two sets of personal issue kit for each firefighter, whereas colleagues at MAWWFRS and NWFRS opted for a pool system for their kit.

“Roll-out was tricky as the country was hit with the first wave of COVID.

“We agreed to pause for six months to let the situation settle before delivery got underway.

“Ballyclare handled the entire process efficiently and without incident despite the challenging circumstances.

“All crews switched to the new kit on the same day, which worked well and presented us as a unified team.

“We also opted for Ballyclare’s ongoing care and maintenance service, which is fulfilled by a professional laundry company and works well.

“We have weekly collections of used kit, which is cleaned, dried, inspected, repaired if necessary, and returned within seven days.

“Over the years, our experience with Ballyclare has been very good and we have an excellent working relationship with our account manager, Lee Porter.

“We continue to work closely together to fine tune our processes and procedures.

“Above all, our firefighters are really pleased with the kit.

“They find it comfortable and easy to work in, and they trust it to keep them safe.”
