A further 34% view it as a moral or ethical duty, while 21% mainly see it as supporting and enabling business operations.

More than a quarter of decision-makers, 26%, believe fire safety is not taken as seriously as it should be within their organisation.

Among those respondents, 51% cited complacency that a fire is unlikely to happen, while 44% cited other strategic priorities.

Budget constraints were cited by 38%, 36% said fire safety is seen as compliance rather than business strategy and 31% referred to a lack of organisational sponsorship.

The report also found that 26% cited the absence of fire safety from anyone’s official role, while 21% selected none of the listed reasons.

Responsible Persons want reassurance

The report uses the term Responsible Person as a collective shorthand for persons with legal fire safety responsibility across UK jurisdictions.

It notes that England and Wales use Responsible Person, Scotland uses Duty Holder and Northern Ireland uses Appropriate Person.

These terms are not identical, because each jurisdiction has its own legal wording and duties.

In workplaces, the Responsible Person is generally the employer of those working in the premises.

In premises that are not workplaces, the person with control of the premises is usually responsible.

Where no one has control of the premises, the owner is almost always the Responsible Person.

NSI and BAFE say those who identify as Responsible Persons experience fire safety more personally than wider decision-makers.

Among this group, 45% view fire safety primarily as a moral or ethical duty, compared with 40% who view it mainly as a compliance requirement.

Responsible Persons are also more likely to place importance on reassurance and peace of mind when choosing a fire safety provider.

The report says this reflects the nature of the role, because those with legal duties must put appropriate measures in place and be able to show that their decisions were sound.

Confusion remains over legal duties

The research identifies uncertainty around the Responsible Person role and its boundaries.

A third of decision-makers express some level of doubt about the legal duties of the Responsible Person.

The report also found that 38% changed their answer about who the Responsible Person was after legal definitions were explained.

A further 66% selected responsibilities that do not formally sit within the role.

Among respondents who identify themselves as Responsible Persons, 15% are not fully confident in their responsibilities.

The research found that 69% said proof of competence was essential.

The report also found that 94% of organisations ranked proof of competence as more important than cost.

Less than a third, 31%, placed pricing among their top three considerations.

Cost still matters in procurement, but the research challenges the view that buyers are primarily price-led.

NSI and BAFE say buyers are looking for providers that give them the greatest confidence, because fire safety decisions are more likely to be questioned and reviewed.

This means provider selection now needs to be defensible as well as operationally suitable.

A buyer may need to explain why a provider was selected, what evidence of competence was available and how that decision would stand up if challenged after an incident or inspection.

Using the Trust Equation developed by David Maister, Charles H. Green and Robert M. Galford, NSI and BAFE frame trust as a combination of credibility, reliability and personal reassurance, divided by self-interest.

In practical terms, buyers trust providers more when they appear credible, dependable and independently checked.

The research found that 79% of buyers rank certification and independent auditing among the strongest signals of trust.

Brand reputation was selected by 66%, testimonials by 33% and recommendations by 23%.

NSI and BAFE say this indicates that trust is shifting away from informal relationships and towards evidence that can be reviewed.

Providers relying only on reputation, personal relationships or online comments may find those signals carry less weight as buyers face greater scrutiny.

Although 84% of respondents say they use a certified provider, closer analysis found that 73% either do not know who certifies their supplier, are unsure whether their supplier is certified or use a supplier that is not independently certified.

This means competence may be assumed rather than checked.

Open-text responses showed that some organisations assess competence through online reviews, informal trust-building, gradual increases in responsibility or internal checks by non-specialists.

NSI and BAFE say this creates risk for competent and certified providers, because they may be assessed alongside unverified competitors on the basis of familiarity or informal signals.

Dr Bourbonnais said: “This work isn’t just about emergency response.

“One of the benefits of our sensor network – especially in partnership with BC Wildfire Service and the Kelowna Fire Department – is supporting prescribed burns.

“That’s where resilience begins.

“Cameras and tech alone don’t reduce risk unless we’re actively using them to manage the landscape and prevent disasters before they start.”

UBC Okanagan confirmed that the team is also collaborating with BC Wildfire Service and the provincial government to develop a wildfire camera network.

The university stated that the initiative has received $200,000 in public investment and will use artificial intelligence to identify smoke and flames.

Fire detection systems tested on campus

UBC Okanagan has described its own campus as a “living lab” for wildfire hazard detection systems.

Civil engineering professor Dr Qian Chen is leading a research project titled Smart Fire Detection Systems, which is using thermal sensors and predictive algorithms to test wildfire monitoring tools.

UBC Okanagan explained that this project uses the campus as a site for real-world testing, allowing staff to evaluate system performance under live conditions.

The project is designed to support facility managers, emergency services and infrastructure providers by integrating real-time data into a decision-support dashboard.

Dr Chen said: “This is where research leaves the lab and makes a real difference.

“The tools we’re developing here could eventually protect schools, hospitals, even entire neighbourhoods.”

According to the university, the system could be applied across a range of buildings in wildfire-prone regions.

Students gain experience through fieldwork and development

UBC Okanagan reported that undergraduate students are directly contributing to wildfire projects through research placements and technical roles.

Computer science student Shreya Saxena was involved in building the interface for Dr Bourbonnais’s wildfire risk dashboard.

The dashboard is intended to help translate environmental data into formats usable by frontline personnel.

UBC Okanagan explained that students working on the project gain exposure to real-world data analysis, user design and digital monitoring tools.

The university added that students participate in other tasks including field sampling and software development.

Saxena said: “Our goal was to make sure the right people have the right information at the right time.”

Emergency services report training gaps in Procurement Act rollout

Half of senior procurement professionals in the UK’s emergency services have said they lack sufficient training and resources to support the implementation of the Procurement Act.

The findings are based on a survey commissioned by Commercial Services Group, a public sector procurement provider, following the Act’s introduction in February 2025.

The group said the survey reflects a mix of support and concern across Blue Light services, as respondents welcome the Act’s aims but warn that without leadership, guidance and investment, its potential will not be realised.

According to Commercial Services Group, 50% of Blue Light participants identified capability gaps as a barrier to delivery.

It said financial constraints were also seen as an obstacle by 45.5% of respondents.

Limited capacity and regulation flagged as barriers

Commercial Services Group reported that over a third (34.1%) of emergency sector procurement leaders warned that low resource capacity may limit inter-agency collaboration.

The survey also found that 36.4% of respondents believe regulatory compliance challenges could undermine implementation efforts.

The group said these challenges may restrict the ability of emergency services to meet one of the Act’s main aims, which is to support economic development.

It added that just 15.6% of participants believe the Act will significantly improve procurement practices, with only 4.5% expecting improvements in workforce wellbeing.

Sector leaders call for stronger support measures

Tarryn Kerr, Managing Director of Procurement Services at Commercial Services Group, said: “Our Blue Light services are under substantial pressure.

“Demand is unprecedented and these vital teams are overwhelmed as they navigate this alongside regulatory changes and limited resources.

“The Procurement Act can aid positive change in our emergency services but must provide organisations the necessary support to do so.”

She added: “This should not be treated as a tick-box exercise. It’s crucial that we deliver stronger guidance and visible leadership from the top to unlock long-term value for public services and vastly improve outcomes for those on the frontline.”

Public sector confidence varies across services

Beyond the emergency services, Commercial Services Group said the wider public sector shows cautious optimism.

It reported that 84% of total respondents are confident in delivering on National Procurement Policy Statement (NPPS) priorities.

Three-quarters (76%) of participants see the Procurement Act as a route to change, rather than simply a regulatory requirement.

However, confidence levels differ by sector.

The survey found that local authorities report high levels of preparedness, but the healthcare sector shows lower levels of confidence, indicating variation across public service readiness.

Tools and frameworks identified as enablers

Tarryn Kerr said: “To turn ambition into action, organisations need practical tools like easy-to-use frameworks, such as those provided by Procurement Services, that enable compliant procurement and unlock the full benefits the Act has been introduced to deliver.

“Organisations using frameworks can save time and money by removing the need to run a full competitive tender process.”

Commercial Services Group said its frameworks are already used by more than 22,000 organisations and thousands of schools across the UK.

It added that the organisation is publicly owned and reinvests its revenue into the communities it supports.

The company said its procurement service is part of a broader offering that includes HR, SEND support, legal advice, recruitment and energy management.
