ZIEGLER delivers six new HLF vehicles to Göttingen

ZIEGLER has delivered six new HLF 20 firefighting vehicles to the Göttingen Professional and Volunteer Fire Departments.

According to the announcement, by procuring these identical firefighting vehicles, the city of Göttingen is sending a clear signal of its commitment to the ongoing modernization of its firefighting equipment.

An expanded emergency fleet

The new vehicles will form an important part of the emergency fleet in the future and are designed for a
variety of operational scenarios.

Whether for firefighting or technical rescue – the new ZIEGLER HLF 20 combines powerful firefighting technology with comprehensive equipment tailored precisely for this purpose.

The HLF 20 are built on a MAN TGM 13.320 4×4 BL chassis with 235 kW (320 HP) engine power and a
wheelbase of 3,950 mm.

The superstructure is based on the latest-generation of ALPAS and is controlled
via the Z-Control operating concept.

The crew is accommodated in the ZIEGLER Z-Cab with a group crew (1+7), which is easily accessible via
a three-step entry system.

The built-in ZIEGLER FPN Z-Pump 10-2000-1H is complemented by a water tank with a capacity of 1,600 liters. In addition, a 120-liter foam tank is available.

This ensures that the vehicles are ideally equipped for both conventional firefighting operations and other operations involving foam.

Numerous practical solutions have also been integrated for day-to-day operations – including a swivel
wall in the equipment compartment, a PUSH hygiene board, a roof box, an Action Tower and a 230-volt
cable reel with 40 meters of cable.

Digital components also play a role: The Z-Connect digital operational management system allows for the efficient management of vehicle and incident data.

Gore welcomes Jonas Andersson to its UK fire team

UK fire team expansion for Gore

Gore has revealed that Jonas Andersson will be taking responsibility for its UK sales in the fire market, replacing Oli Wilson who is moving on after six years with the company.

Jonas is based in Yorkshire and has been with Gore in the UK for 22 years.

In that time, he has worked with manufacturing partners and end users across the UK and Europe in the defence and industrial workwear sectors.

Supporting the development and provision of high-performance protective garments designed to protect in high hazard working environments. 

According to the announcement, he will bring a ‘head to toe’ approach to firefighter protection in the UK with a portfolio of GORE-TEX Products designed to deliver high performance protection in structural and rescue gear, as well as footwear and gloves.

GORE-TEX Moisture Barriers protect many of the UK’s firefighters and Jonas will continue to work with fire and rescue services and garment manufacturers to provide the highest standard service across the sector.

C-TEC launches FastConvert zone converter for system upgrades

C-TEC FastConvert is built for retrofit upgrades

C-TEC has launched FastConvert, a four to eight-way conventional to addressable zone converter designed to upgrade multi-zone conventional fire systems to an addressable CAST system using existing wiring.

The manufacturer said the new product is fully compatible with its XFP and ZFP CAST fire systems and its CAST-PRO combined fire detection and alarm devices.

FastConvert is intended to support faster upgrades from conventional systems to addressable systems without replacing pre-existing zone wiring.

C-TEC said the product is designed to maintain zone circuit integrity without extending it into a loop or fitting end of line devices.

The company said this could reduce upgrade costs for fire alarm installers and sites.

C-TEC sets out target applications and webinar date

According to C-TEC, FastConvert is aimed at sites seeking to replace older conventional fire systems with addressable alternatives.

Andy Green, C-TEC’s Marketing Director said: “FastConvert is a clever innovation designed with the installer in mind.

“As fire detection and alarm technology has improved, more and more sites are looking to upgrade their old conventional systems to addressable, not just because the conventional devices are reaching end of life, but also because an addressable system can identify the precise location of a fire or fault, facilitate sophisticated cause and effects and reduce false alarms.

“We are definitely seeing this in schools, care homes and hotels where FastConvert is coming into its own as an ingenious retrofit upgrade solution which can utilise a conventional system’s existing zone wiring whilst maintaining compliance with BS 5839-1.”

Mitsubishi Electric technology powers Fire GO mobile fire trainer

Fire trainer controls mobile aircraft simulation

Fire GO GmbH has implemented Mitsubishi Electric industrial automation systems to manage a mobile aircraft fire trainer built for airport firefighter training.

The German manufacturer said the system was developed to create realistic training environments for airport crews and to support safer emergency response preparation at different airport locations.

Fire GO GmbH, based in Alsdorf, Germany, manufactures fire simulation systems for emergency services worldwide.

The company builds fireproof structures that simulate real aircraft fires through controlled gas systems that react to firefighting foam and water.

Jochen Schürgers, Managing Director of Fire GO, said: “Everything that can catch fire in reality and requires fire brigade intervention, we build from fireproof materials and allow it to burn realistically.”

“The system is computer-controlled, gas-powered, and it reacts to extinguishing agents just like a real fire.”

Its latest project uses ten 20-foot containers to form a full-scale aircraft replica with 28 fire simulation points covering scenarios including cockpit fires and engine blazes.

The aim was to create a mobile simulator that could be deployed quickly at different airports, as stationary systems did not offer the same flexibility for training programmes across multiple locations.

Mitsubishi Electric systems manage training scenarios

Working with Siebers Mechanical Engineering from Marsberg, Fire GO selected Mitsubishi Electric automation technology to control the simulator.

The MELSEC System-Q control system manages simulator functions across an A320/B737 aircraft layout with cockpit, passenger cabin and cargo hold environments.

It also manages gas flows, safety systems and fire behaviour settings during training scenarios.

Mitsubishi Electric’s GOT2000 Graphic Operation Terminal allows instructors to monitor sessions and adjust scenarios in real time, including flame intensity and wind direction.

The GENESIS data monitoring platform records activity during training, including response times and which techniques proved most effective.

Jörg Springsguth, Sales Engineer at Mitsubishi Electric Europe, said: “The reliability of our MELSEC System-Q platform, combined with the HMI GOT interface and the data collection, provides a robust foundation for training systems where consistent performance is essential.”

“When firefighters depend on their training to save lives, every component must function reliably.”

Mobile deployment supports airport-based firefighter training

Fire GO said the automation system has improved training capability by keeping fire simulations realistic and safe while allowing dangerous techniques to be practised without injury or equipment damage.

The mobile design means training can take place at operational airports, giving firefighters access to the aircraft types and layouts they may face in real incidents.

The 28 fire simulation points support scenarios including engine fires, landing gear incidents, cabin emergencies and fuel spills.

Data from training sessions can be used by instructors to identify where firefighters need more practice and to review which methods are most effective.

Schürgers said: “Regular preventive maintenance, a smooth supply of spare parts, and a reliable troubleshooting service keep our systems fully operational and ready for use.”

Fire GO also said the simulator model could be relevant to sites such as chemical production, energy facilities, transport infrastructure and logistics hubs where controlled, repeatable emergency training is required.

Consultation outlines exemption route for some fire door approvals in England and Wales

Exemption proposal covers fire door work

Fire door installation and maintenance work in England and Wales could be allowed to bypass formal approval from building control bodies under proposals from the Building Safety Regulator (BSR).

Inside Housing reported that the BSR has proposed a self-certification scheme for fire door work in both high-risk and lower-risk buildings.

The change would allow landlords to show that safety work complies with building regulations without going through the BSR gateway process.

The regulator said this would save “significant time and cost for those carrying out this type of work” and keep standards in place while improving transparency.

Last autumn, Lord Roe, chair of the BSR, told Inside Housing that minor work should be removed from the regulator’s oversight.

In January, the government launched a consultation on removing work linked to phone masts and fibre optic cables from the regulator’s scope after it was deemed lower risk.

Exemption sits within wider self-certification review

Inside Housing reported that the proposed changes to fire doors form part of a wider BSR review of self-certification.

Building work can already be self-certified and avoid checks from building inspectors if installers belong to a competent person scheme.

The BSR is reviewing the conditions of authorisation, a set of rules drawn up in 2016 that all competent person schemes must follow.

Its call for evidence covers governance and accountability, along with competence and training standards.

It also covers data reporting and enforcement.

In a statement published alongside the survey, the BSR said recent reviews had shown “persistent weaknesses” in the oversight of groups running the self-certification system.

The regulator also said it will consider how lessons from government retrofit schemes examined in the National Audit Office report from last autumn could be reflected in the conditions of authorisation.

It also referred to findings from the Competition and Markets Authority in 2023 on weak consumer understanding in the green heating and insulation sector.

Inside Housing reported that the regulator also referred to calls from the National Home Improvement Council last summer for stronger safeguards.

Consultation runs for three months

The consultation opened last Friday and will run for three months.

Government recommendations are expected before the end of the year.

Inside Housing also reported that the sector is still waiting for a formal plan to speed up remediation decisions.

Figures published this month showed decision times on these schemes had nearly halved to around 18 weeks for the most recent applications from late 2025 and early 2026.

A backlog remains.

Daejeon factory blaze in Korea leaves 14 dead and dozens injured

Korea factory fire kills 14

A fire at a car parts factory in Daejeon, South Korea, killed 14 people and injured nearly 60 others after breaking out on Friday afternoon.

The Guardian reported that about 170 workers were believed to have been inside the three-storey building when the fire started.

Firefighters later confirmed that all of the people initially reported missing had been accounted for after a search of the wreckage.

The fire was not fully extinguished until Saturday afternoon local time.

Video footage from the scene appeared to show workers jumping from the first floor as the fire spread through the building.

Nam Deuk-woo, a local fire chief, told the New York Times that the fire had spread so quickly that by the time firefighters arrived, workers had already started jumping out of windows.

Response delayed by collapse risk and chemicals

The Guardian reported that firefighters faced delays in reaching the building because of concerns that the structure could collapse and because sodium stored on site had to be removed before water could be applied.

Sodium can explode when mixed with water, according to the report.

More than 200kg of highly reactive chemicals were recovered from the site.

Large plumes of black smoke were seen rising from the steel-framed building as crews used cranes to direct water onto the fire.

More than 500 firefighters, police and emergency personnel were deployed to the scene.

Two unmanned firefighting robots were also used to cool the building and reach areas that were too dangerous or difficult for rescuers to access.

Emergency workers said some of the injured suffered smoke inhalation and others were hurt after jumping from the building.

Nine of the 14 victims were found in a third-floor space reportedly used as a gym locker room.

Some of the deceased were so badly burned that DNA testing was required to confirm their identities, according to the New York Times.

Investigation continues after deadly Korea blaze

The Guardian reported that the cause of the fire remains under investigation and that a witness told Yonhap news agency they had heard an explosion before the blaze.

Fire officials told Reuters that the factory is owned by car parts supplier Anjun Industrial, which makes engine valves and supplies companies including Hyundai and Kia.

The incident is the deadliest factory fire in South Korea since 2024, when 23 workers died at a lithium battery plant in Hwaseong near Seoul.

Following that incident, the chief executive of battery manufacturer Aricell was sentenced to 15 years in prison.

South Korea’s president, Lee Jae Myung, has called for improved worker protections, with official statistics showing that more than 10,000 people died at work in the country between 2000 and 2024.

In a statement on the company’s website, chief executive Sohn Ju-hwan said that the company would fully cooperate with authorities, investigate the cause of the accident, review its safety systems and inspections and swiftly implement all necessary measures to prevent a recurrence.

Michelle Skeer to lead HMICFRS on interim basis from April

First woman named interim HMICFRS Chief Inspector

Michelle Skeer OBE QPM has been appointed interim Chief Inspector of Constabulary and Fire and Rescue Services and will take up the role on 1 April 2026.

His Majesty’s Chief Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) announced that His Majesty the King had approved the appointment, with Skeer succeeding Sir Andy Cooke after he leaves office in March 2026.

Skeer joined HMICFRS in 2023 as His Majesty’s Inspector.

She has overseen inspections of police forces and fire and rescue services across the north of England.

She has also held national responsibility for inspecting domestic abuse, child protection and police engagement with women and girls.

HMICFRS said Skeer brings 36 years of combined experience across policing and fire and rescue.

She will be the first woman to hold the position of His Majesty’s Chief Inspector of Constabulary and Fire and Rescue Services.

In 2018, she became the first woman appointed Chief Constable at Cumbria Constabulary.

Her national roles have included serving as Vice Chair of the National Police Chiefs’ Council and leading the management of violent and sexual offenders.

In 2017, she received the Queen’s Policing Medal for distinguished service.

In 2019, she became President of the British Association of Women in Policing.

She was awarded an OBE in the King’s 2023 Birthday Honours List.

Appointment takes effect in April 2026

HMICFRS said Skeer was designated as interim chief inspector by the Home Secretary following an expression-of-interest process open to serving His Majesty’s Inspectors.

The interim appointment was made in line with the Governance Code on Public Appointments.

Skeer said: “I am honoured to be appointed to this important role at a pivotal time for police forces and fire & rescue services.

“The inspectorate plays a vital role in identifying problems early, supporting sustainable improvements and promoting best practice.

“I look forward to building on the strong foundations established by Sir Andy Cooke.

“I am committed to making sure HMICFRS continues to provide independent, evidence-based oversight, firmly focused on ensuring the public receives the service they expect and deserve.

“Our work is essential to making communities safer.”

The appointment process for a permanent chief inspector is being managed by the Home Office.

HMICFRS independently assesses the effectiveness and efficiency of police forces and fire and rescue services.

3M expands fire portfolio through $1.95 billion Madison Fire & Rescue deal

3M Fire deal sets out joint venture structure

3M has agreed to acquire Madison Fire & Rescue with Bain Capital through a new joint venture, with the transaction announced on 19 March and expected to close in the second half of 2026.

3M said it will contribute Scott Safety to the new company, receive $700M in cash proceeds on closing and hold a 50.1% stake, with Bain Capital holding 49.9%.

Under the terms of the agreement, 3M and Bain Capital will acquire Madison Fire & Rescue from Madison Industries for $1.95B.

The business includes rescue technology and fire suppression products sold under the Holmatro, Amkus, Task Force Tips, Fire Fighting Systems and Waterax brands.

Scott Safety and Madison Fire & Rescue products

According to 3M, the new company will combine Scott Safety’s premium Self-Contained Breathing Apparatus (SCBA) solutions with Madison Fire & Rescue’s wider product portfolio.

The company said the combined business is intended to serve firefighters, first responders and industrial workers.

William Brown, Chairman and CEO of 3M, said: “This strategic transaction broadens 3M’s safety portfolio, one of our priority verticals, by expanding our market reach and building scale for future growth.

“It positions us to enhance margins and generate strong free cash flow, and enables continued investment in innovations that create value for customers and shareholders.”

The transaction remains subject to customary closing conditions.

Stability versus variability: Fomtec explores polymer performance trade-offs

What can you tell us about Enviro 3 x 3 NEO?

After more than three years and nearly 500 fire tests, we have brought to market an alcohol resistant SFFF with the highest ratings under EN 1568-3 and -4 with both fresh and saltwater.

Why should customers be excited about Enviro NEO?

There are products on the market with the same 1A:1A performance according to EN 1568-3 and -4, but they are based on what we call hidden gum, or partially hydrated polymers.

Enviro NEO, like all Fomtec SFFF products, is formulated with fully hydrated polymers.

Achieving the fire performance figures without using partially hydrated polymers means Enviro NEO offers performance and long term stability.

Why avoid hidden gum technology despite strong test performance?

The use of hidden gum technology leads to excellent fire performance in the test laboratory, and for some existing systems, especially mobile apparatus, pumping and proportioning equipment may have been designed to handle foam concentrates of a defined viscosity.

We believe viscosity is an engineering issue, and when the system is designed or pumping and proportioning equipment is specified, the greater viscosities found with fully hydrated polymer technology can be engineered to be effective.

When designing an effective system, a steady and known viscosity is desirable.

Variable viscosity with the foam concentrate in bulk storage, and the impact on shear and friction loss in pipe runs over time, is the real concern.

If you cannot guarantee the correct proportioning and application density of the finished foam when it is needed, this risk was considered too great to proceed with hidden gum technology.

Are there differences between laboratory approvals and field performance?

With hidden gum technology there is an inherent instability issue with the foam concentrate.

Partially hydrated polymers are held in suspension but want to hydrate and swell to their fully hydrated state.

We do not have quantifiable data addressing the impact of temperature fluctuations or evaporation cycles in relation to partially hydrated polymers.

We ran tests on competitors’ products to measure viscosity versus water ingress, and with four products tested between 15% and 40% water ingress, viscosity increased more than 300%.

The same test on Enviro NEO saw approximately a 20% reduction in viscosity.

Why launch Enviro NEO in Dubai specifically?

With the temperatures and temperature fluctuations in many countries in the MENA region, we believe the stability issues with hidden gum technology are likely to be a greater risk for end users in this region.

By launching in Dubai, we addressed an audience familiar with polymer based foams and highlighted our position on the stability of NEO and instability of hidden gum products.

How can end users identify partially hydrated polymer formulations?

Neither the technical data sheet nor the safety data sheet is required to provide data on the inclusion of partially hydrated polymers, so end users need to ask the manufacturer or supplier directly.

We demonstrated a simple method at the launch involving taking approximately 100 ml of foam concentrate, adding approximately 15 ml of water and stirring.

If the mixture becomes more viscous within a few minutes, the concentrate is hidden gum based.

What approvals and testing has Enviro NEO completed?

We have EN 1568-1 and -2 on heptane, and apart from heptane on EN 1568-3 we also tested Jet A-1 and hexane with fresh and saltwater.

We repeated all hydrocarbon fuel fires with a gentle type II application, which is not required under EN 1568-3 if you achieve a 1A rating with forceful application.

To the acetone and IPA required for EN 1568-4, we added methanol, ethanol, butyl acetate, ethyl acetate, acetic acid and MEK.

We tested and approved to ICAO Level B on Jet A1 and completed testing required for UL 162 on heptane, acetone and IPA, and the listing went online this week.

Third party witness testing was carried out to IMO 1312 and LASTFIRE protocols on heptane and ethanol.

We are looking to add further fuels and conduct larger scale fires in the first six months of 2026.

We view NEO as an evolution of the Enviro programme.

We are achieving the highest levels of fire performance while offering stability and real world deployability when the foam is required.

Accountability takes shape: What MHCLG’s regulator restructure means for building safety

Why the Building Safety Regulator’s transition to independence marks a new phase in regulatory oversight across England

When the Building Safety Regulator (BSR) formally became a standalone arm’s-length body under the Ministry of Housing, Communities and Local Government on 27 January 2026, the structural change was presented as a step towards greater focus, accountability and delivery.

The transition, announced in a press release and followed by a detailed media briefing on 28 January attended by national and trade press including International Fire and Safety Journal, marks the next phase in post-Grenfell building safety reform.

Originally established within the Health and Safety Executive in 2021, BSR now operates independently, with leadership positioning the move as preparation for the longer-term ambition of a Single Construction Regulator.

A standalone mandate

In the official announcement, Lord Andy Roe, Chair of BSR, described the move as a defining moment in the regulator’s development.

He said: “Today is a decisive and important step in strengthening building safety and a milestone that marks our evolution into a standalone regulator.

“While the creation of BSR in 2021 was a watershed moment, today is about looking forward to a single construction regulator that brings coherence to a once-fragmented system.”

He linked success directly to resident experience, stating: “We will know we are successful when residents acknowledge we have made the built environment safer.”

Roe also emphasised continuity of purpose, saying: “Today is about continuing to support homes being built safely while fulfilling our primary mission: ensuring we are all building better and living safer, together.”

During the 28 January briefing, Roe described how independence strengthens operational clarity.

He said: “Being our own body, our own regulator, gives us that singular focus, that energy and the ability to deliver things proportionately and transparently in an accountable way,” adding: “It’s just much better for us to be in this position as a singular, standalone agency.”

Acting Chief Executive Charlie Pugsley positioned the change as organisationally enabling, saying: “It allows us to continue developing in the way that we want to.”

In the 27 January statement, Pugsley set out the breadth of the regulator’s remit, stating: “Today is a significant new chapter for BSR, with a clear signal that while we must continue to focus on improving our operational delivery for both new build homes and occupied HRBs, our mandate extends far beyond high-rise oversight to a broader responsibility for safety and standards across buildings in England.”

The moral imperative and housing delivery

Throughout the briefing, leadership returned to the experience of the Grenfell Tower fire as the defining influence on the regulator’s purpose.

Said Roe: “What I saw that night was total system failure.

It was everyone, every single institution, private and public, [that] had touched that incident that failed the people who lived in the buildings,” stressing: “That’s the moral imperative [that] underpins this regulator.”

Roe connected this imperative to scrutiny of complex developments, stating: “The moral imperative of bringing greater scrutiny to bear on the design and construction of higher risk, more densely populated, large scale buildings is correct.”

Alongside this, he framed housing delivery as part of the regulator’s duty.

He said: “Getting new homes built has to be part of our duty as a regulator. We have to be enablers.

“Challengers, yes, certainly, but particularly enablers.”

He linked safety outcomes directly to supply, stating: “The safest way you know you’re going to give someone the living environment they deserve is to enable a safe home to be built.”

Roe summarised this position by saying: “This is all driven by the kind of twin desires to make sure people have the houses they need and deserve in this country.”

Gateway reform and operational performance

Gateway 2 performance formed a substantial part of the briefing.

Roe described the position when current leadership assumed responsibility.

He said: “We were up around 144 applications, 33,000 homes, kind of stuck in the pipeline,” stating now : “That’s been completely reversed.”

Providing further detail, Roe said: “We’ve got timescales down from what was a median 48 weeks to get an application approved in London when we started, to now much closer to the 12 or 13 week SLA,” adding: “The backlog problem is dealt with.”

The briefing outlined structural changes including the removal of the previous local NDT model, adoption of a centralised technical approach, faster invalidation of incomplete applications and closer technical engagement between regulator specialists and applicant teams.

Roe reflected on earlier operational weaknesses, stating: “We now have a record of addressing them.”

Now, attention is shifting towards sustaining throughput as volumes increase, while maintaining scrutiny across complex higher-risk schemes.

Gateway 3 preparation is also underway, with inspection planning involving registered building inspectors, fire services, local authorities acting as agents and direct BSR capacity.

Leadership emphasised earlier engagement through account managers to align construction programmes with inspection expectations.

Remediation, enforcement and competence

Remediation was consistently identified during the briefing as the next major operational focus.

Current average decision timelines were noted as around 34 weeks, with approximately 280 live cases in progress.

Roe confirmed that a structured plan is imminent.

He said: “We will make clear public promises, and we will keep them.” He added: “We will set some targets, and we expect to be held to them,” reitering: “There is a real plan.” Pugsley confirmed timing, saying the regulator would be bringing forward a remediation plan “in the next few weeks.”

Roe addressed the continued presence of unsafe buildings directly.

He said: “There’s a lot of dangerous buildings still out there. I don’t say that hypothetically.”

On enforcement, he clarified its place within the wider toolkit.

Roe said: “You will not enforce your way out of this.” He continued: “Enforcement needs to be proportionate, but also needs to be robust.” He added: “You save your enforcement for your absolute criminal actors, your worst actors.”

Pugsley connected enforcement to capability and intelligence, stating: “If you don’t have good intelligence and solid enforcement at the other end, then the bit in the middle actually loses value.”

Professional competence formed another forward priority.

Pugsley asked: “Should those key life critical professions actually all be regulated?” Roe linked standards and accountability to quality outcomes, saying: “Setting a standard and holding people to it drives competency and, actually, quality.”

He also addressed sector-wide skills capacity issue, highlighting the “decades” of under investment in skills:  “There’s a shortage [in] every single skill set within the sector.”

Political and industry response

Building Safety Minister Samantha Dixon placed the transition within the government’s reform objectives, tying structural change to long-term housing and safety outcomes.

She said: “Everyone deserves to live in a safe home and we are determined to deliver lasting change to make this a reality.” She added: “The Building Safety Regulator sits at the heart of this mission, and today launching a new body is an important step in realising sector wide reform.” Dixon concluded: “I look forward to working with the new leadership team on our journey towards the Single Construction Regulator.”

Mark Reynolds, Executive Chair of Mace Group and Chair of the Construction Leadership Council, described recent engagement with the regulator in operational terms, linking structural reform to day-to-day process.

He said: “Over the last twelve months we’ve seen a very tangible shift in how BSR has worked with the Construction Leadership Council and developers across the country, and the result has been a more effective process, enabling safer buildings to be commissioned and delivered faster.”

He added: “The UK needs confidence that the construction industry, the regulator and government are all working together to deliver new and safe housing at scale – and I believe this moment marks a major step forward on that journey.”

There is a particular kind of scrutiny that comes with becoming standalone.

Performance data, published more clearly, tends to attract attention from those waiting on decisions, those living with risk, and those expected to fund remediation.

It also creates a sharper public record of what the regulator says it will do next, including the targets Roe said BSR expects to be held to.

In that sense, independence raises expectations as much as it clarifies structure.

Roe’s own framing has consistently returned to accountability and prevention as the standard against which that performance will be judged.

He said: “We will know we are successful when residents acknowledge we have made the built environment safer,” concluding: “We want to prevent future Grenfells.”
