C-TEC confirms Birmingham showcase for lockdown and evacuation systems

C-TEC at Fire Safety Event 2026

C-TEC will exhibit a range of life-safety systems at The Fire Safety Event (FSE) 2026 at the NEC in Birmingham from 28 to 30 April.

The company will be on Stand 4/F30 with CAST-powered systems and other products for fire safety, evacuation and communication.

The range includes new Lockdown Solutions described as monitored, battery-backed, multi-message systems for schools, theatres and other commercial and public venues.

The systems are designed to help venues comply with Martyn’s Law and include PA/VA solutions for larger projects.

ZFP CAST will be presented as a touchscreen-controlled one to eight loop fire alarm system compatible with CAST-PRO combined fire detection and alarm devices.

ENVISION is a cloud-based Fire IoT remote access, data management, commissioning and maintenance solution compatible with C-TEC’s CAST-powered systems.

FASTCONVERT is described as a retrofit solution for converting a multi-zone conventional fire system to an addressable CAST system using existing wiring.

C-TEC will also display its SigTEL disabled refuge system, its AlertBuddy moveable deaf person’s alert system and Quantec-Pro next-generation call system.

CitroTech announces wildfire prevention partnership with All Terrain Fire Support

Wildfire prevention partnership announced for US agencies

CitroTech has announced a strategic partnership with All Terrain Fire Support to support wildfire prevention work for federal, state and military agencies in the United States.

CitroTech said the agreement is intended to help protect infrastructure and reduce wildfire risk using its fire inhibition product alongside All Terrain Fire Support’s operational work with government and defence customers.

The companies said the partnership will initially focus on US federal and military opportunities.

It may later expand across the Western United States.

CitroTech said as much as 275,000 gallons of product may be needed to cover each square mile of terrain or active munition zones.

The company said its product is recognised by the US Environmental Protection Agency’s Safer Choice programme and has been tested to UL Greenguard Gold standards.

Product details and operational scope

CitroTech said its product is designed to help prevent ignitions and protect assets before and during wildfire events.

The company said the partnership combines its fire inhibition technology with All Terrain Fire Support’s government and defence relationships.

The announcement links the arrangement to wildfire readiness and environmental compliance requirements facing US military and government agencies.

CitroTech said the initial scope includes bases, training grounds, active munition zones and nearby communities in high-risk fire zones.

UK fire sector report outlines four drivers of organic growth

Fire sector growth drivers outlined in new report

DC Advisory and Fairgrove have published a report on how operators in the UK fire and security sector are pursuing organic growth in a competitive market.

Titled Igniting Growth: Organic Levers for UK Fire & Security Services, the report is based on interviews with CEOs of private equity-backed businesses and sets out the strategies being used to improve performance, scale operations and strengthen margins.

It says the UK fire and security sector remains highly fragmented, with more than 3,000 businesses working across active fire, passive fire and security services.

The report links continued investor interest in the sector to regulatory requirements, recurring inspection cycles and long-term service contracts that support stable revenue streams.

Recent growth is tied to regulatory change following the Grenfell Tower fire, including the Fire Safety Act 2021, Fire Safety (England) Regulations 2022 and the Building Safety Act 2022.

Those measures have increased compliance requirements and led to higher levels of inspection, remediation and maintenance activity across the built environment.

The sector is expected to grow at around 6% to 7% annually through to 2030.

Organic growth moves higher on the agenda

The report states that investors are placing greater emphasis on organic growth and operational performance, even as buy-and-build strategies remain common.

DC Advisory and Fairgrove identify four pillars behind that shift: commercial engine, commercial discipline, people model and operational leverage and productivity.

It describes increasing contract penetration and recurring revenue as central parts of current growth strategies.

Operators are focusing on cross-selling services across fire and security portfolios where appropriate.

They are also prioritising up-sell work such as remedial works and lifecycle upgrades.

The report says up-sell activity can generate between £1 and £3 of additional work for every £1 of planned maintenance activity, depending on the asset base and contract structure.

It adds that winning new business remains difficult because of high customer retention and procurement barriers, particularly in the private sector.

Service quality and long-term client relationships are presented as the main drivers of sustained growth.

Technology and workforce pressures shape performance

The report says technology is becoming a larger factor in improving operational performance without major capital investment.

Field service management platforms are being used to improve scheduling, engineer utilisation and job reporting.

Digital tools are also being used to improve response times and customer experience.

The report says some providers are starting to use more automated and self-testing systems in higher-spec installations.

That change may reduce routine maintenance workloads and increase margins through higher-value service activity.

Recruitment and retention of engineers are identified as a constraint on growth across the sector.

Companies are expanding apprenticeship programmes, recruiting from adjacent industries and investing in in-house training academies to increase workforce capacity.

Retention measures such as improved benefits and referral incentives are also being used to reduce churn and protect productivity.

The report adds that better parts management, route optimisation and technician scheduling can improve first-time fix rates, reduce unproductive time and raise jobs per engineer per day.

DC Advisory and Fairgrove say firms that pair operational discipline with technology use, workforce development and customer retention are expected to perform more strongly as the market matures.

Hong Kong hearings begin over deadly residential fire

Hong Kong inquiry opens with focus on fire failures

Public hearings have begun in Hong Kong into the housing fire at Wang Fuk Court that killed 168 people, with the panel examining fire safety failures, renovation works and oversight at the Tai Po complex.

Outlets including the Guardian and AP News reported that the judge-led independent committee opened proceedings on 19 March into the 26 November 2025 fire, described as the deadliest residential building fire globally since 1980.

The inquiry is assessing whether fire safety standards were inadequate and whether renovation works contributed to the spread of the fire.

It is also examining whether any failures occurred among government officers, contractors or building management.

The committee is expected to hear from government officials, construction company directors, members of the building’s management committee and former residents.

Hong Kong investigators assess materials and site conditions

Lead counsel Victor Dawes said the most likely ignition source was a discarded cigarette that ignited combustible materials in a light well between two units.

Burned paper boxes and cigarette butts were recovered at the scene.

Dawes said there is no definitive proof that smoking caused the fire.

He added that workers had breached rules restricting smoking to designated areas.

Evidence presented to the inquiry indicates that disabled fire alarms and hose systems contributed to the scale of the incident.

The hearings are also examining the use of non-fire-retardant scaffolding materials and the installation of foam boards over windows.

At the time of the fire, seven of the complex’s eight residential towers were undergoing renovation and were covered in bamboo scaffolding, protective netting and foam boards.

The removal of staircase windows is also being reviewed after evidence suggested it allowed smoke and fire to enter escape routes.

Dawes said: “On the day of the fire, nearly all fire safety systems meant to protect lives failed because of human factors.”

Arrests, recovery and the next stage of hearings

Police have reportedly arrested 38 individuals on suspicion of manslaughter and a further six on suspicion of fraud.

Hong Kong’s Independent Commission Against Corruption has also arrested 23 people, including contractors, consultants and members of the building’s owners’ corporation, in connection with the project.

Families affected by the fire have called for accountability and clearer answers on what happened.

Yip Ka-kui, who lost his wife in the fire, said he wanted “justice for the deceased and an explanation for the victims”.

“I hope the independent commission will truly investigate everyone involved, and clarify what responsibility they hold,” he said.

“They should take responsibility if they are at fault.”

Many former residents remain in temporary accommodation across Hong Kong following the destruction of the complex, which housed thousands of people.

Authorities have proposed buying back homeownership rights from affected residents, and some have said they would prefer the original site to be rebuilt.

Hong Kong leader John Lee has said plans are being developed to allow residents to return to their apartments in April to retrieve belongings.

The committee, established in December 2025, is expected to take around nine months to complete its investigation, with oral evidence set to continue from residents, officials and others linked to the site.

Charity boxing match sends London firefighters to Madison Square Garden

Firefighters compete in New York charity bouts

Two London firefighters took part in the third International Battle of the Badges charity boxing match at Madison Square Garden in New York.

Dominik Burridge and Shane Mendoza were selected to represent London against American opponents at the event, which raised $50,000 for several American firefighter charities.

Cruiserweight Mendoza, from North Kensington Blue Watch, faced Sam Kelly from New York Fire Department (FDNY) Engine 1.

Light heavyweight Burridge, from Fulham Green Watch, faced Gavin Conner from the Denver Fire Department.

Burridge lost on a split decision. Mendoza lost against a more experienced boxer.

Just over half of the 14 bouts on the card were won by FDNY and the American firefighters.

This is believed to be the first time firefighters from London and New York have officially met in the ring in almost 40 years.

In 1987, firefighters from both services met at a charity event hosted by the Brigade in Bloomsbury.

Firefighter Charlie Beatt, coach of the Brigade’s boxing team, said: “It has been an amazing opportunity for the Brigade’s boxing team to be invited to take part in this event, facing up against the best New York has to offer.

“I’m incredibly proud of the work that Dominik and Shane put into preparing for their bouts, and while we didn’t win, they showed the determination you find in every London firefighter.

“Now it is all about what comes next, and what a potential rematch might look like in the future.”

Outreach plans linked to Brigade boxing

London Fire Brigade also said boxing within the Brigade supports work with young people across London.

LFB Boxing runs a 10-week programme centred on coaching, positive role modelling and regular exercise for young people.

The club is led by Beatt and is seeking to expand the boxing outreach programme across London.

Plans include turning space at one of the Brigade’s fire stations in the London Borough of Croydon into a community boxing gym.

Boxing clubs with facilities that can help set up the scheme are being encouraged to get in touch.

Wildfire modelling project links fire spread with smoke impact

Wildfire modelling and evacuation planning

George Mason University is developing a wildfire digital twin designed to simulate fire behaviour in real time and forecast air pollution impacts during fast-moving incidents in Southern California.

The work is being led by Chaowei “Phil” Yang, professor in the Geography and Geoinformation Science Department in the College of Science, in partnership with researchers from California State University—Los Angeles, NASA Jet Propulsion Laboratory and the City of Los Angeles.

The project was framed against the Palisades and Eaton Fires, which killed 28 people, destroyed more than 16,000 structures and displaced tens of thousands of residents.

Wildfires are difficult to predict because many factors affect their growth, spread and speed.

That uncertainty can slow evacuation decisions and make it harder for response teams to judge who should be moved away from flames or hazardous air pollution.

Yang said: “The goal is to develop an artificial intelligence (AI)-based system that can provide real-time, high-resolution simulation and forecasting of wildfire behavior and model the resulting air pollution and air quality impacts for better informed public health responses.”

Yang added: “Inhaling wildfire smoke can cause serious and long-lasting damage to the breathing system.

“We need to get those people impacted to safety as well as those in direct line of the spreading flames.”

Data sources and system development

George Mason University said the digital twin will combine data from satellites, unmanned aerial vehicles (UAVs), ground observations and citizen reports to simulate wildfire progress and the effect of potential interventions.

The system draws in information on fuel sources, moisture, load and consumption, along with wind speeds, temperatures and real-time fire sensors.

George Mason’s high-performance computing (HPC) cluster is used to automate data interpretation, and machine learning modelling is used to calibrate data sets to improve accuracy.

Model accuracy is expected to improve as more data sets become available.

Yang explained: “When we eventually provide information to firefighters and local agencies, we will give them a range of possibilities and a confidence level in those possibilities, such as ‘the fire will move in this direction with about 90% confidence, or 20% confidence,’

“That’s important for them when they’re trying to make these quick decisions about where to put fire fighters.

“It makes the information actionable instead of just data sets.”

The project also includes student participation from high school level through to post-doctoral research, with work focused on cloud computing and digital transformation.

Anusha Srirenganathan said: “Working closely with researchers from different disciplines helped me grow as a collaborator, and my work on the project strengthened my abilities in large-scale satellite data processing, spatial cloud computing, and AI/ML modeling for environmental applications,”

Yang said the team is also working on a Chesapeake Bay digital twin for flood forecasting and a conflict resolution digital twin with an alert system.

Unlocking urban accuracy: GNSS failures explained by Focal Point Positioning

Jez Ellis-Gray, Lead Product Manager at Focal Point Positioning, explains how GNSS reliability shapes NG-eCall performance, supports V2X and affects response times

An EU initiative aimed at saving lives by reducing response times to road traffic incidents, eCall has been mandatory in newly manufactured vehicles since 2019.

When a road traffic incident occurs, the eCall system immediately notifies emergency services of the location and details of the incident, potentially halving response times.

The eCall system automatically makes an emergency call if a vehicle’s sensors detect a serious collision or the system is activated manually via a call button.

Once activated, eCall instantly connects the vehicle and its driver to an operator at the closest emergency-response network and simultaneously transmits a packet of data, which includes GNSS-based location as well as information like vehicle details, number of passengers and direction of travel.

eCall is predicted to save 2,500 lives per year by cutting response times by 40 per cent in urban environments and 50 per cent in the countryside – the benefits are clear.

A quick response

Reducing service response times is a key factor in increasing survivability in emergencies.

In healthcare, reducing response times by minutes or even just seconds saves lives.

For instance, in a cardiac arrest case, every minute delay cuts the chance of survival by ten per cent – and chances do not start at 100 per cent.

It’s no surprise then that just one in ten people survive an out-of-hospital cardiac arrest.

Seconds also count when responding to a fire.

The London Fire Brigade worked for five years to shave one minute off the time it takes to leave the station after the bells sound.

Fires are said to double in size every minute, so there may be just 60 seconds between a fire that one crew can extinguish and a blaze that requires a multi-unit response to control.

On the roads, one can imagine how eCall would benefit rural areas, where the chance of a passerby alerting emergency services after spotting an incident is lower than in built-up areas, especially at night.

But even a small GNSS error in the eCall data packet could lead to significant delays, especially if a crashed vehicle is hard for emergency services to physically see.

Mixed signals

Environmental factors can impact GNSS signals and reduce the accuracy of location data.

For example, tall buildings in towns and cities can create ‘urban canyons’ that prevent accurate satellite navigation and this can be made worse by multipath interference, where signals bounce off buildings.

In the countryside, hills or even trees on forest roads can disrupt signals.

In one case involving a Severn Trent van leaving the road, an automatic eCall was sent out.

However, the vehicle was hidden in a hedgerow, and the semi-conscious driver had to honk his horn when the emergency services arrived at the supplied coordinates so that he could be found.

Had the driver been non-responsive, the lack of precise location data would have led to a longer delay and potentially a worse outcome.

On motorways, where a stranded vehicle might quickly cause further problems, accurate and precise location data is crucial for eCall.

For instance, if the accident occurs on a stacked or multi-level motorway overpass and the location data is disrupted by multipath interference, services might be sent to the right area but the wrong level and face a lengthy reroute to reach the scene.

Next steps

The original eCall system uses 2G and 3G networks, which are now being phased out by service providers in favour of 4G and 5G.

In response, Next Generation eCall (NG-eCall) will use the new networks and may also be able to send multimedia data, such as footage from dashcams, or control elements of the vehicle.

From 1 Jan 2026, all new EU vehicle type approvals must be compatible with NG-eCall.

If NG-eCall also integrates accurate GNSS, it could save even more lives.

For example, software upgrades can now improve GNSS location signals by mitigating multipath interference without the need for cumbersome, costly hardware upgrades.

V2X

Further technology could enhance the response once an eCall has been made, such as vehicle-to-everything (V2X) communication.

V2X enables the exchange of information between vehicles and other elements within the urban environment.

When fully rolled out, V2X would allow emergency vehicles to communicate in real time with other vehicles, traffic control infrastructure and even pedestrians.

The UK has already made steps towards V2X.

In 2024, South East Coast Ambulance Service became the first ambulance fleet in Europe to use digital alerting.

In the fire service, Avon Fire & Rescue was the first to implement HAAS Alert, a system for alerting road users of their presence via navigation apps like Waze.

Connected ambulances and fire engines travelling to assist an eCall could trigger driver alerts, request green lights, optimise routes and coordinate with traffic control to make their journey as smooth as possible.

Together, this smart communication could help emergency staff reduce their response times.

However, without reliable positioning, none of these V2X benefits can land.

Both eCall and V2X technology hinge on reliable satellite location data, so one of the technical blockers is unreliable GNSS.

Solutions that boost accuracy without additional hardware or infrastructure can provide benefits without significantly increasing costs.

In urban canyons

Where a vehicle has a clear, open view of the sky, satellite positioning usually performs well.

Several GNSS satellites are visible at the same time, allowing the receiver to calculate location with relatively small error.

Performance can decline once buildings, bridges or terrain block that view.

Tall glass buildings, narrow streets, concrete bridges and overpasses create “urban canyons” that can disrupt even advanced navigation systems.

In cities and other built-up environments, two issues commonly affect GNSS reliability.

The first is multipath interference, where signals reflect off buildings, glass façades or parked vehicles before reaching the receiver.

Instead of one direct signal, the receiver processes a direct signal alongside delayed copies, which can distort position estimates.

Signal occlusion is a second issue.

Tall structures can block satellites from direct view, leaving the receiver reliant on reflected signals that are harder to interpret.

In practice, these effects can produce sudden position anomalies, sometimes placing a vehicle on the wrong street.

As vehicles rely more on automated functions, positioning accuracy has become more important.

Features such as lane-keeping, automated lane changes and speed assistance depend on precise localisation rather than approximate road-level positioning.

For higher levels of automation, unreliable GNSS references can create operational risk during complex urban manoeuvres.

One way to address these problems is to change how raw satellite signals are processed inside the receiver.

S-GNSS Auto is a software upgrade that runs within GNSS chipsets to improve performance in obstructed environments.

By identifying and rejecting reflected or non-line-of-sight signals, it reduces multipath errors and improves sensitivity with typical automotive antennas.

When integrated with STMicroelectronics’ Teseo GNSS devices, testing in dense urban and mixed environments has shown improvements in measurement and position accuracy in difficult sections.

The software can also filter out signals consistent with spoofing attacks, reducing exposure to malicious interference.

Building safety from the start: Quelfire talks early firestopping design

Craig Wells, Sales Director at Quelfire, argues that embedding fire safety from the earliest design stage ensures compliance, collaboration and successful Gateway approvals

When it comes to building safety, success is rarely achieved halfway through a project.

Increasingly, industry experience is showing that the quality of decisions made at Gateway 2, as well as the confidence of approvals at Gateway 3, depend on what happens much earlier in the design process.

Fire safety, which is often seen as a late-stage package or technical detail resolved on site, is a case in point.

History tells us that fire stopping and related systems have been squeezed into programmes after major design decisions have already been made, often treated as an afterthought.

Yet despite being treated as a peripheral issue, it sits right at the heart of building safety, with its performance depending on choices made long before construction begins.

For Craig Wells, Sales Director at Quelfire, this is why early engagement is a critical element.

Rather than viewing fire stopping as a trade to be coordinated at the end of the programme, the company argues that it should be embedded into the design process from the outset, with tested systems, clear responsibilities and collaboration across disciplines.

In this interview, Wells outlines why Gateway 2 should not be viewed as a hurdle to clear, but as an opportunity to refine scope, reduce risk and align delivery expectations long before approvals are sought.

Quelfire advocates for early engagement in firestopping. What does that mean and why is it crucial before a project reaches Gateway 2?

The bottom line is that what we’re talking about is building safety, and the only way to guarantee a successful outcome is to install products and systems in accordance with the tested scope of application.

The tendency with main contractors and design teams is to view fire stopping as one of the smaller value packages that may be procured and installed late on.

The tendency in the world of service penetration is to create an aperture in a wall and then hope that the M&E (mechanical and electrical) contractors can fit all their services into the opening.

Obviously, hope is not enough.

What we mean by early engagement is a basic principle of design, then build.

It’s not complicated, but we talk about design and build and end up going down a route of build first and then trying to come up with a compliant design.

What we’re advocating for is flipping that on its head, reaching out at an early stage to manufacturers like us, wall manufacturers, damper manufacturers and all these other elements to say, okay, what products and systems can you offer? What is the tested scope of application? And how do we incorporate your tested solutions into our building?

The whole gateway process is driving people down that route, and rightly so.

But we should be applying that logic to any building, whether it’s high risk or whether it’s not high risk.

It means engaging with reputable manufacturers and suppliers of systems and then incorporating their tested solutions into a workable design before commencing installation.

How does involving fire safety expertise early in the design phase improve the quality and success of a Gateway 2 submission?

Everyone knows that the gateway process is quite tedious, painful and there’s a lot of unknowns and uncertainty.

If you don’t do a detailed design and you risk putting in a submission too soon, it’s incomplete or it’s not as comprehensive as it could be, then there is a high risk it’s going to get rejected.

Bearing in mind that fire safety and structural safety are the two big things on the agenda, and there’s no hiding the fact that they are the key things that will be scrutinised in depth by the multidisciplinary team.

The more quality and success you put in, the more chance of a successful outcome and it’ll set you up in a better place for Gateway 3, which is the end game.

It is an upfront cost and resource but it should be money and time well spent.

Gateway 2 requires a demonstration of compliance. What steps can project teams take early on, even before the Gateway application?

Upskilling and training for everyone, regardless of their role, is something that can begin now, whether they are involved in a Gateway 2 submission or not.

I don’t think they should be under the illusion that they can’t stop training.

The key to success will be greater collaboration between different parties.

The repositioning of a cable or inadequate support of a cable tray can directly impact the fire stopping.

Whilst they might not do the fire stopping and might not be responsible for it overall, they still directly impact the overall performance.

Knowledge is power and all trades should be scrutinising how and where they might be impacting the fire safety of a building and gearing themselves up for where they can be a better support in that collaboration, which then comes as part of the design process.

Something we are strong advocates for is Continuous Professional Development (CPD), and we are seeing a huge cultural shift towards people wanting to learn and do CPD.

How does the way a project is prepared and managed at Gateway 2 influence the ease with which you can evidence compliance at completion at Gateway 3?

If you put together a comprehensive, robust and compliant Gateway 2 design, Gateway 3 should be plain sailing.

We have seen it where contractors have said, we’re just going to put typical details in.

We’re just going to come up with a typical scenario.

We’re going to identify all relevant standard details and submit them to the BSR.

And then the BSR have come back and said, well, typical detail.

What happens if you’ve got all these scenarios that aren’t typical? How are you going to deal with them? And it’s ultimately being rejected.

You might say even worse than that is where they just say, Quelfire are the best, we’re going to partner with them.

When we get to it, we’ll come up with some solutions between us. Okay, fine.

I like to think that we have solutions for most typical scenarios, but from a BSR perspective, what happens if they don’t?

They could end up building a project with a wall system that is non-compliant with the fire stopping, dampers or service penetrations.

Given the scrutiny on documentation and the golden thread of information, what role does early coordination of firestopping details play in robust and complete records?

It’s about knowing your building, and the best way of understanding it is to understand that there are lots of different stakeholders who have all got different interests in the building.

The point is to make all that information readily accessible in a digital form so that relevant stakeholders can access it.

From a warranty provider’s perspective, they need clear details about what was installed.

There are multiple stakeholders, each with different requirements, and the key is having that information readily accessible.

If the design is created in a digital format based on test evidence, with all documentation linked and properly referenced, and the installation follows that design, compliance can be demonstrated through photographic records and supporting evidence.

By the time you reach Gateway 3, you already have a complete digital package prepared.

It just needs to be shaped into whatever format is required for the relevant stakeholders.

The important point is that this package is digital, detailed and comprehensive, so all stakeholders can access the information they need for their specific purposes.

We’ve seen many early Gateway 2 applications get rejected due to incomplete information. How can teams get it right first time?

The key point is to be specific.

Don’t think that you can get away with doing general specifications and general clauses.

It’s all about collaboration, and if you have got design teams who are not willing to learn and to share and collaborate, then it will be a real uphill battle.

The most successful outcomes come from genuine collaboration, and that usually requires very clear leadership.

Many people approach this with a fear of the unknown.

Some acknowledge that, in principle, collaboration and more detailed design are the right things to do.

The real difference comes when someone takes a firm stand and says: no ifs, no buts, this is the level of information we are producing.

You, the architect, are responsible for this.

You, the engineer, are responsible for that.

When that doesn’t happen, the message becomes: if you don’t meet this standard, your future involvement is questionable.

Naturally, we get pushback, as everyone does.

But that is precisely why the Building Safety Act was needed, to push us into doing things we should arguably have been doing all along.

Then there is the issue of competency, a term we probably overuse.

It’s discussed so often that it risks losing its impact.

The SCEP model, skills, knowledge and experience, is obviously important, but the behaviours element is the most critical.

It reflects whether people and organisations genuinely want to do the right thing.

From what we see, the most successful projects and applications come from a strong behavioural commitment to doing the right thing.

England audit data shows persistent fire safety compliance gaps

Fire safety audit findings across England

Almost half of audited purpose-built blocks of flats were rated unsatisfactory in fire safety checks across England, with 45% requiring remedial action to meet regulations.

The figures were analysed by Drax Technology using data released by Fire and Rescue Services for the period 1 April 2024 to 31 March 2025.

A total of 4,257 buildings over four storeys were audited, with 1,923 failing to meet required standards.

There are around 120,000 buildings of this size across England.

Audits assess records, fire safety equipment and management practices to identify compliance issues.

Each audit is graded as satisfactory or unsatisfactory.

The Responsible Person is required to maintain the validity of the audit, particularly following changes such as structural alterations.

Enforcement action and audit ratings

The proportion of unsatisfactory results fell slightly from 49% in the previous year.

Fire and Rescue Services issued 445 enforcement notices requiring building managers to address identified deficiencies within a set timeframe.

Twenty buildings were served with Prohibition Notices, where serious and imminent risks to life meant all or part of the premises could not be used.

Six cases led to prosecution after failures to complete required remedial actions.

Less serious breaches were addressed through informal notifications.

The data also showed that 34% of high-rise buildings of 10 storeys or more received an unsatisfactory audit.

Drax Technology comments on compliance records

David Simpson, Group Product Director at Drax Technology, said: “Blocked escape routes, failing emergency lighting, and faulty alarms are too often pushed down maintenance lists until a fire exposes the devastating consequences.

“Under the Building Safety Act, compliance can no longer be assumed, it must be proven.

“Building managers across BTR, the PRS and social housing, now need clear evidence of what was inspected, when, and by whom.

“Gaps in record-keeping represent a serious operational, financial, and regulatory risk.”

Simpson said the analysis highlighted both non-compliance and limited visibility over whether fire safety standards were consistently being met.

“There is no room for uncertainty when it comes to resident safety,” Simpson said.

“Digital platforms can give property teams constant oversight of fire safety systems, allowing issues to be identified and resolved before inspections, or worse, before an emergency.”

He added that 34% of high-rise buildings of 10 storeys or more receiving an unsatisfactory audit reflected the added complexity of these buildings.

“High-rise buildings pose greater risks because fire fighter access is more complex, so robust and consistent fire safety measures are critical,” he said.

“The industry must step up and do better.”

The data set used for the analysis was FIRE1202.

NFCC Apprenticeship Awards recognise UK fire service nominees

NFCC apprenticeship awards held in Birmingham

The National Fire Chiefs Council (NFCC) held its third annual Apprenticeship Awards in Birmingham on Thursday 12 March, recognising apprentices and training providers from across the UK’s fire and rescue services.

NFCC said the awards, launched in 2024, were created to recognise excellence among fire and rescue service apprentices and training providers.

This year’s programme received 198 nominations across seven award categories, which NFCC said was more than double the number received in 2025.

The evening was organised by the NFCC Events team and Apprenticeship Deputy Lead Ashley Roberts.

It also highlighted the work of the NFCC Apprenticeship Network, which brings together apprenticeship professionals, training providers and assessment organisations to share best practice and support the sector’s long-term development.

Winners and sector response

The 2026 winners included Kate Chetland-Johnson of London Fire Brigade for the Inclusion Champion Award and Amanda Kennedy of County Durham and Darlington Fire and Rescue Service for Non-Operational Apprentice of the Year.

Richie Mathews of South Wales Fire and Rescue Service won Apprentice Support of the Year, while Sue Mottershead of Hertfordshire Fire and Rescue Service received the Apprenticeship Champion Award.

Hertfordshire Fire and Rescue Service was named Apprenticeship Provider of the Year and James Miller of South Wales Fire and Rescue Service won Operational Apprentice of the Year.

In the Apprenticeship Project of the Year category, Recruit Course 1/25 from Merseyside Fire and Rescue Service and Essex Prevention Apprentices from Essex County Fire and Rescue Service were named winners.

Gavin Ellis, Chief Fire Officer of Devon and Somerset Fire and Rescue Service and NFCC Lead on Apprenticeships, said: “The awards inspire services to prioritise high-quality apprenticeship programmes and help raise training standards nationwide.

“Championing apprentice success enhances professionalism and builds capability across the UK’s fire community.”

NFCC Chair Phil Garrigan said: “It’s important that we recognise and praise the innovation, commitment and fresh perspectives apprentices bring to the sector as well as the transformative impact apprenticeships continue to have on hundreds of young people.”

NFCC also congratulated all nominees and winners recognised in this year’s awards.
