New BESA certification scheme targets ventilation hygiene compliance under Building Safety Act

Compliance pathway launched for ventilation hygiene contractors

The Building Engineering Services Association (BESA) has launched VHR Air, a certification pathway for ventilation hygiene contractors to demonstrate professional and technical competence and compliance in line with the Building Safety Act.

BESA said the process was created by its certification scheme, the Ventilation Hygiene Register (VHR), and is based on its industry standard TR19.

The scheme is described as a third party verified and auditable route for demonstrating competence, compliance and best practice in ventilation hygiene services for air systems.

The launch includes a new ‘air work type’ intended to reflect the Act’s principles, including competence assurance, transparency, traceability and the need for a transparent ‘golden thread’ of information.

What VHR Air verifies and why it was created

BESA linked the launch to continued regulatory focus on building safety, indoor air quality and system performance following the introduction of the Act in 2022.

The Association also said demand for specialised ventilation hygiene services had increased, which it connected to awareness of fire and health risks from poorly maintained ventilation systems.

Chris Major, BESA’s head of compliance, said: “Ventilation hygiene plays a vital role in maintaining good indoor air quality and building performance.

“Duty holders must be able to evidence that this work has been carried out by competent, compliant contractors and in line with recognised industry standards.”

Major added: “Compliance with TR19 is increasingly important for those enforcing the legislation and for the insurance industry, so having fully trained operatives is crucial for contractors working in this area.”

TR19 was first developed by BESA in 1998 and has been updated since, with the standard’s guiding principle described as achieving a defined, measurable level of cleanliness intended to improve safety and comfort in buildings.

The VHR Air work type is designed for contractors delivering ventilation hygiene work to general ventilation systems and is intended to independently verify that work is carried out in line with recognised standards including TR19 Air, that individuals undertaking and supervising work are competent for the scope delivered, and that documentation and reporting support building safety and compliance obligations.

How BESA frames the scheme for contractors and clients

Major said: “The Act has fundamentally changed expectations around competence and accountability.

“VHR Air is a practical mechanism for contractors to provide evidence that their ventilation hygiene work meets those expectations, while giving clients and duty holders greater confidence and assurance.”

BESA said the scheme offers contractors third party validation that can strengthen procurement submissions, satisfy insurance requirements and reduce risk through improved audit trails.

It also said clients and duty-holders who specify a VHR Air approved contractor can have confidence that ventilation hygiene work aligns with recognised best practice and contributes to safer, healthier buildings.

Ian Gregory, managing director of IAQ Services and chair of BESA’s Ventilation Hygiene Group, said VHR Air was an excellent way for companies of all sizes to prove their credentials.

Gregory added: “This is the latest step in improving the professionalism of our sector and shows that we take our wider building safety responsibilities very seriously.

“It is crucial that clients can differentiate between those firms who have taken the trouble to invest in their people and processes so they can meet the highest standards, and those who are prepared to ignore their obligations to building occupants.

“A third-party scheme like this should provide them with all the reassurance they need when looking to specify properly qualified specialists.”

Rachel Davidson, BESA’s director of specialist knowledge, said: “The Building Safety Act is about accountability and assurance not additional bureaucracy.

“Industry led certification schemes, built on recognised standards, give contractors a practical way to evidence both individual competence elements and organisational capability, while providing clients and duty holders with confidence that the work is being carried out safely and consistently.

“VHR Air provides a timely, clear and auditable route to compliance at a point where awareness is improving and expectations across the sector are rising”.

BESA said VHR Air was built on the established VHR Grease scheme and that evidence gathered through VHR Air would support ongoing dialogue with the Building Safety Regulator as the industry responds to changes in regulation.

Fire contained near US consulate in Dubai after drone incident

A fire near the US consulate in Dubai was contained and later fully extinguished after what was described as a drone-related incident, with no injuries reported.

Dubai’s media office posted online that authorities had confirmed the fire was successfully contained and that emergency teams responded immediately.

Dubai’s media office wrote: “Dubai authorities have confirmed that a fire resulting from a drone-related incident near the US Consulate has been successfully contained.”

Dubai’s media office later described the fire as fully extinguished and said no injuries were reported.

What was reported about the drone strike

The incident involved a drone striking a parking lot adjacent to the consulate building.

The Guardian reported that a US official and Dubai’s government media office provided details to the Wall Street Journal, describing a drone strike on the consulate parking lot, and that video footage shared on social media showed black smoke rising near the consulate.

BBC News reported that bystander video verified by the BBC showed an explosion followed by flames and smoke from a building next to the consulate.

US Secretary of State Marco Rubio said: “All personnel are accounted for. As you’re aware, we began drawing down personnel from our diplomatic facilities in advance of this.”

Related embassy updates reported in the region

The incident followed reports of drone strikes affecting other US diplomatic facilities in the region.

The Guardian reported that the US embassy in Saudi Arabia was struck by two drones on Monday, that the embassy urged Americans in Jeddah, Riyadh and Dhahran to shelter in place, and that the US embassy in Kuwait announced it would be closed until further notice.

Rubio also described efforts to help Americans in the Middle East leave, including charter flights, military flight options and expanded commercial flight options.

The State Department efforts Rubio described were discussed after airspace closures affected some flights.

Air Systems introduces AQM monitor for Breather Box filtration equipment

Air Systems announces new AQM monitor for breathing air equipment

Air Systems International has introduced a new Air Quality Monitor (AQM) for its Breather Box portable filtration units, filtration panels, breathing air monitoring products and high-pressure compressors.

Air Systems described the AQM as a monitor designed to help ensure Grade-D breathing air delivery through measurement of carbon monoxide (CO), oxygen (O2) and dew point levels.

The monitor includes a 3-inch colour digital resistive touchscreen that guides users through monitoring, maintenance and calibration steps.

Features include automatic calibration with guided on-screen instructions, service icons for calibration reminders, sensor replacement and battery life, and a built-in instruction manual accessible through the display.

The system also includes a 120 dBA audible and visual alarm, multi-language support in English, Spanish and French and a universal power supply rated 110 – 230 VAC and 12-20 VDC.

Product specifications, options and transition from legacy monitors

Air Systems confirmed that the standard AQM version is currently available and that an intrinsically safe version has been submitted for review and certification.

From January 1, 2026, all new orders and some back orders are expected to include the new AQM monitor due to a back-order consuming existing legacy monitors.

Legacy monitors are defined as units in a black metal case, with model examples including CO-91, CO2-91, CO91-14LAC, CO-91 PM and CO-91IS series products.

The CO sensor and alarm cannot be disabled, while the O2 alarm can be enabled or disabled and the humidity sensor – dew point – can also be enabled or disabled.

Six AA batteries provide approximately 40 hours of operation, with power options including 12-12 VDC input from vehicles or commonly used cordless tool batteries.

The company is also working on retrofit logistics to install the AQM monitor into existing equipment in the field, including a process allowing products to be sent to the factory in Chesapeake, Virginia for modification.

A limited number of parts will remain available for legacy monitors in the near future, and the O2 sensor supply for legacy models has already been exhausted.

An adaptor – O2-NS-ADPT – is now being used to allow a new sensor – O2-NS – to be fitted in legacy models.

Pierce confirms first high flow industrial pumper delivery to South Korea

SK Group has ordered a Pierce High Flow Industrial Pumper through Pierce dealer MS Trade Company.

Pierce Manufacturing said the apparatus will be the first Pierce High Flow Industrial Pumper in service outside of the United States.

Hwang YoonSeong, General Foreman, Safety Team, SK Group, said: “Our recent tank fire incidents made it clear we needed a higher-performance solution, and the Pierce High Flow Industrial Pumper stood out immediately.

“After reviewing multiple global options, Pierce delivered an exceptional combination of performance, mobility and maintainability.

“Since 2018, every one of our seven new fire trucks has been a Pierce, supported reliably by MS Trade Company.

“Seeing the High Flow Industrial Pumper firsthand during testing and hearing strong feedback from current Pierce industrial apparatus customers gave us full confidence to move forward. Pierce has become our trusted partner for critical emergency response.”

South Korea apparatus configuration and specifications

Pierce said the truck was engineered for SK Group facilities where narrow roadways and access points can limit apparatus positioning.

The company described the configuration as shaped through evaluation and engagement among Pierce, MS Trade Company and SK Group safety personnel.

The specified build includes a Velocity custom chassis and a Cummins ISX15 600 hp engine.

It also includes a 5,500 GPM Darley 2ZSM pump, with up to 10,000 GPM using a pressurised supply.

The truck is specified with an 8,000 GPM deck gun and a 1,000-gallon foam tank.

The specification also lists a rear collision avoidance system, side and backup cameras and an alarm system.

The intake and plumbing configuration includes a 6-inch front inlet with 4-inch plumbing and a 6-inch rear inlet with 5-inch plumbing, described as supporting flexible positioning around narrow refinery roads.

Euralarm has welcomed VdS as a new associate member in Zug, Switzerland, in March 2026.

VdS will become a member of its Extinguishing, Fire, Security and Services Sections.

VdS services and areas of work

VdS described its work as covering fire protection, security, cyber security and natural hazard prevention.

Its services include risk assessments, testing and certification, inspection services, information systems for natural hazards and a training programme.

The institute also publishes guidelines that it said set international safety and security standards.

How Euralarm described member benefits and section roles

Euralarm said companies joining the association gain insight into other European markets and opportunities, alongside access to EU policy expertise and connections with technical and political experts and potential business partners.

It added that membership enables organisations to gain expertise on standardisation and support and direct standardisation and legislative processes.

The association outlined its four sections as Extinguishing, Fire, Services and Security, with VdS joining all sections.

AEI Cables urges cabling beyond minimum safety requirements in modern buildings

AEI Cables has said cabling choices in modern buildings should meet and exceed minimum safety requirements where there is high risk to people and property.

In a press release, the company referred to recent legislation and guidance affecting electrical and fire safety, including the Building Safety Act 2022.

Stuart Dover, General Manager of AEI Cables, said: “Meeting the legislation and guidance can sometimes seem challenging but the systems powered by these cables – including smoke and heat extraction systems – assist fire services in firefighting and a safe evacuation in the case of life safety.

“This legislation and guidance should be the minimum criteria for relevance in buildings where vulnerable people move about will help firefighters trying to execute a safe evacuation.

“These areas present a higher risk in the event of a real fire and if in doubt those in the supply chain should seek advice. This may mean going beyond the minimum level of cabling to meet this category of relevance but may make all the difference in the event of fire.”

The Act defines higher-risk buildings as those at least 18 metres in height or at least seven storeys containing at least two residential units.

Category 3 Control guidance linked to evacuation and communications systems

AEI Cables also highlighted Category 3 Control fire performance cables identified under the revised British Standard BS8519: 2020 Code of Practice.

The cables are designed to reduce harmful smoke, toxic gases and flame spread in the event of a real fire.

Guidance for Category 3 Control fire performance cables applies to evacuation alarms for disabled occupants in care homes, emergency voice communications systems and voice alarm systems.

Relevant buildings include tall buildings, office spaces, hospitals, shopping malls and stadia.

Certifications, categories and third-party approvals

AEI Cables also referenced its Firetec Enhanced cabling, which has been approved and certified by LPCB to BS8519 (Annex B), Category 3 Control, as well as Category 2 Control.

BS8519 sets out six cable categories, with three covering power cables and three covering control cables, each with survival times of 30, 60 or 120 minutes.

Products supplied by AEI Cables carry approvals from independent bodies including BASEC and LPCB.

The company also holds approvals from organisations including Lloyds, the MoD, Network Rail and LUL and states that it works to international standards around the world.

Breaching fire compartmentation: Does MHCLG’s fibre cabling consultation risk a free for all?

A flurry of life safety consultations have been launched since the start of the year, including from the BSI, the Scottish Government and from The Ministry of Housing, Communities and Local Government (MHCLG).

It was one such consultation, from the MHCLG and published on 27 January, that particularly caught my eye, entitled ‘Improving proportionality and safety outcomes in building control: telecommunications work’.

In summary, this consultation seeks views from industry on proposals to streamline building control procedural requirements within higher risk building settings for the installation of fibre optic cabling and mobile masts.

In the case of fibre optic infrastructure, the open call also seeks feedback on potential building control approval changes for non-higher-risk buildings too.

The consultation considers ‘proposals to dispense with procedural requirements of building regulations for….building work related to the drilling of holes through internal fire-resisting walls for fibre optic cabling and work related to the installation and repair of mobile communications masts.

For these activities, the current building control procedural requirements may be unreasonable and disproportionate and can direct regulatory resources away from the types of building work that carry higher risk, such as new builds and remediation projects.’

Context in building control

The background to this consultation will be familiar to anyone in the housing sector since the introduction of the Building Safety Regulator (BSR).

We need not reopen the arguments going back and forth about the BSR’s role and impact on a sector that repeatedly and fatally has shown itself systemically incapable of consistently delivering safe buildings.

But this consultation makes it clear that greater pragmatism and proportionality may be required to facilitate wider and faster broadband roll out across the nation, as well as to support the BSR on its quest for consistent delivery to agreed service level agreements.

It’s reasonable to view fibre optic cables as a government test case for the BSR as it grapples with resourcing and talent challenges around the Gateway process set up post-Grenfell Tower disaster to ensure a mass casualty event can never happen again within our buildings.

Remediation work currently falls within the Gateway process and the backlog at the BSR continues to grow as work to make buildings safe for residents is regularly delayed beyond the 8-week Gateway 2 decision deadline.

The new leadership team at the BSR has indicated it’s actively looking at remediation activity with an announcement due imminently on a more streamlined process.

So why did this particular public consultation grab my attention? Well with unbelievable timing and coincidence, a colleague had just recently sent me an image with rolls of newly printed labels for a fire compartmentation project Harmony Fire is delivering in Scotland.

Staring out from the screen on my phone I’d just read ‘Fire Compartment Line – Do not alter, cut or breach this fire seal/compartment without permission.

Any damages must be reported and repaired immediately.’ We actually used this very image in our LinkedIn post highlighting the launch of the consultation.

The issue of maintaining fire compartmentation integrity is a constant challenge for everyone working in the life safety sector.

We have directly witnessed far too many egregious fire compartmentation breaches that render this front-line defence against the spread of smoke and fire ineffective and dangerous.

Compartmentation is a critical building safety feature, designed to slow the spread of fire and buy time for residents and emergency services to respond.

A combination of fire-resistant walls and ceilings, fire doors, fire stopping and cavity barriers all work together to create a sealed structure, and a failure in any one element dramatically escalates risk to life.

Training and site discipline 

Education and enforcement around fire compartmentation is not consistent and this is why Harmony Fire has worked in partnership with our customers to develop a new behavioural and cultural approach to the issue of fire compartmentation integrity.

Moving the discussion away from tick-box compliance to real-life failure consequences is our starting point.

Maintaining the integrity of ‘the box’ saves lives and it’s therefore everyone’s responsibility to be vigilant, and to protect and challenge, if necessary, any activities that could compromise the system.

An all-encompassing education programme on the importance of compartmentation delivered to the landlord, residents, building managers, maintenance teams, suppliers, subcontractors and anyone regularly visiting sites means more focused eyes and greater vigilance.

By adopting the ‘hot works’ model used for those contractors working at height and using naked flames on buildings, a new permission-based authorisation system ensures that nobody is permitted to work in a way that could compromise fire compartmentation without prior approval and oversight.

The stickers of course represent the final ‘analogue’, but highly visible, stage of this new behavioural regime, reminding everyone of their joint responsibility for vigilance and urging action if something doesn’t look right.

Our vision to further evolve this regime with customers sees the increasing use of technology and digital accountability, through digitally locked BIM assets and a dedicated Permit to Breach (PTB) process incorporated into the existing Safe Systems of Work (SSoF) protocols.

Utilising PTBs underscores the high-risk nature of compartmentation breaches for our customers’ supply chains and wraps a robust legal framework around the compliant remediation of any work before a PTB can be closed and payments authorised.

The inescapable challenge that all parties to this conversation face is how to support sectors that bring services, like faster broadband, to communities that can drive prosperity, social mobility and productivity, while simultaneously protecting those same communities from the unintended consequences of policy decisions that may be a retrograde life safety step.

Compliance expectations remain

The consultation makes it clear that the drilling of holes in fire compartmentation to accommodate the installation of fibre optic cabling must still comply with requirements under the Building Regulations 2010 and for higher-risk buildings under Part 4 of the Building Safety Act 2022.

However, there is a significant risk that needs to be carefully discussed and considered around the optics of what this potential change may bring from a behavioural perspective.

Under the current legislative regime, anyone seeking to compromise fire compartmentation must submit an application via the BSR’s Gateway process.

This reflects the life safety significance of this activity and focuses applicants on the risks and the expected standards and quality of remedial activity required.

Today, we regularly see the consequences of people not adhering to these existing strict regulations, with genuine instances of compartmentation breaches within weeks of our own project completions.

In this context, we have serious concerns around the perception of a downgrade, or watering down, of the regulations associated with fibre optic cabling installation.

And let’s be clear in terms of behavioural response in a real-world application, the expectation of ‘mission creep’ is high.

If we can drill holes for fibre optic cabling, then surely there’s little difference for that coaxial or POE cable, right?

If it becomes a routine activity to drill holes in fire compartmentation and this is what people regularly witness up and down the country, do we not risk undermining all the hard work and the behavioural changes we have set in train to underscore the importance of fire compartmentation integrity?

Practical options and mitigations

The consultation process gives every audience the chance to have their say, and we should be grateful that views are being sought for this highly significant and consequential change.

But there are already measures and actions that can be taken today to make this less of a binary decision.

Across many of our compartmentation projects, we have introduced a simple future proofing measure that eliminates the need for future drilling.

By specifying firestop sleeves into our compartmentation designs, this provides a fully compliant and safe way for cables to be installed without the need for any additional interventions.

The greater adoption of asset-based technology solutions and existing safe working protocols linked to contractual payment terms offer an alternative vision.

Balancing demands, proportionality and appropriateness characterise this latest consultation process.

It’s vitally important that as many voices, from as many sides of this debate, are heard before the closing date on the 24 March.

This will ensure changes do not bring unintended consequences that ultimately set back resident life safety outcomes.

This move feels like a retrograde step and risks behavioural change in the wrong direction.

Let’s hope that diverse voices across the sector provide their own insights into how we can best balance the demand, while understanding our number one priority must remain focused on the safety and security of families relying on the absolute integrity of fire compartmentation.

When neighbours become first responders: Inside Singapore Civil Defence Force’s award-winning myResponder app

Each year, more than 3,000 out-of-hospital cardiac arrest emergencies occur in Singapore.

Without immediate intervention, a patient’s chances of survival diminish significantly with each passing minute.

Similarly, minor fires, such as those involving discarded items or a refuse chute, can quickly escalate into large fires without early intervention.

To address these challenges, the Singapore Civil Defence Force (SCDF) launched the Save-A-Life Initiative in 2015.

The initiative focuses on three key areas: equipping citizens with lifesaving skills, building a nationwide network of Community First Responders (CFRs), and expanding the availability and access to automated external defibrillators (AEDs) and fire extinguishers across Singapore.

Through online lessons or hands-on training at SCDF establishments, members of the public can learn cardiopulmonary resuscitation (CPR), and how to use an AED and a fire extinguisher.

This hybrid approach ensures that the community is prepared to utilise lifesaving equipment placed across Singapore and render assistance when emergencies arise.

Building a community-centric emergency response

While members of the public are trained in lifesaving skills and able to utilise publicly accessible AEDs and fire extinguishers, these capabilities can only be effective if the public is aware of emergencies around them.

To address this, the myResponder mobile application was launched in 2015 to alert nearby CFRs, bridging the critical gap between the onset of an incident and the arrival of emergency responders.

Highly accessible to the public, anyone – students, office workers, retirees, or parents – can register and join as a CFR on myResponder.

Registration is voluntary, and SCDF consistently reminds CFRs to prioritise their personal safety when responding to an emergency.

The first version of myResponder provided two core functions.

It alerts CFRs to nearby cardiac arrest emergencies and provides a live map of publicly accessible AEDs.

When a cardiac arrest incident is reported via SCDF’s “995” emergency hotline, SCDF dispatches emergency resources, and alerts CFRs within a 400-metre radius of the incident through myResponder.

Responding CFRs are guided to the nearest AED via the Registry for AED Integration, a national registry managed by SCDF and the Singapore Heart Foundation.

With this data integrated into myResponder, CFRs can view real-time AED locations, supporting early defibrillation to improve the chances of survival for cardiac arrest patients before the arrival of SCDF’s emergency responders.

In conjunction with the launch of myResponder, SCDF and its partners have over the years been conducting public outreach and education drives to encourage more members of the public to learn lifesaving skills and build their awareness and confidence on the use of AED.

In 2018, myResponder was enhanced to include alerts for minor fires, enabling CFRs to mitigate small fires before they escalate.

An upgraded myResponder

In 2024, SCDF collaborated with the Home Team Science & Technology Agency (HTX) to upgrade myResponder.

With an improved user interface and new functions, the latest version of myResponder strengthens the coordination of community response while ensuring CFRs’ safety.

CFRs can now select their preferred mode of transport, either on foot, by bicycle, or by vehicle.

The alert radius is expanded to 800 metres for cyclists and up to 1.5 kilometres for drivers, helping faster-moving responders cover a wider area, while those on foot will receive alerts for areas that they can realistically reach in time.

To further improve coordination during emergencies, the upgraded app includes a “Respond Together” function.

This enables CFRs to see others who are responding to the same incident and view each other’s location on the map.

Through the in-app chat function and media-sharing features, CFRs can communicate with each other to allocate tasks such as performing CPR and retrieving an AED.

They can also share photos and videos with SCDF’s Operations Centre, giving dispatchers real-time situational awareness of the incident and allowing emergency resources to be more effectively deployed.

A growing network of community first responders

Since 2015, myResponder has grown from 3,000 registered CFRs to over 250,000 as of December 2025.

Collectively, CFRs have responded to over 52,000 cardiac arrest cases and minor fires, contributing to the survival of over 157 individuals who had suffered cardiac arrest.

Beyond operational outcomes, myResponder has encouraged a significant shift in public mindset.

By enabling members of the public to play an active role during emergencies, it has strengthened emergency preparedness and proactive response within the community.

SCDF formally recognises the contributions of CFRs through several awards.

The Community First Responder Award is presented to individuals who have rendered assistance during emergencies, while those who have helped save lives receive the Community Lifesaver Award.

The myResponder Award recognises CFRs who responded to the most myResponder activations in a year.

Recipients are acknowledged in myResponder’s Hall of Fame and at the annual Responders, Partners, and Volunteers Appreciation Event.

In recognition of myResponder’s impact on mobilising the public to respond to emergencies, SCDF received the Singapore Good Design (SG) Mark Gold Award on 25 November 2025.

The award was presented to Commissioner SCDF, COMR Eric Yap, by the President of the Republic of Singapore, Mr Tharman Shanmugaratnam, and the President of the Design Business Chamber Singapore, Mr Hong Khai Seng.

Looking ahead

Future developments for myResponder include video-call support, enabling dispatchers to provide real-time guidance to CFRs during emergencies.

This will further improve community response during complex situations, while continuing to ensure CFRs’ safety during an emergency.

From its humble beginnings in 2015 to a growing nationwide network of CFRs in 2025, myResponder shows how technology and community spirit can be integrated to complement SCDF’s emergency response.

By empowering citizens to become CFRs, it strengthens national resilience and fosters a more caring community where help is always within reach.

Real-world use of myResponder

Real-world callouts through Singapore’s myResponder app show how ordinary members of the public are increasingly becoming part of the city-state’s emergency response, often arriving before professional crews and buying critical minutes for patients and bystanders.

In Whampoa, a 20-year-old psychology student has described how a late-night alert prompted her to run down 14 storeys to a suspected cardiac arrest outside her own block.

When she arrived, she found a man unconscious while passers-by attempted chest compressions with inconsistent technique.

Working alongside another community responder, she took over CPR, directed bystanders, and helped deploy a nearby automated external defibrillator.

The device delivered a shock, and the patient regained a pulse shortly before Singapore Civil Defence Force paramedics reached the scene.

In another widely reported case, a young volunteer named Darryl responded to an alert close to his home and found a man in cardiac arrest with only his son present.

Darryl joined them in performing CPR and applying an AED until SCDF crews took over.

The patient later recovered sufficiently to be seen eating in a neighbourhood coffeeshop.

Darryl has since attended more than 60 myResponder activations.

The app has also been used in non-medical incidents.

On one occasion, a member of the Singapore Civil Defence Auxiliary Unit left myResponder active while at work and was alerted to a small rubbish bin fire nearby.

With no firefighting equipment immediately available, he organised people attending a nearby funeral wake to pass buckets of water, containing the blaze until firefighters arrived.

In each case, the decisive factor was not technology alone but what happened in the minutes after the alert landed on a phone, when strangers chose to act and stay with a patient until professionals arrived.

Philippines launches Fire Prevention Month campaign nationwide

Fire prevention month launched in the Philippines

The Bureau of Fire Protection (BFP) has officially launched Fire Prevention Month in the Philippines with an assembly of more than 3,000 people and over 300 vehicles on March 1.

The Manila Bulletin reported that the event was led by BFP chief Director Jesus Fernandez.

The launch brought together BFP personnel, national government agencies, local and barangay Disaster Risk Reduction and Management Offices, fire volunteers, fire brigades, private partners and non-government organisations.

The programme included a ceremonial signing of a “Wall of Support”.

Maria Liavel C. Badillo-Crisostomo, Assistant Secretary for Communications and External Affairs, represented Department of the Interior and Local Government (DILG) Secretary Juanito Victor “Jonvic” Remulla at the event.

Badillo-Crisostomo emphasised that fire safety depends on everyday decisions made at home, in workplaces and within communities, and stated that the public should not rely solely on the BFP as first responders.

She also urged the public to report incidents promptly and to remember the Unified 911 System as the direct emergency contact line.

Representatives from several sectors delivered messages of support, including Engr. Liza B. Silerio of SM Supermalls, Pasay City Mayor Imelda “Emi” Calixto-Rubiano, PCCI President Ferdinand “Perry” Ferrer and Deputy Chief PNP for Administration, Pol. Lt. Gen. Bernard M Banac.

The event concluded with a motorcade from the MOA Globe to Quezon Memorial Circle.

In a statement, the BFP said the month-long campaign aims to intensify public awareness on fire safety and reinforce a shared commitment to a fire-safe nation.

Report questions claims about water mist outperformance in England fire incident data

Water mist systems in IRS data are not like-for-like

A report by Optimal Economics has concluded that Ministry of Housing, Communities and Local Government (MHCLG) incident data cannot be used to determine the comparative effectiveness of sprinklers and water mist systems in England.

Commissioned by the British Automatic Fire Sprinkler Association (BAFSA), the analysis drew on the MHCLG Incident Recording System (IRS) dataset of primary fires where a sprinkler or water-based fire suppression system was present between 2018/19 and 2023/24.

It reviewed 2,924 incidents in total.

Sprinkler systems accounted for 2,438 incidents, or 83% of the dataset.

Water mist systems accounted for 486 incidents.

Sprinkler systems are described as fixed, building-wide installations, whereas water mist covers a range of technologies including fixed automatic systems and portable or manually deployed hose-reel and lance equipment.

The dataset does not distinguish between those different water mist system types.

Where fires occurred and how systems were recorded

The analysis identified marked differences in the characteristics of incidents recorded under each system category.

Most sprinkler and water mist incidents occurred in non-residential buildings.

Industrial premises accounted for almost half of non-residential sprinkler incidents, including factories, recycling centres and warehouses.

There were 69 water mist incidents in industrial premises, mainly in food and drinks processing, recycling and factories.

In non-residential settings, 74% of water mist incidents were recorded in custodial environments, including prisons and young offenders’ institutions.

In dwellings, sprinkler incidents were concentrated in purpose-built flats or maisonettes, particularly those with more than ten storeys.

Water mist incidents in dwellings were primarily recorded in low-rise settings, with a concentration in single-occupancy bungalows or self-contained sheltered housing.

The report links these cases to the use of personal protection systems for vulnerable residents under local policies.

Differences were also recorded in the location of systems relative to the fire.

In most sprinkler incidents, the system was located in the room of origin.

In water mist incidents, the system was more often recorded as being on the same floor as the fire.

In 71% of water mist incidents where the system operated, the fire was on the same floor as the system rather than in the room of origin.

Conclusions and recommendations for future data

The report concludes that the IRS dataset does not contain two comparable populations of building-wide automatic suppression systems.

As a result, a robust comparative analysis of operational reliability and performance reliability between sprinklers and water mist is not possible.

It states: “Any claims that MHCLG incident data demonstrate superior effectiveness of water mist systems compared to sprinklers are not supported by the evidence and arise from invalid comparisons between fundamentally different types of fire suppression systems.”

The analysis calls for system-level classification, consistent standards and sufficient sample sizes to enable valid comparisons.

It recommends that future IRS data collection distinguishes fixed building-wide suppression, personal protection systems, local application protection and manually deployed custodial systems.

Without that separation, it warns that “suppression policy risks being shaped by invalid evidence”.
