London tower block paying £49,000 a year for Waking Watch

An investigation by Inside Housing has found that a tower block in London is paying £49,000 a year for a three person Waking Watch.

Residents of Canalside Square block on the Packington Estate in Islington are being charged £1,528 a month to keep the Watch in place, although Hyde, the owner of the block has claimed that the fees cover more costs.

In December the Government announced a £30 million fund to help end the scandal of excessive waking watch costs. The fund will enable residents to replace it with the installation of fire alarm systems in high-rise buildings with cladding.

Commenting on the funding last December, Housing Secretary Robert Jenrick said: “I’ve heard first-hand from leaseholders the misery that rip-off waking watch costs have been bringing to residents of high-rise buildings with cladding.

“I’m announcing today a £30m Waking Watch Relief Fund to help relieve the financial pressure on those residents and to ensure they are safe. We have continued to prioritise the removal of unsafe ACM cladding throughout the pandemic and expect around 95% of remediation work will have been completed or be underway by the end of this year.”

OGUK responds to proposal to halt oversea oil and gas activity

OGUK have responded to the Scottish Governments proposal to halt the backing of oversea oil and gas activity by COP26.

In a statement on their website, OGUK chief executive Deirdre Michie OBE said: “We are requesting an urgent meeting with Scottish Ministers so that we can highlight the effect this policy may have on members, particularly our SME members, who are still reeling from the impact of the Covid-19 pandemic and the downturn with its volatile commodity prices.

Firefighter struck over the head in unprovoked attack

A man has been arrested after an unprovoked attack on a firefighter who was attending a flat fire in Thornton Heath, UK.

The 53-year-old man, who was arrested on the scene and remains in custody, struck the victim over the head.

London Fire Brigade Deputy Commissioner Richard Mills said: “This abhorrent and unprovoked attack on a firefighter is completely unacceptable, but during a global pandemic when all emergency services workers are going above and beyond to serve the public it is even more shocking.

“The firefighter was going into a building to fight a fire and potentially save lives and had it not been for his helmet, he would have sustained serious head injuries. Thankfully, he has been discharged from hospital.

“We take all attacks on our firefighters incredibly seriously and have already put our weight behind the Assaults on Emergency Workers Act which increased sentencing guidelines for such attacks and we will be working with the Metropolitan Police Service to assist with their investigation.”

Last year the NFCC called for firefighters to wear body worn cameras following a spate of attacks on crew.

Eaton become latest member of Hydrogen Europe

Power management company Eaton have announced that it has become the latest member of Hydrogen Europe, the leading European association working to make fuel cell and hydrogen (FCH) technologies an everyday reality, as part of curbing carbon emissions.

Gas detection by Teledyne leads fight against COVID

Teledyne Gas & Flame Detection is taking the global fight against COVID-19 to new levels, using its class leading gas detection and monitoring technologies to not only support vaccination programmes, but prevent the potential for virus propagation.

Gas detection can play a major role in the deployment of the Pfizer-BioNTech vaccine, which is manufactured in locations including the US, Germany and Belgium. This vaccine requires storage and transportation at -70°C in sealed containers due to its mRNA (Messenger RNA) molecule technology.

Such a low temperature is maintained using dry ice. Dry ice is solid, frozen carbon dioxide (CO2). However, at temperatures above -78°C, CO2 sublimates, which is when it becomes gaseous and potentially dangerous. CO2 can act as an asphyxiant and a toxicant as it is heavier than air and tends to take the place of oxygen, leading to a risk of anoxia.

These dangers can present issues for factory, logistics and healthcare workers unfamiliar with handling and manipulating dry ice. Clearly, there is a global need for vaccine urgency, but this should not be at the expense of worker health and safety.

CO2 detection solutions are deployable at all stages of the deep-freeze delivery chain. The Pfizer-BioNTech vaccine makes use of a specially developed transport box that contains dry ice and is fitted with GPS trackers. Each reusable box can keep up to 5000 doses of vaccine at the right temperature for 10 days, if it remains unopened. In addition, destination countries can choose to store the vaccine in a freezer farm for up to six months at -70°C. For manufacturing sites, logistics centres, transport hubs and healthcare facilities, effective CO2 detection can provide high levels of site and personnel protection.

Advexure awarded contract for Search & Rescue Drone

Advexure Unmanned Systems has been awarded a multi-year contract through an initial purchase of a DJI Matrice 300 RTK, accessories, software, training, and support services for $28,458 in a joint project between the Dinwiddie Sheriff’s Office and Dinwiddie Public Safety.

According to Deputy Sheriff Charles Lucy, the drone’s primary function will be for search and rescue missions. Dinwiddie County has numerous group homes and adult living facilities where people will often walk away leading some to pass away from exposure to the cold, or getting into bodies of water.

Advexure Unmanned Systems was selected for the purchase through a competitive bid process and has furnished Dinwiddie County with a complete drone system, camera payload, training drone for new pilot training and certification, support accessories, and training services. In addition, Advexure has outfitted Dinwiddie with DroneSense software, which is a management platform for live streaming and operations management for incident commanders to have a birds eye view via livestream during a large fire or other incident where an aerial view can help assist to direct ground units.

“Civil unrest has been going on in cities with large crowds, this unit allows us to minimise officer exposure if there’s large events to allow us to put an eye on a large area without having to expose our officers,” said Lucy.

Usage of the new drone system could, however, not begin for a few months due to the COVID-19 pandemic and the process of approving use. Certifying bodies that approve training credentials to operators of the drone now have limitations due to COVID. Standing operating procedures and mutual aid agreements will also have to be drawn before the drone is used.

“This will not be used immediately, this will take numerous officers to be able to operate and that will take numerous hours of training,” said Lucy.

Advexure has outfitted and trained departments on the use of similar drone systems to Dinwiddie’s along with many other public safety and search and rescue drones to dozens of counties in Virginia and across North America. Advexure’s Director of Public Safety Integration, Travis Waibel, mentioned that Advexure, who is headquartered in Los Angeles, has worked extensively with many departments and agencies across the state of Virginia since about 2016 to further the adoption of UAS in public safety. Advexure also works with Dinwiddie’s neighbor in Chesterfield, VA. Chesterfield’s Police and Fire/EMS units recommended the drone system that Dinwiddie purchased as they have the same model and recognised its quality along with Advexure’s service reputation and commitment to public safety.

“Virginia has been a state that has quickly adopted UAS/drones and has had a tremendous amount of success deploying drones to locate missing persons, reduce risk for first responders, and leverage technology to enhance the efficiency of public safety operations,” said Waibel.

Advexure also currently actively works with agencies in the counties of Albemarle, Culpeper, Fairfax, Fauquier, Fredericksburg, Spotsylvania and with George Mason University. Advexure’s widespread network of partner agencies has enabled the formation of regional mutual aid response with UAS and standardisation of UAS training and operations across the state.

Global safety equipment manufacturer MSA Safety Incorporated today announced it has acquired U.K.-based Bristol Uniforms in an all-cash transaction valued at approximately $60 million. The acquisition strengthens MSA’s position as a global leader in fire service PPE products while providing an avenue to expand its business in the U.K. and key European markets.

IFE Approves NFPA CFPS Credential for Membership Application

The Membership Application Assessment Panel (MAAP) of the Institution of Fire Engineers (IFE) has determined that the National Fire Protection Association (NFPA) Certified Fire Protection Specialist (CFPS) credential will now be recognised as a major component for IFE membership.

The NFPA CFPS Certification program was created in 1971 for the purpose of documenting competency and providing professional recognition for individuals involved in curtailing both physical and financial fire loss.

Members of the CFPS community include engineers, risk managers, loss control specialists, fire officers, fire marshals, fire inspectors, safety managers, fire protection consultants, designers, code enforcers, facility managers and others who are responsible for the application of fire safety, protection, prevention, and suppression technologies.

The IFE will now review and approve applications for membership in North America with three criteria in mind: current certification status, submission of a resume (C.V.), and documentation of formal education beyond secondary school (college or university). The IFE USA Branch has been approved to review and pre-approve applicants with a valid, current CFPS Certification in the United States and Canada, before submitting these to IFE’s MAAP for final consideration.

The new strategy is designed to streamline the IFE membership application process while ensuring that candidates have the high-level fire protection insights, career experience, and educational background that are synonymous with IFE membership. The new membership application benchmarks are as follows:

  • For IFE Member Grade status (MIFireE), candidates must have NFPA CFPS Certification plus a Bachelor’s or Master’s degree in a fire protection-related discipline from an accredited college or university, including degrees in engineering fields that are applied to the practice of fire protection plus FIVE years of verifiable work experience dedicated to protecting people and property.
  • For IFE Graduate Grade status (GIFireE), candidates must have NFPA CFPS Certification plus an Associate’s degree in a fire protection-related discipline from an accredited college or university, or a Bachelor’s or Master’s degree in any unrelated field; plus THREE years of verifiable work experience dedicated to reducing loss and liability.
  • Candidates with CFPS Certification, but without the formal education qualification requirements noted above, will be evaluated on a case-by-case basis at the time of their application. CFPS Certification will be seen as being equivalent to meeting entry-level IFE learning objectives for Technician Grade (TIFireE) or Associate Grade (AIFireE) memberships, depending on the years and type of post-education fire engineering work experience.

“NFPA is thrilled that IFE recognises the strength of our CFPS Certification program and professionals with CFPS designations who have worked hard to grasp and apply industry-leading fire protection principles,” said Chuck Stravin, vice president of business development and operations at NFPA. “The NFPA CFPS Certification has long been regarded as the benchmark for life safety learning, and the decision by IFE to make this credential an essential consideration for membership speaks volumes.”

The IFE Membership Application Assessment Panel, however, retains the right and role of performing a quality assurance process on all applications recommended for IFE membership by an approved IFE Branch.
