According to the association, the new portal includes files transferred from the National Fire Protection Association (NFPA), which will discontinue its previous online platform.

The IAFF stated that the database now serves as the main resource for model-specific emergency documents covering a wide range of vehicle manufacturers and models.

It added that members can now find both current and historical documentation to help with incident response and training.

Content of emergency response guides

The IAFF reported that emergency response guides contain detailed information on hazards related to EVs, including fire, fluid leaks, submersion and towing.

It explained that the documents provide responders with procedures for immobilising vehicles, disabling high-voltage systems and safely handling batteries.

The IAFF said that each guide is vehicle-specific and covers structural reinforcements, recommended cut zones and restraint systems.

It added that guides also include details on stabilisation points, disabling methods and energy sources such as lithium-ion batteries.

According to the association, these documents are designed to reduce risks of shock, fire or injury when working at crash scenes or during recovery operations.

Role of rescue sheets in incidents

The IAFF outlined that rescue sheets are condensed versions of the emergency response guides.

It said these sheets are intended to be used directly at the scene of a collision or emergency.

The association explained that the sheets provide rapid access to information about vehicle construction, cut points and high-voltage component locations.

It added that responders can quickly reference diagrams that highlight critical systems such as airbags, batteries and fuel tanks.

According to the IAFF, this information helps responders make immediate decisions about extrication and hazard management.

Example: Alfa Romeo Tonale rescue sheet

One example of the materials available on the NHTSA portal is the Alfa Romeo Tonale Plug-In Hybrid Q4 rescue sheet.

The document states that the vehicle is powered by lithium-ion batteries and requires responders to follow strict high-voltage disablement procedures.

It warns that a lack of engine noise does not mean the vehicle is off, as it may still be capable of movement.

Responders are instructed to cut specific low-voltage cables to disable high-voltage power and to avoid orange connectors.

The sheet also identifies stabilisation points, hazards such as high-strength steel zones, and procedures for towing and storage.

Warnings within the sheet advise that gases released from damaged lithium-ion batteries include hydrogen and hydrogen fluoride, both presenting risks to health and safety.

Transfer from NFPA to NHTSA

The IAFF stated that the NFPA has now transferred its database of EV emergency files to NHTSA.

It reported that NHTSA’s portal includes over 480 results covering multiple manufacturers and EV types.

The association said that this transfer means NHTSA will now serve as the single national source for these documents.

According to the IAFF, this centralisation is intended to simplify access for responders and standardise the location of critical information.

The IAFF added that fire fighters and emergency responders should now refer exclusively to the NHTSA platform when seeking EV response information.

As conflicts drag in the Middle East and Europe, the threat posed by unconventional aerial attacks on civilian environments has evolved from a theoretical risk to a present-day operational concern.

While significant resources are allocated to missile interception technologies and air defence systems, the reality is that no system offers complete protection.

Aerial threats, whether intercepted or not, often result in falling debris, unexploded ordnance, fires and widespread structural damage.

As such, fire and Civil Defense agencies must shift their focus from mere prevention to full-spectrum preparedness, encompassing post-impact response.

Unconventional aerial threats now include not only ballistic missiles and rockets but also low-cost, weaponized drones, drone swarms and other improvised airborne devices.

These technologies have proven capable of penetrating urban spaces, igniting fires, damaging infrastructure and inciting panic.

Thus, governments must address the post-impact implications with the same seriousness afforded to the interception phase.

Governments routinely invest in downing these threats – but they must equally invest in preparing for the consequences when they actually crash and explode.

Evolving threat landscapes and operational realities

Modern aerial threats are diverse in form and effect.

Ballistic and cruise missiles carry heavy payloads with wide blast radii.

Rockets – less precise but still highly destructive – are frequently used in saturation attacks.

Meanwhile, small drones or drone swarms, whether equipped with explosives or incendiary devices, can strike numerous targets simultaneously, creating unpredictable and dispersed damage zones.

This evolving landscape demands that Civil Defense services understand not only the physical impact of each type of threat, but also the distinct operational challenges they pose.

A ballistic missile may leave a large crater and cause building collapse.

Conversely, a drone swarm might target rooftop infrastructure or industrial facilities, sparking fires in multiple, hard-to-reach locations.

In both cases, the consequences on the ground can be catastrophic if not promptly and expertly managed.

One of the most underestimated hazards is the aftermath of successful interceptions.

The public often assumes that an intercepted projectile poses no further risk.

However, fragments and debris from destroyed aerial threats can cause fatalities, start fires and damage buildings.

A notable case involved debris from an intercepted missile falling into a Gulf capital, killing a civilian.

The notion that interception equals safety must be urgently revised in public awareness campaigns and professional training alike.

Impact consequences and hazards on the ground

Once an aerial threat makes contact with the ground – whether intact, intercepted, or malfunctioning – the immediate scenario is complex and dangerous.

Responders may encounter:

Fires and explosions

Impact can ignite fires in fuel depots, residential buildings, or industrial facilities.

Secondary explosions are a real risk, especially where volatile materials are present.

Structural collapse

Explosions compromise the integrity of buildings, resulting in partial or total collapses.

These incidents necessitate rapid and well-coordinated Urban Search and Rescue (USAR) operations.

Unexploded ordnance (UXO)

Some threats fail to detonate on impact.

The presence of UXOs significantly increases responder risk and requires explosive ordnance disposal (EOD) intervention.

 

Debris fields and shrapnel

Scattered remnants can obstruct rescue operations, damage vehicles and harm personnel.

Large components of drones or missiles may remain embedded in structures or the ground.

Infrastructure failures

Damage to utilities – including gas, electricity and water – can paralyze emergency response and escalate risks such as electrocution, flooding, or fire.

A particularly dire scenario arises when multiple impact sites occur in quick succession across an urban area.

In such cases, emergency services must operate under triage conditions, prioritizing fires, structural rescues and UXO containment simultaneously.

Whether in a coastal metropolis or a landlocked town, the principles of coordinated, technically proficient and safety-first response remain constant – but their application must be locally attuned.

Ultimately, the bottom line is simple

governments already invest heavily in systems that aim to down threats in the air.

What is now urgently required is a commensurate investment in preparedness for the moment those threats inevitably reach the ground.

It is on the ground – among the fires, rubble and confusion – that lives are either lost or saved.

The readiness of those who respond determines which outcome prevails.

Vietnam’s new fire prevention plan: can technology cut rising fire deaths?

National call for improved fire prevention and rescue

Nhan Dan has reported that Prime Minister Pham Minh Chinh has urged a nationwide effort to strengthen fire prevention, disaster response, and rescue capacity.

The Prime Minister made the call during a dialogue in Ho Chi Minh City on 14 August with businesses and officials, organised by the Ministry of Public Security.

The meeting marked the 80th anniversary of the Vietnam People’s Public Security Force and the 20th anniversary of the All People’s Security Safeguard Festival.

According to Nhan Dan, PM Chinh said that reducing deaths, injuries, and economic losses from fires requires both coordinated leadership and faster implementation of planned schemes.

He noted the long record of service of Vietnam’s firefighting and rescue police, describing them as the main operational force protecting public safety during fire and emergency incidents.

Use of science and technology in fire safety

The Prime Minister said that Vietnam must expand its use of science, technology, and innovation to strengthen firefighting and rescue operations.

He added that big data, artificial intelligence, and smart systems should be developed and applied to improve capacity.

PM Chinh also called for more international partnerships to gain access to advanced equipment and expertise.

He explained that Vietnam should produce its own fire prevention and firefighting technologies and issue manuals and guidance for both fire and disaster response.

According to the Ministry of Public Security, the country recorded more than 17,600 fires over the last five years, resulting in 560 deaths, 606 injuries, and around 4 trillion VND (153.8 million USD) in damages.

Fire and rescue police role recognised

During his remarks, the Prime Minister said that Vietnam’s firefighting and rescue police have made major contributions over the past six decades.

He described them as central to the state’s public security apparatus.

PM Chinh said: “The firefighting and rescue police force is the core force on the front line against the fire enemy and an integral part of the nation’s public security apparatus.”

Secutech+ Vietnam opens in Ho Chi Minh City

On the same day, the Prime Minister attended the opening of Secutech+ Vietnam, described by Nhan Dan as the country’s largest professional security exhibition.

The show featured 480 domestic and international brands from Vietnam, Japan, Singapore, the Republic of Korea, and China.

Exhibitors displayed a wide range of systems and devices including fire pumps, escape equipment, smoke extraction systems, fire alarms, hazardous substance detectors, firefighting robots, and drones.

The exhibition also featured passive fire protection measures such as fire doors and resistant coatings, along with firefighting suits and other protective gear.

Prime minister’s message at security exhibition

In his opening speech, the Prime Minister welcomed the role of the exhibition in aligning Vietnam’s fire prevention and security sectors with current standards.

He said: “The exhibition will raise public awareness, spark practical solutions, and advance Vietnam’s fire and rescue efforts.”

Firefighters face rising battery and climate risks, says FBU

Lithium battery incidents growing across UK

Fire Brigades Union general secretary Steve Wright has called for greater investment in fire and rescue services to address the increasing risks posed by lithium-ion batteries and climate-related events.

According to the Fire Brigades Union (FBU), the comments follow recent data from the Office for Product Safety and Standards showing at least 211 fires involving e-scooters and e-bikes were recorded in 2024. In 2020, the figure was 26.

The majority of incidents occurred in London, but the figures are based on voluntary reporting by fire and rescue services, meaning the national total is likely higher.

The union said lithium-ion battery fires pose specific hazards, including the release of flammable gases and the potential for explosion.

These incidents are taking place alongside a documented rise in wildfires and flood responses, which the FBU linked to climate change.

Union cites cuts and slower response times

The Fire Brigades Union said that cuts to the fire service have weakened its ability to respond to modern risks.

According to the FBU, one in five firefighter posts has been lost in England since 2010.

It said these reductions have contributed to a three-and-a-half-minute increase in average response times since the mid-1990s.

Wright said: “Our equipment needs to keep pace with the advances in technology, and so does the training of firefighters that’s been cut over the years. Cars are more advanced, and lithium-ion battery risks are going up.”

He added: “Attendance to climate-related incidents has increased. I know there are climate change deniers in Reform, and I would love to have that argument all day with them because I’ve been on the front line. We’re attending more floods, more wildfires.”

Wright continued: “And because we are taking three-and-a-half minutes longer [to respond] compared with the mid-90s, fires are more developed. Firefighters’ safety has been compromised with the safety of members of the public.”

Lithium-ion fires pose new response challenges

According to the Office for Product Safety and Standards, lithium-ion batteries in e-bikes and e-scooters have been the cause of multiple fire fatalities in the UK.

These fires are difficult to extinguish and can re-ignite after being put out, the FBU explained.

The union also said these batteries can produce high temperatures and flammable gases, increasing the risk to both firefighters and the public.

It added that further investment in training and equipment is necessary to handle these incidents safely.

Climate-related incidents on the rise

The FBU linked increases in flooding and wildfires to climate change, stating that UK fire services are dealing with a wider range of incident types.

Wright said fire crews have seen more climate-driven emergencies in recent years.

He added that firefighters are now regularly deployed to incidents beyond traditional structure fires, which increases the demand on personnel and resources.

The FBU said more comprehensive planning and investment is needed to prepare for ongoing environmental changes.

Response time delays could increase risk

The union cited government figures showing a substantial increase in average fire service response times over recent decades.

According to the FBU, the additional minutes can lead to more fully developed fires and increased hazards for both firefighters and civilians.

It said that this makes adequate staffing levels and resource investment essential for public safety.

Fire blankets may pose explosion risk during electric vehicle fires, warns NFPA and UL

Research finds fire blankets may trap explosive gases during battery fires

The NFPA and UL Research Institutes have reported that using fire blankets during electric vehicle fires with battery involvement may increase explosion risk.

According to a joint notice from the Fire Protection Research Foundation (FPRF) and the Fire Safety Research Institute (FSRI), fire blankets can eliminate open flames but may trap flammable gases underneath.

The notice warned that gases accumulating beneath the blanket during battery thermal runaway could ignite explosively if oxygen is reintroduced.

Fire blankets linked to confined gas build-up in experiments

The FPRF reported that during controlled testing, fire blankets used to cover burning electric vehicles succeeded in cutting off flames by limiting oxygen flow.

However, battery thermal runaway continued even after the flames were extinguished, releasing flammable gases into the space beneath the blanket.

The Foundation stated that in some trials, this created an explosion hazard for nearby responders when the confined gases mixed with fresh air.

Four suppression methods assessed in current FPRF project

The FPRF is analysing firefighting strategies through its ongoing research project titled Assessment of EV Firefighting Tactics, Tools and the Impact on Stranded Energy.

The Foundation explained that recent testing compared the use of standard hose streams (with and without added agents), fire blankets, and firefighting appliances on electric vehicle fires.

Preliminary findings will be presented at the NFPA Conference & Expo on 16 June 2025 in Las Vegas, and full results will be published later this year at nfpa.org/foundation.

FSRI conducting parallel studies on EV fire suppression

The FSRI is independently studying battery fire hazards and suppression techniques under its Fire Safety of Batteries and Electric Vehicles programme.

According to the Institute, it is evaluating hose streams, under-vehicle water nozzles, and fire blankets as control measures in confirmed battery pack fire incidents.

The FSRI stated that analysis of video footage and performance data is ongoing, with findings to be released later in 2025 at fsri.org.

Focus remains on firefighter safety during EV incidents

The FPRF said that its research aims to support safer incident response procedures for EV fires by identifying effective tactics and understanding the risks of re-ignition and gas build-up.

The FSRI added that its work is directed at enabling better control strategies and reducing hazards for emergency responders.

Both organisations emphasised that no suppression method is without risk, and current findings should inform future training and operational guidance.

NFPA warns of fire blanket hazard in EV fire suppression: Summary

The NFPA reported that fire blankets used during electric vehicle battery fires may pose an explosion risk.

This risk arises from the accumulation of unburned flammable gases beneath the blanket.

The Fire Protection Research Foundation and the Fire Safety Research Institute issued a joint notice on 2 June 2025.

Perimeter Solutions has announced the release of its new SOLBERG SPARTAN 1% Fluorine-Free Class A/B Foam Concentrate at FDIC 2025 in the United States.

The company reported that the foam is designed to give firefighters more control in various fire scenarios, including structure, wildland, vehicle, gasoline, and dumpster fires.

Craig McDonnell, Vice President, Americas Fire Suppression at Perimeter Solutions, said: “SOLBERG SPARTAN is a game-changing product for firefighters.

“One foam for 99% of fires, it is our most effective fluorine-free Class A/B foam, delivering fast knockdowns, reducing flashover risk, and providing superior heat protection.”

According to Perimeter Solutions, the foam enables faster cooling times and requires less water during fire suppression activities.

Firefighters can cut cooling time and water usage

Perimeter Solutions cited data showing that cooling a fire from 1,000°F to 212°F with water alone can take nearly four minutes.

When used with water, the SOLBERG SPARTAN foam can reportedly reduce this time by more than half.

The company stated that the foam reduces water demand by 40%, helping responders to conserve resources while maintaining suppression effectiveness.

Foam compatible with standard firefighting equipment

Perimeter Solutions said the product is compatible with standard firefighting systems, including inline eductors, self-inducting nozzles, monitors, medium-expansion foam devices, and compressed air foam systems.

The foam also has similar viscosity to Class A foam, making it suitable for onboard proportioning systems.

The company said this compatibility allows for easier integration into current fire service operations without requiring major changes in equipment.

NFCC welcomes new provision for sprinklers in all new care homes

The UK National Fire Chiefs Council has welcomed the recent announcement that sprinklers will be mandatory in all new care homes. The Government made the announcement in a Ministerial Statement published last week, with the provision being made through an update to Approved Document B, which gives guidance on building regulations relating to fire safety matters in England.

NFCC has been calling for strengthening of sprinklers requirements in care homes for many years, most recently in the updated Automatic Water Suppression Systems (AWSS) policy statement published in May.

Responding to the announcement, NFCC Lead for Sprinklers and AWSS, Jonathan Dyson, said:

“NFCC welcomes the announcement that all new care homes in England will be required to have sprinklers installed.

“The use of sprinklers in care homes reduces the likelihood of a fire spreading beyond the room of origin. This buys crucial time for evacuation and firefighting and can reduce the need for unnecessary movement of residents who may also be more vulnerable to fire due to age, mobility issues or cognitive impairments. There have been several high-profile fires in care homes across England in the last 10 years. In many of these cases there were no sprinkler systems in place and it was not possible for firefighters to fully mitigate the effects of serious fires that resulted in lives being lost, serious injury, and major property damage.

“The recent announcement recognises and addresses the serious concerns we have had about fire safety in care homes. It is a measure that the NFCC and fire and rescue services have long called for to help protect vulnerable residents and staff.”

A £175 million communications network connecting 163 remote radio sites across 11,000 miles of UK coastline is now operational.

This project, part of the Maritime and Coastguard Agency’s (MCA) Radio Network Infrastructure Replacement Programme, ensures that His Majesty’s Coastguard (HM Coastguard) can maintain effective emergency response operations for thousands of distress calls from UK waters.

The project includes the installation of over 1,220km of new infrastructure, delivered by Telent, HM Coastguard’s technology partner, with the network spanning the Shetland Islands to the Isles of Scilly.

The new network represents one of the UK’s largest private broadband systems.

Telent began the first installations of this network in December 2020 after securing a ten-year contract with the MCA earlier that year.

The new system combines full-fibre and microwave technology, which is expected to improve the resilience and reliability of HM Coastguard’s search and rescue efforts.
