E-ONE supports Escambia County Fire Rescue’s needs with custom apparatus

Escambia County Fire Rescue, based in Pensacola, Florida, has recently acquired an E-ONE Metro 100 Quint Aerial and two custom pumpers, as announced by E-ONE, a subsidiary of REV Group, Inc.

The apparatus was sourced through the E-ONE Dealer, REV Technical Center.

The equipment was specifically tailored to cater to the needs of the department and the community it serves in the Florida Panhandle.

The Metro 100 Quint Aerial is equipped with the following distinct features:

Regarding the versatility of the aerial, Escambia Deputy Chief Paul Williams noted: “We run this aerial as a quint so it has to be diverse.

“The large compartmentation allows us to carry extra equipment, ensuring the truck serves multiple functions.”

He further mentioned that another similar unit is expected to be commissioned in the upcoming fall.

The department also received an E-ONE eMAX Rescue Pumper and a Side Mount Custom Pumper.

These vehicles have been strategically placed throughout the county.

The eMAX Rescue Pumper, in particular, has a tight pump configuration offering more compartments which the department utilises for additional rescue equipment.

Six years after the Grenfell tragedy in June 2017, significant changes have been made to fire safety legislation, building regulations, standards and codes of practice.

Notable among them is the recent requirement for evacuation alert systems in all newly built high-rise residential buildings in England.

These systems are separate from fire detection and alarm systems.

Evacuation alert systems are designed for use by Fire & Rescue Services (FRS) as a ‘last resort’ measure when the ‘stay put’ strategy fails.

This may occur due to factors like a wind-driven fire or simultaneous fires within the same building.

These systems enable the FRS to warn occupants of flats to evacuate immediately in a controlled manner without physically knocking on doors.

This saves time and allows the FRS to prioritise critical evacuation areas, reducing the need to deploy firefighters for evacuation purposes.

Evolving standards and legislation

In response to the Grenfell Tower Inquiry Phase 1 report, the Scottish government recommended the installation of evacuation alert systems in new residential buildings that are 18 metres tall and higher.

This necessitated the creation of a standard, BS 8629: 2019, to ensure the effectiveness of these systems when installed.

Amendments to this standard were considered just two years later and introduced in March 2023, reflecting the evolving nature of this fire safety measure.

In England, separate amendments to the Building Regulations (Approved Document B) came into effect on December 1, 2022.

These amendments require the installation of evacuation alert systems in all new high-rise residential buildings taller than 18 metres.

Existing buildings of this height that undergo substantial alterations in the future also fall under these requirements.

However, similar requirements currently do not cover Wales or Northern Ireland.

Those responsible for the fire safety of approximately 12,500 high-rise residential buildings in England are being warned to comply with the incoming legal requirements under the Building Safety Act 2022.

They have a six-month period, starting from April 1 2023, to register with the new Building Safety Regulator established in response to the Grenfell Tower fire to protect residents from unsafe building practices in England.

The Building Safety Act defines “higher-risk” buildings as those that are 18 metres tall or higher, or at least seven storeys with two or more residential units.

The HSE’s ‘Be Ready’ campaign is alerting “accountable persons” (e.g.

building owners, freeholders or management companies) that they must comply with the Act by October 2023 or face investigation and potential prosecution.

Considering the evolving regulatory landscape and the focus on the evacuation of tall buildings, interest in evacuation alert equipment is expected to intensify.

It is essential to emphasise that evacuation alert systems should not be used as compensation for any reduction in fire protection measures, or as mitigation for construction defects such as inadequate fire compartmentation within a building.

Evacuation alert systems typically consist of secured evacuation alert control and indication equipment.

These systems include manual controls for the Fire & Rescue Service to operate enabling evacuation alert sounders in groups of flats, as well as in areas like gyms, restaurants and roof gardens that may also need to be evacuated.

Provisions for those with disabilities may include visual alert systems, vibrating pillow pads and vibrating pagers.

Issues such as the integrity of evacuation alert systems are addressed in BS 8629, which covers both wired and wireless systems.

For example, all wiring must be enhanced to ensure the system operates during a prolonged fire, while wireless radio systems must demonstrate the same reliability as wired configurations.

Competent oversight

A designated member of the premises’ management team should be appointed to supervise all elements.

Their responsibilities include ensuring the FRS is aware of, and familiar with, the system, and that residents understand the need to evacuate if the alert devices activate.

System logs (paper or electronic) must be maintained and monthly visual inspections undertaken.

Each system should be inspected, tested and supervised by a competent person every six months, which includes renewing the system’s certificate of compliance.

If this is neglected, the system will no longer be compliant with BS 8629, making ‘Duty holders’ vulnerable to potential prosecution, and may also render insurance invalid.

BAFE’s Evacuation Alert Systems Scheme SP207 was launched in 2020 following a thorough development process in conjunction with the fire safety industry and FRS.

 Compliance with the scheme through third party certification enables system installation and maintenance contractors to independently demonstrate their competence.

As one of the industry bodies involved in the scheme’s inception and development, NSI was the first certification body to be licensed by BAFE for SP207, in October 2020.

As the scheme is modular, companies can gain third-party certification from NSI for one or more modules they provide i.e. the design, installation, commissioning and/or maintenance of systems.

Looking ahead

As all aspects of fire safety continue to be affected by tightening requirements, evacuation alert systems are likely to become an increasingly familiar sight in high-rise residential buildings, particularly if their scope is widened in future by law to include lower height blocks of flats.

IAFF advocates for a nationwide asbestos ban in the US

The International Association of Fire Fighters (IAFF) is backing a bill in the US aimed at implementing a nationwide ban on asbestos, hoping to reduce the asbestos-related deaths that affect dozens of fire fighters annually.

Fire fighters at greater risk due to asbestos exposure

Greg Russell, IAFF Governmental Affairs Representative, recently spoke at a congressional staff briefing on the proposed legislation.

He clarified that asbestos is a known carcinogen causing diseases such as mesothelioma and cancers of the lung, larynx, and ovaries.

It’s particularly concerning for fire fighters who often face exposure to airborne asbestos fibres in their line of duty.

Russell said: “Fire fighters are regularly exposed to airborne asbestos fibres as they respond to fires and other hazardous situations, making them 200 times more likely to develop related illnesses than the general public.”

He added that occupational cancers are now the leading cause of death among fire fighters.

To address this, the union is actively seeking solutions.

Recent events underline the urgency for an asbestos ban

Highlighting the seriousness of the issue, Russell shared an incident from Richmond, Indiana.

Fire fighters from the Richmond Local 1403 were called to a warehouse fire insulated with asbestos.

While they managed to control the fire quickly, it lingered for several days, causing prolonged asbestos exposure.

Following the fire, the Environmental Protection Agency (EPA) identified asbestos particles on over 300 properties nearby.

Russell said: “The situation in Indiana illustrates why the International Agency for Research on Cancer (IARC) has classified firefighting as a Group 1 carcinogen.”

He urged lawmakers to prioritise the health and safety of fire fighters by adopting measures such as the proposed asbestos ban.

Global push for asbestos ban gains momentum

Currently, over 70 countries have prohibited the use of asbestos. Should the US pass the Alan Reinstein Ban Asbestos Now Act, it would ban the import, use, and sale of asbestos.

Additionally, industries working with asbestos would need to switch to non-asbestos technology, a transition seen as economically viable and eco-friendly.

The Asbestos Disease Awareness Organization, co-founded by Linda Reinstein, is leading a coalition in support of the bill.

Reinstein’s dedication stems from a personal tragedy, as her husband Alan succumbed to diseases caused by asbestos exposure.

She highlighted the significance of the legislation, mentioning that it aims to safeguard a broad spectrum of Americans, including vulnerable workers, first responders, and especially children.

Firefighter shortage in Canada intensifies as international reinforcements depart

Amid escalating fire risks, provinces and territories in Canada are voicing concerns over the departure of hundreds of international firefighters.

The immediate worry stems from expiring contracts and the need for these firefighters to address blazes back in their home countries.

This surge in wildfire emergencies, especially in Canada, has prompted at least one province and territory to urgently request additional assistance.

International support sees dramatic decrease

Earlier this year, a record area was engulfed by flames across Canada, especially pronounced in regions like British Columbia, the Northwest Territories, Yukon, and Alberta.

Contrasting the situation, Marieke deRoos from the Canadian Interagency Fire Fighting Centre (CIFFC) commened: “680 international firefighters are battling blazes across Canada, compared to their record peak in early July, when 1,754 were deployed.”

CIFFC is crucial in coordinating the movement of interprovincial and foreign fire personnel within Canada.

Federal efforts to mitigate firefighter shortage

During a federal briefing, Michael Norton, a director-general at the Canadian Forest Service, said: “Ottawa is in active talks with other countries to supply more firefighting help.”

The aim is to prevent a dire staffing crisis during what he described as a “challenging marathon” of a fire season.

However, precise details regarding these negotiations remain undisclosed by Natural Resources Canada, responsible for overseeing the federal government’s wildfire response.

The BC Wildfire Service also announced its ongoing plea to CIFFC for added manpower.

This comes in light of the recent exit of close to 200 American and Australian firefighters.

The BC Wildfire Service expressed optimism as over 100 firefighters from Mexico received clearance for deployment and are expected within a week.

However, while Alberta currently hosts 200 firefighters from various countries, the province is not seeking additional help.

Maui’s wildfire decision: An examination of the choice not to sound sirens

Maui’s emergency management recently defended their decision not to sound sirens during the ongoing wildfire crisis, sparking debates on whether sirens could have saved lives.

Maui’s reasoning behind the decision

Herman Andaya, administrator of the Maui County Emergency Management Agency, highlighted that sirens in Hawaii are traditionally used to alert the public to tsunamis.

People are conditioned to seek higher ground when sirens sound.

Hence, sounding sirens during the fire might have led to evacuations in the wrong direction, potentially moving people toward the fire.

The case against sounding the sirens

Andaya stressed that if sirens had been sounded, there was a fear people would have evacuated mauka (towards the mountainside), which would have taken them directly into the fire’s path.

To counteract this potential threat, Maui relied on two different alert systems.

One of these systems sent text alerts to phones, and another broadcasted emergency messages on TV and radio.

Furthermore, since sirens are mainly located along the waterfront, they may not have been effective for individuals on higher ground.

  1. Potential for misunderstanding: Given that the sirens in Hawaii are typically used for tsunamis, there was a valid concern that people might misinterpret the warning and evacuate towards danger, especially if the siren’s intended meaning isn’t clear.

    This positioning means they might not be effective in alerting people on higher ground or those further inland.
  3. Conflicting instructions: If the sirens were sounded for the wildfire, it could cause confusion in the future if there were an actual tsunami.
    People might hesitate, wondering if it’s another fire or a different kind of emergency.
  4. Alternative methods available: Maui had other alert systems in place. These systems sent text messages and broadcasted emergency messages on television and radio.
    With these technologies, there’s an argument that sirens might not be necessary for all emergencies.

The case for sounding the sirens

Opponents might argue that the sirens could have served as a general alert mechanism, regardless of their traditional usage.

The fire resulted in significant casualties, with 110 confirmed deaths and considerable property damage, and thus any method to quickly alert the public could have been beneficial.

A rapid evacuation might have saved more lives.
