On 4 July 2024, the Labour Party secured a majority in the UK general election, winning 412 seats.

Sir Keir Starmer is now the new prime minister, marking a new era of government.

As reported by The Fire Protection Association, Gavin Dunn, Managing Director, has congratulated Starmer and the Labour Party on their victory.

Dunn stated: “The Fire Protection Association wishes to congratulate Keir Starmer and the Labour Party on their win in the UK general election.

“We wish them well in forming the next government.”

New cabinet appointments and implications for fire safety

Keir Starmer has announced his new Cabinet, which includes Angela Rayner as Deputy Prime Minister and Secretary of State for Levelling Up, Housing, and Communities.

Her role will be pivotal in bridging the gap between the government and the fire safety industry.

This comes as the final Grenfell Tower Inquiry report is set to be published in September, seven years after the tragedy.

Dunn highlighted the urgency of addressing fire safety challenges: “We hope and stand ready to support the new government.

“We urge the new administration to urgently address the numerous challenges needed to improve fire safety and property protection within UK buildings.”

FPA’s call for regulatory changes and support for the new government

The FPA has emphasized the need for changes in the regulation of fire safety professionals and the assessment of construction products to ensure safety and resilience.

Dunn remarked: “We believe now is the time to resolve many issues surrounding the regulation of fire safety professionals, ensuring they demonstrate competency effectively, and assessing the suitability of construction products used in buildings.”

The FPA has positioned itself as a key player in supporting the government’s efforts to advance fire safety regulations.

Euralarm position paper aids market surveillance authorities in interpreting EU battery regulation

Euralarm’s new position paper on battery regulation

Euralarm has released a Position Paper aimed at assisting Market Surveillance Authorities in interpreting the EU Regulation (EU) 2023/1542 concerning batteries and waste batteries.

As reported by Euralarm, this Position Paper focuses on batteries typically used in fire safety, life safety, and security systems.

The document highlights the types of batteries found in panels and alarm transmitters while excluding those used in wireless detectors due to differing applications and technologies.

The paper aims to clarify how the regulation impacts these batteries, particularly regarding their classification and intended use.

Classification of industrial batteries

According to the Euralarm Position Paper, the EU Battery Regulation categorises batteries based on their design and use, rather than their chemistry.

The paper emphasises that batteries used in safety and security systems are classified as industrial batteries, irrespective of their weight.

Euralarm explains that this classification affects how these batteries are regulated, particularly in emergency power systems.

Such batteries serve as secondary power sources in fire alarm panels and must comply with the harmonised standard EN 54-4 under the Construction Products Regulation.

Impact on existing systems

The Position Paper stresses the importance of the regulation’s impact on both new installations and existing systems.

Euralarm points out that the maintenance of existing systems, which have been designed and certified for specific battery types, is crucial for their reliability and safety.

The paper notes that while the life expectancy of these systems is several decades, the batteries typically last only 4-7 years.

Therefore, the ongoing availability of industrial batteries is critical for the maintenance of millions of safety and security systems across Europe.

Conclusion of the position paper

Euralarm’s Position Paper concludes that batteries installed in fire, life safety, and security panels as secondary power sources should be classified as industrial batteries.

This classification exempts them from certain substance restrictions under the EU Battery Regulation.

The paper cites the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection’s agreement with this interpretation.

Euralarm also warns that a reduction in demand and production of smaller batteries may affect prices but emphasises that availability must not be compromised.

In this exclusive interview, IFSJ Editor Iain Hoey sat down with Paul to discuss his roles, responsibilities and the future of fire safety.

What is your role at Ajax Systems and your responsibilities as a board member at the FIA?

My role involves collaborating with the industry, including Ajax and other countries, to manage everything related to fire safety.

This includes standards, product development, markets, and sales channels.

Essentially, I act as an advisor to ensure that we are focusing on the right areas.

My knowledge of international sales standards and markets benefits the entire business.

While Ajax is an integrated systems company, the fire safety sector is quite specialised.

My aim is to work with the teams to accelerate the development of this speciality within the group.

As a board member of the Fire Industry Association (FIA), my focus is on liaison.

I work with various councils within the FIA on key issues, which can range from government-related matters to industry standards.

My role involves coordinating with other bodies on initiatives for the FIA, alongside the CEO.

Additionally, this also involves general board responsibilities, including meetings, strategies, and addressing any issues the FIA faces.

 The FIA’s work is broad and touches almost every aspect of fire safety in the UK, and now internationally, with collaborations in Cyprus, India, the Middle East, and Dublin, Ireland.

What prompted Ajax Systems to join the FIA?

Ajax Systems is very serious about fire safety.

We’ve developed an excellent international product range, specifically designed for the residential market, which includes not only fire safety but also life safety products , including carbon monoxide and carbon dioxide detectors.

The FIA is the leading organisation in Europe for fire safety, and Ajax wants to be part of that.

Given that we design and manufacture life safety products, it’s crucial for us to achieve professional status with the FIA, and to be involved in the sector as a leader.

Joining the FIA allows its members to help shape the future of fire safety and collaborate with other professional organisations within the association.

The great advantage of the FIA is that it brings together a wide range of companies in the sector, allowing us to work collaboratively for the betterment of the industry.

The primary objective within the FIA is to represent our industry at the highest levels and aiming for excellence within the sector, we enable everyone to be successful, ultimately creating a safer world.

Working within the FIA means working for the greater good—improving standards, competency, training, knowledge, and the overall sector.

Life safety is important, and we can’t afford to get it wrong.

Therefore, we must learn from the FIA’s experience, just as the FIA can learn from us through a collaborative approach.

How do Ajax Systems’ values and strategic goals align with the mission and activities of the FIA?

Education and competency are crucial for us, and we strongly emphasise it.

The FIA has been pioneering in improving competency and training, elevating the skills of engineering consultants, risk assessors, on-ground engineers, and end-users.

This aligns perfectly with Ajax’s values.

We have a fantastic product range, and we want engineers to be well-trained and professional in using our products.

Working alongside the FIA to promote their training and competency initiatives is why we are involved.

For us, ensuring the complete lifecycle of our fire safety products is managed professionally is vital.

The FIA’s focus on training is something we highly value.

For instance, they offer a comprehensive training courses on non-commercial (residential) design, installation and commissioning standards, BS 5839-6, which we believe should be promoted in the market.

By doing so, we can raise the bar for professional standards in the residential fire and life safety market.

How do you evaluate the current state of fire safety standards in the UK?

Recent events have made it clear that fire safety is now being taken much more seriously in the UK.

People understand the need for competency, and training is essential for ensuring both individuals and companies meet required standards.

Technology is advancing rapidly, often outpacing current standards.

The FIA holds a valuable position in providing interim knowledge and guidance as these changes occur.

By monitoring and addressing new developments, the FIA can pass on crucial information to its members and the wider audience.

Connectivity and the rapid growth of the Internet of Things (IoT) and now the emerging Artificial Intelligence (AI) are particularly relevant.

The FIA is involved in this evolution, and so is Ajax, given our focus on high technology.

Our goal is to make advancements that maintain and improve fire precaution measures, ensuring that new developments make things safer, not less secure.

What initiatives does Ajax Systems plan to undertake as part of its partnership with the FIA?

At the moment, our main objective is to work with the FIA to promote life safety within the residential sector.

This is an important area for us, as well as for the FIA, which has a great course on residential fire safety.

One crucial aspect of this partnership involves liaising with the government on housing issues, to continue to lower the incidence of fire-related injuries and deaths.

By collaborating more closely with the industry in this area, we can make a significant impact.

Since joining Ajax, I have become more focused on advocating for residential standards, and I believe there is much more we can achieve together to improve social, residential life and fire safety.

What role do you believe innovation plays in advancing fire safety standards?

Innovation plays a crucial role in advancing fire safety standards, particularly with emerging technologies.

At Ajax Systems, we bring our extensive experience with cutting-edge technology to the table.

We will work collaboratively with other FIA members to produce articles and shape future standards.

The FIA works in association with organisations like Euralarm, which is a strong advocate for connected technology.

There is substantial documentation on how to use and apply these technologies safely.

It’s essential to provide regulation, and guidance on the safe use of technology, and the FIA is actively involved in this area.

As technology evolves, standards will need updating, and we will be involved at the ground level along with other FIA members, to ensure they are as effective as possible.

Our aim is to enhance fire safety for the future.

Reflecting on the journey since the release of FireProtect, how has Ajax Systems’ approach to product development evolved?

Ajax’s product development is outstanding, and it’s one of the reasons I joined the company.

Watching the FireProtect range of products evolve from outside the company was impressive, but now, being inside Ajax, I can see even more of what has gone into developing this product line.

It’s a privilege to work with such a dedicated team.

Our approach to product development has evolved significantly, particularly in terms of integration.

Ajax products integrate seamlessly across various platforms, which will offer new dimensions in the future.

The technology and research invested in FireProtect 2 make it a crucial product line for life safety, addressing many industry issues, such as steam rejection, which has been a significant problem.

Ajax has effectively tackled these issues, enhancing asset management and detection status through remote monitoring.

This capability ensures that potential failures are detected before they happen, allowing for pre-emptive action.

The ability to communicate with and monitor products globally is why I believe this will shape the future of the industry.

Looking forward, what are the main challenges and opportunities you foresee in the fire safety industry?

The fire safety landscape is changing rapidly, and we must adapt to these changes.

For example, the rise of lithium-ion batteries in the car industry has introduced new fire risks, such as those related to charging batteries in buildings.

This is evident from incidents like the car park fire in Luton.

As we integrate more battery-powered vehicles into buildings, we need to address these new risks.

One significant challenge is ensuring that government regulations keep pace with technological advancements.

For instance, the grey market of second-hand batteries could pose unknown risks if their status and safety aren’t properly monitored.

Automation and the reduced need for human intervention will also impact the industry, necessitating updated risk strategies.

The Grenfell Tower disaster marked a significant change within the fire sector.

As technology and the use of buildings evolve, we must remain vigilant and adaptable.

Ajax Systems, in partnership with the FIA, and its members, aims to influence these changes positively by promoting innovation and ensuring that our practices and regulations keep up with new developments.

While we don’t have all the answers yet, we are committed to improving fire safety standards and addressing emerging challenges.

Are there any other issues or initiatives that are particularly important to you within the fire safety industry?

Something I’m extremely passionate about on a personal level is firefighter protection.

This includes their well-being, managing contamination levels in buildings, and decontamination processes.

This is also very important to the FIA, which is dedicated to looking after the welfare of our front line professionals.

Ensuring that buildings and their contents are safe for firefighters is crucial so they can do their jobs without unnecessary risks.

This is a personal passion of mine.

It’s important to raise awareness about the real dangers firefighters face and to promote measures that protect them.

We must prioritise the safety and well-being of those on the front line.

As reported by CTIF, the CFS CTIF has published an in-depth analysis of fire statistics for 2022, encompassing data from various countries and cities worldwide.

The report highlights essential findings, including the types of fire service calls, the number of fires, fire victims, and firefighter fatalities for the period from 2018 to 2022.

The 2022 statistics include data from 55 countries, covering one-fifth of the global population, and 42 cities.

The analysis provides insights into fire trends and incidents, helping to understand the global fire scenario.

It reports on the types of fire service calls, the number of fires, fire victims, and firefighter fatalities in 57, 81, 74, and 27 countries, respectively, over the last five years.

Fire injury and service data collection

The report also delves into the types of fire injuries reported between 2018 and 2022, based on data from 54 countries.

In addition to injury data, the study includes information on fire services from 66 countries around the world.

This comprehensive collection and analysis aim to enhance the understanding and management of fire incidents globally.

A unique feature of the report is a table detailing the distribution of fires by their causes, providing a clear overview of the most common sources of fire incidents.

This valuable data is expected to aid in formulating better fire prevention and response strategies.

Focus on forest fires and multilingual availability

The report dedicates a specific chapter to forest fires, addressing their frequency, causes, and impact.

This section aims to provide a focused analysis of one of the most critical types of fires affecting numerous countries.

The CFS CTIF has ensured the report is accessible to a broader audience by publishing it in three languages: English, Spanish, and German.

This multilingual approach facilitates the dissemination and understanding of the findings across different regions and linguistic groups.

Future steps and acknowledgments

The CFS CTIF has expressed gratitude to the National Committees that contributed to the 2022 fire statistics.

The organisation is now preparing to work on the next report, urging all National Committees to submit their 2023 fire statistics by May 1, 2025.

The authors of the report welcome suggestions to improve the work of the Fire Statistics Centre.

BRE and FIA investigate performance of contaminated heat sensors

Research projects on contaminated heat sensors

Building Research Establishment (BRE) and the Fire Industry Association (FIA) are conducting two research projects to investigate the performance of contaminated heat sensors.

One project focuses on heat detectors connected to fire panels, and the other on heat alarms, which are self-contained devices for domestic applications.

As reported by the FIA, obtaining appropriate samples of used devices with supporting information on their history has been the most challenging task.

Need for more samples

BRE and the FIA have expressed their gratitude to everyone who has provided samples so far, particularly those who completed the supporting short questionnaire.

These contributors will be acknowledged in the final report.

However, to ensure statistical significance, at least 200 good samples are required.

To date, a good mix of heat detectors (17 models representing nine manufacturers) has been received.

A small proportion of these detectors have been observed to be operating outside the limits of EN 54-5, but many more samples are needed.

Call for contributions

The BRE and FIA are urging anyone with used heat detectors or heat alarms over five years old or showing signs of significant contamination to download and complete the appropriate questionnaire.

The completed forms should be returned to Gemma Sambells at BRE.

This effort is crucial to obtaining a comprehensive understanding of the performance of these devices and ensuring the research results are statistically significant.

Online fire extinguisher technicians refresher course launched by FPA

The Fire Protection Association (FPA) has introduced an online version of its Fire Extinguisher Technicians Refresher course, complementing its existing in-person classroom option.

As reported by the FPA, this move aligns with the Part 3 legal requirements of BS 5306, which mandates that refresher training be conducted every three years.

This course is intended to help professionals maintain their competence after completing the FPA’s Portable Fire Extinguisher Recharging Maintenance course.

Benefits of the new online course

The new online offering aims to ensure that professionals can access this essential training regardless of their location.

The online course is designed to offer the same technical level and quality as the in-person course, featuring a tutor-led virtual classroom with breakout room work, video streaming, and real-time messaging.

Russell Pratt, Senior Fire Safety Trainer at the FPA, stated: “The FPA recognises the importance of accessible learning.

“Changing the delivery method of this course enables technicians nationwide to adhere to the requirement of refresher training with BS5306-3 without having the level of technical delivery compromised.”

Target audience and learning outcomes

The course is targeted at various professionals, including fire extinguisher maintenance practitioners, fire door inspectors, fire safety consultants, fire safety technicians, apprentice fire alarm engineers, sellers and estimators, designers, premises managers, maintenance staff, and facility managers.

Learning outcomes of the course include:

  • Awareness and understanding of the British standards
  • Awareness of new requirements
  • Knowledge of current and forthcoming industry issues, such as the environmental impact of extinguishants and obligations for their responsible disposal
  • Awareness of new extinguishers to offer best practice advice and informed cost-effective choices
  • Knowledge of provision and siting for different extinguishers, considering travel distances
  • Understanding of maintenance intervals and current service principles, including condition checks, weight tolerances, and disposal processes

Labour announces plan to reform fire and rescue services

The Fire Brigades Union (FBU) has welcomed the Labour Party’s commitment to transforming the fire and rescue service by involving firefighters and their union in its management.

As reported by the FBU, Shadow Home Secretary Yvette Cooper outlined Labour’s plan to develop a national structure to inform policy and establish national standards in the fire and rescue service.

Cooper spoke to firefighters in Dewsbury and Batley, a key battleground constituency, emphasising the need for collaboration with trade unions and other stakeholders.

Labour’s proposed structure aims to raise standards across the service, addressing issues such as health and safety and service consistency.

The current geographical fragmentation has led to a lack of UK-wide standards, resulting in a postcode lottery for fire cover.

Labour’s plan includes re-establishing national standards and safeguarding collective bargaining in the sector.

Impact of current challenges on fire and rescue services

Since 2010, the fire and rescue service has faced substantial cuts, losing one in five firefighter jobs and 30% of its central government funding.

These reductions have led to increased response times, with the average time for the first fire appliance to arrive now at 9 minutes and 12 seconds in England – the worst on record.

Labour’s manifesto commits to addressing these issues by developing national standards.

Cooper also reaffirmed Labour’s pledge to deliver the New Deal for Working People, including repealing the Minimum Service Levels Act and ending fire and rehire practices.

She stated: “We cannot afford five more years of this. We know that if Labour wins, we will not have an easy inheritance. But we can and will do things differently.”

Union’s response to Labour’s commitment

Matt Wrack, FBU general secretary, emphasised the crisis faced by the fire and rescue service after 14 years of Conservative rule.

He highlighted the risks posed to public and firefighter safety due to cuts and fragmentation, stressing the need for a unified approach to tackle new challenges, including the climate crisis.

Wrack stated: “The commitment to deliver national standards in the fire and rescue service is a vital first step.

“Today’s announcement sets out clearly how this might be delivered – with the creation of a new national body in consultation with all stakeholders, including the FBU.”

Data sharing has benefits in passive fire protection, says ASFP

ASFP highlights industry challenges in passive fire protection

As reported by the Association for Specialist Fire Protection (ASFP) in its latest blog, several issues are prevalent in the passive fire protection industry.

Common problems include penetrations through shaft wall systems, fire-rated dampers missing or misaligned, incorrect spacing of services through compartment walls, and structural steelwork interfacing poorly with boarding systems.

These issues are often unsupported by test or assessment data, highlighting a gap in available test methods.

The ASFP suggests that either new test methods need to be developed or existing standards should be expanded to cover a broader range of applications.

This stance is based on the industry’s experience with steel structures and CLT slabs.

The role of the Passive Fire Knowledge Group

The Passive Fire Knowledge Group (PFKG) is a collaborative, not-for-profit organisation consisting of contractors, consultants, and trade associations.

It provides a platform for the industry to address issues through annual events hosted by the ASFP.

These events, attended by around 50 delegates, involve in-depth discussions and planning to resolve industry problems.

The most recent event took place on 16 May 2024.

The ASFP’s vision is to provide the building design and construction industry with knowledge and guidance on passive fire protection products and systems.

They offer technical support, impartial advice, and information on regulatory and behavioural changes as an independent authority.

Training and learning in passive fire products and methods are also part of their structured and auditable pathway to ensure competence.

ASFP’s initiatives and challenges

To support the PFKG, the ASFP regularly addresses industry issues through dedicated technical groups.

These groups create technical support materials, such as Colour Books, Advisory Notes, and guidance documents.

The ASFP encourages industry members to make changes that support designers and architects, present information concisely on websites, and eliminate false or misleading information.

Members are also tasked with ensuring staff competence through the ASFP Competency Framework.

The ASFP’s mission is to raise standards and competence within the passive fire protection industry through training, testing, certification, and quality assurance in installation and maintenance.

Their overarching goal is to enhance the quality of design, commissioning, manufacture, and installation of passive fire protection to make the world a safer place.

CTIF commissions discuss future plans and leadership elections in virtual meetings

CTIF fire prevention commission sets future agenda

The Fire Prevention Commission of the International Association of Fire and Rescue Services (CTIF) held a virtual meeting on 31 May 2024, attended by seven participants from four member countries, as reported by CTIF.

During the meeting, participants agreed on the necessity of electing a chairman, a vice-chairman, and a secretary to restore the commission’s functionality.

Martin Nekula, the Vice-President of CTIF, proposed that potential candidates submit their CVs in preparation for the next meeting, where the elections will take place.

The attendees also decided to establish a space for sharing data, documents, and information.

The main topics discussed included photovoltaic systems, batteries, battery storage preventive measures, fire safety in “green” buildings, and the impact of climate change on fire safety.

The commission agreed to hold another virtual meeting by the end of this year and an in-person meeting next year.

Tunnel fire working group discusses high-speed rail and new technologies

The Tunnel Fire Working Group of the CTIF held a virtual meeting on 30 May 2024, attended by nine participants from seven member countries.

Martin Nekula opened the meeting, welcoming the participants and proposing the election of a chairman, vice-chairman, and secretary.

Participants discussed various topics, including high-speed rail regulations, current approaches to risk assessment in tunnels, new road and rail tunnel firefighting capabilities, and the development of new solutions through EU projects.

A space for sharing data, documents, and information was agreed upon, with plans for another virtual meeting by the end of the year and an in-person meeting next year.

Fire investigation working group focuses on statistical data and new technologies

The Fire Investigation Working Group of the CTIF held a virtual meeting on 22 May 2024, attended by ten participants from seven member countries.

Martin Nekula opened the meeting, proposing elections for a chairman, vice-chairman, and secretary.

Key topics included statistical data on fatalities and fires, accelerator detection, the impact of new building constructions on fire resistance, and visualisation tools for presenting and recording investigations.

The group decided to create a shared space for data and documents and planned another virtual meeting by the end of the year, with an in-person meeting next year.

Importance of restoring CTIF commissions

The CTIF president, Milan Dubravac, emphasised the significance of restoring these commissions, which have been highly active and effective in the past.

He stated: “The restoration of these commissions is very important.” The commissions will inform all member countries about their activities and request nominations for members to represent them.

Each country will suggest priorities to ensure the outputs of the commissions are useful.

The creation of a database of contacts for commission members was also proposed.

Future plans and collaboration opportunities

The commissions agreed on the importance of establishing a platform for sharing knowledge, information, and documents.

This platform will be based on non-conflict software accessible in all member countries.

The next steps include electing the chairman and secretary for each commission.

The Fire Prevention Commission, Tunnel Fire Working Group, and Fire Investigation Working Group will continue to address various fire safety challenges through virtual and in-person meetings.

Merseyside fire authority postpones vote on fire engine crew size proposal

Merseyside Firefighters oppose crew size reduction

Merseyside fire authority has postponed a vote on proposals to send firefighters to incidents in crews of three on a fire engine, as reported by the Fire Brigades Union (FBU).

Firefighters rallied outside the meeting, expressing strong opposition to the policy.

The FBU argues that a minimum of five firefighters is necessary to respond to incidents safely and professionally.

A fire engine with only three firefighters cannot deploy breathing apparatus and must wait for backup to arrive, which can delay response times in life-threatening situations.

Fire Brigades Union voices concerns

FBU representatives, including general secretary Matt Wrack, attended the fire authority meeting to voice their opposition.

The union also opposes the Community Risk Management Plan, which includes removing watch managers from fire engines and reintroducing downgraded ‘small fires units.’ The FBU believes these changes will increase risks for firefighters.

Matt Wrack stated: “Firefighters everywhere will welcome Merseyside fire authority’s decision not to vote on this dangerous policy today.

“The safe and professional standard is five firefighters to an engine. Sending crews of three to an incident puts lives on the line.”

Labour Party’s stance on fire and rescue standards

The Labour Party has committed to implementing national standards for fire and rescue services, including firefighter crewing levels.

This commitment is part of their manifesto for the upcoming general election.

The fire authority has said that the proposals will be discussed again after the election.

Ian Hibbert, Merseyside FBU brigade secretary, emphasised the firefighters’ dedication to safety: “Merseyside firefighters are proud to stand for public and firefighter safety.

“By rallying outside the fire authority meeting today, we made the strength of our commitment clear.

“Saving lives and homes is our priority, and we will fight against any downgrading of our service.”
