IFSJ Managing Editor Duncan J. White catches up with Russ Timpson, Managing Director, Tall Building Fire Safety Network, ahead of this year’s Tall Building/High Rise Fire Safety Conference

Ahead of the 8th edition of the Tall Building/High Rise Fire Safety Conference, which will take place on 15–17 April 2024 in Indianapolis, US, alongside FDIC, the event’s managing director Russ Timpson tells all about why it is a must-attend for building safety professionals.

Could you introduce yourself and your role in the industry?

My career in the fire industry started with Kent Fire Brigade which I joined in 1990.

Kent FB had some interesting challenges including responding to ship fires in the channel and the construction of the channel tunnel.

During my time as a firefighter I was given the opportunity to study fire engineering at South Bank University.

Graduation led to opportunities in wider industry starting with head of safety for Virgin Atlantic Airways.

In response to the Burger King Fire at Heathrow Airport, I was offered the role of Head of Fire Strategy with Airport operator BAA.

After five years with BAA I decided to start my own fire consultancy business.

I have built and sold businesses within the fire sector  since 2004.

During this time, I become particularly interested in Tall Buildings.

This led to the formation of the Tall Building Fire Safety Network in 2009.

What inspired the inception of the Tall Building Fire Safety Network (TBFSN), and how has it evolved since its establishment?

When considering the issue of tall building fire safety prior to 2009, it become clear to me that there were several issues that demanded investigation, challenge and innovation.

TBFSN established terms of reference that were based on sharing knowledge, case studies, best practice and innovation.

From the early days of informal meetings and networking, we have now progressed to a web site (www.tallbuildingfiresfatey.com), YouTube channel, training and international conferences.

Can you share the journey and the milestones achieved by this conference over the years?

Early conferences/events were very simple affairs with small numbers of interested people meeting to discuss issues and seek peer ‘reassurance’.

I had been running the South Branch if the IFE CPD programme so has become experienced in pulling events together.

As we progressed we got speakers to prepare presentations and themed events were developed.

Over this time, several large Tall Building Fire Occurred and we managed to get details and case studies.

These proved very popular, and we started getting people attending the events from outside the UK.

One of our steering panel was Prof. Ed Galea from the University of Greenwich.

Through his position at Greenwich we hired a large lecture room and ran our first International event. We invited speakers from around the World to attend.

After two very successful conferences we were approached by FIREX in London to run our conference as part of IFSEC.

This proved to be very popular, as delegates could attend the conference and also visit the exhibition.

2022 was our biggest event after Covid with delegates from twenty eight countries attending.

We started our conference archive and this is now packed with presentations and data from the conferences.

How do you ensure the agenda remains comprehensive and addresses the most pressing issues in tall building fire safety?

Having now done this for several years, I have managed to develop an extensive network of Tall Building / High Rise contacts from around the World.

I often speak to people about issues they are dealing with and considering. This provides an invaluable insight into current and emerging issues.

Obviously, major fire in Tall Buildings attract a lot of attention and we respond as soon as we can to get details and information when they happen.

This usually highlights a particular issues, such as combustible cladding. I have also developed good relationships with industry press and media which helps.

It is also important to maintain my own personal CPD, which means I attend and listed to webinars, podcasts and interviews.

How does the conference facilitate meaningful connections among delegates from diverse backgrounds and geographies?

It is so important that we do not limit our horizons to our own country. Meeting, debating and learning is a vital aspect of conferences and training.

We developed the Tall Building Fire Safety Network group on Linkedin and this has 1500 members from around the World.

Our flagship training course; Tall Building Fire Safety Management is a five day intensive training course.

Since 2011 we have trained over 1250 people and we remain in touch with them via social media. This is a great forum for answering questions and capturing best practice.

What are some innovative technologies that will be showcased or discussed at this year’s conference?

This year’s programme is a wide ranging programme which will cover the latest academic experimental work on cladding façade systems, fire testing of green walls, fire command systems and lots of content on high rise firefighting.

There will be discussion on the use of BA above fire zones in high rise buildings.

Technology must play a role in keeping firefighters safe in this scenario.

What do you believe will be the most hotly debated topic this year?

No question: EV’s and Lithium Ion Batteries. We have to find practical solutions to this international challenge.

Many Tall Buildings sit atop sub surface car parks. Tall building owners are under pressure to provide charging facilities.

This challenge has to be progressed and SOP’s and equipment must be developed.

How does the conference intend to address the balance between architectural innovation in tall buildings and fire safety standards?

In the UK we are having a big debate about how many staircases Tall Buildings should have.

This debate is coming to a head with the recent requirement (within 30 months) to adopt a two staircase doctrine for Tall Buildings.

Several developers are saying this requirement is disproportionate and excessive. It will be interesting to debate the merits different stair configurations.

What emerging trends or challenges do you foresee in tall building fire safety, and how is the conference preparing to address these?

Certainly the sustainability challenge will feature large in new schemes for Tall Buildings.

The net zero target will need to be met by increasing insulation on buildings, including timber construction, use of PV panels and Green Walls.

Modern methods of construction will add complexity, not simplify.

The fire industry must be at the table as part of the discussion, not following behind with a bucket and spade picking up the mess.

UK government takes action against Canary Wharf landlord for building safety costs

Government seeks £20.5m from Yianis Group for building safety works

The UK government has initiated legal proceedings against the landlord of a Canary Wharf apartment complex, aiming to recover £20.5 million for building safety improvements.

The Financial Times (FT) reported that Michael Gove’s housing department has targeted Yianis Group, owned by property magnate John Christodoulou, for contributions towards remedying safety issues at the Canary Riverside development.

This move represents the first instance of the department utilising the Building Safety Act to enforce such payments, a legislation introduced following the tragic Grenfell Tower fire to compel landlords to finance necessary safety upgrades.

Landmark legal action under Building Safety Act

According to government officials and property tribunal disclosures, the housing department’s action also encompasses orders against two additional companies.

The Building Safety Act, passed in the aftermath of the Grenfell disaster, aims to ensure landlords cover the cost of vital safety improvements, marking a pivotal change in how remediation costs are managed.

The department stated: “Where developers and freeholders have profited from unsafe buildings, we will use powers in the landmark Building Safety Act to recover funds.”

It added: “We will continue to take action against those who do not take responsibility for building safety issues.”

Yianis Group’s response and broader implications

In response to the government’s legal move, as reported by FT, Yianis Group acknowledged awareness of the application but noted it had not been formally served.

The company commented, “We are not going to comment on this matter save as to say that the [secretary of state] has taken such action without as much as requesting a meeting with the companies.”

The case has shed light on the broader building safety crisis sparked by the Grenfell fire, which identified widespread defects in residential blocks nationwide, impacting leaseholders and prompting a revaluation of safety regulations and responsibilities.

IFSJ Comment

The UK government’s legal action against Yianis Group under the Building Safety Act marks a significant development in addressing the long-standing issues of building safety and the allocation of remediation costs.

It reflects a clear stance that landlords and developers, who have benefited financially from properties later found to be unsafe, must bear the financial burden of making those properties safe.

This case could set a precedent for future actions under the Building Safety Act, emphasizing the importance of accountability and the need for a collaborative approach to resolve the building safety crisis.

The ongoing efforts to ensure buildings are safe and compliant protect residents and also serve as a critical step towards restoring confidence in the UK’s housing infrastructure.

The cladding conundrum: Discussing the Valencia high-rise fire

What has previously been viewed by many as a failure of British building stock since Grenfell 2017, is now being recognised as a global epidemic.

It is no longer a case of it, but when. The UK took rapid steps following Grenfell to survey, test and set up funding for the removal of Aluminium Composite Material.

Unfortunately, these lessons on our building failure have yet to be learnt or introduced across the world stage as on the 22nd of February 2024 at approximately 5:37pm a Highrise block in Valencia, Campanar was viewed to have a fire on 9th storey balcony.

The building was a combination of 10-storey and 14-storey’s containing commercial premises up to the 2nd storey and 138 residential apartments, linked by a panoramic lift.

The building also consisted of recessed balconies and terrace balconies on the roof level.

Cladding concerns

There was an assumed occupancy of more than 400 people of varying ages and physical abilities.

The building cladding was completed in 2008/09 with an Alucoil Aluminium Composite Material (ACM), with a Polyethylene (PE)core.

This cladding material was similar to that of Grenfell tower, including its design.

It was used as non-insulating architectural surface with a separate insulation layer that formed the cavity wall.

This insulation type was different from that of Grenfell, in the Valencia fire it was speculated by external sources as a stone wool but this has not been confirmed.

The PE core within the ACM is a Thermoplastic material that is evidenced to release 45MJ/kg of energy, this is equivalent to petrol at a range of 44Mj/kg – 46MJ/kg.

So theoretically we have a building covered in a solid state petrol and if it had been at night like Grenfell the loss of life would be unimaginable.

What happened next has regrettably led to 10 confirmed deaths, more missing and that number is likely to increase as search and recovery operations continue.

When the fire started on the nineth-floor video evidence from bystanders shows the rapid-fire development across the envelope of the building.

The fire spread from videos and pictures show that within 2 minutes 5.39pm it has spread to the balcony below and by 6.11pm it had engulfed the left hand side of the building and the top central parts.

Given the year of construction and the building regulations used in Spain at the time of construction allowed for the use of a M1 class cladding, this is similar to the standard in France.

M1 class or equivalent to UK national class 0 can be achieved with varying product types, petrol-based products, retardants, timber and more.

This is because using tests like BS476 allows for an unlimited Gross Calorific value in MJ/Kg in parts 6 and 7.

If we consider the BS476:7 test briefly, when testing a product, the test sample is seated in a water-cooled frame.

This allows for the edges of the PE core to not exceed more than 35°c.

As such we are limiting the edges of the test sample to a maximum temperature.

The test sample is also clamped in position with a 20±5mm overlap to protect the exposed edges where there is no or very limited ability in which this combustible core could ignite.

Therefore, there is a reliance on the outer surface leaf material (aluminium) being limited in combustibility to withstand fire to achieve a class 0 for a petrol-based products in essence.

Under similar test conditions in UNE:23727:1990 this has allowed materials of Euroclass B, C, D and E materials into a market as class M1.

If the system has been tested to LEPIR 2/BS8414 test would this have given a different outcome? You would expect so, but these certificates are waved around to façade engineers like the contractors have been given Willy Wonka golden ticket.

These tests are not realistic to actual building designs or the local environmental conditions.

The majority of test rigs are usually inside so not exposed to wind conditions which has been seen as one of the contributing factors in the Valencia fire.

If we are to test facades with wind, are we testing to the 50-year wind load for that area and region like we do for glazing? If we do, then we will be required for specific tests for each building or mean that producers do a range of tests.

These tests do not contain balconies within the test rig and testing with these presents challenges too.

Slab thickness, projections, spans, balustrade infills and are not tested with human factors like children’s toys, artificial grass, table, and chairs parasols like evidenced in the Valencia fire.

These tests can also be manipulated depending on the time of year undertaken as lower ambient temperatures in winter mean the air is denser and the materials are able to perform longer.

There is no dedicated set cavity barrier height and the difference in these heights can have increase in temperature of over 100°c.

Would sprinklers have aided in preventing the fire spread across the building? As of yet it is unclear where or how the fire on the balcony originated.

If it did originate from the balcony, sprinklers would have very little effect in delaying or preventing the spread.

Any sprinkler for internal application is designed for one head activation.

Multiple actuations would have compromised the hydraulic water pressure and would have been ineffective in preventing fire spread.

So, during the Valencia investigations which will take place will we assign guilt or blame and what lessons can be learned?

What we can learn from the Valencia fire

It was previously inspected by The College of Industrial Technical Engineers Vice President Esther Puchades who commented: “The reason the [building] burned so fast is because of this type of cladding.” If it was known and identified that this cladding could burn so fast, why was it not removed?

 Are the manufacturers Alucoil to blame? Or had they followed the test standard and the designers, and engineers had not understood how these tests had been undertaken? Or was it a case of value engineering being overvalued?

Lessons which can be learned from this fire will come out fully as part of the investigation.

However, although space separation may have been applied to the minimum required distance, there is still the inherent risk that radiation has the ability to ignite neighbouring buildings, putting further stress and resources on firefighting operations.

As evidenced from the pictures and videos of the balconies, the laminate glass balcony balustrades appeared not to aid or contribute to the further development of fire across the external envelope of the building.

Should this be reconsidered and evaluated for its contribution on new builds and remediation?

Firefighting operations, as shown in the videos, pictures and news there was some heroic rescues; but the manoeuvres, risk and reactive measures could only be evidenced that this was as unprecedented as was Grenfell.

Do we need to provide further training to firefighters and give them a deeper insight and understanding of the now euro classifications, material performance and testing?

Or should we not need to because buildings should not be clad in a solid substrate made of petrol?

Going forward should Spain and the world stage follow suit and look to the UK for how we have addressed our building failures both historic and modern.

The UK has now adopted controls to hopefully prevent any building failures of the future through Acts, regulations, and legislation.

BESA responds to government’s decision on building planning system and safety regulations

Government extends deadline for building control officers’ competence assessments

The Building Engineering Services Association (BESA) has expressed its support for the government’s decision to extend the deadline for building control officers in England to complete their competence assessments, a move aimed at preventing a potential collapse of the country’s planning system.

However, BESA has raised concerns that the ongoing uncertainty is affecting progress towards enhancing building safety.

Building control officers are now given until July 6 to complete their assessments, although they must still register by the April 6 deadline.

This extension comes as a response to fears that many inspectors have not yet begun the registration process, with BESA emphasizing the urgency as the “clock is ticking”.

Building safety regime introduced in response to Grenfell Tragedy

The extension is part of efforts to enforce the new building safety regime, introduced in the wake of the Grenfell Tragedy.

Philip White, the director of building safety at the Health & Safety Executive, highlighted the importance of balancing professional concerns with the necessity to implement the Building Safety Act and enhance industry standards.

Rachel Davidson, BESA’s director of specialist knowledge, commended the Regulator for striking a balance that allows the building control profession to continue meeting current demands while advancing towards a more robust safety regime.

Davidson stressed the importance of maintaining confidence in the planning process to avoid project delays and cost overruns, underlining the significance of a competent pool of building control officers and planning officials.

Slow progress and challenges in the new planning gateways

Despite the extensions, BESA’s Building Safety Act Advisory Group (BSAAG) has warned that progress through the new planning gateways introduced under the Act is very slow, with only small-scale refurbishment projects on existing high-risk buildings currently passing through Gateway One.

Davidson pointed out the reluctance among architects and consultants to quote for contracts due to uncertainties over potential design liabilities and differing interpretations of competence for duty holders.

She emphasized the need for swift action to address the current planning issues and foster industry cooperation with the Building Safety Regulator (BSR) to deliver the necessary cultural change within construction.

BESA comment

Rachel Davidson said: “The industry must have confidence in the planning process otherwise we will have further project delays and cost overruns.

“But we also need to be progressing as quickly as possible towards a robust safety regime and that depends on having a well-resourced, verifiably competent pool of building control officers and planning officials.”

IFSJ Comment

The recent developments in the building safety regulations, highlighted by the Building Engineering Services Association’s response to the government’s extension for competence assessments, reflect the ongoing challenges and complexities within the UK’s construction and planning system.

Building Safety Regulator: New updates for inspector registration before April deadline

BSR announces competence assessment extension

The Building Safety Regulator (BSR) has issued new guidance for building control professionals facing the upcoming registration deadline of 6 April 2024.

In response to concerns about the number of professionals registered as Registered Building Inspectors (RBIs), BSR has introduced a temporary extension for those meeting specific criteria.

This move aims to support the profession and ensure compliance with safety standards.

Philip White, Director of Building Safety, explained the rationale behind this decision in a letter dated 13 March 2024: “As you will be aware number of concerns have been expressed by the building control profession about whether enough building control professionals will be registered as RBIs by the 6 April.

“I understand those concerns and have been working with colleagues in BSR and across government to consider what we can do to support the profession.

“To that end, the decision has been taken to implement a competence assessment extension period for those meeting set criteria.

“Professionals who are not registered by 6 April will not benefit from the extension period and will not be able to continue to work on regulated building control activities.”

Criteria and process for the extension

To qualify for the extension, building control professionals must meet several criteria, including being registered as a Class 1 RBI by 6 April 2024 and enrolled in an approved competency assessment scheme.

Those eligible will have a 13-week period, until 6 July 2024, to complete their assessment and upgrade their registration.

Failure to do so will result in the inability to continue working on regulated building control activities without supervision.

“This must not be seen as an opportunity to delay – there will be no extension to these arrangements,” stated White.

“From 6 July 2024 any professionals who have not completed a competency assessment and upgraded their registration class will only be able to undertake work under supervision.”

Importance of timely registration and assessment

The BSR’s guidance emphasises the importance of timely registration and competency assessment completion. Professionals are urged to register with BSR and enrol in a competency assessment scheme as soon as possible to avoid disruptions in their ability to work on building control activities.

“We expect employers to support staff going through the assessment process by ensuring they have time to complete the assessment process and providing assistance and support to help them succeed,” White added.

“I encourage everyone who has not yet done so to register with BSR and enrol with one of the competency assessment schemes as soon as possible.”

Building management pivotal in global health and wellbeing, says respiratory expert

Impact of indoor environmental quality on health

A recent technical briefing in London, hosted by the CIBSE Patrons, shed light on the critical role of facilities management and building services engineering in global human health and wellbeing.

Dr Philip Webb, Chief Executive of Respiratory Innovation Wales (RIW), emphasised the influence these sectors have, surpassing even the medical and social care professions in terms of impact.

Webb highlighted the severity of the indoor environmental quality (IEQ) crisis, advocating for increased investment in building and facilities management.

This, he argued, would be more effective than medical treatment in reducing excess deaths related to respiratory, cardiovascular, and mental health conditions.

Data on excess deaths due to air quality

Public Health Wales data revealed that air quality is responsible for up to 1,400 excess deaths per 100,000 people annually.

In contrast, Covid-19 accounts for 38 deaths per 100,000, smoking for 180, and cancer for 278.

Despite these numbers, air quality receives a fraction of the public funds allocated to health and wellbeing services.

Legacy of building design and new standards

“We are suffering from a legacy of poor building design dating back to the 1960s and 70s,” Webb said.

He pointed out that people spend up to 90% of their time indoors, making indoor air quality (IAQ) the most pressing issue.

Webb also revealed the upcoming launch of British Standard 40102 (Part One) for health and wellbeing in buildings.

This standard, first unveiled at the COP28 climate conference in Dubai, will offer benchmarks for measuring, monitoring, and reporting IEQ in non-domestic buildings.

Financial aspects and insurance industry response

RIW’s research shows that in Wales alone, £2.4 billion (£763 million on direct health costs) was spent on mitigating Covid-19 impacts.

Comparatively, less than £20 million is spent annually on air quality measures, primarily focused on outdoor air.

Webb also noted the increasing involvement of the insurance industry due to rising claims for workplace ill health.

Fire Brigades Union challenges new Home Office evacuation guidelines

The Fire Brigades Union (FBU), representing a significant number of UK firefighters, has issued a strong criticism of the newly published government guidelines on building evacuation.

This response comes in the wake of the Home Office’s release of evacuation guidelines for fire and rescue services, specifically for high-rise buildings.

The FBU’s letter, addressed to the Home Secretary, James Cleverly MP, dated 1st March 2024, expresses concerns that the guidelines fail to provide adequate assurance or practical guidance to residents and firefighters, particularly in scenarios reminiscent of the Grenfell Tower tragedy.

The letter, penned by Matt Wrack, General Secretary of the Fire Brigades Union, states: “These guidelines will not reassure residents in high-rise buildings. They do not help disabled and vulnerable residents.

“These guidelines do not explain to incident commanders how to evacuate high-rise buildings.”

The union emphasises that the guidelines, which are the result of a joint Home Office and Department for Levelling Up Housing and Communities technical steering group formed in December 2019, fall short in several critical areas.

The FBU criticises the guidelines for their brevity and lack of substance, noting that they consist of just nine pages and fail to address key issues such as the protection of fire exit routes and specific evacuation procedures for people unable to use stairs.

Wrack further remarked in the letter: “It is a disgrace that more than four years after the GTI report, the Home Office can only manage a publication of nine pages in length containing so little of real substance.”

The FBU’s stance is that the guidelines, while summarising some basic evacuation principles, offer little in the way of new or substantial information that would assist fire and rescue services in effectively planning and executing evacuations in high-rise buildings.

The union also expresses disappointment in the live test exercises conducted by the Home Office, describing them as unrealistic and not representative of conditions in a disaster similar to the Grenfell Tower fire.

The London Fire Brigade (LFB) has successfully completed all 29 recommendations from Phase 1 of the Grenfell Tower Inquiry.

Announced 13 March 2024, these improvements encompass changes in firefighter training, upgraded processes for handling major incidents, and the incorporation of advanced technology to enhance firefighting capabilities.

One notable upgrade is the replacement of the high-reach vehicle fleet with new 64-metre Turntable Ladders, now the tallest in Europe.

In addition, new command units equipped with cutting-edge technology have been introduced, enhancing the incident commanders’ response efficiency at the incident ground.

Over 200 people have benefited from escape hoods since 2018, a key protective measure against toxic smoke, with London’s firefighters being among the first in the UK to adopt them.

Enhanced communication and process improvements

The LFB’s communication capabilities have seen significant enhancements with the introduction of modern fire ground radios.

These radios enable effective communication for firefighters, even when wearing helmets and breathing apparatus, inside buildings.

They also serve additional functions like providing instructions or light in dark conditions.

“Fundamental change in large, complex organisations takes time and while our transformation programme is safely on track, we are not finished.

“I’m dedicated to continuing this journey with full commitment so that we can continue to be trusted to serve and protect our capital.”

Mayor of London Sadiq Khan expressed his views: “The Grenfell Tower fire was an appalling tragedy and we will always remember the 72 people who lost their lives.

“The most fitting tribute to the people who died, their loved ones and those who survived is to ensure that nothing like this ever happens again.

“I have been relentless in doing everything I can to ensure the recommendations from Phase 1 of the Grenfell Tower Inquiry are implemented in full.

“Following City Hall’s significant investment, the LFB’s new equipment and protocols will help save lives.

“I welcome the significant steps the London Fire Brigade have taken to transform the way in which it responds to incidents, and high-rise building fires in particular.

“But there is more to do, and it is vital that the Government steps up along with housing and building industries to act now and ban combustible materials in external walls no matter their height and provide funding support for those unfairly saddled with large costs to remediate unsafe cladding.

“It’s vital that all possible steps are taken now to prevent another tragedy.”
