The Regulator will ensure that Accountable Persons identify the safety risks of fire spread and structural failure in their buildings and put in place proportionate measures to manage them safely.

UK increases vigilance in fire safety remediation for social housing

The UK government is demonstrating increased vigilance in fire safety remediation, particularly for buildings over 11 metres in height.

This commitment was emphasised in a recent correspondence issued on 28 November 2023 by Jonathan Walters, Deputy Chief Executive.

In this letter addressed to registered providers, a second survey on fire safety remediation was announced, following an initial survey that commenced on 23 August 2023​​​​.

Government’s proactive approach

The survey, set to open on 1 December 2023, requires registered providers to submit data by 31 December 2023.

This initiative, as stated by the Minister of State for Housing and Planning in a Parliament update on 16 November 2023, mandates quarterly updates on Fire Safety Remediation for all buildings over 11 metres, including those over 18 metres.

This enhanced monitoring is intended to provide assurance on the progress being made to address life safety fire risks​​​​.

The second survey introduces additional questions and clarifications, emphasizing the necessity for providers to use the most recent version of the building level spreadsheet from the NROSH+ website.

Solving the second staircase issue with EVACSTAC

CEO Alun Marriott tells IFSJ all about EVACSTAC – a quick-build secondary staircase solution to the high-rise problem

In the ever-evolving landscape of urban development, high-rises have become both a symbol of progress and a challenge for safety regulations.

IFSJ Editor Iain Hoey recently caught up with Alun Marriott, CEO of EvacStac, a company that might just be the solution the world needs to ensure the safety of high-rise inhabitants.

“EvacStac,” Marriott begins, “is more than just a staircase. It’s a lifeline.”

Designed as a prefabricated modular structure, this innovative and affordable external staircase can be tailored to both old and new single staircase high-rise buildings.

The idea is not merely to provide an additional exit but to challenge the conventional “stay put” fire strategy which has often proven fatal.

“The beauty of the EvacStac solution,” Marriott explains, “is its multifaceted approach to safety.

Apart from acting as an alternative escape route, it also boasts features like wet and dry risers for firefighting, sprinkler feed tanks and connections, as well as safe refuge areas for those who might struggle with mobility during an evacuation.”

He adds: “Moreover, the system includes communication means, ensuring that evacuations can be managed effectively and efficiently.”

The practicality of the EvacStac system is also noteable: “One might think that retrofitting an external staircase to a building would be a logistical nightmare,” Marriott says.

“But EvacStac can be set up in a matter of weeks, causing minimal disturbance to residents.

And we pride ourselves on the design – it can be tailored to mirror the aesthetics of any building, ensuring that it doesn’t stand out like a sore thumb.”

The inception story of EvacStac is as heartrending as it is inspiring.

Kevin Stewart, a steel fabrication expert and the brain behind EvacStac, was in close proximity to the Grenfell incident.

“Kevin saw the smoke on the horizon,” Marriott recounts.

That same day after learning about the magnitude of the tragedy, Stewart was galvanised into action and after collaborating with a number of fire safety experts, the concept of EvacStac was borne.

The prototype, funded by the UK Government’s Smart Innovate programme, has been set up at Moreton in the Marsh – the Fire Training College.

“It’s a 7-story prototype tower used to train fire crews in the evacuation of tall buildings equipped with dual staircases,” Marriott tells.

“One of them is, of course, the EVACSTAC, complete with wet and dry riser capabilities.”

EVACSTAC: A new age in evacuation

Traditional evacuation routes in these structures often hinge on internal staircases, which, in scenarios like fires, can become death traps.

EVACSTAC fundamentally reimagines this approach.

Instead of being encased within the building, EvacStac prominently stands outside.

Marriott elucidates: “EvacStac is typically separated by a 2m connecting tunnel from the main structure.

“This offers a distinct advantage: it remains independent and insulated from any catastrophic events that might be unfolding within the building.”

Another facet that differentiates EvacStac is its robust construction.

“It’s constructed from high-quality, CE marked steel.

” Importantly, no flammable materials have been employed in its creation,” explains Marriott.

This ensures that in the direst of situations where the primary evacuation route might be blocked or compromised, EvacStac remains a steadfast and reliable means of escape.

But it doesn’t stop there.

“For structures that might be lacking in modern fire protection amenities, EvacStac can fill in those gaps,” Marriott states.

He lists some of the features that can be incorporated, including active or passive smoke venting, fire curtains to thwart smoke ingress, to sprinkler systems and even a fire-fighting lift shaft.

“However,” Marriott emphasises: “The sheer presence of an additional staircase is a monumental stride in safety.

“A solitary staircase in a building is a risk, and EvacStac primarily seeks to mitigate that.”

An inclusive approach

Marriott was keen to highlight how EvacStac champions inclusivity, especially in crisis situations.

“Each level of EvacStac is equipped with a Safe Refuge area,” Marriott tells.

These are specially designated zones that ensure those with physical disabilities or challenges can await rescue in relative safety.

“There is a communication interface present in these areas links directly to the fire control point, providing a means to coordinate rescue operations.”

For those with mobility challenges, such as wheelchair users, EvacStac has a thoughtful provision.

“We can incorporate a fire lift specifically designed for wheelchair use,” Marriott shares.

“These lifts are powered using redundant batteries, ensuring that even in power outages, they remain functional, facilitating the safe evacuation of those less able.”

On how EvacStac approaches this preliminary assessment, Marriott explains:  “While we are not fire engineers ourselves, we work hand-in-hand with fire engineers or officers from the fire brigade.”

The idea is to lean on their expertise to identify the need for an additional escape route.

Once this requirement is established, EvacStac steps in.

“We then supply a tower in line with the specific requirements set by the fire engineer,” Marriott clarifies.

With governments legislating the requirement of secondary staircases in new high-rise structures, the potential of EvacStac’s solution is enormous.

All over the world there exist thousands of buildings globally where a second staircase could be the difference between life and death.

Incorporating EvacStac into evacuation addresses safety on paper whilst promising a tangible, reliable escape route that might just make the crucial difference when disaster strikes.

A paradigm shift

Asked about what lies ahead for EvacStac, Marriott cites the drive for wider reach and affordability: “Now that our prototype is established, our focus is on maintaining cost-effectiveness and bolstering engineering efficiency.”

He envisions EvacStac’s integration into a multitude of at-risk buildings, stating that this goal would inform upcoming design strategies.

Marriott broaches a contentious issue in fire safety: the “Stay-Put” directive.

He sees EvacStac as a logical solution: “A secondary staircase, which can be seamlessly and cost-effectively integrated—even with firefighting apparatus—should be a primary consideration for stakeholders responsible for resident welfare.”

The journey of EvacStac, from a mere concept sparked by a tragedy to a tangible solution, underlines the power of innovation and collaboration.

Understanding high-rise residents’ safety views and concerns

A new report from the Health and Safety Executive (HSE) provides comprehensive insights into the perspectives of high-rise building (HRB) residents in England regarding building safety.

This study, managed by HSE’s Insight and Service Design Team, aimed to centralise residents’ viewpoints in the development of the new Building Safety Regulator (BSR), set to be operational in 2023.

The BSR’s establishment follows the Grenfell Tower fire of 2017 and the subsequent Hackitt Review.

It will ensure safe design, construction, and occupation of HRBs, mandating more extensive responsibilities for building owners and residents alike​​.

Research methods: blending qualitative and quantitative approaches

The research adopted a mixed-method approach, combining quantitative surveys with qualitative in-depth interviews and group discussions.

These methods were used to gather a representative sample of HRB residents’ experiences, attitudes, and behaviours concerning building safety.

The qualitative research, conducted by Kantar Public, and the quantitative survey, executed by BMG Research, collectively offer a contextual understanding of residents’ issues, interactions with building safety stakeholders, and views on BSR development​​.

Diversity in high-rise living experiences

The study found a diverse population residing in HRBs, with variations in age, income, employment, educational background, health, ethnicity, English language proficiency, and digital skills.

Building types, ownership, and management structures also varied greatly, impacting residents’ experiences significantly.

The research identified five distinct resident ‘typologies’ based on tenure, individual, and systemic factors, each with unique experiences and concerns​​.

Resident satisfaction and safety concerns

While most residents expressed satisfaction with their flats and buildings, fewer were content with their landlords, letting agents, or building management companies.

Common complaints included poor communication, lack of transparency, and delayed responses to issues.

The study also revealed that residents prioritised ‘day-to-day’ issues like health and safety concerns, basic utility problems, and service concerns over building safety issues due to their lower impact on daily life and infrequency​​.

Understanding of building safety

Residents generally understood ‘building safety’ as day-to-day security from threats like crime, anti-social behaviour, and broken facilities, rather than fire or structural safety issues.

However, when prompted, residents demonstrated a clearer understanding of fire safety, with 73% feeling responsible for it.

In contrast, only 33% felt responsible for structural safety, often seen as a technical issue outside their control​​.

Reporting safety concerns and resolution confidence

The process of reporting safety concerns varied in difficulty among residents, with 39% finding it easy and 38% finding it challenging.

Confidence in effectively resolving fire and structural safety problems was also mixed, with 65% feeling confident about fire safety resolutions and 59% about structural safety.

The quality of building management significantly influenced these perceptions​​.

Views on actions taken for building safety

Opinions were divided regarding the actions taken by building owners, management organisations, and the UK government to ensure fire and structural safety in HRBs since 2017.

Approximately a third of residents were uncertain, while 30% agreed and 29% disagreed that the right actions had been taken for building safety​​.

IFE authorised as licensee for higher-risk building registration standard

The Institution of Fire Engineers becomes a pioneer in fire safety

The Institution of Fire Engineers (IFE) has marked a significant milestone by becoming the first licensee authorised for the Fire Engineering Discipline Annex of the new UK-SPEC Higher-Risk Building (HRB) registration standard

The licensing aligns with the Engineering Council’s UK-SPEC HRB Fire Engineering Discipline Annex, set to launch early next year, aiming to elevate safety and competence within the built environment industry.

This development arrives as a strategic progression following the Building Safety Act 2022, catalysed by several key industry reports and collaborations after Dame Judith Hackitt’s comprehensive study.

Raising standards in building safety

The new standard is instrumental for professionals engaged in high-risk building work, including design, construction, maintenance, and operations, ensuring they meet the necessary competencies and commitments.

Addressing the necessity of context-specific standards for all building professions, it emphasises fire safety, structural integrity, and public health.

IFE’s chief executive officer, Steve Hamm, commented on the advancement: “I’m so pleased to witness the IFE become the first Licensee to register individuals against the Fire Engineering Annex of our new UK-SPEC HRB Standard.

“Many will know that the IFE is steadfast in its endeavours to drive professional competency and this is another step on the ladder to a safer future across the built environment.”

First wave of higher-risk building registration underway

With the IFE’s strong global presence, encompassing around 12,000 fire professionals, the institution is keen to demonstrate its committee’s proficiency in the UK SPEC HRB Fire Engineering Annex.

As the training of the committee concludes, the IFE is looking to offer this registration to a broader segment of professionals.

The first group of applicants is currently in the process of completing their submissions for the upcoming registration phase.

Echoing the sentiment of progress, Paul Bailey, CEO of the Engineering Council, said: “We’re delighted that IFE has become the first Licensee authorised to register individuals against the Fire Engineering Annex of our new UK-SPEC HRB Standard.

“This is an important step in the fire sector, and the engineering industry more widely.

“Assuring the public that those engineers and technicians working on higher-risk buildings have the requisite competences and commitment was a crucial outcome of Dame Judith Hackitt’s ‘Building a Safer Future’ report and subsequent Building Safety Act 2022, and we’re delighted to be working with the IFE on this important activity.”

Details about the registration process are expected to be made available next year. The IFE has promised to keep stakeholders informed through their communication channels.

Fire safety violations prompt action against 243 rooftop restaurants in Bengaluru

In a recent development, the Fire and Emergency Services Department has identified 243 rooftop establishments, inclusive of pubs, bars, and hookah bars, in Bengaluru that have transgressed fire safety regulations and licensing stipulations. Details of this have been reported by The Hindu.

Details of the violations

The Fire Department embarked on an inspection spree of such eateries on October 19.

This action came a day after a blaze at the Mudpipe cafe located on the fourth floor of a building near the Forum Mall in Koramangala.

The investigation exposed that the establishment hadn’t procured a No Objection Certificate (NOC) from the Fire Department.

In addition, it was in breach of the terms set by the trade license extended by the civic authority.

Contrary to the provisions of the permit, which allowed only food catering, the cafe was also offering hookah services.

Response from the officials

A senior fire officer remarked to The Hindu: “After conducting a survey of the rooftop establishments across the city, we have found 243 restaurants violating fire safety rules and other norms.

“As these establishments should be dealt with stringent action, the list has been shared with the BBMP.”

Additionally, it was shared that the list was communicated to BBMP Chief Commissioner Tushar Giri Nath, who in response, passed it on to the Chief Engineer.

The latter will consequently relay the particulars to the pertinent authorities to undertake remedial measures.

Moreover, a senior health official noted the Health Department’s anticipation of receiving the information.

Once obtained, the department will implement necessary actions.

Concurrently, the BBMP has been proactively administering its corrective initiatives. K.V. Trilok Chandra, the BBMP Special Commissioner, mentioned the possibility of overlapping data related to the flagged establishments and those previously identified by the BBMP.

“We will go through the list to avoid any overlap,” he declared.

Historical context of the fire safety violations

According to the BBMP’s records, the civic body has already shut down 60 establishments, encompassing pubs, hotels, and rooftop cafes. They have also issued more than 200 notices.

Post the health department acquiring this novel list, a separate crackdown on offending rooftop venues might be launched.

Notably, a previous clampdown on rooftop restaurants occurred in 2018, following the tragic December 2017 Kamala Mills Fire in Mumbai where 14 individuals lost their lives.

Even though stringent measures were undertaken post this tragedy, the recent fire incident in Koramangala underscores the persistent challenge.

Second staircases to undergo two-and-a-half-year transition, housing secretary declares

Developers are set to receive a transitional period lasting two-and-a-half years.

This grace period will be before they need to implement a second staircase in buildings rising to 18 metres or taller.

The housing secretary, Michael Gove, made this announcement recently.

The transitional arrangements for this policy were elaborated upon in a statement on Tuesday.

Beginning of the transition period

The transition period will commence once the government officially announces the modifications to Approved Document B.

This document encompasses the government’s guidelines related to fire safety.

House builders will then benefit from a 30-month window. In this timeframe, they can opt to comply with either the existing guidance or the updated one.

Second staircases: Initial proposition and modifications:

Previously in July, it was confirmed by Mr Gove that a second staircase will be mandated for all new buildings attaining a height of 18 metres or more.

This is a reduction from the initially proposed 30 metres during the policy’s early consultation phase.

Mr Gove supported this alteration by stating: “This followed confirmation from expert bodies that they support this threshold.”

Furthermore, he mentioned that temporary measures are in the pipeline. These are intended “with the aim of securing the viability of projects which are already underway.”

Feedback from different organisations

The Royal Institute of British Architects took the lead in forming a coalition.

This alliance also encompassed entities like the Chartered Institute of Building and the National Fire Chiefs Council.

Their united plea to Mr Gove was to set the threshold even lower. The primary goal behind this was “to make the built environment as safe as it can be.”

However, in August, a group consisting of 29 fire safety professionals voiced a contrary opinion.

They urged the government to abandon the 18 metres criterion.

Their rationale was that “there is no evidence” this policy aligns with “data, science and expert advice.”

Moreover, they warned it might induce “false confidence in safety.”

Comparison with global standards

An investigative study by McGill University in Montreal showcased intriguing results.

Their analysis of 30 international building codes highlighted a glaring omission.

Only the UK and South Korea lacked a mandate for a second staircase.

For comparison, nations like the USA, Ireland, and Canada have imposed such requirements for buildings as short as four storeys.

After the transition period

Once the two-and-half-year transition concludes, a clear directive was provided by Mr Gove.

He stated: “All applications will need to conform to the new guidance.”

Those approved applications not adhering to this fresh guidance have a strict 18-month deadline.

This is to begin their construction “in earnest.” If they falter, a reapplication will be necessary in line with the new directives.

Clarifying the criterion for “sufficient progress,” Mr Gove outlined specific construction milestones.

He assured developers that the transitional stipulations will favour projects that already possess planning permission for a single staircase.

These projects, he remarked, can proceed “without further delay if they choose.”

Reassurances for the future

In a bid to clear the air of any misgivings, Mr Gove emphatically stated: “Existing and upcoming single-staircase buildings are not inherently unsafe.”

He added that they wouldn’t need a subsequent addition of another staircase, provided they adhere to relevant norms and are well maintained.

He anticipated cooperation from lenders, managing agents, and insurers.

He expects them “not to impose onerous additional requirements, hurdles or criteria on single-staircase buildings in lending, pricing, management or any other respect.”

For residents inhabiting new buildings towering over 18 metres, he assured that these edifices are already under the vigilant eyes of an “enhanced building safety regime.”

Upcoming clarifications

Mr Gove divulged that the Building Safety Regulator is presently collaborating on the design specifics for Approved Document B.

He anticipates making a forthcoming announcement on this matter.

Following their 2018 consultation, the Welsh Government is looking to expand on the previous bans by:

  • “Amend[ing] the ban of the use of combustible materials in and on external walls of buildings, including building types covered, attachments such as blinds, shutters and awnings”.
  • Proposing a specific prohibition on “the use of metal composite panels in and on the external walls of all buildings”.
  • Implementing an “Evacuation Alert System (EAS) in accordance with BS 8629 in all new blocks of flats (Purpose group 1(a)) with a floor 18m or more above ground level”.
  • Introducing “Secure Information Boxes in all new blocks of flats with a floor of 11m or more above ground level” and “floor identification and flat wayfinding signage within all new blocks of flats with a floor of 11m or more above ground level”.
  • They also plan to reference BS EN 13501 and BS 476 fire classifications used in Approved Document B (AD B) and “amend regulations 6 and 7 of the Building Regulations 2010 to permit the use of materials achieving the class A2fl-s1 or A1fl”.

However, he also emphasised the urgency for the minority who are lagging behind: “We are now urgently reminding the minority of dutyholders who have missed the deadline for completing their registration application, that they could now face significant sanctions, including prosecution.

“Please respond to your legal duty – act now and register to avoid action being taken against you.”
