When constructing any type of building with curtain walling, protecting the void at the perimeter joint with the right passive fire protection solutions is crucial.

However, even the most robust and carefully considered fire safety specification can underperform, or fail completely, if not properly installed, increasing the risk of fire and smoke damage to life, property and the environment.

Issues could include the use of incorrect fixings, installing safing products in the wrong orientation or without the right level of compression, using them alongside other passive fire protection products in untested ways, and applying the sealant in two-part pack-and-spray systems with an inconsistent wet film thickness or in unsuitable application conditions.

Product selection

A listing for firestopping systems is essential because it provides independent, third-party verification that a specific firestop system has been thoroughly tested to appropriate standards and if properly installed, will perform as intended in a fire, ensuring compliance with building codes and contributing to overall building and life safety.

Listings include essential, detailed information on how the system must be installed, including maximum allowable perimeter void sizes, the required materials and their specifications.

If the installation deviates from the parameters specified in the listing, its fire-resistance rating is voided, which compromises safety.

While listings are voluntary, it helps ensure that products supplied for testing are the same as supplied to market, with ongoing assessment and surveillance from the certification body.

Manufacturers should make this information easily accessible.

In circumstances where field conditions vary from the original design, or where unforeseen build obstructions arise, technical evaluations based on the closest listed system and that recommends different installation methods may be necessary to ensure performance is not compromised.

In such cases, the evaluation should be carried out by, or in conjunction with, the manufacturer, by suitably qualified and competent persons and provide clear installation instructions.

With mitigating the risk of human error in mind, using products that have been engineered to be installed easily and accurately can assist in meeting a project’s design intent.

This can not only help to ensure a safer project but can help to reduce additional costs and lost time associated with remedial works.

Inspection

This can be invaluable, particularly on large and complex buildings where there may be many different considerations.

The final report can be included in the handover documentation, providing a clear record of exactly what’s in the building and how it was installed.

This helps to maintain a continuous thread of information, which can be a useful reference point for any future modifications to the building that may affect the envelope.

Competency and training

Everyone in the construction process must have the appropriate levels of skills, knowledge, experience and behaviours to do their job properly and adhere to code requirements.

There are several independent schemes for installation contractors that can include training, third-party certification and professional qualifications.

For example, the FCIA (Firestop Contractors International Association) promotes high firestop installation quality through accreditation initiatives like the FM 4991 Standard for the Approval of Firestop Contractors, the UL Qualified Firestop Contractor Program, and the FIRAS scheme through UKAS to BS EN ISO/IEC 17065: 2012.

They help differentiate quality contractors via third-party audits of their quality management systems and field installations, ensuring compliance with tested systems.

Whilst voluntary, they are good practice and help ensure a strong foundation of competency.

These often include various assessments of both how projects are managed, and how installations are carried out and overseen.

However, for teams wanting to know more about the explicit methods and approaches needed to install a specific manufacturer’s products effectively, training packages offered by the manufacturer can provide installers with invaluable insight into the specific nuances of their firestopping products, as well as potential build challenges, allowing them to be addressed before the installation programme has progressed and preventing issues being baked into the construction.

This offering should include a combination of classroom learning and practical onsite training, including everything from toolbox talks that ensure installation instructions and method statements are clearly understood, to delivering hands-on training and benchmark installations to demonstrate best practice.

Unless a specialist façade contractor with dedicated firestop installers has been appointed, the individuals installing the safing measures could change from project to project, or even at different stages of a single project.

Therefore, having access to manufacturer training throughout, and not just at the start, can help to ensure continual adherence to the fire safety strategy.

For this training and onsite support to be effective, early engagement with the product manufacturer is crucial.

This is especially true for ambitious, complex designs that need a tailored installation approach, or where there are deviations from the original drawings due to unforeseen challenges or changes in conditions onsite.

Additionally, manufacturers can often give feedback to design teams so they can learn to help improve the practicality of future designs, ensuring continuous improvement and collaboration.

Hidden defence

The FCIA defines the ‘DIIM’ of Firestopping™ as the proper Design, Installation, Inspection and Maintaining Protection of Firestop Systems stating that “When all the pieces of the ‘DIIM’ puzzle are present, the result is greater reliability of installed fire-resistance-rated and smoke resistant assemblies and effective compartmentation.

This ensures that installed fire-resistance-rated and smoke-resistant assemblies have a better chance of performing as designed.” There is no room for compromise when it comes to the safety of our buildings, and the success of any fire safety strategy depends on both the quality of the products and the precision of their installation.

Therefore, it is vital that firestop installers feel confident and competent to deliver accuracy onsite.

Engaging with manufacturers as early in the process as possible can provide the support necessary to ensure products are handled and fitted in line with recommendations and that they will perform as expected in the unfortunate event of a fire.

Public consultation launched on fire safety standards in construction

Construction consultation and key dates

Draft fire safety guidance for construction sites has been released for public consultation, with responses due by Wednesday 18 March.

The Fire Industry Association (FIA) said the consultation is intended for manufacturers, suppliers and system specifiers, and may also support installers and construction site managers responsible for fire safety.

A Special Interest Group meeting will take place on Monday 16 March to gather feedback and help develop the FIA’s position.

Comments must be submitted by close of business on Wednesday 11 March, after which registered contributors will receive draft copies, a comments template sheet and meeting distribution details.

What the fire safety guidance covers

The draft code of practice sets out guidance for managing fire safety on construction sites, including projects lasting more than 30 working days with over 20 workers on site at any one time or exceeding 500 person-working days.

Recommendations include the development of fire safety management systems designed to address both organisational and site-specific risks during construction works.

A separate draft specification defines requirements and performance criteria for fire detection and fire alarm systems intended for temporary use during construction.

The specification is primarily intended for manufacturers, suppliers and system specifiers, and is also relevant to installers and site managers with fire safety responsibilities.

Temporary installations fall within its scope, with permanent systems and project-specific suitability remaining outside its remit.

The document also references fire safety responsibilities set out in the Construction (Design and Management) Regulations 2015.

Winchester arrests raise construction site fraud concerns, BESA says

Fraud allegations linked to CSCS cards

Four men arrested in Winchester last week are suspected of accepting payment to help unqualified people gain Construction Skills Certification Scheme (CSCS) cards without completing a genuine training course.

The Building Engineering Services Association (BESA) said the suspected fraudulent test centre should act as a reminder for those responsible for health and safety on construction sites.

Police reported that gaming the system in this way would allow unqualified and inadequately trained people to gain access to construction sites and could put themselves and others at risk of serious harm.

Digital checks and the Engineering Services SKILLcard

Jill Nicholls, Director Of Competence And Compliance at BESA, said: “This incident should remind everyone that we cannot be complacent about health and safety despite all the measures the industry has put in place in recent years.

“We now have an advanced digital system for verifying that card holders are genuine and have completed the appropriate training for their specific work areas, and we would encourage everyone to use the system proactively, especially if they have any suspicions about someone’s qualifications.”

BESA operates the CSCS partner card scheme Engineering Services SKILLcard, which allows card holders and inspectors to access technical and health and safety qualifications in real time via a mobile phone app.

The association said the system also allows cancellation of counterfeit or revoked cards.

It said the SKILLcard has been operating for over 24 years and provides more than 55,000 building services engineers with evidence of the qualifications they need to access sites.

It also said the digital Engineering Services SKILLcard gives users a single continually updated point of access to all their cards and the qualifications they hold.

The system can enable site access via a QR code that can be scanned directly from the card holder’s phone using the CSCS Smart Check App.

BESA said digitisation formed part of the sector’s response to the Building Safety Act, which came into force in 2022, and was intended to increase scrutiny of individual competence and compliance.

It said it provides cards for trade operatives, and also for people with supervisory and managerial responsibilities.

The scheme is also used by self-employed and agency workers, and those seeking employment in the sector.

The association also said it provides a suite of online health and safety training courses and tests.

Why Massachusetts is revisiting single-stair fire safety rules now

Healey-Driscoll administration launches advisory group on single-stair fire safety rules

A new Massachusetts executive order will study allowing single-stair construction in some residential buildings above three storeys.

Governor Maura Healey and Lieutenant Governor Kim Driscoll announced the order on 13 February 2026.

The announcement described the current Massachusetts building code requirement for two exit stairs in buildings above three storeys or with long interior corridors.

The release said this requirement can make it harder to build mid-rise development on smaller parcels.

Driscoll said: “Building new housing that prioritizes affordability, enhancing the livability of our communities and keeping people safe couldn’t be more important as we respond to our housing shortage.”

“Our administration is spurring all kinds of housing production to meets the range of needs facing Massachusetts residents, so I’m eager for the advisory group to get started and study the feasibility of single stair construction while considering all possible safety risks.”

Advisory group remit and building code updates

The announcement said the Governor is establishing a technical advisory group to develop a process for evaluating whether, and under what conditions, single-stair multifamily residential buildings above three storeys can be safely permitted in Massachusetts.

The release said the group will include fire services, building officials, national architectural experts, accessibility advocates and public-safety professionals.

Its charge includes comparing single-stair and multi-stair buildings, identifying required fire and life safety precautions and recommending targeted updates to the State Building Code.

Housing and Livable Communities Secretary Ed Augustus said: “Every safe, evidence-based strategy to build more homes is needed to meet the housing demands we’re facing, and single-stair multifamily residential buildings could offer us a new way to increase our housing supply.”

“This executive order will bring together the right people – from fire safety officials to architects, accessibility experts and more – who will help us explore the possibilities and find the best path forward.”

Existing practice examples and land capacity estimates

The announcement said Massachusetts would be following an approach used in numerous U.S. states and in other countries if it adopts a single-stair standard for residential buildings above three storeys.

It gave examples including New York City and Seattle permitting single-stair buildings up to six storeys for decades and Honolulu legalising them in 2012.

It also said Tennessee, Montana and Connecticut have enacted legislation allowing single-stair buildings up to six storeys under specified safety conditions.

The release cited Harvard’s Joint Center for Housing Studies identifying 4,955 underutilised parcels within ¾ mile of rapid transit that could host a mid-rise building.

It said the Joint Center for Housing Studies estimates these sites could produce up to 130,000 new housing units through urban infill alone if single stair is allowed up to six storeys and 24 units.

The release said the advisory group will study feasibility and safety risks as part of the executive order’s process.

Building Information Modelling data is shaping door hardware specification, says Consort

Digital product data is now expected from early-stage design through to compliance, maintenance and product lifecycle management.

Since 2016, UK central government clients have required collaborative digital information management on centrally procured projects, commonly referred to as BIM Level 2.

These requirements are now set out through the UK BIM Framework and BS EN ISO 19650 standards, which expect construction partners to provide accurate, structured and accessible digital information for their products.

More than 250 workers paused work across Bowmer + Kirkland’s Echo Street development in Manchester for a site-wide stand down focused on mental health.

Ark Fire Protection said it delivered the initiative with Bowmer + Kirkland on Friday 14 November.

The stand down was structured as a planned interruption to routine activity so crews could step away from daily pressures and talk openly about wellbeing.

The session was led by The Lighthouse Charity, the construction sector’s dedicated charity for emotional, physical and financial support.

Its presentation covered suicide prevention, common warning signs and how workers can seek help.

After the talk, workers were encouraged to spend time together over coffee rather than returning immediately to site duties.

BSI confirms March launch event for new construction product guidance

Launch of PAS 2000 construction code

A free London event will mark the launch of PAS 2000:2026 on Tuesday 10 March 2026.

The British Standards Institute (BSI) has opened booking for the event.

The launch will take place from 9:30 to 11:30 at the Royal College of Pathologists, Events@No.6, 6 Alie Street, London, E1 8QT.

Registration, refreshments and networking are scheduled to begin at 9:30am, with a formal welcome at 10:00am.

The programme then moves to a sponsor contribution, an overview of PAS 2000 and a session on construction product reform, followed by a panel Q&A and closing remarks before the 11:30am finish.

What the code covers

BSI said the code of practice was developed in response to recommendations on construction product safety information from the Grenfell Tower Inquiry and the Morrell/Day report, Testing for a safer future.

PAS 2000 is aimed at organisations that manufacture, specify, test or procure construction products.

BSI said: “describes the framework against which manufacturers can show they have taken all reasonable steps to ensure their products are safe for their intended uses.”

The standard sets out expectations for providing comprehensive, accurate and reliable evidence about product safety and performance, including information used to support product claims.

Passive fire protection specialist FSi Promat has launched Paraflam Ultra, a dry-fit slab edge fire stop system for buildings with a curtain walling facade.

The company said Paraflam Ultra is designed to protect the building envelope by preventing the spread of fire around the slab edge for a set period of time in curtain wall facades.

Paraflam Ultra is described as an A1-rated, non-combustible, flexible system.

It is designed to support compartmentation systems by containing the spread of fire from one floor to another.

Testing, movement accommodation and installation details

Paraflam Ultra provides up to 2 hours of fire protection for horizontal slab edges in curtain walling systems.

It is tested to the European standard for curtain walling systems EN1364-4.

Testing also included movement accommodation, with Paraflam Ultra providing up to 6% compression and expansion to maintain the seal between the slab and facade where movement occurs in tall buildings.

As a dry-fit design, the system is compression fitted at the slab edge to reinstate compartmentation and limit fire spread, with the aim of allowing occupants time to escape and fire fighters time to respond.
