Warringtonfire, part of Element Materials Technology, recently hosted exclusive open days to provide customers with an early look at its new fire resistance testing facility in Birchwood Park, Warrington.

The $30 million facility, covering 101,000 square feet, will officially open on 2 January 2025.

According to Warringtonfire, construction has been completed, and the site was handed over by contractors.

Over 100 fire safety professionals attended the open days held on 12 and 13 November to tour the site and explore its state-of-the-art capabilities.

Visitors participated in guided tours, presentations, and networking sessions with Warringtonfire’s technical experts.

The event showcased the laboratory’s advanced equipment and client-focused amenities, which include testing furnaces, dedicated welfare facilities, and spaces designed to protect intellectual property.

Presentation highlights changing fire safety regulations

During the open days, Peter Barker, Technical Policy Manager at Warringtonfire, delivered a presentation titled “Construction Products and the Changing Regulatory Landscape.”

Attendees learned how emerging legislation is influencing the regulatory requirements for construction products, particularly within the testing, inspection, and certification sectors.

This insight was complemented by discussions about how Warringtonfire’s new facility will adapt to meet these evolving industry needs.

Leigh Hill, Director of Element’s Built Environment Europe division, noted: “The Customer Open Days have been a fantastic success.

“It was a great opportunity for our customers to meet the team and learn more about our operations.”

Expanded capabilities and enhanced confidentiality measures

The new laboratory has been designed to streamline operations, housing testing, technical, and certification teams under one roof.

This integrated setup enables simultaneous testing across its five furnaces and offers enhanced confidentiality measures, including temperature-controlled spray booths and steel screens for test preparation bays.

Hill emphasised the facility’s client-focused design, adding: “We are in the process of trialling additional confidentiality measures to further safeguard sensitive information.”

The site also features extensive client amenities, including viewing areas, meeting rooms, and conference facilities, along with 175 parking bays and electric vehicle charging stations.

Positive feedback from attendees

Visitors praised the new facility, with Shaun Davidson, Director at SGD Fire Protection Ltd, stating: “We’re incredibly lucky to have such a world-class facility right here in the North West!”

Tom Owen, Technical Engineer at Etex, was similarly impressed, remarking: “The sheer scale of the site was impressive, and the layout was very intuitive.”

The laboratory is undergoing final steps to achieve UKAS accreditation for its operations, which is expected by the end of November.

Warringtonfire has also expanded its workforce, filling 50 new roles to support the facility’s operations.

ECNG Chair Dean Morris highlights the importance of proactive competence building for emerging fire engineers

The Institution of Fire Engineers (IFE) has recently launched the Early Careers Networking Group (ECNG), a new initiative aimed at supporting young professionals and students interested in fire engineering.

In this interview, Dean Morris, Chair of the ECNG, explains the importance of fostering a supportive community for early-career individuals in fire engineering and how the ECNG seeks to shape the future of the industry.

What led to the creation of the ECNG and why is it important for young professionals in fire engineering?

Whilst helping to get out there and show the opportunities that the industry has to offer is one aspect of what we are trying to achieve, we also believe helping increase competence in the industry is vital in reducing the risk of future catastrophise occurring.

An example of this is the worlds push towards sustainability, which often leads to the secondary consideration of fire safety once an idea has been created and implemented.

We want to try and push the industry to being more pro-active than re-active and this can only be achieved by increasing competence and awareness for people in the industry, which starts right at the beginning of your career.

Passing a course (such as an Engineering degree) is only the first step in ensuring competence.

It often only touches on industry relevant information and so we are looking at ways to build on this and bring the industry together for shared learning and development, using the expertise that the industry has, and the unique skills of some very talented people to help build competence for the future generations.

We have some exciting plans for this and are looking forward to releasing more information on it soon.

What specific challenges does the ECNG aim to address?

We understand that whilst not all ‘early careers’ persons are young and fresh out of school, there is a large under representation in the industry of this demographic.

The Science Education Tracker helps to understand their views of science education, as well as their interest in science and their career aspirations.

This information if vital if we want to help show the younger generation the opportunities of the industry and really show how they can make a difference.

The group provides a platform for young people to explore career paths within fire engineering.

How do you envision this platform supporting their professional development?

I want to make this clear that its not just young people this group is aimed at.

Whilst we want to increase this demographic and to ensure that the industry has sufficient personnel going forward, the ECNG is open to all, even the mature joiners who may or may not have a relevant background in the industry already.

We have a two pronged approach to our aims, which are:

We want to provide a safe space where questions can be asked without being in an intimidating environment, and mentorship is offered along with networking opportunities.

We want to provide good quality CPD and relevant industry learning and experience utilising industry experts.

We are currently working on a 2 year long CPD programme, which will form a set syllabus on what we believe is lacking in the knowledge of persons in the early stage of their careers.

How does the ECNG plan to foster a supportive community for early-career professionals?

Whilst social media has a mixed reputation and can often be toxic, we have to understand how it plays its part in the lives of young persons and embrace it if we want to make meaningful progress.

LinkedIn provides that opportunity for engagement and to bring the fire world together.

In an industry where there are so many grey areas, everyone’s opinion should be considered as there isn’t always a right or wrong answer.

Education is also important but it is vital to mix this with a good level of experience, and in my opinion this is far more beneficial when correctly utilising industry experts to share their real world experience in the industry.

We want to bridge this gap and offer the opportunity to share real world experiences and case studies which are often the best way to learn and develop.

What steps is the ECNG taking to encourage diversity and inclusivity within fire engineering?

We’ve been fortunate as a group to have a 50/50 gender split in the committee.

That being said, the stats don’t lie and the gender gap is significant.

Representation is the first step in the process and we are fortunate to have a wonderful and highly skilled group of female committee members who are excellent role models for the younger generation.

Beyond this, we will be actively attending schools and events to promote awareness of the industry and we believe that the visibility of our female committee members will help encourage younger females to think about the career opportunities the industry provides.

How will the ECNG will facilitate international collaboration and mentorship opportunities?

The IFE is an international organisation and should be considered as leading the way globally in innovation and developing competency.

The exams are well thought of and provide an education pathway, however, we can do better in passing on the knowledge and skills of our members.

The offerings we provide won’t be limited to just the UK and there is a lot to be said from understanding fire safety regulations and codes from around the world that can help show different opinions and insights into global problems.

The CPD sessions will cover these differences and will be available to anyone at the early stages of their career.

Where time differences may mean that the CPD sessions are difficult to attend, a CPD library of the records will be created for later viewing.

What role do you see the ECNG playing in shaping the future workforce of fire engineers?

As stated previously, we see a large gap in the industry from early education to real world experience and understanding of what the work actually entails.

We want to provide a platform where this is explained and competency is developed in a way that gives a true understanding of the role and the expectations / responsibilities it entails.

We will be utilising experts in the field and running programmes in a way where people are engaged and aren’t afraid to ask questions.

Looking ahead how do you think the ECNG will impact the fire engineering profession?

I hope we can build a platform that is seen as a positive influence in the industry.

Outside of bringing new people in, one of the biggest challenges we face is how busy everyone is.

This has a knock on effect with a lack of adequate training and development for people new to the industry.

We hope to use the IFEs positive reputation to provide support for all companies with their graduates and implement a support network that can share the burden and increase competency going forward.

The Building Engineering Services Association (BESA) has released an updated version of its longstanding guidance, DW145, titled ‘DW145 – Fire Dampers (E/EI) and Leakage Guide to Good Practice for Installation, Design and Selection, Inspection and Maintenance’.

The update forms part of BESA’s ongoing efforts to enhance fire safety measures in the wake of the Grenfell Tower disaster.

According to BESA, its recent inspections revealed numerous fire dampers and smoke dampers that failed to comply with manufacturers’ guidelines.

The revised DW145 document addresses statutory requirements under the Regulatory Reform (Fire Safety) Order 2005 (England and Wales) and the Fire Safety (Scotland) Regulations 2006.

The guidance also emphasises the importance of penetration seals in ensuring fire-stopping integrity and highlights challenges related to accessibility for maintenance teams.

Key updates in fire and smoke damper safety

BESA identified revising DW145 as a priority following the Grenfell Tower public inquiry.

Kevin Morrissey, chair of BESA’s technical committee, said: “Since the Grenfell Tower disaster the building services industry has, quite rightly, faced increasingly intensive scrutiny.

“As a result, the Association has been urgently reviewing its technical guidance and supporting this work with the provision of targeted training.”

The revisions clarify key issues, including the necessity of system designs that allow straightforward access for testing, repairs, and fault investigations.

Additionally, it advises seeking expert guidance when there is uncertainty during specification or installation processes.

Enhancements to ensure compliance and reduce risks

The updated guidance also addresses variability in manufacturers’ instructions, which has caused confusion in the past.

It provides clear benchmarks and illustrative examples of typical installations to assist compliance.

BESA stressed the importance of detailed installation documentation, recommending photographic evidence for each stage of the installation.

This approach aims to provide clarity for clients while minimising risks for contractors.

“The committee behind the revision…have done the industry a great service,” Morrissey added.

“This new document delivers a new industry benchmark for the installation, testing, and maintenance of fire and smoke dampers.”

Training opportunities for industry professionals

To complement the updated DW145 guidance, the BESA Academy offers a short Fire and Smoke Damper Awareness training course.

This online course covers legal obligations, installation techniques, and asset referencing to avoid common errors.

Non-BESA members can access a DW145 training bundle, which includes the guidance document and training.

Building Services Engineering (BSE) Skills has initiated a public consultation process, seeking industry feedback to ensure these standards align with current technological advancements and safety regulations, as reported by the Building Engineering Services Association (BESA).

The consultation invites contributions from employers, employees, and stakeholders within the HVACR sector who possess relevant technical knowledge and experience.

BSE Skills stated that input from those directly involved in the industry would help guarantee that the NOS remains relevant and technically accurate.

Addressing skills shortage through improved standards

A shortage of skilled professionals in the HVACR industry has intensified the need for updated training standards.

BSE Skills emphasized the importance of having NOS that accurately reflect the competencies required for qualifications and apprenticeships, essential for workforce development across the UK.

The last update to these standards occurred in 2019.

This current revision seeks to incorporate recent advancements in technology and regulatory requirements, especially those impacting building safety.

The revised standards, now in draft form, were developed following consultations with employers, employees, and training providers across the UK.

These drafts are available for public review on the BSE Skills consultation portal, with a deadline for feedback set for November 29.

Specific categories under review include electrical and mechanical plant systems, such as heat pumps, ventilation systems, and refrigeration equipment.

According to Fiona Cousins, President of the Chartered Institution of Building Services Engineers (CIBSE), building services engineers should expand their focus to include social and environmental concerns.

Speaking on the “Behind the Built Environment” podcast hosted by the Building Engineering Services Association (BESA), Cousins urged the engineering community to “lift their eyes to the horizon” and account for factors such as social needs, biodiversity, and embodied carbon.

Cousins noted that as the electrical grid decarbonises, energy efficiency becomes relatively less critical, shifting focus to other engineering questions.

She told BESA CEO David Frise that engineers are skilled at solving problems but often define these problems based on past needs.

Cousins emphasised that today’s clients increasingly seek decarbonised solutions, a trend that has grown significantly in recent years.

Grenfell Tower tragedy highlights need for broader perspective

Cousins also addressed safety concerns underscored by the Grenfell Tower tragedy, advocating for a more comprehensive approach to building design.

She noted that cost-cutting contributed to the tragedy, as involved parties were not fully aware of external risks.

She explained: “What is the bigger problem that we’re trying to solve? Where is the value? Some of those broader criteria, whether it’s safety or climate change or society, are all about…how do I make a safe building that contributes to climate change mitigation?”

As both a director and Americas region chair at global engineering firm Arup, Cousins urged industry leaders to consider design goals that include carbon neutrality, affordability, and environmental restoration from the outset of projects.

Advocating a ‘whole life’ value approach to building

Cousins recommended adopting a “whole life” value perspective, assessing building projects based on societal contributions rather than only financial costs.

She highlighted design features that could provide communal benefits, such as buildings that improve street security or offer multi-purpose spaces.

According to Cousins, integrating these considerations from the project’s beginning can make them foundational rather than additional.

“If you can bake those things in at the…very beginning of design and say, actually, this project will be successful if it’s more than just on time and on budget, then those things begin to permeate all the way through,” Cousins explained.

Skills and understanding essential for integrated, sustainable buildings

Cousins emphasised the importance of skills that enable engineers to understand how entire buildings operate, rather than simply maintaining individual systems.

She explained that value engineering has often been narrowly focused on cost-cutting, yet a more integrated understanding would shift priorities.

“If everything is…integrated…you’re not going to suddenly say, well, the heat pump is more expensive than the chiller would have been,” she stated.

In her recent CIBSE Presidential address, Cousins called for “reimagining” building performance to allow engineers to address broader social concerns, such as health, wellbeing, and productivity.

She encouraged BESA and CIBSE to work together to enhance public awareness of the benefits provided by building services engineering in everyday life.

Fearnley played a key role in the development of the New Zealand Diploma in Fire Engineering and represents the fire industry on the Vocational Engineering Education in New Zealand Board.

He is also an active member of the New Zealand and Australian Standards committees, representing the IFE in both countries.

Trent Fearnley has been appointed as the International President of the Institution of Fire Engineers (IFE), succeeding Hayley Burgess, who made history as the first woman to hold the role.
