The only FM approved automated monitor system

FM approved automated monitor systems have received dedicated guidance for the first time under FM Data Sheet 4-14. Ryan Fogelman of Fire Rover explains what the new standard means for industrial fire protection, insurers and high-risk facilities

For years, automated monitor fire suppression technology has occupied a unique position within the fire protection industry. While conventional sprinkler systems have long been regarded as the gold standard for property protection, certain occupancies and hazards have continued to present challenges.

Now, a significant development from FM is helping to reshape the conversation. In April 2026, FM published Data Sheet 4-14, Automated Monitor Fire Suppression Systems, marking the first time the organisation has issued dedicated guidance covering FM Approved automated monitor fire suppression systems.

For Fire Rover, the publication is particularly noteworthy because it reflects years of development, testing and industry adoption that have helped establish automated monitor technology as a recognised fire protection solution for some of the most challenging hazards faced by industrial operators.

The hardest part to understand is that an automated monitor is not what you think it is. The automated monitor solution still requires use of a UL/FM approved central station in order to be considered “automatic.”

FM Data Sheet 4-14 signals a new era for automated monitor fire suppression systems

Historically, water monitors have primarily been used as supplementary fire protection equipment. In many facilities they have supported sprinkler systems, assisted firefighting operations or provided additional suppression capabilities in difficult-to reach areas.

FM’s new guidance acknowledges that modern automated monitor systems are fundamentally different from traditional manually operated monitors. Equipped with advanced detection technology, thermal imaging, visual analytics, remote monitoring capabilities and automated targeting, these systems can identify a fire, locate its source and direct suppression streams without human intervention.

The data sheet recognises that while automated monitor systems are typically used as supplementary protection, there are specific applications where they may serve as sole have viewed automated monitor technology as an enhancement to sprinkler protection.

FM’s new guidance now recognises that in certain environments these systems can provide primary protection when designed and installed in accordance with FM’s occupancy-specific guidance and approval requirements.

Waste and recycling facilities drive demand for automated monitor technology

The occupancies identified within FM’s guidance are not typical commercial or industrial environments. Instead, they represent some of the most demanding fire protection challenges in the industry.

Among the applications specifically highlighted are waste fuel-fired facilities, including tipping halls and bunker buildings. These areas frequently contain large volumes of combustible waste materials, constantly changing fuel loads and operational conditions that can make traditional sprinkler protection difficult.

Waste facilities face a unique fire risk profile. Materials are often delivered continuously, stockpiles change throughout the day and fires can develop deep within waste piles before becoming visible. Early detection and rapid suppression are critical to preventing significant losses, operational disruption and environmental impacts.

Automated monitor systems have increasingly been deployed in these environments because they are capable of continuously monitoring large areas and directing high-volume water streams precisely at developing fire events.

FM’s recognition of tipping halls and bunker buildings as suitable applications for automated monitor protection reflects the industry’s growing understanding of how these systems can address hazards that do not always fit conventional models. “

While some automatic systems have shown vulnerabilities during their deployment, especially in “active” locations with a ton of activity, like we see on tipping floors, baling operations and bale storage operations.

In these cases, the only FM Approved Smart monitoring Solution has proven 99.9% effective stopping major or catastrophic losses during events. The Fire Rover solution can work with front line responders to provide experienced firefighting capabilities to the front lines.

Last year Fire Rover agents responded to over 3600 confirmed fires/hotspot and suppressed 473 fires on the front lines. This year they are on pace to suppress over 700 fires. Expanding recognition within storage environments

The FM guidance also recognises applications within pulp and paper operations, particularly or primary protection. This distinction is significant. For many years, facility owners, insurers, engineers and risk managers outdoor storage and storage within non-combustible buildings associated with baled wastepaper.

Fire protection within bale storage environments has long presented challenges. Traditional suppression approaches can face limitations when dealing with large, densely packed storage arrangements.

Automated monitor systems provide an alternative method of applying large volumes of water directly to affected areas while maintaining coverage. For operators managing baled wastepaper, recycling materials and related commodities, the inclusion of these occupancies within FM’s guidance provides additional recognition of automated monitor technology as a viable protection strategy when implemented in accordance with FM recommendations.

The importance of FM approval

One of the most significant aspects of the new data sheet is its emphasis on FM Approved systems. The document repeatedly stresses that automated monitor fire suppression systems are more complex than conventional sprinkler systems and that approval, testing, validation and compliance with manufacturers’ design, installation, operation and maintenance requirements are critical to achieving acceptable levels of reliability and performance.

This highlights the extensive testing, evaluation and validation required to achieve approval status. For facility owners and insurers, FM Approval provides confidence that systems have undergone rigorous assessment for performance, reliability, functionality and integration.

In an industry where reliability is paramount, third-party validation plays a crucial role in supporting adoption and acceptance. Beyond suppression A defining characteristic of modern automated monitor technology is that it extends beyond simple water delivery. Today’s systems integrate advanced detection capabilities, thermal imaging, visual analytics and automated decision-making.

These capabilities allow facilities to identify developing incidents at a much earlier stage than would be possible through traditional suppression systems alone.

Rather than waiting for a fire to activate a sprinkler head, automated monitor systems continuously observe protected areas, detect abnormal heat signatures or visible flames, verify incidents and initiate suppression activities.

This combination of early detection and targeted suppression can be particularly valuable in environments where fires can grow rapidly or develop within large open areas. The technology’s ability to provide continuous monitoring also delivers operational benefits beyond fire suppression, including improved situational awareness, faster incident verification and enhanced support.

What FM recognition means for the future of automated monitor fire protection

The publication of Data Sheet 4-14 is not occurring in isolation. Automated monitor systems are also referenced within other FM property loss prevention data sheets covering specific hazards and occupancies.

This broader integration demonstrates how the technology is increasingly being recognised as part of a comprehensive risk management strategy.

As FM continues to gain experience with automated monitor systems and as additional applications are evaluated, future guidance will likely continue to evolve. The data sheet itself notes that the range of recognised occupancies may expand as technology develops and additional performance experience is gained.

For Fire Rover and the wider automated monitor sector, FM’s publication represents an important milestone. The new guidance reflects a growing industry recognition that certain hazards require specialised protection strategies beyond traditional approaches.

Risks in plain sight: John Lord highlights the need for better data, collaboration, and protection for first responders

I am a cancer survivor, as is my wife. We have lived firsthand through the experience, and the spectre of the disease has loomed over us for the last 13 years.

During COVID, I ran several webinars to keep the RFFS community in the UK connected during lockdown.

One of the sessions was on contaminants, featuring guests like Abby Hannah, Jo Taylor of De-Wipe, and Dr. Dave Megson from Manchester Metropolitan University.

I realised that retired firefighters and those in aviation and industrial sectors were not involved or counted in the data on contaminants and cancer risks.

I was concerned that the real figures and wider issues were being underreported.

Supported by my good friend and champion on contaminants, Alisdair Couper, Managing Director of Terberg DTS, we realised we needed to scale up our involvement.

Hence, the first conference at Cranfield University in November 2022—”The Invisible Risk”—brought the issue into the open.

This year’s Manchester Invisible Risk conference was a huge success.

Professor Anna Stec and Dr. Emily Watkins, both exceptional in their knowledge of toxicology and firefighter cancer risks, were speakers.

We had over 140 organisations and 235 delegates—the largest event of its kind to date.

Without Alisdair’s kindness, financial support, and passion, these events wouldn’t have happened.

On a personal level, I’ve provided close counsel to eight fire officers across the UK who, after our seminars, took action and were diagnosed.

They thanked me for the support and the fact their cancer was found and treated.

That’s my motivation—saving the lives of my brother and sister responders.

If I had a wish list, it would be to end silo working and remove ego from the campaign.

We need to join together—all agencies—not just score points.

Our female colleagues need better protection, and a greater data set needs to be compiled to understand the risks fully.

Retired firefighters and responders need better support when diagnosed.

Screening needs to be universally adopted—find the issue early, save lives, save money.

We need the SNOMED codes to be used by the entire NHS and ensure a similar process globally to protect those facing the invisible risk.

We must support the family; a cancer diagnosis affects everyone.

For me personally, it’s about completing the formation of the Invisible Risk Foundation to support awareness, train others to be champions at their stations, and support those dealing with a responder cancer diagnosis by people who understand the job.

Gaps in readiness: Andre Nel examines challenges in responder safety from training gaps to equipment misuse

Many fire departments face significant challenges regarding unsafe acts and the readiness of first responders on the fireground.

This issue has become increasingly evident due to various reasons and factors. This article highlights these challenges and proposes possible solutions.

Operations are an everyday occurrence for first responders, which often sets the stage for injuries and unsafe conditions.

These unsafe situations can occur before, during, and after an incident.

Equipment: The incorrect use of equipment underscores the importance of mastering the tools being used.

First responders may adopt habits from seasoned colleagues and overlook critical aspects of proper equipment usage.

Lack of appropriate training: This appears to be the main culprit leading to injuries and incidents.

Insufficient knowledge during procurement may result in acquiring incorrect equipment to save costs, which can cause unsafe acts and conditions.

Consequently, first responders may be forced to improvise with these inferior types of equipment.

Personal Protective Equipment (PPE): A basic necessity for any fire operation or incident, PPE becomes a challenge, especially when it is shared or there is a shortage due to financial restraints.

Age group: No specific age group is immune to injuries and incidents on the fireground for first responders, which is a major concern for many reasons.

Improper scene assessment and incident command may create a recipe for disaster, leading to first responders being injured due to a lack of information.

Furthermore, when various agencies respond using different radio and communication frequency platforms, it can hinder effective communication.

Unknown hazards and risks contribute to unsafe acts and conditions for first responders.

Conducting a proper size-up is part of standard operational procedures and involves taking certain actions to protect first responders.

Recommendations

These recommendations are derived from training manuals and proposed changes.

Implementing them is crucial for ensuring safety at scenes from the outset (it is also important to recognize that incident hazards and risks may change at any time).

Proper training of all first responders should be part of their regular regimen and should be continuous.

An emergency and incident command system should always be a joint and collaborative process and never done in isolation.

It is imperative that a senior, qualified first responder is present in procurement and financial meetings with budgets and pre-planned budgets to ensure that the correct equipment and personal protective equipment (PPE) are procured.

Current fire industry trends are moving faster towards remote connectivity despite cyber security and resilience concerns.

The use of remote monitoring technology in residential and non-residential fire protection systems is now enjoying a revolution, and this part of the fire sector will inevitably grow further in 2025 and beyond.

Due to ongoing technological advancements, the impact of IoT is reshaping the industry landscapes and enhancing operational efficiency as companies focus on integrating innovation into the competitive landscape.

The trail of digital connectivity and interconnectivity will significantly improve property and life safety systems going forward.

Accessibility to products and systems will be radically improved.

Smart integration with other systems will provide real-time intelligence, which can increase the speed of information, control, and response to evolving emergencies.

This information exchange and instant access will also create further industry challenges for privacy and security.

Inevitably, there are always concerns about onboarding a new process, and reservations about the technology are now changing.

There is comprehensive guidance from the Fire Industry Association on the remote access and control of fire detection and alarm systems, and within EN 50710:2021, which lays out the requirements of secure remote services for fire safety and security systems.

These important documents represent a step forward for manufacturers, installers, maintenance companies, and end-users of remote services.

Clarity has now been provided regarding what can and cannot be achieved with this technology.

Accessibility to fire detection products and alarm systems will be significantly enhanced.

Smart integration with other related systems will provide real-time intelligence, which can radically increase the speed of information, control, and response to evolving emergencies.

The importance of data protection, ensuring client confidentiality, and protecting sensitive information, alongside the latest cybersecurity, will eliminate all potential and real risks to future systems through connectivity and interconnectivity.

With this in mind, it is advisable to have an agreement in place with the end-user to establish what can, and cannot be accessed remotely.

Remote connectivity also has risks that should be managed professionally.

For example, you could accidentally isolate devices, or there could be risks of a cyber-attack on the system if there are no secure procedures for accessing remotely.

Those using this technology should familiarise themselves with the standards and gain the highest level of regulatory competence.

Finally, it is important that when using remote access, your system remains as secure as if the engineer was actually present on site, and remote servicing should never be used to replace on-site inspections, as required by regulations.

Rethinking extinguishers: Andy Spence discusses PFAS bans and the shift to sustainable extinguishers

The UK fire extinguisher market stands on the brink of major transformation.

Anticipated regulations banning the sale of fire extinguishers containing PFAS chemicals are expected to be announced early next year and take effect soon after.

This shift is both necessary and urgent.

Currently, about 75% of fire extinguishers sold in the UK are imported from China, where PFAS use is widespread.

Phasing out these harmful chemicals is a critical step forward.

At Britannia Fire, environmental responsibility is a core value.

We’ve committed to minimising our carbon footprint and have taken proactive measures to protect the environment.

We’ve discontinued our traditional metal ranges in favour of our composite P50 range, which resists corrosion and boasts a 20-year lifespan.

Last year, we introduced a PFAS-free Foam P50 model, plus our water mist range, leading the industry in offering environmentally friendly fire safety products.

We also provide a recycling service for customers, ensuring old extinguishers are disposed of responsibly and we’ve invested in solar panels for our production plants as part of our aim to achieve carbon net-zero manufacturing.

While standards ensure safety and consistency, they can also hinder innovation.

By law, fire extinguishers sold in the UK must adhere to Pressure Equipment Regulations and European standards, and all our products conform accordingly.

These standards accommodate new technologies, allowing for innovative multipurpose extinguishers and flexible servicing arrangements.

Our multipurpose P50 extinguishers have passed BS EN3-7 tests, demonstrating safety across various fire types.

They eliminate the need for multiple units and require servicing only every ten years due to their corrosion-resistant design.

In contrast, the British Standards Institution’s (BSI) voluntary code of conduct is more restrictive, but thankfully not a legal requirement.

It mandates annual servicing and prohibits water-based extinguishers on electrical fires, not accounting for modern designs safe for different fire types without yearly maintenance.

I advocate for BSI standards to align more closely with European and international guidelines to avoid confusion.

Too many organisations are wasting resources on unnecessary annual servicing and maintenance.

There’s a pressing need for greater awareness and training among building and facilities managers in procuring and monitoring fire safety equipment.

We should support those responsible for fire safety in keeping pace with the latest innovations, offering training and tools to maximise equipment effectiveness.

Our P50 extinguishers come with a smartphone app that sends email reminders for checks, maintains asset records and provides training videos.

New technology will transform fire extinguisher maintenance, enabling real-time monitoring and reactive maintenance.

Such advancements will enhance fire safety – I hope the industry is prepared to adopt these changes.

The AI effect: John Collie examines AI’s  impacts, along with climate goals, regulations, and recruitment hurdles

The fire industry faces many challenges not just in my home country of Australia but around the world.

The most pressing are in change management, existential threats, and governance.

Change management

The rapid and widespread introduction of Artificial Intelligence (AI) systems heralds a new, bold era of digital transformation.

Advances here promise to speed response times, improve system management, revolutionise training, and broaden automation – freeing up valuable resources.

However, the tech is still fresh, and we’ll need to ensure old lessons are integrated into new technologies.

The pace of regulatory and compliance change around the world shows no signs of abating.

Where previously we focused on practice and materials requirements, the introduction of new technologies to the sector only add layers to the regulatory onion.

Inevitably, the administrative burden will increase for all practitioners as data privacy and security, and the use of AI, demand attention.

We’ll need to improve our cyber resilience and commitment to data integrity.

There is also the issue of environmental sustainability and climate change.

This will hit us in several areas, from pressure to reduce emissions in systems and vehicles, to demands for improved recycling, and more.

Added to this will be the additional burden of environmental reporting, both nationally and globally.

Existential threats

The perils of fighting Li-ion battery fires are well-documented.

However, what has been overlooked is the potential for knee-jerk responses from regulators.

Society rapidly took up this technology before fully exploring the potential hazards – there is risk that panicked regulators looking for a quick fix will impose unachievable solutions on our sector.

We will need to be watchful, and responsive.

Recruitment and retention is a different but no less challenging issue.

The skills gap in fire protection is that those with real experience leave but the sector struggles to replace them.

We must find a way to appeal to young talent and convince them that there is a fulfilling career ahead of them in the fire sector.

Governance – leadership needs to step up

These challenges are significant, but not insurmountable. Our industry has proven itself resilient and adaptable.

But in order to meet these growing challenges, as leaders we must act: we must be more connected, more planned and more strategic, working with each other to assess challenges and respond accordingly.

I look forward to working with you to tame these challenges in order to protect our industry, life, property and environment.

Balancing risk and growth: Grunde Jomaas outlines how new materials and technologies pose fire risks

According to Gro Harlem Brundtland’s Our Common Future, sustainable development meets present needs without compromising future generations’ ability to meet their own.

Achieving this requires balancing environmental, social and economic goals, as all three pillars are essential for future generations to thrive.

While pursuing a sustainable built environment, we face pressing challenges.

New materials, systems and technologies are introduced to meet sustainability goals, but they bring new fire hazards and risks, such as electric vehicles (EVs), photovoltaic (PV) systems, battery energy storage systems (BESS), bio-based materials and mass timber.

Addressing these risks is crucial.

Identifying these challenges and securing funding is essential to ensure future fire-safe built environments that contribute to sustainability goals.

Climate change and decarbonisation impact the built environment, with construction being a major CO₂ emitter.

This leads to increased use of new and previously less-favoured materials, like timber and bio-based materials.

Including fire safety in life cycle and sustainability calculations for such buildings is essential.

With rising wildfire risks, ensuring fire safety when using these materials is particularly important in wildland-urban interfaces.

To decarbonise the built environment and transport amid the energy crisis, governments promote renewable energy and technologies like EVs, BESS, solar panels and heat pumps.

However, these systems can pose serious fire safety challenges if not properly addressed.

Ensuring fire safety is not compromised while reducing carbon emissions is crucial.

Renovation and repurposing involve aspects like building envelopes, possibly overlapping with roof PV installations.

This requires understanding systems, including insulation materials.

If renovation leads to increased facade and cavity fires, the building isn’t resilient and sustainability gains are false.

This must be addressed through holistic sustainability tools, material choices and construction techniques ensuring fire safety throughout the building’s lifetime.

Clear evidence links firefighter exposure to toxic combustion products and cancer, necessitating new thinking.

Furthermore, many flame retardants and extinguishing agents don’t meet circular economy requirements, highlighting the urgent need for environmentally friendly alternatives.

Thus, let us unite to increase fire safety knowledge and competence so we can contribute to sustainability, fulfilling current needs without compromising future generations, ensuring a balance between economic growth, environmental care and social well-being.

The fire safety confusion is immense right now and it is an outstanding time to make profit for all stakeholders, so also the ones without anything of real value to contribute with.

Therefore, more than ever before, we need competence and we need ethics and a true wish for fire safety to have a higher priority than profit making.

It is becoming more difficult to recruit new delegates to BSI, CEN & ISO committees, from End User organisations virtually impossible.

In ISO SC14 we formed a PG Contaminants, making good progress but this was halted following complaints by a member state as to due process.

The WHO designation of firefighting as a category 1 occupation at risk from cancer ought to have brought immediate attention from the leading organisations, yet the silence has been deafening.

This has left industry to develop what they believe is required to protect end users

Only recently I received a scientific report from a test laboratory in Czech which causes further alarm: ‘Practical evaluation of the protective properties of firefighter suits against the penetration of combustion products’.

It clearly identifies that present firefighters PPE provides virtually no protection against vapours generated during fire incidents.

This has never really been addressed, more we were looking at the particulate challenge, so now having to address “vapour” is a real game changer.

I have forwarded the report to lead organisations and standards committees in the hope that they can all consider the scientific report and data and make a concerted effort to address the known and now new challenge of protecting end users.

John Lord, PGI and Hunter have led the way with conferences addressing the challenges and hazards associated with firefighting.

The recent scientific report indicates that cleaning of firefighters PPE is a key issue to be addressed and shows the low percentage obtained by normal washing as opposed to the high percentage obtained by LCO2.

There are costs involved in moving to LCO2 cleaning, but as deaths of firefighters from cancers globally continue to be recorded, it is vital that the lead organisations do in fact demonstrate some urgency on these matters.

As indicated my stint as a Convener has been lengthy often challenging, rewarding and sometimes disappointing but we need independent minded delegates who represent the end user safety perspective.

Developing expertise: Katherine Lamb discusses how experiential learning transforms decision-making abilities for incident commanders

The operational landscape and responsibilities of International Fire Service have changed dramatically over the last 15 years, which greatly affects the scope, severity and importantly the numbers of incidents attended worldwide.

With resource constraints and imposed efficiency savings, Fire Departments (FD) must focus on developing the knowledge and expertise concerning these new building construction techniques, complex fire prevention strategies, multi-occupancy premises, and inter-operability command protocols that are required to resolve these complex incidents.

Increasingly it has been recognised that FD’s must develop the ability of their personnel to think and make effective decisions on the fire-ground.

Effective incident commanders possess a wealth of knowledge concerning the risks and hazards they face.

They need to know the organisational rulebook, doctrine, policy & procedural framework and know which should be applied at incidents.

Training needs to focus on decision making behaviours rather than specific procedural or role-based competencies to develop Effective Commanders.

Testing the ability of an individual to resolve an incident by turning to the right page in the procedure manual and apply an organisational procedure by rote will not improve decision making.

Decision making can only be improved by applying experiential knowledge in realistic settings and learn what works and what doesn’t.

This training must be practiced in settings that replicate the time and stress demands of real incidents.

Individuals need to be given repeated opportunities to apply knowledge, experience and skill, acquired from training or operational exposure to develop command competence and expertise.

The two-dimensional information they have learned must become an effective mental model in their head.

A training and evaluation environment that replicates real life competencies and requires decision making, cements this learning, especially when coupled with appropriate decisions, and appropriate outcomes in the training scenarios.

‘Built Environment’ and Fire Engineering experts have a critical role to play in the development of incident commanders.

They possess expert and detailed knowledge of the risks and hazards that will be faced by firefighters in the 21st century.

This knowledge must inform agency operational practice, the development of accurate and effective policy and procedure and importantly inform the development of training programs and the competence assessment of commanders.

FD’s must train their personnel to appropriately analyse the risk of the incident to the affected individuals, the building, the community and importantly the safety of their personnel, to evaluate that information accurately and then implement the most effective plan to resolve the incident.

In a world where incident numbers are dropping due to improvements in fire safety regulations, building design or vehicle safety systems, training and appropriate skills evaluation is essential in the development of assertive, effective and safe commanders.

From investigation to prevention: John Heinen explores the shift from identifying fire causes to influencing codes

I committed to personally dedicating time and support to 100 fire departments to research best practices.

I have been involved in the discipline of forensic origin and cause fire investigations for over 20 years and have been fortunate enough to watch the industry and practitioners dramatically progress during that time.

We have gone from mere speculation to widespread utilisation of accepted scientific principles.

With the increased application of these scientific principles on each investigation, so goes the increase in the time and effort in order to reach the determination.

As our lives are becoming ever more electrified and mobile with battery capabilities; the need to investigate fires in order to identify failures for public safety has never been higher.

Having a qualified and certified fire investigator is only the beginning and cannot be the end.

As an industry, we need to go beyond the determination of identifying just the origin and cause; we must insert ourselves into the code development and education aspect of the fire and life safety ecosystem.

Shifting towards predict and prevent

As we push past the initial origin and cause of fire incidents and bring this extremely valuable data and experience with us, we are able to help shape code development and behaviour change to help mitigate and prevent future fires.

The age-old insurance model of “repair and replace” is being overcome by “predict and prevent” through a better understanding of comprehensive risk mitigation strategies to largely include fire prevention efforts.

Emerging technologies and AI have vastly increased the computing and prediction capability, but in order to fully prevent these fires, we must create and foster positive affective human behaviour change to a more safety focused approach.

The increase in technology, batteries, and cellular communication has enabled wireless evacuation systems with mobile initiating and notification devices to become increasingly accessible and accepted throughout the construction industry.

The increase in these monitored systems are helping to address early notification to not only the responding fire departments but also providing that necessary notification to employees.

Collaborating across disciplines

Insurance companies are responding to feedback from fire and risk professionals and are implementing procedures to decrease the occurrence of, and lessen the impact from, large scale construction site fires.

We already see the positive impact of better managing common hazards, developing robust fire prevention management plans, and emphasising best practices regarding material storage.

Although we are moving in the right direction, there is still a lot to accomplish and only through identification and collaboration of all stakeholders throughout the life cycle of fire prevention and risk mitigation are we able to fully address our ever-changing and complicated world and our collective fire problem.
