Nhan Dan has reported that Prime Minister Pham Minh Chinh has urged a nationwide effort to strengthen fire prevention, disaster response, and rescue capacity.

The Prime Minister made the call during a dialogue in Ho Chi Minh City on 14 August with businesses and officials, organised by the Ministry of Public Security.

The meeting marked the 80th anniversary of the Vietnam People’s Public Security Force and the 20th anniversary of the All People’s Security Safeguard Festival.

According to Nhan Dan, PM Chinh said that reducing deaths, injuries, and economic losses from fires requires both coordinated leadership and faster implementation of planned schemes.

He noted the long record of service of Vietnam’s firefighting and rescue police, describing them as the main operational force protecting public safety during fire and emergency incidents.

Use of science and technology in fire safety

The Prime Minister said that Vietnam must expand its use of science, technology, and innovation to strengthen firefighting and rescue operations.

He added that big data, artificial intelligence, and smart systems should be developed and applied to improve capacity.

PM Chinh also called for more international partnerships to gain access to advanced equipment and expertise.

He explained that Vietnam should produce its own fire prevention and firefighting technologies and issue manuals and guidance for both fire and disaster response.

According to the Ministry of Public Security, the country recorded more than 17,600 fires over the last five years, resulting in 560 deaths, 606 injuries, and around 4 trillion VND (153.8 million USD) in damages.

Fire and rescue police role recognised

During his remarks, the Prime Minister said that Vietnam’s firefighting and rescue police have made major contributions over the past six decades.

He described them as central to the state’s public security apparatus.

PM Chinh said: “The firefighting and rescue police force is the core force on the front line against the fire enemy and an integral part of the nation’s public security apparatus.”

Secutech+ Vietnam opens in Ho Chi Minh City

On the same day, the Prime Minister attended the opening of Secutech+ Vietnam, described by Nhan Dan as the country’s largest professional security exhibition.

The show featured 480 domestic and international brands from Vietnam, Japan, Singapore, the Republic of Korea, and China.

Exhibitors displayed a wide range of systems and devices including fire pumps, escape equipment, smoke extraction systems, fire alarms, hazardous substance detectors, firefighting robots, and drones.

The exhibition also featured passive fire protection measures such as fire doors and resistant coatings, along with firefighting suits and other protective gear.

Prime minister’s message at security exhibition

In his opening speech, the Prime Minister welcomed the role of the exhibition in aligning Vietnam’s fire prevention and security sectors with current standards.

He said: “The exhibition will raise public awareness, spark practical solutions, and advance Vietnam’s fire and rescue efforts.”

BS 476, the UK’s long-standing fire testing standard, is being phased out, and by September 2029, it will no longer be recognised under building regulations.

On the surface, that might feel like a distant deadline, but the reality is that the transition has already begun.

Waiting too long to adapt can result in costly redesigns, project delays, or compliance issues that are far more challenging and expensive to resolve once construction is underway.

The transition to EN 13501-1 has already started

The switch to EN standards isn’t something that’s coming.

It’s already happening.

Since March 2025, BS 476 has started being gradually removed from Approved Document B, signalling a clear move towards EN 13501-1 as the new fire classification benchmark for external wall systems.

By 2029, EN 13501-1 will be the only accepted standard.

That means all external wall build-ups, including cladding, insulation, cavity barriers and fixings, will need to be tested and classified as a full system.

This is a major shift away from the old approach, where materials were tested separately using small-scale tests like BS 476 Parts 6 and 7.

This change is part of a broader effort to strengthen building safety regulations in response to fire safety concerns and ongoing remediation issues.

Since the Grenfell tragedy in 2017, regulatory bodies, industry professionals and government departments have been working to create a more robust, accountable framework that addresses the risks caused by complex wall systems, not just their individual components.

While BS 476 focused on how individual materials behaved in test conditions, EN 13501-1 looks at how everything performs together in a real fire.

What makes EN 13501-1 different?

EN 13501-1 focuses on how the full wall system performs, rather than just the individual materials.

It introduces Euroclass ratings such as A1 or A2-s1,d0, which take into account things like how easily something burns, how much smoke it gives off, and whether it produces flaming droplets.

All of these can make a big difference to how a fire spreads and how safe the building is for people inside.

But ticking off those ratings isn’t enough.

What really matters is how the full wall performs when everything is installed together.

That includes the insulation, cavity barriers, fixings, sheathing boards and final finish.

If one part of that system hasn’t been tested in combination with the others, it may not meet the requirements.

In other words, using A2-rated insulation on its own isn’t enough.

If that insulation hasn’t been tested as part of a complete wall system, it won’t be considered compliant under EN 13501-1.

Why system-level testing matters

Fire doesn’t move in straight lines or follow neat paths.

It spreads in unpredictable ways, and the way materials interact can make a big difference to how a fire develops.

That’s why testing materials separately only tells part of the story.

Just because every product in a wall passes testing on its own, that doesn’t mean the finished wall will perform safely.

A cladding panel and insulation board might both be A2-rated, but without being tested together, with the right barriers and fixings, there’s no way to guarantee they’ll be safe when installed on a building.

That’s where EN 13501-1 comes in.

It requires large-scale testing, typically using BS 8414, to see how fire behaves across a full wall system.

For internal walls and floors, tests like BS EN 1364-1 and 1365-1 are used to assess how well fire is contained within the building.

Joe Ragdale, Technical Director at Wetherby Wall Systems, works with developers across the UK to design fire-safe façades.

He says: “We’re seeing a major shift. It’s not enough to know your materials are rated A2.

“You need to show how the whole system behaves when it’s built.

“That’s the level of detail the new rules demand.”

System-level testing also gives designers and contractors a clearer picture of risk.

Something as simple as the wrong cavity barrier or an off-spec fixing can create a weak point that allows fire to spread.

These are the kinds of issues that wouldn’t show up in small-scale tests.

It also helps to spot inconsistencies in installation that could compromise safety, which is why choosing well-supported systems with full technical guidance is key.

The cost of falling behind

Even though the new standards are already in motion, many buildings are still behind.

As of early 2025, only 46% of high-rise buildings that applied to the Building Safety Fund for non-ACM cladding work had completed the job.

That’s despite the fact that the industry has known this change was coming for a while.

Some developers are still working off outdated assumptions, relying on material-only assessments and thinking they’ll still be allowed a few years from now.

But once BS 476 is fully removed, these systems will no longer be recognised.

That could lead to massive costs.

The total bill for cladding remediation has already passed £16 billion, and government schemes like the Cladding Safety Scheme are now pushing more of the financial responsibility onto the original developers and contractors.

If your design isn’t compliant now, you could end up having to pay for it later.

It’s also worth noting that delays due to non-compliance can hold up planning approval, stop a project mid-build, or trigger retrospective rebuilds, all of which come with a serious price tag.

And if your product or system choice later turns out to fall short, you may not be able to rely on previous approvals as a defence.

Accountability is rising too

On top of the technical changes, the legal framework is tightening as well.

The Building Safety Act 2022 introduced new rules that make Principal Designers, Contractors and other key parties more accountable for safety decisions.

One of the biggest changes is the 30-year retrospective liability period.

That means if something goes wrong years down the line, those involved in the original design and construction could still be held responsible.

There’s also the new requirement for a digital record of safety decisions, known as the “golden thread”.

This includes everything from fire testing data and installation notes to product specifications and maintenance guidance.

Without it, proving compliance will be a lot harder if questions arise in the future.

What developers should be doing now

If you haven’t started preparing for EN 13501-1 yet, now is the time to get moving.

Leaving it until the last minute could result in delays, cost increases and limited access to testing facilities and qualified help.

Start by making sure the external wall systems you specify have been tested as full assemblies.

Look for systems that already meet A1 or A2-s1,d0 ratings, with test evidence covering the insulation, cavity barriers, cladding, fixings and other components all working together.

Make sure you’re working with manufacturers and suppliers who can provide full documentation, including test reports, classification certificates and detailed installation guidance.

This is what will protect your project and your reputation if it’s ever called into question.

As Ragdale says: “This isn’t just a box-ticking exercise.

“It’s about building something that stands up to scrutiny, now and in the future.

“Getting it right today protects your project, your reputation and your business.”

It’s also worth reviewing your internal processes.

Building these habits now will help future-proof your work.

Warringtonfire warns on UK emergency exit certification compliance

Industry warning on emergency exit certification

Warringtonfire has advised UK construction professionals to ensure emergency exit and external panic units meet the correct third-party certification requirements.

The company said the alert follows information from the Office for Product Safety and Standards (OPSS) passed to the Door & Hardware Federation (DHF) and the Guild of Architectural Ironmongers (GAI).

It explained that many safety-critical doorsets may be non-compliant and therefore illegal if they do not hold the right level of certification.

The company noted that the warning applies to building owners, facilities managers, specifiers, architects, construction professionals and others involved in the purchase or installation of these products.

Certification requirements and responsibilities

According to Warringtonfire, manufacturers are responsible for ensuring their products meet the necessary certification standards and hold a Certificate of Constancy of Performance (CoCoP).

It added that this certificate is required before a product can be given a CE or UKCA conformity marking.

Without this, it said, the product cannot be legally sold and may create financial and reputational risks for buyers.

The company also noted that industry professionals have a duty to select only products that have been certified by an accredited laboratory.

DHF statement on compliance

Michael Skelding, General Manager & Secretary of the DHF, said: “Simply having third-party certification for individual elements and hardware of the panic or emergency exit doors is insufficient.”

“It is the responsibility of professionals in this industry to make certain that manufacturers have certified the entire doorset to meet compliance standards.”

“Without this, they risk repercussions from the OPSS such as building closures, along with severe reputational damage.”

“While the DHF and GAI have noted that many doorsets are non-compliant, we recognise that the majority are not deliberately breaking the law – it is more an issue of lack of awareness.”

“It is now essential that the word is spread so that industry professionals can ensure they select products from manufacturers who have obtained third-party certification.”

UK housebuilder expands cladding remediation work amid revised risk profile

Taylor Wimpey plc has increased its cladding fire safety provision by £222.2 million following updated fire risk assessments and site investigations across legacy buildings.

According to the company’s half-year 2025 results, the reassessment led to a higher estimate of costs associated with remediating cavity barrier defects behind brickwork and render, which had not been visible in earlier surveys.

The new provision includes £144.9 million for expanded remedial works, £39.5 million for additional cladding remediation, and £37.8 million for site-specific costs, professional fees and contingencies.

The company said it continues to support leaseholders by covering remediation costs and reiterated that residents should not bear the financial burden of these works.

Taylor Wimpey said the provision reflects its best current estimate, noting that it is pursuing cost recovery where applicable, including legal action where necessary.

Reassessment prompted by evolving guidance and expanded surveys

Taylor Wimpey explained that recent work to meet the Government’s Remediation Action Plan deadlines included further Fire Risk Appraisal of External Walls (FRAEW) and intrusive investigations.

The company stated that two-thirds of the additional provision relates to cavity barriers not identified during previous non-intrusive surveys.

It noted that some of the increase was linked to recent changes in how chartered fire engineers interpret the PAS 9980 standard, which has resulted in more conservative assessments of risk.

Buildings that previously required no remediation under older EWS1 assessments were now identified as needing work based on current FRAEW analysis, according to the company.

The firm said it had increased internal capability and accelerated its remediation programme to meet regulatory timelines and ensure safety standards are maintained.

Financial impact and group performance in first half of 2025

The company reported a loss before tax of £92.1 million in the first half of 2025, compared to a £99.7 million profit in the same period the previous year.

This result reflects exceptional charges, including the £222.2 million fire safety provision and an £18.0 million provision related to commitments made to the Competition and Markets Authority.

Group operating profit for the period was £161.0 million, including a £20.0 million charge related to defective workmanship by a former contractor on a London development.

Taylor Wimpey reaffirmed its guidance for full-year UK completions to be between 10,400 and 10,800 homes, with operating profit expected to be around £424 million.

The firm reported an 11% year-on-year increase in group completions, including joint ventures, rising to 5,264 homes in the first half of 2025.

Cladding remediation cost outlook and financial planning

Taylor Wimpey said it still expects cash outflow related to cladding remediation to be around £100 million in 2025, unchanged from earlier guidance.

While the revised provision increases the gross cost over a longer timeframe, the company stated that lower tax payments are likely to offset this in 2026.

The provision excludes any potential recoveries, although the company confirmed it is pursuing claims against responsible parties where applicable.

The company described the £222.2 million increase as its best estimate based on current assessments, noting that the provision is subject to change as further buildings are evaluated and remediation progresses.

Taylor Wimpey ended the period with a net cash balance of £326.6 million and anticipates a year-end balance of around £350 million, subject to land investment.

Ongoing remediation strategy and customer engagement

Taylor Wimpey said it prioritises completing works efficiently without compromising safety or quality.

The company said it remains committed to ensuring residents have a clear resolution pathway, and reiterated that leaseholders would not be asked to contribute financially to fire safety remediation.

Taylor Wimpey stated that its internal remediation delivery capability has been strengthened and that progress toward government completion targets is ongoing.

Chief Executive Jennie Daly said: “The safety of our customers remains our highest priority – this principle has consistently guided our approach.”

Daly added: “We have therefore increased our cladding fire safety provision to reflect findings from updated fire risk assessments and investigations in the first half.”

The firm confirmed it would continue to engage with relevant authorities, including the Building Safety Regulator, as well as industry professionals, to meet all legal and safety obligations.

Passive fire protection from Siderise used in Manhattan high-rise

Siderise CW-FS120 used in 73-storey New York development

Siderise has reported that its CW-FS120 Firestop system has been installed at 989 6th Avenue, a newly built 73-storey tower in Manhattan.

According to Siderise, the CW-FS120 system provides passive fire protection for the tower’s unitised curtain wall façade.

The manufacturer said the firestop was selected to deliver floor-to-floor compartmentation at the junction between floor slabs and the internal surface of the external wall.

Siderise stated that the installation was carried out by Marvel Contracting, who coordinated with US distribution partner Facades X.

The CW-FS120 product was tested to ASTM E2307 and has an FT rating of up to three hours, the company added.

Firestop tailored to complex slab-edge geometry

The building is located between Bryant Park and the Empire State Building in the Garment District.

It was designed by C3D Architecture and features a concrete frame with a glass curtain wall, open terraces and a multi-cylinder podium.

Siderise said the CW-FS120 firestop was selected for its ability to support continuous perimeter fire protection across a non-standard slab-edge design.

The company said the east elevation required custom detailing to address curved sections and staggered floor plates.

Façade contractor Bisam Façade and consultants at Socotec collaborated with Siderise to prepare the technical submittal for the firestop system.

Siderise explained that this included full documentation of installation methods to maintain compression fit and accommodate expected movement during the building’s lifespan.

Firestop tested to US building standards

Siderise reported that the CW-FS120 Firestop system has been tested for L-rating compliance with the International Building Code.

The system’s FT rating was validated through testing to ASTM E2307 as part of the CW Perimeter Barrier System.

Siderise said the core of the product is made from vertical-fibre stone wool Lamella.

This material was selected for its ability to accommodate movement within high-rise structures and retain its firestop properties over time.

The manufacturer stated that the design life of the CW-FS120 system is 60 years.

Installation supported by Siderise site services

According to Siderise, Marvel Contracting received project-specific training before installation began.

Training and oversight were provided by Siderise Site Services.

The company said this included benchmark installations and regular inspections.

Siderise explained that the Siderise Inspection App was used to document performance and compliance across the installation.

Support was maintained throughout the project to ensure the system was installed in accordance with manufacturer recommendations.

Partnership with Marvel Contracting and Facades X

Marvel Contracting carried out the firestop installation as part of its role on the curtain wall system.

According to Siderise, Marvel worked with Facades X to specify and procure the CW-FS120 product.

The product was fabricated by Bisam Façade and incorporated into the unitised curtain wall system.

Siderise said coordination with these partners ensured that installation could proceed efficiently despite the challenges of the curved and staggered façade.

The company said the project required a firestop solution that combined high performance, certified testing, and adaptability to the tower’s structural design.

The Guild of Architectural Ironmongers has partnered with the Door & Hardware Federation to publish a best practice guidance document on fire door hardware information in Great Britain.

The Ironmongery Manufacturers’ Guidance Document was created with support from the Office for Product Safety and Standards and is intended to help manufacturers meet regulatory requirements.

According to the Guild of Architectural Ironmongers (GAI), the guidance is aimed at those placing hardware on the market and outlines what information should be provided for safe product selection, installation and maintenance.

The guidance also applies to distributors and companies applying their own branding to ironmongery components.

The organisations said the document has been in development for more than a year.

Content outlines what manufacturers must provide

GAI said the guidance outlines the essential product information that manufacturers should provide for ironmongery used on fire resisting door systems.

The Guild explained that this includes recommendations on labelling, installation instructions, third-party certification, supporting test evidence and maintenance information.

It also includes details on intumescent protection where applicable.

The guidance encourages manufacturers to ensure information is available in both digital and printed formats, and kept up to date.

The GAI said this will help ensure the safe application of fire door hardware in buildings.

Risk-based categorisation included in the document

A key part of the guidance is a classification system for door hardware based on the level of impact installation has on the integrity of the door.

According to the Guild, the document divides hardware into three categories depending on the level of material removed from the door or frame during installation.

The GAI said this is intended to ensure that where the risk to a fire door is higher, more detailed product information and evidence is required.

The aim of the classification system is to support consistent and risk-informed safety practices.

The document includes tailored guidance for each category.

OPSS welcomes support for compliance

Duncan Johnson, Deputy Director for Construction Products Regulation at the Office for Product Safety and Standards, said: “I welcome engagement with OPSS from both the Guild of Architectural Ironmongers and the Door & Hardware Federation aimed at supporting businesses in understanding and meeting regulatory requirements.
