Surrey home withstands fire test with class 1 Magply boards

A fire in Surrey could have been disastrous for a million-pound house had it not been for the installation of Magply boards, which provided a crucial barrier against the flames.

The incident, which saw a blaze engulf a garage in August, tested the fire-resistant properties of the building material when a parked vehicle inside the garage went up in flames.

Magply boards prove effective in real-life fire test scenario

The house, constructed using a Structurally Insulated Panel (SIP) system, utilised Magply as the exterior substrate panel for its render system.

Despite the intensity of the fire, which devastated the garage, the main house sustained only surface damage thanks to the Magply boards.

Glosford SIPs confirmed the effectiveness of Magply after examining core samples post-fire to assure the integrity of the SIPs structure beneath the boards.

James Corlett, the Contracts Manager for Fullers Plastering, stated: “The fire-resistant qualities of the Magply boards saved the day.”

He further added: “We had utilized Magply as a render-backer on a number of projects before being awarded the contract to apply K-Rend to the half dozen homes here and have always been very pleased with the performance.”

The homeowner expressed satisfaction with the performance of Magply boards during the fire, noting that the K-Rend faced the heat head-on and would be replaced as a precaution.

They said: “The Magply boards stood up extremely well: although the K-Rend which took the full brunt of the heat cannot be easily removed.”

The homeowner is looking forward to repairs, which are expected to take approximately eight weeks, contingent upon the delivery of new windows.

Metal components, such as cable carriers or large pipes, conduct heat efficiently.

Some design solutions don’t factor this in.

Relying solely on guidance documents without understanding their actual implications might lead to non-compliance.

Issues often go unnoticed due to late engagement, and this results in a rush to rectify non-compliances, which can be a costly and cumbersome process.

What does a standardised process for a main contractor involve?

The essential aspect for passive fire protection in service penetrations is timing it appropriately within the building design schedule.

The process involves:

Fire strategy determination: Begin by outlining the building’s fire strategy and identifying all structural components.

Construction type verification: Sometimes, the architect’s preferred supporting construction type isn’t viable.

Recognising this early allows for adaptability.

Understand structural dynamics: Consider aspects like floor and beam deflection and any load-bearing elements.

This helps determine suitable products and installation methods.

Service selection: It’s pivotal to choose service types early on.

For multifunctional areas housing various services like cable trays and pipes, design considerations, including spacing requirements, become paramount.

Detailed information sharing: The design team should provide manufacturers with comprehensive data.

For instance, specifying a 28mm copper pipe with 40mm thick phenolic insulation is far more helpful than merely stating “an insulated pipe.”

How has the journey towards creating a standardised process evolved?

The evolution towards a standardised process has been substantial.

At Quelfire, as we have worked on an increasing number of projects, we’ve seen project at various stages.

This has granted us a bird’s eye view, allowing us to identify recurring ‘choke points’—areas where issues tend to converge, leading to significant project delays.

These bottlenecks often trace back to poor coordination, an absence of a clear design blueprint, or last-minute planning.

In my early days at Quelfire, I frequently found myself stepping in post-design, when builders had finalised their work, services were already in place, and the fire-stopping professional was onsite, unsure of the next steps.

In such scenarios, the common refrain was, “What should I do now?”.

Due to a series of oversights, many tasks could not proceed as planned.

This led to extensive remedial work—a burden no stakeholder wanted to bear, resulting in a blame game.

We have, however, seen a marked shift recently with our expertise being sought much earlier in the project lifecycle.

This shift, which has accelerated notably this year, might be attributed to a change in industry mindset or perhaps legislative measures like the Building Safety Act.

It seems the message is finally resonating – though there is still a considerable journey ahead.

What are the benefits of implementing standardised processes?

Many leading contractors have already embraced the concept of a standardised process.

They recognised the impending changes and the challenges and have been proactive in integrating these processes.

Those who’ve successfully adopted the process have seen distinct improvements.

Time efficiency: Contrary to the belief of some that designing and then building might slow things down, the opposite has proven true.

With a comprehensive and universally understood design in place, projects are executed within the projected timelines.

Cost-effectiveness: When all parties are privy to the same design, understanding the products to be used and their respective installation timelines, this transparency minimises unforeseen costs and keeps the project within budget.

Peace of mind: A meticulously crafted design, aligned with fire test evidence, guarantees that the safety products will perform as expected, offering peace of mind to all stakeholders.

What are the challenges of implementing a standardised process?

New research has alarmingly shown that over half (57%) of the UK public are unable to identify a faulty fire door, leading to serious under-reporting of issues.

Despite a broad awareness of potential malfunctions that might impede a fire door’s function during a blaze, the vast majority of the populace is in the dark when it comes to discerning problematic doors.

‘Recognise it, Report it’ Campaign

The 2023 Fire Door Safety Week, taking place between 25 and 29 September, has rolled out its theme, ‘Recognise it, Report it’.

The campaign aims to educate the public on recognising faulty doors to ensure their timely repair or replacement.

An unsettling 29% of those surveyed admitted they would abstain from reporting a faulty fire door due to unawareness. This knowledge gap is risking lives.

Public Hesitation

Concerns mount as 21% express reluctance towards future reporting, believing their concerns might go unaddressed.

A considerable portion, nearly half (49%), feel that reporting isn’t their responsibility.

Misconceptions on Fire Doors

The research further indicates prevalent misconceptions about the functionality of fire doors.

A significant number of respondents (46%) believe fire doors primarily halt the spread of fire rather than smoke (32%).

The reality stands that only a fully functional fire door can prevent both fire and smoke – the latter being a primary cause for fire-related fatalities.

A Glimmer of Hope?

On a brighter note, the majority do exhibit concern. 60% would report any irregularities with a fire door out of fear of potential repercussions.

Encouragingly, 86% express intentions to report any faulty or irresponsibly propped open doors in the future.

Helen Hewitt, CEO of the British Woodworking Federation (BWF), which oversees Fire Door Safety Week, expressed her concerns, highlighting the two-fold problem: the inability to spot issues and the lack of confidence that flagged concerns would receive due attention. In every challenge, there’s a silver lining, and in this context, it’s the 86% of respondents who pledge their commitment to reporting a faulty or improperly managed fire door in the future.

Such positive shifts in attitude need to be acknowledged, nurtured, and further encouraged.

Fire doors: Spare a minute for maintenance

With new fire safety regulations around the corner and a renewed focus on responsible persons and coordination, Karen Trigg of Allegion UK discusses the significance of fire door hardware and why regular inspections and maintenance periods must remain high on the agenda.

Fire doors and their hardware are often the first line of defence in the event of a fire.

Working in tandem, they coexist as a core element of a building’s passive fire protection system, providing valuable protection and time for occupants to escape by compartmentalising the spread of smoke and fire in an emergency.

In the UK alone, approximately 3 million fire doors are purchased and installed each year.

Such is their significance to fire safety, each component requires detailed engineering, third-party testing and critically, periods of ongoing inspection and maintenance.

While each stage of a fire door’s lifecycle is strictly regulated, fire door checks and maintenance falls under the remit of a building’s designated responsible person and is widely understood to be an area that has fallen under neglect.

As such, in January 2023, The Fire Safety (England) Regulations 2022, under Regulation 10, made it a legal requirement for all responsible persons of multi-occupied residential buildings to conduct regular fire door checks within their premises.

And while it’s said that overall inspection levels are rising, with 68% of responsible persons now conducting fire door checks (or having them inspected by professionals) every month or every quarter, there’s still work to be done says Karen Trigg of Allegion UK: “In the 12-month period ending March 2023, fire and rescue services attended 178,737 fire incidents in England, a 17% increase compared with the previous 12 months.

“And when you consider the portion of fire door sets that remain overlooked, the numbers don’t make for good reading.

“Fire doors and their hardware play an invaluable role in the safety of our built environment, but there are considerable differences between a fire door that’s operating as intended and one that hasn’t been correctly specified, installed and maintained.

“When it comes to maintenance specifically, Article 17 of the Regulatory Reform (Fire Safety) Order 2005, states that responsible persons must ensure fire doors and their hardware are ‘subject to a suitable system of maintenance and are maintained in an efficient state, in efficient working order and in good repair’.

“Even durable fire door hardware can become worn and tired in a high-footfall environment and may need repairing or replacing over time.

“A damaged or ineffective self-closing device for example, can limit the closing action of a fire door and prevent it from fully closing into the frame – rendering it useless in the event of a fire.

“Although we’ve seen real development towards fire safety education in recent years, we must continue to drive forward the number of responsible persons conducting organised fire door checks and maintenance periods as part of their risk assessment duties.

“The introduction of updated guidance on 1st October 2023 aims to do this further, by improving the cooperation and coordination between responsible persons and rising the requirements associated with recording and sharing fire safety information during fire risk assessments.

“The update will also make it easier for enforcement authorities to act against non-compliance.”

A stitch in time saves lives

As fire safety processes tighten, building owners and facility managers shouldn’t feel discouraged in their actions.

In fact, responsible persons are reminded that there’s no need to overcomplicate fire door inspections.

A simple visual assessment, conducted and recorded by a competent individual, could make the difference between compliance and a fire safety disaster.

Karen Trigg continues: “For responsible persons conducting checks, the first step of fire door safety is recognising each component of a fire door and the potential faults to look for when evaluating its condition.

“The British Woodworking Federation Group – in support of Fire Door Safety Week – shares regular and reliable advice on fire door safety; including a practical five step checklist that has been designed to support responsible persons during fire door assessments.

“The checklist works as a visual guide and covers the five key areas of a fire door – informing users on what to look out for, including:

Certification

“A label or similar marking can often be found towards the top or side of the door and will confirm the fire door is genuine and certified.

“All ironmongery components, including locks, latches, closers and hinges must also be UKCA/CE marked and compatible with the door leaf’s certification.”

Apertures

“More often than not, fire doors are tested as solid doors and without any glazing panels or air transfer grilles.

“It’s important to ensure there are no apertures, holes or breaks in the surface of the door or frame.

“Decision makers are also reminded that altering the door will make certification void.”

Gaps and seals

“Gaps around the fire door should be no greater than 3mm, and this must remain consistent around the whole frame.

“Intumescent strips must also be fitted at the top and sides of the door and show no signs of wear as this may negate the door’s ability to compartmentalise smoke and fire.

“Additionally, check for CE or BS EN 1935 marked hinges, which must be firmly fixed and without missing screws.”

Door closers

“When it comes to door closers, it’s vital to check that your door hardware is fully functioning and will close the door onto the latch from any standing position.

“The door must fully engage with the frame from any opening angle, and it’s recommended that users check this by letting go of the door from 75mm through to the closed position.

“It’s also important to review any hold-open devices to ensure they aren’t working against the door’s self-closing devices, as fire doors must not be wedged open in any scenario.”

Operation

“Testing the operation of the full door assembly is essential – from handles and closers to hinges and seals.

“If the door is not operating effectively, is closing incorrectly on any of its sides, or there is any doubt towards hardware certification and reliability, responsible persons must identify the problem before  arranging and managing professional maintenance as soon as possible.

“Because when it comes to fire safety, there’s simply no time to stand still.”

As an illustration of this, in July 2023, Barratt Development allocated £180m to address the safety concerns of legacy buildings, following a £434.6m provision in 2022.

Addressing legacy issues in retrofit projects can be particularly costly, with challenges such as limited access and significant disruptions to buildings.

Opting for competent products from trustworthy manufacturers during the initial stages of construction is highlighted as a more cost-effective and prudent choice.

Avoiding legacy issues: The proactive approach

For Wells, the solution is clear: “Do it right, do it once.” Early engagement, while it may seem to slow down projects initially, allows for timely identification of potential problems.

“Engaging all stakeholders in the early stages ensures installations that align with manufacturer guidelines, averting unforeseen costs and bolstering reputations.

Another crucial strategy highlighted is the “golden thread of information”, a concept born from Hackitt’s Building Safety Review.

This process ensures that vital information about a building’s lifecycle is collated and maintained consistently.

Such practices reduce the chances of oversight and potential legacy issues, aiming to maintain the safety of the building and its inhabitants.

Furthermore, industry software provides invaluable support. By maintaining up-to-date records, there’s a clear trail, eliminating potential vulnerabilities in the future.

The Golden Thread: Beyond bricks and mortar

Can you provide an overview of what the ‘Golden Thread‘ of information is in the context of building safety?

When I communicate about the golden thread, I often start by signposting to the definition that the then Building Regulation Advisory Committee (BRAC) published in their Golden Thread Report: “The golden thread is both the information that allows you to understand a building and the steps needed to keep both the building and people safe, now and in the future.”

This means that the golden thread of information encapsulates both the content (i.e. information and documents) as well as the process of keeping the content up to date (i.e. information management).

Within the BRAC Golden Thread Report there are also several helpful principles such as: Secure, Understandable, Accessible, and Longevity.

What is your perspective on the importance of having up-to-date premises information, particularly in high-stake situations?

What I have noticed is that over the past few years publications, such as The Vision for the Built Environment and Flourishing Systems, have conveyed a new narrative of considering the built environment as a system of systems.

This mindset demonstrates the level of interconnectivity needed for the overall system to operate effectively.

In this new mindset housing, for example, is considered social infrastructure. As infrastructure, they have their own outcomes to benefit society (one for example would be to protect occupants from the elements).

Up-to-date information is needed so that robust decisions can be made to realise such outcomes.

In a high-stake situation, there will likely be several immediate outcomes to realise.

Up-to-date premises information such as: materials used in the external wall and structure; the number of storeys and staircases, as well as Details of the evacuation strategy.

As requested by The Higher-Risk Buildings (Key Building Information etc.), Regulations will be pivotal in making robust decisions to realise these immediate outcomes.

Can you delve into the specific standards that can support the Golden Thread of information?

There are a myriad of standards that can support the Golden Thread of Information, the first being BS 8644-1 (Digital management of fire safety information). Whilst BS 8644-1’s scope extends beyond higher-risk buildings, it outlines an information management process that enables fire safety information to be managed and exchanged.

The information management processes within relate heavily to the ISO 19650 series, as well as the UK BIM Framework more generally.

In addition, there are standards which support the documentation that will likely be needed within the Golden Thread of Information.

These include: PAS 79-1 and the forthcoming BS 9792 (Fire risk assessments), ISO 7519 (General arrangement and assembly drawings), and BS 8587 (Facility Information Management).

Finally, there are standards relating to document management such as EN 82045-2 (Document management metadata) which can complement the BS EN ISO 19650-2 file naming convention to aid with the structure, management, and discoverability of information.

How can organisations begin to implement these standards and ensure they are maintaining the Golden Thread?

An effective way of doing implementing these standards would be to consider how their practices can be integrated into an organisation’s quality management plan.

Similar to when Building Information Modelling (BIM) was first introduced, it was ineffective for an organisation to have two ways of working (i.e. BIM projects and Traditional projects).

In the same manner, an organisation shouldn’t look to have “golden thread projects” but, instead, look to provide information aligned to the golden thread definition and principles on all projects. In doing so, regardless of the type of project, better information may be produced, managed, and exchanged as a result.

From a fire safety perspective, can you detail the benefits of being able to exchange fire safety information seamlessly?

As described within BS 8644-1, there are several instances across a project life cycle where fire safety information should be exchanged.

This can be as early as the briefing stage, where the fire safety outcomes and objectives should be identified, to the later stages, where risk assessments associated with the design and construction should demonstrate how risks have been captured and mitigated.

Being able to exchange such information with as little friction as possible will ensure that the right people have access to right information, to ensure that decision-making is done robustly.

In the context of emergency response, how might the Golden Thread facilitate faster and more effective action?

As opposed to having to access information on arrival (e.g via a premises information box), information can be accessed via the golden thread in transit or via remote colleagues who can inform the emergency responders of any pertinent information.

For example, this can include details of the fire evacuation strategy as well as the location of the assembly point.

What are some common challenges organisations might face when trying to implement the Golden Thread?

The biggest challenge will likely be that there are a wealth of software vendors who are trying to sell a “golden thread of information solution”.

Whilst their technology may enable the exchange of information and documents, without a more holistic organisational view, there is a risk of providing information that isn’t maintained; which would fail to meet the statutory instruments and the law.

As such, it is vital that organisations consider both how their processes need to change as well as what competencies are needed to realise the golden thread of information before investing in a solution.

What is the current status of the Golden Thread Regulations?

We have yet to see the Golden Thread Regulations themselves.

There is no doubt that the publication of this instrument will provide clarity around what is required in relation to the golden thread of information.

In the meantime, built environment professionals should engage with their respective professional institutions to keep up-to-date on relevant building safety activities as well as ensure that they continue to hold the competencies expected of someone performing their professional function.
