IFSJ Exclusive: Igniting a new era with Kidde Commercial

Arman Saeidnia, General Manager for the Kidde Commercial Fire business in Europe and Africa, discusses the future of the company

In April 2023, Kidde Engineered Systems, a leading fire and life safety brand committed to delivering the highest standards in commercial fire and life safety protection for more than 100 years, announced its new Kidde Commercial brand identity. Kidde Commercial unveiled its new branding and holistic commercial fire solution capabilities at The Fire Safety Event, in Birmingham, UK on 25-27 April.

With plans to continue the introduction its global rebranding introduction across the US, Latin America, Europe, Africa, Asia, and the Middle Eastern regions, IFSJ spoke to Arman Saeidnia, General Manager for the Kidde Commercial Fire business in Europe and Africa, to find out more about the company and its brand overhaul.

Who is Kidde Commercial and what is its background and current position in the fire and safety market?

Founded by Walter Kidde, a pioneer in early smoke detection and fire suppression, Kidde Commercial is one of the world’s largest manufacturers of fire safety products. Each day, we work to expand upon our legacy of innovation, providing advanced solutions to protect people and property from fire and related hazards.

Kidde is a part of Carrier Global Corporation, the leading global provider of healthy, safe, sustainable and intelligent building and cold chain solutions. Kidde Commercial provides systems that help protect properties from small commercial offices to large, complex environments such as airports.

In addition, our range covers both wired and wireless solutions, meaning that we can cover most fire detection applications, whatever the size. We have a great track record with a wide range of installations from the Los Angeles Airport to The Duomo in Florence and many others in between.

Can you tell me about the decision to launch the Kidde Commercial branding – how did this come about and what does it mean for the brand?

Through the introduction of the new Kidde Commercial brand, we will be putting four brands – Aritech, Kidde Engineering Systems, Kilsen and Ziton – under one umbrella.

Customers will start seeing a higher profile of the Kidde brand – a name that is already well known in Europe and Africa – as well as faster product development and more focused customer support as we operate under the Kidde Commercial approach.

What is new in the fire and safety market from Kidde Commercial?

Installers, specifiers and end-users are looking for both value and operational efficiency. As part of this drive, wireless technology is becoming increasingly popular as it is easy to install, operationally efficient and can be fitted without affecting the fabric of the building – vital in applications such as historic buildings

In addition, fire detection systems will increasingly be integrated with Building Automation Systems, allowing for centralised control of all building systems, including fire detection, HVAC and security.

IFSJ Exclusive: Fanning the flames of success

Darren Gamage, Group Chief Operating Officer at Kings Secure Technologies sits down with IFSJ Editor Iain Hoey to discuss the company’s growth in the fire market

Can you tell me about Kings Secure Technologies and its place in the market?

Kings Secure Technologies (KST) is one of the UK’s leading providers of security, fire safety and risk management with a focus on long standing commercial partnerships with our clients. The business was founded in 1971 and rapidly grew to become well known in the provision of security services. Its original focus was predominantly around electronic, mobile and static security services, predominantly into the retail market.

In 2017, a new senior management team including myself was brought into the business to drive expansion into new areas. We were brought in to expand the business. The business has grown substantially over the last five years, predominantly through both organic and acquisition growth.

We took more of an integrated service approach as we were finding clients that are looking to reduce their supply chain, particularly around the field of security, fire and risk. We’ve been quite successful at both retaining and developing our customer base into new sectors. Today, we’ve got over 800 employees across the UK working in a wide range of frontline business support roles.

Our headquarters is in Bradford, and we’ve got operational bases across the country to support our operational teams. Fire and life safety systems is a critical growth area: over the last four years, that’s been the biggest area of investment for us in terms of the development of services that support clients. Our approach is to work with them from early-stage risk identification all the way through to helping close out their fire and life safety risks.

What is your position and background within the industry?

I’m KST’s Chief Operating Officer. I joined the business as part of a new management team in 2017. I support and oversee the strategic planning, and the development of many of our new business streams. As well as the fire side acquisitions, we’ve made some acquisitions in the security side with Cougar Monitoring. We’ve also launched a number of new businesses including our specialist void protection business, which installs temporary fire alarm systems.

I’m responsible for the biggest divisions within the group. Both the fire and the electronic security systems businesses report into myself, including our smoke control business and our fire risk assessment business.

I’m also responsible for merger and acquisitions activity. I find strategic partners to work on, develop our strategic relationships, and then when relevant, make acquisition targets that bring them into the group. Finally, I’m involved with the commercial sales development – working with the sales team on targeting client sector development and making sure that we’re growing in the areas that we want to grow as a business.

Why did KST decide to integrate more fire safety into the business?

It’s something that we’ve grown mainly over the last five years. We had a small fire capability, like many others we were focused on security and dabbling in fire. Back in 2020 we acquired a business called Silver Group. Silver Group expanded our capabilities into the fire and life safety area, particularly around smoke ventilation. Then two months ago we made a further acquisition in the delivery of fire with a business called EFire. We also acquired a fire risk assessment business 18 months ago.

How did these acquisitions come about?

The acquisition around Silver Group was about strengthening our fire capabilities. We wanted to be one of the first and only ones in the market to be able to offer combined smoke, ventilation, fire alarms and systems, and maintenance and installation services. There are only a few companies at the moment that cover both smoke and fire. Silver Group was a natural acquisition as we had been working with the company for a number of years as a subcontract partner, so we decided to bring them in house.

For fire risk assessment, we saw substantial opportunities within the marketplace. We had opportunities among our existing clients who needed to carry out risk assessments. So we came across the Quidvis business and we saw that as a real differentiator, so we brought that into the group. Then recently we acquired EFire to further strengthen our national capabilities on fire, but equally to help move us into some sectors which are new to the business like healthcare, NHS and the government.

What is the plan for KST moving forward within the fire and life safety sector?

It’s a major area of investment for us. We’re going to continue to develop in that area and grow our portfolio. We are creating a number of strategic partnerships with companies in areas of services that we don’t currently deliver.

I see the opportunities around integrating passive and active fire protection very much in a more unified way. At the moment, passive and active are almost treated as two different disciplines. We’re just about to complete a strategic partnership with a business that will allow us to support our clients in the provision of fire doors, fire shutters and fast stopping.

If you just look at the fire doors market, it’s never really been considered, but in this post-Grenfell world people are now having to deal with that. We see the opportunity to be able to provide our clients that solution off the back of our core services.

There is also continued growth potential in terms of technology. We will continue to work with our manufacturer and supplier partners to look at how we can bring technology to the play to improve our service delivery. For instance, we’re working heavily with Honeywell Gent at the moment. We are a Gent partner and are looking at their automation systems. We plan to put them into places so that when we send engineers out, we’re proactively maintaining systems rather than reactively maintaining systems.

Smoke ventilation wise, a lot of companies installed smoke ventilation but never have them maintained. We see massive opportunities of growth in the maintenance of smoke vents, both natural and mechanical, in the future.

ASFP sets the standard for passive fire protection with new Advisory Notes

The Association for Specialist Fire Protection (ASFP) has announced the release of three new Advisory Notes (AN) and an updated document, providing comprehensive guidance on various aspects of firestopping, penetration seals, and smoke seals. These publications aim to enhance industry knowledge and promote best practices in passive fire protection.

Advisory Note 13: Testing of Partial Penetrations

AN 13 focuses on the testing of partial penetrations, specifically socket boxes installed into drywall systems. As a temporary measure while a CEN standard is being developed, the advisory note recommends an ad-hoc approach to firestopping these products, based on testing to BS EN1364-1: Fire resistance tests for non-loadbearing elements. Walls. This guidance emphasizes the importance of maintaining wall performance when incorporating electrical boxes into fire-rated assemblies.

Advisory Note 30: Transition from CE Marking to UKCA Mark

AN 30 addresses the transition from CE marking to the UKCA mark and its impact on different passive fire protection product families. It outlines the necessary steps during the transition period and offers valuable insights for manufacturers and specifiers to navigate the evolving regulatory landscape effectively. This note aims to ensure a smooth transition and compliance with the updated requirements.

Advisory Note 31: Smoke Seals for Active Fire Curtains

AN 31 addresses concerns related to the usage of smoke seals in conjunction with active fire curtains. In response to false claims suggesting the limited effectiveness of draught excluders in preventing the passage of cold smoke during fire resistance tests, this document clarifies that the smoke seals used are based on the same technology employed in smoke leakage-rated fire-resisting doors. The note emphasizes the necessity of including smoke seals during both leakage and fire tests.

Updated Advisory Note 15: Flexible Wall Systems for Service Penetration Seals

Advisory Note 15 has been updated to reflect changes in the interchange of flexible wall systems for service penetration seal systems. Originally providing visual clarification for a complex statement in BS EN1366-3: 2009: Fire resistance tests for service installations. Penetration seals, this revised note aligns its drawings with the updated BS EN 1366-3: 2021 version. This update ensures accurate and up-to-date guidance for practitioners in the field.

IFSJ Exclusive: Safeguarding fire risk assessment with NSI

John Davidson, Approval Schemes Manager at the National Security Inspectorate (NSI), explains the increasing importance of competent fire risk assessments

In addition to the UK Government’s response to the post-Grenfell Hackitt review of building regulations and fire safety, a number of recommendations within the Grenfell Tower Inquiry’s Phase 1 report have now been implemented in the Fire Safety (England) Regulations 2022 – which took effect from 23rd January 2023.

For high-rise residential buildings (at least 18m in height, or seven or more storeys) these Regulations require ‘Responsible Persons’ to take on additional mandatory duties. At multi-occupied residential buildings over 11m high, Responsible Persons across England must also ensure quarterly checks on all communal fire doors and annual inspections of flat entrance doors.

Fire risk assessment responsibilities

Legislation across the UK requires a ‘life safety fire risk assessment’ (LSFRA) to be carried out in almost all non-domestic premises and in a number of multiple occupancy residential buildings, including those converted into individual flats and Houses in Multiple Occupation (HMOs).  

The Regulatory Reform (Fire Safety) Order 2005 in England and Wales, Fire Scotland Act 2005 and the Fire & Rescue Services (Northern Ireland) Order 2006/Fire Safety Regulations (Northern Ireland) 2010, passed responsibility for fire safety in a building from the Fire and Rescue Service to the ‘Duty Holder’ (sometimes called ‘Responsible Person’).

In the event of a fire, especially if death or serious injury has occurred, the relevant Fire and Rescue Service will investigate and, where offences may have been committed, prosecution can follow.  For example, a company and director operating a petrol station in Lanner, Cornwall, paid £108,028 in fines and costs at Exeter Magistrates’ Court in February 2023 after pleading guilty to five offences under the Fire Safety Order.

Legislation changes 

Recent amendments to the Fire Safety Order by the Building Safety Act 2022, due to take effect in autumn 2023, will require the Responsible Person to record their fire risk assessment in full (not just the significant findings).

In practice, the Duty Holder/Responsible Person may be one of a number of possible persons, e.g. the contracted residential managing agent for a block of flats, tasked with ensuring people and premises are kept safe. In reality, any freeholders’ company director(s) will also ultimately be responsible in law.

Where five or more persons are “employed” at a premises the results of the life safety fire risk assessment (LSFRA) must be documented and legislation requires that all LSFRAs are periodically reviewed to ensure they remain valid, for example when a change of use is effected. 

Reassuring competence

UKAS (United Kingdom Accreditation Service)-accredited Third Party Certificated providers, who are independently assessed, can provide significant reassurance for those tasked with managing buildings. 

Where life safety fire risk assessment is required by national legislation it underpins fire safety arrangements across the board. By choosing NSI approved companies holding approval to the BAFE Life Safety Fire Risk Assessment Scheme SP205, who clearly demonstrate their commitment to required legislation and insurance stipulations Responsible Person(s) can be assured they have effectively discharged their legal obligations, safeguarding and protecting all those who live and work in residential buildings and commercial premises.

What is fire safety, and why is it a critical subject? Fire safety is the set of practices and procedures intended to reduce the life safety risk and property damage or destruction caused by fire.

Active and passive fire protection systems protect buildings and occupants from fire incidents. Both systems symbiotically play various roles in preventing, detecting, containing, limiting, and extinguishing fires.

Passive vs Active Protection Systems

Passive Fire Protection Systems are designed to control the spread of fire and smoke for a predefined period of time within the room (fire origin) in a building and to prevent it from spreading to adjacent areas (other compartments).

Active Fire Protection Systems are designed to detect, control, and extinguish fires which requires special stimulation or a command signal to operate. These systems are activated in the event of a fire, either automatically or manually, to help suppress the fire containing it until firefighting crews arrive at the incident and limit the damage.

Working together

Every building should have fire systems designed and installed. Considering a fire in the building, detectors are regarded by the general public as first defenders. These can be a smoke, heat, or combined detector, which, when activated, transfers the information (detection) of the fire incident location to the control panel. Suppose the fire is in its early stages before automatic detection. Anyone discovering the fire can trigger the system using the fire alarm manual call point/pull station. Immediately after fire detection, the fire alarm control panel (FACP) initiates actions per the facility’s designed “cause and effect matrix”.

During a fire emergency, the immediate activation of various systems and devices is essential to ensure the safety of the occupants and minimise damage to the building. One of the most critical components of a fire safety system is the Fire Alarm Control Panel (FACP), which is responsible for coordinating the activation of various systems and devices to facilitate safe and efficient evacuation.

The first system to be activated is the fire sounder and visual alarm devices, which provide an audible and visible warning to alert occupants to the emergency. If a voice evacuation system is installed in the building, the FACP will activate the system to start announcing the automatic evacuation plan, providing occupants with clear instructions on how to evacuate the building safely. If needed, a manual evacuation will be initiated.

The FACP will also initiate the emergency lighting system, illuminating the exit signage to guide occupants towards the direction of egress. Additionally, the smoke management system will be activated to contain or extract smoke from the building, with automatic extract fans being activated to extract the smoke.

In terms of the HVAC system, the FACP will switch from regular operation to emergency operation, including the air handling units (AHUs). If the fire strategy approach includes functionality for pressurisation, smoke management/extraction, etc., the HVAC will be turned off to provide proper ventilation and cut the airflow in designated areas of the building.

The Access Control System (ACS) will also be prompted to open the egress and release electric door locks for occupants’ easy evacuation. If required, fire doors will open or close to provide a suitable egress path or to compartmentalise the fire.

The sprinklers will be activated via self-contained detection (glass bulb or fusible link) for automatic fire extinguishing, while the fire and smoke dampers will be activated to stop the flow of smoke/fire to other areas.

At the same time, a series of fixed physical barriers, passive fire protection systems, are used to compartmentalise a building to withstand fire and smoke, hold fire in its original location, and prevent it from spreading to other parts of the building.

These systems will provide and reinstate the compartmentation and include various applications for fire and smoke barriers. In addition to the main structure of the building and building envelope such as the curtain wall, cladding systems and applied insulation to the outside of the building.

Awareness and quality of products/systems

It is generally understood that active fire systems detect and make sounds for evacuation; hence, it is a familiar system, and people have an idea about these. Building owners should know how vital fire systems and their maintenance are. The authorities and regulatory bodies should ensure these fire systems are mandated and provide guidance and governance for fire systems maintenance and ongoing testing throughout the building’s life cycle following the geographical areas’ requirements.

It is crucial to ensure that active and passive fire protection systems are installed and working together effectively to provide the best protection against fire risk.

All active and passive fire systems installed in a building should be tested by a recognised accredited laboratory and certified by an accredited certification body to ensure the quality of the product/system. Emirates Safety Laboratory (ESL) is accredited to per the ISO 17025 and ISO 17065 standards. It is a recognised laboratory and certification body that provides testing and certification to over 600 methods and standards for many fire products/systems.

Expert technician shares essential guide to fire doors in schools

Health, safety, and fire resilience technicians Julie Nobles and Joanne Rafferty, conduct on-site fire risk assessments on a daily basis in schools as part of the Risk Protection Arrangement’s (RPA) resilience measures. In a recent blog post, Julie discussed the importance of fire doors and the measures necessary to ensure compliance with the required safety standards.

The Regulatory Reform; Fire Safety Order (FSO) 2005 mandates schools to take responsibility for ensuring the safety of everyone in the building, including pupils, teachers, and support staff. Fire doors play a crucial role in defending against fire, smoke, and toxic fumes in public spaces such as schools, where good fire safety practices can be a matter of life and death.

According to Nobles, fire doors are essential in containing fires within compartments to prevent the spread of fire, smoke, and toxic fumes. However, for fire doors to function effectively, they must be installed and maintained correctly. During on-site risk assessments, Nobles and and Rafferty have identified common issues such as inoperable fire exits, non-compliant internal fire doors, locked, blocked, bolted final exit/fire doors, door mechanisms that do not close efficiently, and locks that affect fire resistance.

Nobles advised that schools should have a fire strategy identifying where fire doors are required, usually in the form of a CAD/plan drawing produced by the building’s architect. Fire doors are particularly important in high-risk areas, such as protected stairways and long corridors exceeding 12 meters in length that connect two or more exits.

Regular assessment

To comply with the Regulatory Reform (fire safety) Order 2005, a competent person should regularly review the fire risk assessment of their school building(s) to check their fire doors. Fire doors should be checked regularly, at least every six months, and a basic check should be carried out daily to ensure exits are not blocked or obstructed.

Nobles recommended reading the Fire safety risk assessments in educational premises for further guidance on fire precautions and conducting fire risk assessments. It is critical to use reputable suppliers when purchasing new fire doors, ensuring that the product has been fire tested, and have a competent organization install them. Regular inspections should be carried out to maintain fire doors, including the frame and ironmongery.

The Building Safety Act 2022 presents a new era of accountability for the construction industry that will improve the standards of buildings and secure the safety of people within them, and it comes with implications for professionals responsible for the specification, installation and maintenance of fire-critical building products.   

The Competence Steering Group’s Setting the Bar report aims to achieve a system of competence standards that all those in life-safety-critical disciplines working on higher-risk buildings should adopt, in line with Dame Judith Hackitt’s Building a Safer Future report.

For professionals responsible for the procurement, construction, inspection and maintenance of buildings, these objectives can be achieved in part by specifying and installing building components that are supplied with comprehensive third party certification, which helps to safeguard the suitability and safety of a building for its entire lifecycle.

Currently, some concerns remain in relation to ambiguities regarding guidelines and regulations for the testing of building materials. In relation to fire integrity riser doors for non-residential buildings, there are disparities between the guidelines outlined in BS EN 1634-1:2014+A1:2018 and clause C3 of Approved Document B2.

Where a door leaf is totally symmetrical, Part 1 of BS EN 1634-1:2014+A1:2018 allows for testing from one side only. In contrast, clause C3 of Approved Document B2 stipulates that each side of the door leaf should receive separate test exposure, irrespective of whether the door leaf is symmetrical.

Different manufacturers take different approaches to address this. Some may conduct product assessments via a third party once in the product lifecycle, whilst others may undertake third-party testing of both sides of the door leaf, supported by on going third party certification, to evidence their products are consistently suitable for installation.

While the National Construction Products Regulator will have the ability to conduct its own tests of building materials specified in fire-critical environments, it is the responsibility of the manufacturer to guarantee the products they supply are suitable for the proposed application.

However, this responsibility is also shared by the customer. Construction professionals need to make their own decision about how best to obtain assurance as to the performance of fire integrity riser doors. Certainly, third party assessment of performance is a minimum, but a higher degree of confidence can be obtained by specifying products from companies that have undergone third party accreditation and whose building products are supplied with comprehensive certification and test reports on an ongoing, rather than one off, basis. 

Due diligence

By evidencing comprehensive due diligence through the procurement of riser doors that have been bi-directionally tested by a third party and are supplied with ongoing certification and test reports, rather than single product assessments, construction professionals can be confident that no assumptions have been made regarding the suitability and performance of the materials installed, including whether the door set will perform effectively from both directions of exposure. This subsequently ensures the long-term suitability and safety of the building for its entire lifecycle.

One off product assessments alone do not provide continuous surveillance and assurance of consistency and quality.

This is because continuous testing programmes provide continued assurance with regard to the product being supplied, whereas one off product assessments alone do not provide continuous surveillance and assurance of consistency and quality.

This is further reflected in third-party testers’ continued involvement throughout the entire manufacturing process, which helps to ascertain that manufacturers are implementing appropriate measures to maintain manufacturing consistency and that the products tested are genuinely representative of production.

With regard to riser doors in particular, extensive third party bi-directional testing to BS EN 1634-1:2014+A1:2018 of both sides of the door leaf evidences that a manufacturer has gone above the minimum requirements detailed in BS EN 1634 to meet the requirements defined in clause C3 of Approved Document B2.

Professionals should also check that third-party testing has been undertaken for the complete doorset, including each individual component, to successfully validate overall performance.

Beyond the testing of the doorset itself, it is also critical that it is installed into an approved wall construction in a method consistent with the sample originally tested. This reflects points first raised in Dame Hackitt’s review that the fire resistance of a building product should be tested in ‘real-world conditions’, to be certain that all performance figures stated by the manufacturer are factual and representative of the likely performance of the final installation.

By specifying rising doors where both sides of the door leaf have been separately tested by an independent third-party passive fire product certification scheme, any ambiguity is removed, as the certification also states the approved application for each wall construction type, eliminating any requirement for interpretation.

Practical risks

In practice, the installation process of a riser door poses a number of risks to the overall fire integrity of the construction through variables such as the packer type and intumescent mastic bead application.

One solution to this could be by selecting steel riser doors that include adjustable frames with an integral intumescent strip to provide fire stopping between the wall and frame. This not only eliminates the requirement of packers and a dry liner’s reliance on the correct thickness of intumescent mastic bead, but also helps confirm the compliance and adequacy of the entire installation, as its fire integrity performance has been sufficiently documented by an independent assessor. This also subsequently increases the efficiencies of installation and reduces potential margins for error.

By considering the individual elements that forms part of the entire installation and ensuring that the relevant components have undergone the necessary testing and certification processes, professionals can not only streamline the initial design and specification stages, but can also benefit from an extensive digital audit trail that documents compliance and product suitability at every stage of the construction process.

The Formula for Competency with Quelfire

Craig Wells, Sales Director at Quelfire, talks competency, communication and doing your due diligence

In the Merriam-Webster dictionary, competency is defined as having a ‘possession of sufficient knowledge or skill.’

Although this is true, at Quelfire, we believe that there is more to competency than knowledge, skill, or experience. Whilst you can tangibly measure someone’s qualifications or skills, it is also about your personal attributes and how you use them to apply your skills that makes you competent. We often say that competency is knowing what you do not know and being prepared to ask for help.

This often works for those who find themselves in a situation where they understand that what is being asked of them is outside of their competence, but could find suitable assistance to complete the job. However, in other cases, it is also about knowing your limitations and when you are not the most suitable person for the project.

What can support competency?

Competency can be hard to measure, assess or evaluate directly because there is no benchmark to compare it to. Nevertheless, we believe that it can be observed indirectly through knowledge, and actions.

Qualifications: Qualifications work as a starting point so long as you build on them. While they do not make you fully competent, there is no doubt that they play an important role in establishing a foundation for initial skills, knowledge and understanding.

Training: No matter how competent you think you are, or how many years you have spent studying, everyone still needs to refresh their skills every once in a while, and keep up to date with current practices. Therefore, training and actively looking for opportunities to broaden your knowledge is highly recommended. This could be through attending CPDs or product-specific training, partaking in early engagement meetings, or reviewing sample boards as a benchmark for compliant installations.

Knowledge: Thirst for knowledge is key. Wanting to gain further knowledge about your niche sector, and even areas that go beyond, gives you a broader way of viewing challenges faced in the industry. This not only through third-party training, but by building and surrounding yourself with professional relations who support growth and have the right mindset when it comes to fire safety.

A culture of copy and paste

Competency is the act of understanding the why, thinking for yourself, and knowing how something works. Unfortunately, we have welcomed a culture of training people to copy and paste and then reference the source of information, without questioning it. We are not training people on the importance of doing their due diligence.

The construction industry can be fairly complacent in terms of assuming that everyone is competent. For example, a qualified electrician is competent to wire up a socket box but is then asked to firestop the socket using a putty pad. Whilst it is not hard to install a putty pad, does the electrician understand why they are installing it and that it is a life safety critical element? 

In another scenario, an architect is copying and pasting the tested details to their drawing, which is the correct thing to do when they have engaged with a competent manufacturer, but are they competent enough to understand why that is the most suitable firestopping tested detail and how it will work in the event of a fire?

Competency is not solely about whether you can do something, but whether you know the fundamentals of what you are being asked to do.

That is why transparency of fire testing and information in the construction industry is crucial. We understand that there is a lot of information out there and therefore, we cannot assume that all parties from architects to installers are masters of everything.

It is imperative that all parties communicate transparently, share competencies, and encourage questions. For example, in the context of fire testing certification, instead of merely relying on what the test certificate says – ask for the test report and any other relevant information that can evidence this.  

Communication, collaboration, and the sharing of knowledge. Working this way ensures that all parties are on the same page, working to best practices and showing that they are competent.

And what about ethics?

There is often a great deal of discussion around competency, but what is very rarely spoken about is ethics. In the Merriam-Webster dictionary, ethics is defined as ‘the principles of conduct governing an individual or a group.’

We believe it to be making decisions based on our company values. For example, if we do not have a firestopping tested solution, then we will not sell the product because this goes against everything we believe in which is protecting people and property. We also actively work to educate the construction industry on the importance of fire safety and why all firestopping products need to be installed compliantly.

When you work with other parties who are on the same page, striving for ultimate building compliance, your ethical stance will not be jeopardised. Again, it is about asking the right questions and establishing whose values line up with yours.

Competency and ethics work coherently together, you cannot have one without the other. For instance, if we did not have a tested solution for a customer’s application but proceeded to sell them a product for an untested application, then this would not be competent or ethical.

It would not make us competent as we proceeded to sell a product even when we were not the most suitable manufacturer for the application in question. It also would not make us ethical because we have acted from the perspective of financial gain rather than the interest of the safety of future occupants of the building.

Therefore, although it is harder to measure ethics as there are no qualifications you can obtain, it is equally as important as competency.

Know your limitations

The Passive Fire Protection Forum (PFPF) guide to ‘Undertaking Technical Assessments of Fire Performance of Construction Products Based on Fire Test Evidence’, Section 6, p.15, states: ‘Different levels of competency of individual assessor and reviewer have been identified with different levels of responsibility and remit in regard to the complexity level of assessment that they may undertake.’

This is a holistic way of approaching competency because it weighs up qualifications, experience, and knowledge and therefore, clearly sets competence boundaries and allows the relevant person to know their limitations.

For example, a Principal Assessor/ Reviewer requires a chartered engineer qualification (or equivalent) and five years of relevant testing and assessment experience. Whereas an Assessor needs either four years of relevant testing and assessment experience or two years of experience plus qualifications equivalent to a technical engineer or above.

This demonstrates that competency cannot be measured on one basis. Qualifications, knowledge, and experience need to be built into it and, of course, knowing when you are not competent enough to carry out the job.

It is important for people to also understand that there are manufacturers and system suppliers, like ourselves, who are willing to provide support and an evidence-based solution.

Help is available and it is not wrong to not know all the answers.

FPA responds to DLUHC consultation on sprinklers in care homes

The Fire Protection Association has submitted its response to the DLUHC consultation on sprinklers in care homes, the removal of national classes, and staircases in residential buildings.

In its response, the FPA restated its position that health and life safety should be realised alongside the consideration of property protection. The FPA’s response calls on those responsible not to design and build solely to the ‘life safety before collapse’ objective, and for the application of the LPC Sprinkler Rules.

The FPA said: ““We encourage DLUHC to recognise that the protection of care home buildings as an asset and place of healthcare that provides a vital service to residents and their families in the wider community warrants a commitment to the LPC Sprinkler Rules. Other systems providing suppression or extinguishment for health and life safety only are not sufficient to protect the asset.”

The Association said it opposes a 10-bed threshold as an arbitrary threshold will simply encourage 9 bed facilities, and the proposal to limit the sprinkler requirement to new care homes only:“Most care homes already exist, and this DLUHC proposal limited to new care homes does not retrofit the existing stock as it should.”

On the removal of national classifications, the FPA said it broadly agrees with the DLUHC proposal, but noted the issues surrounding the historic problems arising from the Class 0/B transposition in Approved Document B. 

And on staircases in residential buildings, the FPA said that that the question of evacuation and intervention should be addressed for all buildings regardless of height or occupancy, rather than there being a maximum threshold for the provision of a single staircase in multioccupancy residential buildings.

It noted, however, that the: “Call for two stairs is simplistic. It ignores the combination of measures that may be considered to provide for evacuation and intervention” as even in lower rise buildings that have other fire safety inadequacies, single stairs can become impassable. The provision of stairs is just one factor, and the FPA believe it is important not to leap to the conclusion that all single stair buildings are dangerous.

New framework for fire safety experts open for registration

The Fire Safety (FS2) framework from LHC is now open for registrations of interest until summer 2023. The framework includes provision for new or replacement passive and active fire protection measures for existing and new domestic and non-domestic buildings, as well as consultancy and cladding.

FS2 is available to use by all public sector bodies across England, Scotland and Wales and expands on services previously offered in LHC’s FS1 framework.

FS2 includes a range of fire-related services such as: fire safety consultancy; fire risk assessments; fire safety inspections; passive fire protection installation, servicing, and maintenance; fire alarm installation testing, servicing, and maintenance; fire suppression system installation, servicing, and maintenance; waking watch services; and cladding remediation and replacement. 

It also includes a provision to replace, repair and maintain fire doors, shutters and associated equipment, install signage to meet the building’s fire strategy, and maintain and install carbon monoxide, heat and smoke detectors. Suppliers can also act as principal contractor for active fire protection and passive prevention.

Availability of regional suppliers

Dean Fazackerley, Head of Technical Procurement at LHC, explained that the framework was developed to provide the market to engage with a wider array of regional suppliers: “Fire safety has never been higher on the agenda with post-Grenfell regulations recently coming into force. It’s more important than ever for local authorities and social housing providers to carefully consider the preparedness of buildings in the event of a fire.   

“We developed the FS2 framework in collaboration with the marketplace to provide more opportunities to work with a wider variety of suppliers, especially SMEs. Our public sector clients told us they want more availability of regional suppliers – and FS2 directly answers that demand.

“It’s also important we provide a comprehensive range of fire safety services for the public sector to access, especially as many fire safety suppliers offer both passive and active services from detection to spread prevention. It was a logical step to include both under one framework, because these work hand in hand in buildings to prevent, detect, alert, and even suppress a fire that has already started.”

LHC said it worked closely with public sector organisations to develop values-based frameworks offering more opportunities for regional suppliers.
